district directors for Metro Vancouver taxpayers to support in 2013. Extra directors were named Friday and the number of votes allocated to each municipality has also been adjusted based on population counts from the 2011 census. Fast-growing Surrey got a fifth Metro seat and appointed Coun. Barbara Steele; Vancouver got a seventh seat and named Coun. Kerry Jang; and Langley Township got a second seat, naming Coun. Bob Long. The increase boosts the total number of Metro directors from 37 to 40, including two from Abbotsford who vote only on regional parks matters. Also changed are the number of votes each director wields. Cities get one weighted vote for every 20,000 people, so lone directors representing tiny Belcarra, White Rock or Bowen Island get just one vote at the board, while the bigger cities have multiple directors with four or five votes each. Surrey’s five directors now hold a combined 24 votes (up four from 20) to reflect the city’s population of 468,000, while Vancouver, with a more modest population gain to 605,000, gained two votes (from 29 to 31) split among its seven directors. The two biggest cities Steele together now control 43 per cent of the votes. Five other cities gained a single additional vote each to reflect rising population – Burnaby’s three directors now have 12 votes, Richmond’s two directors have 10, Coquitlam’s two directors have seven votes, Langley Township has six and New Westminster’s lone director has four. Metro directors get paid $346 per board or committee meeting they attend – double that if it runs longer than four hours – plus other authorized travel costs, in addition to their regular pay as mayors or councillors. Typically, directors collect $10,000 to $20,000 a year from their Metro roles and taxpayers shelled out a total of $714,000 in meeting fees to directors in 2011. At Surrey’s request, Metro has asked the province to allow it to adjust board size and number of votes each year using population estimates rather than waiting five years for each new Census. Surrey, Delta school boards choose new leaders Laurae McNally and Dale Saip step down, Shawn Wilson and Laura Dixon are in by Sheila Reynolds AFTeR SeRvInG as chairperson for four years, Trustee Laurae McNally on Thursday handed the gavel to fellow Trustee Shawn Wilson, the new head of the Surrey Board of Education. McNally, who’s in her 29th year as a Surrey trustee, has been chair since 2008, although she also spent several years in the ‘80s and ‘90s leading the board. At Thursday’s public board meeting, she said she’s ready for a break from the role. “I just want to go out to schools and see students and teachers – that’s where my heart is,” said McNally. District Supt. Mike McKay lauded her for her “exemplary” leadership, as did her board colleagues. Wilson has been a board member since 1999 and previously served as chair from 2003 to

2007 and was vice-chair from 2000 to 2003 and 2008 to 2011. He was acclaimed as chairperson. Trustee Laurie Larsen was named the new vice-chair. The board of education chair and vice-chair are elected annually. Surrey trustees may not hold the office of chairperson for more than two consecutive terms, unless the board waves the
restriction, as they did with McNally over the past two years. The Delta Board of Education also acclaimed a new chair last week, with Trustee Laura Dixon taking over from Trustee Dale Saip, who spent the past four years at the position. Dixon has been a trustee for the past four years. While her fellow trustees bring a diverse array of political ideologies to the table, Dixon said an atmosphere of mutual respect and the ability to put what’s best for Delta students first allows the trustees to work together effectively. Outgoing chair Saip said the district is in good hands with Dixon at the reins. “I’m really happy for Laura... she’s going to do a great job leading this district,” he said. In July, Warren’s defence lawyer Mark Cacchioni said his client wanted to plead guilty earlier, but he advised her not to until he had fully reviewed the case. He said Warren was a criminology student and plans to spend her life making amends for what she has done. Warren gave the Kaulius family an apology letter, but Kassandra’s mom Markita said she can’t forgive Warren because her daughter is
not coming home. Prior to the start of sentencing Monday, Markita Kaulius thanked members of the media for keeping stories of impaired driving in the news. “There have been so many Canadian families impacted by the loss of their loved ones because of the actions of so many impaired drivers,” she said. “In Canada, there was 1,074 lives taken by impaired drivers in 2011 and 63,000 people were injured.”
The Kaulius family has been outspoken in pushing for stiffer penalties for drunk driving, including a minimum mandatory five-year jail sentence if someone is convicted of impaired driving causing death, and an automatic two-year driving suspension for an impaired driving conviction. As of Monday, it was uncertain whether the judge would deliver a sentence this week.

