$4.5 million highway project completed Work on two improvement projects on vital highway links through the East Kootenay, worth a combined $4.5 million, is now complete, Kootenay East MLA Bill Bennett announced today. “Both of these highways were starting to show the signs of the wear and tear our heavy traffic volume causes. The resurfacing work, although it cost $4.5 million, is well worth it because now these muchused roads are safer for

all of us,” said Kootenay East MLA Bill Bennett. Asphalt resurfacing Highway 43 • 16 km of Highway 43, from the intersection of Highway 3 and Highway 43 to Line Creek Road, was resurfaced. • Portions of Lower Elk Valley Road, Savaire Frontage Road and Hidden Springs Road were also resurfaced as part of this project. • A contract valued at just over $3 million was awarded to Okanagan Aggregates of Arm-

strong for the resurfacing work. Asphalt Resurfacing Highway 3/Highway 95 • Approximately 6 km of highway between the Cranbrook Overhead and the Fort Steele Overhead was resurfaced. • This work included repairs to the highway shoulder and improvements to strengthen the road base where necessary. • A $1.5-million contract was awarded to Okanagan Aggregates of Armstrong for the resurfacing work. On Sunday, November 25th in the afternoon, Kimberley RCMP were called to a report of a bear mauling in the area of Woods Road outside of Kimberley, B.C. Upon police attendance, a male in his 80’s and a female in her 60’s, were located suffering from injures inflicted by a bear, possibly with one or two cubs. Both persons were seriously injured and transported to Calgary Foothills Medical Centre where they are currently listed in stable condition. In speaking to the Conservation Officer Service, it was determined that the bear attack happened along a creek in thick brush where a deer kill was located. This kill site was within 5 m of the attack location. It is believed that the attack was defensive and based on evidence at the scene, it is believed it was a grizzly with at least one cub. The bear that is believed responsible for this attack escaped detection on Sunday The bear is believed to be in the Cherry Creek/Meadowbrook area and caution is urged for anyone travelling in the wooded portions of this area. The Conservation Officer Service will not be seeking out the bear because officers explained it was exhibiting normal behaviour by defending both a kill and her cubs. However, if people in the area happen to see a grizzly sow with one or two cubs in the area, they are urged to contact the Conservation Officer Service. The public is encouraged to continue to be ‘Bear Aware’ as not all bears have denned-up for the winter. Bear encounters are still very possible at this time of the year. BC Sport Agency helps local KidSport The Cranbrook chapter of KidSport has received $2,000 in funding from the BC Sport Agency for this fiscal year. KidSport uses this funding to leverage community resources for the benefit of local children. Last fiscal year, the Cranbrook chapter of KidSport leveraged a $2,000 grant from the provincial government to distribute a total of $7,300 to help 64 local children. “Helping kids and families with the opportunity to have fun and learn so many great skills in sport is one of the best parts of my job as MLA. I’m proud of our government for supporting the KidSport organization and for the many great volunteers in our communities who enrich kids through

sport,” said Kootenay East MLA Bill Bennett. The Cranbrook Chapter of KidSport was created in 2000, and over 20 local sport organizations are now members. Last year, the chapter leveraged government’s contribution of $2,000 to raise over $7,300 and helped 64 local children. Since its inception, the program has provided over $100,000 in grants and reached over 1,000 local children. The Chair of the Cranbrook committee of KidSport, Stu Deeks, is also a Ministry of Health “Healthy Living Ambassador” who volunteers extensively in the community to help get residents of all ages active. “The funds allocated from the BC Sport Agency will really help

to augment local support for our KidSport chapter. Over the years our local chapter has assisted many of our young community members to register in sporting programs and Clubs that promote learning and physical activity. Draft Sign Bylaw Open House – December 5, 2012

The City of Cranbrook is considering adopting a new sign bylaw that will regulate the installation of signs within the City. Specifically, the proposed draft bylaw would replace the current Sign Control By-Law with new and updated regulations for various types of signs. Regulations will include specifications such as sign height, size, placement, content, and setback regulations. In addition to the new regulations, non-mandatory design guidelines to assist applicants with designing, manufacturing and locating new signs are also being proposed. The purpose of the open house is to provide an opportunity to review the draft bylaw and collect feedback. Public Safety Responsibility of All This Winter

