Harry Jerome Public Consultation The Harry Jerome Recreation Complex has served City residents well for many years, and consists primarily of the Harry Jerome, Memorial, and Mickey McDougall recreation centres. rovincial New Democrats say an NDP government in Victoria would reverse the damage they say the governing BC Liberals have inflicted on the province’s tourism and ferries industries. Speaking in North Vancouver early this month, NDP tourism critic and MLA for Vancouver-West End Spencer Chandra Herbert told The Outlook a New Democrat government would restore Tourism BC as an industry-led Crown corporation. In August 2009, the Liberal government axed the 12-year-old tourism marketing body, placing the development of tourism in the province under what was then the Ministry of Tourism, Culture and the Arts, and is now the Ministry of Jobs, Tourism and Skills Training. Many at the time, including industry insiders and political opponents, criticized the government for putting politicians and bureaucrats in charge of a sector of the B.C. economy that they argued was best left to tourism and marketing professionals. But two days after Chandra Herbert spoke with The Outlook on Nov. 3, Premier Christy Clark announced Destination BC, which is ostensibly, claim New Democrats, the same industry-led and formula-funded body the NDP had long been calling for. “When I first made this commitment,” Premier Clark announced in Vancouver on Nov. 5, “I stood beside Nancy Stibbard at her Capilano Suspension Bridge and I promised that we would create an unbiased strategy based on ideas that were
made from the ground up rather than imposed from the top down.” While applauding the move as a step in the right direction following Clark’s announcement, Chandra Herbert said the government’s new plan — set to take effect April 1, 2013 — doesn’t go far enough. “Finally they seem to have heard our and the industry’s call but there are still a lot of details that are unclear,” he said. For one, in its first year up and running, Destination BC is slated to get the same funding that its ministry tourism counterpart currently gets. But after that year, whether Destination BC will be funded by a hotel room tax like its Tourism BC predecessor or another tax is not yet publicly known. And while Chandra Herbert was in North Vancouver calling for the reprivatization of B.C.’s tourism marketing industry, he also blamed the Liberal government for the rising fare costs onboard BC Ferries, saying the government had turned the service into a “cruise line” amid slumping ridership. “For some tourists, they see it as a cruise and that’s exciting for them,” he said. “But in the end it’s principle role is transportation for British Columbians, so we certainly want it to be an attractive ride but mainly an affordable one.” The government is currently hosting dozens of meetings in communities up and down the coast to consult with the public on cost-saving measures to ensure the long-term sustainability of the ferry services in the face of rising operating costs. tcoyne@northshoreoutlook.com twitter.com/toddcoyne

A
highly anticipated trail from Deep Cove to Horseshoe Bay that winds along the waterfront is likely another decade in the making, at least. The Spirit Trail is slated to span North and West Vancouver, offering pedestrians and cyclists a route from one end of the North Shore to the other. Although a timeline for completion hasn’t been firmly established, certain sections are expected to take upwards of 15 years to finish. The whole project is budgeted at just under $47 million, but this number could quickly change because different plans are being tossed around, particularly in West Van. When it’s finished, the trail is likely to be popular with North Shore residents judging by use already. Around 14,000 people

