Surprise, a restoration of faith S tor y by neil Corbett

T

he eight of them were preparing a surprise. One woman filled a cupboard with cans of food. A young man put bulbs on a Christmas tree.

In a bedroom, a pair of women twisting Allen key assembled an Ikea bed frame. A couple of guys lifted a massive 1990s vintage big-screen TV onto a stand, chuckling at the intense weight of it. The staff at the Youth Services Department sponsor a family for Christmas every year, providing gifts for the children, and turkey dinner with all the trimmings. This year demanded something even more. This Christmas, the person in need was one of their own – a teenage boy who volunteers with them at the Greg Moore Youth Centre. He and his mother had been evicted from their apartment in the middle of December. They were given shelter by local social service agencies, while the mom searched for a new place, and new furniture. Youth Services staff knew immediately who their Christmas family would be. “He is an awesome, awesome kid,” said Richard Bosma, and gave the example about how the young man would help a senior couple who lived in his old building – walking their dog, carrying their groceries, and indulging the old man’s love of chess by providing an opponent. “He saw the need, and helped out. That personifies who he is,” said Bosma. He brought the same giving spirit to the youth centre, and everyone appreciated it. “When they got evicted, they were in dire straits,” said Bosma. The staff determined to adopt the family this Christmas, but kept their plans a secret from the boy and his mother. “The moment picked us, more than anything,” said Tony Cotroneo, recreation manager for youth services. “We had a family bordering on homelessness.” The staff scoured social media and other sources looking for furniture for sale. They found couches, chairs, two televisions, a kitchen table and chairs, entertainment unit and the rest of what they would need to furnish an apartment. They asked the boy and his mom to meet them at the Haney Place Mall, to have a photo taken with Santa. The last time they had done that, he was

about nine years old, but by coincidence they got the same Santa. Some of the Youth Services people kept them busy, while back at the apartment the elves were putting the finishing touches on the new place. They hooked an X-Box up to the gi-

ant television, and made the bed. New clothes went into the closet. They set up ornaments, hung family photos on the walls, and opened a box of chocolates and laid it on the coffee table. Under the Christmas tree was a

giant stocking, a guitar case and an impressive assortment of wrapped presents. “He couldn’t be more deserving of the gifts he’s getting,” remarked Bosma. The new picture with Santa went

into a frame, and onto the wall. Then came the sound of the key at the door. The boy saw everyone, and his new place, and was in awe. “Welcome to your new place,” someone said. The mom and covered her face as the tears came. The boy was speechless. “This is … wow. Never in a million years …” she said. “You guys have no idea … Bless you all.” They walked through the place, she saw the boy’s room with the big TV. “Oh my God – man cave,” she said. Sitting on his bed, he said, “I’m home. For once in my life, I’m home.” Barely composed, the mother reflected on how much the Youth Services staff have changed her son, helping him go from a shy kid to an upstanding young man. She was amazed by what they gave her and her son this Christmas. “To lose all hope, and not know where to turn, and have all these people you’ve never met do all this … It restores your faith.”

Pitt Meadows stuck with 3.1% tax increase by M o ni s ha M a r tin s staff reporter

A tax increase for 2013 divided Pitt Meadows council on Monday as one camp called for further slashing while the other stuck to a proposed spike of three per cent. In a 4-3 vote, council approved a general fund increase of 1.79 per cent, with an additional one per cent being directed to a strategic capital reserve for future projects such as a Lougheed-Harris overpass and indoor pool. It means a single family home will see an $83, or 3.10 per cent increase to fund all municipal services in 2013. The city sees the increase – the lowest in

four years – as striking a balance between offering tax relief now while saving and investing for the future. “Our goal was to ensure we do as much as we possibly could with minimal financial burden on our residents. I’m proud that council and staff did their due diligence and demonstrated fiscal restraint,” said mayor Deb Walters, who cast the deciding vote for the three per cent increase, also supported by Couns. Doug Bing, Tracy Miyashita and Gwen O’Connell. “This is definitely a tax rate increase that we can defend.” Two of the largest projects that influenced council’s decision concerned the development

of a “start-stop model” of policing in Pitt Meadows and funding for muchneeded repairs to the city’s drainage system. The city noted that Pitt Meadows’ tax rate “compares favourably” to neighbouring municipalities that are considering increases in the range of three to six per cent. Maple Ridge approved a 3.9 municipal tax increase for 2013. Pitt council was also split on whether to shift the tax burden to businesses. “We want to make it easy for businesses to succeed in Pitt Meadows, by keeping the ratio of business-toresidential tax rates the same, we are showing that commitment,” said Walters.

