Public speaks out on industrial proposal By VIKKI HOPES Aldergrove Star
A proposed industrial development in the Bradner area is either a boon to the local economy or a blight on the idyllic rural lifestyle, according to those who spoke at a public consultation meeting on Monday night. The public was invited to provide input to Abbotsford city council on a plan to remove 22 properties, totalling about 225 acres, from the Agricultural Land Reserve (ALRD) to build the “West Abbotsford Business Park.” The properties are bordered by Highway 1 to the south, Lefeuvre Road to the east, 56 Avenue/Harris Road to the north, and Gloucester Industrial Estates to the west.
Preceding the public comments, developer Ron Emerson of the Emerson Real Estate Group said the project would result in 5,000 permanent full-time jobs and provide $11 million in property taxes to the city each year. He said an “acute shortage” of industrial land in the Lower Mainland and the site’s proximity to a railway, freeway and border make it an appealing development opportunity. However, some local residents opposed more development in an area that already sees busy truck and railway track linked to the Gloucester site. “This is not just another source of cash for our city; this is our home … We want to continue to be known as the daffodil capital of Canada, not the warehouse cap-
ital,” said Bradner resident Lynda Richard. Others were critical of the notion that the area’s poor soil quality makes it unsuitable for farming and, therefore, it would not be a loss to exclude it from the ALR. Lynn Perrin said she farmed land in the area for 17 years, producing vegetables and raising beef, poultry and pork. “I fed at least 20 families from my fiveacre farm,” she said. Another speaker said greenhouses and mushroom farms are ideal for the area, because they can be built on top of gravel. But others attested to the difficulties in farming the land. One man, who was in support of the industrial development, said he had been a farmer for 35 years and has never had any success in that area. SEE: Page 3
An estimated 175 to 200 people turned up for the Town Hall meeting with Langley School Board chair Wendy Johnson, Township mayor Jack Froese and MP Mark Warawa on Saturday. While many were there to ask general questions of the politicians the main focus that afternoon at the Aldergrove Kinsmen Community Centre was definitely on the matter of the proposed plans for the Aldergrove recreation centre. An open house on the recreation centre coincided with the town hall meeting and contributed to its turnout. A Township spokesperson said that for the pool open house on Nov. 17 there were 210 people who signed in and 192 surveys were completed. There were also 36 people signed up on PlaceSpeak, with an additional 21 completed surveys on-line so far. This on-line input is ongoing and the public can register their opinions at www.placespeak.com/aldergrovecommunitycentre until Nov. 30. There will be another Aldergrove Recreation Centre Open House on Tuesday, Nov. 27, 7 to 9 p.m., in the Aldergrove Community School Library, 26850 – 29 Avenue. The town hall meeting was moderated by Langley Times editor Frank Bucholtz, who grouped the recreation centre questions together for Froese to answer during the last half of the meeting, so that Johnson and Warawa were able to speak on the other questions. Those questions ran the gamut from federal environmental policies to the issues of schools planning for the western growth area of Willoughby. In response to a questioner who was “not happy with Stephen Harper’s ideas on the environment” Warawa replied that “if the climate is really warming (Harper said” we have to get all the major players together on a new agreement beyond Kyoto.” This agreement was hammered out in Copenhagen and has broadened global participation from 20 per cent to 85 per cent, Warawa said. As to whether there would ever be a bypass to take traffic around Aldergrove, Froese replied “not in my lifetime,” citing the constraints imposed by the National Defence lands on the north and the Agricultural Land Reserve on the south. On the matter of special education services, Johnson said that a recent Supreme Court ruling in North Vancouver case “will impact the way we meet special needs” and governments won’t know “until we look at the implications.” She added that in the interim the provincial government has allocated special needs funding, including $1.8 million to Langley school district. The Aldergrove Festival Days “Light Up” Christmas Parade takes place on Saturday, Dec. 8 at 6 p.m. in downtown Aldergrove. And while the parade route is the same, the assembly area and direction have changed. The parade will start at 270 Street, next to the Aldergrove Community Policing Office, and disperse at 273 Street. This is the opposite direction as in previous years. Parade parking will be available in the back area of Aldergrove Elementary. This time the parade is coming into town and after the parade organizers are offering a gathering area in the parking lot of the old Elks Hall, 27309 Fraser Hwy., where everyone will join in singing some Christmas carols. Everyone is invited to join in the spirit of Christmas. The Otter Grove Girl Guides will be collecting food items for the food bank along the parade route with their shopping carts and ask that you please bring a donation for them. The Aldergrove Elks will be hosting their 18th annual Children’s Christmas Celebration at the OAP Hall, south of Fraser Hwy. on 273 Street, from 3:30 to 5:30 p.m. This is also a free family event, featuring appearances by Santa Claus and Snow White. On the question of the Township’s proposed sales of surplus properties in Glen Valley and why the Aldergrove rec centre funding is dependent on sale of this acreage, Froese said it was “a council decision not to go to the taxpayer for the $35 million.” He said that three