City to spend $67K to replace servers

City council has voted to spend $67,000 to replace the city’s computer servers. Operating 24 hours a day, seven days a week, the City of Grand Forks’ servers and data storage will need to be repaired or replaced over the next couple of years. The current equipment (Sun Tape Library and IBM Data Storage Array) are approaching its five-year life expectancy, with the storage components and networking servers approaching nine years of service. At the moment, the city is using Symantec Backup Exec, which stores backup data from file servers but does not connect to the city’s virtual servers. The city’s uninterrupted power supply (UPS), normally used to keep the equipment running, is also out of service. To maintain services at city hall for 2013 and 2014, the city will invest around $67,000 to upgrade the equipment. City Chief Administrative Officer Doug Allin pointed out the computer equipment located at city hall would soon be eliminated. “The equipment will all be kept and shared through the school district. Our data storage is very much tied to the fibre optics program,” explained Allin. “It is a requirement under the school district that we’re partnering and sharing

Everything will tie in together.” The city and School District 51 (SD51) have a joint partnership for the fibre network that has been constructed and developed over the past two years, that allows them to share computer knowledge, including emails and backup servers, as well as document storage facilities. “Basically we have all the equipment downstairs in city hall,” Allin said. “This would move all of it to one central location at the school district. The city will then share the same equipment with the school board because it will run with the same equipment.” SD51 Superintendent of Schools Michael Strukoff noted all larger organizations have the responsibility to back up its data. “In the past, the City of Grand Forks had a small unit they were using and SD51 had one as well,” he explained. “We were backing up all of our data from our schools and the board office daily. However, two things were happening: these things get old over time and they wear out so you have to replace them. The amount of data they were storing was also growing.” Rather than the city and school district purchase two additional storage units, Strukoff pointed out they took advantage of the situation and worked together to purchase one larger unit. “What we’ve tried to do is purchase one that will have additional capacity for expansion, in-

cluding the possibility of offering services to the community,” he said. “This places us on the next level where we can meet our own needs cost effectively and then possibly provide the service to others over time.” Strukoff noted the process of involving other businesses, which is the next phase of the project, is slow work. “Part of that is that we don’t have huge resources to work with but we are working on it,” he said. “The other part that has made this a little more challenging is the transitions. The city has a new individual (Allin) who is being brought up to speed and at the same time I’m going to be leaving and another person (Kevin Argue) will take my spot.” The hope is to also connect the service to the schools and city operations at the Village of Midway and the City of Greenwood. “As the organizations go through transitions with the senior people, we have to rework this and bring everyone up to speed,” he added. “These things take time and we are slowly working to get everything all lined up.” The fibre optics network program began in December 2010 when city staff and SD51 staff collaborated to connect the school district and city facilities with high-speed fibre optic network capability. The network was finally completed this year, with the district and city co-operating on managing and creating the network.

Doubkhobor leader Verigin in a ‘jam’ in 1927
1907 A large gang of men left the city for the North Fork district where they were to cut ties for the Kettle Valley Lines. 1912 A company, using capital from Grand Forks and Phoenix, was formed to provide Grand Forks with its first garage to sell and service automobiles. 1917 Hon. Martin Burrell, the federal secretary of state and minister for mines, was re-elected by acclamation as federal representative for Yale. 1922 The newly completed bridge at Carson was opened for traffic. 1927 Doukhobor leader Peter Verigin announced plans to construct a jam factory at Grand Forks. 1932 Kenneth Massie was awarded the contract for building a new school at Christina Lake and began construction immediately. 1937 The Saskatchewan Cooperative Wheat Producers office sent the city a letter of thanks for the recent donation of fruits and vegetables to help with a drought situation. 1942 A large rock crusher was temporarily installed on the Cascade Highway, about eight miles east of the city, in preparation for extensive road construction. 1947 The first section of the new high school, including four classrooms and other facilities, was expected to be ready for occupancy in December. 1952 Members of the Harmony Lodge No. 37 celebrated the 50th anniversary of the
lodge and officially opened new quarters in the Davis Block. 1957 Mr. and Mrs. Steve Booth celebrated their golden wedding anniversary, having been married 50 years before in Star City, Sask. Both Premier Tommy Douglas of Saskatchewan and Premier W.A.C. Bennett sent telegrams congratulating the couple. 1962 A new subdivision was proposed for the development of 33 lots adjoining the airport to the north and extending west from the arena. The cost of the project was to be about $45,000. 1972 John Bruce of Greenwood was toasted by his wife, Iris, and Thelma Drinkwater of the Traveller’s Café at a session to celebrate his being awarded a Bronze Medal and $1,000 in recognition of an outstanding act of heroism. 1982 Grand Forks Judoka, Darwin Fichter, earned a gold medal as best overall in senior men’s at the Cranbrook Invitational Judo Tournament.

