their own casinos in B.C., citing the province’s refusal to share its gambling profits while continuing to expand the industry. Reserve land in Surrey, Vancouver and the North Shore would be prime potential sites for a new aboriginal-owned casino in the Lower Mainland, according to Sto:lo Grand Chief Joe Hall, who heads the First Nations Gaming Initiative spearheading the concept. Hall said the Semiahmoo First Nation reserve east of the White Rock waterfront would be perfect. “It would be a Joe Hall prime location,” he said. “Because of the population and the location and because of the American traffic and the traffic from the Island that goes east.” Hall said the Semiahmoo band has considered building a hotel/ conference centre that might also host a casino, but approval of a proposed 600-slot casino nearby in South Surrey would torpedo the band’s chances.

by Sheila Reynolds THERE WILL be 1,074 pairs of shoes lining the steps in front of the Surrey courthouse on Saturday – each pair representing a Canadian killed by a drunk driver last year. The event, Remembering Someone Special, is being organized by Surrey’s Kaulius family and a group they created called Families for Justice. Kassandra Kaulius, 22, was killed in May 2011 when her car was hit by an impaired driver near 152 Street and 64 Avenue. The funeRAl for a popular Surrey RCMP officer lost in the line of duty last week is scheduled to be held at the Langley Events Centre this afternoon (Tuesday) at 1 p.m. Police are expecting thousands of people to attend the event for Const. Adrian Oliver, who was killed in a motor vehicle collision on Tuesday, Nov. 13. The RCMP and Oliver’s famly have received an outpouring of support and condolences from the public since the young officer was killed.
Members of the public are invited to attend his funeral, said RCMP. However, seating priority will be given to Oliver’s family, friends, colleagues and those attending in uniform. Police and emergency personnel will be in full attendance and a march will take place before the funeral. The Langley Events Centre, 7888 200 Street, has seating for more than 5,500 people. The service will be broadcast live at http:// www.livestream.com/rcmpgrc Oliver, 28, had been with the Surrey RCMP for more than three years. He was on duty when his unmarked police vehicle and a semi-
trailer collided in the intersection of 64 Avenue and 148 Street in Newton. RCMP Assistant Commissioner Craig Callens said it was an “extremely difficult and sad day for the RCMP,” and extended condolences to Oliver’s friends and family, including his mother, father, stepfather and two brothers. Oliver’s stepfather is also a serving member of the RCMP, as is one of his brothers, who is an officer in the Lower Mainland. Trustees claim $23,500 in expenses Chairperson’s tab lower than last year

