The CP Holiday Train rolled into town on Monday night, as is the annual Christmas tradition. And the crowd of about a thousand people grooved along to the sounds of country stars Doc Walker and Miss Emily, along with Randall Prescott on the harmonica. But the real reason for the CP Holiday Train is to boost up local food banks, and this year they brought along a cheque for the Agassiz Harrison Community Services food bank, in the amount of $3,000. Agassiz Mayor John Van Laerhoven was on hand for the presentation, as was MP Mark Strahl. Both spoke briefly on the train's stage. Over 100 local families need food bank help From Front

up to receive a food and toy hamper this Christmas season throughout Agassiz and Harrison Hot Springs. And Trautmann said that number will rise by the end of the month. The people accessing the hampers all have different needs, she said. Some people may be struggling to make ends meet on disability, others may have larger families while many are low income earners. The need is great, Trautmann said, and every dollar helps them buy even more food to be given out in families’ time of need. When people bring in cash donations, that money goes a lot

further than some may think. Community Services can buy larger quantities at a reduced rate, and portion out basic staples such as sugar, tea or flour. And pretty soon, those wishing to make a donation can do so with just a point and click. Agassiz Harrison Community Services has enlisted the help of PayPal for an online donation tool. The service has a lower fee than other similar services, they found. While it’s not online yet, it will be in the near future, Trautmann said. On Monday night, Trautmann received a cheque for $330 from the Harrison Hot

RCMP officer receives fine for fatal Agassiz crash

The RCMP officer involved in a fatal crash in Agassiz last July has received a fine of $1,725. Const. Jordan Braid pleaded guilty in the crash, which killed Steven Genberg, a 20-year-old from Mission. The fine handed out in a Chilliwack courtroom last Thursday includes a $225 victim fine surcharge. Braid admitted to driving without due car

and attention, but the charge of dangerous driving causing death was stayed. The crash led to an independent review carried out by the Abbotsford Police. Braid, 23, was driving at a speed of 100 km/ hr, on duty in an RCMP cruiser. Witnesses have said the lights and siren were not operating prior to the crash. Braid swerved to avoid a dog on the road, on

the Lougheed Hwy near Bodnar Road, and crashed into Genberg’s Ford Mustang. Genberg’s passenger, Jonathan Dauphney, 19, was injured in the accident. Both men were airlifted to hospital. Genberg died in hospital on July 18, 2011. He was expecting his first child with his girlfriend, and was working as a tow truck driver in Mission. news@ahobserver.com

Cruisers stuffed to the brim

If you dropped food or cash into a police cruiser in the Fraser Valley on Saturday, you helped make the RCMP Stuff the Cruiser Event a success. Cash donations doubled this year, while food donations stayed about the same. In Agassiz, $533 was raised along with two truck loads of food. In Hope, $619 was raised along with 1,000 pounds of food, while Boston Bar raised 1,125 pounds of food and

$904. In Chilliwack, almost $3,000 was raised, along with 7,500 food items. All donations stay in the community they were collected from, and forwarded to the Salvation Army or food bank. “So much hard work goes into this event to make it a success every year,” said Wolbeck. “Officers use their own time to organize and attend the event and the public is always so supportive of our efforts.”

The Agassiz Fire Department had a huge team of supporters last Thursday night for their annual food drive. Chief Wayne Dyer said the department was joined by the Kent Harrison Search and Rescue crew, BC Ambulance and the Agassiz Scouts. In total, they had

42 volunteers on hand for the night, collecting food items and cash from households around Agassiz and also sorting and packing the food. They also had more vehicles on hand to go door to door throughout the night. He also reported that they were able to gather about 2,000 more food items and toys than they

did last year, totaling 6,203 items. They also collected $504 in cash. They used the Emergency Social Services trailer to haul the food to the Agassiz Harrison Community Services’ food bank in Agassiz. “A big thanks to all of the people who donated to our sixth annual food drive,” Dyer said. news@ahobserver.com

Treat mental illness The horrible events of last Friday's school shooting in Newtown, CT, have led to widespread speculation as to the shooters' motives, including a tenuous link to mental illness as a possible factor. This is problematic, as it further paints those with mental illness as violent and unstable. It also demonstrates how little the public understands mental illness. Those who experience a mental illness are not "crazy", nor are they often violent. The true face of mental illness is all too common. It may have stared back at you from the bathroom mirror. The Canadian Mental Health Association states one in five Canadians will personally experience a mental illness in their lifetime. Furthermore, mental illness indirectly affects all Canadians at some time, through a family member, friend or colleague. Mental illness covers a wide variety of ailments, from anxiety disorders and depression to serious brain disorders like schizophrenia and dementia. According to the World Health Organization, clinical depression was the third most important cause of disease burden worldwide in