Fire chief: Concerns over safety

The new system – which also ends government production of medical pot – is expected to come at a sharply higher price for the nearly 26,000 users authorized to possess medical marijuana. Local authorities have argued most medical pot home growers are producing far more plants than they require, suggesting rampant abuse of the program by licensees selling into the illicit market. “The high value of marijuana on the illicit market increases the risk of home invasions,” Aglukkaq noted. “These production operations can also present fire and toxic mould hazards.” The Fire Chiefs Association of B.C. (FCABC) said the change will improve safety in neighbourhoods. “The fire service across Canada has been raising the alarm about the fire and safety risks associated with growing marijuana indoors for many years,” said FCABC President Len Garis, who is also Surrey’s fire chief. “We applaud the government for taking action.” Garis stressed that the fire service has never been concerned about the use of marijuana for medical purposes. “Our focus is on how medical marijuana is grown,”
he said. “The fact is, medical marijuana has typically been grown in a residential setting, which is not suitable or safe for growing marijuana.” Under the previous regulations, medical marijuana grow-ops operated without their local municipal government’s knowledge or approval, and were not subject to health, fire, building or plumbing inspections. Research indicates that both criminal and medical residential marijuana grow operations result in similar health, fire and safety hazards associated with unsafe electrical work, structural changes and excessive moisture. Taking marijuana production out of homes and into a licensed commercial environment is a step in the right direction, Garis said. The federal Ministry of Health said it intends to implement the system by March 31, 2014, at which point all current licences to possess or produce pot would expire. The government is holding a 75-day comment period for the public to give feedback on the proposal (at http://bit.ly/U4xtqi), which will end on Feb. 28, 2013. Tunnel replacement can’t come soon enough

W
ith the completion of the new Port Mann Bridge, the B.C. Liberal government should be looking for the next big infrastructure project to hang its hat on. And they need look no further than the replacement for the aging and obsolete George Massey Tunnel. The shortcomings of the tunnel are well-known to Deltans. It is more than a mere traffic bottleneck, it is an economic choke point. Delta is increasingly becoming an industrial hub for the Lower Mainland thanks to its geographic location, however areas such as Tilbury and Sunbury have been stunted by the constant gridlock on either end of the tunnel. A cable-stayed bridge similar to the new Port Mann Bridge would be an obvious choice to replace the tunnel, as its decommissioning would allow for larger ships to use the South Arm of the Fraser River. The increased industrial development that would come with a new bridge would provide local jobs and lighten the tax burden on residential rate payers. Tolling will be inevitable, and necessary, just as it was on the tunnel when it was completed in 1959. But a dollar or two per trip is a small price to pay compared to the money and time wasted while stuck idling in traffic during rush hour. The past decade has proven the provincial budget can handle large-scale infrastructure projects. The Port Mann, Golden Ears, and Pitt River bridges are just a few of the major transportation projects the B.C. Liberal government has found money for. Given the narrow margin in the previous provincial election that saw independent MLA Vicki Huntington take Delta-South by just 32 votes, it’s in the Liberals’ best interest to focus on this riding and make a strong commitment to completing this project as soon as possible. Currently, the concept is only in its infancy, with public consultations taking place this month. The provincial government has been down this road before. In 1991, 1995, and 2003, the province tabled reports recommending the tunnel’s capacity be expanded. But to date, those plans have not been put into action. There’s no question a new crossing will be a wise investment of tax dollars, given the importance in expediting trade and easing commuter congestion. However, if the B.C. Liberals want to convince Deltans they are serious about replacing the George Massey Tunnel, they need to get shovels in the ground before the May election. – Black Press

