The grassroots Idle No More campaign is gaining momentum in Merritt with the second protest against Omnibus Bill C-45 in as many weeks. Protesters turned out to Gasoline Alley on Thursday to speak against the federal Jobs and Growth Act, which is being scrutinized by the nationwide campaign for the failure of the government to consult the public on the changes before the bill was tabled. Now, Merritt protest-
ers are trying to expand their reach by including more non-First Nations people in the protests. Idle No More’s secondary focus is on building relationships between indigenous and nonindigenous Canadians. “There are several bills that affect us Native people directly,” Shackan Indian Band Chief Percy Joe said. “But it’s not just a Native issue that Bill C-45 is. It affects all Canadians, particularly in the environment and the species at risk.” The 400-plus-page Jobs and Growth Act contains changes to

He likened First Nations
people to the canary in a mine, saying First Nations are the indicator that a change in political apathy is coming. Protesters held signs that said “Bill C-45 is about all of Canada” and “Stop Harper and Bill C-45” while singing and drumming near Voght Street. The first protest brought about 40 people to the Nicola Valley Institute of Technology on Dec. 10. Cities throughout Canada held demonstrations that day as part of the social media-driven protest’s day of action.
Shackan Election Percy Joe will serve another two-year term as chief of Shackan Indian Band after his re-election in the band’s latest regular general election on Dec. 22. The First Nations War Veterans of Canada president has held the chief seat since 1971, with a two-year break from 2008 to 2010 when he worked as a band councillor. He was elected as chief again in 2010. Joe defeated two other candidates in the race for the seat. “It feels good that I’ve got the confidence

of the people to be chief for another term,” Joe said. Band members also re-elected Joe’s niece, Sharon, as councillor, and newly elected Joan Seymour as councillor. Joe said he is looking forward to working with this council. “I definitely want to be mentoring them to be sure that they know all the issues that we have to deal with,” Joe said. “We had a ‘thinkin’ last June and we want to build on from there. We have a comprehensive community plan that we want to implement.”

Another lawsuit filed against Bike Rally Organizers say $70,000 in City of Merritt charges are unnecessary, and are ‘totally out of the question’ By Emily Wessel THE HERALD

The City of Merritt is suing the Great Canadian Bike Rally for allegedly failing to pay back around $70,000 in policing, firefighting, ambulance and venue rental costs. GCBR co-organizer Paul Fairfield said he and his son refused to pay the costs, which they called “totally out of the question,” in a statement released Dec. 12. They claim the city charged them for unnecessary RCMP on top of the security they had already hired. They also claim RCMP harassed rally attendees and negatively impacted the event, causing it to lose thousands of dollars. “We thought we were doing really well, until the event,” Fairfield said. “Not only was the number [of

police officers] excessive, but their attitude was just absolutely terrible. The people that we’re after are the business people, the professional people — lawyers, doctors, all of
that. They love bikes. It’s a hobby for them. When they come into town and start being harassed like this, they don’t put up with that.” The lawsuit alleges organizers owe just over
$20,000 from 2011 and $54,000 from 2012. “We have negotiated, we have talked to the city, and we’ve told them it doesn’t work with that kind of cost from RCMP and
the fire department,” Fairfield said. “We stated right off the bat that we’re not paying for last year’s [policing costs].” Fairfield said they modelled the event after a bike rally in Washington, which he said doesn’t hire extra police. He also said the rally spent $25,000 on security for various events around town, which, coupled with local police, should have been enough to protect the community. The lawsuit is the second one in as many months against rally organizers. Community Futures Nicola Valley is suing the GCBR for allegedly failing to repay about $40,000 in loans. The Fairfields proposed a 2013 bike rally to city council this fall. Though it’s not a City of Merritt event, Fairfield maintains the
rally needs city support to succeed. “If the city wants something like the bike rally, we are absolutely convinced that it would be very, very good, but there’s got to be a change in this community and it’s got to come from the top,” he said. “Merritt had the opportunity and they’re losing it very, very quickly. There may be just a
window of opportunity left, but they’ve got to do it quick.” City of Merritt Chief Administrative Officer Matt Noble said the city can’t consider supporting another rally until the outstanding debts are repaid, and that council tried to support the event. The city does not comment on cases before the courts.

