Trish Dehnel, community energy officer, and Dale Littlejohn (via phone), executive director, Community Energy Association, gave a presentation at Monday’s Castlegar city council meeting outlining the city’s commitment to being part of CNK (Carbon Neutral Kootenays). The slideshow pointed out that Castlegar signed on to the voluntary climate action charter several years ago committing, among other things, to be carbon neutral in its operation by 2012. “We’re here to talk about the Carbon Neutral Kootenay project and to help Castlegar understand the Measure-ActLead of the project,” said Dehnel. “They’ve been measuring their emissions, they’ve been acting by doing things to reduce both their energy consumption and greenhouse gas emissions, and the next step is to lead by being carbon neutral as per their commitment.” In 2010, Castle-

gar had 499 tonnes of greenhouse gas emissions. The city can purchase offsets from Pacific Carbon Trust at $25/tonne, or, as recommended by CNK, purchase locally created offsets in the Darkwoods forest conservation project, which is located between Nelson and Creston. “We are talking about a joint procurement to purchase offsets through the Darkwoods project at probably about $15/ tonne,” said Dehnel. “It would be a cheaper option to purchase offsets and therefore become carbon neutral. We know it’s unrealistic in our society to completely be zero, so what you’re doing is you purchase offsets to assist other parts of the world and other communities to re-

duce their emissions.” Dehnel praised the local effort. “Castlegar has done some really great things,” she said. “The new city hall has reduced emissions; they’re really working on their fleet; they’ve put in LED streetlights.” Castlegar mayor Lawrence Chernoff says its a great project that the city is glad to get behind. “We’re involved with climate change with all the little things we do in the community,” he said. “This is all part and parcel to becoming carbon neutral. Really, there is no cost because the care grant fits in there and it balances out. The idea is we’ll be carbon neutral as of 2012 once we pay those offsets. It’s a great program. It’s great to see the Darkwoods project emerge. Before, everything went to Pacific Carbon Trust and really just disappeared. It’s really about helping out locally. Now we’re looking at – is there are projects even more local that we can be involved with.”

The Ministry of Transportation has completed work on the Minto Road and Columbia Avenue (Highway 22) intersection by The Brick and Trowelex. The project began on Oct. 9 and cost approximately $1.9 million. Kevin Chernoff, Castlegar city councillor and manager of Trowelex, is pleased to see the work done but is concerned about the lack of signage. “They finished about three to four weeks ago,” he said.

“They’ve introduced a dedicated left hand turn lane if you’re coming from Trail to make it a little safer as you’re turning onto Minto Road. My complaint is the signage after the project was finished.” Chernoff would like to see more signs in the area to alert drivers about the new changes to the traffic patterns. “They have installed a few more signs in the past three or four days, but still have some work to come,” he said this week. “People seem to be confused with the

In fact, I’ve had a few anonymous phone calls from people complaining about coming out of Blueberry and different issues like that.” Chernoff said Ministry of Transportation representatives had told him they would meet Wednesday (Dec. 19) and discuss the issue.

Festive frenzy holds its charm Pressure can only get to us if we let it. When we’re in control it’s actually fun! The most common kind of pressure in a benign environment like the one we’re lucky enough to live in, this week, at least, is the list of gifts and social functions many are busy trying to complete. But we come out ahead if all entries get checked off, and if not, the sun will still rise tomorrow. One thing we won’t have to worry about this time is the postcardperfect scenery. The best thing about Christmas is that it’s not just the king of all spending opportunities. The gift-giving, commercial aspect is not likely to change anytime soon, but it’s not hard to see past the “blowouts” to what is truly rewarding, if a person only tries. What’s good is the way people are more likely to treat each other at this time of year... to express best wishes, and maybe even do an extra good deed or two for their neighbours, or complete strangers. History tells us that anything can happen to anyone at anytime in this world, and all we can do is take the most basic precautions. But during the month of December there is a definite air of compassion present. Whatever a person’s personal beliefs, they can notice and take part in that pool of human kindness. Nutcracker, not suite Over the years, many people have enjoyed the “Nutcracker Suite.” They’ve been entranced by the magnificent settings, the elegant 19th Century costumes, and the splendid music. And each year, thousands more head to opera houses and theatres to view Tchaikovsky’s musical ballet composed in 1892. I have watched this classic both as a ballet on stage and as an ice-dance routine. Usually, the ballet is performed just before Christmas because the opening scene is a Christmas tableau with the children waiting for their gifts. I became interested in this musical again because we have a large music box that plays pieces from Tchaikovsky’s composition. Along with the music, a curtain in the front opens to let us into the music hall, and as the music continues, we are introduced to four sets from the ballet itself. Initially, as the curtains open, we view the drawing room with Marie holding the wooden nutcracker doll. Her brother Fritz is riding a mobile wooden horse, and Godfather Drosselmeir with a black-patch over one eye is observing. Behind the staircase, a large mouse moves into view and then disappears. It’s interesting that this music box—

