FWCP restructuring meets with mixed reactions Claire paradis Arrow Lakes News
After meeting with stakeholders throughout the Basin region, the Fish and Wildlife Compensation Program now has a new board and a new delivery model, but not everyone is excited by the news. The new FWCP board, made up of three public representatives nominated by the BC Wildlife Federation as well as two reps each from BC Hydro and the Province (and at least one from the Department of Fisheries and Oceans), met with groups throughout the Basin area over the spring and summer. “We spent a lot of time consulting with stakeholder groups,” said Rick Morley, public rep-
resentative for the West Kootenay region. Morley has a long history with the FWCP: he was part of the group that set up the program back in 1994. He is hoping the change in title and structure from a steering committee to a board will reflect a greater independence for the FWCP. But not all stakeholders were interested enough to take part in the meetings. When the call went out announcing a June meeting in New Denver, no one from the Nakusp Rod and Gun Club bothered going. Members Eric Williams and Hank Scown put the lack of enthusiasm down to a history of inaction by the FWCP. “There are so many meetings, and they just go round and
round,” said Williams, whose words reflect a disenchantment with the program. Scown echoed Williams, saying that since the biologists were laid off last fall, he didn’t feel all that hopeful about the FWCP. Morley, on the other hand, is hoping that the changes will mean more regional involvement, not less. “The thrust of a lot of the changes we’re making is that we will have a much more independent organization that’s much more regionally focused than the past steering committee,” said Morley about the recent organizational changes. There is still a lot more work to be done as far as how the programs are delivered, he told the Arrow Lakes News, but the

TransAlta drops Incomappleux IPP project Aaron Orlando Black Press
Regional environmental groups are celebrating after TransAlta Corporation announced Nov. 14 that they are dropping plans to build a 45-megawatt river power project in the Incomappleux Valley. TransAlta spokesperson Stacey Hatcher confirmed for the Revelstoke Times Review that TransAlta notified B.C. government regulators on Nov. 14 that they were withdrawing their investigative and water licence applications for their independent power producer (IPP) proj-
ect. The plan to build a 45-megawatt power plant and 75 kilometres of transmission line down the valley to Beaton drew opposition from a spectrum of environmental groups in the region, including the West Kootenay EcoSociety, Valhalla Wilderness Society and the Revelstoke-based North Columbia Environmental Society. They cited the unique environmental and ecological values of the low-level, inland, old growth rainforest in the Incomappleux Valley. Hatcher told the Times Review the decision to cancel was based on a number of
factors. The Calgary-based energy company inherited the project through a takeover, then found it was not viable. Hatcher said it was due to, “a whole bunch of different reasons, some of them geotechnical in nature. We balanced a lot of the economic and environmental research [with] stakeholder concerns. “Obviously we’d heard from some stakeholders with regards to the project. It’s a whole balance for us, to make sure that when we look at operating somewhere that we’re doing that in the best interests of all concerned.” She emphasized the studies
done by TransAlta were all “desktop” and no physical work had been done on the site. “We had an awareness that this was a piece of land that was very special to a lot of people,” Hatcher added. West Kootenay EcoSociety executive director David Reid welcomed the news. He said his organization and its members sent dozens of letters and submissions opposing the project to TransAlta and provincial regulators. “We realize that some of these companies that are coming in from Calgary may not realize the depth of feeling that people in our region
have about these last remaining resources of old growth,” Reid said. “We wanted to let them know, essentially, what they were walking into.” “I think the message from the public got through,” he told the Times Review, saying the proposal was “completely out of the question” from the outset. Reid noted the Incomappleux has limited protection at this point and said his group continues to support the Valhalla Wilderness Society’s plans for a caribou park in the area. Drugs, sex, rock ‘n’ roll, principles and politics fill the pages of Unrepentant, Gary Wright’s newlyreleased, darkly humorous memoir of his 1968 escape from the U.S. to Canada, career as a traveling musician, and rise to public office in the Great White North.

