Deanne Stevens from Tourism Rossland said that with the resort municipality funding, Tourism Rossland has been able to leverage a small amount of money to make a lot more money. “We partnered with Whitewater and Nelson Kootenay Lake DMO (destination marketing organization),” she said. Stevens said one of the big problems was that the company needed four people on
the bus to break even, so there were times when it couldn’t run and meet that goal, which meant that the bus was not guaranteed. “What we’ve done is we’re basically buying the empty seats so that we can guarantee that even if one person books on that bus it will still go,” she said. The Spokane-Red-Whitewater bus will run four days a week - Monday, Thursday, Fri-
day and Sunday. The route begins in Nelson, stops in Rossland, then heads to Spokane and then comes back up the same way. And it starts next weekend. “It’s not a perfect solution yet, but we’re trying to build capacity on these lines so that these businesses can make enough money that they are working on their own.” The in town shuttle is the other announcement. “This is

Last week, Rossland city council passed a zoning amendment allowing an industrial use for a gateway property at the entrance of the city. The property in question was 926 Black Bear Drive, owned by Curtis Nichols. Nichols said he plans to put a machine shop on the property, where he also resides. The amendment proposal brought up a lot of discussion and council ended up passing it by a thin margin. Jody Blomme lives in the area, but declared that she did not have a conflict. Blomme was also torn by the decision, saying that the complaints from residents in the area and the multiple use zoning were weighed on her own positive opinion of it. The zoning passed with a 5-4 vote.

Stevens described the bus itself as “a pimped-out, Las Vegas style, leather interior shuttle bus.” Their next step is creating a pamphlet that shows when all the buses are running. “We’re creating signs for each of the three ski bus stops. The three stops are the Prestige, Casa Alpina and Red,” she said. “We’ve mirrored exactly the times of the transit bus because we’re trying to make it as easy as possible to get people into a habit to take it. Prices are the same, and everything is the same, except for a lunchtime run on Wednesday’s and Thursdays and no evening run.”

with it, so he cautioned that they should be careful what they do. The Rossland Motel, right next door to the property is zoned as a C-2, but existed long before the motel was built. Coun. Kathy Wallace said she had similar concerns to the mayor. “I’m not sure that that should be sitting in the gateway community and I’m torn by this because I realize that there are properties in that area that already have that zoning,” Wallace said. “Certainly this landowner has made an investment based on his understanding, but other landowners (in the area) have also made an investment based on an understanding.” Coun. Kathy Moore said the city needs to look at building some capacity for some small businesses. “Otherwise we destine ourselves to be a bedroom community of Trail,” Moore said. “It’s sort of the only area we have to zone for these other kinds of commercial services business uses.” Coun. Tim Thatcher noted the lack of commercial space in Rossland. “The type of business that goes into that area has to enhance the town in a beneficial way,” Thatcher said. “I don’t think that busi-