Get to know your neighbours re: “nOT everyone’s fit enough to
shovel,” The Leader, Dec. 6. As someone in the vanguard of letter writer Ms. Randle’s “baby boomers quickly catching up” with the aging population, I agree we should all eat nutritiously and exercise to remain healthy enough to be able to at least shovel snow well into our senior years. However, sadly, it is her dark point about the disintegration of society that caught my eye. What struck me most about Ms. Randle’s letter was the unfortunate fact that today we don’t even know our own neighbours. Growing up in the early 1950s in Kitsilano, my older brother and I, from as young as age six, were responsible for clearing snow from the front and back porch and sidewalks of our family home. We would then proceed to the public sidewalk in front of our house. But we did not stop there. We would continue next door to the Gorings’ – an elderly couple – and clear theirs. Then it was down the street to Mrs. Jenvey’s, and across the street to Mrs. Webster’s, both very elderly First World War widows. We were not the only kids in the neighbourhood who did this automatically. Perhaps it was all the Scout training we had or the fact we knew our neighbours. None of us accepted money for volunteering – although on a really cold night we might take a fresh-baked cookie or a small cup of hot cocoa offered. And we did this as often as needed until the snows passed. Ms. Randle’s letter suggests to me that we need to get to know our neighbours. Then, after doing our civic duty in front of our own property, do our duty for the elderly or disabled folk next door or down the block. If we have kids we need to teach them that social responsibility is taking care of our neighbours. And with childhood obesity sky-rocketing in Canada, we need to instruct those kids to get outside into the fresh air for some exercise. Now if only we can get the City of Surrey to enforce those business sidewalk-clearing bylaws. Perhaps the fine needs to be increased to pay for enforcement in these difficult budget-balancing times. Save a tree, use fewer envelopes
why dOes the City of Surrey mail out separate dog licence renewal letters to households with two or more dogs, instead of putting the renewal letters in a single envelope, saving the cost of one or more stamps? A stamp cost today is 61 cents, and there are thousands and thousands of people with two or more dogs in the city.
I feel like this is a complete waste of taxpayers’ money, is bad for the environment (envelopes), and the process should be corrected. I also don’t understand why the renewal request can’t just be sent to owners who have e-mail, but that is for another discussion. When I send my cheques back to the bylaw
office, I will be sending both renewal forms together in one envelope, thus doing my little part to save a tree and save myself the cost of a small coffee, or half of the toll across the Port Mann. Just makes sense to me.

re: “CiTy enters fight with cancer centre smokers,” The Leader, Dec. 13. I was at the B.C. Cancer Agency’s Fraser Valley Centre last week. Five people were smoking outside the entrance way. As usual, hospital security said nothing to the smokers, one of which was leaning on the nosmoking sign. Instead, they dedicated their time and effort towards getting myself and a photographer from The Leader off the grounds as quickly as possible. I was there to tell people about the hundreds of chemo patients I have met over a period of three years who have had to walk through a haze of cigarette smoke (as I have) to get to their chemo chair – only to walk through it again after the treatment. The only difference between three years ago and now is the smoking has increased to an out-of-control state. If you are a concerned citizen who is sympathetic towards the patients getting to their chemo chairs without walking past the smoke, please e-mail BylawComplaint@Surrey.ca. Nothing will be done without your support. Even though a new bylaw has been passed by Surrey council to fine smokers, due to a manpower shortage we can expect business as usual at the cancer centre. There is no doubt in my mind six months from now we can expect 50 to 75 people per day smoking in the same area.

