for the night. Like every other evening, he pulled out his iPhone to read the news before going to sleep. The story of Jamie Hubley was making international headlines. And his tragic tale struck Milmine at his core. “I was paralyzed,” Milmine recalls. “I was frozen in my bed.” It brought him back to when he was five and dreamed of being a police officer so he could help people. He read more about Jamie, an openly gay Ontario teen who had committed suicide after struggling for years with depression and relentless bullying. “Here’s this 15-year-old boy, who is everything that I wished I had been – outgoing, happy, positive, trying to change people’s attitudes towards homosexuality.” In contrast, Milmine, now 38, was a “horrifically” introverted and shy child. He didn’t have anyone to talk to, cried all the time and was taunted as a teen. The bullying incidents haunted him for years, despite being “mild” compared to what victims today face in the fast-paced world of social media and technology. “Reading about Jamie, I remember thinking I had to do something,” said Milmine. He began by creating a website (www.bullyingendshere.ca) to tell his story and Jamie’s, and hopefully, be a help to struggling youth. Last spring, he started speaking at schools in B.C. and Ontario and from the response he received, knew his unique perspective could make a difference. See OFFICER / Page 3
THE DRIVER responsible for a 2009 crash where his speeding car lost control, launched into the air and landed on another, killing a man, has been sentenced to 90 days in jail. Avinash Prasad, 31, is also banned from driving for four years and was fined $2,000 for the collision that killed 42-year-old father-of-two, Sean Arland. Prasad was initially charged with dangerous driving causing death, to which he pleaded not guilty. He later pleaded guilty to an offence under the Motor Vehicle Act involving driving without due care and attention, without reasonable consideration for other persons and at an excessive speed. He was 27 on the morning of March 28, 2009 when he was driving near 176 Street on 64 Avenue. He was seen by witnesses to be speeding and changing lanes as he approached the intersection. As he changed lanes to pass another car, he hit a road curb, overcompensated and veered across both lanes of the road. According to a recent sentencing report, he then hit a small cement centre median with such force and speed that his car was “rendered airborne” and came down on Arland’s car. Arland was pronounced dead at the scene.

He tells students that when he speaks at schools, but makes it clear that the only reason he’s bringing it up is to demonstrate he understands what it’s like to feel like an outcast. “I want to make sure these kids know that they do have someone. “I know what it’s like to be different and unique, and I also know what it’s like to grow up and live my dream.” But he also tells listeners that if they had a negative thought when he announced he was gay, they need to ask themselves why. “I tell them I’m still the same person and if you call 911, no matter how much you hate me or dislike me or don’t understand me, I’m still going to be at your door asking how I can help you,” he says. Milmine does his presentations on his days off and on his dime. He’s Const. Tad own scheduled at SecondMilmine Sardis ary in Chilliwack on Nov. 8 and at Terry Fox Secondary in Coquitlam on Nov. 21 and 23, as well as a couple of Victoria schools in between. He’s shared his message with 3,000 students so far this year and has been invited to more than 400 schools. The hundreds of messages he gets from students and adults provide all the motivation he needs. “If I never have a penny compensated for the money I’ve spent, I don’t care,” he says. “I will go anywhere, anytime for these kids.”

Prasad’s sentence was delivered in New Westminster Supreme Court in mid-October and posted online on Friday (Nov. 2). The judge noted that “in all respects other than his driving” he seems to be a responsible and contributing member of society. He has no criminal record, but according to Crown prosecutors, had 17 driving infractions, including four for speeding, five for disobeying traffic control devices, and three 24-hour driving prohibitions, one of which was imposed in April 2012. A witness to the 2009 crash said Prasad’s driving was aggressive enough that he noted the car’s licence plate, saying he was driving “like an idiot,” although he chose not to call 911. Prior to sentencing, Arland’s wife and the eldest of his two daughters read victim impact statements in court. “The loss suffered by friends and family is immense and incalculable,” said Justice Murray Blok, noting no sentence would bring them comfort. “If only all careless and irresponsible drivers were here so that they could make the connection between their actions and the all too common consequences of their actions.”

Duarte was killed when a truck, driven by a man who was fleeing from police, who had set up enforcement at 240 Street and 0 Avenue, crashed into his vehicle at 240 Street and 16 Avenue. A third vehicle was also involved in the crash, but the driver was not seriously injured. The Speedline owner called Duarte “a good guy” and said co-workers are in disbelief. He said Durate was married with two children.

