Few mayors back fresh push for a regional police force

Natasha Warren and a supporter leave Surrey Provincial Court. Warren will be sentenced in the death of Kassandra Kaulius on Dec. 28. Below are Kassandra’s parents Markita and Victor Kaulius.

Dianne Watts wants reform of integrated units by Jeff Nagel SOME METRO Vancouver mayors

say they’d welcome reform of regional police services but few are endorsing the idea of fully switching to a regional force from the current patchwork of municipal police and RCMP detachments. Vancouver Mayor Gregor Robertson issued a statement supporting Missing Women Inquiry commissioner Wally Oppal’s call Monday for a regional force (see story, page 17), saying it’s “crucial” to improving public safety and policing in the region. Surrey Mayor Dianne Watts, however, wants to improve the Dianne Watts current system of integrated policing units that pool resources across the region, adding that could go as far as a regional services force, but not at the expense of independent local control. “If you solely go to a regional force, what happens is all the police are pulled out of a variety of communities to deal with an issue,” Watts said. “You’re leaving your community very scantily policed.”

‘I would trade places with her,’ killer driver tells court

Natasha Warren to be sentenced after Christmas in death of Kassandra Kaulius by Sheila Reynolds THE WOMAN who was drunk at the wheel of the van that sped through a red light and crashed into Surrey’s Kassandra Kaulius last year apologized in court Tuesday morning, saying words couldn’t express how sorry she was for causing the 22-year-old’s death. “If I could take it back, I would trade places with her in a second,” said Natasha Warren, 35, facing the judge in Surrey Provincial Court. “Please don’t drink and drive,” she said, vowing to speak to youth about her experience. “It hurts so many people.”

Tuesday was the second day of Warren’s sentencing hearing. In July, she pleaded guilty to dangerous driving causing death, impaired driving causing death, and failure to stop at an accident causing bodily harm. The Crown is seeking a three-and-a-halfyear federal jail term, plus a five-year driving prohibition after her sentence concludes. The defence wants a jail sentence of just over two years (25 months), plus a five-year driving ban. On Monday, the courtroom was highly emotional as members of the Kaulius family read victim impact statements throughout the day. See TEXT MESSAGE / Page 3

Former Surrey planner in court Akonyu Akolo facing charges related to missing city funds by Kevin Diakiw A former planner with the City of Surrey

was expected to be back in court again today (Thursday) to face charges related to missing city funds. Akonyu Geoffrey Akolo became the subject of a police investigation April 15, 2010 after it was discovered money had gone missing from city hall. Akolo has been charged with five counts in relation to the missing funds, but the details of the charges are covered by a publication ban. Akolo, a 47-year-old Ugandan with a masters degree in planning from UBC, was in charge of area planning and development for South Surrey. Akonyu Akolo

He appeared briefly in court on Monday where he sat with his arms crossed and looked relaxed. He was expected to be back in court Thursday. The details of Monday’s hearing is subject to a publication ban. Akolo is also being sued by the city over the missing funds. None of the allegations have been proven in court. He asserts his innocence in the statement of defence in the civil suit. “I did not take any bribes from any body (sic) nor exploit my authority or conceal any information from my superiors,” Akolo writes. “We purchased our home at 11785 Chateau Wynd, Delta, B.C. in November, 2007 with my savings mainly from 17 years employment with the City of Surrey.” The trial is scheduled for four days.

Text message: Told Warren to leave the scene From page 1

Kassandra’s older sister Miranda outlined her ongoing grief over losing her best friend in the crash, “which feels like a murder to me.” She said her family will never be the same. “I worry every day that my parents will die of a broken heart,” Miranda said. Brother Nick said though he’s always been taught to forgive and move forward, he simply can’t in this case. Dad Victor Kaulius wept as he described living with the “ultimate horror.” “In mere seconds, my heart and my soul were pierced a million times,” said the dad, recalling the night Kassandra died. Mom Markita Kaulius also expressed her extreme grief, at one point standing and addressing Warren directly. “You didn’t offer my daughter any assistance,” Markita sobbed. “You left my daughter to die in the street.” The court heard Warren had at least a bottle and a half of wine before getting in her company van the night of May 3, 2011. Kaulius was waiting to turn at the intersection of 152 Street and 64 Avenue when Warren ran the red light, going 103 km/h, and slammed into her stationary car. Warren then fled the scene into a wooded area, before being found and arrested. For the first time, the Kaulius family heard that Warren’s former boyfriend sent her a text message moments earlier telling her to take off, and that they could report the van stolen. Breath samples after the crash showed Warren’s blood-alcohol level was twice the legal limit. A witness described her as “totally wrecked” and “drunk as a skunk” at the scene, and police officers said she was staggering and slurring. On Tuesday, Warren’s lawyer, Mark Cacchioni, said his client is a “decent young Kassandra woman” who suffers immense grief daily Kaulius living with the knowledge she’s responsible for Kaulius’ death. He said she always wanted to plead guilty, but he advised her not to do so until he reviewed the Crown’s case. Then she not only pleaded guilty, but fully cooperated with police, providing the hockey jersey she was wearing the night of the crash and a DNA sample . “Actions speak louder than words,” said Cacchioni. Shelley Warren, Natasha’s mom, said her daughter is “just a regular girl,” not unlike Kassandra, and her actions on the night Kaulius was killed were “inconceivable” and out of character. “My daughter is a very, very good, kind-hearted person. From the time she was little, she’s always wanted to help people,” she said. Cacchioni argued that the Crown’s requested sentence of 42 months amounted to “isolating” her from society. He said instead of “warehousing” her for that long, her time could be better spent fulfilling her desire to spread the message about the horrors of drunk driving. Warren, who has reportedly abstained from drinking since the crash, has no prior criminal record. Her sentence is scheduled to be handed down on Dec. 28.