SMH ‘saved my life’ Don’t ban wood fires On Tuesday, Nov. 27, after two
weeks of excruciating pain and missed work, I was admitted to Surrey Memorial Hospital’s makeshift emergency department (during the flood). I was rolled in on a stretcher and set to the side as there was nowhere else for me to go. By then, my pain and illness had leeched away my will to live, despite that I am a 38-yearold woman with a loving husband, three amazing children, a job I love, and so much to live for. I think, in those moments, I had resigned myself to the fact that I was dying. But the head nurse in charge saw things differently. He wasted no time in getting me attended to, and I was rushed in for a CT scan. His efforts saved my life. I was immediately booked for
emergency surgery. In the hours that followed, another nurse stayed by my side every second, speaking kindly, advocating for pain medications, and listening to what I had to say. I felt cared for and supported. I felt hope. My surgeon was equally incredible. Those three people saved my life. The rest of my stay at Surrey Memorial continued the same. The nurses and doctors seemed to genuinely care about my physical and mental health. I am truly grateful for the dedicated, skilled professionals at Surrey Memorial Hospital. You are saving lives. You saved my life. And I thank you from the bottom of my heart.
LeTTer wriTer J. Ralph is correct, “If smoke from someone else’s property invades my space I should be able to report it and have the fireplace shut down” (“Burning argument, The Leader, Dec. 6). Smoke, usually from an open fireplace or non-EPA approved appliance, can and should be treated in the same way other actions not up to community standards are treated. You would not hesitate to contact the authourities if your neighbour was responsible for excess noise at 2 a.m. You should also be able to contact the authorities if your neighbour subjects you to the smell of an inefficient smouldering fire. Metro Vancouver offers a $250 exchange program when replacing an uncertified wood burning appliance with a qualifying woodburning appliance. As an advocate of the use of an EPA-approved wood burning appliance, city officials should act on a citizen’s complaint concerning others burning “household garbage and kitchen waste” and using non-qualifying wood burning appliance conforming with community standards. The answer is not to ban all wood fires, and penalizing those who act responsibly.

crime in the neighbourhood. The city has just posted its rebuttal to the concerns online. “It seems counterintuitive but the actual experience on existing greenways in Surrey and throughout North America does not support this concern,” a planning report posted on the city’s website states. “In fact, the construction of greenways, trails and pathways generates use by community members who are on the path for legitimate reasons. Although unsavory activities may occur anywhere at any time, there appears to be no correlation between greenway routes and crime or bad behaviour.” The Surrey RCMP, city staff say, have backed up that claim. Another issue raised at the public information session involved the environment. The proposed pathway will cross at least two creeks that feed the salmon-bearing Serpentine River. The city says in its response that it will take every measure to mitigate any damage from the pathway’s creation. “Where impacts cannot be avoided at greenway creek crossings, the city will undertake mitigation procedures to compensate for the impacts on riparian areas,” the staff response says. Fleetwood resident Leanne Husdon Hopkins told The Leader in October she and fellow residents also fear an influx of graffiti. Surrey staff say graffiti will be less likely if the path is built and the area is well travelled. “The development of a greenway path in the corridor will increase the number of eyes on the area and improve surveillance. Someone standing to the side of the pathway will seem unusual. It is anticipated that graffiti will not increase and may, in fact, become less prevalent than it is today,” the staff report says. The Fleetwood pathway is one small portion of a large greenway master plan which will connect parks and greenspaces with pathways throughout the city. The city has already built 75 kilometres of the 350 kilometres of planned greenways throughout Surrey. See UPDATES / Page 9

I loved my AIC experience. Nothing could explain the joy I had when I received the news I had been nominated by my high school to go to Ottawa for a week, where I had the best time enjoying and exploring the nation’s capital. Together with other students from across Canada we were taken care of by the Rotary club of Ottawa. We visited many places and sat in the parliament and witnessed the citizenship ceremony for new Canadians . After returning to BC, I had another trip to Victoria. We toured the magnificent Legislature, met with the speaker, and other MLAs, and to watch them debate one another. Big Rigs BRighten up ChildRen’s smiles Holiday spirit was in full force as families braved the rain to enjoy the Central City Big Rigs for Kids on Sunday, December 2nd at Holland Park. The annual event supports two local charities. The band, Drift Away performed a variety of music and had the audience dancing in front of the stage while they waited for hot chocolate from the North Surrey Lions Club. There were lots of smiles as the children visited with Santa and Mrs. Claus and had their faces painted.