port and placed him on the FBI’s watch list because of his ties to radical political groups. “Life is weird,” said Wright, “One year in one country I am Wanted by the FBI; another year in another country I receive a medal for public service, and get a letter of commendation from the Royal Canadian Mounted Police. Same man,
same beliefs. Go figure.” ‘Unrepentant’ is a word he applies with a smile to his community as well as to himself, and the book is full of anecdotes of “life behind the scenes” with new-age gurus, roadhouse musicians and regional political figures like current RDCK Chair John Kettle and former provincial cabinet minister Corky Evans. contributed a deeply moving chapter, recalling his own experiences in the American anti-war movement. Council Notes: Nakusp council refuses Hydro’s refusal Claire paradis Arrow Lakes News
Council began with an early bang on Nov. 13, with the meeting starting at 4 p.m. in order to accommodate the Village Financial Open House that evening. NACFOR active Councillor Tom Zeleznik started reports off with an update on NACFOR’s recent activity. Trees will be planted in the Slewiskin in 2014 once the sowing request has been granted. Road construction and logging contracts have been granted to Reitmeier Logging for Block four. More harvesting will be taking place in Slewiskin in late winter, and logging in Fosthall has already begun. It’s a sign, thanks to the Trails Society The new Jackrabbit trail up in the Wensley Creek Area now has new signs made by Lloyd Dennis, thanks to the Trails Society. Wulf Menses and Frances Swan put the species identification and trail direction signs up on October 31. Upcoming tour of tourism NADB’s Tourism Marketing Committee has set Jan. 29 and 30, 2013 as the dates for a Centre for Innovative and Entrepreneurial Leadership-led presentation and workshop. The presentation, “Seven Deadly Tourism Sins,” will be held at the auditorium, is open to the public. The following tourism workshop will be held for up to 30 people; if you are interested please contact the Chamber of Commerce. BR+E underway Vivien Berry is taking on coordinating the Business Retention and Expansion project, and a local community committee has met and begun work on the BRE. “The goal is to better understand business assets, gaps and opportunities at local and regional levels,” councillor Mueller wrote in her report. Not a waste of time Coun. Mueller said she would be bringing forward scheduling a regular pickup of
hazardous waste to the RDCK Resource Recovery Committee. Councillor Guy Duchaine brought up the upcoming Celebration of Lights on November 24 will be a full day of celebration that will include the light up parade on Broadway, pictures with Santa, wagon rides, street hockey, dancing and more. Fair for seniors The Village council voted to support the Columbia Basin Alliance for Literacy’s request for funding to help host a 2013 Seniors’ Resource Fair in Nakusp. The last event was well-attended with over 170 attendees. Don’t drink and drive, get home alive after hockey tournament Council also approved a beer garden for the Arena at the Falcon Cup Tournament, as long as all legal and insurance requirements are met, and “Game Plan – A Safe Ride Home” is implemented. All funds raised from the beer garden will go to Nakusp Minor Hockey. The Game Plan Program is to encourage designated drivers and alternate transportation by minimally posting informational material near the serving area and by making an announcement. Hydro says ‘no’ to breakwater in Nakusp When the Columbia Power Corporation took the Nakusp residents’ request to BC Hydro for a breakwater to be built as part of the construction of the new wharf, they were told “no,” Mayor Hamling told the gallery. “Every other wharf that BC Hydro’s been ordered by the Comptroller to put in, they have also been putting in at least two sometimes three breakwaters, and they’re refusing to replace the breakwater here,” she said. “I feel very strongly whether it’s replaced now or in the future that BC Hydro should be responsible.” The mayor made the point that without a breakwater, the

