Avalanche crews prepare for worst By Phillip Woolgar THE HERALD

Provincial road avalanche crews are getting ready for what could be another year of steady snowfall after last year’s record-setting pack. Manager of avalanche and weather for the Ministry of Transportation and Infrastructure, Mike Boissonneault, said a challenge in monitoring the Coquihalla “is

That’s usually associated with cold temperatures and a low snowpack depth on the ground.” A fragile snowpack to begin the season heightens the risk of avalanches late in winter, particularly when a heavy snowpack forms on top. When warning signs aren’t as straightforward as comparing the two

levels, the Hope avalanche crew from the Canadian Avalanche Association are well trained to meet safety standards. The crew uses information from 175 weather stations installed specifically for the avalanche team. The information collected from the stations is sent to a base, from where avalanche staff access the updates.

A man who says he was conned by the same fraudster who duped Merritt Coun. Harry Kroeker out of $60,000 is making his case known. “I lost a $5-million business because of Robert [Robertson], and I have been pursuing his actions now going back about 25 years,” former co-owner of HomesDelivery Marten Kroes said of the man who allegedly conned Kroeker in 2006, (reported in the Herald’s Nov. 20 issue). In July 2007, when Kroes’ former company broke ground for a 40,000square-foot factory that would eventually build modular homes, he reportedly hired “aggressive salesman” Robertson. Kroes said this turned out to be his worst hire ever. After about one year, Robertson had

tarnished the company’s reputation with creditors and the general public, he said. In one of his opening moves in an attempt to allegedly take over the company, Robertson gained the trust of a partner in the firm who gave Robertson power of attorney. The alleged con artist then went to the banks and told creditors the company was doomed to fail. “So the banks pulled in the reigns and shortened the line of credit,” Kroes said, adding that Robertson then told suppliers that he was taking over the business. At that point, HomesDelivery already sold $4.5 million in its first year, and employed 55 people, Kroes said. Next, Robertson allegedly executed his most deadly blow: “He had our accounts frozen.”

Coquihalla designed to avoid avalanches From Page 1 The crew is responsible for avalanche safety and minimizing the frequency and duration of avalanche-related road closures. “Everyone wants the road to be open, of course,” Boissonneault said, “but we can’t allow a highway to be open if we are expecting avalanches.” He said the Coquihalla Highway between Hope and Merritt is a top concern for his crew, as they attempt to prevent avalanches from reaching the freeway. “Our guys determine that avalanches that may be dangerous to the highways exist, then they will initiate a closure in the segment where the hazard exists,” he said. “When our guys determine that an avalanche may be a danger to the highway, then they will initiate a road closure.” Danger mitigation efforts sometimes involve control mis-

sions that deploy explosives from helicopters. Some avalanche hazards are triggered by remote control, though the costs and maintenance are high. Those aren’t available on the Coquihalla, but the snowshed is in a position to prevent conflict between the road and major avalanche paths. “The road itself is designed specifically to avoid avalanche hazards and it’s one of the few highways in B.C. designed to consider avalanche risks,” Boissonneault said. “The others are from carriage tracks, and other types where we stuck with the alignment.” Sixty-two areas in B.C. have been identified as avalanche sections. These account for about 1,400 avalanche paths. Eight locations are designated for the provincial avalanche staff, including one in Hope. As the rolling hills around Merritt load up with snow, winter recreation begins and the Canadian Avalanche Centre is making a preemptive strike on potential danger. The Merritt Snowmobile Club is helping bring the free Backcountry Avalanche Workshop to the Merritt Civic Centre on Sunday. “This is to try to promote awareness for the members who don’t have the knowledge,” Tracy Senio, a director with the Snowmobile Club, said. “This course is great for anyone who travels in the backcountry in winter-

time.” He said the course is open to everyone, not just to snowmobilers. Some of the other expected attendees are loggers, snowshoers and people who ice fish in remote lakes. The information could mean the difference between life or death, he said. “I know of a few people who have been in avalanches, including myself,” he said about his encounter on a nearby mountain. “I was lucky that I wasn’t buried, but I was very close.” He was able to stay on his snowmobile and outride the danger. “It was pretty freaky. It happened very fast and I

had very little time to really think about it. It was all reaction.” But the hazard isn’t confined to the remote hills. As the manager of avalanche and weather for the Ministry of Transportation and Infrastructure, Mike Boissonneault has seen his share of hazardous avalanche conditions endangering highways. His team is now training for what could be another season with record snowfall in the region. “Even though many of them have done it 100 times before, this is about making sure everyone is prepared, capable, knowledgeable and ready to deliver the best possible safety for the public,” he

