that gap for sure.” The amendments to the regulations took effect immediately. Lake said he followed the Burnaby snakehead story closely and called the prospect it could start breeding here and put lakes and waterways in danger “quite scary.” The impact on the Great Lakes from invasive mussels is about $3 billion, he said. “Economically, environmentally it just wreaks havoc.” As for the Burnaby snakehead specimen, after biologists at Simon Fraser University took tissue samples and examined stomach contents and bone to learn more about it, it was sent to the Royal B.C. Museum which, in addition to a place for public exhibitions, is also “basically like a biological library,” said Hanke. “We store things for future researchers to come and look at. If someone wants proof that that animal was here, we have the actual animal.” The snakehead, the first to be found loose in the province, has been fixed in formaldehyde and eventually will be transferred to alcohol for permanent storage. “I put him in a nice fancy old museum jar because I thought he was a pretty spectacular specimen,” said Hanke, who added he plans to strap the tall glass container down to prevent it from tipping over in the event of an earthquake. As for exactly what type of snakehead it is, Hanke plans to study the specimen himself and make that determination. But it will have to wait until he returns from parental leave in the fall of 2013.

The NewsLeader 2012 Newsmaker of The year: ChrisTiNe siNCLair

Soccer phenom hits rock-star status in 2012 Grant Granger

ggranger@burnabynewsleader.com

Christine Sinclair entered 2012 with a cultlike recognition factor reserved for core and casual followers of Canadian women’s soccer. She exits the year having achieved rock star status in this country. Earlier this month, Sinclair was not only named Canada’s top female athlete, but also won the Lou Marsh Award as the top athlete overall. It was the first time a soccer player of any gender had won the award, even though the country has produced some pretty good ones along the way. But it was no contest. Every other potential candidate, including NHL superstars, paled in comparison to Sinclair and her exploits. Needless to say, not even the notorious Central Park snakehead could prevent Sinclair from being a slam dunk in being named the Burnaby NewsLeader Newsmaker of the Year for 2012.

Sinclair’s year began basically in the backyard of Burnaby, where she was raised by father Bill, a top notch player himself, and mother Sandra, whose lineage is from Burnaby’s soccer royalty, the Gant family. She captained Canada during the CONCACAF Olympic qualifying tournament at BC Place to a berth in the 2012 Summer Games in London. It was a much needed boost to the Canadian program because in 2011 the women finished last at the 16-country World Cup in Germany. The Olympic qualifier was just a warm-up act, though. Sinclair elevated her stature across Canada with a sublime performance in a losing cause against their fiercest adversary, the United States, in the Olympic semifinals. The drama of the match mesmerized the country. Three times Sinclair scored to give Canada the lead. Three times the

Americans tied it, although many Canadians believe the Swedish referee should have received an assist on couple of goals. Eventually the vaunted Americans wore down their northern neighbours scoring the decisive tally in the dying seconds of overtime and a shootout looming. That didn’t stop Sinclair from firing shots, but this time they were aimed at the sport’s governing body, FIFA, and not U.S. goalie Hope Solo. Her raw, passionate emotion evoked a response across Canada, as did her spectacular play in the tournament which netted her the Golden Boot award for scoring the most goals, six overall. Although she didn’t score in the bronze medal victory over France, Sinclair had already won over the hearts of Canadians. Her legendary status in the country seemed to grow when FIFA suspended her for four international games for defending her country.

Canada hosts the women’s World Cup of soccer in 2015, and Christine Sinclair and her team are already hard at work training.

That warmth has not disappeared. Everywhere she goes in Canada she gets mobbed, especially by adoring girls. “It’s been an incredible

ride … It’s crazy. I don’t think any of us expected this,” Sinclair told TSN recently. “To still have it going, I don’t think any of us expected it.

“We’ve experienced the highest of highs and the lowest of lows in the past 18 months. We finished dead last at the World Cup in Germany. We were heartbroken, there were veteran players who didn’t know if they wanted to continue. But then [head coach John Herdman] came along and changed everybody’s attitudes to believing we could beat anyone on any given day. And we brought home an Olympic medal. It’s insane.” Herdman, who joined the team after the 2011 disappointment, already has the Canadian women training for 2015. Since Canada will be the host country the team will not need to qualify for the tournament. But that doesn’t mean they will be sitting back and basking in the glow of their Olympic triumph. There could be more spectacular feats from Burnaby’s best in years to come. “We don’t want the bronze medal to be a onetime thing,” vowed Sinclair.