Cyclists can already be spotted speeding by on the Spirit Trail tucked behind Park Royal mall in West Van. This section of the trail connects Ambleside from 13th Street to the Capilano Reserve and Whonoak Road, where it meets up with the trail in North Van. Other parts of the Spirit Trail, however, have proved to be much more difficult to build. The area around Ambleside is in the midst of redevelopment, with many projects proposed but not yet approved. Sarah McNeill of McNeill Nakamoto Recruitment Group, has been in the business for 16 years and she’s seen a lot of resumes — from senior execs looking to move places to juniors looking to move up. And before you submit your resume make sure that your callback number will be answered in a professional manner and that the email you include is equally professional. Tight knit A heart-warming holiday yarn about a group of knitters who are helping the community’s less fortunate this winter By Michaela Garstin
S
omething more permanent has come out of a controversial yarn-bombing project in North Vancouver. Multi-coloured knitted patterns that wrapped their way up tree trunks and branches in parks along Lonsdale Avenue were carefully taken down by volunteers. After a good wash, the squares were stitched together to create scarves for homeless people on the North Shore, giving new life to these temporary yarn-bombed creations. The North Van Arts Council is donating around 30 scarves, all made by volunteers, to the North Shore Lookout Shelter to keep residents a bit warmer this winter. “The wild colours will cheer people up while keeping them from getting cold too,” said volunteer Teresa James, a “guerrilla knitter” who helped decorate an often overlooked park in central Lonsdale this summer. Repurposing the yarn is a way of giving back to those less fortunate, says James, after many
people enjoyed looking at the colourful trees this fall. “We all have a different colour sense, so all the scarves are different. There should be something that everyone would like to wear.” This year, around 130 yarnbombing kits containing instructions and knitting supplies were handed out. Participants met in parks around North Vancouver, decorating trees, poles and even dressing a bear statue with a knitted vest. The vest was ripped off by vandals during the night but the leftover yarn was ideal for creating the scarves. This temporary art form, however, faced skepticism from North Van city council earlier in the year. In February, the North Van Arts Council’s request for $7,500 to pay for the kits was denied, but the decision was later reversed with a 4-2 vote after council members had a change of heart. “Yes the artwork is temporary, but there’s more to it,” says Laryn Van Dyk, the art council’s program assistant, in defence of the project. “It’s about community engagement, a chance to meet people and make friends.” And that’s exactly what a dozen volunteers did last month. Knitting needles in hand, they attached the squares end-to-end while working around the sides to tidy up the scarves.

“We tried using colours we hadn’t in the past, and they look great,” says James, adding each scarf took about half an hour to stitch together. Kids also got to pick their own combinations, with bright pink being a favourite of the day, proving knitting isn’t just for grandmas. James also experimented, choosing to add turquoise to her yellow and green scarves. The volunteer knitters had different levels of experience, says Van Dyk, noting a sense of community is created when beginners learn from experts like James, who “starting knitting seriously” when she was in her early 20s. “I’m trying to pass the excitement about texture and colour onto kids,” says James, who runs a lunch-time knitting group for Cleveland elementary school students and recently got back from a knitting conference continued from, PAGE 4
area is being left alone in favour of a large section close to Horseshoe Bay that is expected to be much easier to deal with. “We would certainly like to start on [the Horseshoe Bay section] during the construction season next year,” said Raymond Fung, West Van’s director of engineering and transportation, adding this will depend on the result of a public consultation and the final design of the trail. The estimated cost of $8.4 million for West Van’s portion of the trail will likely rise considerably, he told The Outlook in a phone interview. In comparison, the District of North Vancouver predicts its section of the trail will be around $25 million, while the City of North Vancouver expects to spend $13.5 million. The municipalities are all seeking grants, such as those for cycling projects, that are expected to cover a large portion of the cost. As for the section along Ambleside, nothing much is for certain at this point. A development application on the 1300block of Marine Drive has made planning difficult, says Fung, along with the possibility of a new arts facility that would be located close to the waterfront, bringing more cars to the area. The slow progress of construction has irritated some West Van councillors. “I don’t think the solution is to let it sit on the desk. It’s not going to solve itself,” said Coun. Craig Cameron at a meeting in October. “We need to press forward with some progress at least on the planning stages.” North Van
Over in the city of North Van, construction is pushing along. The Spirit Trail is slated to be finished by 2015, meeting West Van on the west end and the district of North Van on the east. The trail in the district of North Van, however, could take “upwards of 10 to 15 years” to complete, said the district’s spokeswoman Jeanine Bratina. A section close to Lonsdale

