Teachers will skip exam supervision due to ongoing job action. Derek DeGear, president of the Nanaimo District Teachers’ Association, said similar to playground supervision duties, teachers will not supervise provincially mandated exams. Thousands of homes will be powered using clean energy produced at Nanaimo’s Harmac pulp mill. B.C. Hydro has signed a 15-year agreement with the mill to buy green energy from a new 25-megawatt turbogeneration unit that will be installed at Harmac over the next 18 months. Nanaimo Mounties unleashed the newly formed White Team on drug dealers who trade specifically in powdered drugs. The team is a specialized enforcement unit created to tackle the distribution and sale of heroin, cocaine, crack cocaine and crystal methamphetamine. Workers at the Coast Bastion Inn are under the gun to complete a $280,000 renovation to the hotel’s ballroom in time for its first event. The Canadian Home Builders’ Association – Central Vancouver Island is holding its annual industry construction forum dinner in the ballroom. Continued /3

Attention now turns to completing Bowen Road. As teachers prepare for a three-day walkout next week, some parents are scrambling to find alternative arrangements for their children. Inquiry wastes an opportunity pp y The Missing Women Inquiry, chaired by former judge and attorney-general Wally Oppal, was an exercise in wasted opportunities. The inquiry report tells the public almost nothing new about the sad case of the dozens of missing women from Vancouver’s Downtown Eastside – many of them were murdered by Robert Pickton. It became quickly bogged down with far too many lawyers representing police officers, current and retired, at taxpayers’ expense. The police officers had nothing to fear from any testimony. None of them have been disciplined in any way. The actual victims received minimal attention throughout much of the inquiry. Lawyers went on to take control of the proceedings and bill to their heart’s content. They slowed it to such a degree that Oppal needed time extensions and had to rush some testimony. One recommendation of Oppal’s receiving some attention is one he’s pushed before – a regional police force. Unfortunately, there is little concrete evidence that, had a regional police force been in place, Pickton would have been caught any sooner. Police let him from their grasp once, and he returned to his killing spree. The women of the Downtown Eastside were of little worth in the eyes of police and most members of society, and police didn’t overly concern themselves with those who went missing. If there was a regional police force at the time, how would that have been different? Oppal assumes there would be no turf wars within a regional force, which is naive in the extreme. All the families of the missing women are left with are the memories of their loved ones and how they suffered and disappeared at the hands of Pickton – and how that was made possible by the indifference of police and society at large. TF: I suppose that kind of success in fundraising might make it more difficult to follow through with your pledge to ban corporate and union donations. AD: I don’t think so. The B.C. Liberal Party has a very high level of corporate donations as a percentage of its total. We’re overwhelmingly dependent on individual donations. We get support from unions, but it’s not even close to what people would think. TF: So you’ll campaign for that, as you have before? Efficient operations can withstand core review To the Editor, Re: Motion to review city’s core services fails in close council vote, Dec. 20. In addition to constant monitoring of operations to ensure efficient responsiveness and incorporation of innovation, a major core review is useful and necessary every 10 to 15 years. New opportunities, techniques, and resource changes require alteration to better adapt to new circumstances, changing needs, and updated demands. Only poor ideas, operations and processes are fearful of core reviews.

Good, effective, and efficient operations can stand up to any close objective scrutiny. If current systems cannot fully answer to detailed questioning or match and surpass alternative methods, then they should fall to the ‘new’ better ideas. The goal should always be to answer in the affirmative the question that should be constantly asked: “Is this the best use of our limited resources?” It is often the case that opposition to core reviews is either defensiveness from vested interests protecting the benefits they incur from the status quo, or fear of ridicule if the

detailed scrutiny reveals failure to adapt or worse, incompetence. Perhaps this is human nature, but it is no excuse to ensuring the highest and best use of tax money. Objective analysis only harms those who deserve to be exposed and changed. Of course, truly objective reviews guard against change for the sake of change. Or the equally detestable ping-pong effect of cyclically changing administrations. We must always stand vigilant against the ridiculous alternating “centralization” versus “decentralization”

craziness that plague far too many institutions. Taxpayers have long suffered from such bureaucratic machinations of new administrations desperate to prove they are different from their predecessors. This is simply ego gratification at enormous, wasteful expense. Paid, of course, by the taxpayer. Remember ‘new’ does not, in itself, equate to better. I expect the vast majority of City of Nanaimo systems, staffing, and methods will easily weather close inspection. Needless to say, all of the totally inappropriate in cam-

Health authority, university need control of parking revenues To the Editor, At the end of the year, the city will be looking after the parking in the downtown area. Has either the Vancouver Island Hospital Authority or Vancouver Island University considered doing this? If not, why not? It could be well worth considering for many reasons. Each year the taxpayers of the Nanaimo area pay millions of dollars in parking fees in the downtown area, at the hospital and at the university. At the same time both of these institutions are constantly soliciting donations as they are always in need of more funds. It would take the sting out of paying these fees on publiclyowned properties if we knew these large sums would be

I respectfully suggest both parties are correct and that the ‘spare’ money be used to pay the expenses that are presently being foisted on taxpayers. For example, the league could cover the $6 million the Edmonton Oilers team owner wants the City of Edmonton to pay as an annual tribute, and the future needs for arena maintenance, renovation and replacement throughout the league. If the league has difficulty in coming to this same obvious conclusion, perhaps the Canadian government could suggest the tax-free corporate boxes, annual unfunded services and tax subsidies could be appropriately withdrawn. Cudahy leaves NEDC under cloud of controversy ◆ From /6

After seven months on the job, Susan Cudahy is no longer Nanaimo Economic Development Corporation CEO. Cudahy arrived in Nanaimo last October to take over the new corporation, designed to streamline Nanaimo’s economic development efforts using $1.3 million in taxpayers’ money. The Citizenship and Immigration Canada offices in Nanaimo will close permanently, leaving immigrants with only a toll-free line or e-mail to Vancouver or Ottawa to rely upon for technical questions relating to their paperwork. Tammy Reynolds began working as a teacher-librarian three years ago, but she’s already become a leader among her peers. Her efforts to help colleagues use technology effectively in the classroom earned her the
