City looks to stabilize slag pile

CASSANDRA CHIN Gazette Reporter

Concerns about possible safety issues have arisen after large cracks were found in the slag pile off of Granby Road in Grand Forks. With this year’s late spring precipitation, an overflow of water from Overton Creek continued to flow into late summer. A city report noted, “tension cracks have recently opened within the southern portion of the large slag pile located west of Granby Road and immediately adjacent to the Granby River. The cracks were a few inches wide within the past years and have recently increased significantly.” Sasha Bird, manager of technical services for

the city’s public works and operations, pointed out it’s uncertain how much of the cracks are recent. “According to predecessors, the cracks have been there for a very long time, which is why we want to do the monitoring – to see if they’re moving,” she explained. “At this point we don’t know and our predecessors don’t remember how wide they were. It’s really hard to say how much movement there has been, which is probably a reason why there was a section of fence put up, because they were concerned that people might be walking in there.” The plan is to set up some monitoring and check it on a monthly basis, Bird added. A geotechnical engineer recently reviewed the

slag pile property to determine the current level of risk and provide short-term recommendations for potential stabilization or correct the problem. The engineer also provided general comments on potential long-term plans. Bird noted the assessment revealed a low to moderate risk and the pile appears stable reducing any risk for large-scale issues. A likely cause for the expansion of tension cracks could be the source of water from Overton Creek. President of Pacific Abrasives Tim Spurgeon pointed out the cracks have been there since the company began operating the pile in the early 1970s. CONTINUED ON PAGE 3

NEWS z CITY COUNCIL

Deal for Kettle Falls rail service struck

A fond farewell Grand Forks’ Mayor Brian Taylor (centre) made an announcement regarding the Kettle Falls International Railway at a Dec. 17 city council meeting. Karl Yu Photo

Gazette Editor

Rail service between Grand Forks, B.C. and Kettle Falls, Wash. will continue it was announced at Dec. 17’s Grand Forks city council meeting. “OmniTRAX Inc. and BNSF Railway Company and the consortium of shippers have come to an agreement basically giving us some security in the railway for the next five years,” said Mayor Brian Taylor. The companies, which include OmniTRAX (parent company of the Kettle Falls International Railway), BNSF, International Forest Products Ltd. (Interfor), Pacific Abrasives & Supply Inc. and International Reload Systems, got together and completed a deal, which meant there was no stoppage in service, according to Taylor. According to information provided by Taylor, the groups involved in the deal have committed to enabling “rail service to be provided on a schedule that is based on total carload volume being shipped on the line.” The current schedule calls for service twice a week for all shippers. “I think it’s been a success all the way around. I would like to thank Grace McGregor (Area C director) and the Regional District of Kootenay Boundary for stepping forward and carrying this for the first part of the game but it was the city too that took a leadership role in defining the importance of this to our city,” the mayor went on to say. “I would congratulate council and city staff in the role we played in making this deal come through.” There was speculation that the railway would be discontinued earlier. More on this in a future issue of the Grand Forks Gazette. City procedure of disposing of assets Council adopted a policy relating to the proper disposal of tangible capital assets Under the Asset Disposal Procedure Policy (Policy 805), city department managers would determine when the city’s assets had reached the end of useful life or are obsolete and will dispose of the assets while getting the most revenue while minimizing disposal costs. The managers would then fill out a request form and forward to chief financial officer (CFO)

News tips

Roxanne Shepherd, who would then decide with the manager what to do with the asset, sell at auction, trade in, sell by tender, recycle, destroy etc. The form and CFO recommendations would then be forwarded to chief administrative officer (CAO) Doug Allin who would approve or give further instruction. Shepherd would assist in co-ordination of asset disposal and the department manager would also prep the asset (removing city logos, destroying obsolete computer software and hardware properly) for disposal or sale. People responsible for disposal of the asset would record date and certify disposal on the form and the completed form would once again be forwarded to Shepherd for record keeping. “When we have an asset that’s reached the end of its useful life we can either dispose of it in several manners but it will be done in such a manner that everybody would have an opportunity to bid on it in a fair way, so if it ever was questioned, as part of good governance, we would want to have good council policy in place to allow it to be done properly,” Allin explained. Coun. Bob Kendel proposed the motion, Coun. Gary Smith seconded and it carried. Adoption of new purchasing policy A policy regarding purchasing (Policy 802) was proposed and adopted at the council meeting as well. “Basically, the purchasing policy covers a broad range of purchasing by both the front line staff and we’ve even defined it right down to working staff and whether they can spend $50 or $100 on something they need immediately,” explained Taylor. Coun. Michael Wirischagin wondered about differences between the old policy and 802 and Allin elaborated. “The key elements in the changes of this policy are, there are greater controls on the organization,” explained Allin. “The CAO will be responsible for securing purchases over the manager spending authority, so everything that’s identified in the financial plan will require the CAO sign off without each department head basically going and making a significant purchase without full consideration of the CAO to ensure those controls are in place.” More on this in a future issue.