unprotected marina will quickly be “trashed.” The letter to be sent will request that the construction of the breakwater not delay work on the wharf, which has already been in the works for a very long time already. Treatment plant update Since the Village and Delterra Engineering parted ways, the Village has been looking for a new firm to complete the project. “Earlier in the fall, the Village terminated its Engineering Contract with Delterra Engineering Ltd. as it is believed that the projects [water treatment plant, sewer treatment plant and Well 2] were not being effectively managed and council/staff were not receiving timely information regarding the status/budget of the projects,” the CAO’s report to mayor and council stated. Since the termination, Simon Bamber has been overseeing the management of the projects, and working with the Village staff to determine the status of the sewer treatment plant (STP). “There has been added complexity as some of the process design work has not been completed – and Engineering firms have been reluctant to take on a project which is partially designed without doing a full scale review of engineering done to date,” the CAO’s report explained. “It has taken some time to navigate through the material provided to the Village from Delterra Engineering and to put forward a proposal.” “This has been a very complex process,” said Tynan at the council meeting, “there were a lot of loose ends.” In order to complete the project, an engineering consultant who specializes in waste water technology must be hired, the report also stated. Two out of three engineering firms which were approached by the Village came back with estimates that were “extraordinarily high,” according to the CAO, so other alternatives were explored. Three possibilities came
out of that exploration: to buy a different type of plant, to finish the plant that the Village did purchase with Engineered Financial Solutions, based out of New Brunswick, or to work with Nelson’s Aqua Diversities Inc. and 9-dot Engineering to finish the project. Tynan said the impression that the Nelson company made on staff was positive, and that their references were very complimentary. “They’re local they’re qualified, they’re experienced,” contributed project manager Simon Bamber, who agreed with Tynan that they were new enough as a company to want to impress but experienced enough as individuals to be able to do the job. “They’re very interested that we’ve got the reclaimed water portion, they want this to be a success,” the CAO told council, who voted in favour of engaging the Nelson company for engineering and installation services. The money part It will take about $275,000 to complete the waste water project, due in part to what the CAO characterized as “chronic underestimating” by the engineer earlier in the project. “We didn’t know what we didn’t know,” said Tynan, who also attributed part of the overrun to costs that the Village was unaware of. The over-expenditure would have been virtually the same, whether or not there had been a change in engineers, she pointed out: “This project would have been this much over had we carried on with the same engineer or not.” In order to get the project completed, funds will have to be borrowed to pay the $275,000 bill. The CAO’s report recommended that the balance of the 2012 Sewer Reserve Fund ($101,938) be used, and the remainder of the balance borrowed. “These are the things reserves are made for – to deal with unexpected expenses – as well as long-term planning for

dealing with aging infrastructure,” Tynan said, while noting the Village had been trying hard to build its reserves. Council voted to borrow the money internally from the water reserve fund until the STP is finished, at which point the costs for the project will then be examined and a report provided about financing options. We at NSS Interact Club really appreciate the recent opportunity we had to interact and share experiences and cultures with other young people from Germany, Italy, Brazil, Thailand, Switzerland, Japan, Bolivia, France, Turkey, and Australia. Nakusp Rotary hosted the International Rotary Exchange Student event on Friday, November 9 to Monday, November 12, and it was a weekend packed full of fun. We started with a pancake breakfast made by Mrs. Barisoff, followed by a Parkour demonstration, which the students thought was pretty cool. Kees and Mayumi van der Pol made spectacular lunch of burgers for all the students and Parkour group. We then took the rest of the afternoon to go for a hot springs hike and dip. A delicious spaghetti dinner started off our evening which consisted of a game
of curling with some of our experienced curlers. Then we spent the evening just hanging out at the NSS gym and having a great time getting to know one another. On Sunday, we had another awesome breakfast of bacon and eggs thanks to the help of Christina Barisoff and Valerie Bristowe. The Legion hosted the Legion Hall Remembrance Day service, before our chilly march from the Legion to the Cenotaph to take part in our minute of silence and the placing of the wreaths. After another march back to the legion we were served a big lunch, the International students were acknowledged individually by our Legion members Dale Weatherhead and Harvey Truax. Yoga at NoComo was next on the agenda for the international students, and a chance to hang out around town on a quiet Sunday afternoon, taking lots of pictures at the public beach. Rotary Villa hosted a really delicious potluck dinner for those of us who were a part
of the weekend’s events. Afterwards they let us go back to the NSS Gym/Hotel to play around and spend our last evening continuing with the fun that teenagers of every culture know how to have! The students did really well at speaking English, which made it easy to communicate, and get to know one another, joking around and learning about the differences and similarities of each other’s lives. I really look forward to keeping in touch with our new friends, and hope that each of us gets the chance to meet again some day. Monday morning, after a fresh snowfall, the exchange students departed back to their designated host families, which are anywhere from a couple hours in Castlegar to a lengthy 12 hours to towns in the U.S. It has been a wonderful experience and we’ll never forget this great time we’ve had meeting people from all over the world.

