Baking helped Don Harquail regain his health. It might also help make him rich. Harquail was curling with his team at the Vancouver Curling Club three years ago when he was stricken by a double brain aneurysm. It was, he says, like a nuclear bomb exploded in his head. Surgery fixed the weakened blood vessels but repairing the damage to his memory, cognitive and motor skills took time. And baking. The son of a cook, Harquail

knows his way around the kitchen. So as part of his therapy to repair his wounded brain, he opened his recipe books because he knew they’d demand his full attention, he’d have to follow their directions precisely, he’d have to be mindful of detail. One of his favourite recipes was a baked nut, graham and maple syrup concoction that had been passed on to him years ago by a colleague at the Vancouver Orchid Society, another of his passions. Over the years he’d modified the recipe to incorporate some of the tastes he loved, like a dab of chocolate, pine

nuts, cashews, almonds. He didn’t have a name for his creation, but it was always a huge hit at Christmas, or at special gatherings of friends and family. One night, while looking for something to watch on TV, Harquail stumbled on a repeat episode of a show called Recipe to Riches, a reality series in which 21 regular folk try to win a $250,000 prize developing a favourite recipe into a commercial product for the grocery store shelves. “It was 4x1.25_book_drive_ad_final.pdf so much fun, and a Canadian production,” says the

Burnaby resident, who ended up watching the entire first season. When he saw an advertisement for auditions for the series’ second season, he paid it no mind until one night, in the middle of a fitful sleep, his head exploded again. Man given conditional sentence for grow-op

A man caught tending a Burnaby marijuana growoperation was given a 15-month sentence recently in B.C. Supreme Court. Huy Van Dao was convicted in June of possession of a controlled substance for the purpose of trafficking but Justice Jon Sigurdson found him not guilty of actively participating in the growoperation. On the afternoon of April 13, 2007, Burnaby RCMP executed a search warrant at 5990 Berwick St. After knocking, they forced their way inside and found Dao in the kitchen. Dao had a key to the home and he had been in the house for about 30 minutes before the police arrived, according to Sigurdson’s reasons for sentence. The one-storey house had a basement which was “entirely devoted” to a grow-operation and where 1,046 marijuana plants were found. There was

1994, his English is poor and he has only a Grade 7 education. He has no prior criminal record and this was a first offence. Evidence from his children, his employer, Superior Tofu, where he has worked for over a year, his doctor and his accountant indicate he is “otherwise a hardworking family man and a good father.” Sigurdson said he believes Dao is remorseful and unlikely to reoffend. He sentenced Dao to 15 months to be served in the community with conditions including that he perform 50 hours of community service and stay home between 8 p.m. and 6 a.m. unless working or doing other approved activities. On weekends he is allowed one four-hour period, between 10 a.m. and 2 p.m. on either Saturday or Sunday, to leave home for errands or exercise. He also received a 10-year firearms prohibition and must submit a DNA sample.

Auto theft is down significantly in Burnaby where there were 25 per cent fewer vehicle thefts in the first six months of 2012 compared to the same period last year, according to ICBC. Since the Bait Car program was introduced in 2003, Burnaby has seen an 84-per-cent reduction in vehicle thefts over the same period, from January to June. In actual figures,

evidence on the upper floor that “would have made it apparent to Mr. Dao that the house was a grow-operation.” The expert evidence at trial was that the grow-op was solely for profit, the plants were valued from about $392,000 on a pound basis to $878,000 on a gram basis. Dao was not the owner or tenant of the house and the Crown did not claim he was a principal in the operation “but rather on the day of the arrest was a caretaker or gardener in the operation.” There is no evidence Dao profited significantly from the grow-op but “the reasonable inference, of course, is that significant compensation was his reason for participating.” His wife was with him when he was arrested, but there was insufficient evidence to find her guilty of any of the alleged offences. Dao is 44, married with two young-adult children. He immigrated to Canada in 1991, became a Canadian citizen in