Concerns about slag pile Continued from page 1

“The south end has always had some cracks there and I’m not sure if they’ve gotten bigger or smaller, but that’s what the monitoring is for; to see if they have,” he explained. “The pile has been there since the early 1900s, so over a hundred years, and we don’t see it as posing a threat but I certainly think we should go ahead an monitor it to make sure.” Spurgeon noted there might be some issues with the underflow of the discharge from a creek, which is something that should look into. “The foremost thing is the safety of the community and we want to make sure that if (the cracks) are an issue, we can make some plans to go ahead and make sure it’ safe,” he added. “We’re the operators there and it’s our responsibility under our agreement with the city to make sure the operations and anything that is operated there is done in a safe manner.” Bird pointed out the monitoring program was not originally approved in the budget. “It has to be taken back to council so we have to tell them how much we’re going to be spending, so the financial plan has to be amended. That has to happen first before we go back to the geotechnical and environmental consultant and get them going on providing us with the monitoring program,” she explained. “We would have to hire a BCLS (British Columbia Land Surveyors) to do a survey for the cross-sections and then with the rerouting of Overton Creek, that has

to include a Section 9 (Water Act) application to the Ministry of Environment.” The cross sections, another option labeled as a short-term solution, would be added to the slag piles at 50-metre increments. This slicing would go through the slag from Granby Road down to Riverside Drive. “Take a piece of pie and cut it in half and you look at it from the face view, that’s the cross section of the pie,” explained Bird, adding a detailed monitoring program for the top of the slag pile would also be included. The city currently does not have the GPS unit or equipment to complete the task themselves, hence the hiring of a BCLS, Bird added. As a first step and main priority, city staff and operators at Pacific Abrasives are currently looking to re-route Overton Creek. “The process to get us to the actual monitoring stage –we want to divert the creek before the freshet (spring thaw) comes around so we avoid having the water going into the crevice anymore,” said Bird. “The rest of it we have time, the biggest priority is to re-route the creek.” The budget for the project is still unknown at this time, though city staff recommends council approve funding for remediation from the slag fund reserve. Immediate work would alleviate any risk of the slag pile losing stability and danger to community and will begin in the new year, Bird concluded.

Spread wealth with drug education

“Young minds are impressionable” is a phrase used often and it is true. There are numerous examples of younger siblings being influenced by older siblings, and likewise, there are numerous examples of the older siblings being influenced by TV and pop culture. That is why it is important that the RCMP and School District 51 are teaming together to work with young students to educate them on social issues related to drugs and alcohol with Drug Abuse Resistance Education otherwise known as DARE. According to the RCMP, the premise is helping kids make healthy, informed decisions when it comes to drugs and alcohol and the DARE program, which is set to take place sometime in the new year, will see Grade 5 students taking part over the span of 10 weeks. Educating any young students on the dangers of substance abuse is good but offering it to a number of grades would be even better. The logic between offering DARE to Grade 5 classrooms is that students in that grade begin to think critically about their choices but offering it to younger grades would be beneficial as well. While Kindergarten and Grades 1 and 2 might be a little too early to preach of the dangers of drugs and alcohol education, discussing the topic with a Grade 3 class would help establish a good foundation, in much the same manner as learning to read earlier. Continue the education at Grade 5 by all means, but offering the program to Grades 3 and 4 will help drive home the anti-drug message as well, a steady progression of education as it were. Vary the education as well so that you aren’t repeating the same topics over and over again, as that may lead to some students tuning out. Students in preschool and elementary school begin with learning the alphabet, progress to learning words and from there, reading and the same principles should apply. Educating youth on the dangers of substance abuse is a good thing but it is better to spread it out over a number of grades as opposed to limiting it to one grade.

most and that is what I enjoy most about this time of year, the time off. December is extremely hectic, with all the Christmas concerts and events that go on around town and the fact that there are only two people in the Grand Forks Gazette’s editorial department (soon to be temporarily one, with reporter Cassandra Chin’s return to the east). The workload in the month of December is heavy with condensed schedules at the office, as there is added work due to the office being closed for the holidays.

