Professors share expertise with Ukraine COMPUTER MAPPING hoped to curb illegal occupation of land, let farmers focus on business.

The courses will assist with land reform by setting up a central registry of land, forest and water resources, called a National Spatial Data Infrastructure. “Clear rules about land ownership will reduce opportunities for corruption and the unauthorized use of resources,” said Nanaimo-Alberni MP James Lunney. “We wish you every success in this endeavour.” The project is in partnership with Okanagan College and two Ukrainian institutions: the University of Kyiv and the Institute of Geography of the National Academy of Sciences. Geography professor David Cake said VIU instructors, in partnership with Okanagan College faculty,

Vancouver Island University geography professors are sharing their expertise in computerized mapping with civil servants in the Ukraine to facilitate land reform and spur economic growth in that country. The federal government announced Monday that the Canadian Inter national Development Agency (CIDA) is contributing $780,584 toward the work by faculty in VIU’s Geographic Information Systems program. The university is a l s o c o n t r i bu t i n g more than $350,000 toward the project, which will see professors developing six courses to deliver to Ukrainian civil servants.

He said computerized mapping will help Ukrainian officials inventory and manage land resources at a time when the country is trying to reform its agricultural land tenure system to support a free market economy. “The technology is available, but it hasn’t necessarily trickled down to the people who need to do the work,” said Cake. Creating the digital data infrastructure will help civil servants determine where one person’s parcel of land starts and another person’s ends and it will make it harder to corrupt

the land sale process or illegally occupy land. “To sell land to somebody else, you need to know what to sell,” said Michael Govorov, another VIU geography professor. He said there are currently no good land ownership records and this project will help farmers get on with the business of farming, which will help the country’s economy, as about a quarter of the Ukraine’s exports are agricultural products. For VIU professors, this project provides an opportunity to expand the institution’s network and work on something interesting that will help people in another country, Cake added. VIU President Ralph Nilson said the federal

funding is a vote of confidence in the university and the quality of work faculty are doing there. “This is another example … of how this institution steps forward and helps people,” he said. T h r o u g h C I DA’s Partners for Development program, the federal government doled out $58.9 million to 15 Canadian institutions for 17 projects to help reduce poverty abroad.

Touring the mid Island as part of her leadership campaign, Joyce Murray, notably, didn’t come out swinging. “[My] hallmark is not, am I going to be able to punch someone out in the boxing ring of politics, but am I going to be able to bring people together and work co-operatively in the direction that we need?” she asked. Murray, the Vancouver Quadra MP running for leadership of the federal Liberal party, talked to party members Thursday at Mon Petit Choux café. She outlined her

policies, seeking to differentiate herself from other candidates including Justin Trudeau. “I have a very steep hill,” she said. “There’s no question there is a popular frontrunner in this race who has a lot of Facebook friends and has been campaigning for a lot longer than I have. But to me, an obstacle is not a reason not to make an attempt.” Murray is presenting herself as an environmentalist – she stressed her past support of former party leader Stéphane Dion and talked about a clean energy economy. She favours the regulation and taxation of cannabis, a policy that hasn’t been unanimously embraced by the party, she said. Murray also wants electoral reform, and suggested ways to co-

Organizers looking for bird count volunteers Organizers of the annual Nanaimo Christmas Bird Count are looking for some more volunteers with keen eyes and a love of birds to help out on Sunday (Dec. 30). The count dates back more than 40 years in the Harbour City and more than 100 years

across North America and is the longest running citizen survey in the world. Volunteers go out in teams to look for birds in all areas of Nanaimo and provide critical data on population trends and how specific bird populations change over the years.

Help is needed particularly in the southern parts of the count circle, including Cedar, Nanaimo Estuary, Harewood Plains and the Nanaimo River Road area. To volunteer, please call 250714-3947, 250-390-3669 or e-mail ryancathers@yahoo.com.