Victoria: Won’t commit to regional model From page 1

The problem now, she said, is that some cities opt out of the integrated units – Vancouver and some other municipal forces don’t participate in the Integrated Homicide Investigation Team (IHIT) and instead pool efforts with the VPD’s homicide squad. “We need to have an overriding structure and everybody has to participate,” Watts said. “It’s not about what uniform somebody wears. It’s a matter of the model.” Port Moody Mayor Mike Clay, whose municipal force works closely with the VPD, said he’s happy with that arrangement, but would also support a bolstered system of integrated teams, while leaving local forces or detachments in charge of local community policing. One challenge is that some cities willingly charge higher taxes than others to deliver “no call too small” policing, and mayors like Clay wonder if their cities, with a high rate of police per capita, would lose boots on the ground under a regional model. “If Port Moody becomes part of a larger Metro Vancouver regional police force, are we getting the same Lois Jackson amount of attention we’re getting now?” he asked. Clay added he could see an amalgamated regional force if local precincts were created to preserve service levels and local autonomy – a scenario Oppal advances in his report. Delta Mayor Lois Jackson opposes regional policing, saying it would disconnect officers from local citizens. “I just do not believe regional policing with a great faceless group of people from all over the Lower Mainland will do our cities in good stead,” Jackson said. Oppal’s report found serial killer Robert Pickton would likely have been caught sooner had a regional force been in place, avoiding some of the poor coordination between the VPD and RCMP and the ensuing finger-pointing at the inquiry. He recommended the province name an independent panel of experts to begin fleshing out a proposed model for implementation. B.C. Justice Minister Shirley Bond committed only to talk about the idea but gave no sign the province would force through reform over municipal objections.

“I just do not believe regional policing... will do our cities in good stead.”

‘Deplorable’ situation at cancer centre United in

I would like to comment on the terrific job

your paper is doing with following up on the smokers who congregate outside the cancer clinic. As a patient of the Fraser Valley Centre myself, I have been subjected to this deplorable situation on countless occasions. I have registered my complaint with the hospital both by telephone and in person to the administrative offices. I have emailed Mayor Dianne Watts directly, only to be redirected to the Surrey bylaws Department.

After speaking with the administration of both the hospital and the cancer centre, as well as the Surrey bylaw department, while they are all very sympathetic to my complaint, it always came down to there was very little they could do. We are talking about people’s lives here – people who are already dealing with a very serious illness and having to be subjected to second-hand smoke every time they have to go into the centre for treatment. Is that right? I would have to ask, why do we have

security guards on payroll at the hospital if it isn’t one of their jobs to move these smoker along? I may be wrong but I do believe our tax dollars are paying their wages – what for? I myself have on numerous occasions reminded people that it is a designated smoke-free area outside the cancer centre and have received insults, but each time I go to the centre and there is a smoker, I will continue to remind them. Joanne Pearson