Throw in covering the aforementioned concerts, related events and the recently published holiday supplement and you have a lot of work in a very short period of time. Mere days to edit, write, coordinate pictures, lay out multiple newspapers, as opposed to the normal week it takes for one. There’s no use complaining, as that won’t get the work done, so you soldier on. The payoff is the extreme sense of relief that comes after all the work is done and the knowledge that some time off draws nigh. Time to head home, be merry, see family and friends, and just sit around and do nothing, which might not seem healthy but given all that I’ve been doing the past month it is a welcome relief. And that to me, is the greatest gift of all.

I really enjoy Christmas, the new year and everything associated with this time of year to be quite honest. I love Christmas music, and I love the lights, especially when there is snow, as it seems to accentuate the colours of the lights. The snow can add to the pastoral scenery that is prevalent throughout Grand Forks; driving when it is snowing heavily is a different story though, but let’s not get started about that. I love the Christmas parties and the festive atmosphere and I like Christmas movies, whether it is Home Alone or A Christmas Carol, whether Scrooge McDuck is playing the lead role or Alastair Sim or George C. Scott. The gift giving is great but as I grow older, I find the time with the family is what I cherish

LETTERS z EMERGENCY

Leave the yellow bags Editor: If you come across a motor vehicle accident, especially a vehicle over the bank, check to see if there is any yellow tape on the vehicle or a large yellow bag attached to the car or even filled with snow or rocks on the side of the road by the vehicle. The use of these yellow bags is something used by all Emergency Services personnel and it indicates that the vehicle has been checked. The Christina Lake Fire Department has responded to numerous calls up on the Paulson summit this winter, many of which were cases where the car had already been checked and the occupants long gone. When a call comes into the fire dispatch centre in Trail and we are unsure of where it may exactly be, fire personnel from Rossland/Trail and the Lake are all dispatched, in addition to police and ambulance personnel. Seeing the yellow bag beside an accident scene saves calls and long hazardous travel for emergency personnel. Of course if in doubt, always call. Ken Gresley-Jones, Christina Lake fire chief

z TRAILS

Not for paving trail Editor: Re: Paving project proposed from Grand Forks to Christina Lake (story, Dec. 5 issue of the

Grand Forks Gazette) Paving the railgrade trail, huh? But isn’t pavement a little harder than dirt? A few questions: 1) What about joggers? Isn’t there more shock to the bones of feet and legs when running on pavement? Don’t they prefer to jog on dirt and/or grass? And the same goes for simple hikers and walkers, I think. Most find pavement hard on the spine and hips. 2) What about horses? Isn’t pavement a lot harder on them for the same reasons? Or do we increase the cost even more by grooming a separate parallel bridle trail? 3) What about cyclists? Isn’t the reason for the fat knobby tires so that they can run on dirt and grass trails? Isn’t that, in fact, what mountain bikers prefer? 4) What about cost? Anyone’s who’s ever paid his or her own money to pave a simple driveway can attest to the cost of asphalt. Or doesn’t it matter when it’s going to bring in (genuflect here) free money from government grants? But isn’t the government financed by ALL of us? Aren’t there better uses for government money than fishing for kickbacks from paving contractors? Such as our hospital, our schools, our rec centre, etc? So the final question remains, why? Well, it appears to this reader as a simple case of “the grant-getters are at it again!” Still dreaming that grant money isn’t real money and thus can be spent for whatever project, no matter how frivolous it may be. But this latest one takes the cake! Pete Snidal, Grand Forks

z OPINION z NATIONAL DEFENCE

Plane mistakes

Editor: The fiscal incompetence and complete mismanagement of Canada’s largest military procurement since the Second World War has now been fully exposed. The Conservatives needs to be held accountable for a total mishandling of the F-35. Two years ago, they told Canadians that the government would replace the aging fleet of CF-18s with a sole-sourced contract for F-35s for only $9 billion – now thanks to an audit from KPMG, we know the true cost of the F-35s will exceed $46 billion. The government said the F-35 was the only plane that could meet our needs, now it admits that other planes could. It always maintained that considering other options was irresponsible and it sole-sourced the contract, now it is looking at other planes. It said there was a contract, now it doesn’t. This is how a government turns a $13-billion Liberal surplus in 2006 into a $142-billion accumulated Conservative deficit by 2012. The government lied, stonewalled, broke all the rules of procurement, evaded every safeguard and attacked the credibility and patriotism of all those who dared challenge it. The Conservatives need to stop the cheerleading and start asking serious questions about how the government is spending your hard-earned tax dollars. John McKay, MP Liberal Party of Canada defence critic

