In “The Noble Spaniard” production, laughs take centre stage CHRISTINA BOUCHER On March 22, 23, and 24, theatre-goers had the unique pleasure of being able to take in some live comedic theatre at Lobelco Hall, where Somerset Maugham’s “The Noble Spaniard” was in production. This weekend saw 221 paid admissions, an excellent turnout; a portion of the proceeds goes to the Lobelco Hall fund. The show was the Bella Coola Valley Little Theatre Guild’s first offering since 2010, when they put on a holiday show to raise funds for flood recovery efforts. The lighthearted comedy was well-played by veteran and newcomer actors alike. Judging from the level of laughter coming from the audience, entertainment was in no short supply. New player Scott Barnes

brought down the house with his spirited, hilarious, and undeniably engaging portrayal of the title role, the Duke Don Ferdinand of Hermanos, the Noble Spaniard, with the right to wear his hat in the presence of the king, etcetera and etcetera. Following the Saturday night showing, Ray McIlwain was quick to offer praise for the hard work of director John Morton, calling attention to the long hours of organizational effort Morton devoted to the play. In contemporary theatre, the director's function is to ensure the quality and completeness of the production and to lead the members of the creative team into realizing the artistic vision for it. The director collaborates with a team, coordinating research, stagecraft, costume design, props, lighting design, acting, set design, stage combat,

and sound design for the production. Morton comments on the experience of directing: “It was a pleasure to work with the cast, and I was very happy to be able to bring some entertainment to the Valley and contribute to a long-standing tradition of local theatre.” Another outstanding element of “The Noble Spaniard” was the set design, which was elaborate and quintessentially Victorian, resulting from the efforts of many hard-working volunteers. Morton was quick to recognize Caroline Granander for her devotion to planning and overseeing the details of the set design and stage management, as well as Susan Osmers for her work on the costumes. Many community members also contributed labour, materials, and furnishings to the set.

The frequency of doctor’s visits to Anahim Lake will be scaled back during this period. The Physicians are asking for your help to help them best meet your medical needs: When you ask to see a doctor, you will need to tell the nurses or clinic staff why you need to see a doctor, and the phone number where you can be reached. This is to help us get an appointment for you as soon as we can and to make sure that nobody asking to see a doctor is missed. We are asking that people with prescribed medications ask for refills four (4) weeks before needing them. We are also asking that people with forms for doctors to fill come to request their appointments at least four to six weeks before the form is due.

Bella Coola General Hospital and Medical Clinic will be facing some challenges over the coming months. Two of our physicians, Dr. Melinda Zeron Mullins and Dr. Julia Low Ah Kee, are having babies this spring and will be taking maternity leave. We are trying to find suitable replacements for these valued members of our community, but have only been partially successful. Until we find the additional help we need, you may experience some changes in the way we go about our business at the hospital and clinic, starting in mid-April: There may be longer waits to be seen in the emergency department if you have an injury or illness that is not lifethreatening. PRESS RELEASE: FRASER BASIN COUNCIL WILLIAMS LAKE, BC – Thirty-six people representing six First Nations communities, BC government agencies, industry groups and non-profit societies met to discuss a new vision for the Nuxalk Carrier Grease Trail. Also known as the Alexander Mackenzie Heritage Trail, the Carrier and Nuxalk people guided Mackenzie from the mouth of the Blackwater River near Quesnel across the Chilcotin Plateau to the Pacific Ocean in July 1793. It is named the Grease Trail for the grease made from the oolichan (eulachon) fish in the Bella Coola Valley that was traded along the trail with Interior nations. The Grease Trail Working Group, composed of representatives from Nuxalk (Bella Coola), Ulkatcho (Anahim

Lake), Lhoosk’uz Dené (Kluskus), Lhtako Dené (Red Bluff ), Nazko, and Lheidli T’enneh, is seeking to create a new management plan that will address cultural, social, environmental and economic opportunities for the trail. Funding from Aboriginal Affairs and Northern Development Canada has supported the Working Group to review past plans and reports, discuss options, engage with BC government agencies, as well as to hire trail workers to assess the condition of the trail in summer 2011. The Fraser Basin Council has provided facilitation and secretariat support to the Grease Trail Working Group. A symposium held on March 1, 2012 in Williams Lake identified a clear willingness between the six communities and BC government to work together to create a new management

plan, to maintain the trail to ensure it is useable, and to explore opportunities to promote understanding of the multiple dimensions of the cultural history and importance of the trail. The 420 km long trail was designated as a Heritage Trail in 1987, and a management plan was prepared by the province in 1993 with objectives for cultural heritage and recreation management, as well as direction on how other resource activities should proceed. The plan was insufficient and underresourced to deal with the impacts of the Mountain Pine Beetle epidemic and subsequent timber harvesting, and the result has been the trail is in poor shape with significant blowdown, faded or destroyed signage, and lack of enforcement to prevent motorized recreation.

