Home Owner Grant threshold rises with property values More than one million homeowners in British Columbia may be eligible to receive the entire Home Owner Grant again this year, as the B.C. Liberal government is increasing the threshold for the grant by $10,000 to $1.295 million to keep pace with rising property value assessments. BC Assessment estimates the value of all homes based on their market value on July 1 each year. The province then adjusts the threshold of the Home Owner Grant to make sure at least 95.5 per cent of eligible homeowners receive the full amount. Those with homes valued above the threshold may still be eligible for a partial grant. The Home Owner Grant provides a maximum reduction in residential property taxes on principal residences of $570 in the Capital, Greater Vancouver and Fraser Valley regional districts. The Northern and Rural Area Homeowner Benefit, one of the measures that keeps the carbon tax revenue neutral, increases the grant by $200 for homeowners living outside of those areas to provide additional property tax relief for northern and rural British Columbians. An additional grant of $275 is available to those who are aged 65 and over, permanently disabled or a veteran of certain wars. In Budget 2012, the B.C. Liberal government expanded the program to include low-income Canadian Forces veterans in the event they do not already qualify as seniors or persons with disabilities. In 2007, the Home Owner Grant program was expanded to include eligible low-income homeowners who, but for the high assessed value of their homes, would have been eligible for the full grant. The province also provides property tax deferral options for qualified individuals, including homeowners older than 55, people with disabilities, and families with children. The deferment programs are low-interest loan programs that allow qualifying residents to defer all or part of their property taxes until they sell or transfer ownership of their home, or it becomes part of an estate. Application forms are available when property tax notices are issued.

The 100 Mile & District Minor Hockey Association Coaches team squeaked out a 7-5 victory in a charity game with the Mayvin Midget Rep Milers on Jan. 2. The event, held at the South Cariboo Rec. Centre, raised close to $400 and brought in a couple of boxes full of non-perishable food items for the 100 Mile House Food Bank Society. The fast-paced game “gassed out a few of the coaches,” says Milers team manager Kersti Foote. “It was a good battle and it wasn’t easy.” Winner of the airplane toss contest was Greg Edle who pocketed $65 in prize money. The throw for first place was a close one and had to be measured off before a decision was made. Foote says there were lots of laughs throughout the game.
“It was pretty light out there. We’ll definitely do it again near the end of the season.”

British Columbia births on the rise The most popular names for babies born in the province in 2011 were Liam and Emma, according to the annual report from the British Columbia Vital Statistics Agency.
The most widely selected names for boys were Liam, Ethan, Mason, Lucas and Benjamin. The top 5 names for girls were Emma, Olivia, Sophia, Ava and Chloe.
In 2011, there were a total of 43,991 births in the province – up from 43,670 in 2010. Life expectancy in B.C. is the highest in Canada at 82 years for 2007-11, up from 81.7 for 2006-10.
The provincial population also grew naturally by 12,215 in 2011, or at rate of 2.7 per thousand, not counting migration. The report also states the total number of

CRD chair Al Richmond provides year-end report During the Cariboo Regional District (CRD) Dec. 14 board meeting, board chair Al Richmond provided his annual year-end address. “Members of the board, members of the media, ladies and gentlemen … today, I have the distinct pleasure of reviewing the CRD’s key accomplishments and successes for 2012. Looking back over the past year, our region can be proud of its achievements. The CRD experienced many successes in 2012. The year started with our annual town-hall meetings in January and February throughout the 12 electoral areas and the four member municipalities. During these meetings we presented the proposed 2012 budget to our residents to seek feedback from them, before the budget was adopted at the end of March. In May, the CRD and the District of 100 Mile House hosted representatives of the North Central Local Government Association who congregated in 100 Mile for the association’s annual AGM and convention. Under the theme of the “Log Home Capital,” delegates and their partners were hosted to some great workshops, business sessions and of course some spectacular entertainment and social events. I would also like to take this opportunity to again thank the many volunteers from South Cariboo who dedicated their time and efforts to make this event successful. One of the highlights of the NCLGA convention for our region was when CRD Director and 100 Mile Mayor Mitch Campsall was elected as the new NCLGA president. Overall, the NCLGA was an extremely successful event for the CRD and the District

and federal funding programs, including the Building Canada Fund, the Towns for Tomorrow program, Northern Development Initiative Trust, the Community Tourism Opportunities program and UBCM’s Fuel mitigation fund. Our fuel management projects and water and sewer systems received approximately $1.3 million through these programs, which went back into our communities throughout the region. Another $1.7 million was allocated to the CRD under the Community Works Fund, which focuses on green initiatives and energy efficiency projects. I would like to thank all the board members and staff for your dedication and perseverance throughout 2012.”

British Columbia’s mineral exploration and mining industry finished out a strong 2012, thanks in part to strong demand in Asia and a renewal of the mining industry, says Energy, Mines and Natural Gas Minister Rich Coleman Minister. B.C.’s 19 major mines provide high-paying, stable jobs and opportunities for families and communities across the province, he adds. Since 2011, two new major mines began production, with four more receiving permits and having construction already started. Additionally, in 2012, the provincial government has approved five major expansions of existing mines. “As committed in the BC Jobs Plan, the province is working to make regulatory processes more efficient, while maintaining high safety and environmental standards.