City waits for approval

The City of Grand Forks is still awaiting approval from the Ministry of Transportation and Infrastructure to pass the Roxul Road Closure Bylaw. Doug Allin, the city’s Chief Administrative Officer, noted there was a miscommunication with the drawings that were proposed for the road closure. Allin pointed out the design of the road closure and changes to the road had to be adjusted. “The drawings we were proposing for the road closure have been redone and the misunderstanding has been corrected,” he noted. “Legislatively, we have to advertise it correctly so we are compliant under the Community Charter.” Allin explained the correct information has to be in for two consecutive weeks in advertisements in the
local newspaper. “The bylaw still requires Ministry of Transportation approval, before the council can give the fourth reading,” he added. “Once that’s happened, we can go through the process of having it registered with Land Titles, and then we go through the process of raising title on the roads that have been turned into lots.” The Roxul Road Closure Bylaw, Bylaw 1931, would be a land trade made between the city and Roxul Inc. to ensure safer road and land access in the community and around the Roxul facility. Roxul would be trading some 3,000 square metres of property for 6,000 square metres of city property, along with filling out and constructing a three-metre wide ramp for the Trans Canada Trail to access 68th Avenue. New name, time for fall fair

There will be no Grand Forks and District Fall Fair in September in 2013. At a recent meeting, the Grand Forks and District Fall Fair Society voted unanimously to change the date and name of the fair, with the newly-named Boundary Country Exhibition at Grand Forks taking place annually the weekend before Labour Day – Aug. 23 to 25 in 2013. “Over the years, the fall fair has acquired different attractions than in the past and the membership felt the need for a positive change for the future of the fair,” said exhibition secretary Kelly Gilmore when asked about the name change. Les Braden, Boundary Country Exhibition at Grand Forks president, said the move was made after listening to the public. “We had so many people complaining about the fact they had no money after the GFI (Grand Forks International baseball tournament),” Braden explained. “We
said, ‘OK, we’ll up the date.’ The other thing is, the week after the GFI, there’s next to nothing for flowers or anything for people to enter, so we decided that’s another reason.” Braden said essentially, it’s the same fair but a few weeks earlier and while some people may be away from Grand Forks in the late summer, tourists can take the place of vacationers. “The population is still up at Christina Lake, so once they start seeing some of the stuff that we’re going to have, I think that they will definitely be interested and be coming to see things,” said Braden. At a meeting of Grand Forks’ city council in October, Braden proposed three sites – North Fork and Franklin Road, south of 68th Ave. and 3.5 acres west of Dick Bartlett Park – that could serve as a permanent home for the exhibition and council suggested he put together a business plan. Braden said he is working with Sarah Winton of Community Futures to put the plan together.

Licence suspended, Jeep Liberty impounded

An accident near Second Street Bridge resulted in a licence suspension and vehicle impounded on Thursday night. According to Grand Forks RCMP, alcohol and road conditions were said to be contributing factors in the single vehicle roll-over, which took place around 9:33 p.m. “The single occupant of the vehicle was not injured, was issued a 90-day immediate roadside prohibition and 30-day notice of impound after the driver blew a fail on a roadside screening device,” explained Staff Sgt. Jim Harrison, adding that it was a 52-year-old female from Grand Forks. “There were slippery road conditions, which are believed to have been one of the significant causes of the accident,” he went on to say. Estimated damage to the 2002 Jeep Liberty was approximately $3,500. Vehicle break-ins Grand Forks RCMP note there has been another string of vehicles that have been broken into in Grand Forks. Police received the first report shortly after noon on Dec. 4 that a vehicle was broken into and searched overnight. Around $2-5 of change was taken but there are no suspects or witnesses. “We did find a fingerprint but it wasn’t associated to anybody we would call as suspect,” said Harrison. “It most likely belonged to the owner of the vehicle.” That same afternoon, an unlocked vehicle on 11th Street was also searched. The culprit went through the glove compartment but it appears that nothing was taken. On Dec. 5 at 9 a.m., two vehicles at a residence on 64th Avenue had been entered and rummaged through. Change was taken, as well as a couple of screwdrivers. “Most of the vehicles are parked and unlocked,” Harrison said. “We aren’t getting a lot of break-in thefts to vehicles because the cars are unlocked. They seem to be targeting change money left behind in the vehicles left in sight.” Harrison noted vehicle owners should put all change or items away and lock vehicles. “If anybody does see anyone going through vehicles or acting suspicious, we’d appreciate any calls,” he said. “We have had four or five events over the last week and obviously somebody is going around checking vehicles out.” Motor vehicle collisions On Dec. 7 at 10:51 p.m., RCMP Traffic Services called police about an accident reported by Paulson Bridge on Highway 3. The jeep ended up in a
ditch on the westbound lane when the driver lost control of the vehicle. B.C. Ambulance Services called police to the scene of a single motor vehicle accident on Dec. 8 at 10:42 a.m. by Lafferty Pit Road and Highway 3 at Christina Lake. Police attended to find a white Ford pickup truck over the embankment and down a ditch by the s-curve in that location. Emergency Services had already left the scene so the driver was not found at the scene. “It appears the vehicle was not driving at a high rate of speed so the driver lost control over icy conditions,” explained Harrison. “The road condition was black ice.” There is extensive damage to the front end of the vehicle, as well as damage to the roof due to a possible roll over. The 60-year-old female driver from Slocan, B.C. suffered a broken right arm. Later that afternoon at 12:28 p.m., RCMP were called again by B.C. Ambulance due to a single vehicle rollover near Eholt Road and Wilgress Lake rest area. Police attended the scene and found a single vehicle on its roof in the eastbound ditch. “The roads were extremely icy,” said Harrison. “The vehicle was descending the hill when it hit the curb and the vehicle lost traction and they were unable to make the corner and went straight into ditch. They rolled and came to a rest upside down. Speed wasn’t a great factor, but road conditions were.” The 55-year-old driver and 56-year-old passenger from Warfield, B.C. suffered minor injuries. There was another rollover collision on Highway 3 and Billings Road on Dec. 9 at 3:39 p.m. The vehicle rolled over and went down a steep embankment across the Trans Canada Trail The 48-year-old driver from Abbotsford was taken to Boundary Hospital with what appears to be minor injuries to his back and shoulder. There is around $25,000 damage to the truck. Harrison warns drivers to slow down and watch road conditions. “This is usually the worst time of the year for accidents on the highway because of the transition from generally dry and clear highways to snow and ice and slush,” he said. “It’s this transition period in the first month that we start getting ugly conditions on the road that we see the most accidents.” After around a month of these wet conditions, drivers adjust to the changes and there are fewer accidents, he added. “No matter what the posted speed limit, if it’s really bad, driver under the speed limit,” he said. “If you are going under the posted speed limit and traffic builds up, be courteous to pull over and allow traffic to go through.”

