TERRACE – Residents came out to pay their respects on Remembrance Day, which began as a service in the Tillicum Twin Theatres followed by a march to the cenotaph and the laying of the wreaths from the different levels of government, local groups, and families in memory of loved ones.

TERRACE - Local marijuana advocate Bob Erb spent the week giving away some of his $25 million Lotto Max winnings to friends and family. And he plans to spend the next couple of weeks giving away money to groups who help people in the community. Erb won $25 million of the $50 million Lotto Max drawn Nov. 2 – his first huge win after 43 years of buying tickets. “It absolutely is [true]. And friggin’ unbelievable,” said Erb. On his way down and back to
his dad’s funeral in Calgary, he stopped to gas up at several places including the Hazelton Chevron where he believes he bought the ticket. “In Hazelton, I got my mini dips as well. I take two consecutive draws and the extra on Lotto Max,” he said. The price wasn’t correct, and the ticket wasn’t what he asked for, but he decided to keep it. “He (cashier) was going to delete that one. I said ‘I might as well take it, it might be the one,” said Erb.
He figures he’s giving about $7 million in total to family and friends. Erb has at least 13 local groups in mind as beneficiaries to share his windfall, and has earmarked about $2 million for them. Those groups include the Happy Gang Centre, Canadian Legion Branch #13, Salvation Army, the hospital thrift store, Terrace Hospice Society, the damp shelter, and transition house among others. But he did say he plans to play it smart with his money by

investing $15 million wisely. He’s thinking of buying a white Lincoln Navigator, a black Cadillac Escalade and a 24-foot Silver Airstream RV. Erb, who ran for the BC Marijuana Party here in 2001 and for city council in that year’s municipal election, says he won’t enter politics again. However, he plans to invite all the major groups who promote the legalization of marijuana from all the provinces to Terrace to have a marijuana conference in the new year.

Man sentenced for assaulting police officer By Margaret Speirs
The Northern connector
TERRACE - A provincial court judge has closed off one portion of a complex relationship between a local man and the RCMP by giving him a conditional discharge. Judge Christine Birnie found Shane Parker, 24, guilty of assaulting a police officer in August 2010, but if he meets a series of conditions over the next 12 months, he won’t have a criminal record. Parker was also charged with resisting arrest but Birnie found that it was difficult to distinguish where the assault left off and resisting began. The altercation between Parker and the
RCMP took place outside of the Spirit Bar in downtown Terrace on Aug. 7, 2010. The court heard that Parker saw police officers beside or on top of a person and that it was Parker’s intent to intervene and make sure that the person was all right. But the court also heard that Constable Issac Couture told Parker to stay back at least four times and at least once said ‘stop police’. Parker said he didn’t have to leave and slapped Couture’s arm, at which point he was taken to the ground and handcuffed and put into a police vehicle, the court heard. “He agreed he saw himself as policing the police,” said Birnie of
Parker’s actions in passing sentence on Parker Oct. 29. Testimony heard by Birnie, however, showed how an earlier altercation between Parker and the Terrace RCMP also shaped the Aug. 7, 2010 events. On June 19, 2010, just two months earlier, Terrace RCMP reported that a man began fighting police officers who were attempting to arrest a woman for public intoxication outside the Spirit Bar. The man, Parker, was handcuffed, and taken to the RCMP detachment and was released with charges pending. During his detainment, court heard, Parker had been punched, pepper sprayed, had
a hood place over his head which prevents people from spitting on others, and tied to a chair. The court heard that Parker, at one point, thought he was going to be killed in suffering a split lip, scrapes to his back, arm and face and a mild concussion. Birnie said she did believe that Parker’s recollections of the June 19, 2010 events would contribute to him thinking the same would happen to him during the Aug. 7 altercation with RCMP officers. “I do accept on June 19 he received injuries,” said Birnie. She also said Parker genuinely, but mistakenly, believed he was going to be beaten again
and so resisted arrest. Although Terrace RCMP released Parker in June 2010 with every intention of having him charged, charges were never approved.