Christmas tale still rings g true Charles Dickens published A Christmas Carol Dec. 19, 1843. And despite the efforts of some in history and others today – who are many times worse than Ebenezer Scrooge (early in the novel) – Dickens’s message still rings true. Whether it’s Tiny Tim’s toast, “God bless us. Everyone.”, or Scrooge’s promise, “I will honour Christmas in my heart, and try to keep it all the year.”, there is something we can all learn from the 169-year-old classic. For 2012 events around the world have given us every reason to be a little short of Christmas spirit. From the tragic shooting in Newtown, Conn., and civil wars around the globe, to continuing tough economic times nationally, provincially and in Nanaimo, one couldn’t be blamed for being a little low on the “ho, ho, ho” meter. But, it’s Chrismas Eve; time to shrug off the stress that comes with the busyness of the season from your shoulders and embrace everything the holidays represent. It’s time to toss the commercialism of Christmas aside and take stock of what is truly important. As cliché as it sounds, it’s time for peace on Earth, good will toward men. It’s time for family and friends. It’s time to celebrate the positives. To be thankful our children are safe. That our country, despite all its shortcomings, is still one of the most desirable places in the world to live. And that we are free to publically point out those shortcomings without fear of reprisal. So take a few days and enjoy some time together. Life’s hectic pace will return soon enough. And while you’re at it, check out A Christmas Carol on television or disc. Or better yet, pick up a copy of the book and enjoy the original message of Christmas Dickens hoped to pass on to us all. It was my first year co-ordinating the campaign, and nice to see how many people stepped up to help make a difference in the lives of vulnerable children and their families in the city. Together we raised thousands of dollars for the Great Nanaimo Toy Drive, the Nanaimo Boys and Girls Club and the Salvation Army. Because of the efforts of all, some underprivileged children in Nanaimo have toys underneath the Christmas tree to unwrap tomorrow who otherwise would have had nothing. It is easy to participate in this kind of campaign – everyone can donate some coins to the cause – and this type of fundraiser shows that when we all band together, great things result. Core review a good call To the Editor, Re: Motion to review city’s core services fails in close council vote, Dec. 20. By a 5-4 decision, Nanaimo councillors rejected a core review of city operations. Several who rejected a review have strong ties to labour, while others, including our mayor, seem to believe that all is well, taxpayers are satisfied and no examination of expenditures is necessary. I applaud councillors Jim Kipp, Bill McKay, Bill Bestwick and George Anderson for recognizing deficit budgets as unsustainable. Business as usual – meaning annual tax increases that outstrip inflation and cripple household budgets – simply

cannot go on. These fiscally responsible councillors have urged a re-thinking of city policies while the rest defend the status quo. Why should taxpayers pay city employees a 40 per cent premium over private sector employees performing equivalent work? Is it fair that on top of their substantial wage premium, a taxpayer struggling to pay their own dental or prescription costs also subsidizes the rich plans of public servants? And lest we forget, as taxpayers we’re also responsible for generous retirement plans padded by that 40 per cent salary overpayment. Many civil servants will

retire much earlier than those in the private sector, and increasing property taxes cripple the ability of non-public workers to save for their own retirement needs. This is a matter of fairness. There is simply no reason for public workers to be placed on a pedestal. Their work and their commitment to the community is of neither less nor greater value than their neighbour held hostage by the ability of city council to raise taxes. Perhaps a fixed budget with no tax increases would focus this council into making the responsible decisions required. Randy O’Donnell Nanaimo

Decision to keep schools open reckless To the Editor, By the time my wife left for her teaching position Wednesday morning, the road conditions were extremely bad. She has winter tires on her vehicle and although her commute was more than double and tense, she did arrive safely. The first incline she came to, the vehicle ahead could not make it up. In conditions like these we often hear the police say that unless you really have to drive, stay at home. I have to wonder at the wisdom of Dave Hutchinson, our new district superintendent’s decision to keep the schools open. It was not until nearly 7 a.m. that the radio station announced the schools would be open. By that time, it was blizzard conditions outside. Residents of this area know that we do not get the dry snow Saskatchewan receives. Our snow is

often wet and can be treacherous to drive in. At my wife’s school, several teachers and teachers aides, and nearly half the students, did not get to school. The City of Nanaimo does not clear sidewalks, and although it has a bylaw that requires homeowners to do so, it does not enforce the bylaw or advertise it even exists. Hutchinson needs to consider those facts. Children who walk to school will often need to walk down the side of the road because the sidewalks are piled high with snow. Many parents will drive their children to school, and not all will have winter tires on their vehicles and may be relying on worn, all-season tires. Will it take a death of one of our students before he wakes up to thefact he is not living in Saskatchewan anymore. Richard C. Parsley Nanaimo

You can tell Bernie Smith I am one of those “bent out of shape religious types” when it comes to ‘happy holidays’ or other similar meaningless sayings. Christmas celebrates the birth of Christ – hence the name – get it? For the many years I have been on this Earth, it has always been ‘merry Christmas’ to me and my family, or, in Ireland where I was born, ‘happy Christmas’. I will not patronize businesses which choose to wish me ‘happy holidays’ or ‘season’s greetings’ either by word of mouth or advertising. Thankfully, this year I notice a lot more ‘merry Christmases’ than ‘happy greetings’ or ‘season’s holidays’, or whatever they are