Improving the safety of the public is behind the City of Cranbrook campaign asking residents and businesses to help keep your streets and sidewalks clear of snow and ice this winter. “Regularly clearing ice and snow from your sidewalks and driveways will allow much easier access to your property by the fire department, RCMP or paramedics should an accident or other emergencies happen.” says Cranbrook Fire and Emergency Services Chief Wayne Price. Residents are also encouraged to avoid pushing or blowing snow from their sidewalks, driveways and any windrows back into the street, after the City plows have been by. Clearing snow is not just the responsibility of the City Public Works department, which does the best they can with the resources available to keep the community moving during the winter months. Responsibility also lies with each resident and business owner to help clear around their home or business. “During and following major snowfalls, our snow removal operation runs 24 hours a day, 7 days a week and operates with a small fleet of vehicles; four salt/sand trucks with belly plows, two graders and two loaders.” says Public Works Director Joe McGowan. “With this schedule and the equipment we have, it is reasonable to expect most areas of the City to be cleared within 3 or 4 days of a snowfall, depending on the amount of snow and how fast it comes down.”

City of Cranbrook Snow Removal Policy

As this winter season approaches, we want to remind you of the City of Cranbrook current Snow and Ice Control procedures to better understand why the City clears snow the way it does. The policy in place clearly identifies four levels of priorities for streets for City crews to follow: STREETS Classification “A” – FIRST PRIORITY Major streets, hospital zones, roads that access emergency service facilities, roads with severe grades and transit routes will be cleared first. In some instances, snowfall is heavy enough and continual during the plowing process, that once these routes are cleared crews need to start them over again. The programs being funded in the area include family literacy programs, partnered with the College of the Rockies with funding of $30,000 and adult literacy programs funded with $40,000. Projects funded under CALP provide instruction and support to adult learners in everything from basic literacy to high school completion. Projects focus on the individual goals of learners such as improving their literacy skills in order to enhance the quality of their lives, improve their employment opportunities, further their education and increase their involvement in their families and communities. Most offer one-onone tutoring by trained volunteers, small group classes and other types of learning tailored to adults, Aboriginal learners, young parents and others in the community in need of support. CALP projects are offered in a variety of settings â&#x20AC;&#x201C; schools, nonprofit organizations, native friendship and community centres â&#x20AC;&#x201C; and are supported by volunteers. The projects are delivered through partnerships between community groups and B.C.â&#x20AC;&#x2122;s public post-secondary institutions. Julie Cupples August 14,1945 - November 25, 2012 It is with great sorrow that the family of Julie Cupples announces her passing on Sunday, November 25, 2012 in Cranbrook, British Columbia at 67 years of age. Julie was born on August 14, 1945 in Delft, Holland at the end of World War 2. In 1951 her family immigrated to Ontario. In 1972 she came to BC where she has remained ever since. She was employed at the East Kootenay Regional Hospital for over 20 years until she retired. Julie loved to be with her family. Her grandchildren and great grandchildren were "the sunshine of her life." In her younger days Julie enjoyed playing baseball. She also loved bowling, camping and horseback riding. She liked to garden and she also loved to paint. Her oil paintings were beautiful and will be treasured always. Julie is survived by her loving husband Dale Cupples, her mother Julianne (Fred), her father Nicolaas, her daughter Julianne (Levine), her brothers Barry (Donna), Willem (Sheila), Rick (Carol), her sisters Janie (Wayne) and Tina (Randy), her step-children Christina (Brian), Steven (Jackie), Colin (Susie) and Dana (Craig), and numerous grandchildren and great grandchildren. She was predeceased by two sisters Mary and Jannetje, two uncles, one aunt and her oma and opa. A memorial service for Julie will be held at First Baptist Church in Cranbrook on Monday, December 3, 2012 at 1:00 pm. Her Interment will be on Tuesday, December 4, 2012 at 11:00 am in the Kimberley Cemetery. David Douglas Dakin - DFC November 23, 1920 - November 21, 2012 David "Poppa" Dakin has flown his last flight. He passed away peacefully just two days short of his 92nd birthday. Dave was the youngest and last remaining of the six children born to Charles Tupper and Maggie May (Howe) Dakin. He was born in Wooler, Ontario and moved with his family to the East Kootenays when he was six months old. His early years of adventure were shared between Moyie, Silver Tip Ranch near Bull River, and Kimberley, BC. He married Mabel Bakken January 9, 1942 and at the beginning of the war he enlisted in the RCAF and the sky became his second home. Based in England he flew 35 missions in WWII in Europe, mainly in Lancaster Bombers. He was awarded the Distinguished Flying Cross in 1944. After retirement from flying he and Mabel spent many winters in Mexico and the southern states then settled on the Sunshine Coast. In 2004 he returned to the EK and has been living in Marysville. Golf and music have been his passions. David was predeceased by his son, Norman, in 2002 and by his wife, Mabel, in 2004. He was also predeceased by his brother Don Dakin, his sisters Marguerite Beley, Josephine Mennie/Williams, Doris Logan/Riddell, and Treva Burton. Dave will be missed by his son David (Heather) Dakin of Big Bar Lake, daughter Melanie (Richard) Nix of Cranbrook, and daughter-in-law Lynn Dakin of Kelowna; six grandchildren: Beverley Dakin (Dan Field) of Pemberton, BC, Debbie (Len) Webster of Coquitlam, BC, Michael (Wendy) Nix of Cranbrook, BC, Drew (Jaime) Dakin and Scott (Jen) Dakin of Kelowna, BC and Deanna Dakin of Abbottsford, BC. Eight great-grandchildren: Eric Nix, Zachary and Cameron Webster, Kai and Eva Dakin, Taylor, Ian and Gavin; many nieces and nephews, brothers-in-law, Allan Bakken of Cranbrook and Jim (Ann) Bakken of Salmo, BC, and sister-in-law Ruby Bakken of Cranbrook, BC. He will also be missed by his coffee buddies, his golfing partners, and his flying students, many of whom have gone on to careers in aviation.