TERRACE - Shane parker also faces five criminal charges alleged to have happened in Grande Prairie, Alberta earlier this year. He has been charged with two counts of aggravated as-
sault of a police officer, two counts of resisting a peace officer and one charge of mischief under $5,000 for allegedly assaulting two Grande Prairie RCMP constables at Walmart on June 4. His lawyer Terrance Hudson said Parker had been in Grande
ficer conduct with the police complaints commission. For more on Shane Parker’s involvement with the RCMP, see Page 16.

Local man advocates for college change flying fish ing to questions, Ross said that he actually hopes the campus proves too small for all the programs they might eventually offer. “If I can show a need they will hire the instructors,” said Ross. “Our campus right now is not closed, it’s moth-balled, because it needed to be rebuilt. It needed to be reinvigorated. That’s what I’m trying to do down here. As I accomplish that, staff, faculty and students will be back in that college. We do not want to move the college out of Kitimat, we do not want to leave Kitimat.” As programs get developed, he also said that the plan is to provide services so students will find work after graduation, rather than just forgetting about them after they’re through the system.
PRINCE RUPERT - The proposed Canpotex potash export terminal in Prince Rupert has been given the go ahead from the Canadian Environment Minister. In a statement released late last week, Minister Peter Kent announced that he found the proposed potash export terminal and road and rail utility corridor planned for Ridley Island “is not likely to cause significant adverse environmental effects” based on the mitigation
measures and the follow-up measures outlined in the Comprehensive Study Report filed by Canpotex. The terminal calls for dock and marine infrastructure to receive 180,000 tonne vessels, a 180,000 tonne potash storage building with conveyor and dust collection system, an automated railcar unloading and conveyor system and buildings for administration, maintenance and personnel in addition to site services like water and hydro. Included in the study is the rail/utility corridor proposed by the Prince Rupert Port Au-
thority. That project includes an eight to 8.5 kilometre rail loop to handle up to 14 inbound and 11 outbound trains on Ridley Island, a 3.4 kilometre 69 kV transmission line connected to the BC Hydro grid and an access road with a rail overpass and underpass. The matter has now been referred to the DFO, Transport Canada and Environment Canada for the needed permitting. Both Canpotex and the Prince Rupert Port Authority declined to comment on the approval of the terminal and rail, road, utility corridor.

KITIMAT - If John Ross has anything to say about it, Kitimat will be seeing a rejuvenated college campus soon. Already he said new programs will be starting in February, a collaboration with the high school to bring an industrial millwright program. From there he hopes to bring welding, and more. John Ross is the community/industry/ education liaison for Kitimat’s Northwest Community College Campus, and his job now is to essentially bring some former glory back to the small campus.
“We are starting to see programs come down here,” he said of the February trades programs. He said that as interest for programs is brought to him he’ll get to work trying to bring them to reality. It will take a collaborative effort and he said it’s not a competition between other organizations — namely the Kitimat Valley Institute — over who offers programs, but rather it’s about something being offered at all. “It doesn’t really matter who delivers a program. What matters is that a program gets delivered,” he said. Councillors were happy to hear positive news coming from the campus, and in reply-

Municipal auditor named By Tom Fletcher
THE NORTHERN CONNECTOR
VICTORIA - Chartered accountant Basia Ruta starts work in January as B.C.’s first auditor general for local governments. The new position caused a stir among local politicians when Premier Christy Clark made it part of her leadership bid for the B.C. Liberal Party. Her platform promised to expand the provincial auditor-general’s office to include a municipal auditor, and to “review the municipal taxation formula.” Clark’s ministers for local government, Oak Bay-Gordon Head MLA Ida Chong and now Kootenay East MLA Bill Bennett, have emphasized that the Surrey-based Auditor General for Local Government will compare similar communities through performance audits and publish non-binding recommendations on which are more efficient. That is similar to how provincial and federal auditors work, relying on public pressure to move politicians to cut down waste.