We need fair warning

ews of the 7.7-magnitude earthquake near Haida Gwaii on Oct. 28 came as a shock in the Lower Mainland. Many here not only didn’t feel it, but didn’t even hear about the subsequent tsunami warning until almost an hour later, which is also shocking given it was the second-biggest earthquake in B.C. history, larger than the one that devastated Haiti in 2010. Emergency Info B.C. issued its first public warning at 8:55 p.m. Saturday, almost an hour after the quake hit. It later explained that regional operation centres were notified within 12 minutes. Regional authorities then contacted local ones. Phone calls were made in order of priority, as information was verified. So the multi-faceted emergency management system in B.C. is a phone tree? (The system also sends out faxes). What if some wires had been knocked down by a fallen tree? May we remind those in charge that it’s not 2001 anymore. Many adults, and children, have cellphones, with e-mail and text and face-to-face messaging, not to mention Facebook and Twitter and Instagram accounts. The latter could be used to inform the public instantly. To suggest that the ground shaking is itself an earthquake warning is a feeble response given a train can do the same. The threat of a tsunami might have been minimal, this time. But look at the carnage caused by the storm Sandy, despite unprecedented warning, including a plea from U.S. President Barack Obama to be safe and not question evacuation orders. Even then, tragedy could not be avoided. What if the warnings were not heeded? What if the message wasn’t delivered in time? What if the storm hit suddenly? Time is critical in such instances. It shouldn’t take an hour to issue a tsunami warning. Minister of Justice Shirley Bond has admitted aspects of the earthquake response could have been done better. Televised alerts are already being discussed. The government should consider every tool available, including social media, to inform the public when people’s safety is at stake. They deserve fair warning, not excuses and platitudes. – Black Press

Meanwhile down on the Gulf Islands, the most hysterical, dishonest campaign against smart meters I’ve heard of so far went into high gear. I’ve obtained a mass e-mail from the head anti-smart meter organizer on Salt Spring Island that shows the mentality at work here. (Corix is the BC Hydro contractor that has installed more than a million meters and has approached the Gulf Islands with trepidation, the last area of B.C. to be done), “Corix is attacking with 30 trucks on Mon the 22nd,” Chris Anderson wrote in October. “Poelpe [sic] are advised NOT to attend

They don’t work, and you’re not allowed to lock BC Hydro property anyway. Others Tom have been sold official-looking “no smart meter” signs that don’t identify the customer, so they don’t work either. As for the term “spymeter,” I’ve reported on the weird theories spread by Bill Vander Zalm in a video interview, where he claims smart meters are part of a global surveillance

Vander Zalm has been outdone by one Brian Thiesen, who styles himself as the “chairman” of “Interior Smart Meter Awareness.” In September, the Merritt Herald reported on Thiesen’s presentation to 20 unwary people in a church basement. He claimed wireless meters not only provide video surveillance of your house, they are also responsible for “dying bees” and “defective sperm and eggs” as well as disease and fires. Thiesen even claimed radiofrequency signals can “pull your PIN number directly out of head.” Is there no limit to Fletcher your the nonsense some people will fall for? Surrey Fire Chief Len Garis co-authored a study that shows residential fires have decreased with the advent of smart meters. Which brings me to the ugliest opposition to this modernization, the criminal element.