‘Tis the season to drink sensibly While some complained that it wasn’t feeling Christmas-like in Grand Forks and area, this past weekend’s snow fall has certainly added to the holiday-like feel, especially since some snow fell right before Friday’s Santa Parade. The parade is an unofficial kick-off to the holiday season in Grand Forks and with carols blaring on Market Avenue with regularity, it’s safe to say the festive season is on. Along with the shopping are the various office parties and what better way to add to the cheer than with an alcoholic beverage? But while wine, beer or spirits are a great complement to a get-together, so is the general rule of thumb when consuming alcohol, moderation is best. Another aspect of the holidays, is the CounterAttack road stop program that is set up by police to reduce drinking and driving fatalities There was an accident last Thursday in Grand Forks and the person involved was said to have failed a breath screening device test but thankfully wasn’t injured. An estimated 36 people die in drinking driving related deaths in the B.C. Southern Interior a year and the number of fatalities have dropped by over 40 per cent since the CounterAttack program began 35 years ago. It makes sense to watch what you drink, especially when at a holiday gathering. You not only risk losing your licence for long periods of time, you stand to lose a lot of money as well. The first time a person registers a warning (blood alcohol concentration of between 0.05 and 0.08) on a breathalyzer, it will cost them $600. A second incident will cost $780 and the third will set an offender back around $4,000. Everyone responds differently to alcohol and some people’s system can process alcohol faster than others but even if you have a high tolerance to alcohol, it’s still wise to use moderation. With the snow, the roads become harder to navigate and since alcohol is known to slow cognitive function and affect judgment and you can’t be lacking in those areas if you are driving down an icy road at night or when visibility is low – you have to be alert. People should exercise good judgment when it comes to drinking and driving all year but even more so during the holidays. Losing your licence, getting into an accident, paying a hefty fine or losing your life is a horrible gift to give yourself or your loved ones.

School Christmas concerts are about to begin and the Grand Forks Gazette’s Christmas supplement is set to come out with the Dec. 19 issue, some of the many things on my preholiday “to do” list. Christmas is about giving and the birth of Jesus Christ and while I celebrate the holiday, and believe in Jesus for that matter, I don’t subscribe to the theory that we should always refer to it as the Christmas season, as opposed to the holiday season. I’m not a fan of political correctness, or how far some people take political correctness, but wishing someone a Happy Holiday is more preferable to wishing someone a Merry

Christmas. It’s arrogant to assume that everyone is a follower of Jesus and that everyone observes Christmas, as late-December is also the time for other holidays like Hanukkah and Kwanza, and whether one observes those holidays or not, there are some that do and one should respect that. Only wishing a Merry Christmas implies that you don’t respect or acknowledge other holiday traditions – not everyone has the same traditions or beliefs. Canada isn’t a religious state that follows one belief system but rather a country where people have religious
freedom; the right to believe and practice whatever religion they wish to and that might include a not observing Christmas or believing in Jesus. One might not like that some don’t observe Christmas, and everything related to it, and people are entitled to feel that way but others are allowed to have opposing views. There are countries where one belief system is in place and things don’t tend to be too festive in those areas. When one wishes someone “Happy Holidays” or “Season’s Greetings,” one is essentially wishing Merry Christmas, Happy Hanukkah, Happy Kwanza and Happy New Year at the same time – all inclusive, non-exclusionist phrases. So as you prepare for whatever holiday you observe, have a happy holiday.