City councillors and their 2011 election promises The present slate of city councillors was elected on Nov. 19, 2011 and they were sworn in at an inaugural meeting on Dec. 5, 2011. Each of them made promises in their effort to gain voter ROY RONAGHAN support and it’s time to look at their work in relation to those promises. Not many voters will remember what the candidates said in their published statements or on stage at the all-candidates forum, held at the Grand Forks Secondary School prior to the election, so here’s a brief overview. Brian Taylor placed the renewal of the infrastructure at the top of his list. He hoped the referenda would pass to enable the city to have leverage when the time came to borrow several million dollars from the federal government. He also emphasized the need for city planning. The referenda were passed, one for $1.3 million for an emergency water supply for fire protection and $4.2 million for roads, water and sewer upgrades. Strategic Infrastructure Inc. was employed to conduct and inventory on the condition of city streets and roads and repair and replacement priorities. A report from the company was received on Sept. 4. A two-day strategic planning session, involving councillors and city staff, was held in Jan. 2012. Only the councillors know how the planning has affected their work. Patrick O’Doherty said he would focus on the general infrastructure and work with seniors and young families to provide affordable housing and health care. Bob Kendel said he had a desire for meaningful change, a clear vision and motivated leadership. Part of his vision was a revitalization of agriculture in the area. He has a liking for the so-called super fruit, the Haskap Berry. Gary Smith said he chose to run because he wanted to be active in the growth, development and prosperity of the city. He said he had ideas on what council must do in the next three years but has never elaborated on them. Both Smith and Kendel appear to have shifted their focus away from agricultural initiatives. Kendel chairs the Economic Development Advisory Committee and Smith is now immersed in the downtown revitalization project and the branding project. Both Smith and Kendel recently announced that they support the idea of a community hall. It’s not a new idea, as reports at city hall will show. Cher Wyers opted for the continuance of what the previous council had begun. She wanted long-term planning and wanted the referenda to pass. Wyers appears to be the one of the busiest of all councillors. She chairs the environment committee and attends meetings of the board of the Grand Forks Public Library Association among a lot of other activities. Michael Wirischagin said he wanted Grand Forks to be a safe, secure community for all ages. He also saw the need for planning. Just what Wirischagin meant by a safe, secure city has never been articulated publicly. Neil Krog saw his role on council as that of a stabilizer and he promised to employ his experience to keep council members grounded. He also wanted Grand Forks to become self-sustainable. Krog has never explained what he meant by the statement about his role at council meetings and he has not provided more detail on his vision of a “sustainable” community. Councillors have special assignments and those can be found in the March 5 regular meeting minutes. Taxpayers can take solace in knowing that the status quo prevails in council chambers, and in the knowledge that things won’t likely change much in the next couple years. Coun. Wyers’ wish for continuance has come true. Coun. Krog must be pleased that there has been no need to keep his fellow councillors grounded. – Roy Ronaghan is a columnist for the Grand Forks Gazette

Grand Forks looking into sixth well CASSANDRA CHIN Gazette Reporter

With concerns of nitrate levels in Grand Forks wells laid to rest, the City of Grand Forks looks into the possibility of constructing a sixth well near 66th Avenue. The city’s chief administrative officer Doug Allin pointed out there was a referendum last year asking the community whether or not they would support the backup and installation of another well, which was approved. “We’ve gone through the process of identifying the location for the well,” he said. “Based on the hydrologists and aquifer’s reports we have the right spot, now we have to go through the process of testing to ensure that it will deliver the water we need.” Part of the process is to deliver the fire flows the city needs, which would be the next step as the city moves forward, Allin added. The idea of a sixth well came after a presentation by Remi J. P. Allard, senior hydrogeologist from Piteau Associations Geotechnical and Hydrogeological Consulting Engineers. He gave a presentation to city council at a recent meeting to discuss the city’s wells and its condition.

Along with nitrate levels and the current situation with the city’s wells, Allard noted the city should start looking into the possibility of a sixth well. “There is still a lot of work still to be done, so I can’t really provide you any answers right now,” Allard told The Gazette. “Another way to say this is that there are several people involved in the work including staff from the City, Urban Systems and myself. Until we have some consensus and clear direction moving forward, any comments would only be speculative.” However, Allin added another well would likely be constructed within the next few years though there is no set timeline at this point. “Because of Interior Health requirements, to do well-head protection we would want to characterize the risks around the well head (No. 2 located near Hutton Elementary School on 75th Avenue) based on regulatory requirements,” said Allin. “What they would do is protect water quality, but risks include proximity to roads, industrial development, those types of things.” When Well 6 is constructed south of 66th Avenue, the city will take a look at Well 2 (the city’s oldest well) to determine if it should be maintained as a backup in the future or if Well 6 would satisfy the city’s needs.