Grand opening: Vancouver Island Regional Library, Bella Coola branch BETH JAY All of us “readaholics” have had a difficult time these last few months, as the old library was closed for three months, and no new books were to be had. Though I had a good supply of about thirty books, how does a chronic reader plan for such a drought? I managed, just barely, and when the new location was “unofficially” opened, I was the first patron to peruse the new fiction section,

and check my books out using the new automated checkout system. The official grand opening was on Saturday, March 17, and a grand opening it was, with VIRL dignitaries flown in on their chartered plane from Vancouver Island (the flight was a breathtaking experience), as well as local dignitaries all on hand to celebrate. The new space is envisioned as a community gathering place, an electronic commons, and fea-

tures public computers, Internet access, a photocopier, a children’s computer, and now, free music from the VIRL website. There are more books, more DVDs, more CDs, in fact, more than 10,000 items now reside in our very own Bella Coola branch. Speeches were made, awards were given, the ribbon was cut (twice!), the SAMS band played, Caley Watts and friends sang, people mingled, cake was eaten, and the new library was finally open! CCRD Board Meeting Highlights, March 8 & 22, 2012 SUBMITTED BY BRIAN LANDE, CCRD CHAIR The regular monthly meeting of the Central Coast Regional District board of directors was held on March 8, 2012. Meeting highlights included consideration of an application from the Centennial Pool Commission for funding to address outstanding facilities issues and upgrades, several of which were deferred as a result of the need to concentrate on damage to the pool caused by flooding in 2009 and 2010. The efforts of the volunteer members of the Pool Commission to maintain and enhance service in the face of not only consecutive years of flooding, but also aging infrastructure, are certainly laudable. As one of very few recreation facilities in the region, the board of directors was pleased to support the efforts of the Commission to undertake the upgrades and repairs, which are expected to bring the facility to a standard where the com-

munity can be more confident in its future. The board of directors was also pleased to appoint a new member to the Centennial Pool Commission. Christina Fraser will join this hard-working group of volunteers. A number of regional district commissions and committees are still seeking additional volunteers. Anyone wishing to join or seeking more information is encouraged to contact the administration office at 799-5291. The board of directors was very pleased to receive the thoughtful recommendations and final report of the Flood Response Advisory Committee (FRAC), along with a recommendation for approval from the CCRD Emergency Executive Committee. The FRAC recommendations were the result of the Committee’s exercise to appropriately rank the 30 serious floodaffected sites that were identified in the Bella Coola Valley. Seven short-term recommendations were directed towards the top 7 ranked hazard sites with mid and

long-term recommendations being comprised of potential mitigation options for all of the 30 identified areas. The ranking process compared the private and community assets of the particular sites and then applied a prediction of how likely the sites were expected to be impacted by flooding in the future. A third criterion was applied that recognized the complexity of the flood risk in any situation and assessed the practical ability of the regional district to have any meaningful involvement in mitigation of the particular hazards. The asset list considered critical infrastructure, homes and businesses, agricultural land, fish habitat and more. The Committee also recognized that a certain amount of available resources are best directed toward non-construction activities that may provide benefit to all areas through enhanced planning and response activities, and recommendations were made accordingly. The FRAC recommendations have now been referred

to staff for implementation as opportunities and funding present. The full report is available on the CCRD website: www. ccrd-bc.ca. The board reviewed and approved the Strategic Community Investment Funds Agreement required by the Province to initiate the annual transfer of the unconditional grant, which forms a significant part of the regional district revenue required to operate its services. A special board meeting was held on March 22, 2012 for the purpose of considering the annual budget bylaw. Following consideration of the proposed budget, the bylaw was adopted with amendments that will serve to reduce by half, the increase in the tax requisition originally contemplated to effect the board’s 2012 strategic priorities. The next regular meeting of the board will be held April 12 in Bella Coola. The public is welcome to attend. The deadline for receipt of agenda items is 4:00 pm, April 5, 2012.