lots were already withdrawn from sale and negotiations continue with the group which wishes to preserve the other five lots. “We will work with you and we’re prepared to be creative, out of the box… that story is not written yet,” said the mayor. On the planning of new schools, Johnson said that Langley expects to hear the education ministry’s response to Langley’s plans in January. She noted that the province acknowledges that the Willoughby, Surrey and Sooke areas are the three high growth areas of the province and “I am optimistic that at least two of the three projects we’ve identified will be approved… and the MLAs support us too.” Froese added that the new Lynn Fripps school is the first to be built here with community use facilities included in the original construction, and he noted that provision for portables makes sense to accommodate fluctuations in populations. In response to a suggestion that the federal government was cutting social programs in order to build more prisons, Warawa simply said, “No.” Tolls and other transportation levies also came under fire, with one man suggesting that new vehicle levies replace other revenue sources. Coun. Bob Long, who chairs the mayor’s standing committee on the Aldergrove recreation centre, says redevelopment of the arena property as condos would generate millions of dollars, needed for the construction of the rec centre. Long also said that he’s heard no one come out in favor of the second option, which has a small indoor leisure pool and a 25-metre lane pool outdoors. However, he said he prefers the layout of the second option and he believes that covering the outdoor pool is a potential third option. This would move the pools and arena to the southern side of the property, allowing landscaping and open parking around the heritage school building, which would be converted into the new library. Long noted that the Township’s library plan calls for expansion of the Aldergrove library to 7,600 square feet, which is roughly the size of the heritage building.

told council. Monday’s session was the third meeting in the public consultation process. City staff will now complete a technical review of the application and prepare a report for council. An official public hearing will be held at a later date.

Pioneers, former mayor honoured at Douglas Day Aldergrove Star
An annual event held to thank Langley’s pioneers for all they have done for the community also celebrated an individual who was bestowed with a very special honour. More than 200 Langley Township and City pioneers and dozens of guests attended the Douglas Day celebration at the Langley Events Centre on Nov. 19, where they enjoyed lunch, entertainment, and a unique presentation. A Queen Elizabeth II Diamond Jubilee Medal was awarded to former Township of Langley staff member and mayor Kurt Alberts. Created to mark the 60th anniversary of Her Majesty’s accession to the Throne, the medal is presented to those who have demonstrated dedicated service to their peers, community, and to Canada. As a member of the Federation of Canadian Municipalities, the Township was given a medal to present to a community builder, and Township Council chose Alberts as the well-deserved recipient. “Whether guiding the evolution of our community as the Township’s Director of Community Development or demonstrating leadership and vision as our mayor, Kurt Alberts has helped create an exceptional quality of life for residents by advocating for improvements
throughout the community,” said Langley Township Mayor Jack Froese, who presented the medal to Alberts. After graduating from the University of Waterloo, Alberts started his career as a planner in Ontario before coming to B.C. In 1981, he and his wife Brenda moved to Fort Langley, where they operate the Birthplace of B.C. art gallery. Alberts served as Langley Township’s Director of Community Development from 1981 to 1997, then took on a role as an elected official when he became mayor from 1999 to 2008. During that time, he was instrumental in developing the community of Walnut Grove and the Township’s Rural Plan and worked to get the Greater Vancouver Regional District to recognize Langley as a Regional Town Centre in the Livable Region Strategy adopted in 1996. With a passion for preserving green space, Alberts took on initiatives such as the Township’s Arbour Ribbon, the Fort-to-Fort Trail, and the expansion of Derby Reach. He helped develop the Hope Redwoods natural area and worked to secure significant areas of wildlife habitat in the West Creek Wetlands. Alberts contributed to the Adopt-a-Street Program, helped create additional playing fields in Aldergrove, and worked to devel-
op partnerships for the Langley Events Centre. He was also committed to the dredging of the Bedford channel and waterfront development in Fort Langley, and to the creation of Langley’s Gateway of Hope. Alberts has been recognized for his dedication to heritage conservation and for his volunteer service as a Rotarian. During the Douglas Day celebration, Langley residents who are at least 70 years of age and have lived in the Township or the City for more than 60 years also enjoyed musical entertainment by Mixed Company, shared stories and memories, and socialized. The event is held each year to pay tribute to pioneering families whose hard work, values, and traditions helped shape our community. It commemorates the founding of the Crown Colony of British Columbia in Fort Langley on Nov. 19, 1858, and recognizes the appointment of Sir James Douglas as the first Governor of B.C. Douglas Day has been recognized in the Township of Langley since the 1920s and the banquet has been held annually for more than 60 years. In 1946, the celebration of Douglas Day was established by municipal bylaw. While many municipalities in the Lower Mainland celebrated Douglas Day in the past, Langley is one of the few to continue the tradition.