At a recent school board meeting, School District 51 (SD51) recently discussed its current status with special education compared to the provincial average. A chart provided by the Ministry of Education – Diversity branch looked at how the school board compared between the provincial rate compared to the school district every year, noted Director of Instruction Maxine Ruzicka. Districts are required to report to the ministry reasons why there is an increase in any category that is above the provincial average, she added. The results show the incidence rate of student designations in various special education categories in SD51 from 2006 to 2013. “The two areas that I have to report on, because we are above the provincial average again, are the Intensive Behaviour piece and the Serious Mental Illness piece,” Ruzicka explained. “The provincial average (for Intensive Behaviour) is 1.26 of their kids and we’re at 1.68, but I did report that we did go to an alltime high in this category from 29

students last year to 22 students this year. We’re still making improvements on that.” Under these categories, Ruzicka pointed out the school district has decreased the number of students with those designations over the past two years. “The other one piece is students with Mild Intellectual Disabilities, where we are quite a bit over the provincial average with that and that is very specifically assessed,” she said. “One thing I did point out to the ministry, is when they do our percentages is – what is the significant difference with a small district with a small number when you look at the reliability and actuality, compared to hundreds of thousands of kids – are these significantly different?” According to statistics from the district’s school psychologist Jennifer Turner, there have been three full psychological educational assessments completed this year, with two assessment consultations. There were seven students who had educational programming consultations, and two preschool provincial integration specialist program applications and assessment reviews.

WINTERIZE YOUR VEHICLE Ensuring that your vehicle is in safe mechanical condition is a year-round necessity, but it’s particularly important as the winter weather takes hold.

When I was growing up, we did our share of stringing popcorn and such. When my children were young I passed the fun on to them. We would make a big pot of hot chocolate, a plate of cookies and spend an evening making strings

of popcorn and cranberries. For several years, we made something different to go on the tree. One year it was all dried fruit – we took tree outside after New Year’s Day and left it up for the birds; we had as much fun watching all of them as we did making it. We cut out old Christmas cards and made tags, we strung fishing line through cotton balls to make it look like snowballs falling off the tree, and numerous other things. One of the kid’s favorite was the age-old paper chain. I got to thinking about how I could update an old craft, so here goes with my idea. One of the crafts we did was cutting circles from old cards and gluing them on to strings of wool to make a colourful garland. My idea started out with using wool, punching out a halfinch (1.27-cm) circles and gluing them back-to-back with the wool sandwiched in between. The project has become something a little different, I used sparkly paper circles and ended up with my circles layered with a circle punched out of pictures that I took this year and then sandwiched them on to ribbon to create an ornament. If you are anything like me, you will have an abundance of pictures taken so far away that only you would know what they are – these are some of the ones I used.

These crafts make for good Christmas ornaments.

Some were of friends when we attended a company picnic and some are from our family fishing derby barbecue we hosted. It has been fun project looking through photos and remembering as if it all happened yesterday. Assembling is basically as shown in the photos, starting with folding an inch (2.54 cm) of one end of a six-inch (15.24 cm) piece of ribbon and taping it in place with a small piece of double-sided tape, continue as shown. I am going to hang mine with a small wire ornament hanger, as soon as I buy some. Have fun. – Darlainea Redlack has taught a variety of crafting courses across the Boundary and is circulation co-ordinator for the Grand Forks Gazette.

COMMUNITY ❚ AWARD

Local teacher awarded for outstanding work from UBC

CASSANDRA CHIN Gazette Reporter

Grand Forks’ Erika Thorpe was recently awarded the Hazel and Jack Grimmett award for outstanding work by the Early Childhood and Education faculty at the University of British Columbia in Vancouver. Nominated by her professors, Thorpe was surprised when she heard she had received the award. “I thought I was on my way to start a career after I graduated but I got this little surprise,” she recalled. “The award is a reflection of all the support and help that I’ve received through school; I’m very fortunate.” Born and raised in Grand Forks, Thorpe is currently a teacher on call within School District 51 teaching Kindergarten to Grade 7. “It’s a great experience and I’m learning a whole bunch of stuff that I never thought about before. School can only prepare you for so much but the actual real-life experience can be amazing too,” she said. “It’s nice to be home after being away for so many years and seeing the community in a different light as an adult and as someone who is contributing to the community now; it’s just great to come back and appreciate it.” Thorpe noted her desire to become a teacher was influenced by the many teachers and professors she has had from Kindergarten up to postsecondary school