Smart meter deadline extended By Phillip Woolgar THE HERALD

The B.C. government has extended the deadline for smart meter installation by a year. BC Hydro has installed 1.73 million of 1.87 million smart meters, which represents about 93 per cent of the total number planned for installation. The ministry has cited shortages in labour, equipment and specialized meters for the delay. Customer concerns have also prevented BC Hydro from meeting their Dec. 31 deadline. “The additional time will enable BC Hydro to complete the work and address as many customer concerns as possible before finalizing smart meter installations,” the B.C. government stated in a release. Local and provincial groups have criticized the meters, claiming they start fires and emit radiofrequencies that
damage people’s health and invade privacy. Once installed, the meters are “expected to pay for themselves by delivering $1.6 billion in
benefits over 20 years,” the province stated. “These are savings that BC Hydro will not have to collect from customers.”
The province has cited research that indicates the new meters will conserve energy costs by up to 15 per cent.

The City of Merritt agreed to a five-year, aid-only agreement between the local fire department and Kamloops’ effective Tuesday. Merritt Fire Rescue and Kamloops Fire Rescue had already been working together and the approval represents a renewal of the existing contract between the parties. The aid-only structure means Merritt uses Kamloops’ resources, but doesn’t need to provide that city with assistance. Help has been needed in the past, usually during large mill fires. The aid agreement is in place to provide a contingency plan in case there is an emergency relating to “a major conflagration, hazardous materials incident or simultaneous emergencies,” Fire Chief Dave Tomkinson said in his report to council. “At those times, our city relies on neighbouring communities for assistance in the form of equipment and

He said the renewal would help ensure “added resources are readily available when needed.” The agreement is unlike mutual aid agreements that Merritt has with the Lower Nicola Indian Band and the District of Logan Lake, where each party is committed to providing assistance to the other. Typically, Kamloops would be called upon after resources from Lower Nicola and Logan Lake have been used. The rate at which Kamloops’ services would be utilized is $450 per hour for fire apparatus and a truck, which is in line with the provincial average. Additional charges for manning the truck are also added.

The City of Merritt is hosting a reception for B.C. Lieutenant-Governor Judith Guichon on Friday. The Nicola Valley rancher was appointed as the Queen’s
representative in the province by Prime Minister Stephen Harper in the fall. She was sworn in on Nov. 2. “It gives people in our community the opportunity to come out and congratulate her or meet her for the first time if some
people don’t know her,” Mayor Susan Roline said. “It’ll be just a nice, short social gathering.” Guichon owns the Gerard Guichon Ranch and comes from a family that has ranched in the area for well over a century. Guichon, 65,
has been involved in a number of environmental and agricultural groups over the years, the British Columbia Cattlemen’s Association, the British Columbia Ranching Task Force and the British Columbia Agri-Food Trade Advisory
Council. The reception will feature local entertainment from the Merritt Community Choir, indigenous dancing or drumming, Indo-Canadian dancing, and more. The lieutenantgovernor, Roline, Okanagan-Coquihalla

Although arbitration hearings have concluded in the 1983 contact dispute between the Nicola Valley Teachers’ Association and the Merritt School Board, a decision by the arbitration panel had yet to be made by press time. The deadline for a decision is Dec. 31. Although other arbitration decisions in the province have been announced, arbitration in the Merritt School District was delayed until the two sides could agree on an arbitration chairman. In the arbitration process, each side selects a representative, and these two select a third to form the arbitration board. The Merritt dispute was heard with others in the zone — Kamloops and Lillooet — in Kamloops last week.

HERALD OPINION B.C. Libs perfect art of repeating The B.C. Liberal government has been taking heat — (rightly so) for wasting $15 million of your tax dollars on a variety of ads that amount to little more than pre-election boasting. You’ve seen them. They serve only to proclaim all the wonderful things the B.C. Liberals have done. They are partisan and wasteful and offer fodder for debate on just how much real good that $15 million could have done in various areas of the province. In Kamloops on Dec. 19, we witnessed another PR spin that should make taxpayers take note of yet more waste of their precious dollars. Education Minister Don McRae, Jobs Minister Pat Bell and Environment Minister Terry Lake were at NorKam secondary (which sits in Lake’s Kamloops-North Thompson riding) to announce in person exactly what was announced and reported on back on Oct. 4. That would be Victoria’s decision to fund $6.3 million of the $7.4-million trades and technology centre at the school, all the details of which were reported two-and-a-half-months ago by KTW and other Kamloops media outlets. Yesterday’s re-announcement offered nothing new, save for a hazy timeline concerning construction, which only adds fuel to the argument by many that this government is in full electioncampaign mode, doing a poor job at masking public-relations propaganda as real news. KTW attended yesterday’s reannouncement as the press release announcing the event did not note it was indeed a re-announcement. It soon became apparent the NorKam press conference was simply a chance for politicians to engage in silly photo-ops with tools as they tried to milk more ink from a stale announcement. We know how much the blatant ad-propaganda campaign is costing us. We wonder how many tax dollars it cost to arrange to have the education and jobs ministers travel with their ample staff to Kamloops to announce something that was announced quite fully nearly a quarter-year ago. Finding a way to achieve resolutions PHILLIP WOOLGAR Merritt HERALD The new year represents an opportunity to review 2012 and think about what comes next. It’s the occasion to look at the decisions you made and make the necessary changes to help you achieve more in the coming year. This time of year
represents another chance to get things right. But while the opportunity to make change is there, by December most people are right back where they were in the previous year. Researchers John Norcross and his associates published the findings of the rate at which people keep their New Year’s resolutions. The research was printed in the Journal of Clinical Psychology and showed that 50 per cent of people make New Year’s resolutions. They revealed people usually keep their resolutions through January, but falter in February before worsening

