Enrolment in schools in Nicola-Similkameen School District 58 is down about 48 students from last spring’s projections, which played a role in Coquihalla Middle School’s closure, according to an enrolment update at the school board’s meeting on Oct. 19. “At Central and Diamond Vale, we had more kids transition out and most of those kids seemed to transition out of town,” SD 58 Supt. Bob Peacock said. “Whether it was because of the job market or housing market, we don’t know.” The results are due more to the limited number of kindergarten students, rather than a decrease in the high school and distance education enrolment. “I think bricks-andmortar schools were down 70 and when we take distributed learning in, they were 22 above what they projected,” Peacock said as he explained how the school board arrived at 48 students shy of projections.

The school, which used to be called Kengard Alternate School, offers kindergarten to Grade 12 distance education through the South Central Interior Distance Education School (SCIDES), and face-to-face programs with Hearts and Hands for young mothers, and an alternate program for secondary school. “We’ve re-jigged the alternate programs in the north end of the district,” Kengard Principal Alan Mackay-Smith said. “It’s a new approach for our students to meet their same needs but to do it in one facility.” Mackay-Smith said the centre has between 65 and 70 students in its face-to-face program, and between 800 and 900 distance education students from around the province. “It’s all about providing choices for kids,” Mackay-Smith said. “In some cases, students can learn quite well in an online environment. I think the other place education is going to go is in blended learning, where you have a mixture of face-to-face and online content. That’s one of the things we’re afforded with this school. It just shows you that there’s more than one way of doing schoolwork.”

Merritt’s geotourism is getting a boost with a new geocaching field guide launching on Nov. 17. The GeoTourism Field Guide Vol. 2 will contain routes, stories, pictures and locations of 72 new geocaches in the Merritt area. The book’s publisher, Gold Country Communities Society, is comprised of communities throughout the southern Interior working together to increase tourism. One of its strategies is to promote ecotourism. “Geocaching is one more of those facets, those elements of tourism that we can use to promote the City of Merritt as a place where families, adventurers, and inquisitive types of people can find things to do and enjoy,” James Umpherson, the city’s economic development officer said. Gold Country Marketing Manager Terri Hadwin said increasing the area’s geocaching appeal is estimated to bring in about $57,000 per month for the region, which stretches south from 70 Mile House to Brookmere and east from Lillooet to Savona. Geocachers use handheld GPS devices to locate caches in various outdoor places, like in a scavenger hunt. People sometime take an item from the cache and leave one. Geocaching also has an immense online presence where players can upload pictures and share stories of geocaching adventures with worldwide groups. Hadwin said she has heard many interesting stories since Gold Country released the GeoTourism Field Guide Vol. 1 two years ago. “I heard a good one about a Merritt gentleman who’s geocaching late at night with his resigned wife and his terrified mother-in-

Fire department looks at upgrading By Emily Wessel THE HERALD

The Merritt Fire Rescue Department is looking at options for reconfiguring its fire hall and has its first step in the lengthy process approved by city council. Council approved closing the lane behind the fire hall that separates it from the parking lot. “In order to proceed, we need to close that lane so that we can consolidate all the parcels around it, and then start with a clean sheet,” City of Merritt Development Services Officer Sean O’Flaherty said. The fire hall is on five parcels of land and the back parking lot is the sixth, but with the lane between them closed, the City can work to consolidate the property — a move that would bypass the zoning restrictions that prevent the hall from expanding to the property boundaries. For now, the options are to expand the current building or to build a new hall, although it’s too early

in the project to rule out relocation. “There are no plans at the moment to actually expand it,” Coun. Dave Baker said. “We’ve been looking at many different things — a second fire hall, expanding the existing fire hall, all sorts of different things. We just shut the road down basically to give us the opportunity to expand if we need to.” Fire Chief Dave Tomkinson said the 40-year-old building’s tight quarters are a health and safety issue as much as an inconvenience. “We don’t have room for even a spare hook for gear anymore on the walls now, how the hall is designed,” Tomkinson said. “We have one of the largest workforces in the city, with nearly 40 people. We just can’t accommodate them for training and we just don’t have the space for storage or the modern-day ancillary rooms that you’d find common in most fire departments, like turnout gear rooms and decontamination rooms. looking at all and any options that are available to us.” The trucks are parked back-to-back with about a foot of space between them, which the firefighters use to traverse the station. Tomkinson said the gear hung on the walls emits gases that the crew breathes in while they work. He also pointed to the construction trailers on the back lot where work experience firefighters have been living for five years, as one of the