Canada’s stance
Editor: I was pleased to see, on CTV news recently, that there was a demonstration in Montreal over Canada’s shame in defying the latest UN resolution for recognition of the country of Palestine, presently occupied by European invaders, who have overlaid a country over it by a series of one-sided “wars” of conquest. Canada shamed itself by siding with the two major perpetrators of the Palestinian injustice, joined only by a couple of U.S.-controlled insignificants in Micronesia. This disgraceful vote on our part brings to mind a question for those in charge of our present foreign policy on this issue, one of a number in the Middle East: “Who told you to vote that way? Nobody asked me, a Canadian taxpayer and voter for many years now. Nor, it seems, have they asked anyone in my immediate acquaintance. I can guarantee you, we all would have voted for any change which may have resulted in an improvement in conditions for
the inmates of Gaza and West Bank, now living in what was once their country, and now the largest outdoor prison camps in the world. But publicly to align ourselves with the other few nations in defiance of the wishes of the rest of the international community? I don’t think so! And if you, as a Canadian, don’t think so either, I urge you to write your MP in Ottawa, and also to our Minister of Foreign Affairs, Mr. John Baird. The Harper Conservatives, questionably “winners” of the last election, are now following the agenda of their backers! Make your opinion known! Pete Snidal, Grand Forks

False ads from gov’t Editor: Lies, corruption and propaganda seem to have become the norm in today’s political arena. I’m sure you have all witnessed the government propaganda advertising on television and radio. In these taxpayerfunded ads the various levels of government tell us what a wonderful job they are doing. I don’t need to be lied too, I have

Christy Clark’s job creation numbers simply do not stand up to honest evaluation, the province is in debt and this deficit is growing. The Liberals promised a balanced budget, a promise they have not lived up to. As they spend our tax dollars on propaganda, we continue to have the highest child poverty rate in Canada and food banks continue to grow and thrive. The Federal Conservatives are intent on selling Canada’s assets to the highest bidder, even if the buyer is an oppressive communist regime. A foreign country does not have to invade us to control us, they just have to control our economy. The Senate has launched an investigation into fraudulent housing expense claims by fellow Senators, costing taxpayers hundreds of thousands of dollars. This useless group of overpaid political hacks should be sent out to pasture and made to find real jobs. It could be worse. We could be ruled by a real dictator, rather than by a Prime Minister that is under the illusion he is a dictator. David Janzen, Grand Forks

Following Nordic countries Late in October I had the privilege of attending the Council of Canadians (COC) AGM and Conference in Nanaimo. It gave me the opportunity to meet and reconnect with CanadiALEX ans from across the country, all of ATAMANENKO whom are deeply concerned about our future as a sovereign nation. I have followed very closely as the COC, together with other social justice groups, continue to expose the flaws of the proposed so called “Free Trade” agreement with Europe (CETA). I can only marvel at the energy of Maude Barlow and others as they tirelessly call upon Canadians to take action. It is not difficult for me to identify with the goals of this grass roots organization since I have always been, first and foremost, a Canadian nationalist. I firmly believe that values and needs of our own citizens must come first in the types of foreign investment we allow, the trade agreements we negotiate and in the international objectives we choose to support. Canada used to have a fairly balanced approach when aligning corporate interests with the rights of workers and the need for effective social programs. This balance started to shift to the corporate sector with Prime Minister Brian Mulroney in the 1980s and the signing of the Free Trade agreement with the U.S. Prior to this, successive federal governments, both Conservative and Liberal were able to focus to a greater degree, often under pressure from the NDP, on the strong social policies that were being demanded by the Canadian public. Medicare, employment insurance and pensions are examples of this courageous social commitment. One of the highlights for me at the conference was attending a plenary panel entitled, “Uniting Against Austerity: Strengthening Solidarity in the Movement for Economic Justice,” which examined the impact on pensions, social programs, trade unions, immigrants, deregulation, privatization and cuts to public service jobs as Harper and other governments around the world forge ahead with harsh austerity measures and deep corporate tax cuts. I was encouraged to hear of the growing resistance among the public to these measures. Panelist Robert Chernomas, professor of economics, University of Manitoba, equated such government actions with class warfare and mentioned how the super-rich in the world are evading taxes to the tune of $21 trillion. He pointed out how corporations in Canada are sitting on cash reserves of approximately $525 billion, which interestingly, is the same amount as our national debt. Chernomas also discussed the “high tax – high spend” policies of Nordic countries which can boast the lowest national debt, the most competitive economies, a highly trained labour force, the strongest unions and the highest per capita income in the world. His presentation reminded me of the film I have provided several screenings of throughout the riding entitled, “Poor No More.” Throughout the film, Canadian TV icon Mary Walsh, narrates comparisons between the quality of life in Canada, Ireland and Sweden. We saw how Sweden has free university tuition, 400-plus days of maternity/paternity leave per child, strong health care, national child care and effective state-run care for seniors. We learned about the strong partnership that has been developed between labour, corporations and government which has made all this possible. Clearly, political choices were made in that country for a strong social net for all its citizens rather than regressive tax breaks for the corporate sector and “slash and burn” austerity measures for everyone else. Docks at lake recycled by CLSS