cent – flows out of the region, attracted by dumping costs that are roughly one-third lower. That deprives Metro of about $5.3 million a year in lost fees, but officials fear that without regulation more and more haulers will also send waste out of Metro and the trickle of outbound trash will grow to a flood. “The dollars are very large and the implications are very significant,” said Richmond Mayor Malcolm Brodie, who chairs Metro’s zero waste committee. Households on municipal garbage pickup would face much higher garbage and recycling costs if there’s an exodus of many other users who would no longer share the burden of the regional system. Brodie said it would also threaten Metro’s abiity to meet its provincially mandated goal of diverting 70 per cent of waste by 2015. “We’re losing revenue which is needed for those programs,” he said, adding Metro has “some very ambitious goals we need to reach.” Garbage that heads out of the region isn’t subject to Metro’s disposal bans that aim to ensure many recyclable materials aren’t dumped. Brodie said Metro also has differential tipping fees that are much lower for organics and other recyclables as an incentive to promote diversion. He said contractors won’t be driven out of business – they’ll haul as usual but will all be required to use Metro transfer sites and pay Metro fees. Metro’s regulation would only target business and multi-family building waste – not construction and demolition waste generated by the development industry. Hochstein rejected Metro concerns that out-of-region hauling threatens to cripple the recycling system and said the rising costs are tied to Metro’s determination to build a new waste-toenergy plant. “They’re trying to create an economic model to justify a $400-million investment in an incinerator,” he said. “It’s an unelected government trying to create a rationale for it to exist at the expense of private sector contractors and private clients.” He said Metro should keep sending waste to the Cache Creek landfill.

T
he first few times Sherrilynn Poulton went driving with her husband Chris after he returned from a yearlong tour of duty with the Canadian military in Afghanistan, she kept her right foot poised over a phantom brake pedal in the car’s passenger side. After all, Western rules of the road don’t apply in a war zone and there was no telling what bad habits Chris picked up dodging potholes and land mines on dusty goat tracks. That’s just one of the myriad adjustments military families face when a loved one returns from active duty.
To help ease that transition, Sears Canada has launched a special Christmas ornament in support of Canada’s military community and their families. All proceeds from sales of the ornament at the department store’s 118 Canadian outlets – including Sears in Guildford –go to the Military Families Fund which helps soldiers and their loved ones with rehabilitation, educational and financial assistance. “We are pleased to support the Military Families Fund which provides ongoing assistance to our troops and their families,” said Lisa Phelan, the manager of the Sears store at Brentwood Town Centre in Burnaby, where the ornament was unveiled last Tuesday (Dec. 11).
It’s not easy for soldiers to tend to the mundane tasks of civilian life when they’ve been obeying orders, speaking military jargon and just trying to stay alive for the past 12 months, said Nancy Szastkiw, a family liaison officer with the BC Military Family Resource Centre. After living every day in fatigues, it can be tough to shop for regular street clothes. Even telling time on a 12-hour clock rather than the military’s 24-hour clock can be a challenge. It’s especially difficult in the first month after a soldier’s return, said Szastkiw. “All of them have symptoms like sleep disorders, intestinal disorders. We ask people not to panic.” While technology made the year-long absence of Sherrilynn Poulton’s husband less
arduous, as they were able to stay in touch with daily video chats over Skype, having him back in the house was a bit of a jolt. She and their nine-year-old son Liam had developed their own routine. “Life changes when he comes home,” said Sherrilynn, whose family were special guests at the ornament’s launch. “The challenges change day to day. There’s a cultural shock, we have to be patient getting readjusted.” But after missing Chris last Christmas as he began his tour, she said she’s thrilled to be able to celebrate the holiday with him at home this year. Answering Canada’s call Richardson earns national camp invite by Nick Greenizan It was a good news,
bad news week for White Rock soccer player Jenna Richardson. First, the positive. Last week, the 20-year-old former Semiahmoo Soccer Club member was one of 27 players invited to a Canadian women’s national team year-end training and assessment camp, which began Wednesday in Vancouver and runs until Dec. 20. And nine of the 27 invitees, Richardson included, were called upon from Canada’s under-20 and under17 programs, in an effort to focus on the team’s future, which includes the 2015 Women’s World Cup and the 2016 Summer Olympics in Rio de
Janeiro. “The camp will have our Olympians as well as some new players looking to stake a claim to be part of our four-year plan,” national team head coach John Herdman, a Surrey resident, said in a release last week. “With a break given to our Olympic players (who) went straight into a pro or college season, or (who) are presently recovering from injury, it has opened the door to identify new and past players from our national program.” Canada’s national side is coming off its best-ever international showing: a bronze medal at the 2012 Summer Olympics in London. Twelve players from that team will be at the camp,
while six more camp attendees have previous experience with the country’s ‘A’ squad. Richardson, who recently completed her junior season playing at Oregon State University, has plenty of experience wearing the maple leaf herself, having been a member of Canada’ silver-medal winning team at the CONCACAF Under-20 women’s championships last spring, and Canada’s under-20 team at the Women’s World Cup in Japan last August. She’s also had success at the NCAA level; at Oregon State this past season, Richardson scored seven goals in 16 games. “I’m excited. And it gives me confidence knowing I’ve played for Canada already