2004, and was first among middleand high-income countries. However, when it comes to public healthcare funding, mental health is often an afterthought. This past summer saw the closure of Riverview Hospital, the province's only mental health-specific hospital. Mental illness can result in death, suicide, and self harm. But these outcomes can often be prevented with proper treatment and care. While mental illness can result in violent behaviour, CMHA states that people with mental health issues are no more violent than any other group in our society. But unlike other diseases and conditions, mental health rarely elicits strong funding support from the public. As a result, there is less money for research and care. Treatment will not become a priority until we make it one. Mental illness is a medical condition, not a defect of character, and those living with this disease deserve support, not scorn. Acceptance, not alienation. We need to further our understanding of this widespread illness, not alienate those with a treatable medical condition.

Premier ponders black ink, oil B.C. ViEWs Tom Fletcher VICTORIA – Premier Christy Clark has completed the traditional round of yearend interviews with legislative press gallery reporters. Here are excerpts from my discussion with her, dealing with the Enbridge oil pipeline proposal and the balanced budget her government has promised to present in February. TF: On the Enbridge project, are you getting the answers you want on safety? PCC: No, we’re not. We’ve set out our position. The five conditions need to be met, period. [B.C.’s conditions are “worldclass” land and marine spill prevention and response,

meeting legal obligations for aboriginal consultation, passing federal-provincial environmental assessment and a “fair share” of financial benefits.] PCC: We need the oilpatch producers, the Alberta government and the federal government to come to the table. We’ve been cross-examining Enbridge. We have not been getting any of the answers that we hoped to get. We haven’t gained a lot of comfort from that process. And none of the other conditions are even close to being met. We are doing our own study of marine traffic. We want to understand the total number of ships that are out there plying our coast right now. Because all of them have fuel in them, and some are cargo ships that are big enough to have enough [bunker] fuel as a mini-tanker would. Part of this is trying to

understand where our level of Coast Guard protection needs to be today, in order to protect us should there be a spill from the existing traffic. TF: Balancing the budget:

“We have not been getting any of the answers that we hoped to get (from Enbridge).” the finance ministry’s current projections call for an upturn in natural gas royalties in the coming year. With the current glut of gas, isn’t that kind of far-fetched? PCC: It is going to be difficult to present a balanced budget, but I think, because we’re going to build in some [forecast] allowance, as we always do, and because we’re going to be

completely transparent about the assumptions that have led us there, and because we aren’t going to fiddle with any of the assumptions that we receive from the experts in the Ministry of Finance, it’s going to be quite clear that we have done it. We have come by a balanced budget honestly. So when it comes to natural gas, you know that the assumption we use in the budget is based on a fairly complex formula that the Ministry of Finance has relied on for probably a decade now. We don’t fiddle with that. There are those who would say we should artificially lower the [revenue projection] number that we use. But if you artificially lower it, what’s to stand in the way of artificially raising it? You either accept the advice of your experts or you don’t. And they’re the experts, not the politicians. New gym could spur on new programs

I would like to take this opportunity to congratulate the District of Kent Council for taking the progressive and totally necessary step of approving the expansion of the District's fitness centre. As a community we are in the enviable position of having a demand by our citizens for a facility to improve their level of fitness beyond our current capabilities. With today's North American declining general populous fitness levels and an overall reduction in healthy lifestyles producing such worrisome reports as the recent projection of a shorter lifespan for our children's generation than that

of our own, most other communities would love to find themselves faced with our challenge. While it has been reported that some local residents are opposed to this project the 75 per cent approval rating in the recent Agassiz Harrison Observer online poll clearly indicates a strong overall community recognition of the value of this project. Those still not convinced seem to fall within two thought groups; a) "It will be too expensive" or b) "It isn?t needed". To the former I would direct them to the District staff's remarkably detailed and transparent cost analysis in a recent Observer issue as well as

the current District of Kent website, which shows for even the worst case funding scenario the average appraised home property yearly tax increase to fund the project would be very modest indeed. I believe this would in fact not truly be a cost at all but rather would better be viewed a property investment as it is bound to make our community a more desirable place for future families to call home. Addressing the second negative camp I can only assume these folks are neither current users of our facility nor have witnessed the daily morning crush of hopeful fitness class attendees of which there are

generally a disappointed group who are unable to participate due to the size limitations of the current facility. In addition the lack of a true community gymnasium and cultural centre prevents us from even considering additional teen and adult scheduled or drop-in sports activities from basketball to pickleball. The two new special use rooms could provide a meeting venue for a variety of our local community groups and perhaps inspire the creation of additional craft or hobby clubs. These new opportunities may well encourage some of our youth into pursuing positive and