throughout the year until they completely fail by December. The top resolutions include losing weight, exercising, managing money, reducing debt and quitting smoking. No matter what change you want, you are far more likely to achieve your goal if you have formally made a resolution, rather than if you didn’t set one. And those who can keep their resolutions in full force past January are much more likely to make those resolutions a permanent part of their lives. The best way to keep the resolutions is to predict your willpower limits.

A study published in the Journal of Personality and Social Psychology investigated the way people react to temptations. Those who had the most self-control used their willpower the least. These people designed their lives to minimize the number of temptations. For example, they didn’t bring unhealthy food into their homes. This meant that if they were later confronted by a box of donuts at work, for example, they were able to fend off the craving. Research led by Wilhelm Hofmann of the University of Chicago revealed that the most

common New Year’s resolution (to lose weight), is the most difficult, because less glucose in the blood means less willpower — glucose provides metal energy, which increases willpower. A way to battle that depletion is to ensure there isn’t the temptation that requires the exertion of the glucose. If there is no temptation, then the glucose isn’t needed. So if you want to keep your New Year’s resolution, don’t structure your life to include temptations that would lead you to failure. Eventually, these decisions will become a habitual part of your life.

When Sid Kandola sent off a $35,000 downpayment for an order of mattresses, he never suspected anything was amiss. The owner of City Furniture and Appliances had been dealing with the factory in China for more than five years and all the documents for his purchase appeared to be in order. But, when documents proving the mattresses he had shipped failed to materialize, Kandola contacted the factory to see what went wrong. “The person we were dealing with at the factory, their email got hacked by this criminal. They were able to intercept all the mail coming from the factory, all the

documents,” he said. “We never knew there was someone in the middle. We thought we were getting all these documents, all the proof and that, from the factory.” Once he became aware of the fraud, Kandola was quick to get in touch with HSBC — the bank used by both accounts involved in the transaction. But, he said, the bank’s response to the situation has been disappointing — and has him concerned about the security of banking online in the future. Kandola said when he first contacted the
bank the day after sending the money, HSBC told him all it could do was put a trace on the payment. Kandola didn’t hear from anyone until three business days later, when he managed to get an account manager from the Kamloops branch on the line. She promised to look into the matter and call him back, but when he heard nothing a week later, a frustrated Kandola visited the bank to complain. That got him a meeting with a regional manager, who confirmed the bank had put a trace on the money, but
couldn’t give him any information on where it went. A second trace was ordered, but Kandola was told there might be no way to retrieve the money. “If the money’s already gone to the fraud account, there’s nothing we can do. I was really shocked,” Kandola said. More than a week later — and more than two weeks since the fraud was discovered — Kandola still doesn’t have information from the bank, and his phone messages have gone unreturned. He said he’s spoken with other banks he deals with and has been told information about where his money is should have been available within 48 hours. “It’s been two weeks,” he said. “In
today’s world, you can pick up a phone and call across the world and get information in seconds.” Kandola said he feels the bank isn’t taking a hard enough line on fraud, since there’s no indication the HSBC branch where the fraudulent account was created will be notified or take any action against the hacker. “It’s really frustrating,” he said. “A lot of people do online banking and they think the bank has some responsibility when there’s online fraud. The way I’m getting information, the bank’s not doing anything.” At press time, calls to the Kamloops HSBC as well as HSBC’s national communications team requesting comment were not returned.