about 12 inches by 12 inches by 12 inches—is actually a mechanical device that moves the characters about. There are four revolving set scenes, many of them with dancers against various exotic backgrounds. My grandchildren are enthralled by this remarkable music box. One of them actually wanted to know the story. So we went looking for the book called “The Nutcracker Suite.” Lo and behold, we couldn’t find a book with that title. We did, however, find several children’s books called “The Nutcracker.” It turns out that “The Nutcracker and the Mouse King” was a long story published in 1816 by a German fantasy writer, E. T. A. Hoffmann. A gentler version of this story was written by Alexander Dumas Pere in 1844. The original “Nutcracker” ballet company used two parts of this story from Dumas, and Tchaikovsky was chosen to compose the music. The original story by Hoffmann is a little more graphic than the ballet and its music show us. Godfather Drosselmeir, both a judge and a clever toymaker, is perceived by seven-year-old Marie to be both a wonderful figure and a malevolent force. Marie and her brother Fritz often quarrel, especially when he breaks the nutcracker doll’s

teeth. The first part of the story occurs as a dream that Marie has. She has been allowed to stay downstairs after the others have gone to bed, and when she falls asleep, she breaks the cupboard glass where her brother’s soldiers are stored. In this sequence, hundreds of mice appear in battle gear along with the king of mice with its seven heads. Marie is terrified, but to the rescue comes the nutcracker doll and many toy soldiers, and a horrendous battle ensues with parts dismembered and legs chewed off. When the mice seem to have control, Marie tosses her slipper at the mouse-king, and all the mice instantly disappear. Marie wakes up in bed, and her mother tells her she found Marie at midnight on the floor surrounded by a mess of toys. Hoffmann as story teller makes sure we know the mice and toy soldier battles are fantasy, but to Marie, it’s completely real. Several scenes in the story are not picked up by the ballet, but eventually the story moves into the set pieces we identify with “The Nutcracker Suite.” A magical marzipan castle, Candytown, and a prince charming complete the story, and though Marie wakes again to ordinary life, she is overwhelmed with the memory.

My letter was not a one-sided opinion, of an opinion, based only upon one web site. At the bottom of my letter, there was a list of four different authorities that have studied and questioned the effectiveness of the DARE program. Looking at multiple websites on this topic, the reason for the criticism becomes evident. Our present drug education program, that is based on the 50-year-old drug prohibition policy, is not succeeding to provide enough reasonable science-based information to prepare the majority of young people for the challenge of growing up and living in our modern drug saturated society. It has been noted by some critics that the present DARE program presents misinformation from a one-sided viewpoint about the dangers of drugs, with the result of creating

Also try taking your blood pressure in both arms each time. Sometimes, varying pressures in each arm could indicate the beginning of blood vessel disease. There has been research done on a male contraceptive product. It is a gel to be applied to the skin and results are good. There seems to be a market for the product but the pharmaceutical companies aren’t that excited about it. A simple symptom like dry mouth can cause problems. Beside discomfort, it can contribute to tooth and gum disease. It can accompany some diseases like Alzheimer’s, diabetes, hypertension and Parkinson’s disease. Some aids to dry mouth include keeping body hydration up, breathing in through nose more than mouth, quitting smoking and using a fluoride tooth paste. New Chamber of Commerce executive director Tammy Verigin-Burk was officially introduced on Thursday (Dec. 13) at the chamber AGM and open house holiday mixer. After a lengthy search following the resignation of Pam McLeod, VeriginBurk was hired in late-November and is now firmly ensconced, overseeing the chamber and working closely with the board of directors. “I am absolutely loving it,” she said. “I’m a born and raised Castlegar girl, so I’ve always had a passion for Castlegar. So I’m very happy to be in this position and focussing on one community and the needs of that community.” Before accepting the job, Veri-