rewarding activities that they can enjoy throughout the remainder of their lives. I would encourage all local residents of the District of Kent as well as Harrison Hot Springs to make a positive difference in your communities and add your support to this worthwhile project as we move forward; and please consider your participation in our upcoming fundraising projects. Pay parking study didn't seem accurate, says business owner At the meeting the other night regarding pay parking in HHS at Memorial Hall, I was rather surprised to be given a sales pitch by a pay parking company. The compilation of statistics, costs and revenue used in their presentation was heavily slanted to convince the council to award this company the pay parking contract. This sales pitch was obviously presented to the community to dazzle the proponents of pay parking with the promise of huge revenue. The revenue indicated in their spreadsheet was heavily inflated and their ability to customize their product made it impossible for anyone at this presentation to understand the actual impact of pay parking on the community. As the businesses in

HHS have everything to lose by the implementation of pay parking, a proper study is owed to the businesses. I am surprised that the council hasn’t taken a monthly survey of how many cars actually park in the locations and in the months proposed. I don’t mean who comes and goes through the gates of the town. Maybe the real numbers are too low to sell pay parking. Secondly the council should put together a proposal incorporating the costs involved in the council’s choice of services and apparatus offered by the pay park company along with the spreadsheet. The council should further reduce their expectations by 20 per cent for all the visitors who refuse to pay for parking or just stop coming to HHS.

Then and only then will the council have a realistic proposal to put before the businesses and residents to consider. It is irresponsible to implement pay parking without a factual spreadsheet of costs and revenue based on reality. Harrison Hot Springs is not like any other town that has pay parking. The proposal is for less than 5 months of the year which shows how busy we are not. All other communities have pay parking year round. We are a very small community of less than 1600 full time residents. Even in the two busiest months of the year, July and August, the sunny weekdays have only 20 per cent of the parking spots used along Esplanade, If it rains maybe 3 per cent. Also what is this all about, free

parking for residents and their friends, residents pay in White Rock. This is just another incentive to the proponents of pay parking to guarantee their vote. In 2008 the economy crashed and a large

portion of the business’s sales dropped off and for most of us has not returned. This last year our dear prime minister in all his wisdom doubled the amount of goods purchased that Canadians can bring

back to Canada from the U.S., creating an exodus of shoppers to south of the border. It is estimated 20 bllion per year will be spent in the US by Canadians. The loss of the Sand Sculpture Competition

in September and October is devastating as the visitor attendance has dropped sharply since then. The economy has recovered very little. Pay Parking will Continued on 10

Healthy holiday tips Throughout the holiday season and during the winter months, emergency departments are extremely busy and visits can increase dramatically. Fraser Health is reminding the public to take a few simple steps to avoid unnecessary trips to the hospital. For non-urgent care during office hours, call your family doctor or the doctor on call for the practice or clinic. Consider going to a local walkin clinic. Call ahead to check the clinic’s hours. Try to see your doctor before the holidays, if you have any developing health concerns. Know the holiday hours for your local pharmacy or drug store, and ensure your prescriptions are up to date and filled prior to the holidays. Call HealthLink BC at 8-1-1 for confidential health information and non-emergency services 24 hours a day, seven days a week. For deaf and hearing-impaired assistance (TTY), call 7-1-1. If you are concerned about a possible poisoning or exposure to a toxic substance, call Poison Control at 1-800-567-8911. If at any time you feel you require urgent medical attention, do not hesitate to go to the Emergency Department or call 9-1-1. Emergency services at area hospitals are available 24 hours a day, however, over the winter months, hospitals may experience higher than normal volumes. A triage system is used in the ER to ensure priority is given to those patients requiring the most urgent care. More tips for staying safe and health over the holidays include: • Slow down and enjoy the holidays. • Don’t drink and drive, get a cab or have a designated driver. • Take care when crossing the street or driving. Clean that dog waste, please

Agassiz is a lovely town and we are fortunate to live here. Many people like walking through town; unfortunately, there is a big problem with dog waste all along Highway 9. Plastic bags with dog waste are disposed near hedges and walkways. It’s not very pleasant.

