Drugged driving as dangerous as any impaired vehicle operation Impaired is impaired, and whether the cause is alcohol, drugs or something else, there is no excuse for driving impaired. Under the influence, you jeopardize your safety, your passengers’ safety and the safety of other road users. The Canada Safety Council has begun a campaign to increase awareness about the dangers and deadly consequences of driving while under the influence of drugs. The campaign coincided with the start of the holiday season, a time when most messages about impaired driving warn against operating a vehicle while under the influence of alcohol. “Don’t drink and drive” is a crucial message, but impairment goes far beyond alcohol and it is a reality throughout the year. How much does it take to become impaired? There is no simple answer to this question because it depends on many factors, such as the substance and the person taking it. After having a drink and waiting a certain amount of time, for example, people are legally allowed to drive if they have very low blood-alcohol content. This amount varies by jurisdiction and graduated licensing rules. With prescription and over-thecounter drugs, abuse or misuse can happen and needs to be recognized and corrected. This means you should not exceed recommended dosages. You should not take someone else’s medicine, or use medicine to get high. Further, it means you should read and respect labels and warnings. Talk to your doctor or pharmacist about how prescriptions or over-the-counter medicines can impact your driving abilities. With illegal drugs, there is no safe amount. The whole purpose of taking these drugs is to get high. The impairment caused by illegal drugs can take hours and even days to wear off. Continued on 4

Invasive fish fines will bite wallet By Tom Fletcher Black Press
Releasing a snakehead fish into British Columbia waters could cost you up to $250,000. The B.C. Liberal government has amended its controlled alien species regulation to impose steep fines for releasing invasive fish, such as the snakehead, a Chinese import with a voracious appetite and the ability to wiggle across land to get to new waterways. A snakehead fish discovered in a pond in Burnaby Central Park
in June 2012 forced environment ministry biologists to pump the lake level down so it could be captured. The toothy beasts were being imported and sold alive in Asian specialty food stores. The new regulations also aim to stop the spread of zebra or quagga mussels that can attach themselves to boats and equipment and infest lakes. Failure to remove those mussels, alive or dead, can trigger a fine of up to $100,000. “The impact of the snakehead and zebra
mussel in other jurisdictions has been devastating to those local ecosystems,” Environment Minister Terry Lake said while announcing the latest changes recently. The regulations also prohibit possession and breeding of identified high-risk aquatic species. They expand the reach of legislation passed in 2009 that restricted ownership and breeding of tigers, snakes, crocodiles and a long list of other exotic animals. Added to the list are species of monitor lizard that grow to
more than two metres long or otherwise represent a threat to public safety. B.C.’s restrictions for private zoos were passed after a woman was killed by a Bengal tiger kept in a cage at an exotic animal attraction on a farm near 100 Mile House in 2007. The new regulations add definitions for “accredited zoo or aquarium,” as well as schools and research facilities that are per-
mitted to possess exotic animals for study purposes. The regulation requires owners of controlled species to apply for permits. Conservation officers have authority to seize animals that are considered an immediate threat to health and safety of people. Keep your family safe from fires Each year, fires during the holiday season injure British Columbians and cause thousands of dollars in property damage. Since many of these fires are preventable, the Office of the Fire Commissioner and the Ministry of Justice are offering some basic fire safety tips: • Use non-combustible containers for tea lights and votive candles. Battery-operated candles are an excellent
alternative. • Blow out all candles before leaving the room or going to bed. • Keep Christmas trees, wrapping and decorations away from heat sources. • Ensure your real Christmas tree stays fresh by watering it often. Consider a fire-resistant artificial tree as an alternative. • Ensure Menorahs are placed on a stable surface and never leave
candles unattended.
• Use only lights that have been tested and labelled by an approved testing laboratory.
• Always turn tree lights off before leaving home or going to sleep. Approved timers can be used to preset the on and off times. • Ensure electrical outlets are not overloaded by various sources. • Avoid using gas fireplaces when young children are present as the glass front can reach more than 300 C and take 45 minutes to cool off.
• Install working smoke alarms on every level of your home and outside each sleeping area. • Check and clean smoke alarms regularly and change batteries at least twice a year. • Develop a fire escape plan, practice it regularly and have two ways out of your home.
Who’s driving high and dying? In one year, impairment by drugs played a role in at least 468 driver fatalities across Canada. That does not include passengers, pedestrians and other road-users killed or injured by a driver who was high on drugs. Young drivers between 16 and 24 lead the way in fatalities that involved alcohol and/or drugs. According to statistics from the Canadian Centre on Substance Abuse, 27.6 per cent of fatalities among this age group were impaired by alcohol. Compare this with 26.9 per cent of fatalities who were impaired by drugs. Drugged driving is just as deadly and prevalent as drunk driving. It is a serious problem that needs to be addressed. It’s not just youth getting high. Among fatally injured drivers 55 and older, impairment by drugs causing death is more common than drunk driving. What can you do? As a host, it is your
responsibility to monitor your guests and make sure they are OK to drive. Staying sober yourself is the best way to keep your senses sharp. Always see guests in and out of your home to access their condition. With alcohol, there are obviously ways to help limit how much your guests drink. For example, you can desig-
nate a bartender (people tend to drink less if they don’t serve themselves) and provide a lot of non-alcoholic beverage options. However, monitoring or preventing drug use can be more difficult. You need to be watching your guests for signs of unusual behaviour, such as jitters or unexplained mood-swings. Are some of your
guests combining medication and alcohol? Does someone step outside and come back in smelling of marijuana? It may be awkward, but speak up. It is better to stop your friends from driving home high than to live with the tragic consequences of not saying something. This is a harsh reality, but one that needs to be faced.