at the under-20 level, but the jump from under-20 to the ‘A’ team is a pretty big one,” Richardson said Wednesday. The good news of the national camp invite was tempered, however, by news that Richardson is – for now, at least – without a summer-league team, after her former club, the Vancouver Whitecaps, announced last week that they will not field a team in the 2013 W-League. Instead, the ‘Caps will explore “additional development opportunities” according to a team release. “It’s disappointing, and we were all surprised initially,” Richardson said. “But someone with the Whitecaps reached out to us beforehand, so hopefully (the decision) benefits us all down the road.” A new eight-team U.S.-based women’s pro league is set to begin play in the spring, but for players like Richardson – who have to maintain college eligibility – a professional circuit isn’t an option. There is still a W-League team in Victoria, as well as a handful located in Eastern Canada. “I’m in school until June, and then have to be back in Oregon in August, so it’s not the end of the world if I don’t play (this summer),” Richardson explained. “But if I do want to, it’s nice that I’d only be a ferry ride away.”

Canada brass two weeks ago was one very much welcomed by Cloverdale’s Tyler Wotherspoon. He was only too happy not to get a second call Thursday afternoon in Calgary. Wotherspoon was one of 31 players named to the Hockey Canada Junior Team Selection Camp, and for a few anxious moments after a practice and three exhibition games, he along with the other players at the tryout in Calgary were in their hotel rooms waiting to see if their phone would ring. Only players getting cut would receive the call, and be sent back to their Major Junior teams. The rest were herded downstairs by the coaching staff, for their first official gathering as Team Canada.

He was one of two players from Cloverdale at the camp. Goaltender Laurent Brossoit of the Edmonton Oil Kings was also in Calgary, but was one of the players cut Thursday evening. The two have a history of playing together, and were hoping to be teammates again in Ufa. They spent their years at the rep level with Cloverdale Minor Hockey on Pee Wee and Bantam AAA teams, then were teammates on the 2008-09 Valley West Hawks Major Midget squad. “It was heartbreaking to see him get cut,” Wotherspoon said. “We’ve been through so much together. He played so well (this week).” Canada is grouped with Russia, the United States, Slovakia and Germany in Pool B at the WJC. The top three teams in each of two pools advance to the playoff round. The four pre-tournament games (two in Finland, two in Russia), four round robin games and all playoff contests will be televised live on TSN.