The District of Kent provides bags and garbage cans throughout town, but to no avail. The problem persists. It would be great if people took pride in their community and cleaned up after their pets. We all share this environment. Renee Giardini Agassiz

For more than 30 years, Burnaby’s Corinne Bergdal has been a regular at pharmacies to fill insulin prescriptions to stay alive. Now 42, she figures she now spends $5,000 to $6,000 a year to refill her insulin pump and buy related supplies to manage her Type 1 diabetes. When she participated in a loyalty program, a small silver lining—if you could call it that—was she earned points that she could use to save money on other products in the store. Now the College of Pharmacists of British Columbia is proposing to prohibit such programs, which include Air Miles at Safeway and Optimum points at Shoppers Drug Mart. “The decision was made on the basis of what is in the interest of public health and safety,” said Mykle Ludvigsen, spokesman for the college. He noted that Ontario and Quebec also prohibit such programs and Alberta is at the same stage in its proposal to enact a ban. Ludvigsen said the college has anecdotal reports of people making decisions about their medications, such as when to fill a prescription, based on

how many loyalty points they can earn. “We do know that it happens.” There’s also a chance that if their medications are fully covered by extended health or other plans people might fill prescriptions to get the points even if their doctor has told them they don’t need to take the drugs anymore, he said. In such cases, the drugs might be taken by mistake or end up on the street. “This isn’t good for anyone,” he said. “We’re taking action to prevent this from happening.” And while medical conditions and drug purchases are kept confidential, Ludvigsen said loyalty programs still require the collection of basic information such as the amount, date and time of the purchase which they use in their marketing efforts aimed at the participating customer. That’s something the college opposes. The proposal is part of a larger number of proposed bylaw changes for the college which is nearing the end of its 90-day period for collecting feedback. The public has until Dec. 28 to comment on the proposals. Ludvigsen said based on the number of comments it has already received, the college expects to see a few

Safeway believes that taking away this right is simply unfair to our customers.” Bergdal said such a change would have little impact on people who might only fill one or two prescriptions a year. But for those managing chronic diseases like diabetes, such incentives encourage people to stick to one pharmacy which is “not only good for the patient because they’re having a continuity of care, but you are getting something marginal compared to what you’re spending.” When Bergdal collected points at Shoppers Drug Mart she was able to use them to buy other products in the store. She only switched pharmacies because a lack of extended health coverage meant she had to find one where her medications were less expensive. It is with great sadness that we announce the passing of Frank Royle, on Monday December 10th, 2012 in Chilliwack General Hospital. He was born in Manchester, England, in August 1934 and came to Canada in 1976 and was joined by with his wife and 2 daughters in 1977. He was a devoted husband and was married for 54 years and is survived by his wife Eunice, daughters Judie (Andrew) Bumby and Sue (Jason Oke) Sandar and 6 grandchildren. He will be missed every minute of every day. He was predeceased by his parents and his sister. His pleasure came from helping people, he was very kind and patient and enjoyed volunteering in the community and at Cheam Village. He was also a member of the AgassizHarrison Senior Peer Support group and was the founder of the Seniors & Teens Lunches and the Seniors Only lunches in Agassiz. A private family ceremony will be held at McLean’s Funeral Services in Chilliwack and a Celebration of Life will be held on 22nd December, 2012 in the Royal Legion Hall, Highway 9, Agassiz, from 2 p.m. to 4 p.m. We thank Dr. Sean Larsen, family doctor, and Dr. James Bond, Head of Thoracic Surgery at Surrey Memorial Hospital, for all the years of excellent care. MERRY CHRISTMAS FROM MAYOR JOHN VAN LAERHOVEN As 2012 draws to a close, we reflect on the year that has passed and look forward to the year to come. We all take our goals seriously as Council and we strive to continue to make our District a great place to live. Highlights and accomplishments of the past year include: • Taking the first steps in making our recreation facilities expansion at the Fitness Centre a reality by initiating the process and receiving a grant of $750,000 • Achieving a 5-Bloom Communities in Bloom Award for community beautification for three consecutive years; • Developing the Mountain View Trail system along Mountain View Road to accommodate our seniors, youth, and families; • Promoting the Heritage Run / Walk on March 31, 2012 and raising $5,000 for the Kilby Historic Site and our local Museum;

DOG LICENCE RENEWAL Every owner of a dog is required to hold a valid licence for that dog. Notices reminding dog owners to renew their pet’s dog licence for 2013 have been mailed out. If you have not licensed your dog with the District of Kent, please attend the Municipal Office at 7170 Cheam Avenue, Agassiz to register your pet(s). The annual licence fees are as follows: every spayed or neutered dog $20.00 every unspayed or unneutered dog $50.00 Dog owners are encouraged to review District of Kent’s Animal Control Bylaw No.1396, 2008 including section 15 which states: “It is an offense for any owner to keep or harbour more than two (2) dogs and (2) cats on any premises in any zone, excluding property over 0.5 ha (1.2 acres) and zoned A (Agricultural), RR (Rural Residential) or MR (Resource Management).” Please visit our website at www.district.kent.bc.ca, the Municipal Hall or our local library to review the bylaw.