Health Column: Weather extremes DR. PAUL MARTIQUET, MEDICAL HEALTH OFFICER FOR RURAL VANCOUVER COASTAL HEALTH INCLUDING POWELL RIVER, THE SUNSHINE COAST, SEATO-SKY, BELLA BELLA AND BELLA COOLA Making conclusions from limited observation is a common error among many. To say that “I saw this happen” therefore “that must be true” is usually a fallacy. Having enough data to support a conclusion, or even a hypothesis, is crucial to the scientific method. We have all heard about “global warming” and people regularly attribute this or that weather event to it. Your neighbour observes that it’s been

too hot for gardening… it must be that global warning thing! One observation leads to one assumption. Not good science. However, what if we were to look at all of 2011 (as an example) and examine weather events globally? We could even go back to include comparative data from a century or more ago. Would that be more valid? Of course it would. Indeed, 2011 was a year of global weather extremes. The global average temperature in 2011 was 14.5 degrees [all figures Celsius] making it the ninth warmest year in 132 years of record keeping. This is about 0.8 degrees warmer than in 1900.

Doesn’t sound like much, does it? But for each one degree rise, the atmosphere can hold an additional seven percent more moisture. And higher temperatures can also fuel storms. 2011 was also the second wettest year over land in recorded history. There has been a strong trend towards warming: each subsequent decade from 1970 has been hotter than the previous one. And nine of the 10 hottest years have occurred since 2000. The average temperature is determined by several factors including solar activity and the status of the El Niño/La Niña phenomena. But it is the accumulation of heat-

trapping gases in the atmosphere — largely from the burning of fossil fuels — that has become a dominant force, pushing global climate out of its normal range. Using 2011 as an example of the trend, we can see that there were immense weather occurrences that we can link to warming temperatures. Brazil started the year with its deadliest natural disaster. A month’s worth of rain fell in one day in Rio de Janeiro state leading to floods and landslides. Flooding in Australia covered an area the size of France and Germany combined; it was the wettest year on record. And Thailand experienced flooding that

Heat, drought and wildfires raged across the US South Plains and Southwest; Wichita, Kansas experienced 100 days of higher than 100 degrees Fahrenheit, breaking a record from 1934 during the ‘Dust Bowl’ period. All-time highs were set around the world:

Armenia, China, Iran, Iraq and others all saw extremes of heat. In fact, Kuwait experienced the year’s highest temperature at a searing 53.3 degrees, the highest temperature ever recorded on Earth during the month of August. Even the Arctic saw warmer temperatures with a record 2.2 degrees above the mean from 1951¬-80. Over the past 50 years, temperatures in the Arctic have increased more than twice as fast as the global average. Our continued reli-

ance on fossil fuels remains the single most threatening behaviour to global warming and the subsequent weather extremes. Only by implementing a rapid, dramatic reduction of greenhouse gas emissions can we hold back future temperature increases. If we don’t, the forecast rise in global temperatures is seven degrees by the end of the century. And if you thought the fallout from a mere 0.8 degree increase were serious, imagine if it were seven!

26th annual Tweedsmuir cross-country ski race CHRISTINA BOUCHER The annual cross-country ski race took place at East Branch on Sunday, March 11 after being canceled the previous weekend due to weather conditions. The main organizer for the event was Kerry Boileau, elected at the 2011 Tweedsmuir Ski Club AGM as Director of Special Events. Her apt skills at organization were noted on the “Tweeds Muir Ski” blog, which reports on cross-country conditions at East Branch:

“It was fortunate that we had a very capable person organizing the event who monitored the weather, managed to notify people of the cancellation, rescheduled it for the next week, cooked a huge pot of chili, got other people to bring goodies, got a shelter set up, did the registration, timed the event, handed out the prizes and simultaneously looked after her own young kids. A job well done.” Director Boileau comments on the day: “A special thanks is in order to everybody to everyone who helped get the race

off the ground and make it happen, there were a lot of volunteers who helped out, and helped ease the rescheduling we had to do, due to too much snow! “Also, there were a lot of youth out there this year, which was great, because in some years that hasn’t been many under 12 competitors. It was great to see so many kids, and so many participants attending the event, which we hope to continue for a long time.” Ski race results were as follows for the various distance categories (Participant,