OPINION NEWSLEADER’S VIEW:

PUBLISHED & PRINTED BY BLACK PRESS LTD. at 7438 Fraser Park Drive, Burnaby, B.C. V5J 5B9

ADRIAN RAESIDE:

QUESTION OF THE WEEK:

A few bad seeds The federal government is bent on pushing medical marijuana grow operations out of residential homes. Crime and safety – home invasions, faulty wiring and mould – are the main reasons, and the plan has the backing of fire chiefs in B.C. An apartment fire in Maple Ridge on Dec. 13, which left dozens of people homeless, illustrates their concerns, as investigators found three grow ops on the second floor, where the fire started, and which they believe was electrical in origin. But Health Canada has said that the proposed legislation, which would regulate medical marijuana grow ops and push them to industrial or agricultural areas, where they would be subject to inspections, will drive up the purchase price. Would that not fuel illegal grows and trade, similar to what occurs now? Wouldn’t that nullify any changes to eliminate safety risks? Part of the plan is to let Health Canada medical possession and grow licenses expire in 2014. What if, under the new regulations, some who do need it for medicinal purposes can’t afford to buy from newly licensed growers? Who benefits then? Ottawa’s plan seems only to serve those who can afford to establish commercial grow op businesses, and put those who subvert the process into prison. Why not regulate, license and disclose small grows in homes, window-sill-type operations for personal, medicinal use? Why not follow Washington and Colorado, and just legalize recreational use? Clearly there is much money to be made in marijuana, and in Canada, we’re wasting way too much money and time trying to curb what is beyond the control of our authorities. Taking away patients’ personal production licences is akin to punishing all because of a few bad seeds. – Black Press

THIS WEEK: Are you optimistic about the coming year? Vote at www.burnabynewsleader.com

Handing out the BADies of 2012 The naughty and nice list is so last week. This week it’s time for another annual tradition, although calling something in its second year a tradition is dubious. Just as dubious are the Burnaby Awards of Distinction, a.k.a. the BADies, since they’re the creation of an aging keyboard curmudgeon. The BADies acknowledge the newsmakers and the issues making news in Burnaby in 2012, some of them for the right reasons and others for not-soright reasons. A good place to begin is with the obvious. Christine Sinclair established herself as a Canadian sports superstar by winning the Lou Marsh Award as Canada’s top athlete in 2012. Her glow in the media included many references to Burnaby, which is proud the quiet girl it raised has become a force on the national scene. In the same vein, the city also saw Joe Sakic receive his sport’s ultimate honour being inducted into the Hockey Hall of Fame. Burnaby Joe’s entry into such a hallowed shrine, and Sinclair’s national nod, are on a much higher level of prestige than

Grant Granger ggranger@burnabynewsleader.com

the BADies, but good on them anyway. A temporary resident of Burnaby in 2012 gained national attention for, alternately amusing and frightening residents with its presence. The snakehead fish in a Central Park pond caused so much consternation it is definitely worthy of a BADie. Burnaby-Lougheed MLA Harry Bloy received two BADies in 2011. He only gets one for 2012. It would be better for him if he got none. Last year, he received a BADie for his meteoric rise into cabinet as the only MLA to back South Burnaby native Christy Clark for BC Liberal leader. He received another for the bumbling and stumbling that led to him being booted out of cabinet. Bloy kept up his downhill roll in 2012, chairing a committee

looking into Burnaby Hospital. As the year went on it became evident it was a botched partisan attempt to have the Liberals reclaim the Burnaby-Deer Lake riding from the NDP’s Kathy Corrigan. However, Bloy shares the BADie with Liberal Burnaby backroom organizer Pamela Gardner whose emails to other party operatives revealed the committee’s reason for existence was political in nature and not an altruistic attempt to benefit the community. Almost by association, Burnaby North MLA Richard Lee should get a piece of Bloy’s BADie, but Lee’s participation on the committee seems too inconsequential to deserve it. Developers deserve a BADie as well, although labeling it a good “distinction” depends on your view of urban growth. High rises and office towers are sprouting to record heights in the city. There are plans for not only more buildings exceeding 40 storeys, but even some over 50, 60 or possibly as high as 70. They are being erected around and over top of SkyTrain stations with the belief rapid transit

should be surrounded by high density. They will add a muchneeded dynamic to Burnaby, a city that while being clean attractive and well run, lacks identity. It was hilarious to hear a North Delta resident at a public hearing into a proposal for a 30-storey high rise declare “we don’t want North Delta to turn into Burnaby.” And being known for endless decrepit strip malls and tedious treeless subdivisions is preferable? Keep them in North Delta, and Burnaby will gladly take the benefits density brings. An under-the-radar BADie goes to Kinder Morgan for its proposal to twin its pipeline from Alberta to Burnaby. It hasn’t received the notoriety its northern cousin, Enbridge, has received but it surely will create more of a negative noise than it already has as the process evolves. That’s it for the 2012 BADies. Can’t wait to see who and what distinctions 2013 brings. Grant Granger is a reporter with the NewsLeader.