Old, worn-out docks being replaced with new ones at Christina Lake are being recycled by the Christina Lake Stewardship Society (CLSS). CLSS president Peter Bowen noted posters have been placed around the lake with a number for residents to contact if they are interested in having their old docks removed. “We will dispose of them in an environmentally friendly manner, which means all the nails and metals are removed,” he said. “All the Styrofoam is removed, all the treated wood is removed, and then we’re cutting up all the remaining good wood into firewood lengths and using it as camp fire wood.” Bowen explained a base fee of $400 is applied, plus whatever the group is charged at the Regional District Landfill Site for items that can’t be burned, such as Styrofoam or metal. “One that we did was $405 because that was all we had to dispose at the dump, a pail full of nails,” he said. “Another was an additional $115 because of waterlogged Styrofoam. It’s a lot of hard work.” The dock-recycling program also acts as a fundraiser for CLSS. Last year was the first year attempting this program where they experimented with dismantling one dock to see how long the process would take. Regional District of Kootenay Boundary Area C director Grace McGregor noted a lot of the projects and work done at the lake could not be possible without the help of the directors, like Bowen. “For many, it was straying from what we normally focus on because when you think about the stewardship group, it’s more counting fish and not necessarily about running chainsaws and doing physical work,” said Bowen. “So far the response has been very positive. What we’re trying to do is get rid of all the debris that ends up accumulating around the lake.”

Bowen explained to The Gazette, “For years and years people would replace their docks by buying a new one or building a new one by themselves, and many of them would take their old ones and tie it up to Crown land or kick it out into the lake and let it go.” The stewardship society keeps an inventory with detail information about what is on every single property around the lake, including the number of docks. “We’re working on trying to provide a solution,” he said. “I sent out a proposal to all the companies who build wharfs, not just the local people but those in Nelson and Castlegar as well. I told them this is what we’re proposing, asked them if they would be involved and all of them said yes.” Bowen noted there would be some docks removed next year but there will also be assistance from the RDKB with the project.

Airport fuel, computers and acting mayors were amongst the topics at the last city council meeting of Grand Forks. Coun. Cher Wyers and Coun. Michael Wirischagin were absent. Consideration of cutting cost of fuel at airport During his report, Coun. Gary Smith talked about the cost of fuel at Grand Forks’ airport, which was a topic of discussion at an Economic Development Advisory Committee (EDAC) meeting. “It was agreed that EDAC advise council that it thought that it would be a good idea to change the pricing formula that’s currently in place for aviation fuel,” Smith said. “The city collects a percentage, rather than a rate, so it makes our gas quite a bit more expensive than other communities. Living arts centre looking at Phase 2

After the successful completion of the Christina Living Arts Centre, the Christina Lake Arts and Artisans Society (CLAAS) is looking to Phase 2 of the project. Phase 2 would see a second building located behind the current centre. The building would become a studio centre with classrooms for local artisans to teach lessons and also function as an outside amphitheatre for summer music and performances. Bob Dupee, president of the CLAAS, explained the society started to publicize the next stage at the recent Chocolate and Champagne fundraiser. “We did our public viewing of our plans and an explanation to give people an idea of the scope of the project and what we’re looking at,” he said. “We’re looking at other funding to be able to continue developing the whole thing as far as getting the plans fleshed out a bit more so we can get the costs.” CLAAS is currently looking into possible grants, such as the Cultural

The Christina Living Arts Centre is considered a green building. In its seventh annual review on Dec. 5, the Christina Lake Stewardship Society (CLSS) discussed a year of projects from milfoil removal to riparian projects, and future goals. Projects from this year include the North Bay Buoy Project, the Zebra and Quagga Mussel Monitoring Project, the Kettle River Watershed Management plan, and continuing monitoring projects. Water Quality Environmental Impact Biologist Mike Sokal, from the Environmental Protection Division of the Ministry of Environment, discussed the water quality of the lake. He noted key parameters include physical attributes (clarity, temperature), nutrients (nitrogen, phosphorus content), and ions (silica). When examining Christina Lake, Sokal takes samples from two parts of the lake: the northern deep site at 51 metres (0.051 kilometres) since 1991 and the south shallow site at 26 metres (0.026 kilometres) since 1972. Christina Lake is considered an oligotrophic lake because it is low in nutrients such as phosphorus and nitrogen; however, the increase in phosphorus is a concern. The increase of phosphorus means there will also be a corresponding increase in algae. Sokal noted efforts need to be made to reduce non-point sources, such as other organic chemicals and pharmaceuticals and personal care products entering the lake. More information will be available on the Ministry of Environment’s website in the spring. Zebra and quagga mussels Boaters travelling from the United States are a concern to environmentalists and biologists because they may be transporting zebra and quagga mussels, two highly invasive species. Barb Stewart, co-ordinator for the Boundary Invasive Species Society, noted mussels are not currently a problem

at the lake or nearby rivers and streams but there should be a constant vigilance. “Should mussels somehow find their way here, they would have a huge impact on our freshwater environment,” Stewart explained. Changes would occur to the algae, ecosystem size, the clogging of water intakes, decrease recreational use and because it is persistent, the ecosystem does not recover over time, Stewart added. In the U.S., there are boat inspection stations where travelling boats are cleaned and inspected for hidden mussels. There are currently no inspection stations in British Columbia and Christina Lake does not have its own boat washing station. “It’s a challenge to install one because the water has to be really hot,” she said. “With a station there will also have to be a supervisor at hand because people may burn themselves.” Stewart did point out along with mussels there are other invasive species, such as the flowering rush, that are also a concern. Milfoil and weevils Another invasive species, the Eurasian water milfoil, saw a big chunk removed from the lake after the RDKB doubled its diving crew. Andy Gilmore, the scuba diver crew supervisor, noted the budget was increased to $300,000 and they were able to double the dive crew to seven divers. “This year we worked seven days a week for a total of 24 weeks,” Gilmore explained. “This is the longest stretch of work that’s been done at the lake; it started on May 7 and completed on Oct. 31.” In 2011, the team only had three divers. Gilmore added the teams concentrated on the most severe areas and areas that were previously abandoned in the south end of the lake. “Our goal was to retake most of the southern bay,” said Gilmore. “We were also able to retake the provincial campground and Crown (land) that had been previously abandoned. In the southern bay alone, 250,000 plants were removed,