expense claims last year, a slight increase from the year prior. The expense claims are included in the school district’s Statement of Financial Information (SOFI) for the year ended June 2012, released last week. Board chairperson Laurae McNally, who has topped the expense list in recent years, claimed less than last year, spending $6,260, compared with $7,170 in 2010-2011. Vice-chairperson Shawn Wilson was the secondhighest spender at $5,583 – about the same amount as he expensed the year before. Trustee Reni Masi claimed $4,014, up from the $2,814, while Trustee Terry Allen spent $2,654, Trustee Laurie Larsen claimed $1,732 and Trustee Pam Glass submitted a tab of $912. Trustee Charlene Dobie, who was elected in November 2011, spent $2,078 in her first seven months in office. Ijaz Chatta was unseated in the same election, claiming $287 for the six
months before he left. The expenses are in addition to the board’s combined wages of $213,100. Board members are paid $29,800 per year, with the chair and vice-chair receiving an additional $3,000 and $1,500, respectively. The Surrey School District spent a total of about $432.5 million on employee salaries – including those of senior management, principals and teachers – from June 2011 to June 2012. The SOFI report lists the salaries for the more than 2,000 employees who earn more than $75,000 per year in the district, which total $172 million. Another $261.3 million is spent on salaries of employees who make less than $75,000 annually. Surrey paid out about $169 million for goods and services last year – $52 million of which went to the B.C. Pension Corporation, with the rest paid to a variety of companies covering everything from heating to busing to computer equipment. She said the mound of footwear being stored in her garage is growing rapidly and she’s confident the 1,074pair goal will be met. Any pairs beyond that number, she said, will be piled behind the others on display to represent the 63,000 injured in 2011 by a drunk driver. “Every one of those people killed, that was a preventable death,” Markita said, adding many families of other impaired driving victims plan to attend Saturday’s shoe-in. “That’s the point we want to make, is that every one of those shoes represent someone that should still be here.” She hopes the timing of the event, as Christmas approaches, also serves as a stark reminder to have a good time at holiday celebrations, but don’t get in your car if you’ve been drinking. “We just don’t want this to happen to anyone and we want their loved ones to get home to their family for Christmas,” Markita said. “Ours, unfortunately, can’t but we hope everybody else does.” Kassandra Natasha Warren, the driver Kaulius who hit Kassandra Kaulius, pleaded guilty in July to dangerous driving causing death, impaired driving causing death and failure to stop at an accident. Her pre-sentencing hearing is scheduled for Dec. 17. Families for Justice is collecting signatures (petition accessible on the group’s Facebook page) to lobby for a minimum mandatory sentence of five years in jail if someone is convicted of impaired driving causing death. Nov. 15, 1937 with a great deal of fanfare about how modern it was. The ceremony’s official souvenir program bragged the span was “planned not only to meet all requirements of today but to anticipate traffic expansion for years to come.” Seventy-five years later, the weathered and rusted structure soldiers on, although “years to come” ran out decades ago. The connection across the Fraser River between Surrey and New Westminster was well used long before the first rivet was drilled on the Pattullo. The first crossings were done by the K de K and Surrey ferries. In 1904, a wooden bridge was completed that carried trains on one level and carts, pedestrians, produce, horses, cattle, and assorted farm animals on another. Then along came the motor vehicle, and the bridge quickly became obsolete because it was too narrow for two to pass each other. A paddle had to be passed back and forth from one end of the bridge to another to indicate if the bridge was occupied or not. It was, however, the only physical crossing west of
Mission, with ferries patrolling up and down the river taking people across. Spending money to build a bridge during The Great Depression would seem like political suicide these days. But when then premier Thomas Dufferin (Duff) Pattullo took charge of the province in the 1930s, his solution was to emulate U.S. President Franklin D. Roosevelt’s New Deal with a Little New Deal, says local historian Archie Miller of A Sense of History research services. “He believed in getting involved in helping people, and took to heart what had to be done to help people,” said Miller. Pattullo proposed a health insurance scheme, a higher minimum wage, more money for schools, measures to ease the plight of the poor and unemployed, and the building of public works projects such as a big bridge named after him. There was a lot of discussion about where to put it. There was some talk of connecting right into downtown New Westminster or down river where the George Massey Tunnel is now. There were also discussions about it being bigger, possibly six or eight lanes, said Miller. The reaction when that was suggested, he said, was, “My God, what See AGING SPAN / Page 5

Aging span: Needs upgrades soon Give a Sylvan BOOST to TransLink says there’s an average of 138 accidents a year on the span. There’s also a fear the bridge’s foundations could be exposed to the Fraser’s fast flow that removes sand and rocks from around the bridge piers, and its foundation is having issues caused by river scour. Earlier this year, TransLink proposed a six-lane replacement for the bridge at a cost of up
to $1 billion. Last week, TransLink said it will be doing a new assessment to determine if it’s possible to extend the Pattullo’s life by a couple more decades with safety and seismic upgrades. If that is done, the bridge would be reduced to three lanes. TransLink executive vice-president for strategic planning Bob Paddon told Black Press the bridge is safe and while closure is “extremely unlikely,” conditions could make it necessary. With the fanfare over the Pattullo long since faded, the big question now is whether it’s had its last hurrah.