When the job was posted again, I decided I would look into the position and find out the direction they were going in and to see whether it would be a fit for me. I was always looking at expanding on my personal work experiences. And so I

chamber can support them in some of their goals.” Verigin-Burk says there are several challenges facing local businesses but she expects things to pick up in 2013. “Some of the challenges have been the new cross border shopping regulations,” she said. “and just the downturn in the economy was a challenge for local business from my understanding.” It’s important for chamber members to know what the benefits of being a chamber member are, says Verigin-Burk. “We’re also going to be looking into the evening transportation challenges,” she said. “With that we’ll be working with the business community to come up with a plan of action. We’ll be looking at a meeting sometime near the end of January.”

Community/Employment Increased tuition support for unemployed British Columbians

For people living in Castlegar and surrounding area who are looking for work, Kootenay Career Development Society/ Work BC has some good news. The B.C. Government has announced an increase in the tuition cap for eligible unemployed British Columbians access-

ing skills training through the Employment Program of B.C. That means job seekers accessing services through the Kootenay Career Development Society/ WorkBC Employment Services Centre at 1020 Columbia Avenue in Castlegar may now be eligible for up to a maximum of $7,500 in tuition

funding for skills training. Previously, tuition support was capped at $4,000. This change in the tuition cap will give people in this community who are looking for work a better opportunity to develop and upgrade their skills. We’re committed to working with our clients to make sure they have the sup-

port and skills they need to find jobs and take advantage of identified labour market needs – that’s ‘economic-speak’ for where the jobs are. Popular training options such as truck driving, health care aid, human services, and trades are likely to be more accessible due to the additional flexibility around levels of tuition sup-

port. The Employment Program of B.C., launched in April 2012, is designed to offer a full suite of employment programs to all eligible unemployed British Columbians, including specialized populations, while ensuring quick and easy access through a single door. In all our communities,

Robson church bustling SUBMITTED

In our world of crass consumerism, Christmas celebrations that bring people together in ways that build bridges and support our local community culture are a breath of fresh air. This is what you find at the Robson Community Memorial Church. Recently the church celebrated the dedication of the beautiful new addition of a kitchen and wheelchair accessible bathrooms, funded in good part by Columbia Basin Trust. Built in 1907, the community church has hosted many church services, weddings, funerals meetings, and celebrations through the years. Age and use had left the church ready for a building face-lift. It received just that with the recent renovations. The church is open for rentals, and there has been a funeral hosted there just recently. Also, the church opened once again for church services as of December

8. Services are now held every Saturday at 10 a.m., with coffee/tea and muffins being offered one half hour before services. After services there is a pot luck event at 12:30 p.m.

Corix Utilities has been contracted by the City of Castlegar to install residential water meters in every residence within the City of Castlegar boundary. All residents in the South Castlegar area (South of the railroad tracks by Safeway) must call the Corix Call Center and arrange for the free install of a residential water meter before December 31st, 2012. Should a resident choose not to arrange for Corix to install a residential water meter in their residence free of charge before the December 31st, 2012 deadline, they will be deemed to have refused the free water meter install and will therefore be responsible for full installation costs should they decide to get a water meter at a later date. Usage based billing will commence in early 2014 when the rates are set. Those residences that chose not to install a residential meter will continue to be billed on the flat rate system. So right now the public is not getting a full picture of the financial crisis the board is in.” Davidoff says that even though teachers and support staff will be directly impacted by any budget cuts or school closures, they have not been included in the budget process. “We’ve always been included in the past,” he said. “So at a time when the board is facing its most severe fiscal crisis – last year $1.5 million and now an additional $1.75 million in budget cuts – that represents almost 10 per cent of the entire school district budget. For the first time since any of us can remember, neither CUPE, DPAC or KCTU are included in the full budget review deliberations. The budget review committee doesn’t exist any longer.”