said. “It’s a crackerjack team.” Avalanche control involves tossing explosives out of a helicopter to trigger an avalanche in a preemptive attack that aims to limit road hazards. The Ministry has identified 62 avalanche areas and 1,400 avalanche paths in the province that threaten the highway network. In Merritt, the Sunday workshop aims to educate people about the nature of avalanches, choosing terrain, reading public avalanche forecasts and making decisions while in the backcountry. The free course is scheduled from 6 to 8 p.m. Senio is also a provider for the two-day Avalanche

Skills Training Level 1, which is organized by the Canadian Avalanche Association. “One of the reasons why I wanted to bring [the Sunday] workshop to town is to make people aware that we do have instructors available, such as myself, that would be willing to teach people the avalanche rescue skills and decisionmaking skills required to go way back in the backcountry,” Senio said. His two-day workshop costs $325 for people who aren’t members of the Merritt Snowmobile Club and those who belong to the club pay $300. Dates are still being determined. The course was also presented last year.

Tax formula adopted under protest Once again, for lack of an alternative acceptable to them, city council has decided to opt for the “Option B” taxation formula in 1983. The downtown businessmen have come out against the option because it taxes commercial and industrial sectors at a much higher rate than the residential sector. Council members for the most part have agreed that the current situation is unfair, but were unwilling to choose the alternative, “Option D,” because it would impose too sudden and tremendous a burden on homeowners.

TOM FLETCHER B.C. VIEWS Whatever happens in the provincial election five months from now, taxpayers should insist that it be the last spring vote. Now I know this isn’t sexy like the horse race of popularity polls so loved by the TV news. But integrity of public financial information is the next vital step in democratic reform, even more important than scheduled election dates. And the B.C. tradition of tabling untested election budgets, shutting down the legislature and firing up the campaign buses, has to end. The B.C. Liberals are on track to surpass the NDP on fudge-it budgets, having put millions into TV ads that insist the 2013 budget will struggle into the black. This is the hill Christy Clark has chosen to die on. Glen Clark set the modern bar with his 1996 election budget. After a run of red ink, it conjured a tidy little surplus that helped the NDP squeak out a win over the plaid-shirted Gordon Campbell. Campbell’s noisy exit had its roots in his 2009 fudge-it budget, which clung to an outdated $500-million deficit forecast that had already melted down along with banks, automakers and U.S. real estate. After the election, British Columbians found out we were really $2.8 billion in the red. Not one to waste a good crisis, Campbell ordered the harmonized sales tax.

Some oppose the gas protests? PHILLIP WOOLGAR Merritt HERALD The ongoing battle against fuel costs in Merritt is heating up, as both federal and provincial politicians are weighing in on the fight to price local gas in line with Kamloops’. The vast majority of

Merritt residents tout the efforts of the individuals who have protested throughout town, and who led the charge to a drop at some stations by about $0.11 per litre. While it is not surprising to hear that some people are opposed to the protests, I don’t understand the rationale behind the criticisms. I haven’t heard firsthand from people opposing the protests, but others have cited examples of residents slamming those holding the signs, for driving business away from Merritt. While

this concern was likely correct at the onslaught of the first protest approximately three weeks ago, a temporary disruption to business was offset by an almost immediate drop in the price of gas by $0.05 per litre at several stations. Other stations shortly followed, and then about a week later the price reduced further at several stations. To me, this is a victory, but to others, the two protests held over several hours on two days over the past month have damaged revenues for local businesses. So what do local busi-

nesses owners have to say? Several have celebrated the efforts of the organizers, and have even facilitated the signing of written petitions at their stores. The identity of those criticizing the protesters remains unpublishable hearsay, but with gas prices as they sit, it is certain that more people will be encouraged to stay in Merritt to fill up. That means fewer people driving to Kamloops for gas, where they would also spend money on various other items instead of shopping locally. Whether we have wit-

nessed the last round of Merritt Gas Protest 2012 will likely depend on if local stations lower the prices to the point where they are in line with Kamloops’. Organizers of the Merrittonians Against Gas Price Fixing say they won’t quit until Merritt prices reach Kamloops’ levels and there are price fluctuations — and good for them. Anyone opposing this group of upstanding citizens should look at the shortmid- and long-term gains of their efforts, and not the disruption that a few hours of protesting might cause.