are you thinking? Never in our history will you see enough cars.” Eventually the decision was made to go ahead at one of the narrowest spots on the Fraser. Construction began in September 1935. The Pattullo Bridge took two years and two months to build at a cost of $4 million – big bucks in those days. To pay for it, users were charged a toll that wasn’t removed until 1952. Finally getting a crossing that spanned the waterway that divided the region was something to celebrate. A beautiful eight-page official souvenir program (pictured upper right) was produced for the opening ceremonies and a fancy three-course luncheon was served at Queen’s Park Arena in New Westminster. Following the Second World War in the late 1940s and into the 1950s, the economy improved dramatically and the Pattullo proved its worth. “As soon as the war is over you now have quite a boom in gas and cars,” says Miller. “The bridge begins to pay its dividends because then it becomes easy to nip across.” As the years went by, other crossings in the region were built, such as the Port Mann, Queensborough, Alex Fraser, Knight Street, Oak Street and Arthur Laing bridges, as well as the George Massey tunnel. And vehicles got wider, and the gap between sideview mirrors got narrower. For drivers, the trip across the Pattullo became more challenging. During the ’90s and into this century, the span became notorious because of numerous fatal accidents, forcing authorities to close the inside lanes overnight to reduce the death toll. As the 75th anniversary of Duff Pattullo cutting the ribbon on the state-of-the-art bridge neared, TransLink, which is responsible for the Pattullo, announced the structure is in trouble.
The deck, girders, and structural components show signs of corrosion and deterioration. A 2007 report to TransLink determined the bridge is vulnerable to collapse even if there’s only a moderate earthquake. As any whiteknuckled driver going over the bridge knows, the Pattullo’s lanes are too narrow for today’s vehicles while the sidewalk leaves pedestrians and cyclists unprotected from traffic.

Toll bridge upheavals

he new Port Mann Bridge will be tolled, starting Saturday, Dec. 8. This should serve as a great incentive for those who have yet to register with TrEO, the arm of the provincial government overseeing the tolling program. Those who register by Nov. 30 will receive 20 free trips over the tolled bridge, and will pay half-price tolls for the first year. This is a good reason to register, as it will take some of the sting out of the tolls. It is also fair, as the entire highway improvement project will not be complete when the tolls go into effect. One other benefit of registering with TrEO is that there will no longer be a need for those who are registered to have transponders to cross Golden Ears Bridge at the lowest rate. The two tolling systems will be integrated. This is also a very shrewd marketing strategy – something that was completely lacking when TransLink opened the Golden Ears Bridge, which remains mostly empty because of a lack of any incentive to use it. While some experts have predicted the Golden Ears will become busier when tolls begin on the Port Mann, that seems far-fetched. Why would any driver wish to pay more to cross that particular bridge, in a direction that isn’t the most optimal? There are relatively few work destinations near the bridge on that side of the river for Surrey and Langley residents. While more people from Maple Ridge and Pitt Meadows commute south of the river to work, the numbers aren’t vast. The tolls on both bridges remain very unfair to residents who must regularly cross the river. There are no tolls on any other portion of the new highway, which is being almost completely rebuilt. There are no tolls on bridges or river crossings anywhere else in the Lower Mainland, or on the Sea-To-Sky Highway. Nor are there reasonable free alternatives to the two bridges. The Pattullo simply can’t handle much more traffic at peak times, and the Alex Fraser Bridge is also very crowded. Getting to it is a challenge during busy times. Highway 99 may be an alternative for a few South Langley and South Surrey residents, but only if their final destination is somewhere close to the west side of Vancouver. The net result of bridge tolls may well be that people move closer to their jobs and avoid optional trips across the Fraser. This could provide a welcome boost for local businesses. – Black Press

f you find Premier Christy Clark’s campaign against teen bullying to be superficial or even self-serving, I’ve got news for you. It’s potentially worse than that. With the greatest respect to the family of Amanda Todd, her tragic case isn’t representative of teen suicide any more than it is typical of high-school bullying. A clearer and more disturbing picture emerges from the latest report of B.C.’s Representative for Children and Youth, Mary Ellen Turpel-Lafond. It’s a survey of 89 child protection cases from 2007 to 2010, where 15 kids killed themselves and the rest inflicted serious self-injury, in some cases repeatedly. The word “bully” does not appear in the report. It speaks of domestic violence, physical and sexual abuse, addiction, and runaways targeted by street predators. Three quarters of the kids were removed from their homes to protect them from their parents. More than half are aboriginal. Its key conclusion is that shifting traumatized and mentally ill teens from institutional care to foster homes isn’t working. Earnest