CMHC introduces new home-buying aids
CMHC has introduced two new tools to help Canadian homebuyers make informed and responsible home-buying decisions. CMHC’s new Debt Service Calculator (DSC) allows homebuyers to evaluate their financial situation and understand how much they can comfortably afford to spend on a mortgage. It allows users to quickly estimate their gross debt-service ratio and total debt-service ratio – both important measures in assessing their financially readiness for
homeownership. The DSC can be accessed on www.cmhc.ca (search ‘calculator’). CMHC’s new “Ready, Set, Home” mobile app provides consumers, especially first-time homebuyers, with comprehensive CMHC information and tools at their fingertips. The app helps homebuyers keep track of the details throughout the home-buying process and provides access to a variety of helpful calculators, articles and other resources.

Soccer mom Tricia Gage piloted the project when the stack of her own children’s outgrown soccer gear became too large, and then she found an organization, called New Generation, which will send the goods south.

Rush hour in the Cariboo
By Mag Mawhinney We were homesteaders in 1950. Times were tough and we were barely scratching out a living in this rugged countryside between 100 Mile House and Forest Grove. One stifling summer day, we heard a loud crash. It amazed us that an accident could happen on this lonely road because only a handful of vehicles travelled it each day. We ran around the corner of the house in time to see a huge cloud of dust settling around a car, butted up to a fence post. Slowly, four people emerged and started to look at the front of the car. Because mom and my oldest sister, Dode, were in a frazzled mess from the heat and busy with chores, they just went back to what they were doing. Us younger kids stood there, gawking, as the four, well-dressed strangers picked their way to our back door. One of the men stood near the block of wood used as a back step, looked up at mom and explained, “A logging truck whipped up so much dust as it passed. I lost sight of the road and hit the fence. “Nobody is hurt, just shaken up. The car is banged up a bit though. Could we please use your phone?” Well, they paled even more when mom replied, “We don’t have a phone. The nearest one is at 100 Mile House, seven miles away.” The two women glanced at each other, and then gave this “Dog Patch” place a disdainful look. Both doors of the house, directly opposite each other, were wide open, allowing what little breeze there might be to waft through, cooling the sweltering heat inside. The wood stove was going because bread was baking. With arms folded, mom stood on the

used as a refrigerator, just barely showed above the hole it was sitting in, right next to the pigs. One of our dogs wandered over, wagged his dusty tail all over the men’s nice pants and rubbed his wet nose on every piece of bare skin he could find. Close by, a few chickens scratched in the dust.

stoop and had that “deer in the headlights” look. She was barefoot and wore an old dress with the sleeves torn off. Some threads were hanging down from the frayed edges. Her hair, tied with a piece of ribbon, was pulled back, but straggling strands clung to the perspiration on her neck and face. Embarrassed by her appearance, she apologized and brought out four chairs. “It’s cooler out here in the shade from the house,” she said. Still gaping, the strangers sat down – city folk. The women, clad in dresses and high heels, looked like they were going to faint. It’s no wonder, because Dode, resembling “Daisy Mae,” in rolled-up jeans and ragged blouse, was standing barefoot in the dirt, ironing clothes with the old, gas iron. Near her feet, were two humungous pigs, lying in a hole they had rooted out for themselves to escape from the heat. The crock that we

We were grateful our people-hating turkey was down by the barn or our visitors would have played musical
chairs, trying to escape his vicious beak. Not knowing what else to do, mom told Dode to run to the creek – at least two city blocks away – and get
the Watkins juice that was dangling there, keeping cool. As the strangers sipped the semi-cool juice, everyone seemed ill at ease – these peo-
ple because they were amid such boorish surroundings and mom because she knew what they were thinking. We hadn’t always lived like this. They didn’t know we had just moved from the Coast seven months before and had experienced the amenities of city life, too. After more small talk that trailed into noth-
ingness, the strangers got up to leave. Making their way to the road, they kept looking over their shoulders as though expecting some barnyard critter to be chasing them. We never did find out what happened to those poor people after that. But, I’ll bet we were the topic of conversation on the way back to the big city.

Giving went full circle for Betty Johnson of 100 Mile House who made a donation to the Royal LePage 100 Mile Realty Christmas Helper campaign, and then had her name drawn as the winner of a gift basket valued at more than $100 and donated by Country Pedlar. Everyone who donated could enter his or her name in the draw. Christmas Helper raised approximately $1,800 and collected a mountain of food items, toys and gifts, which were distributed to local social service organizations on Dec. 21.

Christmas trees benefit women’s centre

Money really does grow on trees, according to operations manager Ralph Myhill-Jones at the local TIM-BR Mart store. He tallied $1,000 in donations for Christmas trees the store provided as a fundraiser for the 100 Mile House & District Women’s Centre Society. Myhill-Jones and several other people spent a weekend cutting down trees on a neighbour’s property and made them available at the store with a suggested minimum donation of $10. “It was a great success and lots of people came in specifically to get involved,” he says. “We’ll definitely look at doing it again next year.”
Prior to Christmas, half the cash was handed over to the Women’s Centre to assist them
with filling charity hampers. The remainder will be used by the centre as it sees fit.