With the decision to shut down Castlegar Primary and Rossland Secondary imminent, Kootenay-C olumbia Teacher’s Union (KCTU) president Andy Davidoff says the teachers as well as CUPE members and the District Parent Advisory Group (DPAC) are being left out of the process. Davidoff sent a letter to school district #20 board chair Darrel Ganzert on Dec. 11, stating their displeasure. “We were insulted by the fact that the board believed it was ‘respectful’ to vote to meet with parent groups of the up to seven schools that may be impacted, but did not choose to include any employee groups that will be profoundly impacted at the same sites in its long-debated motion,” said Davidoff

“What we are asking for – even if they close RSS and Castlegar Primary completely – is going to generate $625,000 a year in savings for the board. That’s if they close them completely. We’re not advocating school closures. If they don’t close them, the savings will be a lot less. Depending on the scenarios they adopt, we’re still looking anywhere from a $1.125 million to a $1.5 million deficit. What we ask the board to do, is to lay out specifically a parallel set of documents, what would occur and what cuts they’re going to be making, in addition to any school closure or reconfiguration savings so the public is fully aware of the budgetary difficulties the board is facing. If they have to cut an additional $1.5 million, that could mean 30 CUPE lay-offs; it could mean up to 20 teacher lay-offs. And

Decorating homes and businesses is a long standing tradition around the holiday season. Unfortunately, these same decorations may increase your chances of fire. Based on data from the National Fire Protection Association, an estimated 240 home fires involving Christmas trees and another 150 home fires involving holiday lights and other decorative lighting occur each year. By following a few simple fire safety tips you can keep electric lights, extension cords and power bars, candles, and the ever popular Christmas tree from creating tragedy. Christmas Trees: Keep the tree watered if it’s a natural tree. Select fresh trees. Check by bouncing the tree trunk on the ground. If needles fall off the tree, it is probably old and a potential fire hazard. Holiday Lights & Electrical: Maintain and inspect your lights for frayed wires, bare spots, broken or cracked sockets, excessive kinking or wear before using. Do not overload electrical sockets or power bars. Look for CSA labeling on products which mean they have been held up to Canadian Standards Assoc testing. Use timers when possible to limit your usage of lights. Candle Care : Never leave a burning candle Unattended. Consider using battery operated flameless candles. If you do light candles make sure they are in stable holders and place them where they cannot be easily knocked down. Never put lit candles on a Christmas Tree. Lastly Smoke Detectors save lives. Please ensure you have some in your house and remember to change the batteries. It is a good idea to change them semi-annually. E.G. Daylight Savings is a good time. Balanced attack for Rebels in lopsided win over GF Craig Lindsay Castlegar News Reporter

The Castlegar Rebels picked up goals from six different players as they crushed Grand Forks 6-1 in their last home game before the Christmas break. “We realized we were struggling early in the game and we had to pick it up,” said Rebels’ forward Diego Bartlett. “Grand Forks is a team you can’t underestimate these days. They come strong every time and are doing a lot better. We knew playing Nelson tonight (Wednesday), we couldn’t take a night off.” The game was close early, with Darren Medeiros opening the scoring for the Rebels with a booming slap shot from just over the blue line at 13:07 of the first period. Jakob Jeske tied the game for the Border Bears shortly after with a nice deke at 12:06 of the first. Rebels’ veteran forward Kody Disher got the game winner with a one timer off a great feed from Aaron Petten at 3:12 of the first period. Bryan Lubin scored the only goal of the second period, scoring a power play marker to put the Rebs up 3-1. Castlegar put the game away in the third with goals from Brenden Heinrich, Diego Bartlett and Dylan Bowerman all scoring. Connor Beauchamp picked up the win in goal for Castlegar,

stopping 19 shots. “We’ve been playing well lately,” said Bartlett. “We knew we had to play hard and not slack off. We want to keep up our momentum heading into Nelson.” On the weekend, Castlegar fell to Beaver Valley 5-3 in Fruitvale, and tied Golden at home 5-5. In Fruitvale Friday night against the surging Nitehawks, the Rebs lost after giving up a 2-0 lead. “It’s a tough rink to play in,” said Bartlett. “They’re a good division rival and they’re really playing a lot better.” Darren Medeiros opened the scoring up at 11:01 of the first period for the Rebels, assisted by Aaron Petten and goalie Connor Beauchamp. Brendan Heinrich less than a minute later to put the Rebs up 2-zip, assisted by Matt Reed and Bryan Lubin.

The SHSS junior and senior girls basketball team will be on hand at Castlegar Safeway on Saturday from 10 a.m. until 1 p.m. “We’ll be out spreading Christmas cheer at Safeway and asking for support for our Shoot-A-thon,” said Kim Matson. “We’re fortunate to have Scotiabank offer to match every dollar raised by the Bulldog players.” The teams are raising the money to help off-set the costs of travelling to tournaments this year.