Turpel-Lafond says her latest figures show the child and youth mental health service has 476 staff, with 21 vacancies and a government-wide hiring freeze. And many of those are doing double duty as community service managers. Those managers don’t even have reliable data on case loads, she said. They just know they’re overwhelmed and many of the kids aren’t being reached. This is not about political blame. I can trace this problem back to when Grace McCarthy was children’s minister, and the NDP did no better. I’ve learned a bit about Riverview and Tranquille, asylums that were closed because of a modern belief that they were inhumane. At least they offered safety and medical care to even the most damaged people. Right now our enlightened, progressive society can’t even help most of the kids we know are at high risk. Views, The Leader, Nov. 13). Discussing the Cohen Commission report on the decline of Fraser River sockeye salmon runs, Tom Fletcher writes, “Poaching on the Fraser? Cohen didn’t get around to that.” This is inaccurate. In volume two, chapter two, page 35, B.C. Supreme Court Justice Bruce Cohen states: “I am also concerned that Fisheries and Oceans Canada (DFO) does not estimate illegal or unauthorized catch to use in its management of the fishery. This information could be helpful to fisheries managers in a variety of ways – for
example, in directing enforcement activities, allocating fishing access, and providing postseason accounting of returns.” Justice Cohen goes on to say: “I accept the evidence of those witnesses who said that conservation is best served by proactively preventing fish from being taken illegally from the water. Preventing the illegal taking of fish will likely involve a combination of community education and stewardship and on-the-ground enforcement activities. “Effective catch monitoring of all sectors is an important component of this plan, as is the realistic allocation and identification of
food, social and ceremonial fish to Aboriginal groups. I do not want to suggest that after-thefact investigations are not also important; they are. Indeed, enforcement activities aimed at illegal sales may provide an effective deterrent to taking fish illegally out of the water.” On page 54 of the same volume: “In my view, preventing the illegal taking of fish should be the priority consideration when DFO is faced with focusing its resource expenditure within any of the three pillars.”