Keeping it local helps businesses
Businesses in Rossland have been hit hard in recent months, with some having such gloomy forecasts for the future that they’ve had to close their doors. Others are just holding on, hoping for a good Christmas season to get them past the hurdles that have been slowing them down with the slow summer and shoulder season. In a small town like Rossland, even one shop closing can have drastic effects on the community, so it’s no surprise that a few missing in action businesses would leave a black hole in the community’s business structure. While shopping for goods in the U.S. or chain stores may seem like a better investment, as many things can be significantly cheaper, it is also an investment taken from the community, one that would directly benefit business owners that live in Rossland. If the shops disappear because they can’t stay afloat, it also makes a less diverse place for visitors, as small shops give a much different atmosphere than their behemoth counterparts. It is however a two way street, and shops need to stay ahead of the game and offer things that people can’t get anywhere else. This is certainly covered in Rossland with an abundance of quality handmade craft shops, sports equipment maintenance shops and local restaurants. So before you head online, or across the border with your dollars in hand, take a look at what the local businesses have to offer, you may find something better than what you were looking for. Dance those winter blues away
If you’re looking for a fun opportunity to exercise in a warm, dry environment, consider Folk Dancing in the Miners’ Hall this Thursday, Dec. 6 from 7-9:30 p.m. The group dances English Country dancing and American Contra Dance. Although both styles of dance are done with couples, it’s best for newcomers to dance with experienced dancers, to quickly get the hang of things. If you have a partner, bring them along – but a partner isn’t required. All of the figures are taught and all of the dances are walked-through. The Zumba and Stretch & Strength classes are continuing through to Dec. 13 – so if you’re looking for a fun, warm and dry place to exercise with a great group of people, you can catch Amber and the rest of the gang at the Miners’ Hall at 8:30 a.m., Monday to Thursday mornings. The Tuesday evening class will resume in January. The Kootenay Contraption Contest is now open until Dec. 14 for kids in Grades 2-8. The contest provides an opportunity for kids to design a contraption that solves this future problem: “Imagine the year is 2050. How will we use less energy?” Contraptions can be built and videotaped, or drawn. While your idea doesn’t have to actually work, a description of HOW it will solve the problem is essential - be as creative as possible! The contest is open until Dec. 14 and the grand prize is an iPad or a classroom pizza party. Log onto KAST’s website, at www.kast.com for more information and to download the entry form. The Rossland Food Bank is open on Tuesdays from 10 a.m. -12 p.m. and is located on Columbia Avenue, just past the outdoor swimming pool, before you get to the Miners’ Hall. The Thrift Store is open on Wednesdays and Fridays and is a great source of sports equipment, clothing and everything else. There is an important information meeting on Tuesday, Dec. 18 at 7 p.m. at RSS to discuss the February 2013 SD20 final decision on K-12 education in Rossland. Come to the meeting to find out what’s happening and what you can do to make sure your opinion is heard. There are lots of new recreation programs starting in December and January. The Beginner and Intermediate Skate Skiing Classes have been pushed back a week, due to the weather. The classes are now scheduled to start the second week of December. Both courses are