in red ink From Page 4 Now Premier Clark and Finance Minister Mike de Jong are proposing to balance the budget and shut down the HST money machine. Clark gave a speech in Coquitlam the day before last week’s budget update, warning it “won’t be pretty.” And it’s not. In September the current-year deficit forecast jumped above $1 billion, largely due to a glut of natural gas. The latest update pushed it near $1.5 billion. Natural gas royalties are bumping along the bottom, no big change there. But now coal prices and shipments are down, and a slow real estate market has pinched the flow of cash from Bill Vander Zalm’s legacy, the property purchase tax. I erred in a previous column, saying this year’s deficit is partly due to a staged repayment of federal HST transition money. Not so. That entire $1.6 billion was booked in last year’s budget, pushing that deficit to a record $3 billion. This means the current $1.5 billion bleeder is based strictly on current revenues, debt servicing and spending. So how is this sucking chest wound going to suddenly heal next spring? De Jong provided an early version of his answer in his September financial statement. Amazingly, it projects a recovery of more than $100 million in natural gas royalties next year. Hmmm. Liquefied natural gas exports to Asia are still years away, and the U.S., our only current energy export customer, is developing its own huge shale gas and shale oil reserves. In another forecasted miracle, sales tax revenue is expected to dip by a mere $120 million as the old provincial sales tax returns next year. In 2014 it is projected to bounce right back to where it is today, around $6.1 billion. That’s odd. When former finance minister Kevin Falcon announced the transition back to PST last May, he described annual revenue loss of about $500 million the first year, and more than $600 million the next. Granted, business investment credits and HST rebates to the poor also end, saving the government a pile of cash as this significant tax reform dies. But it still looks like another fudge-it budget, designed to help another premier avoid the political graveyard at the foot of Deficit Hill. Dear Editor: The Nicola Valley Community Arts Council has a project starting in January that assists the visual artists in our community. The public may not be aware that the beautiful art magazines available at the public library have been provided through funds raised by local artists. The Valley Visual Artists started this project several years ago as a way to support all local artists. The library staff has been wonderfully encouraging and co-operative in this project and these art magazines get a lot of use. The art magazine subscriptions all expire next month. However, the NVCAC has decided to take on this project and the current subscriptions will be renewed for another two years. These are Artist’s Magazine, Watercolor Artist, International Artist, Magazin’ Art, and Southwest Art. The NVCAC may consider expanding this pro-

gram. It is a very easy and relatively low cost way to support local interests in the arts and culture. Since public libraries do not have much funding for magazines, sponsorship of special interest subscriptions ensures there is up-to-date print information available to support the book collection and online resources. It may also free up some library funding to use in other ways, as the Merritt library is famous for doing, e.g. the innovative Extreme Library program last year. I do not know if other local groups sponsor magazines at the library for their own interest area. This might be something to consider if looking for ways to build or maintain interest in a special area, especially if volunteer time and funding are limited. As a bonus, the library handles the circulation, storage and even repairs and dusting. Jean Kiegerl Merritt

Vigils are important but not nearly enough Dear Editor: The candlelight vigils that take place on every Dec. 6 to remember and honour the 14 women students murdered at École Polytechnique in Montreal are important and moving because they honour all those women, and women and children victimized every year, everywhere. But the day isn’t solely about remembering. It’s called the Day of Action and Remembrance on Violence Against Women and Children. However, in B.C., there has been far too little action. Violence against women and children takes a terrible toll. In B.C., almost 100 women were killed by their spouses between 2003 and 2011. (These numbers don’t include the murdered and missing women from Vancouver’s Downtown Eastside, B.C.’s Highway 16 or the many communities coping with the epidemic of violence against women). Almost 60,000 women experience sexual and physical violence each year in B.C. Having a day to remember isn’t nearly enough. We need committed leadership. We need people who speak up when they see women disrespected and people to step in when they see injustice. We need to choose the kind of society we want to live in

and hold leaders accountable. In September, Victoria’s police department withdrew critical resources from a regional domestic violence unit created as a result of recommendations from an inquest into a horrific mass murder in Oak Bay in 2007. This unit is being considered a “luxury,” the department said. In the last two years, reports by the BC Representative for Children and Youth, the Justice Institute of BC, and others, found that not enough is being done in our province to ensure women and their kids are kept safe from violence. Programs in B.C. have faced budget cuts that prevented them from providing help that could keep women and children safe from violence, and help them recover. On Nov. 11, 2011, 124 transition houses (a second stage, safe home) and children who witness abuse programs participated in a one-day census conducted by the BC Society of Transition Houses. On this single day, these programs helped 1,110 women and children in person, and another 1,461 via phone or email. But they turned away 658 women, youth and children. Other community victim services, counselling and outreach programs connected to the Ending Violence Association of BC are having the same problem.