some restrictions on wood-burning appliances, the wording of your weekly poll question is perhaps a bit ambiguous (“Should woodburning home fireplaces and stoves be banned in urban areas?”). There is little comparison between an open fireplace or an inexpensive wood stove belching out smoke and particulate and a CSA/EPA-approved “airtight” appliance. Older (and newer inexpensive) wood stoves, lacking secondary air injection to “burn the smoke,” are only slightly more efficient than an open masonry fireplace. Neighbours can clearly see when they are operating due to the often intense and irritating smoke column they emit. A properly operated CSA/EPAapproved wood stove provides little indication it is running other than a heat wave visible above the chimney. It is simply not appropriate to lump all wood-burning fireplaces into the same category. Along with open fireplaces, wood stoves and CSA/EPA-approved wood stoves, perhaps the next step will be to ban all natural gas fireplaces. Why be allowed to use a 75-per-cent efficient fireplace when your home can be heated with a 95-per-cent efficient furnace, or electric baseboard heaters? In defence of Diwali celebrations
This is my response to letter writer Jennifer Dorey
from Surrey, calling the fireworks with the Diwali festival of lights something as horrible as “war.” Diwali is not the only time when you hear fireworks. Did you forget about Halloween? Clearly complaining to the police has led you nowhere, so next time while you sit in your kitchen, enjoy the beautiful lights in the sky. I love all the fireworks and so does my dog! i find iT interesting that Jennifer Dorey combines the issue of fireworks on Diwali with that of illegal suites. She carries on to mention that the city won’t enforce the issue for fear of angering a large voting population. I’m curious if she had the same concerns about fireworks two weeks ago during Halloween. I suppose those fireworks were only set off by this same large population she speaks of? casino and entertainment hub at 10 Avenue and 168 Street. The proposal is a relocation and expansion of existing slot machine gaming in Newton, intended to provide locals and visitors with a unique destination for exceptional dining, concerts, entertainment, accommodation, conventions and gaming. Gambling is a choice and a popular one. This proposal delivers a new choice for South Surrey residents who want a night out without travelling to neighbouring communities or across the border. Since 2004, the site of this proposed development, the Highway 99 corridor, has been set aside for commercial development by the city. While the proposed casino will be the first commercial development for the area, it will not be the last. We announced the proposal in June and since then, BCLC representatives have held over 20 meetings in Surrey, Cloverdale and White Rock, including with business and tourism groups, RCMP, chambers of commerce, business improvement associations, community service groups and the public. On Nov. 7, over 350 people attended Gateway Casinos’ information session and almost half completed a feedback questionnaire. Around half of the comments were positive while the remaining responses were divided between people who were opposed and those who were neutral, but had further questions. There is a misconception the proposed casino will lead to an increase in crime and problem gambling. An independent impact study initiated by the province was conducted between 2004 and 2006 to assess the impacts of gambling before, during and after a gaming facility was opened. Included in the study were Vancouver, the City and Township of Langley, and Surrey, where slot machines and table games were added to Fraser Downs in 2004. In each of the communities, the study found no significant increase in rates of crime or problem gambling. A separate study conducted by the province shows that over the last 10 years, the percentage of adults in B.C. who are at risk of becoming problem gamblers has stayed the same at 4.6 per cent. Both studies are available at www.pssg.gov.bc.ca This proposal is a major investment which, if approved, will offer substantial economic benefits. It will provide 500 full-time jobs, 1,200 jobs during construction, and generate revenues for governments and community organizations, all while giving people access to great new amenities. 300 people attend public hearing for proposed South Surrey complex by Dan Ferguson A sometimes hostile
crowd of around 300 people groaned and jeered at proponents of a casino in South Surrey during a public hearing organized by opponents of the $100-million project proposed for 10 Avenue and 168 Street.
The three-hour hearing was organized by the South Surrey Ratepayers Association, which said the mayors of White Rock, Surrey and representatives of the casino and B.C. Lottery Corporation (BCLC) had been invited to attend. Neither mayor
showed, but BCLC’s Vice-President of Casino and Community Gaming Jim Lightbody and Gateway general counsel James Chen did attend, along with City of Surrey area planning manager Ron Hintsche. Association president Terry McNeice repeatedly called for civility,
telling the audience their indignation should be directed at Surrey council. “We are two meetings away from a casino,” McNeice said. “You have to take this up with your mayor and council members.” Mike Steffen said the project should be built
in an industrial area, like other Lower Mainland casinos. “I’m not particularly opposed to casinos, just the proposed area that it’s in,” Steffen said. Ross Buchanan called the complex a “monster” that will destroy the neighbourhood where it’s being built.

Jim Lightbody When Chen said feedback from a Gateway-organized forum showed more than half the respondents supported the project, there were scattered jeers and catcalls. Lightbody got the same response when he said an independent study shows the crime rate was unaffected or dropped in four B.C. communities after casinos were built. “We know we’re not going to be the most popular guys in the room,” Lightbody said. Chen took issue with critics who complained the casino would be a tacky “Vegas-style” development, defending it as “tastefully designed.” Chen also objected to suggestions the casino was being rushed through the approval process. “We are not taking any shortcuts,” Chen said. Hintsche noted the property in question was specifically zoned for the type of project Gateway is proposing. He said all comments on the proposal would be referred to council prior to a Nov. 26 land use committee meeting. A review of the matter at the meeting will decide whether or not it is forwarded it to a Dec. 10 council meeting for final approval. “Everything that is submitted to the city directly is being put in a package and will be going to council,” Hintsche said. He added the plans for the project have been changed to increase the size of the theatre and banquet facilities. The preliminary designs called for a 60,000-sq.-ft. gaming floor, 800-seat theatre, 27,000-sq.-ft. convention and entertainment zone, a 200-room, four-star hotel, four restaurants and three lounges on 18 acres of a 25-acre site. BCLC has suggested the casino, if approved by the city, could be open as soon as late 2014.