Winter highway accident…
Local mayors and councillors balked when the idea came up at the 2011 Union of B.C. Municipalities convention. Some complained about an extra layer of costly bureaucracy, while others said the province was going to impose tax rate changes on communities. Those concerns faded as local politicians were assured they wouldn’t lose autonomy, and also faced the prospect of campaigning against extra accountability. Clark promised there would be no costs passed on to local governments to run the auditor’s office. Ruta has worked in the federal Auditor General’s office and was chief financial officer for Environment Canada, as well as in private practice auditing local government, hospital and community organizations. Tinkering with municipal tax rates, especially for industries that subsidize popular low residential rates, has been raised and abandoned before, and won’t likely be seen before the next provincial election in May 2013.

Kitimat dog hurt after run in on trail The Northern connector

KITIMAT - Just as Northern Health is beginning to look at the ways industrial work camps will affect health delivery in the region, Kitimat Council is also hoping to look at the ways work camps affect town. To that end they are beginning the process to develop a municipal policy that will outline the ways that Kitimat can beneft from work camps. Phil Germuth put forward the motion, saying there are many areas that work camps impact, from

Blue was hurt and required staples after a run in with another dog on Coho Flats trail. Rosner eventually used pepper spray on the dog when it wouldn’t release. Maryann Ouellet, manager of the Humane Society, confirmed that a dog in the backyard of a home backing the trail got loose
and attacked another dog. She said the dog received bruising and cuts. In response the Humane Society has told the dog’s owner that the conditions of the yard had to change, namely make it impos-
health care to supporting local businesses, to employment and social services. On the subject of employment, he noted that First Nations usually have employment guarantees from industrial companies but meanwhile the District of Kitimat has not ensured that all area residents have an equal opportunity for work. As well, he says the existing work camp already in Kitimat is largely supplied by out-of-province businesses. “We need to investigate the possibility of how to encourage future camps to support local businesses,” said Germuth.
Germuth said he’s looked at Dawson Creek which may provide a useful example for Kitimat to follow. Councillors all voted in favour of the motion, with Corinne Scott and Mario Feldhoff making particular comment that approaching this subject is a good idea. Feldhoff said that while there may be specific points in the policy he might not agree with, and suggested Dawson Creek’s model might possibly not be the right direction for Kitimat, looking at this issue will help the town better tie-in their services and zoning requirements to future camps.

KITIMAT - Blue, a three-year-old Great Pyrenees/Lab cross, spent a week recovering from a his encounter with a Staffordshire Bull Terrier at the head of the Coho Flats trail system. Carin Rosner, Blue’s owner, said that just as they were beginning their walk on Nov. 6, a dog from one of the homes backing the trail managed to escape his yard and went after Blue. Rosner and her hiking partner had to fight back against the terrier, who had locked his jaws on Blue, who eventually needed 22 staples from the attack. “She got a huge gash,” said Rosner, who said it took a week for Blue to feel better. “It was so horrible.” Rosner has talked with the Kitimat Humane Society and filed a report with them. In response the Humane Society picked up the attacking dog for treatment as well, as it was beat up when Rosner and her friend fought back.