the fight against tobacco

wIth all due respect to headline writers everywhere, I have huge issues with “City enters fight with hospital smokers” (The Leader, Dec. 11). As a lifelong anti-tobacco activist (as opposed to an anti-smoker), it is tobacco smoke that I dislike and, even more than that, the tobacco industry that I absolutely despise and am working hard to put out of business. That said, smokers who choose to blissfully ignore clearly and long-established no-smoking laws must be dealt with, and all that is required is just a little bit of effort by Surrey bylaw enforcement. If they enforced the no-smoking bylaw just 10 per cent as aggressively and efficiently as they enforce the parking bylaw, the problem would be solved once and for all, virtually overnight. And hey, let’s not forget, those city coffers (not to be confused with coughers) could always use a little extra cash. Getting back to the headline – any and all efforts to eliminate public smoking have nothing whatsoever to do with “fighting with smokers.” That mentality plays right into the hands of Big Tobacco, which loves nothing more than to see “the fight” between non-smokers (and bylaw enforcement officers et al) and smokers, while they go about their CTV NEWS PHOTO dirty killing business when, in fact, a mourner kneels at a memorial for the 20 children and seven adults shot and killed by a gunman (who also killed himself) Friday at sandy hook elementary school in newtown, Connecticut. letter non-smokers and smokers should be united. Hug who you love every day

have never sent a letter to The

eader before, but wanted to share short poem that I wrote reflecting my feelings about the terrible event n Newtown, Connecticut. Perhaps it was the fact that I had ust seen our beautiful young chilren perform a lovely Christmas roduction at Sunrise Elementary chool where they sang, danced nd smiled – reminding us again of he true spirit of the holidays. All I could think about after I eard the terrible news from Conecticut was how blessed I was to e able to hug my daughter and my usband. And how if this had hapened at our school, we would have ost so many precious smiles. I an’t imagine what this community must be feeling. Sometimes our world does not make sense... and the only thing ou can do is share a hug and emember how lucky we are to be ble to hug our children and those we love every day. I consider myself very lucky. Here is my poem, entitled Angels Too Soon: We will think of you dancing mong the stars and chasing mooneams in the cool winter sky. We will dream of you leaping rom cloud to cloud as the sunshine warms our faces in spring. We will feel your arms around s each time a wave washes gently pon the summer shores. And we will see your smile and ear your laughter as the colourful eaves tickle the trees in autumn. You will be remembered. You will be forever cherished. You will always be in our prayers. Angels too soon. Andrea Widmann

Surrey set to hike the cost of building homes Prices to go up due to rise in DCCs: GVHBA by Kevin Diakiw The cosT of new homes may be inching up next year, due in part to an increase in charges to builders in order to purchase park land. Surrey council unanimously endorsed a staff plan Monday to increase park land development cost charges (DCCs) by almost $2,000 for an average family home. For homes that are higher density, at 30 per acre, the DCCs will be going up by almost a dollar per square foot, and high-density buildings (135 or more per acre) are going up by 79 cents per square foot. It’s part of Surrey’s annual adjustment of DCCs, which pay for park land, roads, sewer and water and other infrastructure. Bob de Wit, CEO of the Greater Vancouver Home Builders Association (GVHBA), said Wednesday the increases will put some upward pressure on housing

prices, but not at the same percentage as the increases in DCCs. “Any time you increase DCCs, it affects affordability and home prices,” de Wit said. “But at the same time you have infrastructure requirements, in this case, park land that the community needs.” While there will be some upward pressure on prices, de Wit said it all gets mixed in with market prices. “Builders will adapt to it in different ways,” he said. Members of the GVHBA appreciate Surrey’s approach in making the increases reasonable and on an annual basis, which isn’t the case in all jurisdictions, de Wit said. The increases have been given third reading at council, then must be sent to Victoria for approval. Then it comes back to Surrey, likely by January or February, for final approval. The hikes will take effect March 15, 2013.

THREE-SOME DAYS

Bridge was closed Wednesday afternoon after several cars were hit from falling ice and at least one person was hospitalized. Early Wednesday afternoon, ice began to melt along the top of the Port Mann. Several large clumps of ice crashed through car windshields. Police reported two people were injured. One report had 40 cars hit by falling ice, however, RCMP questioned that, saying five have been reported to police. As of early afternoon Wednesday, the bridge was shut down in both directions indefinitely. RCMP said they were closing the bridge “until we deem it to be safe.” Abbotsfword’s James Lepp was heading back east across the bridge around 1:30 p.m. when he realized heavy snow and ice chunks were falling from the overhead cables. “These were massive thunderous hailstones coming down,” he said. “They were a good four or five feet long, 10 inches wide, looked like they weighed 50 or 60 pounds – falling from the sky.” Then his vehicle was hit, denting the hood and taking off the driver’s side mirror. By the time Lepp got home to Abbotsford and pulled into an autobody repair shop, he found he wasn’t alone – three other drivers hit by ice on the Port Mann were in the same shop. “There’s a Subaru here that had its whole rear window taken out, with the back of it full of snow,” he told The Leader. “There’s a Chevy truck in here with its windshield smashed.” Lepp’s immediate thought was that engineers made an error in designing the bridge, perhaps not considering the winter weather here. “This isn’t a rare occurrence – we get snow once in a while. If this happens every time, they have to close the bridge every time.” Lepp posted a photo of the damage to his vehicle on Twitter and other drivers took to social media to denounce bridge engineers as “morons.” B.C. Transportation Ministry officials weren’t immediately available to answer questions