In an effort to educate young children about drugs and alcohol, local RCMP and School District 51 (SD51) have paired together to discuss the social issues surrounding those topics. Drug Abuse Resistance Education, or DARE, is a comprehensive school-based drug prevention program taught by police officers to children at the Grade 5 level, explained West Kootenay RCMP Cpl. Marty Kooiman. “The RCMP has a comprehensive drug strategy within A Division, which is what we call British Columbia,” he told The Gazette. “Basically, what we’re doing is there are 14 co-ordinators around British Columbia that are co-ordinating Community Prevention Education Continuums, or CPEC.” Kooiman pointed out they are trying to partner with the community through a local RCMP detachment with community agencies or volunteer groups, such as the Rotary Club or Lions Club International. “Our premise is helping kids make healthy, informed decisions when it comes to drugs and alcohol. However, there are other issues that surface that underlie the issues of drugs and alcohol,” he pointed out. “The premise of the continuum is to educate kids on the social issues that they need to concern themselves with from Kindergarten right up through to Grade 12.”

Would like to recognize and thank all our sponsors for their generous support in 2012.

“I appreciate and value all the work they’ve done for me,” she said. “I think a little bit of that rubbed off on me and since I started post-secondary school career, I’ve always had that mind. They’ve always influenced me and I just want to pay it forwards.” She hopes to continue teaching within the school district as she gains more experience as a teacher.

The DARE program has been around for a long time and originated in the United States before it was adopted in Canada, he added. It was suggested as the best thing the police could do, in terms of providing information is to give good, healthy choices to kids about smoking, alcohol and marijuana, he went on to say. The DARE program is usually delivered over a 10-week period in Grade 5 classrooms, with each lesson presented in a fun and factual way, noted Kooiman. “A lot of kids in Grade 5 start to critically think about their choices so this was found in research that if we wanted to make an impact to kids, before they make the difficult choices, that we would do this type of education in Grade 5,” he said. Superintendent of Schools for School District 51 Boundary Michael Strukoff noted Kooiman previously gave a presentation to the District Leadership team, which includes Jennifer Turner and Shawn Lockhart. “The hope is that this new relationship will lead to sustained initiatives on community prevention education across all grades and in a sustained approach,” said Strukoff. Kooiman noted the pilot program originally began in Castlegar, followed by Trail this year as well as Grand Forks. “A DARE officer, Christy Halverson, will be going around to classrooms after Christmas (break) to talk about the program,” he said, though details are still being worked out.

❚ FOR THE RECORD In the Grand Forks Gazette’s Christmas Supplement, in a story entitled “Providing warm coats for needy,” the The Grand Forks Auxiliary to the Boundary Hospital was incorrectly referred to as the Ladies Hospital Auxiliary.

On behalf of Grand Forks Credit Union (GFCU) members, GFCU’s newest employee, Brooke Hiram (second right) and CEO Kelly Thomas (far right) presented a cheque for $3,250 to the Boundary Community Food Bank treasurer Bobbi Boughton (far left) and vice-president Sonia Cyr (second left). “There continues to be need in the Boundary area,” said Angela Soukoreff, manager of Grand Forks Credit Union. “Our employees and directors gave $650 to the Boundary Community Christmas Hamper Program and GFCU matched the personal giving with another $650. Our employees (also) raised over $2,200 through bake sales and personal donations to purchase gifts for those on the Angel Tree. GFCU gave $500 to Boundary Family and Individual Services Society to provide funds for emergency needs over the holiday season, particularly when other agencies are closed. We also gave $3,250 to the Boundary Community Food Bank as the need in our communities continues into the new year when donations often decrease.” Submitted Photo