Enbridge talks oil and water over lunch TERRACE - Enbridgeemployed experts in the oil industry’s marine transport sector came to Terrace in October to talk where responsibility lies once oil boards a ship after travelling the proposed Northern Gateway Pipeline. The project — which if approved could transport up to 525,000 barrels of diluted bitumen daily from Alberta to an export terminal in Kitimat — has raised public concern about marine safety relating to oil-spill prevention and cleanup as oil would travel on Asia-bound supertankers through sometimes treacherous B.C. ocean channels. On Oct. 31 at an Enbridge-hosted luncheon held at Terrace’s Best Western, oil-tanker Captain Jerry A. Aspland who has 50-plus years of industry experience and marine structure engineer Michael Cowdell came to shed light on public concern. Presentations from both Aspland and Cowdell echoed a similar theme – the project is pretty darn safe. Aspland draws this opinion from his experience as president of oiltanker company Arco Marine Inc., the marine division of the Atlantic Richfield Company, where he worked when Exxon Valdez dumped more than 11 million gallons of crude oil into Alaska’s Prince William Sound in 1989.
He had a knife
Arco Marine, like Exxon, was a marine transport company shipping oil south from Alaska then. Apsland says that incident sparked change in the industry, and has propelled him to fight for tanker safety since. “Accidents happen,” he acknowledged. “(But) the tanker industry has come a long, long way.” Apsland said he teamed up with Enbridge because he wanted the company to prove to him that tankers could safely navigate tight and sometimes sharp-turned channels connecting Kitimat to the wider Pacific without the use of tugboats on either side to guide them. He feels satisfied the ships can. “From my professional opinion, this is a good project, a safe project,” he said. As part of the presentation, Cowdell said tanker routes were simulated and that tankers performed. Also, Enbridge will provide two mandatory tug boats per tanker to guide the ships’ routes in marine channels, a safety measure should something go amiss. These boats would be able to stabilize the tankers until additional help arrives. The company also controls which tankers travel to and from Kitimat, said Cowdell, adding ships will need approval and that company and crew history will be checked. As minimizing risk
doesn’t extinguish it, further plans exist, he said. In the event of a spill, three first-response centers would be in place, one in Prince Rupert, another in Kitimat and one in Shearwater B.C. on Bella Bella Island. Enbridge will contract clean up crews capable of containing and recovering, within 10 days or less, up to 32,000 tonnes of water-surface oil, about 250,000 barrels depending on bitumen density. This is more than three times the Canadian standard, he said. But whether or not clean-up response time could be delayed due to responsibility disputes was an audience member concern. Cowdell responded that if a dispute about spill responsibility arose, it wouldn’t slow response time. “Should an incident occur, that part will be dead clear,” he said about how clean-up crews would react. As for who pays for it, he noted there are oil-spill cleanup funds available in Canada and internationally and that shipping companies have their own insurance. A report published on Enbridge’s community advisory board website by McCague Borlack Barristers & Solicitors shows $1.3 trillion as the liability limit for oil tanker spills in Canada. Ultimately, the ship

“In the unlikely event the coupling had to part, most of the volume spilled would probably be contained on the deck of the tanker and not reach the water,” said Cowdell, noting that a spill there would be a couple of litres as opposed to barrels. “All oil tankers will be preboomed before loading so that even if oil did reach water it would be contained for recovery.” A system would also be in place to catch vapours from cargo tanks. Vapours will be collected and treated, said Cowdell.

By Staff Writer TERRACE - A Terrace truck owner had a knife pulled on him by a boy who was trying to break into his truck. “The registered owner of the truck first confronted three boys. Two ran away. The owner caught the third,” said a Terrace RCMP report this week. “This boy raised his arm back with a knife in an attempt to strike. The owner of the truck struck the boy and was able to subdue him till police arrived.” Police arrested him and he is held for court and found the other two boys after following tracks in the snow.
owner would be responsible for its own product, with few exceptions — being war; natural, inevitable and exceptional phenomena; or if it is clearly someone else’s fault, reads the report. But spill prevention starts before the loading dock where oil is transferred onto the ships. Enbridge plans to have electronic sensors, shut-off valves and an emergency release system on loading arms — which are the jointed pipes transferring oil to ships designed to flex as boats bob and can contain much of its contents should one disconnect.