as to whether the newly opened bridge, the centrepiece of the $3.3-billion Port Mann/ Highway 1 Improvement Project, suffers from a design flaw. The cables that hold up the bridge run above traffic, connecting the central towers between the two bridge decks to their outer edges. Cables on the Alex Fraser and Golden Ears bridges don’t run diagonally above their bridge decks. Lepp said he believes the ice may have hit vehicles even if the cables didn’t cross above the traffic lanes, adding wind may have blown falling ice chunks onto the traffic. According to radio reports, some drivers on the Alex Fraser Bridge also reported falling snow or ice.

the hub of toy building this time of year, but there have also been elves hard at work at a Surrey high school. For the tenth consecutive year, students, teachers, staff and community members at Fraser Heights Secondary have volunteered their time and skills to build wooden toys to donate to the Surrey Christmas Bureau. This year, the toymaking team built more than 40 rockers in the shapes of dinosaurs and seaplanes over a twoweek period. “It started small, but now the project is enormous,” says Shelagh Lim, a numeracy helping teacher for the Surrey School District. Her husband Martin Lim heads up the industrial technology depart-

ment at Fraser Heights. The Lims started the annual project a decade ago. They then “roped in” teacher Chris Mills and now they co-ordinate everything from design to delivery together. It’s become a school tradition that those involved eagerly anticipate every year. Local businesses such as Home Depot, General Paint, NorthCoast Building Products, Country Lumber, Cloverdale Paint, BC Fasteners and Tools, Raider Hansen, Benjamin Moore - Langley Decorating Centre and KMS Tools donate all the materials. “All the magic happens over two weeks,” says Shelagh. “We began by building seaplanes but last year, Chris created the pattern for the dinosaurs so now we build both.” The shapes are cut, sanded, prepped and painted by volunteers in the school’s woodworking shop, then delivered to the Surrey Christmas Bureau for distribution to families in need during the holidays. At a time when most kids are more familiar with electronics than anything made of wood, Shelagh believes the rockers are a refreshing throwback to a simpler time. And they never need a new operating system or upgrade. “It’s true, they don’t plug in,” Martin says. “But from what I’ve seen with the ones we’ve made for family and friends, the kids love them. They’re just fun to ride. All the long nights are worth it if we can help make a kid’s Christmas morning special.”

His stepfather is also a serving member of the RCMP, as is one of his brothers and his fiancée. Adrian Oliver was speeding without use of lights or siren at the time of the crash that killed him, an investigation has revealed. The 28-year-old was on duty on Tuesday, Nov. 13 when his unmarked police car collided with a semitrailer truck at 64 Avenue and 148 Street in Newton. Surrey RCMP Chief Supt. Bill Fordy said in a release Friday that Oliver was speeding without his lights or siren activated as he was looking for a stolen vehicle. “The preliminary investigation indicates, by way of GPS and video evidence, that Cst. Oliver was attempting to locate a recently stolen pick-up truck,” Fordy said in

inquiry commissioner Wally Oppal releases his findings from the Missing Women inquiry on Monday.

Probe pushes for regional police Missing Women Inquiry commissioner Wally Oppal hands down findings by Jeff Nagel Missing Women

Inquiry commissioner Wally Oppal is calling on the province to create a Greater Vancouver police force after concluding a badly coordinated police response was a key underlying factor that let serial killer Robert Pickton keep killing for years after he should have been caught. The former attorneygeneral, in his fourvolume report titled Forsaken, says the fragmentation of policing in the Lower Mainland led to multiple police failures, including uncoordinated parallel investigations and the failure to share key evidence. He recommends an expert panel develop a proposed new regional policing model and implementation plan. “It is clear from the evidence that a regional police force stood a good chance of apprehending Robert Pickton much earlier,” Oppal said, noting the region is the only major centre in Canada without a regional force. The patchwork of municipal police and RCMP detachments in the region came into stark focus during the inquiry, as Vancouver Police took the view no crimes were committed in their jurisdiction, because Pickton’s farm was in RCMP-policed Port Coquitlam. “The missing and