factors that prompted the department to take action. “Over time, we’d like to have them under the cover of the fire department,” Tomkinson said. “We also would like to look at those living quarters that we’re leasing at the present time and see if we can’t do something more permanent to make better use of the dollars we’re spending.” Still, Tomkinson said the need to expand isn’t sudden. “The role and

responsibility of the fire department over all those years has definitely changed,” he said. “We’re responding not only to motor vehicle accidents, but to medical emergencies as first responders, so our role has changed in the community which means the way we do our business has changed as well. And, over the years, many of the health and safety standards have obviously improved, so we want to provide the best and the safest facilities

for our firefighters.” Officials from the fire department and city council said it’s too early in the process to estimate a cost for the project. “There’s been a lot of talk over the years with respect to this,” Tomkinson said. “We’re looking at what, at minimum, would we require in the future. From there, we can have someone put a dollar value to it. It’s going to be a long road, but we need to look at it.”

In the ornate rotunda now decorated by his hand-carved dugout canoe, B.C.’s first aboriginal Queen’s representative joined a choir and band to perform an original song he dedicated to the people of B.C. Premier Christy Clark presented Point and his wife Gwendolyn with gifts, and Point was visibly moved

when presented with a hand-crafted guitar made in Kamloops. Clark praised the couple for their work during the past five years, including a partnership with Rotary Clubs on literacy in remote B.C. communities. Clark recounted Point’s career, which he started as a chief of his own First Nation before moving on to Grand Chief of the Sto:lo Tribal Council. He then earned two law degrees, became a provincial court judge, and then served as chief commissioner of the B.C. Treaty

Commission before accepting Prime Minister Stephen Harper’s invitation to serve as lieutenant governor. “He set out to be a role model for First Nations people, to inspire young people, and he has reached that goal,” Clark said. Point praised Clark and said the country needs more women leaders, and also showed his penchant for humour. “Well, it’s all over,” Point said. “I feel like Dorothy at the end of the Wizard of Oz. I’m going to go home now.”

Here’s a real smart meter manipulation TOM FLETCHER B.C. VIEWS VICTORIA – Two very different scenes unfolded at opposite ends of the province last week. In the remote northwest corner of B.C., the first powerline towers started going up to connect Highway 37 communities to the BC Hydro grid. The Nisga’a, Tahltan and other aboriginal communities will soon have reliable power, as well as much-needed training and jobs during clearing and construction. Meanwhile, down on the Gulf Islands, the most hysterical, dishonest campaign against smart meters I’ve heard of so far went into high gear. I’ve obtained a mass e-mail from the head anti-smart meter organizer on Salt Spring Island that shows the mentality at work here. (Corix is the BC Hydro contractor that has installed more than a million meters and has approached the Gulf Islands with trepidation, the last area of B.C. to be done.) “Corix is attacking with 30 trucks on Mon the 22nd,” Chris Anderson wrote in October. “Poelpe [sic] are advised NOT to attend the Victoria pipeline rally but instead help defend against [sic] spymeter installations in their neighbourhoods.”

Internet has stranglehold on our lives PHILLIP WOOLGAR Merritt HERALD Not many people really understand how it works, but it definitely has something to do with electrical signals and other technical mumbo jumbo. The importance of the Internet on daily opera-

tions of nearly everyone functioning in the 21st Century can’t be understated. The annoying dial-up signals that plagued the 1990s have been replaced by a highly efficient network of cable connections that keep people plugged in and at a high rate of speed... sometimes. When the Internet crashes for whatever reason, it serves as a wake-up call that makes obvious the necessity for the information highway. Take for instance last week, when the Internet

crashed here at the Herald. An onlooker could have assumed that a fiery comet was about to crash into the Earth and destroy all life. Staff here scrambled to find a solution, and after about 30 hours, we were back online. Herald Facebook “fans” might have noticed a delay in stories appearing on their “wall.” The website was only partially updated before the crash. In the day and a half of Internet outage here, the connection between the newspaper and the many affiliates was cut, affecting the facilita-

The editorial department did much of its research on smartphones and when the Internet was finally turned back on after fixing router and modem issues, 65 emails required my attention. Stop to think about it — in what ways would your life be affected if the Internet went down? Obviously not everyone relies on the Internet for their various activities. And we still receive — with eager hands — letters to

But the Internet has made life so much easier for those who have discovered and value its use, and that’s why it has transformed the world, bringing people and businesses closer together. Most people take what the Internet has to offer for granted, but when it comes down to it, the vast majority of all our lives would suffer immensely without those electrical signals. On the other hand, what have we lost because of our dependence?