The second annual Christmas Classic charity hockey game is going December 22 at 8 p.m. at the Castlegar Community Complex. Local recording artist Shawn Hook is playing in the game and singing the national anthem. The guest referee is former NHL player and Nelson native Pat Price. Price, a solid two way defender, played 15 seasons in the league

mostly with Quebec, New York Islanders and Pittsburgh Penguins. “This is a local event I’m putting on to raise money for minor hockey and get some nonperishable items for the food bank,” said organizer Bergen Price. Admission to the game is free but people are urged to bring something for the food bank and a donation for minor hockey. There is also a free shuttle bus to the Element Club Bar and Grill.

Anne Osachoff Anne Osachoff, 75, left us on December 15, 2012 passing peacefully in her sleep in Calgary, Alberta. Anne was born August 19, 1937 in Slocan Park to Anne and William Osachoff. Anne was an active and vibrant member of the community with her hairdressing, love of gardening and sharing beloved recipes. The love for her family was shown in everything she did. She is survived by her sisters Rose and Helen, her daughter Brenda, and her two grandchildren Jami and Dylan. Maria Conçeicao Teixeira With sad hearts the family of Maria Conceicao of Castlegar wishes to announce her passing at Talarico Place Care Centre, on Monday, December 10, 2012, blessed with 90 years of life. Maria was born in Rosario Lagao, São Miguel, Azores, Portugal on December 2, 1922, to parents Antonia and Manuel Misturada. She enjoyed knitting, crocheting, cooking and visiting with family and friends. She loved travelling with her family, visiting her nephew in Vancouver and attending the Portuguese Social Centre. Maria also loved animals. She was predeceased by her loving husband José Costa Teixeira in 1989, one sister and two brothers. Left to mourn her loss is her son Manuel O. (Joana) Costa; granddaughters Julie Costa (Paul) Semenoff and Cecilia Costa (Tom Tjader) Olinger; greatgrandson Brendan Olinger; sister-in-law Maria (Tony) Silva and many nieces and nephews. Vigil Prayers were at St. Rita’s Catholic Church on Thursday, December 13, 2012 and Mass of Christian Burial at St. Rita’s Catholic Church was celebrated by Father David John on Friday, December 14, 2012, followed by interment in Park Memorial Cemetery. Arrangements were in care of Castlegar Funeral Chapel. Marciano “Mark” Infanti Sadly the family of Marciano “Mark” Infanti of Castlegar wishes to announce his passing at Castleview Care Centre on Wednesday, December 5, 2012, blessed with 91 years of life. For Mark’s last few days on this earth, his family constantly stayed at this side. Mark was born in Bagnarola, PN, Italy on May 10, 1921 to parents Elena and Giovanni Infanti. He immigrated to Canada, where he married Guiseppina Tisiot and they raised a family. Mark worked at Cominco for 31 years. He enjoyed gardening, fishing, hunting and watching hockey and Italian soccer. Mark loved spending time with his family, especially his grandchildren and his great-grandchildren. They always put a smile on his face. He was predeceased by his loving wife Guiseppina and an infant son Giovanni. Left to mourn his loss are sons George Infanti and Renato (Pam) Infanti; daughter Loretta (Mickey) Read; grandchildren Jenna (Richard) Brewer, Melissa (Ken) Esovoloff, Mike (Alyssa) Read, Gordon (Cat) Infanti and Linda (Richard) Bailey; great-grandchildren Jacob and Jaxen Brewer, Owen and Ella Esovoloff, Lucas and Nicolas Bailey and Maliya Infanti and many nieces and nephews in Canada and Italy. Mt. Sentinel gets past SHSS in girls hoops

The Mount Sentinel Wildcats senior girls basketball team from South Slocan defeated the Stanley Humphries Secondary School 36-20 in West Kootenay league action on Thursday, Dec. 13, at SHSS in Castlegar. Sentinel relied on strong play from guards Zahra Askary and Sian Nielsen to pick up the win. Kelsey Matson led the Bulldogs with 10 points and 11 rebounds and also picked up a couple of key blocks. “Mount Sentinel shot the ball very well,” said SHSS coach Kim Matson. “I thought we