Pot laws out of step Marijuana reform advocates hope Washington and Colorado states’ vote Tuesday to legalize and tax marijuana sales will add momentum to their push for change in B.C. While it’s not yet clear if the U.S. federal government will allow state-by-state legalization of recreational marijuana use – other states already allow medical marijuana sales – the vote has huge implications here. Washington state estimates it would collect $560 million in the first year from a planned 25-percent tax on the sale of licensed, regulated marijuana through authorized stores. If enacted, this could also cause a partial collapse of B.C.’s estimated $7-billion-a-year illegal pot industry, as growers relocate to the U.S. to avoid the need to smuggle. Recently, the Union of B.C. Municipalities passed a resolution calling for marijuana to be decriminalized. They’d rather pot be regulated and taxed instead, much like alcohol. The U.S. votes are a progressive move toward responsible marijuana use. It’s time for B.C. to take a similar step toward decriminalization, if not legalization of marijuana. The potential tax revenue and the opportunity to reduce law enforcement costs, and help unclog our court system is too much to pass up. The poll results south of the border sent a message that U.S. drug policies are not working. As Canada’s drug policies follow the U.S. closely, it means ours aren’t working either – it’s time for a change. Sensible B.C., a campaign headed by B.C. marijuana activist and medical pot dispenser Dana Larsen, wants to follow in the footsteps of both Washington campaigners and B.C.’s successful anti-HST drive. How much risk is worth the reward? The Enbridge pipeline proposal increasingly looks like it will fail due to lack of public support. In fact, as unlikely as it may seem, the Northern Gateway project may prove so unpopular that the Harper government could find it difficult to accept a “go report” by the National Energy Board, never mind consider overriding a “no report.” But a thumbs down by either or both the NEB and the federal Conservatives won’t necessarily result in abandoning the objective of pumping bitumen across B.C. for loading onto tankers. Rather, it simply means the Kinder Morgan project becomes increasingly important as a fallback plan. In fact, doubling an existing pipeline might be regarded by the oil sands industry and its federal supporters as an easier sell. They can argue that it has been operating for 60 plus years with little or no damage to the environment, that oil tankers have been plying Burrard Inlet for just as long without major incident, and that expanding the existing line is far less intrusive environmentally. In other words, expanding the Kinder Morgan

Bill Brassington pipeline could be represented as a reasonable alternative. To this end, Kinder Morgan is learning a lot from the Enbridge hearings in terms of not so much as what not to say about pipelines but how not to say it. Thus, for example, it can be expected KM will take a much different approach about any spills and leaks over 60 years of operation, and that it will avoid advertising mistakes like “disappearing” land masses. Just how the company will deal with the heavy and toxic nature of diluted bitumen, however, remains to be seen. There are some different issues, of course, such as communities that have built up over the years around the existing pipeline route versus the need for a larger “safety zone” on either side which will require an expropriation of private property. And of course, there is the fact the line will be

deviated in some cases through pristine wilderness, that storage facilities at the Burnaby terminal will be considerably enlarged, that the Burnaby loading docks (where spills are more likely to occur) will be doubled, and that the tanker traffic in Burrard Inlet will be considerably increased. We shouldn’t be surprised if there is an attempt to overshadow these matters by stressing the economic benefits of selling bitumen to overseas markets thirsty for fossil fuels. For the past several months business and industry writers have been repeating the mantra that piping bitumen west means money in the coffers of government to help pay for all those public services we now enjoy, and that the risks involved are well worth the rewards to be reaped. This may continue to be compelling to some, but there is no disguising the fact that it does tend to misrepresent the economic and political reality at work; that is, compared to the money to be made by the oil sands industry and its investors, the amount accruing to governments is really quite small. Some would even describe it as

less than chump change. Whatever, the point is that it is highly unlikely that any money flowing to government would be used to stop the systematic dismantling or scaling back of public services, such as health care, unemployment insurance and environmental protection. And, really, when it comes right down to it just how much money could we expect a pipeline to put into our provincial coffers? How much is needed to render the risk to the environment acceptable? These are matters raised by Premier Clark with respect to Enbridge and in her government’s view they apply equally as well to Trans Mountain. But it does beg a more difficult (and, as yet, avoided) question: How do you calculate the point where risk and reward balance each other? Indeed, is it even capable of calculation?

Tolls on new Port Mann Bridge kick in Dec. 8

Commuters will soon find out if the new Port Mann Bridge ends their gridlock gripes or simply moves Metro Vancouver’s biggest traffic bottleneck further down the highway and onto untolled crossings. The new bridge officially opens with eight lanes on Saturday Dec. 1 and half-price tolls of $1.50 for regular cars will kick in a week later on Dec. 8. The transportation ministry estimates the new bridge will cut commute times 50 per cent and save some drivers an hour a day. But the full 10 lanes on the bridge and on the widened Highway 1 through Vancouver and Burnaby won’t be

open until late in 2013 because construction is continuing on much of the corridor. And some critics say even when the full project is complete, traffic heading to those cities will hit heavy volume at the offramps, backing traffic up onto the freeway. “My prediction is congestion,” Burnaby Mayor Derek Corrigan said. “The pinch point will just be moved.” He said Burnaby, New Westminster and Vancouver are all refusing to free up more road capacity in response – by eliminating parking lanes, for example. “The highway is the access point and if that’s where people end up having to sit, that’s where they have to sit.” But Port Mann/ Highway 1 project spokesman Max Logan said much of the westbound bridge traffic exits at Cape Horn or Brunette

BCIT employees vote to strike Members of the BCIT Faculty and Staff Association (FSA) have voted 78 per cent in favour of a strike. As the largest bargaining unit in B.C.’s colleges and institutes, it represents more than 1,400 employees of BCIT, including technology and part-time studies faculty, assistant instructors, technical staff, researchers, curriculum development professionals, librarians, program advisors and counselors. They have been without a contract since June 30, 2010. The union is seeking a collective agreement with wage increases and improvements in working conditions to address the needs of its members and help BCIT continue to attract faculty and staff with industry experience to train students to enter the job market upon graduation. “Better salaries and working conditions are needed to attract careerseasoned professionals from industries where wages have kept pace with inflation,” said FSA executive director and chief negotiator Paul Reniers. “Fair wages will ensure that BCIT can hire and hold on to the kinds of professionals who built this important institution.” The strike vote was conducted Nov. 7 to 9 and saw ballots cast by 689 members. “The results of this strike vote show that FSA members will not sit back and watch the erosion of the learning environment they have built,” said FSA president Teresa Place.