Here in North America’s marijuana mecca, installers have encountered many meter bypasses, wired up to steal hydro and conceal high consumption for grow ops. In addition to being illegal, they are a fire hazard that is removed when discovered. Installers also find more sophisticated cases of hydro theft. Removing the mechanical meter reveals a hole cut in the back of the case, so the dials can be turned back to hide a grow op’s power consumption. No wonder some people want to lock them down. Of course all of this is defeated by a smart grid system, so the growers and other crooks are angry. A BC Hydro official told me about one case where a user was told he had a bypass, and that it was being removed. His bill went from next to nothing to a reasonable level. The customer complained to the media, falsely inflating the amount of his bill and blaming an inaccurate smart meter. mighty annoyed with the City “hunting down” secondary suites. S/he takes umbrage with the $10 million this action will generate for the good of the majority. I moved into Surrey in 2007 into what turned out to be six different secondary suites. The first one I moved into exemplified the following five and nearly 100 I’ve seen since. There is always a minimum of two “secondary” suites per single dwelling, and up to four in the largest homes. Not one of them is constructed with the minimal sound barriers. In fact, because of the empty spaces between the cheapest drywall and lumber throughout all the ceilings and walls, the normal sounds of daily life are magnified, and occur at all hours. Those large families, S. Sidhu refers to, make a great deal of noise; it’s the nature of the human beast. As a tenant, I don’t want to know when any of you use the toilet, what arguments you and your loved ones have, nor the laughter of your children, or their fights, or your love making from above my head. Nor, do I want to hear any of the other families’ either. Yes, children must play. Yes, you and your spouse, children, parents, cousins, and friends will argue and laugh together. But you do not have the right to ignore the peace and quiet of your tenants, according the Residential Tenancy Act. The City of Surrey also has a noise bylaw that states any noise that disturbs another, at any time of the day, is forbidden. I take umbrage with what seems the vast majority of Surrey’s homeowners violate these laws. I would even argue evidence could be found to show there are tens of thousands of homeowners violating not only those two laws, but income tax and charter violations also. Who pays for the upkeep of the acres free park space, street cleaning, road and bridge maintenance, public transit, emergency response services, disaster preparedness, etc.? Alysen Cameron

If we stop raising animals for food, we’ll have fewer food-poisoning outbreaks.

In case you are not familiar with the expression “conflict of interest” (and some of your previous actions indicate you’re not), here’s what it means: a situation in which a person has a duty to more than one person or organization, but cannot do justice to the actual or potentially adverse interests of both parties. I know you’re familiar with the expression “cutting red tape,” Mister Harper. If you cut more red tape and cut fewer DFO jobs, maybe you’ll be able to expedite Justice Cohen’s recommendations.

tre,” The Leader, Oct. 16. Ah yes, yet another article about the leading – and most easily and preventable (yet most blissfully ignored) – cause of disease, disability and premature death: Smoking. While I sympathize and agree with most of what Sherri Piechnik said in her letter (“An on-site smoke shack would help,” Oct 30), I vehemently oppose the “on-site smoke shack” idea. That would be such a huge step backwards anywhere, but especially at a cancer treatment facility? Somewhat like building designated drunk-driving roads through hospitals, morgues and graveyards. Given the fact that smoking is not addictive (while nicotine is the most addictive drug known, smoking, per se, is nothing more than an albeit powerful habit), and there are literally dozens of nictotine
replacement therapies on the market now, there is no justification whatsoever for allowing smoking in any public place, workplace or multi-unit dwelling (apartments, condos, etc.), inside or outside, period.
And bylaw enforcement can provide all the lame excuses they want, as to why they can’t enforce the no-smoking bylaw. But if they enforced that law just half as aggressively/efficiently as they do parking bylaws, the city would be
rich (at least for a while, until all scofflaw smokers clued in) and the air would be smoke-free for all of us. Another benefit of such enforcement: a leading form of litter would be eliminated. A former Delta resident wanted on a Canada-wide arrest warrant for sexual assault on children was arrested in Sydney, Australia last Friday (Oct. 26). Jamieson Richard Glendinning, also known as Rick, was charged in September 2010 with sexual assault, indecent assault, and gross indecency, alleging incidents involving multiple victims, both male and female, ranging in age from elementary to secondary school students that took place between 1969 and 1990. The first of three of Glendinning’s alleged victims went to police in December of 2009 and he was charged following an investigation. His arrest resulted in two other alleged victims coming forward. Delta Police Const. Ciaran Feenan said Glendinning was remanded into an immigration centre and will be deported from Australia in a few weeks. “So ourselves, along with the Crown counsel, are making those necessary arrangements to have Mr. Glendinning returned
to Vancouver, and once he’s taken into custody he’ll be brought before the courts,” Feenan said. The warrant was issued for his arrest after he failed to appear in Surrey Provincial Court on June 11, 2012. Glendinning, 63,

Two arrested in killing Noel Jackson was gunned down in May in Newton

with the shooting death of a man at a Surrey gathering in May of this year. On May 3, Noel Jackson was at a house in the 12400 block of 70 Avenue when several people got into an argument. Two men left the home and returned a short time later with a firearm and another man. Police believe two of the three males entered the house and shot Jackson while the third person waited outside. All of the people inside the residence fled the scene. Jackson was pronounced dead by the time emergency personnel arrived just before 12:30 p.m. On Monday, the Integrated Homicide Investigation Team (IHIT) announced that 21-year-old Jonathan Michael Kishimoto and
Michael Alexander Ross, 24, have been arrested and charged with second-degree murder. “To obtain charge approval on two individuals just six months after the homicide of Mr. Jackson speaks to the persistence and tenacity of each of our IHIT investigaSgt. Jennifer Pound tors,” said Sgt. Jennifer Pound. Kishimoto was expected to appear in Surrey Provincial Court on Monday morning, after The Leader’s press deadline, while Ross was scheduled to appear in court on Tuesday morning.