What do you need to know about the Kettle River watershed? That’s the focus for this new column, where I will answer questions GRAHAM about the Kettle River waWATT tershed. I’ll also provide updates on the Regional District of Kootenay Boundary’s (RDKB) progress towards the Kettle River Watershed Management Plan. Today I’m going to answer a question from a recent community event: “What’s the plan all about?” The Kettle River watershed means all the land, forests, farms, wetlands and streams that drain into the Kettle River (including the Granby River and Christina Lake). The watershed isn’t something that comes from somewhere else and goes somewhere else – it starts right here with our backyards and our decisions. The management plan is an initiative of the RDKB to understand the watershed and inform the decisions that affect it. The first phase, recently completed, was to study water supply, demand, quality and aquatic ecosystem issues across the

z Kettle River Q&A

watershed. This technical study is now available on our website, kettleriver.ca. The second phase of the plan is to work with a broad network of stakeholders to understand the range of issues in the watershed and develop recommendations about land and water planning, policy and stewardship. The resulting plan, due in 2014, will provide a strategic vision for the watershed, with concrete actions to be undertaken by the various agencies and stakeholders who have a role in the management of water and land resources within the basin, including individual citizens. This fall, we have been actively connecting with the public to learn about watershed issues and understand priorities. You may have received a survey in the mail asking you to share your thoughts; please send this survey in to the address listed by Dec. 31 or fill in the online version at kettleriver.ca/ survey – please, only one survey per household. Thank you so much to everyone who has contributed so far. We will be sharing the results of the survey early in 2013 and using the findings to help guide our recommendations. Ask me any watershed questions at plan@kettleriver.ca. – Graham Watt is Kettle Watershed Management Plan project co-ordinator for the RDKB

This year’s Grand Forks Border Bruins squad is markedly different than last year’s. The team has eclipsed last year’s one-win total five times over and there is more talent in the lineup, as the team has three forwards with the same first name – Connor. Connor Gross, Connor Kidd and Connor Bowen have all contributed in their own ways to the team – Gross leads the team in goals (18) and points (35), Bowen is third in scoring (18 points) and scored a hat trick a few weeks ago, and Kidd has chipped in with three goals and eight assists. “They all bring a lot to the table,” explains Border Bruins head coach and GM Nick Deschenes. “Connor Gross brings offensive ability, leadership on the ice. Connor Bowen brings experience, having played in the (Kootenay International Junior Hockey League) last year with Castlegar and is hard working, and Connor Kidd is a rookie and is progressing into that second line centre role, is starting to play well on both sides of the ice and is starting to get more confident.” Deschenes says that it is a rarity, having three players with the same first name – using last names on the bench is a must, he jokes. As for the three, they use nicknames as well as the last names with Kidd going by Kidder and Bowen and Gross going by their family names. “Passing and seeing the ice well,” says Gross when asked about his strengths. “Finishing my checks and I’m a fast player,” says Bowen. “I’m a play-maker and like to play the body as much as I can,” Kidd explains. When asked about who the better player of the three, Bowen and Kidd point to Gross and two of the three have similar hobbies. “I play a lot of Xbox,” explains Gross, with Bowen saying

the same. “I like to golf and fish,” says Kidd, although he is into video gaming as well. Kidd and Bowen enjoy playing NHL 2013 but Gross says he enjoys the first person shooter Call of Duty. Gross and Bowen have both played over 30 games, while Kidd has played 24 and the three think the team is starting to gel. “I think we’ve been making some big strides lately,” says Gross. “We’re coming together as a group and playing pretty well.” Bowen says the confidence level has increased from the beginning of the season. “We’re getting close and we’re going to keep building,” Bowen says. “I didn’t get here until a month and a half into the season and even from that point, I’ve still seen some huge strides,” opines Kidd. “We’re a much better team now.”

In its final game of the weekend, Grand Forks met the top-seeded Pool B team, the Kelowna Kings, and played an amazing and hard fought game. The score was back and forth all game long and in the final minute, Kelowna scored to get the win, putting an end to the team’s eight-game winning streak. GRAND FORKS RECREATION

Turkey and all the trimmings were enjoyed by many. Unfortunately, there are members in our community who did not have the opportunity to enjoy a traditional meal. Grand Forks Recreation (GFREC) staff would like to remind everyone to please donate to our local food bank. This time of the year is very important for those less fortunate. *** Are you starting to think about your New Year’s resolution? Resolutions seem to revolve around getting fit or losing weight. Why not make it different next year and make it about getting outdoors and enjoying the environment. Take a walk in the freshly-fallen snow, go skating on a frozen pond, take advantage of our local ski hill (that is only a 20-minute drive from town), learn to snow shoe or crosscountry ski – equipment is available from the Big Y Auto Recycling at 250-442-3838. These are just a few options available right out our back door and are relatively inexpensive. Take a few minutes for yourself each day and give yourself a hug and think of one good positive thing that happened in your day or in the world. *** The January 2013 flyer is now available at the pool or recreation