The South Surrey casino/convention centre proposed by Gateway Casinos and Entertainment is just the latest irritant for aboriginal leaders, who have for years asked the province for a two to three per cent share of the $1.1 billion in annual profits B.C. reaps from gambling. Hall said the Sto:lo are unhappy they’ll get no benefit from a newly opened community gaming centre with slot machines in Chilliwack that replaces an old bingo hall. Similar mini-casinos have also sprung up in recent years in Abbotsford, Mission and Langley without contributing to local First Nations, he noted. “The one in Chilliwack is very disturbing because it’s built on former reserve land that used to belong to the Ch’ihl’kway’uhk people.” He expects B.C. native groups will have to follow the lead of those in other provinces and open casinos in defiance of the law and battle the government in court for either the power to operate or for a share of existing revenues. “We’ve attempted to go through the front door, but enough’s enough,” Hall said. He accused the province of “racing” to add new casinos ahead of First Nations. “There won’t be any market left for First Nations,” Hall said. “That’s why we have to escalate our efforts here to move forward.” Vancouver-area bands control land in Point Grey and on southwest False Creek. The North Shore has previously been flagged by the B.C. Lottery Corp. as the most populous part of B.C. still not served by casino facilities. Hall agreed possible sites there could range from Tsleil Waututh reserves in North Vancouver to the Squamish Nation’s Park Royal Mall site in West Vancouver. A Nov. 9 letter from Hall and the First Nations Gaming Initiative to Premier Christy Clark accuses the government of “deliberate and systematic exclusion” of First Nations from gambling revenue and outlined their new strategy. It warns aboriginal Joe Hall groups in B.C. will consider legal challenges to new casino projects, will be more publicly vocal in opposing them and make the government’s “discriminatory practices” an election issue this spring. Hall said the next steps will be for B.C. aboriginal leaders with the Union of B.C. Indian Chiefs, Assembly of First Nations and First Nations Summit to jointly agree to form an aboriginal gaming commission for B.C. to regulate native casino development and name an advisory council of experts in First Nations gaming from elsewhere in Canada. Revenue from a casino would be shared with all First Nations in B.C., he said, adding the host band would get a larger share. “We’re doing this in a very careful, structured manner,” he said. Gambling revenue could offset the impacts on bands from government cuts and perhaps buy medical equipment or upgrade needed infrastructure. Rich Coleman, the minister responsible for gaming, was unavailable for comment. But a ministry spokesperson said First Nations can host casinos or community gaming centres on reserve and get the same 10 per cent share of profits as a hosting municipality. Three First Nations host gaming facilities and received a combined $2 million last year from community gaming centres in Squamish and Cowichan and the Casino of the Rockies run by the Ktunuxa/ Kinbasket Tribal Council in the Kootenays.

The municipalities participating include Surrey, Abbotsford, Chilliwack, Hope, City of Langley, Township of Langley, Maple Ridge, Mission, and Pitt Meadows. The pilot program will focus on constructionrelated businesses, and the mobile business licence fee will be $250, in addition to the regular business licence fee. The revenue generated will be shared between the participating municipalities. The province will provide and support a database where all mobile business licence information will be stored. The pilot program will run from January to December 2013.

Suicidal youths untreated: Report Child advocate says B.C.’s protection system not working by Tom Fletcher B.C.’s Child protection system has
lost most of its ability to deal with severely abused, depressed and suicidal teens in provincial care, their independent advocate says. A review of 89 cases by Representative for Children and Youth Mary Ellen Turpel-Lafond finds common circumstances of severe problems, notably mental illness, domestic violence, sexual and physical abuse, alcohol and drug abuse by young people or their parents, and running away to live on the streets. All the cases are children who had contact with ministry social workers, in some cases from
infancy. Three-quarters of them were removed from their homes because their parents’ behaviour was a threat to them. The study revealed that they were shuffled to different group or foster homes an average of a dozen times, with some moving as much as 30 times in three years. Fifteen of the children in the study killed themselves, and the other 74 severely injured themselves during the study period, 2007-2010. More than half were aboriginal. The review found that the youths, aged 12 to 19, were not assessed or treated for trauma, and caregivers are not trained to deal with mental illness or the effects