VICTORIA – If you find Premier Christy Clark’s campaign against teen bullying to be superficial or even selfserving, I’ve got news for you. It’s potentially worse than that. With the greatest respect to the family of Amanda Todd, her tragic case isn’t representative of teen suicide any more than it is typical of highschool bullying. A clearer and more disturbing picture emerges from the latest report of B.C.’s Representative for Children and Youth, Mary Ellen TurpelLafond. It’s a survey of 89 child protection cases from 2007 to 2010, where 15 kids killed themselves and the rest inflicted serious self-injury, in some cases repeatedly. The word “bully” does not appear in the report. It speaks of domestic violence, physical and sexual abuse, addiction, and runaways targeted by street predators. Three quarters of the kids were removed from their homes to protect them from their parents. More than half are aboriginal. Its key conclusion is that shifting traumatized and mentally ill teens from institutional care to foster homes isn’t working. Earnest but inadequately trained foster parents and social workers can’t cope with kids who need diagnosis, treatment and supervision. Without that, kids shuffled through foster homes an average of a dozen times in three

years, with little attachment to home or school. Some were violent, no surprise given their formative years. I asked Turpel-Lafond about the B.C. government’s recent focus on bullying. She said it’s worthwhile, and there are parallels between Amanda’s case and more common teen suicides. One is isolation at moments of crisis. “Say you’re a middle-class parent with a child who hasn’t come out of their bedroom in six months, or you have a boy in foster care who’s in his 14th home,” she said. “They both want to kill themselves, so what do you do?” Ideally, you intervene and get them to a child psychologist. Parents or guardians who can’t afford $150 an hour can wait months for the Ministry of Children and Family Development to arrange it. And in the meantime, our supposedly family-based foster care system sends them to school. “I’m really worried about how [school-based anti-bullying programs] will affect the most vulnerable kids, because you start anonymously reporting someone as being a bully,” Turpel-Lafond said. “Yeah, we know they’re in the youth justice system. We know they’re troubled. By the way, they’ve been sexually and physically abused, jumped through 30 foster homes, and now we want to label them again?” This is not to suggest that
the existing B.C. effort isn’t substantial. The ministry reports that there are 2,221 front-line staff positions, of which 219 are currently vacant. It’s notoriously difficult to recruit, train and keep child protection workers, especially in remote communities. Turpel-Lafond says her latest figures show the child and youth mental health service has 476 staff, with 21 vacancies and a government-wide hiring freeze. And many of those are doing double duty as community service managers. Those managers don’t even have reliable data on case loads, she said. They just know they’re overwhelmed and many of the kids aren’t being reached. This is not about political blame. I can trace this problem back to when Grace McCarthy was children’s minister, and the NDP did no better. I’ve learned a bit about Riverview and Tranquille, asylums that were closed because of a modern belief that they were inhumane. At least they offered safety and medical care to even the most damaged people. Right now our enlightened, progressive society can’t even help most of the kids we know are at high risk. Editor: Everyone has something to say about the untimely death of fifteen-year-old bullying victim Amanda Todd, suggesting something should be done about bullying. However, harassments, verbal abuses, threatening,and intimidations are punishable by law under the Criminal Code of Canada. CC 264.1 and 423. Why did no one look into this? Cyber bullying is much harder to control. How does one stop cyber bullies in a world-wide social media network settings like Facebook, Google and Twitter, where millions of users hang out and open up visual windows of themselves for viewers around the globe to see? Nonetheless, the many breakthroughs in today’s digital landscape present both dangers and constructive possibilities