But dissenting councillors believed the city could have kept the increase lower. Coun. Dave Murray wanted to reduce the amount being put into a capital reserve from one per cent to .75 per cent. “It would have meant another .25 per cent off the tax increase,” said Murray. “We can’t forget that we are here to provide checks and balances for the voters, who are our bosses. I understand we need to put money away for capital reserves, but we are in tough economic times and not many people are getting a 3.1 [pay] increase.” Coun. Bruce Bell wanted to shift some of the tax burden to businesses, pointing to the

economic development corporation, which is funded by the city. The corporation will cost around $343,000 next year. “We could have tweaked the business rate a bit,” said Bell, explaining it would meant an increase of a couple dollars. “I certainly appreciate the efforts that went into business planning. I know pencils were sharpened, but for me we could have gone a little bit further.” Coun. Janis Elkerton was the third councillor who did not support the 3.10 per cent increase. Council earlier rejected a petition started by two Pitt Meadows residents calling for a “zero” tax increase in 2013.

Last week’s snow and ice storms may have brought a white Christmas prematurely, but they haven’t dampened the spirit of the season. This is the time of year for families and friends to gather and enjoy each other’s company. It’s a time for children’s eyes to alight with wonder and magic. It’s a time for parties, with much laughter and fellowship. It’s a celebration, both religious and secular. It’s also a time of year when many of us connect with our roots, whether it’s traveling to visit far-flung family or blowing the dust off trinkets and traditions from generations past. That’s especially true in Canada, a nation of immigrants.

Celebrating the season and creating new traditions is part of the magic of Christmas. For many, Christmas is an amalgam of western traditions like turkey and colourfully wrapped presents under a decorated tree and their own cultural celebrations, a piñata hung from the ceiling, a feast of spicy sauces and flatbread, polished boots placed in the window awaiting gifts left in the night. Some don’t even celebrate Christmas. They gather a couple of weeks later according to the Julian calendar, or for the new year, or for Eid, the festive conclusion to Ramadan. In our ever-changing world, filled with so much uncertainty, it’s traditions that ground us, keep us connected to where we came from, who we are. They also weave the tapestry of our multi-cultural country. Celebrating the season and creating new traditions is part of the magic of Christmas. Here’s to a joyous one, however you celebrate. Dix seeks balance with business VICTORIA – NDP leader Adrian Dix has completed year-end interviews with members of the legislative press gallery. Here are highlights from my discussion with him. Tom Fletcher: On the Kinder Morgan oil pipeline expansion proposal, federal NDP B.C. Views leader Tom MulTom Fletcher cair says the federal environmental process would have to be strengthened before a project like that could get a thorough enough hearing. Do you agree? Adrian Dix: The B.C. Liberal government has signed an equivalency agreement that says that the federal decision is the provincial decision on these projects. If it applies to Enbridge Northern Gateway, presumably the B.C. Liberals would apply it to Kinder Morgan. They could have done a joint process, where [the final decision] would have gone to both cabinets. They chose instead to give up jurisdiction. They were so afraid of making any decision on Northern Gateway that they sent it over to the federal government. Obviously it would have been desirable

for everyone had they chosen a true joint review, as they have in Site C [dam proposed for Peace River], as they did with Kemess North [rejected mine expansion proposal] and other cases. TF: You don’t want duplicated review processes here, you just want a provincial cabinet say in the decision? AD: That’s right. TF: On your relationship with the B.C. Federation of Labour, your caucus is considering a proposal that B.C. should once again do away with secret ballots for union certification. AD: The B.C. Fed makes a case to the government on a series of issues on employment standards every year. Labour law, every year. WorkSafeBC, every year. Trades and training, every year. With respect to [accepting signed union cards for certification], it is a democratic process that the Newfoundland Conservative government just put into place a few months ago. So it’s a proposal from the labour movement and we’re looking at it. For most of B.C.’s modern history, since the Second World War, we’ve had that card-check system in place. The question would be whether [returning to that system] is a priority for this term in government. TF: So those kinds of things will be made clear in your platform? AD: Absolutely. TF: You picked up some serious money from the business community at a fundraiser in October. Is that some kind of a record for the NDP? AD: [Laughs.] It might be a record, I don’t know. I think the business fundraiser we did at the Hotel Vancouver netted $350,000.