of abuse. “This is a pretty horrific foster care system for kids with mental health needs, and that’s something that we have to face,” TurpelLafond said. “The government has to face down the fact that they’ve mostly gutted therapeutic foster care over the last decade.” Children and Family Development Minister Stephanie Cadieux said the ministry accepts all the recommendations in the report, and is preparing a two-year action plan for mental health services that includes improved training of both social workers and foster parents. The plan is to be made public by February, Cadieux said.

by Jeff Nagel Municipal police that use licence plate-reading cameras to pull over suspected law-breakers have been told they can’t also use or collect data on the movements of other motorists the system detects but who aren’t matched to any policing “alert” list. B.C. Information and Privacy Commissioner Elizabeth Denham ruled Victoria Police must change their practices to comply with provincial privacy law and the decision is expected to affect other forces using Automated Licence Plate Recognition (ALPR) systems. More than 40 camera-equipped police cars in B.C. rapidly scan parked or passing vehicles against policing databases, typically in search of prohibited drivers, motorists who are wanted by police and stolen or uninsured cars. The commissioner’s findings findings apply to “non-hit” data where cars not flagged in a police database are also detected and their time and location recorded. Denham said she is “deeply concerned” about the privacy implications after investigating complaints the technology could be used as a surveillance tool. “Collecting personal information for traffic enforcement and identifying stolen vehicles does not extend to retaining data on the law-abiding activities of citizens just in case it may be useful in the future,” Denham said. The RCMP, who manage the ALPR database in the province, delete the non-hit data within 30 minutes of receiving it from municipal forces. But Mounties told Denham they are considering retaining it for investigative purposes.
“The indiscriminate nature of this automated collection of personal information is extremely problematic,” Denham concluded in her report. “The retention and subsequent use of non-hit and obsolete-hit personal information would result in the creation of an expansive database that describes the whereabouts of many British Columbians as they go about their routine daily activities.” She recommended municipal police immediately delete non-hit vehicle identifications but noted her office has no power to direct the RCMP to comply. B.C. Civil Liberties Association policy director Micheal Vonn applauded the ruling. “This was a classic example of galloping function creep where information gathered for one purpose – the perfectly legitimate search for stolen vehicles – very quickly becomes how we just gather this information for the sake of having it,” she said. Vonn said British police have used licence plate scanners to first identify protesters arriving at a demonstration and then later use the data to intercept or harass the same people heading to subsequent protests. Taken to extremes, critics argue, authorities could use ALPR to track where union leaders, protest organizers and journalists go and who they meet. RCMP have dismissed such notions but said they could envision using ALPR non-hit data to look back in time to see whether a suspect’s vehicle was or wasn’t near a crime scene. Vonn said the undeniable value for law enforcement doesn’t justify police using the technology on everyone for “dragnet data capture.”

Two Surrey men are facing charges in connection with the theft last Tuesday of a purse from a vehicle parked in White Rock. White Rock RCMP were called to the 1400 block of Anderson Street shortly after 4 p.m. Nov. 13, after a woman saw a man break the window of her Ford Explorer and steal her purse. The thief was then seen fleeing the area with a second man, in a brown, older-model Toyota. Fortunately for police, the woman noted the Toyota’s licence-plate number, enabling officers to locate two men nearby in a vehicle matching the description provided. They recovered the stolen purse from the same vehicle. Chad Gunness and Bradley Richardson, both 26, are charged with possession of stolen property, mischief and theft.