murdered women were forsaken twice,” he said in the report. “Once by society at large and again by the police.” Metro Vancouver mayors have repeatedly dismissed talk of a regional force in the past, citing concern over loss of local control or officers pulled away to regional duties. “A decisive step must be taken to break this impasse,” Oppal said, adding he does not recommend “yet another study” on the feasibility of the idea. The 1,450-page report contains more than 60 other recommendations. The inquiry found the missing women investigation was underfunded because the case didn’t get the priority it deserved. Oppal also cited an “absence of leadership” with no senior officers at the Vancouver Police Department (VPD) or RCMP taking ongoing responsibility for the case. As part of measures for reconciliation and healing, Oppal calls on the province to set up a compensation fund for children of missing and murdered women, and a healing fund for families. The inquiry heard senior VPD officers resisted the theory that a serial killer was preying on women in the Downtown Eastside. Oppal said Pickton should have been a strong suspect for police

after the early 1997 knife fight at his Port Coquitlam farm where a prostitute escaped and “died twice on the operating table” before doctors resuscitated her. She told RCMP officers in hospital Pickton was picking up women regularly and she believed they were vanishing at the farm. Prosecutors later dropped an attempted murder charge after deciding the addicted victim wasn’t reliable enough to testify. Nineteen more women went missing after the 1997 incident and Oppal said the VPD was far too slow to warn sex trade workers a serial killer was likely in their midst. The RCMP never took Pickton up on his offer to let them search the farm. Oppal said another “colossal failure” happened in 1998 when Mounties “remarkably” agreed not to interview Pickton for months after his brother said it would be better for the farm to wait for the rainy season. In 2001, Mounties also dismissed the advice of an RCMP summer student who wrote a paper correctly suggesting a serial killer was to blame. In early 2002, when Pickton was finally arrested, it happened after a rookie officer executing a search warrant to look for See WOMEN / Page 20

2012 Coats for Kids campaign a success By Kerry Vital

The Greater Vancouver Home Builders’ Association is proud to announce that this year’s annual Coats for Kids campaign was a resounding success. “We brought in around 3,300 items,” says GVHBA CEO Bob de Wit. “That’s about 10 per cent more than last year.” Among the items collected were jackets, scarves, toys and blankets, all of which will be donated to the Lower Mainland Christmas Bureau. “It was a great year,” says de Wit. “There were so many community members getting involved, including schools and hockey teams.” Next year, de Wit wants to collect 4,000 items. “We are really happy to be part of it,” he says. “It’s really gratifying ... to know that we’re helping.” The Lower Mainland Christmas Bureau is run by executive

director Chris Bayliss, who de Wit compares to Santa Claus. “During their busy season, he’s there working 20 hours a day,” de Wit says, adding, “It’s a labour of love for him and his staff.”

The Greater Vancouver Home Builders’ Association has a busy calendar for the year ahead, with events for homeowners, builders and other real estate professionals. The BC Home & Garden Show will take place on Feb. 20 to 24 at BC Place. The GVHBA is a partner in the event and presents the Renovation Gallery that showcases before and after photos of professional renovations. The show features local experts in all aspects of home ownership, from renovation to organization, appearances by HGTV celebrities and tons of tips for outdoor living

and gardening. The GVHBA Ovation Awards will be handed out on April 20 at a gala awards dinner. The awards honour the best of the best in newhome construction, renovation and design in the Lower Mainland. The finalists will be announced on Feb. 6. The GVHBA will hand out the People’s Choice Award for the first time, giving the public a chance to vote for their favourite new or renovated project. The annual First-Time Home Buyer Seminar will be presented on March 19. The seminar gives prospective buyers a chance learn from experts on all aspects of the home-buying process. Builders and suppliers are in attendance beforehand to allow you to ask questions. The seminar is

the largest of its kind in North America, and is always wellattended. The GVHBA will also hold its annual Spring Renovation Seminar in May, with the date to be announced. The event is free (though pre-registration is required), and features renovators, designers and suppliers who will guide homeowners through every step of the renovation process. The Parade of Renovated Homes will take place on June 9. The public will be invited to tour professionally renovated homes in the Metro Vancouver area. This year will be the 20th annual parade, which always includes a variety of home types and budgets. For more information and a list of events, visit www.gvhba.org.