The snow has started to fall, bringing us inside, but there are still plenty of courses to help take your mind off the winter gloom. Take yourself on a virtual tour with stops in Hawai’i (Nov. 22), the Ukraine (Nov. 22) and early civilization (Ancient Grains, Dec. 6) with Deb Guest’s cooking classes. Learn how to Draw More than a Stick Man with Barbara Maye on Nov. 24 and 25. Then you will have an excuse to spend some time by the fire or huddled over the heater as you refine your new skills. There are also a couple of chances to take Occupational
First Aid before the year is over, on December 2 and 7. Be sure to keep an eye out for Selkirk College’s Course Calendar to find out what will be offered in the New Year. If you are interested in a course, make sure you register early, as courses with low enrolment often get cancelled. Cancellations occur because there are minimum numbers required before classes can run. If you wait until the last minute to register, we don’t know you want to take the course, and the course may already be cancelled. sic Education (ABE) is offering a variety of options for people who are interested in upgrading, whether it is for post-secondary programs, taking a university course, studying for their G.E.D., or enjoyment. The ABE centre has changed their evening hours. We are now open Monday and Wednesday evenings from 6:00 p.m. to 8:00 p.m., instead of 7 - 9 p.m. We are still open Monday through Thursday 9:00 a.m. to 3:00 p.m. (closed at noon for an hour lunch). As Duchaine mentioned earlier in the evening, Public Works has likely already surpassed the 15 per cent reduction in water usage thanks to their work on leaks and finding new ways to use reclaimed water. Consciousness is growing about one of our most precious resources, one that is so abundant here that it has been taken for granted. But Duchaine has not been the first to point out that if younger people develop the same wasteful water habits their parents have, our pot of gold could run dry. Another watery local treasure was also on display, the Nakusp Hot Springs. The Springs has had a challenging year with lower than normal numbers of visitors, thanks in part to the cold, wet early summer. September there was a huge jump in campers at the Springs. The biggest news from the top of the mountain is the new footbridge, for which Village staff are working their way through the required paperwork and plans are for construction to start next spring. Parks and Arena have been busily maintaining Village facilities from tennis courts to rink to cemeteries. If you go by the downtown cemetery, you’ll see a new display board with
history and pictures about how some notable people came to be buried in Nakusp. Fire Chief Terry Warren was out representing the Nakusp Volunteer Fire Department, who have been training and at the ready but fortunately have had a much quieter year than the last. The evening felt like a bit of a party, and perhaps that’s what’s behind the meaning of that ill-defined and over-used word “success.” Having that many people come out and discover what their tax money is used for from the people who do the work was excellent. If transparent and democratic government is something citizens truly want, taking part, asking questions and building relationships with public employees is a necessary step. Nakusp’s Financial Open House was one step toward more engaged residents who care about responsible government. The exciting part is, Nakuspians have an opportunity to find out what is happening in their town during each council meeting. People are welcome to discover how decisions are made, ask questions and make their voices heard.

With files from the Nakusp RCMP Mysterious call leads RCMP to Edgewood grow op. A call put into 911 on November 9 was abandoned by the caller, but not the police. RCMP
followed up the unfinished call by visiting the address that was associated with the call, and although they didn’t find anyone there, the officers did see what looked like evidence of a grow op. The next day, they returned and seized 1,700 plants, as well as other items for evidence. Throwing glass in houses
Police were called to a house on 7th Avenue in Nakusp where a man had reportedly been hit over the head by a number of glass objects. The man was taken to hospital for treatment of injuries to his head and hand, and a 33-year-old woman was arrested for assault with a weapon. Alcohol was a factor in the assault.