alike. Prominent educators warn that it is absolutely critical to reach kids in the digital arena where they spend much of their time. Big question is how does one navigate a child’s life away from the demonic actions by sexual prowlers thriving in todays digital landscape? What is troubling indeed, while these enormous social changes evolved most of our elected leaders, and citizens, crept along with snail-like speed to stem the tide. None made an attempt to write legislation forcing these cyber gurus to create and distribute an “eraser” button so that people could erase false statements and pictures placed there by people aiming to hurt others. Up until now these rich tech giants, who invented facial recognition technology, claim that creating an eraser button is not feasible technically. I truly believe that it is the duty of all concerned to embrace the positives of the digital media, and promote innovative uses of technology in schools to prepare kids for the future. Millions of users already are using CommonSense.org to find very “good stuff ”. There are many electronic games on the market that provide positive experiences for kids and families at fair prices. All is not lost. Nonetheless, it truly is lamentable that Amanda Todd’s young life was snuffed out so dramatically. Let’s pray that this sad event may wake up a lethargic, dozing adult community. Step inside and you feel as if you’ve been transported to galaxies far, far away with the over a half million items in the Fraser Valley Regional Library collection. Some people know the potential, but many do not. The knowledge gap is most significant for people over 50 years of age, said community librarian Rand Walker. “The electronic materials are the hidden resource. If you don’t know what’s there, you won’t go looking for it.” Many in the 50-plus group look for manuals to solve problems and need to be encouraged to explore other resources, he said. “Now you use ‘Help,’ not a manual… Yes, it’s a tiger, but it’s safe.” Recently, members of the knitting club, which meets on the first and third Thursday of the month, asked if the library had knitting patterns. “Of course,” came the answer, but not in the format they were used to. Walker wasn’t talking about print magazines, he was referring to the database with thousands of craft and hobby articles and patterns. People coming to look for car repair manuals might be disappointed to only see guides for the most popular models on a shelf, but, with just a few clicks, Walker was able to pull up information about more exotic makes and models. Most people who are familiar with computers rely on Google for their information searches and then go only as deep as the first or second pages. Sometimes they simply click on the first reference. “But why is it at the top?” Walker asked. “People don’t realize that money, advertising and the number of times it’s been clicked have pushed it to the top. Aldergrove seniors are ready to party By MAUDIE MacPHERSON Aldergrove Star
Christmas is fast approaching and there are no end sales, bazaars and parties. The OAP and Veterans and Seniors clubs have combined their resources to host a party for seniors, held each year at the Aldergrove Legion Hall. This year’s date is Monday, Dec. 3 at 1 p.m. and tickets are available at either club. The Veterans and Seniors sale is this Saturday, Nov. 24 from 9 a.m. to 2 p.m. What a variety
of items are offered: Christmas decorations, gift ideas, everything for someone starting out in housekeeping, and there are craft tables, silent auction tables, a fabulous bake table. To top it off you can socialize as you enjoy a hamburger or hot dog with coffee in the company of friends and neighbors. The United Church tea and sale is on Saturday, Dec. 1 from 1 to 3 p.m., with all kinds of interesting things on sale. The United Church Women’s wind-up party will be held at
noon at the United Church, Tuesday, Dec. 4. There’s nothing like a catered dinner to wrap up the season. Some of us seniors have been enjoying exercise classes held each Thursday morning at 9:30 a.m. Our exercise instructor is very helpful and makes for an invigorating hour of muscle pulling and relaxing. Come and join us at the OAP Hall. Never say there’s nothing for seniors to do in Aldergrove. It’s just a matter of taking part.