office. Preschool lessons will be offered Monday and Wednesdays, mornings and evenings starting Jan. 14. February sessions will be held on Tuesday and Thursdays mornings and evenings starting Feb. 5. Saturday mornings will be offered again in the April. Red Cross swim lessons will be offered on Friday afternoons starting Jan. 25. The next session will be offered during the first week of spring break from March 18 to 22. Parent and Tot swim lessons will be held on Monday and Wednesday evenings from 5:15 to 5:45 p.m, from Jan. 14 to 30. *** The Parent and Tot Swim and Play program is scheduled Thursday evening starting Feb. 7. Success by Six and GFREC have once again partnered together to offer this program time free for families with children six and under. This is a free supervised program that offers fun, active playtime, while in a safe controlled environment. Success by Six has sponsored the Skate and Play program starting Jan. 14 from 10 to 11 a.m. Carla Bryan will have games and toys available during this one-hour supervised on-ice playtime for children six and under. Parents are required to be on the ice with the children during this session. *** For details on the upcoming season’s activities and programs, you can view the January brochure at www.rdkb.com or give the Recreation Office a call at 250-442-2202.

Mavis Eleanor Chato 1942 - 2012

CHATO: Mavis of Grand Forks passed away peacefully with a smile on her face in Mexico in the care of a good friend on March 21, 2012, the equinox. Mavis was born in Beechy, SK on January 3rd, 1942. Mavis’ career began as a legal secretary, but became a social worker and for many years worked for the Boundary Family and Individual Services Society of Grand Forks, BC. Among many contributions she led the first new parenting group and played an active role in the development of The Gables housing project. Mavis was well loved and appreciated by her peers, colleagues, and family. Mavis will be remembered for her gentle spirit, intellect, and peaceful kindness. She was an inspiration to many and a model of empowerment. Mavis is survived by her three children: Johl Chato, Ayen Chato, Brenan Chato, her two grandchildren Jasper Sol Chato and Julia Ocean Chato, and her sisters Kathy Rains (and husband Barrie Rains) and Beverley Owens, as well as numerous cousins, nieces and nephews. A celebration of Mavis’ life will take place on Thursday, January 3rd, 2013, from 11 am - 2 pm at the Anglican Church of Grand Forks.

South Dakota, and Kansas just to name a few. Jack then moved to Renton to work at Boeing’s Seattle Base Aerospace Division. We were surprised when he recently revealed that while there he helped fabricate the wheels on the lunar land rover that eventually landed on the moon. Jack then moved on to become a Building Inspector with the City of Ellensburg from 1967 to 1974. In August 1974, he decided it was time to fulfill a dream and moved his family to Greenwood, BC, to develop the ranch in an area he had travelled through as a teen with his father. After spending a few years developing the ranch he started working as Maintenance Supervisor at the Boundary School District. His desire to continue to try something new then led him to start Grigsby Construction, a company he successfully ran for more than twenty years. After years of hard work, Jack retired to Grand Forks where he built a new home, worked in his shop and puttered around the property in his bobcat. Jack also found time, in his later years, to visit with friends for coffee and would often be seen along the main street in Greenwood. The past few winters Jack and his partner Charlene traveled to warmer climates exploring the southern states and staying with long time family friends. He always enjoyed peoples’ company and was good about staying in touch. Jack was very proud of his children: Steve, Kevin, Michelle, Jay, Jill and stepson Rocky. He wanted his children to experience the life he lived and more. The move to the ranch provided the kids an opportunity to learn farm skills, such as, growing hay, milking cows, feeding chickens, tending to animals and ultimately learning the value of hard work. Life on the ranch also included fun activities of driving tractors, riding motorbikes, gardening, fishing and enjoying the lifestyle of living along Boundary Creek. In the spring and fall Jack would take his kids and their horses to participate in local Gymkhanas where he was very proud of their accomplishments. As the kids grew and started their careers and families, Jack enjoyed providing guidance, support, encouragement, knowledge and love to his children and grandchildren. He led by example. Jack will be remembered as a gentle, kind and generous father, grandfather and partner. He was an amazing listener and a true friend who will be sadly missed by all who knew him. Jack was predeceased by his parents and sisters. He will continue to live in the hearts of his loved ones: Charlene, sons Steve (Barb), Kevin (Gwen), Jay, Rocky and daughters Michelle and Jill (Rich) and grandchildren Veronika, Spencer, Chloe, Emerson, Sawyer and Pearl. We would like to invite family and friends who shared in Jack’s life to join us at the Greenwood Cemetery in the placing of a plaque and Jack’s remains. Date will be announced at a future time.