Transit Police to be more visible in wake of bomb Explosive device found on the SkyTrain track in Surrey by Kevin Diakiw An explosive device cleared from a Surrey SkyTrain track has the Transit Police embarking on a new program to make the transit system safer. On Friday at about 2 p.m., a passenger spotted an explosive device on the tracks of the SkyTrain, halfway between the Scott Road and Gateway stations. The device appeared to have three small propane tanks strapped to what looked like a fire extinguisher. Also attached to the device was a pipe bomb. Transit Police spokesperson Anne Drennan would not say Monday whether it was also equipped with a detonator. “We’re not getting into specifics. I can tell you it was a dangerous explosive device,” she said. She did say the propane tanks appeared to be empty. As to whether the SkyTrain could have set it off by passing over it, Drennan said it’s likely several trains had passed over it before it was noticed. When it was reported, the RCMP Bomb Disposal Unit arrived and took the bomb off the guideway and carried it out to an open field where it was detonated. Over the weekend, there were two more suspected bombs reported on the SkyTrain route, both of which turned out to be false alarms. Drennan said SkyTrain police will now be embarking on an initiative borrowed from New York called Train Order Maintenance or TOM. “It’s a very simple program that’s been extremely effective in New York,” Drennan said. Officers get on the train, introduce themselves, ask

Fireworks bylaw a success: Fire chief
by Kevin Diakiw BeFoRe suRRey created a bylaw amounting to a ban on fireworks, firefighters were inundated by calls for service every Halloween. That’s all changed. In 2004, Surrey firefighters were called out to 40 fires caused by fireworks on Halloween, and tallied up more than $120,000 damage. The following year, Surrey
implemented a new fireworks bylaw requiring people to have a federal fireworks permit to purchase, possess or set off the pyrotechnics. This year, there were no calls for services, according to Surrey Deputy Fire Chief Jon Caviglia. “I think the regulating of fireworks in Surrey has proven to be very effective,” Caviglia said Thursday.
He’s aware people in Surrey just go to other municipalities to buy their fireworks. “It’s on a much smaller scale,” Caviglia said. Most of the fireworks that made their way to the city was seized by Surrey Mounties. Thousands of fireworks have been shipped to Vancouver’s Explosives Disposal Unit where they will be destroyed.

Memory Project collecting stories of veterans More Korean War vets sought for oral history initiative by Wanda Chow
willing to be interviewed, sometimes with the encouragement of their families, it can be more challenging to get Korean War veterans to participate. That’s largely due to the fact that for decades, they were not even considered war veterans. That war, which took place between 1950 and 1953, was officially deemed a “police action” by then-U.S. President Harry Truman for political and diplomatic reasons, Herd explained. While the veterans experienced war-like conditions, it was not considered a war and afterwards, they didn’t receive the same benefits as their counterparts from the Second World War. It wasn’t until after years of lobbying that Korean War veterans

In the past year, the project has added more than 350 interviews with Korean War veterans to its online archive and a similar number for Second World War veterans. While funding from the federal Department of Canadian Heritage will end for the interviews about Second World War experiences, the HistoricaDominion Institute will continue the work, said Alex Herd, project manager for the Memory Project. Herd noted that while Second World War veterans are often