The Merritt Centennials gave themselves and their loyal fans an early Christmas present — in the form of two rock solid victories over the Vernon Vipers — on the final weekend before the holiday break. Friday, Dec. 21, in Vernon, the Cents’ Regan Soquila registered a five-point night in his team’s 6-1 win at the Wesbild Centre. The second-year Merritt forward from Maple Ridge scored the first two goals of the game and the last — with one second remaining in regulation — to pick up his first BCHL hat trick. Between tallies, Soquila assisted on a pair of goals by linemate Derek Huisman. The deadly duo of Soquila and Huisman combined with Brendan Lamont (who was playing for the suspended Sean Maktaak on the top line) for 12 points on the night, and generally wreaked havoc on a short-staffed Vipers defensive corps from the opening puck
drop until the final buzzer. A day later, in front of just under 700 fans at the Nicola Valley Memorial Arena, it was Centennials netminder Tyler Steel’s turn to take the spotlight in Merritt’s 5-0 blanking of the visiting Vipers. The Vernon native stopped all 29 shots by the Snakes to register his second shutout of the season, and second win in as many nights. Steel almost had a shutout on Friday in Vernon. Recentlyacquired rookie Dexter Dancs’ powerplay marker with less than five minutes to play in the third period was the only Viper puck to beat Steel, who is bound for Brown University next season on an NCAA Division 1 scholarship. On home ice, Merritt scored the only goal of the first period — a nice point shot by rookie defenceman Dane Birks that found its way past Vipers netminder Danny Todosychuk. span of 1:32. Veterans Soquila, Brent Fletcher and Silvan Harper all found the back of the net in short order, and effectively ended any Vernon hope of a weekend split. Seventeen-yearold Jeff Wight, who also scored on Friday, added the Cents’ fifth and final goal with 1:04 left in the third period. Wright now has six goals in his rookie season. Merritt went 2-for14 on the powerplay over the two nights, while Vernon was 1-for-10. All told, the Cents outshot the Vipes 73-55.
Overtime The pair of weekend wins over Vernon helped to take the sting out of a disappointing 4-2 loss by Merritt in Trail on Dec. 18. Despite outshooting the host Smoke Eaters 37-32, the Centennials never really seemed to recover from an early goal they surrendered just 21 seconds into the first period. Defenceman Tyler Martin had both Cents goals, while Russell Sanderson took his first loss of the season between the Merritt pipes. Both teams went 0-for-3 with the man
advantage. The Centennials’ Sean Maktaak missed both the Trail game and the first contest against Vernon as a result of a major penalty and game misconduct handed to him in the closing seconds of Merritt’s 3-2 win over Salmon Arm on Dec. 15. Centennials players are due back in town on New Year’s Day, with a practice scheduled for that evening. Merritt’s first game after the break is at home, Friday, Jan. 4, against Penticton. The Cents host the Smoke Eaters the following night.
Cents no longer Snake-bitten There was a time when Merritt Centennials’ wins over the four-time national champion Vernon Vipers were more infrequent than an untarnished NHL schedule. Take the three seasons running from 200710 for example. The Cents went a combined 0-17-0-0 against the much-hated Snakes. Merritt’s 5-4 OT victory in Vernon on Sept. 21, 2010, officially ended a 43-month winless drought that included losses by inglorious scores of 11-1, 9-0 and 10-4. Since that memorable night, the Centennials have gone 9-4-1-2 versus their Interior Division rivals, including 3-0-0-0 so far this season. The winning goaltender in 2010 when the Centennials officially busted their three-and-ahalf-year losing streak? None other than Tyler Steel, a Vernon native who had been released by the Vipers during their training camp just one month earlier. In the two-and-a-half seasons that Steel has starred in net for the Cents, he has all but owned his former hometown heroes, going 6-2-1 in nine regular season starts. He has shut out the vaunted Viper offence on two of those occasions, and registered a solid 2.33 GAA.
Soquila BCHL’s Player of the Week The British Columbia Hockey League has announced that Merritt Centennials forward Regan Soquila has been named the Gongshow BCHL Player of the Week for the week ending Dec. 23. Soquila’s six-point weekend against Vernon moved him into 12th place in the BCHL scoring race with 13 goals and 23 assists, good for
36 points. Soquila scored a hat trick and added two assists in the Centennials’ 6-1 win over the Vernon Vipers on Dec. 21. He added another goal the next night in his team’s 5-0 victory over the Vipers. Honourable mentions for Player of the Week included the Cents’ Tyler Steel (two wins, 98.2 SV%, 0.50 GAA) and Merritt for-
ward Derek Huisman (2 goals, 3 assists).