I think what it reflects is, this year I’ve had about 230 meetings with the business community. The purpose of it has been principally to build understanding, particularly on issues of skills training. With the priority I give to skills training, I think I’m much more attuned to their concerns than the government has been.

We get support from unions, but it’s not even close to what people would think. TF: So you’ll campaign for that, as you have before? AD: Yes. I

t took courage to tell her sister’s story and brought the room to tears. For Sandra Gagnon, the experience was cathartic. Testifying at the Missing Women Inquiry was the last step in a long journey for justice for her youngest sister, Janet Henry. “I am really relieved it is over,” said Gagnon, a day after a fourvolume report investigating the disappearances of 67 B.C. women was released. “I feel like a huge weight has been lifted off my shoulders.” Titled “Forsaken,” in homage to women, the report found “blatant” police failures and a systemic bias against the poor, addicted women of Vancouver’s Downtown Eastside allowed serial killer Robert Pickton to prey on them for years. Gagnon reported her sister missing 15 years ago, on June 25, 1997. To this day, she believes her sister was killed on Pickton’s Port Coquitlam pig farm, although there

Henry’s story is told in four short paragraphs in the 1,448page report. “Janet Gail Henry was a loving mother a loving friend. She loved her daughters dearly,” Gagnon

told the commission. “I know my sister didn’t like the kind of life style she was living. She tried hard to change by going to treatment centres. She had good intentions. In fact, she told me not too long before she went missing that she wanted to change

her life.” In the 15 years since her sister disappeared, Gagnon has fought hard to keep her memory alive. She has been in constant contact with investigators, peppering them with phone calls every few months, in the hope of any news.

This year, though, with the inquiry underway, Gagnon and her family finally bid farewell to Henry with a ceremony in Alert Bay. Henry, who belongs to the Namgis First Nation, lived in Maple Ridge before drifting to the abyss of the Downtown Eastside. “I have done all this for my sister’s daughter,” said Gagnon, explaining she promised her niece that she would try her best to find out what happened to her mom. Commissioner Wally Oppal specifically mentioned Gagnon during a press conference last Monday, thanking her and other families for sharing their heartbreaking stories. “The missing and murdered women were forsaken twice,” Oppal said in the report. “Once by society at large and again by the police.” The former attorney-general noted the fragmentation of policing in the Lower Mainland led to multiple failures, including uncoordinated parallel investigations and the failure to share key evidence. He recommended an expert panel develop a proposed new regional policing model and implementation plan. Gagnon is satisfied with the report and wants to see Oppal’s 63 recommendations implemented ,but isn’t optimistic about that possibility. “I want change,” she said. “But you can’t trust the system.” • To read the report and for video from the press conference, visit mapleridgenews.com

Some recent or imminent infusions of cash are going to make it easier to keep streams healthy and leverage the power of volunteers. Royal Bank of Canada chipped in $5,000 while another $10,000 is expected soon from Vancity Credit Union. That money will be used to create communications materials, buttons, t-shirts to create a

brand image and help promote the Adopt-aStream program. That’s one of the projects run by the Alouette River Management Society and which tries to inspire local residents to care for a section of their stream. “The idea for people in Maple Ridge who are living along creeks and streams to take ownership of their streams in their area,” said Greta Borick-Cunningham, acting executive-director.

spring will be to work with students at Meadowridge School on 240th Street to do some bush clearing in order to create access to nearby Latimer Creek. A similar project is planned later for Alexander Robinson elementary, both as a means of giving kids access to their local creeks. The river management society also wants to encourage people who live near streams to contact them and so they can receive training in how to monitor and improve their areas for both wildlife and water. Borick-Cunningham says some groups have already formed to adopt portions of Morse Creek, Golden Pond, 232nd Channel and at creek near 122nd Avenue. By training people in the basics of stream keeping, those people then can train their neighbours and then form neighbourhood groups. Residents are also working on improving the streamside of McKenney Creek, which runs past the Ridge Meadows Hospital. “There’s only so much [ARMS] we can physically do.”