There just isn’t enough funding in place to respond. Community services make a huge difference every day. It is simply wrong when they are prevented from providing help and support that can save lives. In B.C., high-profile tragedies bring a flurry of activity and announcements related to violence against women and children. But what’s needed is a continuing, well-planned and adequately funded set of supports and prevention services shaped by communities. British Columbians need to hear from leaders at all levels of government about their specific plans to address violence against women and children. A provincial election is coming. Please make your voice heard. We will continue to remember and honour those who have fallen to violence. But it is time for action. Shabna Ali is Executive Director of the B.C. Others say they were duped From Page 1 “He would call and say, ‘Heads up, your accounts will be frozen as of today.’ I still don’t know how he was able to do this.” By this time, the company was slowly falling apart. But how was Robertson able to gain people’s trust? By lying, according to Kroes. “Within 90 days, he had about two dozen developers wound around his fingers, so he said. Every week or two weeks that would go by, he would say, we are almost there, and it never happened.” Most of the deals that closed resulted in buyers backing out, because Robertson couldn’t deliver on promises, Kroes said. “Even today, within the last few months, problems have still come to surface.” The company went into production in September and then the first home was built by December and delivered to Dawson Creek.

“By Christmas time, I felt that we had to get rid of Robert [because] the stories he was creating were pretty incredible,” he said. “At that point in time, he had told us that he really didn’t have to work anymore. He had sold a machine to Unilever for, I can’t remember the amount, but it was very substantial.” Kroes said the sale to Unilever would have been published, as the company is publicly traded. “At one point, he said he had sold $750 million,” he said. “By Christmas time, he was showing off [pictures of] his $40-million yacht that was based somewhere in the Greek Islands.” One of Robertson’s selling strategies was to include share certificates in agreements, Kroes said. But the certificates were not redeemable. He said Robertson was making up many stories about companies he owned that bought him out, including Armor All and Skidguard. But his alleged scams

aren’t confined to individuals and Kroes’ former company — a U.S. bank was also taken for $850,000, Kroes said. “There are so many people who say I should write a book about him, and this may happen.” Kroes said the most challenging aspect in his fight to see Robertson behind bars is encouraging people to name themselves as they bring their cases to police. While a Canadawide warrant is out for Robertson’s arrest, Kroes said not enough is done in the legal system to protect people from fraudsters. “Many people lost a lot of money and it will never stop. Victims will come forward from time to time. “One day he told me and another partner, ‘Ha, ha, ha, the sucker. I just got $50,000 out of him,’ and he laughed so hard.” Kroes said Robertson is in Belize where he’s said no one can touch him. “One day, he will meet the wrong person and I’ll be gladly reading

about it in the papers.” Today, Kroes said he still feels the pain of losing his company, and of having to pay 0.5 per cent more for a mortgage due to his firm’s bankruptcy. None of the allegations against Robertson have been proven. Common Local Scams The scams allegedly committed by Robertson appear to be relatively less common than a couple of more prominent tactics, according to Merritt RCMP Const. Tracy Dunsmore. She said both people who go door-to-door and those who scam online are more frequent than most might think. “Last week, a woman’s son was at home and some guy came to the house and claimed he was a computer guy, and the son let him in and he was doing something on the computer,” she said. “She doesn’t know if anything was done to the computer, or if he stole information.” She said Merritt police occasionally hear about

people going door-todoor trying to scam people, which makes it hard for those who are honest to raise funds. Dunsmore said people should be aware of identification and they can ask for a contact number to verify legitimacy.