Today’s knitters should be “very happy” yarn is soft and comes in vibrant colours. “They will probably be a lot brighter than what people usually wear,” she says, explaining the charm behind the yarnbombed scarves. “Knitting is often considered a lost art. I want to keep it going.” Donations that keep people warm like these scarves are in demand at this time of the year, says David Newberry, community liaison worker at the Lookout Shelter. “In the winter, we have warm clothes readily available in the lobby,” he says, adding he expects the scarves to be picked up very quickly. Quay and the SeaBus is in the planning stages, with a public consultation scheduled for spring 2013. Preliminary plans for another section along Bewicke Avenue near Mosquito Creek Marina were revealed last year and staff are working with the Squamish Nation and Mosquito Creek Marina to provide a connection to the Squamish Nation Greenway that runs along the waterfront near the Northshore Auto Mall. “The challenge is always typography and land ownership. None of the municipalities own all the waterfront,” said Michael Hunter, the city’s manager of environment and parks. But even so, a $3.6-million overpass was installed last summer over train tracks at East 1st Street and Mackay Avenue behind Capilano Mall. Other trails include a 1.5-kilometre nature-oriented trail that connects St. Patrick’s Avenue with 3rd Street. “The goal is to make the trail as close to the waterfront as possible,” said Hunter, adding interim trails could be put in along roads while a permanent route is planned. Planning for the Spirit Trail has proved difficult for all municipalities. “For example, finding a route in the Lower Lynn area is challenging as space is limited, yet as the area redevelops, we are trying to take advantage of opportunities as they arise,” said Bratina. “In other areas, the challenges involve crossing creeks or highways, which can be expensive.” Similar to West Van’s approach to planning, the district is waiting for development applications to come in, particularly in the Maplewood and Lower Lynn areas.

Oluf Corrigal’s Venitarta DOUGH
Combine: • 1 1/2 cups white sugar • 3 tsp baking powder • 4 cups flour Cut in: • 1 cup butter Add: • 3 eggs • 1/2 cup milk • 1 tsp vanilla • 1 tsp almond extract Chill overnight. Soak overnight: 3 cups prunes
FILLING
Next day: Bring prunes to a boil and then simmer until soft. Take out stones, if any, and put through grinder, leaving water in pot. Return prunes to pot with original water. Add: • 3/4 cup sugar • 1/4 tsp salt Boil until thickened (about 1 1/2 hours) Add: 1/2 tsp cloves, just before finished Roll dough to 1/8” thickness on back of a round cake pan. Bake at 350ºF, 10-12 minutes. When all the dough has been baked into rounds, layer dough and spread prunes in between, ending with dough. Top with icing.

Lineartronic CVT with six-speed sequential manual mode. Both come with hill holder mode and an ECO gauge to help the driver be as fuel efficient as possible. The CVT adds $1,300 to the price of the XV. With the CVT in manual mode, steering wheel paddle shifters allow the driver to control the transmission via six pre-set ratios. The transmission also allows “second gear” starts in order to limit the likelihood of wheel spin on slippery surfaces. With the CVT, fuel consumption numbers are 8.2/6.0/7.2L/100 km city/highway/combined and 8.9/6.7/7.9L/100 for the manual. Another standard feature is the Vehicle Dynamics Control system that monitors and analyzes driver inputs. If the vehicle approaches the limits of stability, the AWD torque distribution, engine output and brakes at each wheel adjust automatically to assist in keeping the vehicle on course. Canadians will appreciate that the ‘off ’ switch allows the driver to negotiate slushy roads, deep snow or very loose gravel by deactivating the system’s torque-reduction control while the ABS and traction control remain active. In normal conditions, torque split on the manual is 50:50 and on the CVT 60 per cent goes to the front and 40 per cent to the rear. Turn the key and you hear that classic, muffled “Boxer” engine sound peculiar to Subaru and Porsche. With the five-speed (as with the sixspeed BRZ I drove earlier this year), the best way to drive is with the revs up using the gears to maintain your pace. With 145 lb/ft of torque to work with, challenging terrain defeats many small CUVs specially those with front-drive only. Part of the drive route south of Ontario’s Blue Mountain area was rock strewn back roads with large, ominous signs warning the surface was not maintained in winter. With the five-speed, holding it in second or third was the trick and I could actually feel each wheel dig as it passed over an outcrop. Helping was 220 mm of ground clearance, one of the highest in the segment and better than some SUVs. This, I thought, is why people buy a Subaru. In that one great snowstorm of the year, or the driving rain or just when you need it, knowing there is a proven AWD system on your side is worth it. With the CVT, the best thing was to do was leave it in Drive and let it seamlessly and silently go about its business. On the drive route, I experimented with the paddles but about the only time I’d use it would be second gear starts in snow or