If Alf Holbrook is upset at the Stephen Harper government for letting foreign companies buy Canadian companies, why does he not buy them? ew Year’s Eve revellers looking for a place to sound their party horns, pop the bubbly and rock the night away have several choices in Nanaimo

Fam Family friendly For families looking to celebrate but still head home before the clock strikes twelve park parks, recreation and culture is offering its ann annual Finale celebration at Beban Park Co Complex. This year’s theme is Mardi G Gras. “It’s so much fun. It’s great fun,” said D Deborah Beck, recreation coordinator for the City of Nanaimo, adding that kids attending the event get “so eexcited” because of all the activities. Activ Activities are happening at the social centre, Fr Frank Crane arena and the pool. People can en enjoy swimming, glow in the dark skating, cr crafts and games. Entertainers include Jayden Holman, the Footclan Dance Crew, Ian Johns Johnstone, Aunti Bobbi, DDT Drumline and G Greg Ladret. The evening includes two countdown events, one at 8 p.m. for families with younger children and another at 10 p.m. Tickets are $25 for a family, a maximum of four, $10 each and children two and under are free. For more information or tickets, please call 250-756-5200. Rockabilly revellers Chevy Ray and The Fins are rocking the Coast Bastion Inn New Year’s Eve. The band plays Rock ‘n’ Roll favourites of the ‘50s and ‘60s, paying homage to greats like Elvis, Buddy Holly and Jerry Lee Lewis. The band will sing blasts from the past including Great Balls of Fire, Stray Catt and That’ll Be the Day. These songs will be mixed in with

rockabilly hits. Kervel said some people may not know who originally performed the songs, but many people will recognize them. The band also does a rendition of Johnny Rivers’ Secret Agent Man with a twist, which includes Bond movie music. Mike Kervel started Chevy Ray and The Fins to honour his brother who died in a car accident almost 30 years ago. “This is a tribute to him,” he said. “This is the kind of music he loved.” Playing the Coast Bastion Inn to ring in the new year isn’t new to Chevy Ray and the Fins. The band played the venue from 1995 to 2005. Kervel said it’s going to be a fun evening. Band members like to have fun with the crowd. During the night there will be hula hoop, twist and jive contests. “It’s about the experience more than anything. We want to have a good time and we want the people to have fun with us,” he said. The New Year’s Eve Gala Dinner and Dance featuring the band at the Coast Bastion Inn Ballroom includes a buffet dinner. Doors are open 7:30 p.m. to 1:30 a.m. and the dinner buffet is 7:30-9 p.m. Tickets are $65, people must be 19 years or older to attend, and are available at the Coast Bastion, located at 11 Bastion St., or by calling 250-753-6601. For the event the Coast Bastion is offering a special room rate. People can get a comfort room for $109, but must present their ticket for the special rate. New Year’s bang People wanting to ring in the New Year with flare can join the celebration at the Harewood Arms. Big Bang Baby is playing the pub for the third consecutive year, starting at 9 p.m. The band, which formed in 2007 by members Darrell Gardner and Michael Peterson, came together with the goal of bringing some “flare” back to the local music scene. Big Bang Baby plays top 40 hits from pop and rock artists like Pink and Alabama Shakes and favourites from performers such as The Tragically Hip, Red Hot Chili Peppers and Sheryl Crow. ◆ See ‘VARIETY’ /16

sports Clippers remember more than just 40 years Nanaimo’s junior hockey team was among best in the west in the ’40s BY GREG SAKAKI THE NEWS BULLETIN

T

he Nanaimo Clippers junior A hockey club is celebrating its 40th anniversary season. It’s a special milestone. It encompasses a heap of hockey, a million memories. And it doesn’t come close to counting all the years of Clippers history in this city. This past autumn, Jack Prestley, a Clippers alumnus from way back, cut out a newspaper article to add to his scrapbook file, a story about the team’s 40th anniversary. “What I wanted to point out, was that wasn’t the beginning of junior hockey in Nanaimo,” he said. He’s right – the first Clippers junior hockey team took the ice 68 years ago, for the inaugural 1944-45 season of the Pacific Coast Junior Hockey League. Nanaimo won the championship that year, and the next, too. The league was formed to fill an appetite for hockey during the war years, when some senior loops were on hiatus. The PCJHL consisted of just three teams – the Clippers, the Vancouver Arrows and the New Westminster Cubs, because those were the only three cities in the region with arenas. Victoria’s Willows rink – known for its post right in the middle of the ice surface – had burned