PRINCE RUPERT - Ridley Terminals is expecting the arrival of their new Stacker/Reclaimer this weekend aboard the HHL Macao. The Stacker/Reclaimer was designed by Sandvik and manufactured in China. The HHL Macau will arrive at its destination in Porpoise Harbour after a three week trans-Pacific journey. The Stacker/Reclaimer will be unloaded onto barges, transferred to the west side of Ridley Island, and brought to the shore. More details about this massive piece of equipment will be available in the November 28th edition of the Northern View.
By Shaun Thomas THE NORTHERN CONNECTOR
PRINCE RUPERT - The Prince Rupert Port Authority continues its push to another record year, despite a rough October for many of the terminals. Fairview Terminal was up 22 per cent this October compared to last October, with 50,721 TEUs moving through the terminal compared to 41,465 in October 2011, while so far this year Fairview is up 44 per cent compared to last year. Imports through the terminal were up 14 per cent compared to last October, with 26,816 TEUs being handled, and so far imports in 2012 are up 41 per cent compared to the first 10 months of 2011, with 265,250 TEUs coming ashore compared to 188,046 last year. While exports were up this October compared to last, the number of empty containers being shipped out was up 84 per cent while the number of loaded containers leaving Prince Rupert was down five per cent, falling from 10,216 TEUs to 9,661 TEUs. So far this year the number of loaded TEUs being exported is up 24 per cent compared to the first 10 months of 2011, but this is the fourth month in a row that loaded exports through Prince Rupert have fallen. In July, year-to-date loaded containers being shipped out were up 42.8 per cent while July 2012 numbers were down 12.2 per cent compared to July 2011. In August the year-overyear numbers were down 1.2 per cent, in September the year-over-year exports were down 14 per cent, and this October saw five per cent fewer containers being shipped out of Fairview Terminal. The Prince Rupert Port Authority is still analyzing possible reasons for the decline. As for other terminals operating on Prince Rupert Port Authority lands, October saw drops across the board. Ridley Terminals, while still up 11 per cent so far this year with just over nine million tonnes moved in 2012, saw a drop of 47 per cent this October compared to last, falling from 1.03 million tonnes to 541,606 tonnes. Metallurgical coal was down 65 per cent and is down three per cent so far this year, while petroleum coke was down

Traffic through Fairview Terminal is up 44 per cent so far this year. 61 per cent last month but remains up 49 per cent. Michelle Bryant of Ridley Terminals said, in October there were 10 days of downtime due to expansion related items and maintenance, and another four days and 18 hours of downtime due to “force majeure”, or nature-related incidents. Prince Rupert Grain is down seven per cent so far in 2012 compared to 2011, and was down 17 per cent yearover-year. Movement of logs through the harbour was down 50 per cent this October compared to last and is down 42 per cent so far this year. All told there was 25 per cent less traffic moving through the port of Prince Rupert in October compared to last October, with 1.58 million tonnes this year compared to 2.11 million tonnes last year. Despite that, the port is up 12 per cent compared to its record year in 2011, moving 17.68 million tonnes of goods compared to 15.83 million tonnes last year. In terms of passenger traffic, October was a strong month for BC Ferries. 3,121 people traveled through Prince Rupert aboard BC Ferries this October compared to last, a difference of 213 per cent. Regardless, the number of domestic ferry passengers so far this year is down five per cent compared to 2011.

No power, no problem: Terrace Rotary Auction breaks local records By Margaret Speirs The Northern connector
TERRACE - Despite a power failure, the Rotary Club of Terrace broke its record for money made for local and international projects at the 52nd annual Rotary Auction Nov. 5 and 6. “It went very, very well,” said chairman Brian Downie. “People were very supportive bidding on all of the items.” And they had lots of choice with 455 items. After expenses are taken out, the club gets about $42,000. That’s thanks to almost 300 businesses that helped out. “Some pretty loyal donors that are very keen to participate and then the last couple of years,
we’ve been online so we can really do a much better job profiling the businesses,” he said. Almost 8,000 internet bids came in and there was really strong pre-bidding so almost every item had some bids on it to start, said Downie. A power outage didn’t stop the bidding either as people came down to the Inn of the West so they wouldn’t miss anything and kept on bidding. The Salvation Army provided its mobile kitchen for power. In the auction rooms, there was lighting for the cameras, the phone and server, he said. In the back room, the people had flashlights. “It was fun. It was a unique experience,” said Downie.
The season of giving is upon us…

Paper column prompts action with council By Cameron Orr
The Northern connector
KITIMAT - A recent motion at Kitimat Council had Corinne Scott requesting the District ask the Ministry of Transportation to mow the ditches along the highway and cut back the trees from under the power lines before the winter, a response to an Allan Hewitson “Under Miscellaneous” column from the Northen Sentinel. In his column he suggested overgrowth might be posing a safety hazard. Scott said that after reading the column, she paid close attention next time she was on Highway 37S and agreed with the comments in the paper. Council was expected to have a meeting with the District Manager for Transportation, and the motion was amended to just bring this issue up with him at that eventual meeting.