3-4 gears in road-drenching rain where it would be handy. As for the fun part, the Crosstrek will never be a STI or BRZ, but by keeping the revs up, the potential is definitely there. The interior was very Subaru being simple and uncluttered. The two XVs I tried both had the coal bin black interiors Subaru is so fond of but there is an ivory offered as well. On the exterior there are the usual hues but also a tangerine orange and a khaki that were both quite attractive and, with the orange in particular, making the Crosstrek stand out. Cargo space is what CUVs buyers want and the XV has it with 632 litres (22.3 cu ft) behind the second row 60/40 split fold second row seat. That’s enough for three golf bags or a mountain bike with both wheels attached. It will tow 680 kg and carry another 68 kg on the roof. Subaru arguably invented the crossover utility vehicle (CUV) with the first generation Forester sold here starting in 1998. Based on the Legacy sedan, the Forester and the Crosstrek have a lot in common. For instance, the Crosstrek is based on the Impreza sedan. Both share the same architecture of “Boxer” engine and AWD that can be traced back some four decades. Subaru Canada won’t like me comparing the two as the Forester is its breadand-butter seller and they see Crosstrek as very much a standalone vehicle, not son-of-Forester. Either way, what the Crosstrek does is offer all the attributes of the Forster but in a smaller package while retaining the rock solid core Subaru design/build qualities. It worked for Forester — and Outback for that matter — and I’ll bet it works for Crosstrek.

Metro to jack fines for bad dogs, other parks offences Regional district takes new steps to curb canine chaos JEFF NAGEL Black PrEss

igher fines of up to $1,000 could soon be slapped on dog owners who let their hounds break the rules in Metro Vancouver’s regional parks. The regional district’s board will vote on proposed bylaw changes at the end of this month, which are to apply in Metro’s 22 regional parks, such as Lynn Headwaters in North Vancouver, Campbell Valley in Langley and Pacific Spirit in Vancouver, but not municipal parks. The aim is to crack down on aggressive and dangerous dogs that pose a risk to people and other pooches. Park officers will be empowered to order owners to muzzle or leash an out-of-control or dangerous dog, or remove it or ban it altogether – owners who refuse could be fined $1,000. An unleashed dog or one caught in a no-dog area can trigger a $500 fine, while failing to pick up your dog’s droppings can set you back $250. Officials say those are maximum penalties that would be applied in extreme cases and officers are
likely to stress education and warnings first. “In my personal opinion, I think they should be fined right away,” said Langley City Coun. Gayle Martin, vice-chair of Metro Vancouver’s environment and parks committee. “It’s long overdue.” Many parks already have offleash fenced dog zones but Metro is also defining trails in some parks where dogs will also be allowed offleash. Some leash-optional trails are to be included in Capilano River, Lynn Headwaters and Iona Beach regional parks, while the rest of the trails would either require leashes or ban dogs altogether. “We’re trying to make everybody happy,” Martin said. The region rejected demands from some wildlife watchers who wanted to ban dogs altogether from Iona Beach, a major migratory bird stopover. Martin said people who don’t want to encounter dogs running off leash should avoid the leash-optional trails in those parks. She said owners will now be expected to ensure their dogs behave appropriately in off-leash areas or face enforcement from parks staff. It’s hoped that will rein in the chaotic anything-goes dog interactions in off-leash areas, but Martin conceded that will depend on adequate enforcement.