West Nile threat fizzles out Cities still free to control nuisance mosquitoes

by Jeff Nagel Despite years of predic-

tions that mosquitoborne West Nile virus would arrive in the Lower Mainland, the potentially deadly illness is still a no-show here. And Metro Vancouver has now decided to stop spending $76,000 a year coordinating a regional response to the threat. Nobody has ever been infected by West Nile within the Lower Mainland and it’s only been detected here once – in a horse in Aldergrove in 2009. The B.C. Centre for Disease Control now considers Metro Vancouver to be at the very edge of the potential reach of the virus, which has infected people in the Interior and Washington State. The virus had spread rapidly across North America in the early 2000s but activity in the Pacific Northwest has since slowed considerably. Fraser Health said this year it no longer recommends preemptive use of larvicide to control mosquitoes in its region and provincial funding for West Nile response that used to be administered through a Metro function has been cut off. The Fraser and Vancouver Coastal health authorities will instead work directly with local municipalities to direct West Nile mosquito control and prevention if and when the virus poses a more serious risk in this area. Metro Vancouver will still control nuisance mosquitoes on its own lands, such as Metro regional parks, as will some cities, including Richmond. Fraser Health has also scaled back its program to monitor mosquitoes, crows and ravens that serve as indicator species for West Nile. There were 24 probable or confirmed West Nile cases in B.C. residents from 2007 to 2010, but nearly all of them are believed to have been contracted travelling elsewhere. There have been no cases anywhere in B.C. in the last two years. About 20 per cent of West Nile-infected people get a fever and other symptoms, recov-

ering within a week or so. About one in 150 get severe illness, such as brain inflammation or

polio-like paralysis that can be fatal. Authorities had repeatedly urged

residents to use insect repellent during mosquito season and to take other preventative

measures, such as clearing stagnant water from properties.

interesting history, becoming the number-one indoor potted plant grown in the world today. The many new varieties and colours produced each year keep them at the forefront as a Christmas season plant. In the northern hemisphere, however, they are a very long crop for growers and require a great deal of labour and energy to produce. A huge amount of research and breeding work has been done to develop new varieties that not only finish in cooler temperatures, but are also more durable both indoors and out. For years now, I’ve been on a quest to find alternate cool season plants that could be an alternate to poinsettias and still have a connection to many of our Christmas traditions. The Christmas Rose (Helleborus niger) is certainly one of the top candidates. Over the past few years, greenhouse growers have been refining their production timing and forcing them into bloom at slightly higher temperatures in order to have those beautiful helleborus blossoms open for the month of December. In zones 6 and above they work well as an outdoor garden or patio container plant, but in zones 5 and lower they need more protection. The challenge is to find a room cool enough for them to last indoors. In Europe, winter-blooming hellebores have been very much a traditional Christmas gift for some time now. The Heuger family has been at the forefront of new breeding to develop better early winter-blooming varieties that could be enjoyed over the holiday season. The concept was to develop a series of plants that would naturally bloom in progression from November through March. If they were gently forced into bloom at slightly higher tempera-

Major Midget team record falls to .500

by Rick Kupchuk For just the third

time this season, the Valley West Hawks have lost twice in one weekend. Playing at the Capital News Centre in Kelowna, the Hawks lost 7-0 and 7-3 to the Okanagan Rockets, and have fallen to .500 on the season with a 9-9-6 (won-lost-tied) record, good for sixth place in the 11-team B.C. Hockey Major Midget League. Okanagan improved to 18-2-4, and have moved into second place. Leading 2-0 after 20 minutes on Saturday night, the Rockets scored five times in the second period before a scoreless third period. Okanagan’s domination continued in the opening frame of Sunday morning’s rematch, as the home side tallied four times in a 10-minute span for a 4-0 lead. Valley West made a game of it in the

second period, getting an pair of goals from Jakob Stukel of Cloverdale and one from Spencer Unger to close the gap to 4-3 just before the second intermission. Royce Rossignol, Parker Wotherspoon, Rhett Wilcox and Addison Bazian each collected on assist for Valley West. It was the Rockets

who took back the momentum in the final period, netting two goals in the first five minutes of play then adding another with 61 seconds remaining. The two teams split their two games in Langley Oct. 13-14, with the Rockets getting the decision 7-6 on Saturday night and the Hawks taking

the win in the second game by a 3-1 margin. Valley West will be off the ice over the Christmas break, resuming league play Jan. 5-6 when they travel to Prince George for a two-game series with the secondplace Cariboo Cougars (18-6-0). The Hawks dropped two one-goal games to Cariboo last September in Langley.

Stealth. The Stealth, who play just across the border in Everett, Wash., draw a lot of fans from the Lower Mainland. The NLL has long expressed a desire to return to the Lower Mainland, which has been absent from the league with the folding of the Vancouver Ravens in 2004. There are three Canadian teams — Calgary, Edmonton and Toronto — among the nine franchises. “We are on record as saying British Columbia is a market we definitely want to be in,” Daniel said. “It is a market that ranks at or near the top

of our expansion plans. “It is a market that is critical for us in terms of television and sponsorship in Canada.” The league’s average attendance is about 9,500 fans per game, which is significantly greater than the LEC’s capacity. “We are OK with smaller-sized buildings (but) the Langley building is significantly smaller,” he said. The Stealth play in the 9,000seat Comcast Arena but in 2012 averaged just under 3,900 fans per game, the lowest in the NLL. “We have an open mind about the building. If someone can demonstrate there is a

business model that can work for them, we would listen,” Daniel said. “Obviously it is a market we want to be in and we will explore and exhaust all possibilities in order to get there.” As for referring to Langley for a third installment of a pre-season game, Daniel said that is something the league would definitely like. “It gives us a real good opportunity to bring the NLL back to British Columbia, at least on an annual basis,” he said. “And (it would) keep us in the forefront of everybody’s mind as we continue to work towards bringing an expansion franchise back to the market.” The decision to host a third game in Langley would be initiated by the LEC.