Sunday, December 2nd will mark the third year the “Big Rigs for Kids” lighted truck parade winds its way through the streets of Surrey. The parade is the brain-child of John White, editor and publisher of Pro-Trucker Magazine. He approached several people in the community with the idea to bring the popular Victoria Truck Parade to Surrey. John believed that people in our City would love to watch a parade of big rigs
decked out for Christmas and at the same time raise funds for the Surrey Food Bank and Surrey Christmas Bureau. On December 2nd , the trucks will travel from Cloverdale, along Number 10 Highway to King George Boulevard. They will then head north on King George to Old Yale Road where they will park. They are expected to go by the Newton viewing area between 6:10-6:20pm and arrive at Holland Park by 6:40pm. a legal challenge against the nearly complete provincewide installation of the wireless devices. The B.C. Court of Appeal refused to consider an appeal by Andrea Collins and Citizens for Safe Technology (CST) in a written judgment released Nov. 13. The smart meter opposition group had hoped to halt the ongoing roll-out by getting the court to rule that the program did not have a required certificate from the B.C. Utilities Commission and that the province’s exemption from that requirement wasn’t legal. The utilities commission had previously rejected the claims but Collins and CST tried appealing it to B.C.’s top court. The court found no substantive grounds to hear a full appeal. The defeat leaves smart meter opponents hoping the B.C. Human Rights Tribunal will uphold their complaint – to be heard in the new year – that the mandatory installation of wireless meters discriminates against residents who claim to suffer from electromagnetic hypersensitivity.

“Hopefully the human rights tribunal will recognize B.C. Hydro is coming between patients and their doctors and recognize that electro-sensitivity is a growing concern around the world,” said Victoria smart meter activist Sharon Noble. Hydro contractors have already installed more than 95 per cent of the 1.7 million new smart meters in virtually all of B.C. except the Gulf Islands. But Noble said she believes there are still many hold-outs and added the opposition won’t give up – even if B.C.’s smart grid is completed. “Just because it’s in doesn’t mean it’s right,” she said. “This is a major problem. It’s not going to go away just because Hydro has finished their installation.” Noble said she and many other opponents will go off the grid before they accept smart meters in their homes and said they will keep fighting for Hydro customers to have the option to have a wired meter instead. New legal challenges are possible, she added. Hydro maintains its wireless smart meter network is safe and public health authorities in B.C. have said they have no concerns.

Surrey Eagles lost a game in regulation time, failing to make up any ground in their run at first place in the BC Hockey League’s Mainland Division. Friday at South Surrey Arena, the Eagles fell 2-1 to the first-place Chilliwack Chiefs – who had won four in a row heading into the game and sit six points up on the second-place Eagles. For Surrey, it was the first non-overtime loss since an Oct. 27 defeat to the Langley Rivermen. On Friday, Chilliwack opened the
scoring late in the first period when, with his team on the power play, Chiefs sniper Josh Hansen scored his BCHLbest 17th goal of the campaign. The visitors doubled the lead in the middle frame when, with the Chiefs killing a penalty, David Thompson snapped wrist shot from the top of the circle that beat Surrey goalkeeper Michael Santaguida. The game stayed 2-0 until the final stages of the third period, when, with just 2:07 left to play, Surrey forward Demico Hannoun used a nifty toe-drag move out of the corner and fired a shot towards Chilliwack goalie Mitch
Gilliam. The Chiefs’ netminder made the initial save but Hannoun – who is second on the Eagles with nine goals – pounced on his own rebound to cut the lead to 2-1. It was as close as the home side would get, however, as Gilliam and his teammates kept the Eagles – who pulled Santaguida for the extra-attacker – at bay over the final seconds. The game was a rough one for the Eagles’ special teams, who not only gave up power-play and short-hander markers, but also went zero-for-six with the man-advantage themselves. minutes into the game, then Mack Wallace added another goal for the Devils. The Ice Hawks got one back before the first period was over, and tied the game late in the second. Delta enjoyed a 41-35 shots on goal advantage, but managed to put just two pucks past Devils goalie Steve Myland, who was named the game’s first star. North Delta is now in third place in the Tom Shaw Conference at 10-10-1-0 (won-loss-tiedovertime loss), one point up on the Grandview Steelers and five ahead of the North Vancouver Wolf Pack. Four teams will qualify for the playoffs. The Devils are in Richmond to play the secondplace Sockeyes Thursday, then will host the Steelers in a home game next Saturday night at the Sungod Arena.