which was never done in the last three years, so it was a huge increase in productivity. We were removing four to five truck loads every Thursday out of the southern bay alone.” From there, the plants would be dropped off at Durand’s Nursery to be used as organic fertilizer. Another change in this year’s program was the addition of a GPS tracker so residents could see where the divers were working during the day. The tracking system was available on the RDKB website. CLSS also received news that the weevils found in the lake are naturally produced. There is no set date on when the possibility of a weevil-rearing project may begin, but CLSS members were optimistic by the result. BC Timber Sales Logging up by Stewart Creek Road in Christina Lake has already begun and is likely to be complete by the fall of 2013. Dawn Guido, practices forester with BC Timber Sales in Grand Forks, explained there were 12 logging blocks sold this past summer in two individual sales packages for logs to two local contractors. Guido noted one has already begun to start harvesting and is likely to be finished within the next few months, while the other contractor aims to start after spring and will be complete in the fall of 2013. Between two and 40 hectares, the 12 blocks are located more than a kilometre away from Christina Lake and include four watersheds: Spooner Creek, Gill Creek, Bart Creek and Stewart Creek. “As far as our future plans are concerned, we don’t have any plans currently for the Christina Lake operating area,” said Guido. “Our plans go up to two to three years and there are no timber sales in those plans for two to three years. However, plans are flexible and they change so there is a possibility we may be looking at this area.” Planting of mixed tree species, from spruce to pine, begins within a year of harvesting. Local lawyer Deanna Ludowicz recently received the Legal Aid Leader Award from the Canadian Bar Association for her outstanding career in advocacy. The Legal Services Society nominated Ludowicz before the B.C. branch of the Canadian Bar Association reviewed its selection. From there, the national committee made its final decision. Ludowicz was surprised when she heard she had been selected. “It wasn’t on my radar as something that was coming or could happen, but it was a thrill for people to nominate me and to get awarded for it,” she said, adding she is the third person to receive this award. Her journey as a lawyer began in 1992 when she was called to bar in the province and ended up working in Hazelton. In 1994, the Legal Services Society opened a branch in Grand Forks and she relocated. “I started work here as a staff lawyer, where

we provided legal aid services predominantly for family law matters,” she explained. “Through the years, the government financing got tighter and tighter and its more efficient from the legal services perspective to just pay lawyers directly for their work and not pay for the overhead.” Ludowicz pointed out she has worked as a lawyer and administrator during her time in Grand Forks, and is currently a director for the Legal Services Society for the province. She added her role as a director includes man-

aging how, as lawyers, they provide people with legal representation. “It was always something I was interested in: addressing injustices and maintaining the rule of law that everyone has to abide by, the same rules, rich or poor,” Ludowicz said. “Legal aid is really important for people to ensure that everyone either has the chance to go to court and have their rights preserved.” To those entering or interested in legal services, Ludowicz pointed out a person has to be willing to continue to learn since the law changes regularly. “You do need to go to university and it is probably going to be an active market in the future, especially in small towns,” she said. “The advantage of living in a small town in the long run is that you do get to work one-on-one with your clients; you’re not stuck in an office punching up the same paperwork and never really dealing with clients.” Prior to her legal career, Ludowicz spent 10 years as an anthropologist and archaeologist working in northern B.C.

Owner Brigitte Faramin said that the community has been supportive but it was becoming too costly to run. “I’ve been in the music and rental business of Studio B for two years now and financially it’s just not viable anymore,” explained Faramin, adding it is unlikely she would have a change of heart. “At this point, I’ve pretty much given my notice here at the studio, that I will physically be moving out of here,” she said. However, Faramin said running Studio B has been “the most fantastic experience” and the education was the best part. “Particularly on the music side of it, it was a whole, brand new world that I discovered and learned about,” she said. “I’ve become a host, an agent, pretty much a broad spectrum of understanding the whole world of music and how it works and operates and I have had the most awesome people walk through my door, as far as musicians are concerned.”

Musicians of varying fame, from almost every corner of the world have performed at Studio B and Faramin said that is something that has amazed her. The list includes local, national, international, Juno award nominees and winners, well-known and lesser-known musicians. She tried to bring as many musical genres as possible to broaden the audience. “My fondest memories here are the musicians themselves,” Faramin explained. “Gracious people, each and every one, I’ve never had a problem dealing either with agents or musicians ever, it’s been the most positive experience.” She said another thing she’ll remember are the contacts she’s gained and the people she’s met in the community. “I feel disappointed that maybe the community didn’t help make it work more and at the same time, I’m so absolutely elated by the beautiful experiences I’ve had here with some really beautiful, fantastic people in this community, who are just absolutely awesome people,” Faramin explained. “I’m sure there’s a lot more out there but it’s like I couldn’t afford to wait,” she said. The last concert that took place at Studio B was Washboard Union on Nov. 25.

