Mulcair: B.C. pipelines shouldn’t proceed Feds environmental assessment system needs to be restored By Tom Fletcher Black Press

Neither of the oil pipeline projects proposed to cross British Columbia should go ahead unless the federal government’s environmental assessment system is restored after Conservative government amendments, federal NDP Leader Thomas Mulcair said on Nov. 13. Speaking to reporters on a campaign swing to back Murray Rankin’s run in a Nov. 26 byelection, Mulcair said the Conservative government’s proposed exemption of most lakes and rivers from federal environmental scrutiny is added to ear-

lier changes that weaken the process too much for it to be reliable. Both Mulcair and B.C. NDP Leader Adrian Dix have strongly opposed Enbridge’s Northern Gateway oil pipeline planned from Alberta to Kitimat. Dix has refrained from making a similar call on Kinder Morgan’s proposal to twin the TransMountain pipeline from Edmonton to Burnaby. However, Mulcair said there is no way such an expansion could proceed with the rules the way they are. “To the extent that you can’t even discuss these things in the absence of a thorough, credible, complete assessment process, you can’t, therefore, even discuss an increase in flow and

an increase in tanker traffic because the condition is carrying out a thorough examination,” Mulcair added. “And the Conservatives have gutted that. They’ve rendered it meaningless.” Rankin, a lawyer who advised the B.C. NDP on its plan to withdraw B.C. from the joint review of Northern Gateway, is running in a byelection to replace retired Victoria MP Denise Savoie. He agreed with Mulcair that the Kinder Morgan proposal shouldn’t proceed with the current system, adding there has not yet been a formal application for the TransMountain expansion. Continued on 4

Christmas shoe boxes go global Operation Christmas Child 2012 collection week takes place Nov. 19-25 for this holiday season. Karen Scott, who organizes the drive every year with her husband, Paul, suggests when shopping, folks consider picking up some school supplies, along with a T-shirt, a pair of socks or sunglasses, hygiene items

(such as soap), a toy or even a small musical instrument (such as a harmonica). Then fill a shoe box, or a plastic container about that size, which could be reusable for the child receiving the gift, she says. “If you don’t have your own shoe box to fill, the familiar red and green boxes will be distributed with

information brochures across the community. More than 350 boxes were collected from 100 Mile House and surrounding areas last year, Karen notes, to bring joy to children around the world. “Our thanks go to everyone for your generosity. The 100 Mile House collection centre is at Cariboo Christian Life

Fellowship, at 4930 Telqua Dr., in 108 Mile Ranch, Monday through Thursday from 10 a.m. to 2 p.m., and Friday and Saturday from 10 a.m. to 4 p.m. The boxes can also be dropped off during business hours at the 100 Mile House Greyhound bus depot, at 214 Cariboo Highway 97. In 2011, 672,274 shoe

Tire safety: number 1 priority

Winter driving conditions have arrived in Cariboo and 100 Mile House, as the recent freezing rain and snow has shown. Many people are making decisions about winter tires, which are now mandatory, unless you are carrying chains. The links below offer excellent information on tires and winter driving. For instance, there are videos showing why four winter tires are better than two, and illustrating winter tires offer 50 per cent more traction than all-season tires. Keep in mind the new safety initiative -

and the safety of your passengers. There are two links for further information - www.rubberassociation.ca and www.BeTireSmart.ca.

The Weather Network offers a road conditions map and updates, and DriveBC details road conditions, construction and accidents.

Snowy owl visits downtown Victoria

By Tom Fletcher Black Press

Downtown Victoria’s courthouse had an unusual visitor on Nov. 8, as a snowy owl made a rest stop on the sixth floor. Sporting plumage better suited to swooping down on winter-white rabbits hopping over snowdrifts, the elegant bird stood out among the street crows and seagulls that dominate the sky in British Columbia’s capital. According to bird experts, such sights are rare but not unknown around B.C. and beyond, as winter

Trinity Post & Panel Inc. will hold a public open house/construction viewing in 108 Mile Ranch on Nov. 17. Trinity Post & Panel president Ken Harper welcomes anyone interested in finding out more about the unique construction and/or the investment opportunities to attend. “Come on out and

bring your questions. It’ll be fun.” Coffee and doughnuts will be onsite to sip and munch, while folks overlook a partially constructed home from a safe vantage point over the building site. Smaller design and material samples will also be available to peruse up close, while Harper and his staff field questions on everything from design to tax credits.

It takes place this Saturday from 10 a.m. to 5 p.m. at 4864 Gloinnzun Place, just off Gloinnzun Crescent. “With Trinity Post & Panel, the important thing at stake here is for the community itself,” says Harper. “Because if we generate the interest that we’re looking at, we’re going to build a manufacturing plant here in the Cariboo. That’s the end goal.”