From Page 4 Anderson’s self-appointed supporters fanned out across the island, attempting to turn away installers on the false assumption that everyone has fallen for their crackpot fear campaign. They managed to stop 12 per cent of the installations. Coincidentally, Anderson has been doing a brisk business, selling $35 meter locks to gullible Salt Spring Islanders in recent months. They don’t work, and you’re not allowed to lock BC Hydro property anyway. Others have been sold official-looking “no smart meter” signs that don’t identify the customer, so they don’t work either. As for the term “spymeter,” I’ve reported on the weird theories spread by Bill Vander Zalm in a video interview, where he claims smart meters are part of a global surveillance system that can even tell what you’re cooking. Vander Zalm has been outdone by one Brian Thiesen, who styles himself as the “chairman” of “Interior Smart Meter Awareness.” In September, the Merritt Herald reported on Thiesen’s presentation to 20 unwary people in a church basement. He claimed wireless meters not only provide video surveillance of your house, they are also responsible for “dying bees” and “defective sperm and eggs” as well as disease and fires. Thiesen even claimed radiofrequency signals can “pull your PIN number directly out of your head.” Is there no limit to the nonsense some people will fall for? Surrey Fire Chief Len Garis co-authored a study that shows residential fires have decreased with the advent of smart meters. Which brings me to the ugliest opposition to this modernization, the criminal element. Here in North America’s marijuana mecca, installers have encountered many meter bypasses, wired up to steal hydro and conceal high consumption for grow-ops. In addition to being illegal, they are a fire hazard that is removed when discovered. Installers also find more sophisticated cases of hydro theft. Removing the mechanical meter reveals a hole cut in the back of the case, so the dials can be turned back to hide a grow-op’s power consumption. No wonder some people want to lock them down. Of course all of this is defeated by a smart grid system, so the growers and other crooks are angry. A BC Hydro official told me about one case where a user was told he had a bypass, and that it was being removed. His bill went from next to nothing to a reasonable level. The customer complained to the media, falsely inflating the amount of his bill and blaming an inaccurate smart meter. Why does the opposition party NDP have more expenses with less members?

The location of the riding has no barrier in expenses. Example: Scott Fraser, NDP MLA for Alberni-Pacific on Vancouver Island, spent $31,157 and Katrine Conroy, NDP MLA for Kootenay West spent $30,482. Out of the top 15 on the list out of 85, the NDP have 11 names on the list. Example: Robin Austin, MLA for Skeena, has expenses of $53,606, Norm MacDonald,

MLA for Columbia River-Revelstoke, has expenses of $45,332, and Doug Donaldson, MLA for Stikine, has expenses of $42,678. Expenses for B.C. cabinet ministers that do a lot of travel are Christy Clark with expenses at $39,612, Shirley Bond at $27,323, Rich Coleman at $21,938, Mike DeJong at $23,450, Terry Lake at $27,575, and Steve Thomson at $19,809. In summary, why does the opposition NDP

have so much more in expenses than the B.C. government, which have cabinet ministers with lower totals than opposition MLA’s? Example: being Harry Lali at $32,829 and Nicholas Simons at $30,841. An update on the economic improvement I forecast months ago. Well it has started. It is certainly not fully engaged, as most of the workers for the HYDRO project and the BIOMASS are not yet here in town. However, if you went the local mills and asked them about the depleted spare boards or the companies that are doing the excavating and clearing work for hydro how they were doing, you would see that the projects are underway. Each week we get several people new to town looking for rental accommodation. We do not handle rentals but these people still come in looking. Many of the hotel/ motels are booking workers in at weekly/monthly rates. The bright spot in recent sales has been in acreage, with home, sales. This area has seen more of these properties sell, in the last few months, than we have seen in the last few years combined. I would expect the overall housing market to also improve over the next few months as more workers come to town and find out how tight the local rental market is.

Look to memories before new teachings

JEANETTE MCMASTER In FRIENDSHIP My memories of childhood are very special, as I’m sure each of you feel about growing up in an environment that was clean and safe. Yes, there were difficult times, but through them we learned skills to survive. My dad, Billy McLeod, was my hero. He taught me so much. As I sat and listened to several speakers the other day, I remember my dad telling me, “Daughter, do not follow everything you hear other people speak of. Be sure you know

what you hear is good. Then accept the teachings.” My dad did not attend church on a regular basis, but he believed in God and said his prayers every day in our language. One day, while my dad was at home with the children, one of them asked him why he wore a chain with a cross on it. My dad’s reply: “I wear this chain with the cross around my neck because it is my key to heaven.” I will always remember those words. Even though he never went to church or had a formal education, he knew his life was a good one, and when it was time for him to be called home, he was assured of his welcome into heaven because of his personal key. He used to have a sweat house which he