Crown turns down RCMP request to charge local man By Margaret Speirs The Northern connector
TERRACE - The local RCMP detachment felt so strongly about having criminal charges laid against a man who is suing police officers civilly, it undertook a relatively rare step of filing what is called a private information. But senior government lawyers in the end refused to go along with the RCMP, citing the complicated circumstances involving Shane Parker, now 24. The situation dates back to the early morning hours of June 19, 2010 when Parker intervened as Terrace RCMP officers attempted to arrest a woman for public intoxication outside of the Spirit Bar. Parker was placed in handcuffs and taken to the local RCMP detach-
ment. Testimony provided at a subsequent case, again involving Parker and the RCMP, indicated he suffered facial and other injuries in addition to being pepper sprayed and tied to a chair at the detachment. He also had a spit hood placed over his head, a bag-like device which prevents people from spitting at someone else. Parker was released and police recommended he be charged with five counts of resisting arrest involving five different police officers. That file arrived at Crown Counsel offices here Sept. 15, 2010 but was returned the next day after being considered incomplete, said a Crown official. “When the file was resubmitted to Crown in December 2010, there
was still material missing that was needed to complete the charge process, and so no decision was made at the time,” said Neil MacKenzie, an official from the Criminal Justice Branch. But with the six month statute of limitations about to run out on being able to charge Parker on summary offences provisions, the local RCMP detachment swore out its own charge information at the courthouse here on Dec. 17, 2010. Terrace RCMP Constable Angela Rabut said police did so because
had the six-month statute of limitations run out, any charges that were then approved would have to be done by indictment, a more serious procedure and something not warranted given the allegations against Parker. “The Terrace RCMP felt it was in the public’s interest to lay these charges,” said Rabut in an email regarding prosecuting Parker under summary offence conditions. Swearing private information is permitted but final approval as to whether charges will
proceed rests with the Crown Counsel office. “Crown did not receive complete file material until after police had sworn what has been characterized as a ‘private information.’ “Once that material was received and reviewed, the Crown concluded that the Criminal Justice Branch charge assessment standard for approval of charges was not met. As a result, on March 17, 2011, Crown directed a stay of proceedings on the charges sworn by police,” said MacKenzie. He said that while
it was determined there was enough evidence to warrant laying charges leading to a likelihood of a conviction, “a prosecution was not required in the public interest in the particular circumstances of the case.” MacKenzie declined to outline what those particular circumstances might be. Parker filed a civil lawsuit against the RCMP alleging that nine police officers assaulted him in June 2010 and August 2010. And he has also filed a complaint with the Commission for Public Complaints against the
RCMP. Rabut wouldn’t comment when asked if the RCMP was disappointed Crown lawyers didn’t follow their wishes. “The justice system is a complex process with many organizations having a role to play. Ultimately, the decision to prosecute rests with British Columbia Crown Counsel,” said Rabut. She added that the police reviewed the Parker file to see what might have been done differently. “In this incident, the investigation was complete,” said Rabut.

Man steals bag By Staff Writer

TERRACE - Between Nov. 6 and 7, people at a residence on Scott Ave. wanted a man to come out because he had stolen a purse from them. The man refused to come out and locked himself in a bathroom, said police. Officers attended and spoke with the 23-year-old man in the bathroom. He admitted to stealing the purse and dumping the contents in the garbage can of the men’s washroom at Tim Horton’s, said police. Terrace RCMP had received a call on this man and incident earlier in the night. A woman noticed her purse was missing after a man carrying a cane attempted to sell medication at an apartment, said police. She identified the man after making enquiries around town, said police. Charges of theft are being forwarded to Crown Counsel. PRINCE RUPERT - On Tuesday, Oct. 9, 2012, the Director of Zone 10 (Prince Rupert, Terrace and Kitimat) Seniors Games, Bill Whitty presented a banner from BC Seniors Games to Prince Rupert City Council. We are one of the 25 cities who have hosted the games during the 25 year history of the BC Seniors Games. Rupert was the host city in 1994. Bill outlined the history of the games in the province, and noted that of the only 11 people who have been involved every year since the beginning in 1988, as members of BC Games, 5 of them come from the Northwest, and our Mary Arneson is the one person from Prince Rupert who has been a member for all 25 years. As Bill stated, 25 years isn’t all that long, but as you have to be 55 to participate, that makes these people at least 80 years old.