DFO should draw up new siting criteria for fish farms that take into account Fraser sockeye migration routes and the latest evidence on the risks to them, Cohen said. “If existing salmon farms do not comply with revised siting criteria they should be promptly removed or relocated.” B.C. Salmon Farming Association spokesman Stewart Hawthorn said only nine of 70 B.C. salmon farms are located in the Discovery Islands and predicted the recommendations will have very limited impact on the industry. “He’s particularly concerned about one small area,” he said. “We’re very happy to do more research there. Our farming practices are second to none.” While the inquiry findings were being prepared, the federal government this year significantly downgraded habitat protection laws and is now planning cuts to front-line DFO biologists. Cohen warned Ottawa further cuts to DFO are dangerous to B.C.’s iconic salmon species and run counter to his key finding that much more research is needed.
He also criticized Ottawa’s move to alter the environmental assessment process for major projects like oil pipelines. Cohen called last spring’s legislative amendments “troubling” and said they appear to take DFO “in a very different direction” from the advice of many experts in the field to protect fish habitat and promote biodiversity. The report says sources of stress specific to the Fraser – such as pollution and development – have likely played a role in the decline. But he said troubled fisheries beyond the Fraser system suggest broader problems in marine waters play a big role. “I heard enough evidence about warming waters to conclude that climate change is a significant stressor for sockeye and in combination with other stressors, may determine the fate of the fishery.” Cohen was appointed by the federal government after less than 1.5 million sockeye returned in 2009, far fewer than the more than 10 million expected.

pended and fined for allegedly running a bawdy house out of his Whalley office. John Hong Hou Zhang had his licence to practise suspended in January 2011 by the College of Traditional Chinese Medicine Practitioners (CTCMP). Then, on Oct. 26, 2012, the CTCMP issued its a fine of more than $20,000 in its penalty decision regarding alleged professional misconduct on the part of Zhang. The CTCMP discipline panel alleged that Zhang’s Surrey clinic, Hua Xia Traditional Chinese Medicine located at 10118 King George Blvd., also sold the services of prostitutes. Cyclist Victimized Twice A 44 year old construction contractor suffered multiple fractures and other serious injuries when an oncoming car made a left turn across his path, crashing into his bicycle and throwing his body to the pavement. His injuries were severe but his losses did not stop there. Applying B.C. law a Supreme Court Judge ruled the cyclist recovers only half his wage loss, treatment expenses and other damages caused by the collision. British Columbia proudly promotes cycling. Cyclists know they are vulnerable. But do they know our law sometimes leaves the most vulnerable of our commuters less than fully protected. As required by BC law, the contractor rode his bike as close as possible to the right side of the road. The particular road had one lane in each direction. Cars were park on the side of the road. The lane was wide enough for traffic to pass by. The cyclist was forced to ride in between traffic and the parked cars. The Motor Vehicle Act, s. 158, allows you to pass a car on the right when there is a lane in which you are permitted to drive. By law cyclists have the same rights and duties as drivers. The ‘lane’ the cyclist is forced to use is a ‘lane’ when the cars go by the cyclist, but it effectively stops being a ‘lane’ when the bike passes cars slowing up in traffic. When traffic backs up and a cyclist pedals alongside and passes the slowing cars, the cyclist loses the right of way. As such, if a car coming the other way turns left into the bike, as in this case, the car has the right of way. The law allows cars to pass on the right when there is a lane. This makes sense because it is efficient and keeps traffic flowing. When a cyclist is using the lane provided, should the same principles and laws apply. Sidney James Bentley was born in Stoughton, Sask. and passed away October 25, 2012 after a short battle with cancer. He leaves behind his beloved wife of almost 66 years, Shelia, his children Rick (Jan) of Comox, Kerry (Anne) of Tsawwassen and Tracey (Rob) of Edmonton along with 9 grandchildren and 6 great grandchildren. He will be fondly remembered as a frequent volunteer (picking fruit for the Surrey Food Bank, shovelling snow from neighbourhood driveways and helping seniors put up their Christmas lights), a wonderful storyteller and a regular at the rec centre near his White Rock home. His stories came from an interesting work life, beginning as a teen working on paddlewheel boats in the Yukon before entering the world of sales (of just about anything that can be sold), before finding his calling as an educator. He will be remembered by his colleagues and students as a teacher of 25 years at William Beagle Secondary in Surrey, retiring in 1992. He left his mark in BC education circles with the development and teaching of his innovative course on world religions, and the publishing of his book “Religions of Our Neighbours”. It is through these latter efforts that he met and sincerely touched a very wide circle of people, and will be missed by them. Sid’s family wishes to express a special thanks to the staff of Peace Arch Hospital for the care and comfort they extended to him. A celebration of his life will be held at Northwood United Church, 8855 – 156 Street in Surrey at 3:00 PM on Monday November 12, 2012. Donations in lieu of flowers can be made in his memory to the BC Cancer Foundation.