Hospital consultations became political football Council questioned its intentions from the start Wanda chow

wchow@burnabynewsleader.com

Burnaby Hospital’s year in the news was one of political wrangling, damage control and, when it came to the community consultation committee struck to look into its future, a clumsily-handled exercise in bad optics, no matter how well intentioned. In February, it came to light that several senior doctors at the hospital had written to Fraser Health Authority CEO Dr. Nigel Murray over a situation that had led to the facility having the worst rates of Clostridium difficile associated diarrhea (CDAD) in the province resulting in dozens of deaths over a three-year period. One of the issues raised was the age of the hospital, part of which was built in the 1950s, and an outdated design that hampered cleaning efforts, a major component of infection

control. On April 27, thenHealth Minister Michael de Jong announced Fraser Health was undertaking the first stage of a master planning process for Burnaby Hospital at a cost of $230,000. The announcement came late on a Friday afternoon, not generally the best time if someone actually wants wide media coverage. At his visit to the hospital that day, de Jong also announced Liberal MLAs Harry Bloy (BurnabyLougheed) and Richard Lee (Burnaby-North) would chair and vice-chair, respectively, the Burnaby Hospital Community Consultation Committee, an additional public process. Interestingly, the ministry’s press release about the Fraser Health planning process made no mention of the Bloy-led committee. And a few weeks later when the NewsLeader began looking into criticism about the makeup of the group, Michelle Stewart, then-communications director

In May, when two Burnaby Hospital nurses pointed out to Burnaby council that no frontline nurses were included in the 12-member committee, Coun. Nick Volkow responded that neither were any representatives of council or city hall despite the fact land-use issues would likely be discussed. Instead, joining the two MLAs were Pamela Gardner, former hospital board member; Dr. David Jones, the hospital’s medical coordinator; Burnaby Hospital Foundation member Vern Milani; emergency physician Dr. David Yap; plastic surgeon Dr. Ross Horton; Burnaby accountant Bob Enns; SUCCESS CEO Thomas Tam; retired nurse Teresa Leung; former nurse Wendy Scott; and Jennifer Roff, registrar of the College of Denturists. As it turns out, Gardner was a former Liberal riding president for BurnabyEdmonds and has donated to the party. And no one with New Democratleanings were invited to be part of the committee, including Burnaby-Deer Lake MLA Kathy Corrigan, in whose riding the hospital sits. Burnaby council chose to ignore what it believed was a politically-motivated initiative to focus the city’s efforts on what it deemed the “official” planning process, that being done by Fraser Health and the health ministry. Bloy replied council’s decision would mean Burnaby citizens would lose out. “It’s saddening for the people of Burnaby that council and staff won’t be participating in our citizens’ forum,” he told the NewsLeader in June. “The committee was announced by the Minister of Health. I don’t know how much more official you can get.”

Public meetings were held in the summer, when people commented on everything from the cost of parking and wanting more culturally-diverse hospital food to the aging buildings and, in the case of surgeons, the lack of operating room time. Then, as if to quell any suggestion that the committee was apolitical, came a series of emails leaked to the B.C. NDP which Gardner, the committee’s “citizen chair,” sent to Liberal operatives and Health Minister Margaret MacDiarmid. They discussed how the committee’s work could be used as part of a Liberal election strategy. The final report, it was learned, was being written by Sonya Sanguinetti, a retired lawyer and a former president of the B.C. Liberal Party. And in one email, Gardner suggested Fraser Health would be blamed for complaints about the lack of hospital resources. Referring to Sanguinetti, Gardner wrote, “She feels this isn’t a reflection on the Liberal government but more on the Chair of Fraser Health. The government hires someone and has to trust they will do an equitable job. It’s not the Liberals that force and continue to allow the citizens of Burnaby to suffer.” That was followed by a three-page document also leaked to the NDP and purportedly written by three Liberal operatives—Gardner, Brian Bonney, a former Burnaby mayoral candidate who reportedly works as a B.C. government communications director, and Mark Robertson, director of field operations for the BC Liberal Party—which proposes using the prospect of a rebuilt Burnaby Hospital as a

campaign issue. “Everyone in Burnaby feels Burnaby hospital needs to be re-built. Citizens feel we have been overlooked for many years,” it said. “A PCC (Premier Christy Clark) government delivering this will dramatically help our chances to win Deer Lake where the hospital resides.” The document appeared to suggest the idea for the hospital review and planning process came in December 2011 as the document recommended Clark, de Jong, Lee and Bloy tour the hospital and announce a rebuild or review. By the time the committee’s report was released on Nov. 30, its credibility was in question. Nevertheless, it raised concerns about aging infrastructure such as the fact if plumbing or electrical worked needs to be done in the old buildings, the service to the entire building would have to be shut down first. But while the committee was started to look at the future of Burnaby Hospital, specifically the need for new or upgraded buildings, much of the report

dealt with the seemingly lower amount of operational funding it receives compared to other hospitals in the region. Fraser Health said it would review the report but that it appeared much of its operational comparisons were not apples to apples. MacDiarmid said it also didn’t take into account that as a community hospital, Burnaby would normally receive fewer resources than those designated to provide a higher level of care. Days after the report was released, MacDiarmid said she would be meeting with Fraser Health and health ministry officials to discuss how the issues raised would be addressed. She said she had met with Burnaby Hospital doctors after becoming minister in September and a consultant is expected to complete a report soon on the concerns they brought up then. The new master plan for the hospital is also due for completion by Fraser Health shortly, the first step in the redevelopment planning process, she said. twitter.com/WandaChow