A little musical, a little charity Christmas holiday theatre production of A Little Musical about Little Women in North Delta will help raise funds for The Centre for Child Development

by Sheila Reynolds

I

t began as a vehicle for two recently graduated North Delta sisters and their friends to take to the stage and continue their love for musical theatre. Three years later, KP Productions, founded by Karina and Kazandra Pangilinan, can boast they’ve not only presented four quality shows, but raised more than $6,000 for charity. And they’re far from done. Next week they’ll present A Little Musical about Little Women, a revamped, tuneful version of the classic Louisa May Alcott novel Little Women. Funds raised during three nights of performances will be donated to The Centre for Child Development, which provides specialized services to children with special needs and their families. The student company’s past three shows, Pride and Prejudice, The Musical Importance of Being Earnest and last spring’s A Midsummer Night’s Musical all benefited B.C. Children’s Hospital. But after doing some volunteer work at the child development centre, Kazandra and her sisters decided to re-direct their fundraising efforts. “We decided it’s a nice change and it’s more Kazandra local,” said Kazandra, 20, who’s in the director’s Pangilinan chair this time around. The production involves a cast of 18, including two other Pangilinan sisters: 19-yearold Krystyna as Beth and Klaryssa, 17, in the ensemble. Other lead actors include Whitney Millar as quick-tempered Jo March, Shayla Hastings-Williams as Meg, Kyla Pires as Amy. Based on the novel, the musical follows the story of four sisters and their growth, struggles and blessings as they travel from childhood to adulthood. Added to KP Productions’ version, however, are musical favourites, such as “16 Going on 17” from The Sound of Music, “Consider Yourself ” from Oliver and “Singin’ in the Rain” from the musical comedy of the same name. While challenging, pulling together musical productions hasn’t been entirely unnatural for the Pangilinan sisters. “Music has always been a big part of our lives,” said Kazandra. “All my sisters and I, we all play piano and we have had music

“it’s about counting your blessings and being with family.”

EVAN SEAL / THE LEADER

Student actors (clockwise from bottom left) Krystyna Pangilinan (Beth), Whitney Millar (Jo), Klaryssa Pangilinan (Meg), Kyla Pires (Amy) and Kylie Mantei (Marmee) rehearse a scene from A Little Musical about Little Women which will be on the North Delta stage from Dec 28-30. The show, which will be at Seaquam Secondary theatre, benefits The Centre for Child Development. lessons and we’ve taken musical theatre in elementary and high school. “In Grade 12, it dawned on me that unless we were professional there wouldn’t be that much opportunity to continue in productions.” And so KP Productions was born. The non-profit theatre group usually mounts their productions in May, when school is ending and time demands aren’t as heavy. This is the first year they’ve tackled a December show. With the cast – comprised of university and high

school students – engrossed in school projects and exams, the timing has been challenging. “I thought it would be easier because we had most of the summer to learn most of the dances – and we did,” said Kazandra. “Then during the school year, we only had Saturday or Sunday, depending on when people are available. It’s just this last month we’ve been struggling to find time.” But the show must go on and rehearsals, usually in the Pangilinan living room or garage (weather permitting), are coming to a head.

The shows are always family oriented, but the holiday timing of Little Women, Kazandra says, is especially perfect. “It’s all about counting your blessings and being with family.” A Little Musical about Little Women comes to North Delta’s Seaquam Secondary theatre, 11584 Lyon Rd., from Dec. 28 to 30. Shows start at 7:30 p.m. Admission is by donation at the door, with all money benefiting The Centre for Child Development. For more information, check http://kpproductions.jimdo.com/

call him ‘Blues Boss.’ Vancouver’s Kenny Wayne is a world-class piano man with swinging boogie and blues-based keyboard chops and a sense of style – including big suits, colourful ties and snappy fedoras – befitting an old-style mob chieftain. In mid-January Wayne, who has a strong international following, will be one of the headliners on the Legendary Blues Cruise out of Florida. But before that gig, he’ll be on hand to usher in 2013 for the White Rock Blues Society’s third annual New Year’s Eve Blues Extravaganza, Dec. 31 at South Surrey’s Pacific Inn Resort. Featured in his band for the evening will be a headliner in his own right – singer and upright and electric bassist Russell Jackson. “We built a show around Russell alone several years back,” said Blues Society president Rod Dranfield. “That’s the kind of all-star talent that Kenny has put

‘tis the time for tunes

Led by director Dave Vincent, the Vancouver thunderbird Chorus performed Christmas songs at Crossroads United Church in North Delta on Dec. 9. the event was organized by the Delta Arts Council.