taught by Andy Morel, with Kootenay Nordic Ventures. In January, there are several new Art Courses starting – Animals around the World for children 5-7 years, Cartooning for children 6-12 years and Adult Art – all start the second week of January. If you’re interested in Pottery, there’s a Wheel & Handbuilding for Youth and a separate class for Adults, starting at the end of January. Karate is open to Youth ages 12 and up. The Classic Nordic Skiing classes for Beginners and Intermediate, start in January. The beginner class starts Tuesday, Jan. 8 and runs from 6:30-7:30 p.m. and the Intermediate class starts Wednesday, Jan. 9 , from 6:30-7:30 p.m. Public Skating for the week of Dec. 3 to the 9 is on Wednesday, Dec. 5 from 6:30-7:45 p.m.; Friday, Dec. 7 from 5-6:30 p.m. and Sunday from 6-7:30 p.m. The 2:30-4 p.m. Public Skating time has been canceled due to the Minor Hockey Tournament. If you’re new to town and wondering about drop in hockey, there are two recreation times set aside. The Tuesday night Co-Ed Rec Hockey runs from 9:45-11 p.m. and the Sunday hockey runs from 9:15-10:30 p.m. The drop in fee is $10 per person, or you can purchase a 10X pass at the rec department, for $80. The Saturday co-ed rec hockey has been cancelled, so make sure you take advantage of the Tuesday / Sunday ice times. Senior’s Duffer Hockey has been postponed until January. If you love to play hockey and you can “play nice”, you’re welcome to come play during Senior’s Hockey. Players with varying skills are encouraged to come out and play with other “older” players in the spirit of fellowship and sportsmanship. All abilities are encouraged and welcome! Rossland Rotary Club was out collecting donations during the Rekindle festivities in hopes that they can help eradicate the Polio virus from the earth. Louis Dionne, one of those members from Rossland, said that besides working to help the local community, the Rotary Club contributes to certain causes worldwide where the global effort is more than the sum of it’s parts. “On Saturday, we collected more than $375,
plus about 40lbs (18 kg) of pennies that we have not yet had time to roll,” Dionne said. “Our total will certainly exceed $450. Rossland is such a generous community. Rossland Rotary would like to thank all the Rosslanders who came up and donated their spare change.” Dionne said that after nearly 30 years, and 2.5 billion children immunized against polio, Rotary and its partners are close to eradicating the virus. Rotary’s stats state that Polio cases have declined rapidly since 1985, but Polio is still a crippling
and potentially fatal infectious disease. The immunizations can cost as little as 60 cents, which protects a child for life. There are only three countries that have not eradicated it, which are Nigeria, Pakistan and Afghanistan. “Young families in Rossland and elsewhere in Canada do not have to worry about this anymore, it is gone from the Americas since 1991 thanks to Rotary’s efforts,” Dionne added. Hello Rosslanders, I hope that everyone is enjoying the appearance and ambiance of our new downtown core! As I write this message to the community, we will have enjoyed the ‘Rekindle the Spirit of Christmas’ celebration that kicks off the holiday season, the lighting of the giant, festive tree in Harry Lefevre Square and all of the wonderful shopping and yummy bake sales throughout the day. You may also notice the new Christmas lights on the lamp posts that were replaced and updated. As well, the public art on the banners is a welcome addition from our own local artists and adds another creative element to the City. As we all know, many of our businesses had a tough go through the
construction period, so I would encourage everyone to try and shop in town and enjoy a positive shopping experience! A couple of City issues that we should be aware of is the consideration of dogs being allowed in downtown, if leashed and the prohibition of smoking in Harry Lefevre Square, our new gathering place. Currently, the Bylaw prohibits dogs downtown, as well as in many other areas of the City. The City has sent a survey to every box, put the survey on the website and council invites input at the Public Input Periods at regular council meetings (on any matter, in fact), so that all citizens have the opportunity to have a say. Please let us know how you feel on these issues! One of the committees I sit on for council is the Neighbourhood of Learning Committee, (NoL) which, in essence,