GATEWAY perspectives
Marine safety plan Last week, in this space, I talked about why we chose Kitimat as the site for Gateway’s marine terminal. This week, I’d like to discuss the various steps we’ve taken to prevent an incident on water, and the measures we’ve put in place to build a comprehensive marine safety plan for Gateway. Safety starts with a tanker acceptance program that’s as stringent as any in existence — and includes an independent review of all tankers, weeks ahead of their scheduled arrival. Tankers mooring at the terminal will be double-hulled and no more than 20 years old, and will be required — by independent third parties, before they enter Gateway’s shipping channels — to show a sound maintenance and operational history. As they approach Kitimat, all vessels will be boarded and guided by B.C. Coast Pilots with expert knowledge of our coastal waters. Simulations conducted in varying weather conditions have shown that the largest tankers can be safely navigated without the help of tugboats. Still, Gateway is adding a tug-escort system as an additional safety measure. The Douglas Channel is already one of the deepest and widest inland waterways on North America’s west coast, and Gateway’s tug-escort
system, according to risk assessment data, would reduce the already unlikely chance of a grounding incident by a further 80 to 90 per cent. As another Gateway marine safety initiative, we’re introducing landbased radar to B.C.’s North Coast for the first time. This radar system will be bolstered by extra navigational aides such as lights and channel markers. These enhancements aren’t just for Gateway — they are for all vessels on B.C.’s North Coast. Groups who oppose this project use fear tactics. They’d have you believe an oil tanker spill is inevitable. It isn’t. But don’t take my word for it — visit our website and read for yourself about all the work that has gone into making Gateway’s marine operation one of the safest in the world. Then, decide for yourself what’s true.

It is with great sadness that we announce the sudden passing of
DAVID JOAO VASCONCELOS VIVEIROS born in Ginetes, Sao Miguel Acores on August 10, 1953, passed away October 3, 2012. David immigrated to Canada July of 1968 at the age of 15. He started working for CN at the age of 18 and continued working for the railroad until he retired at the age of 55. He had a great passion for photography especially for the great outdoors. David would often be found in his backyard working in his vegetable garden, spending time with his grandchildren, or reading a book and listening to his radio. He loved spending time with people and helping them in any way he could. David’s smile and laughter will be missed by many. David leaves behind his loving wife of 36 years Josie; his two daughters Bonnie (Elvis) Vieira, and Amanda Viveiros; his grandchildren Lucas and Claire Vieira; his mother Maria Jose Viveiros; his siblings: Isabel (Terrence) Harding, Teresa Viveiros, Miguel Viveiros, Gabriel Viveiros, and Lucia Morton; his niece Rachel Harding; nephews Tyler and Adam Morton; and all the Raposo family. PRINCE RUPERT - After opening the season on the road, the Prince Rupert Rampage finally played in front of their hometown fans on Saturday night, but fell short of picking up the win, falling 5-3 to the Kitimat Ice Demons. For the first 20 minutes of the game the Rampage and the Ice Demons played even hockey with Keano Wilson of Prince Rupert and Tyson Craven of Kitimat stopping every puck that came their way. The scoreless first gave way to an avalanche of goals in the second as the offence for the two teams started to click. The Demons opened the scoring with Derek Wakita beating Wilson
under four minutes into the frame. But the Rampage responded with Thomas Robinson finding the back of the net on the powerplay and less than three minutes later, Kory Movld gave the Rampage the lead with 9:10 to go. Sid Spracklin extended the lead to two with just more than five minutes left in the period. But with the clock running down, the Demons showed why they are multiple league champions. Steve Venman pulled the Demons to within one with 1:47 to go and, with just six second left on the clock, Ian Coleman tied things up at three heading into the third. Unfortunately for the home team, the mo-