For the second time in two weeks, the Grand Forks Border Bruins defeated the Kimberley Dynamiters, this time by a final of 6-4 on the road last Sunday. Forward Connor Gross, the Border Bruins’ leading scorer, scored a pair of goals while Jackson Purvis, Dakota Kittle, Connor Bowen and Brandon Enns also lit the lamp for the team. The top line of Jacob Jeske, Gross and Purvis contributed early, with Purvis and Gross scoring the first two goals, but head coach and GM Nick Deschenes said that it was at team effort. “It doesn’t really matter where the scoring comes from. Everyone’s getting opportunities; it’s more how we play as a team and we really played well as a team, so it was a good game from start to finish,” said Deschenes. The team saw a some leads evaporate earlier in the season and at the time, Deschenes said the players had to learn to play with a lead, something they seem to be doing over the past few games. The team had a 4-1 lead entering the third period and while Kimberley mounted a comeback, Grand Forks held steady. “We’re starting to learn that small plays can make the difference in a hockey game and that’s what hockey is, it’s all small plays over the course of 60 minutes,” Deschenes explained. “If you take care of those small plays and win most of your battles, then at the end of the day, you should be successful. We had a few breakdowns but we didn’t become unraveled, we stuck to the game plan.”

He said the offence coupled by some good goaltending by Robert Dunsmuir, who stopped 31 of 35 shots, led to the big win. Gross and Purvis were first and third stars respectively in the Stars of the Game selections. It was a busy week for the Border Bruins, who played four games in five nights last week, all on the road. On top of the Kimberley game, the team lost 4-1 to the Nelson Leafs on Dec. 5, lost 6-4 in Invermere to the Columbia Valley Rockies on Dec. 7 and lost 5-2 to the Golden Rockets on Dec. 8. The team has two home games this week, hosting the Rockets at Grand Forks Arena on Friday and the Beaver Valley Nitehawks on Saturday. The team then heads to Castlegar to play the Rebels on Dec. 18 before breaking for Christmas.

Ending violence against women
Twentythree years and three days ago, I celebrated the results BOUNDARY WOMEN’S of our efCOALITION forts to elect Audrey McLaughlin, the first woman leader of a federal political party. She beat out one of the most powerful men in B.C. politics, Dave Barrett – it was a surprise upset. Three days later, Marc Lepine brutally murdered 14 women at Montreal’s L’ecole Polytechnic, which was a French speaking engineering school. He separated the men from the women sending the men away. Lepine murdered the women due to the fact that they were women and thus in his mind, feminists. In Lepine’s mind, feminists were responsible for everything that had ever gone wrong in his life. Audrey McLaughlin’s name was on the hit list of proposed targets found in Marc Lepine’s pocket when he died. Less than one week later, I was attending a provincial council meeting of the provincial party in Vancouver and the men in the room were furious that Dave Barrett’s efforts to become leader had been bested by a woman. Gender warfare was intense and overshadowed the business of the day. At one point all business came to a halt. A very brave man walked up to the microphone and identified himself as a father of a young female engineering student studying in Montreal at the English-speaking school of engineering. He called out the men in the room. He called upon them to “knock it off,” stop the fury and feuding, and embrace the need for all men to stand up and stop the violence that women are

subjected to based on their gender. He stood weeping at the fates that had saved his daughter from Marc Lepine’s rage and rifle. He single-handedly changed the dynamics in the room and men and women, weeping together began embracing and grieving the tremendous loss we had all collectively experienced. That man was a hero. He stood strong and called upon all men to stand up and stop tolerating violence, jokes about rape and women hating. He changed our world inside that previously rancor filled room. He made a difference. I leave this message with you from one of my favorite men in this world; Nobel Prize winner Archbishop Desmond Tutu who said, “If you are neutral in situations of injustice, you have chosen the side of the oppressor.” I ask each of you, what side do you choose every day? – Speech given by Margaret Maximenko at 2012 National Day of Serving the community since 1936 Remembrance and Action on Violence Against Women in Canada ceremony at Grand Forks City Hall on Dec. 6.