Other bad behaviour in parks will also come with higher fines, which are five to 10 times higher than the old ones. Smoking, damaging park property, setting off fireworks and dumping garbage are among the offences that can also trigger fines of up to $1,000. Liquor consumption, being in a park after hours or creating undue noise or disturbance is worth $500. The bylaw also gives staff the ability to restrict the emerging use of long boards, kite boards, electric bicycles, as well as the projected rise in motorized wheelchairs, in the name of public safety. Biz app creating bookkeeping buzz
or any small business owner or entrepreneur, bookkeeping tends to be the most joyless part of the job. But thanks to a North Shore accounting firm, now there’s an app for that. LedgerDocs is the first mobile phone application from North Vancouver’s LedgersOnline and its purpose is to make sharing invoices, receipts and tax forms between accountants and their clients as easy as taking a cellphone photo and pressing Send. And once submitted, those invoices are catalogued and stored on secure servers, ready to be conjured up from the cloud in real time, any time. It’s a more fleshed out version of something the North Van bookkeeping business had been using in-house for a couple years — and referring to as “the portal” — before deciding to go public with it, said Wayne Zielk, LedgersOnline founder and CEO. “We thought, you know, we could turn this into our own web app, so we branded it,” he told The Outlook in a phone interview Monday. So far that branding has targeted other large bookkeeping and accounting firms, with nearly 1,000 subscribers to the service in less than a year. But now the company hopes to branch out to the little guy as an easy way to simplify their accounting practice in a secure, collaborative and handheld way. A home builder, for instance, can use the app to easily scan receipts and track material deliveries to several ongoing project sites at once, all while instantly re-billing clients for work and materials with the click of a button. Climbing in their grandfather’s footsteps Grandchildren of legendary mountaineer “Chappy” Chapman retrace his pioneering climb up Mt. Seymour MICHAELA GARSTIN S tA f f R E p o Rt E R

ver a century ago Charles “Chappy” Chapman lugged a heavy camera up Mt. Seymour while wearing layers of thick wool, old clothing and leather hobnailed boots. He made his way through the rough mountainside, navigating streams, cliffs and snow with four other mountaineers, until the team reached the peak. At the very top, he took a panoramic photo of his friends, their arms raised victoriously. The year was 1908 and with his detailed journal and boxy Kodak camera, Chapman made the first recorded ascent of the North Vancouver mountain. “In those days you really had to rely on yourself and your colleagues,” Chapman’s granddaughter Lid Hawkins tells The Outlook in a West Vancouver café, adding First Nations people were the very first to climb the mountain. Her interest was piqued after finding his journals in the bottom drawer of a bookcase she inherited. Along with her brother Hugh Kellas, she has been researching her pioneering grandfather for the North Vancouver Museum. Hawkins remembers visiting her grandfather at his printing shop downtown where he wore a big apron, visor and plastic over his shirt to keep clean. His job as a printer took Chapman from England to New Zealand, Australia and Italy before he finally settled on the North Shore. “I got the feeling they were so happy to be out in the wild, so happy to be on top of the mountain,” says Hawkins, looking at a photo her grandfather took of Pump Peak, a mountain he named after noticing a log on top that looked curiously like a water pump. “It’s still called Pump Peak,” says Kellas, explaining how the name confuses climbers because the log is now long gone. On the 100th anniversary of the inaugural climb, the brother and sister traced their grandfather’s footsteps, standing in the exact spot to take a photo of Pump Peak. “The camera’s weren’t light back then,” says Kellas, referring to Chapman’s Kodak, one of the first affordable, portable, easy-to-use cameras on the market. While doing research, Hawkins realized how tough mountaineers in the early 1900s had it compared to their contemporaries. In one journal entry, Chapman noted his team brought up two pounds of bacon and one pound of sugar, along with a Dutch oven to cook it. “On one trip, a female friend delivered a pie to them. They carried it all the way up the mountain and, of course, they had to carry the dish back down,” says Hawkins smiling. Back then, there was no one to call if the team got in trouble, says Hawkins, so they had to travel fully equipped to look after themselves. Chapman passed away in 1960 at 76 years old, but his passion for mountains has lived on in his family. Kellas, an urban planner, and Hawkins, a costumer for TV and film, both belong to the B.C. Mountaineering Club, which their grandfather joined in 1908. Their father, also a member, claimed the first recorded ascent of Silvertip Mountain near Hope and met their mother at a BCMC meeting. Today, Mt. Chapman in the Lillooet Icefield, 90 kilometres northwest of Whistler, sits as a testament to their grandfather, who played an instrumental role in getting Garibaldi Park protected as a wilderness park. “We’ve basically had a family member in the BCMC since it formed,” said Hawkins proudly.