It feels like a victory for the little guys,” he said. “It’s still one of many.
This one was definitely brought to the limelight due to the area and the sensitivity of the ecosystem in there. It’s great to see it being pulled back.” Watson noted TransAlta has many IPP applications in the Revelstoke region and is a large, well-resourced energy company. He’s doubtful another proponent would attempt to develop a project in the Incomappleux given that TransAlta deemed it not viable.

‘Tis the season to think about snow and celebrations
Karen Hamling Mayor’s Report The Village held an open house to show where our tax dollars go and receive feedback on the budget. Our staff did a tremendous job and we received positive feedback. A great big thank-you to those who took the time to attend. We learned a one per cent increase in taxes is equal to $8,200 in operating revenue. This equals approximately one of the following: paving 35 metres of secondary rural road (eight meters wide); replacing 41 meters of water or sewer main (with no connections); replacing 25 meters of concrete sidewalk; maintaining the sports fields for one season; hydro at the Arena for one month during the winter; running the Zamboni for a season; chlorine for about eight months at the hot springs. Dr. Lea and I had a teleconference with Dr. Alan Stewart, Senior Medical Director of Community and Residential Services for IHA. It was a good meeting where we were able to voice our concerns and receive assurances that the Arrow Lakes Hospital and our medical staff will receive the support needed. Some of the concerns brought forward were the need for a designated respite bed, diabetic clinics and public education (we used to have diabetic clinics in the past). Another issue that we would like addressed is the need for more home care. We have an older population than the rest of the IHA and so need to ensure we have adequate staffing of permanent home care nurses. Currently, staff come in from Nelson to assist and although they are doing a great job, we need to have more permanent staff - the travelling time is a waste of resources. We heard at the last West Kootenay Boundary Regional Health Board meeting that funding has been put in place to draw up plans to redesign the emergency department at the Arrow Lakes Hospital. The hospital was built in 1974 and is in desperate need of an emergency department overhaul. Council and I met with Premier Christy Clark and Minister Pat Bell at UBCM. As a result, the CAO and I have had several phone calls with various staff members within the Ministry of Tourism and Economic Development concerning options to bring in key Overseas Trade and Market representatives to help us move toward some sort of development at the Nakusp Hot Springs. We have had discussions with the Assistant Deputy Minister of Economic Development and there are plans for ministry staff to come to Nakusp in January 2013 to work with us. We have had a lot of job losses and loss of young families over the past five years and your council is looking at ways to bring jobs to Nakusp. Ted Crouch, Ministry of Social Development, Employment and Labour Market Services Division came to Nakusp and we met to discuss employment opportunities and labour market strategies. His department can facilitate work experience we as well as helping the community to put together a Community Employment Plan and marketing plan. The community has another opportunity to attend a public meeting on the Columbia River Treaty. This is the third community meeting hosted by the CRT Local Government Committee. The Pro-

It’s where red-cheeked children sip hot chocolate after a day of hitting the slopes, but soon the lodge at Summit Lake Ski Hill will be valuable for more than that. The Nakusp Ski Club, partnering with other local recreational groups, has received $100,000 from Columbia Basin Trust (CBT) to help it transform the lodge into a year-round, multi-purpose facility. As snow approaches, the
first phase is taking shape. Thanks to a large contingent of volunteers and generous contributions from local contractors and retailers, the roof is on a new rental shop and storage area. The electricity is hooked up, and doors and windows should be arriving soon. The addition will significantly increase the square footage of the original 1960s lodge, plus add an element of safety and accessibility for patrons that was lacking before. “We thank everyone who’s
helped us get to this point,” said Eric Waterfield, Nakusp Ski Club President. “We’re excited with the progress we’ve made, and look forward to having the addition up and running by the 2013/14 ski season.” The ultimate plan is for the lodge and ski hill property to become an all-season hub for groups of all types. The ski club collaborated with recreational groups from Nakusp to New Denver—including hiking, running, ATV, mountain biking and cross-country ski
clubs—to determine how the project could benefit all. Activities like cultural events may also take place at the lodge. “This project is a great example of people working together to achieve more,” said Gary Ockenden, CBT Director, Community Initiatives. “It started as a simple ski hill improvement project and has grown into a plan for a wellrounded community asset. Once completed, this facility will be an inviting destination for a range of activities.”