TERRACE - Terrace’s midget B Rep team didn’t know what to expect heading into the Omineca League tournament in Burns Lake over the Nov. 3 weekend, but coaches say they were pleasantly surprised with the team’s performance. The team ended up placing 4th out of six teams, but had a couple of close games and two wins, including one blow out win against the host team of Burns Lake. This midget team is part of the B program and it’s a little different than typical rep teams as the tournaments are usually non-contact and a mix of boys and girls, explained coach Shayne Braid. “The Burns Lake tourney, or any Omenica game can be very competitive,” said Braid. “They usually have very big teams and are always very physical.” The Omenica League consists of Burns Lake, Fraser Lake, Houston, Fort St. John and depending on the year, Terrace and Smithers. Terrace faced off in its first match against Smithers, falling 4-2. Not only was it the first match of the tournament, but it was the team’s first game of the season. Terrace out-shot Smith-
ers 40-28, but was up against a solid goaltender. But the team figured the goalie out in the third and managed to score two goals late in the game. Terrace goalie Foster Johnson was picked as MVP by Smithers at the end of the game. The second match was a squeaker against Houston, a team Terrace has a good friendly rivalry with, that Houston took 4-3. An uncounted goal by Ryan Kawinsky with 30 seconds left would’ve taken the game into OT, but the referee stopped the play. “The highlight of this game was when Shaydon LeBlond made an end to end rush, scoring top shelf and freezing the goalie with her blinding skating,” said Baird. “Even better was watching her teammates mob her at centre ice like she just won the game. We didn’t get the win but it sure felt like it.” Next up was Fraser Lake, a well-coached team with only enough players for two shifts. But their 10 players are well-disciplined and work hard, said Braid, and Fraser Lake had Terrace shut out 2-0 going into the third. But Braid’s fellow coach, Don LeBlond, gave his ver-
mentum picked up by the Demons late in the second carried into the third as Dave Venman regained the Kitimat lead with 11:44 to play and Derrick Delisser put the nail in the coffin with 2:19 to play to give the Demons the 5-3 victory. This weekend the Rampage will travel to the Bulkley Valley to play the league-leading Smithers Steelheads and the Houston Luckies. The next time the Rampage play at home will be Nov. 24 and 25 against the Williams Lake Stampeeders and the Quesnel Kangaroos. Elsewhere in the CIHL, Terrace fell 5-3 to Omineca on Saturday and won against Houston 5-1 on Sunday. Smithers tanked Houston 10-1 Saturday and Williams Lake won over Quesnel 7-4.
Kitimat skaters compete
KITIMAT - Two Snow Valley Skating Club members qualified to attend a provincial skating competition in Parksville. Kitimat skaters Mariah Carvelho and Kendra Brousseau were in Parksville from Nov. 8 to 12th. Kitimat council approved a $200 grant to help them get there.

Kyle Lindstrom of the Terrace B Rep Team sneaks one past Burns Lake during the Omenica League tournament on Nov. 4. sion of the ‘miracle speech’ in the dressing room between periods, and the kids came out fired up, scoring six unanswered goals throughout the period, including a top shelf beauty by rookie Mitch Stella, to win the game 6-2. Then Terrace took on Burns Lake, trouncing them 9-1. Although Braid
was quick to point out that “the score doesn’t dictate the home team’s talent here,” noting they were suffering from a couple of severe, season-ending injuries to key players. Top line in this game was Kevin Desousa, Ryan Kawinsky, and Kyle Lindstrom, said Braid, with Desousa, whose
nickname is “Elvis”, being picked for game MVP. The team capped off the tournament with an exhausting 4-2 loss to Fort St. James in the roughest game of the tournament. Funny, said Braid, considering Terrace and Fort St. John were the smallest teams in the tournament.
TERRACE - The Terrace Peaks Gymnastics Club was the victim of a break-in Saturday, Nov. 10. A fire extinguisher was used to break in the building and fire retardant was sprayed all over the gym equipment and mats, according to the club. Police are investigating and all gym activities are suspended until further notice.