down earlier that year. “Somebody probably burned it down – a player who ran into the post,” joked Prestley. The league was technically junior B, but it was the top level in the province at the time. “Junior was junior,” said Les Mitchell, a Clippers defenceman of that era. “The best players played on the team and they played on the circuit for the Memorial Cup.” Mitchell lived near the Civic Arena as it was being built, and was one of the first ever to skate on the ice surface. He was in the lineup Nov. 18,

1944, when the Clippers played their first home opener at the Civic, a 5-0 shutout of the Arrows in front of 1,400 fans. Known for his skating, Mitchell piled up plenty of points and penalty minutes as the Clippers won the regular-season title. He also scored what would stand up as the championship-winning goal that winter in the fifth and deciding game of the finals, a 6-4 win at New Westminster’s Queen’s Park Arena. The defending-champion Clippers added Prestley the following season, bringing the

He had been making 45 cents an hour as a mechanic in his hometown, so the lure of $1 an hour as a mechanic in Nanaimo, while playing hockey, made his move an easy decision. “It was such a wonderful game and I enjoyed it so much,” he said. The Clippers packed in the fans back then, he recalled. “It was standing room only at a lot of the games,” Prestley said. “Between periods, half the crowd would go over to the Newcastle Hotel for a beer and the other half

would entertain and win with a high-scoring, smooth-skating style. Norm Kirk and Red Koehle were two of the team’s offensive leaders, Lou De More was the coach and Buster (Bus) Matthews was manager. Road games were challenging, as the team crossed the Strait of Georgia on the CPR steamships. The voyages were particularly hard on the Clippers’ import players from the Prairies, recalled Prestley. “We’d see fans on the street after, and they’d say, ‘How come you guys didn’t win?’ I’d say, ‘Well, we only had five players – the rest of them were seasick.’” Camaraderie wasn’t a team strength. The Clippers were all supposed to be paid equal shares of the gate at season’s end, but Prestley said certain players were favoured. It led to some hard feelings, and not all of the guys were great friends in the locker room. “If you didn’t get in there early, someone would steal your stockings,” he said. The socks were full of holes anyway; the redand-white sweaters, only a little better. Prestley wore a leather helmet, “a funny-looking thing, but it was some protection.” The Clippers might not have been the bestdressed team that year, but that hardly mattered as they swept the Trail Smoke Eaters in the B.C. final and advanced to the Memorial Cup playoffs. Though they lost in the quarter-finals to the Edmonton Canadians, three games to one, Nanaimo won Game 1 of that series, 4-3, in front of 2,600 fans at Civic Arena. ◆ See ‘CLIPPERS’ /22

originals reminisce ◆ From /21 The Nanaimo Clippers’ speed allowed them to have success against the Edmonton Canadians, Jack Prestley remembered. “So the next game they came out and knocked us, took penalties and knocked guys out of it,” he said. Nanaimo’s provincial championship reign came to an end in the winter of 1947, when the team was swept in the semifinals by Vancouver. The day of that decisive Game 2, the Clippers left their equipment on the dock in Nanaimo and were forced to borrow gear from the New West team. A 9-5 loss eliminated the Clips. At the end of his junior career, Prestley hung up his skates for good. He was offered a spot on a semi-professional team in Rochester, but he’d had enough of hockey. Les Mitchell, meanwhile, earned himself a tryout with the New York Rangers. Though he never made it to the NHL, he taught his grandson Willie Mitchell everything he knew and got to lift the Stanley Cup this year when the Los Angeles Kings’ defenceman brought the prize over to Vancouver Island. Les is also proud to note that he was the last person ever to skate on the Civic Arena ice surface. “Before they pulled the lever on the compressors, I put my skates on and I skated around a half dozen times,” he said. “I wanted to be the last. I can’t swear I was the first, but I can swear I was the last.” The neon sign from the front of the old Civic is still lit. It hangs at the Nanaimo Ice Centre, next to a giant blown-up photo of Prestley, Mitchell and their teammates. It’s the hockey of yesterday, overlooking the hockey of today. Maybe the Nanaimo Clippers are 40 years old. Maybe they’re older. Or maybe all those games, and all those goals, are timeless. sports@nanaimobulletin.com