A Christmastime welcome from DeC. 1-12, students from École Woodward Hill

Elementary School collected donations for the Cozy Kids Campaign to benefit clients of DIVERSEcity Community Resources Society. Items such as new or near-new winter coats, hats, scarves and gloves as well as bags of rice, beans, oil and lentils were collected and distributed to more 20 new immigrant and refugee families in need. “This is the third year the school has supported our clients, with the Cozy Kids Campaign” said Lesley Woodman, executive director of DIVERSEcity. “It is heartwarming to witness their compassion and sense of social duty. Of course the real benefactors are the children and families who are recipients of their generosity and hard work. They receive tangible proof that other young people are welcoming them to the community.”

Nicole Prem cooks up a storm at home for charity.

A sweet way to give At A time of yeAr when plenty of other kids her age are

concentrating on what they want for Christmas, Clayton’s Jenna Prem is baking up a storm. With the money she raises by selling trays of goodies, she’ll be able to buy Christmas presents for kids she’s never even met. For several years in a row she’s contacted local grocery stores for donations towards baking supplies, then headed into the family kitchen with her mom and turned it into an assembly line. They pump out trays of Nanaimo bars, chocolate haystacks, shortbread, tiger butter, jam tarts and more, then sell the trays to family, friends and supporters to raise hundreds of dollars to buy presents for children at Canuck Place, and their parents. The project’s grown to the point where she had 40 treat tray orders this year. The absolute limit, says her mom, Nicole.

anta might traverse the world in a sleigh but other industrious elves, some of which drive fire trucks, have been hard at work right here in Surrey. About 20 families in need were treated to the spirit of Christmas on Sunday when members of the Fire Fighters Union 1271’s annual Adopt-A-Family program served them lunch, donated thousands of dollars worth of gifts, and provided all the fixings for Christmas dinner. “Some of these families are in pretty fragile states,” said Robert Tewson, director of the Adopt-AFamily program. Each Surrey fire hall takes on at least one family to make sure they have a Christmas meal and gifts under the tree. A representative from each fire hall was in attendance Sunday. “At the end of the day we just want them to have one good day this year, at least give them one good day,” said Tewson. A bouncy castle, climbing wall and a crafts table were some of the activities available to kids as well as pictures with Santa, said Terry Hunt, director of the Surrey Firefighters Charitable Society. “I think (Sunday) was one of our best events yet,” said Hunt. The 20-year tradition was held at the Tong Louie Family YMCA, which provided its venue on Highway 10 and 152 Street for the occasion. Donations from companies such as Valley Funeral Homes and Aspen Developments also helped make the day a success. “The more people that get involved… the easier it is for all of

us,” said Tewson. The event starts the season off on the right foot and every year it gets better, he said. “Every firefighter that participated in this, they’re doing it on their own

time. One hundred per cent of what took place was on volunteer time,” said Tewson. “When it all comes together, all of a sudden the world is a little bit better,” he said.

North Surrey Secondary gets Sony cameras for contest

Black Press North Surrey Second-

ary is one of six schools across the province that have received Sony digital media devices from Sony Canada thanks to their early registration in Science World British Columbia’s BC Green Games. The schools will document their environmental action stories for submission in BC Green Games in February 2013. “We’re excited to be able to give schools these video cameras thanks to our partnership with Sony,” said Bryan Tisdall, Science World’s president and CEO. “We’re sure the cameras will come in handy.” “This is fantastic news. The camera will definitely come in use for when they start filming their video,” said North Surrey Secondary teacher Lisa Duncan. “On behalf of North Surrey Secondary and our school’s green team, the Spartan Sprouts,

thank you very much for this generous prize.” Science World’s BC Green Games is a province-wide competition for students in Kindergarten to Grade 12, designed to motivate action, enable sharing, and reward and celebrate the green efforts

of schools in BC. To date, over 100 teams are registered this year. The registration has been extended through to February to allow even more teams the opportunity to share their inspirational environmental action stories.

In March 2013, the public will be asked to vote for their favourite submission at bcgreengames.ca. All submissions will also be judged for environmental responsibility, a creative action plan, and clear communication about the project.