BTA seeking socks, toques For the fourth year, the Burnaby Teachers’ Association is collecting warm winter wear through its Sock it to Poverty campaign in Burnaby. Socks, toques, gloves, scarves, cash donations and toiletries are being collected until Dec. 6 in all Burnaby schools and

Burnaby adult education sites for donation to the Burnaby Task Force on Homelessness. “Burnaby teachers have supported this initiative whole heartedly each year and this is one of the most important ways teachers can assist the homeless and under-housed in our community,” said BTA Social Justice Committee chairperson Rocky McLaughlin, a teacher at Cascade Heights elementary. Edmonds Community Centre due for February completion Construction of the Edmonds Community Centre is four weeks behind schedule due to wet weather conditions that prevented the contractor from completing roofing work last June, according to a city staff report. The project is now scheduled

for “substantial completion” in February. The new facility is proceeding on budget. The building is being constructed at the corner of Edmonds and Humphries streets, and when completed will include a six-lane

swimming pool, a leisure pool with a lazy river for floating and water walking with or against the current, a hot tub, sauna, whirlpool and two full size gymnasiums. There will also be a 7,000 sq. ft. weight and cardio room with state-ofthe-art fitness equipment.

Finding a good job is a job in itself Over the next several years, the B.C. government predicts there will be one million job openings in the province. One of them has your name on it. Finding that job is a job in itself. It’s a Darwinian process in which only the strong thrive, preparation pays off and decisions made years ago can help or hinder you. In 2008, the average age of the B.C. workforce was just over 40 years old. As those workers edge ever closer to retirement, opportunities are opening up for new workers. The top five areas for expected employment growth are occupations in sales and service; business, finance and administration; trades, transport and equipment operators; science-related fields; management. A majority of those openings will require post-secondary credentials such as a university degree, college diploma or a trades apprenticeship. In Metro Vancouver 65 per cent of jobs in 2008 required post-secondary education. Since 2003, apprenticeships for skilled trades have almost tripled.

Having the proper educational credentials might get you an interview, but it doesn’t guarantee employment. That’s where preparation, persistence and presentation can pay off. According to allbusiness. com, an online resource for small businesses, job seekers have to be proactive, seeking out the job of their dreams rather than waiting for that job to find them. Take an inventory of your interests, skills, accomplishments, goals and values. Recognize what makes you a unique candidate for a job. Target your search by matching those qualifications and skills with potential employers. In fact, a recent survey of 1,500 recruiters and hiring managers by the online recruitment software company Bullhorn found that 30 per cent of them summarily dismissed applications from people whose qualifications didn’t match the requirements for a particular position. Another 21 per cent were turned off by candidates who exaggerated their resumes. Looking for a job requires networking, putting the word

out about your job search to friends, colleagues, relatives. Join professional organizations. Tap into the resources offered by an employment agency. Many jobs are never advertised. Again Bullhorn’s survey of recruiters found many of them are impressed by referrals from friends or coworkers. Many give the edge to candidates who will be a good fit into the culture of the workplace. When contacting employers, be concise and precise. Make it obvious you’re the best candidate for the job. Be enthusiastic but not needy. And don’t look down your nose at a temporary position; they provide an opportunity to evaluate an employer while earning a pay cheque as well as put you in a prime position should a permanent job open up. Of course, finding potential positions and sending in a resume is only the beginning of the hiring process. The way candidates present themselves in the job interview leaves a lasting impression. To ensure it’s a good one, arrive on time, be polite and look professional. Be prepared. Do some

research on your potential employer and work some of your findings into your answers. Show that you’re up-to-date on the company’s current situation and be prepared to explain why you want to work for them. During the interview make eye contact and speak confidently. Talk about your successes and what your actions achieved. Stay on topic. Don’t talk just for the sake of hearing your voice. If the interview ends before you get a chance to make your full pitch, add those additional points in a follow-up letter or email. A relatively new and increasingly important factor in the job search are the social media. Sites like Facebook and LinkedIn expand your network of contacts, but they can also expose your foibles to potential employers. It’s unlikely a future boss would be impressed by your ability to party hearty every weekend, with the photographic evidence available for all to see. As your job search continues, keep records. Follow up, but don’t pester. And, most importantly, don’t give up. A million jobs is a lot of opportunity.

UDI hands out Awards for Excellence

ParkLane honoured for River District The Urban Development Institute – Pacific Region hosted its biennial Awards for Excellence last month, which recognized amazing development projects from across British Columbia. Among the winners was ParkLane Homes’ River District Centre, which won the Best Outside the Box award. “Our goal with River District Centre was to take a unique approach to community building.