Francis Gordon Shannon It is with deep sadness that we announce the passing of our father, Frank Shannon, age 101 years , at “the Gardens” in Qualicum Beach on October 17, 2012. He is the last surviving child of Ella and Edwin Shannon. Predeceased by his wife Jean Watkins Shannon, (1975), son Donald (1969) and second wife Mary Carter Shannon (2011). Frank was born in Grand Forks, BC on August 30, 1911, the fourth son in a family of 7 boys and 2 girls. He attended the first high school in Grand Forks and when the family moved to Kimberley, the first high school in Kimberley. Frank and Jean were married in 1936. In 1951, they moved with their 3 children Ed, Don and Eleanor, to Riondel, BC. Frank worked as Teck Cominco’s senior geologist at the Bluebell Mine until 1972 when the mine closed. He was actively involved with family, community (Fish and Game Club, Boat Club, Recreation Club, Curling and golf clubs) but, he spent a lifetime promoting environmental citizenship. In 1964, he received a Canadian Conservation Award for his work on the Creston Valley Wildlife Management Authority. Frank was involved with many Rod and Gun Clubs in the Kootenays and was founding member of the BC Wildlife Federation (1956), became a Life Member in 1979 and was awarded the Barsby Trophy in 1986 . He was always proud that he initiated the Junior Firearms Safety Course for BCWF (1959), now the Provincial CORE (Conservation, Outdoor Recreation Education) program. In 1994, BCWF announced the Frank Shannon Junior Conservation Award, which is presented annually. In 1972, Frank and Jean retired to Summerland where he gardened, golfed, FISHED and took on the new challenge of recreation fisheries in Okanagan Lake (awarded Canadian Recreational Fisheries Award 1994). Frank did some travelling with Jean and then Mary to points south, Alaska, Hawaii and the East Coast but he loved the Kootenays. In 2006, Frank moved to Qualicum Beach to be nearer family. His positive attitude, quick wit, good game of cribbage and desire to get outdoors for his daily walk helped him to live a full 101 years. Frank will be lovingly missed by son Ed (Marg), daughter Eleanor(Gordon) grandchildren, Rhonda Cheyne (Gordon), Wayne Hallstrom, Lisa Hallstrom (Andrew Findlay), Lori Hadikin (Yuri), Jana Bradley (Fergus) and 7 great grand children. Those wishing to, may make a donation in Frank’s name to CVMA (1874 Wildlife Road, Creston BC V0B 1G0), or BCWF(101-9706 188th ST, Surrey,BC V4N 3MZ) heritage funds .