WorkSafeBC officials have completed their investigation into two fatal dust explosions and fires in northern B.C. sawmills earlier this year, and referred the cases to Crown prosecutors for possible charges. WorksafeBC vicepresident Roberta Ellis said Crown lawyers will consider whether to proceed with charges under the Workers Compensation Act, which could be laid against individuals as well as the companies involved. Criminal charges were ruled out earlier in the investigation. If Workers Compensation Act charges proceed, the companies could face fines up to more than $500,000 and individuals could be sentenced to up to six months in jail. If prosecutors decide not to take charges to court, the case would be referred back to WorkSafeBC for possible administrative penalties related to cleaning, ventilation and other conditions at the mills. Two mill workers died and 20 others

were injured when an explosion and fire tore through the Babine Forest Products sawmill in Burns Lake on Jan. 20, 2012. On April 23, a similar explosion killed two workers and injured 22 more at Lakeland Mills in Prince George. Investigators ruled out natural gas, oil and other fuel sources, leaving fine, dry dust produced from milling wood. WorksafeBC concluded that the likely ignition source was hot electric motor and gear reducer equipment running wood waste conveyors in low, confined areas of the mills. The Babine mill is co-owned by Oregonbased Hampton Affiliates and the Burns Lake Native Development Corp. Hampton CEO Steve Zika said he is disappointed that the company has not yet seen the final WorkSafeBC report. Greg Stewart, president of Lakeland Mills owner Sinclair Group Forest Products, also expressed concern that the referral to Crown counsel means the report is being withheld from the mill owners pending a decision on charges. “It is critical for

The Merritt Centennials made just one roster move in advance of the Dec. 1 Hockey Canada deadline for pre-Christmas player transactions. On Wednesday, Nov. 28, Cents Head Coach and GM Luke Pierce dealt 19-year-old centreman Brandon Bruce to the Brooks Bandits of the Alberta Junior Hockey League for 18-year-old winger Sam Johnson and future considerations. Bruce, a native of Cranbrook, B.C., was in his second season with the Centennials after playing 34 games for the Swift Current Broncos of the Western Hockey League in 2010-11. In 56 career games for Merritt, Bruce accumulated 16 goals and 15 assists for a total of 31 points. In nine playoff games last year, he tallied three assists. Johnson, who hails from Okotoks, Alta., played a total of 61 games for the Bandits over two seasons. He scored eight goals and added three assists for

11 points in total. In discussing the trade, Pierce stated that the moving of Bruce to Brooks was a very difficult decision. “I really like Brandon. I think that he is a good person. We had really high expectations and hopes for him this year. For whatever reason, things didn’t quite work out.” Pierce went on to add, “When we began discussing Brandon with other teams, we told them that quite possibly he would benefit from a change of scenery and a fresh start.” The Merritt GM said that Bruce handled the news of the trade really well. “I think that he was a little surprised at first, but he realizes that he’s going to a team that’s having a lot of success, and he’s closer to family. There are some real positives to the trade for him.” The Bandits currently sport a record of 27-1-0 and are the number one Junior A team in the country, according to the latest Canadian Junior Hockey League rankings.

Bruce, contacted in Brooks on Sunday night, said that he had gotten over the initial shock of being traded and is excited about his hockey future. “It’s been a lot of fun meeting new guys and playing on a new team with new linemates. I’ve never been on this strong a team before. It’s a whole new experience, and I’m enjoying every minute of it.” Bruce arrived in Brooks Friday afternoon, just in time to board the team bus. He made an immediate impact in the Bandits’ two weekend games. “We won 7-1 in Canmore Friday night and 9-1 at home on Sunday. In the first game, I had quite a few good chances. Sunday, I scored two goals.” Bruce found himself playing on the wing on the weekend. “I’m playing right side for now, and I think that’s where I’m going to be [staying]. They have four pretty good centremen already.” Bruce had nothing but good to say about his time in the Nicola Valley. “I want to thank

That would be pretty cool if we met up.” Johnson, for his part, is equally upbeat about his arrival in Merritt and playing in the BCHL. “It was just a regular day in Brooks [on Wednesday] when I was called into the coaches’ office and told the

news,” Johnson said. “I had some mixed feelings at first, but I’m looking forward to the fresh start. Merritt has a lot of tradition and history, and the team’s doing well.” After a quick visit home, Johnson was on the road to Merritt Thursday and on the ice Friday morning for the team skate. He played his first game as a Merritt Centennial in Salmon Arm Friday night. The Cents came back from a two-goal deficit to defeat the

Pierce is eager to see what Johnson can contribute to the Cents over

the long haul. “We don’t know a lot about Sam,” he said. “We have a couple of scouts out [in Alberta] that had seen him play, especially in midget. He had a lot of success at that level and showed some real offensive ability. “Playing in Brooks for the past couple of years, with the type of team they’ve had, [Sam] hasn’t had a lot of opportunity. We’re hoping that, like Brandon, a change of scenery will help him, too.”