has a mandate to promote and retain Kindergarten through grade 12 in our community. The group, funded by the city, represents all Rosslanders and a sustainable future of education in town, overall. The school board is looking at closing one of the two schools in Rossland and we need to understand all of the implications and the impacts of this pending decision. We have some very important meetings coming up in December and January so please make these a very high priority to attend. The information meeting, will provide people with the facts and figures needed to understand the background on this issue. It will be held on Dec. 18th at 7 p.m. in the RSS Library. The second and most importantly, is the community meeting, facilitated by the school board, to hear what we have to say, as a com-
munity, on Jan.15 at 6:30 p.m. in the RSS gym. As well, the School Board is accepting your written submissions, email or otherwise, about how you feel on this issue, by Jan. 4, 2013. So, please get informed and attend meetings, and especially the Jan. 15 one at RSS. Regardless of whether you have children in school this decision about our school facilities affects everyone, both economically and socially. Let’s show a strong voice. Additionally, last Monday, council approved an application for a rezoning to C2 (Commercial zoning) at the southwest entrance to the city. There was an interesting debate around the rezoning, as some felt it wasn’t appropriate for this site. After deliberation, the resolution was ‘carried’ allowing the owner to put a variety of business ventures on the land. This is a reminder, that all open

Rossland residents crowded around the tree Saturday as the city was lit up for the season. The annual Rekindle the Spirit of Christmas was a chance to get out and see Santa, have a hot chocolate and get in the holiday spirit. There was an outdoor market off of Columbia Avenue, where you could buy crafts, cupcakes and other local items, as you perused the shops and displays. There were a number of groups fundraising around town as well, including the Rossland Figure Skating Club, the Rotary Club, Rossland Secondary School grads and the Lion Club. You could pick up a Christmas tree as part of the Red Mountain Racers’ fundraiser. Fortis also gave an opportunity to exchange your old incandescent lights for LED strands which drastically cut down on holiday lighting costs. At 1 p.m. Santa arrived from nearby Pioneer Park, escorted by a large crowd of kids and adults, as well as one as a firetruck. Kids could get their picture taken

with Santa at the library. It was also a chance to take a tour of the decorated storefronts and do some window shopping. Businesses had festive deals on offer and each store gave the chance to vow on the best storefront, as well as win a basket of goodies provided by the shops. The Rossland Light Opera Players provided the festivities with music by roaming the streets as a merry band of carollers and Cafe Books West featured Christmas children’s storytelling. Later that night, as the street lamps began to light up and the day faded, everyone gathered downtown for the lighting of the Christmas tree. After a count down from ten, the tree lit up and completed the city’s transition to holiday mode. A fire pit was set up in Harry LeFevre Square, near the tree, to help warm up. Later in the evening, the Spirit of Red hosted the Snowdance at the Miners’ Hall. It was a chance to get your feet moving and summon the snow gods. It was also a fundraiser for the soon-to-be unveiled Olaus Jeldness statue, which required some repairs after a long trip from China.

Carlyle exhibit has great opening StaFF Writer Rossland News
A new exhibit which features local artists opened this weekend at the Rouge Gallery. The Mount Carlyle Retreat Art Show was held Friday night at the Rouge Gallery. Stephanie Gauvin, one of the artists featured in the show said it was a well attended show with a great atmosphere. She said guests enthusiastically viewed the new paintings and were delighted to hear the artist’s stories of their trip. The painters made a journey into the Selkirk mountains last September. The art show consists of 52 paintings depicting the landscape the painters were immersed in for five days; Golden larches, glaciers and rolling hills.

On November 13, 2012, FortisBC Inc. (FortisBC) applied to the British Columbia Utilities Commission (Commission) for a Certificate of Public Convenience and Necessity (CPCN) to purchase the City of Kelowna’s (City) electricity distribution assets, and for approval to include the impact of the asset purchase in its revenue requirements (Application).
Persons who wish to actively participate in this proceeding should register as Interveners with the Commission in writing by Friday, December 7, 2012 and state the nature of their interest in the Application. Interveners will receive a copy of the Application, all correspondence and filed documents. An email address should be provided if available.
The Application involves the purchase of the electrical utility assets from the City for a negotiated purchase price of $55 million plus applicable taxes and adjustments. If approved by the Commission, approximately 15,000 residential, commercial, industrial and institutional customers in central Kelowna, who currently receive service under the City’s Bylaw 7639, will become customers of FortisBC and will be billed under FortisBC’s Electric Tariff No. 2.
Persons not expecting to actively participate, but who have an interest in the proceeding, should register as Interested Parties with the Commission in writing, by Friday, December 7, 2012 and identify their interest in the Application. Interested Parties will receive an Executive Summary of the Application and a copy of the Commission’s Decision when issued.
THE REGULATORY PROCESS Commission Order G-178-12 establishes a Regulatory Timetable for the review of the Application and has tentatively scheduled a Streamlined Review Process. A Streamlined Review Oral Hearing will be held in Kelowna on Tuesday, February 5, 2013. RDKB chair Larry Gray introduced both recipients, saying that he can still remember meeting Drysdale many years ago when he first came to the area. “There are some people that have that kind of persona, they open themselves up and make you feel like you’re welcome,” Gray said. Drysdale served three terms on the Rossland Council as alderman and one term as mayor, between 1979 - 1987. She is the chair of the Rossland Heritage Commission, a member of the Golden City Days Committee , a volunteer at the Thrift Shop and a Friend of the Museum. Drysdale said it was a real honour to receive the medal. “It’s always been a pleasure for me to work on behalf, in a multitude of ways, for the community,” she said, adding that she felt that there are many deserving volunteers in communities all around the area. Legere was awarded for her outstanding volunteer efforts in sending care packages to those serving in the Canadian military overseas.