Polly Kimoff Polly was born on December 7, 1929 in the Doukhobor Community of Ubezheshche, meaning “Refuge”, of Grand Forks, to the family of Vasya and Ganya Zibin. The village where Polly grew up and was raised was called Ozeroff Village and was located in the Spencer Hill area. Polly was the second child born into a family of five children – sister Helen, who passed away when she was six weeks old and sisters Sheryl and Lisa and a brother Cecil. Education of English and Russian languages was received at home which was taught to her by her father. When Polly was still a young girl, she worked in the fields of Grand Forks, on different farms that grew seed and vegetables. She also worked in the fruit orchards of the Okanagan Valley in the packing houses and canneries. In her younger years Polly loved music, she played a guitar while singing and also played an accordion at different youth gatherings. She also took part in the evening youth meetings, where she sang with her sister. In those days she belonged to a choir; which was under the directorship of Stepen N Petkov. Through her lifetime, starting when Polly was young she lived in the Okanagan Valley for 12 years, then for 20 years in Midway, B.C. and the remaining years in Grand Forks. She knew how to sew, crochet and do needlework. In the early fifties, Polly met a young lad named Larry Kimoff. They fell in love and on September 19, 1953 they were united in marriage. In Midway, they built themselves a home and started their family there. There they were blessed with four children, daughter Helen and three sons, Joe, Lawrance and Paul. Polly’s husband Larry worked a steady job and Polly stayed home to raise their family and look after their homestead. Together, they always had a big garden and grew many different vegetables from which their family benefited through summer and winter. Polly also liked to grow flowers. Their home was always surrounded with different greenery and beautiful flowers. Being a very hospitable and friendly lady, Polly always liked to have guests to entertain. No one left her house without tasting some of her good food. Polly was a member of the Union of Spiritual Communities of Christ and participated in its different activities. She belonged to the ladies group that made “lapsha” (noodles), and also belonged to the choir of Psalmist that participated at different meetings and funerals. Some four years ago, Polly’s health began to decline and in 2008, she was admitted into “Hardy View Lodge”, where on the evening of November 29, 2012, with her family by her side, Polly passed away. She was 83 years of age, just short two weeks of celebrating her 84th birthday. Polly was predeceased by her young sister; Helen, her parents, father Vasya and mother Ganya Zibin and her brother Cecil. She is survived by her husband Larry Kimoff, with whom she lived with for 59 years; her children, daughter Helen Kimoff (Ed Manuel) of Victoria, B.C.; and her sons, Joe (Carol) of North Vancouver, B.C. and Paul (Connie) of Grand Forks, B.C. She also leaves behind two sisters; Sherly Felker of Kamloops, B.C. and Lisa Hadikin (George) of Whitehorse, Yukon Territory. She is also survived by one grandson, Jessie and numerous other relatives and friends. Polly was a kind and devoted wife, mother and grandmother who tried to live a Christian way of life. Polly touched many hearts and will be deeply and sadly missed by all who knew her. We will always remember her as a quiet, gentle, loving and kind natured wife, mother, grandmother and friend. May God accept her soul into His heavenly kingdom and may she rest in peace! A traditional Russian Doukhobor funeral was held Tuesday, December 4, 2012 at the USCC Community Centre in Grand Forks, B.C. with a burial following at the USCC Sion Doukhobor Cemetery. Arrangements were entrusted to Everett Baker of Grand Forks funeral Home.

The City of Grand Forks invites applications for the following position: Deputy Corporate Secretary – (Exempt) A permanent, full-time position (40 hours per week) reporting to the Corporate Ofcer, which provides administrative support to the Chief Administrative Ofcer and the Corporate Ofcer. The incumbent is responsible for providing executive level secretarial and administrative assistance, and is required to have exceptional skills with respect to handling administrative details and exercising excellent judgement in dealing with appropriate protocols. The incumbent is required to exercise courtesy, tact and diplomacy in handling condential, non-routine information with the Mayor and Council, staff and the general public. The position can include frequent pressures of deadlines, a high work volume, and a high degree of attention to detail and mental concentration. The Incumbent will be responsible for proving excellence in customer service in providing assistance to community groups and their events. PREFERRED QUALIFICATIONS: 1. Post secondary education in a related eld. 2. Excellent interpersonal skills – must tactfully and professionally deal with various levels of government ofcials, members of the public and fellow employees. 3. Experience in public sector corporate administration, preferably in the municipal sector, is desirable. 4. Procient computer skills and strong working knowledge of Microsoft Ofce. 5. Excellent oral and written communication skills are necessary – ability to prepare reports, minutes and correspondence. Rate of Pay: $55,000 + per year depending on experience. Employee will be required to enter into an employment contract, setting out details of pay, vacation and benets entitlements. NOTICE OF PERMANENT CLOSURE AND REMOVAL OF HIGHWAY DEDICATION Whereas a municipality may, pursuant to the Community Charter amend its bylaws and reopen land dedicated as highway; Council for the City of Grand Forks intends to adopt Bylaw No. 1942, which proposes to close and remove the dedication of municipal road shown on Plans 17928, 29359 and KAP66795 and reopen that portion of Industrial Park Way closed by Bylaw No. 1931; and That title to the above-described portion of closed road be vested in the name of the Corporation of the City of Grand Forks.

THE CORPORATION OF THE CITY OF GRAND FORKS NOTICE OF YEAR 2013 REGULAR COUNCIL MEETINGS In accordance with Section 127 of the Community Charter, please take notice that the following is a listing of scheduled Regular Meetings of Council for the City of Grand Forks for the Year 2013.
Council intends to adopt Bylaw 1942 at their Regular Meeting to be held on Monday, December 17, 2012, beginning at 7:00 p.m. in Council Chambers at City Hall, 7217-4th Street. At that meeting persons who consider they are affected by the bylaw and wish to make representation to Council will be afforded an opportunity to be heard at this Regular Meeting, prior to Council Ànally adopting the bylaw. The proposed Bylaw may be inspected between the hours of 8:00 a.m. and 3:00 p.m., Tuesday through Friday (excluding holidays) until December 17, 2012, at the City Works Yard located at 130 Industrial Drive, Grand Forks, B.C.