United States. Unlike most owls, snowy owls are not nocturnal. It is believed their daytime hunting behaviour developed during the almost constant daylight of far north summers when they typically nest and breed. Male snowy owls can be completely white, while females always have some brown feathers. A 1994 article for British Columbia Field

Ornithologist, Alan MacLeod reports sightings in the Martindale Valley in southern Vancouver Island’s Saanich Peninsula. “The snowy owl has been recorded, and it’s no surprise,” MacLeod writes. “The flats are well suited to this species’ habitat preferences; in their periodic ‘invasion’ years, Snowies are as likely to turn up at Martindale as anywhere else on the peninsula.”

Talking and driving dangerous

A 2012 Ipsos Reid survey, conducted on behalf of ICBC, reveals that 44 per cent of respondents believe driving is a complex task, but 40 per cent of those who own cell phones admit they’ve used their hand-held phone while driving. While drivers recognize the dangers of distracted driving, and the majority of respondents even consider texting while driving to be just as risky as

or misunderstand what is and isn’t allowed

Environmental laws will still apply to protect lakes and rivers From 1

Mulcair said the most damaging change is making assessments subject to cabinet approval, so even if an expert panel rejects a project, it can be overruled. Prime Minister Stephen Harper has insisted Northern Gateway and other projects will still be approved or denied on scientific grounds only. When federal Transport Minister

Denis Lebel announced changes to the Navigable Waters Protection Act in October, he said the 1882 legislation had greatly overextended its original intent. Lebel cited a lake near Edmonton that required 80 separate federal assessments to build boat docks for cottages. Other environmental laws still apply to protect lakes and rivers, whether they are navigable or not, he added.

under the law. The reality is distracted driving is now the third leading cause of fatal car crashes in British Columbia, which is why this year’s ICBC campaign is focusing on educating drivers and dispelling some of the common misconceptions. “The ability to connect with anyone at anytime through our mobile phones has led to a serious problem on our roads,” says Attorney General Shirley Bond. “Driving is a complex task that requires our full attention. When we’re behind the wheel, we have people’s lives in our hands and we owe it to our friends and families to leave our phones alone and focus on the road.” Police are stepping up enforcement across the province and will be checking for distracted drivers this

weekend and throughout September. As part of this year’s distracted driving campaign, six

free downloadable ringtones are available at www.icbc.com/ drivesmart. The ringtones are in a

variety of genres from country to reggae and help remind drivers to leave their phones alone while driving.

Want to Rent TO: Home owners, Property Managers, Real Estate Agents: I am a 47 year old woman that is permanently disabled and terminally ill. I am looking to help a home owner in the 100 Mile area. I am looking to move closer to town, as I currently live 25 minutes out of town, and would be easier on me to be closer to my doctors and therapy sessions. I am on a disability pension, therefore do not have much for rent, but I can make that up in keeping your home clean and secure. I would like to help out homeowners if they have had to leave their property unattended and or up for sale as they live elsewhere. I would be able to look after your home and keep it clean and safe from any unwanted parties. I am still able to do small home projects as well, i.e. Painting, as well if you are in need of any improvements. I do have two dogs, they are older and they have a great respect of protecting me and the property I reside in. They do like cooler to sleep and would be happy in a garage at night. I do have my own furnishings, gardening tools etc. I would like to live in at least a two bedroom rancher style home. This would be ideal, but not a deal breaker. I do have a wheel chair that I haven’t had to use that often and would be easier to get around if I did need to use it. I would also like a fenced in yard for the dogs. If this interests anyone please send me an email at: tinaspack@hotmail.com. I hope I will find the right homeowner to help.

Winter safety tips for your pets ard for pets that find the taste appealing. Ethylene glycol antifreeze is extremely toxic to pets and wildlife — a mere tablespoon is enough to kill a cat or small dog. Ensure you are using pet-safe, propylenebased antifreeze, which you will find at automotive supply stores if you’re adding it yourself, or you can ask your mechanic for it if you’re having your vehicle professionally winterized. • Road salt is toxic if ingested and can also irritate dogs’ paws. When outside with your dog, pay special attention to where it’s walking and ensure you wipe its paws thoroughly after walks and play

By Lorie Chortyk As temperatures drop and winter’s wrath draws near, BC SPCA constables across the province are responding to more frequent calls about animals being left outdoors in freezing temperatures, with little or no protection from the elements. While the SPCA responds to countless cases where animals are in serious distress after being deliberately neglected outdoors, even well-loved family pets can become sick or injured in harsh weather. Here are some simple tips to keep your pet healthy and happy this winter: • Antifreeze can be a deadly winter haz-

Be aware of cats seeking shelter under the hood of your car From 11

your dog closely for signs it may be injured during exercise, and check for cuts and sores after exercise. • Cats and wild animals have been known to seek warmth inside the motor compartment of vehicles during

winter. Make it a habit to thump the hood of your car before starting it to chase away any animals that may be hiding inside.

The BC SPCA is strongly opposed to keeping pets outside, particularly in cold temperatures. If you must leave your animal outside for short periods, ensure that it has an appropriate shelter

that is elevated off the ground and insulated. It should also be regularly cleaned and cleared of any environmental debris. The outdoor shelter should also be appropriate to the weight

and coat of the animal; your pet must be able to sit, stand, lie down and turn around freely and easily. Your dog must also have access
