Fire spreads through concrete plant By Emily Wessel THE HERALD

The Norgaard Ready-Mix batch plant on Nicola Avenue is expected to be closed for about a month after it caught fire on Thursday. Fifteen firefighters were on scene to battle the blaze around 12:30 p.m and were cleared about four hours later. City of Merritt Fire Chief Dave Tomkinson said the fire is believed to have been caused by a welder’s torch. “We suspect it’s either a welder’s spark, some slag, or a hot object,” Tomkinson said. “After they did the [welding], there was a crew that was on standby to watch for that type of thing, but it wasn’t detected.”

Merritt’s Christmas Hamper program provided food and gifts for 518 people in the Nicola Valley in December. The applications largely came from singles in 2012, with 99 hampers going to single people and another 77 going to single-parent families. Only three hampers

went to two-parent families. Christmas Hamper co-ordinator Linda Monkman said the program is designed to help anybody in financial need. “There’s no discrimination as to whether you’re single or what,” Monkman said. “It’s just for anyone with a low income.” Monkman added that the program is

also open to the homeless, and the 2012 campaign resulted in hampers going to two homeless teens. Hampers also went to 34 seniors. Each package contains a full Christmas dinner, complete with

age,” Monkman said. “We encourage people to bring in mitts and toques and scarves and we try to give the single guys warm clothing.” Monkman said the 240 applications received in 2012 were fewer than in previous years. Monkman said she suspects a combination of late applications and people not realizing that the program

Businesses plan to dress red for charity By Emily Wessel THE HERALD

Merritt’s businesses plan to paint the town red on Valentine’s Day as part of the Dress Red for Heart and Stroke campaign. Hub International Barton Insurance Area Manager Jo Ann Irvine started the campaign in Merritt when she moved here in 2003. She said that since her first year in Merritt, when just her workplace participated, businesses here have adopted the cause with gusto. “I think Merrittonians are well-known for just about any opportunity to raise money and have fun doing it,” Irvine said. “It

is just something Merrittonians absolutely excel at.” At its peak, the event had 36 participating groups and raised over $4,000 for the Heart and Stroke Foundation. “What some Merrittonians may not know is that the money we raise during this Dress Red event stays in the Nicola Valley for people,” Irvine said. “It doesn’t go into a big general pot somewhere. We’re making sure there’s funds available for our people when they need it.” Businesses enrol their employees for a minimum donation of $5 per person and dress themselves and their workspaces in red in an effort to win

over a panel of judges. The top prize is a gift basket, although the basket’s contents for this year weren’t determined by press time. She modelled it after the contest she helped start in 1999 while employed in insurance in Prince George. “A co-worker mentioned that Heart and Stroke would be a great cause for us to do some fundraising for, and we put our heads together, looked for some of the options they had, and we found that one of them was called Dress Red for Heart and Stroke,” she said. “It looked as though it was an opportunity to have a great deal more fun, so we

thought, ‘If we put our special little twist on it, which is to do things with vigor, that we might be able to raise more funds and make it far more visible and create a really fun day.’” Irvine said one reason the fundraiser is so successful is because of its fun spirit. “It’s a great deal of fun and a chance to create awareness, and it’s a nice fun thing for the town because it’s after Christmas and New Year’s, and it’s before spring break,” she said. “February tends to be a bit of a ‘blah’ month, and it gives us something fun to do.” Irvine said there is no financial goal set for fundraising,

The B.C. government is rolling out its new high-tech medical services cards starting Feb. 15, in an effort to phase out millions of CareCards in the hands of non-residents. The new cards will be combined with the B.C. driver’s licence, with a similar “BC Services Card” available to those who don’t drive. Residents will be required to re-enrol to renew the card every five years, whether they drive or not. Qualified residents can enrol in the Medical Services Plan at any provincial office that issues driver’s licences. There is no fee for the health services card only. The current $75 fee for a five-year driver’s licence renewal will apply to the new combined cards, discounted to $17 for seniors. There is no requirement to get the new card until your driver’s licence needs

to be renewed. The government’s plan is to change over all eligible B.C. residents between the ages of 19 and 74 to the new cards over the next five years. To be eligible for MSP coverage, you must be a citizen or

approved permanent resident of Canada, living in B.C. at least six months of the year. Dependents must also be residents to be eligible for coverage. The health ministry announced the new card program in May 2011, after a review

showed there were up to 9.1 million B.C. CareCards in circulation. The population of B.C. is 4.5 million. Health Minister Margaret MacDiarmid said the new card is designed to comply with B.C.’s information and

At one point, firefighters worked to put out the fire through a hatch on the third story. Tomkinson said the fire department is working with Norgaard Ready-Mix’s insurance company to determine the damage estimate. Chris Grund, the company’s operations manager, said the plant was undergoing general maintenance at the time. He said it will be business as usual for the company’s current contracts, and the concrete supplier can bring in materials from Kamloops if necessary. The plant was empty for lunch at the time the fire broke out. Nobody was injured in the blaze. “We’d like to thank the fire department, ambulance and RCMP for their quick response,” Grund said. “We really appreciated the work they did in limiting the fire to just the section it was in.”