The Veterans and Seniors offer a good noon dinner, followed by cards, or crib on Tuesdays, dominoes on Thursdays, and whist on Fridays. A good time for socializing and discussing topics relevant to seniors, such as health. Take it easy, seniors, as you prepare for the Christmas season — no falls, no overdoing anything, enjoy what you are able to do, and come out looking good in 2013. In death, as he was in life, Shirley Bey’s husband remains her only source of support. But, 13 years after his death, she feels the need to branch out, to shed the relentless loneliness of widowhood. She hopes that by starting a new group for widows and widowers, she can help herself as well as others who have walked in her shoes. “It has been 13 years since the loss of my husband to cancer. I have most things under control but the most difficult thing is that I am still very alone,” said Bey, who has no children, and no close siblings. Most transit fares in Metro Vancouver will rise at least 10 per cent in January as TransLink moves to wring more cash out of riders. And monthly pass holders and West Coast Express users will pay 12.5 per cent more than they do now. The fare increase will generate an estimated $32 million for the transportation authority and the impact depends on what type of ticket or pass is bought. Cash fares will rise Jan. 1 from $2.50 to $2.75 to travel one zone, from $3.75 to $4 for two zones and from $5 to $5.50 for three zones. The one-zone concession fare of $1.75 for seniors and students will be unchanged, but two-zone concession fares go from $2.50 to $2.75 and three zones rise 25 cents to $3.75. Monthly passes jump to $91 (up from $81) for one zone, $124 (up from $110) for two zones and $170 (up from $151) for three zones. Concession passes rise to $52 from $45.50. A day pass will now cost $9.75 or $7.50 for the concession rate. HandyDart custom transit users will also see their fees go up.

A lacklustre performance by the Aldergrove Kodiaks handed them their second loss in a row Wednesday, Nov. 14 at Aldergrove Arena against the Grandview Steelers. The Steelers opened the scoring in the first on a power play at 2:41 and followed it with another goal before the Kodiaks closed the first period scoring on a power play at 17:22. Kodiaks’ scorer was Scott McHaffie, assisted by his brother Spenver and Joshua Cronin. The Steelers kept their 2-1 advantage throughout the scoreless second period, and it wasn’t until 7:27 in the third that the Steelers scored their third goal. The Steelers followed it with another 90 seconds later, before the Kodiaks were able to notch their second and last goal of the night. Scoring at 14:27 was Kodiaks’ Kenny Prato, assisted by Adam Callegari and Stephen Ryan.

Totem soccer boys at provincials Aldergrove Star
The Aldergrove Secondary Totems Senior Boys Soccer Team are the AA Langley District League Champions and are playing the AA B.C. Provincial Championships, Nov. 19-21 at the Burnaby Lake Sport Complex. Traditionally a rugby school this is Aldergrove Community Secondary School’s first ever qualification into provin-
cial play in soccer. The team is very excited to be opening new doors for the school and community. The Totems posted a 6-1-1 record in league play to win the Langley division this season and had to battle against two very strong teams in Samuel Robertson Technical school, a 2-1 overtime win, and Delview, a 1-0 penalty kicks win in the Fraser
Valley play offs, to advance to the final against a very talented Arch Bishop Carney team. The Abbotsford Heat’s struggles to fill the Abbotsford Entertainment and Sports Centre have been well-documented, but for two electric evenings, the building was the epicentre of pro hockey in Canada. A pair of games against an Oklahoma City Barons squad loaded with up-and-coming NHL stars drew capacity crowds of 7,046 on both Friday and Saturday, Nov. 9-10, with hockey-starved fans flocking from far and wide to get their fix during the NHL lockout. “You’re going through withdrawal, right?” explained Earl Petkau, who flew in from Edmonton to watch the Oilers’ AHL affiliate. “All the young guns are here (in Abbotsford), so

We’re very thankful about that.” The City of Abbotsford paid
the Heat a total of $3.58 million to cover financial shortfalls during their first three seasons in town – a condition of the 10-year supply fee agreement to play out of the AESC, which guarantees the team an annual break-even budget of $5.7 million. The Heat were 29th out of 30 AHL teams in attendance last season, drawing 3,545 fans per game according to league stats. They’re currently averaging 5,109, good for 16th overall, though it’s worth noting that four of their eight home games have been high-profile dates with the Wolves and the Barons. Now, the Heat’s challenge is to fashion the momentum from those outliers into a foundation for long-term health. “It gives us a chance to build our business,” Walter said.

Sarah Potomak named top forward Aldergrove Star
Aldergrove’s Sarah Potomak was named the top forward at the 2012 national women’s U18 hockey championships. Potomak scored six goals and one assist in five games for B.C. to finish as the tournament’s top scorer. Potomak, who turns 15 next
month, was the youngest player on the roster, which also featured Langley’s Chelsea Wilson. The tournament wrapped up on Nov. 11 in Dawson Creek.