built by the lake. He used this to clean his body before going on a hunt with my two brothers Clarence and Clement. He also told me, “Daughter, I do not use the sweat house to get a vision. Only certain people can have a vision while in the sweathouse, and when they do, it’s to help people, not to cause them harm.” My dad, Clarence and Clement, sometimes with their friend George Charters, would all get together for a hunt. My dad had a red truck that they used for their hunting trips. They had pack horses and saddle horses too, but the big red truck was used to haul the game in. They had their hunting gear all set and sometimes they would camp out for several days, but we knew when they came home, there would be moose and

deer for everyone. You see, the game they brought home was butchered and divided up to share with those who had no hunters in their families. That was how it was done back then. I saw a picture of that old red truck the other day. It’s still where my dad left it. It broke down on them, so he said, “Leave it here. This is where it will have its rest.” What I heard and saw, I kept deep inside

of my heart, so when I needed to check something out about people’s teachings, I go back to my memory bank. 2 Thessalonians chapter 2; 15: “So, then brethren, stand firm and hold fast to the traditions and instructions which you were taught by our word of mouth or by letter.” Verse 17; “Comfort and encourage your hearts and strengthen them, make them steadfast, and keep them unswerving in every good work and word.”

Merritt Centennials head coach Luke Pierce and 19-year-old netminder Tyler Steel have nothing but good things to say about their experience at the training camp held in Calgary from Oct. 27 to 31 to select the 22-member Team Canada West squad that is currently competing at the 2012 World Junior A Challenge. This year’s WJAC is being held in Yarmouth, Nova Scotia from Nov. 5 to 11. In addition to Canada West, the six-day tournament includes teams from Canada East, the USA, Russia, the Czech Republic and Switzerland. Pierce was in attendance at the Canada West training camp in Calgary as part of a six-member coaching panel that assisted head coach Dean Brockman from Saskatchewan and his two assistants, Jason McKee (Alberta) and Ryan Smith (Manitoba), make the final decision on which

Steel was one of six goalies from the four western provinces invited to the training camp to contend for the two available spots on the Canada West team. Other BCHL netminders were Jonah Imoo from the Powell River Kings and the Penticton Vees’ Chad Katunar. “[The experience] was pretty incredible,” Pierce said. “The facilities there, the organization, the way that they treated everybody, was

pretty first-class. It was definitely worth the time” Pierce went on to add that his role, and that of the other five coaches, was primarily to help facilitate the [selection] process. “Two of us were assigned to each of three camp teams. I was with Team White. We went from place to place with the players in our group, ate with them, and generally got to know them away from the rink. At the end of the day, it was the coaching staff that

was taking the team to the WJAC that made the final decisions on who they wanted, but we gave our input when we were asked for it.” While Steel was not one of the two goalies chosen to Team Canada West following four days of practices and games, the Vernon native was pleased with the experience and his own performance. “It was great — just to have the opportunity to wear your country’s colors and logo, even if it was only at the selection camp. I learned

a lot of good things from some of the best coaches in the country.” At the selection camp, Steel and Imoo were the two netminders for Team Blue. Their team went 1-1 in its two scrimmages, losing 2-1 to Team Red and defeating Team White 5-1. In his two 30-minute sessions between the pipes, Steel didn’t allow a goal. “The first game, I only faced about four shots, but in the second one, I had a lot more shots,” Steel stated. “In the end, I don’t think it really came down to how I played. It was actually more of an age issue. Being a 1993 kind of worked against me. They leaned heavily on the ’94s.” Pierce clarified the situation even more. “Tyler did everything he could do. There were a lot of factors they had to take into consideration, and the number of ’93s was one of them. Curtis Skip from Grande Prairie. “[Jonah] is a great guy. I didn’t know him at all before camp, but we got to spend a lot of time together. He had a good camp, and congratulations to him for being chosen to the team.”

The property assessment law provides for the assessment and valuation of interests in land on CIB reserve lands, including appointing assessors, inspecting property, preparing assessment rolls, and mailing assessment notices. The property assessment law provides a process for reconsideration of assessments and for a right of appeal to an assessment review board. The property taxation law establishes a taxation regime that taxes interests in land in the reserve, and includes provisions for exemptions, grants, preparing tax rolls and tax notices, the levy of penalties and interest on unpaid taxes, and the collection and enforcement of unpaid taxes.