The Nicola Valley Community Arts Council is calling for submissions for its upcoming community arts show. NVCAC Secretary Chelsea Werrun said anybody with art they’d like to show can bring pieces to the Courthouse

Art Gallery to present to curator Kathi Dahlquist-Gray, who, with the gallery’s volunteers, will select pieces for the show. Werrun said any medium is acceptable as the show’s aim is to have a diverse selection representing the Nicola Valley. “In the past, we’ve had carvings, paintings on recycled mate-

rials, photography, and a bit of every type of medium that’s around that people use,” Werrun said. This year’s show is the seventh community arts show that NVCAC has hosted. Werrun said it’s one of the group’s more popular events because of its collaborative spirit. “There are a lot of

practiced artists and emerging artists in the community, so we just find it’s a great way to bring all of those elements together,” Werrun said. “It’s a really fascinating and interesting show. We started it just as a way to bring out new artists as well as bring out the established artists that may have one or two new

pieces of work they have, but they aren’t ready to have a full show.” It’s also an opportunity for community members to win prizes for their artwork. Werrun said the group will offer to-be-determined cash prizes in three categories: best overall, best youth and people’s choice. This year’s theme

The federal Department of Fisheries and Oceans is going ahead with plans to build a $400,000 fish hatchery at the junction of Spius Creek and the Nicola River west of Merritt. Although actual construction won’t begin until spring, surveyors have already been on the site, and drilling for ground water is to begin this week. John McNally, senior engineer with the Salmonid Enhancement Program in Vancouver, told the Herald the Spius Creek project is one of five similar hatcheries to be built in the province. The hatchery will be a “mid-sized pilot” and if the chinook and coho salmon can be reared successfully, a larger hatchery may be developed.

HERALD OPINION No need to eliminate tests completely The B.C. NDP is not government — although, it seems the body that represents teachers sees this as little more than a foregone conclusion. Why else would Susan Lambert, president of the B.C. Teachers’ Federation, declare the end is near for the ever-controversial foundation-skills assessment tests? To be fair, Lambert didn’t come out and say she expects the tests to disappear but, rather, that she believes Education Minister Don McRae doesn’t see any value to them. And, anyone with any interest in politics knows NDP Leader Adrian Dix has said he will replace the tests if he and his party win the May 14 election. The problem with this scenario is that, once we establish the tests are controversial, the story always shifts to the way the Fraser Institute uses them to rank schools in the province. Notwithstanding the way the media, teachers and administrators twist it, the two are not intrinsically linked. One is a tool that, used properly, can help guide school districts and the education ministry in assessing what is working, what needs tweaking and what should be abandoned. The scores, used properly, can help teachers assess how their students are doing. There is nothing wrong with that. The other is a silly, useless, indulgent, publicity-seeking move to further the profile of the Fraser Institute, while catering to those who look down on public education, preferring the private system in the belief — backed by the institute — it is better. It would be unfortunate to see some sort of basic assessment like the tests tossed out just because their results are misused and then misinterpreted by many people. Merritt’s mild winter is a breeze Emily Wessel Merritt MINUTE Can you believe this weather? I can’t. I have never experienced such a warm cold snap. When I first moved here and told people I came from Winnipeg, the common reaction I encountered was, “You’ll love the winter here” or

“Winter will be a piece of cake for you.” Now, I’m a self-professed winter wimp, but it’s true: winter in Merritt rules. While most of the country was expected to experience colder, snowier and stormier winters than last year, B.C. was expected to have a drier winter this year, and with dry conditions come chillier temperatures at night. Even during last week’s frigid temperatures — and I’m not downplaying how cold those below -10 C temperatures really felt — we were still soaring above my hometown’s deep freeze. It’s hovering around

-30 C there all week, and the city just got a dump of about 15 cm of fresh snow over the weekend. It took until mid-December for Merritt to get snow that actually stuck. Even winters in northern B.C. are, on average, considerably less frigid than other parts of the country. On Environment Canada’s ranking of the nation’s 100 largest cities by coldest winter, the province’s first entry doesn’t appear until number 27 (Fort St. John). Thirteen more B.C. cities crop up right at the bottom of the list, giving them bonafide warm winter status. On the ranking of

those same 100 cities by warmest spring, 13 of the top 14 spots go to B.C. cities — including the entire top 10. The coveted top 13 spots in the mildest winter rankings are all dominated by B.C. cities. Merritt’s no Eureka, Nunavut, which averages -19.9 C annually, according to the Canadian Encyclopedia. Nor is our fair city Snag, Yukon, which holds the title for coldest temperature recorded in Canada at -62.8 C on Feb. 3, 1947. And compared to The ’Peg, we’ve got it pretty good. Winnipeg has the coldest average midwinter temperature of all

cities with over 500,000 people in the world. Yikes. But it looks as if spring really is just around the corner in Merritt. This week, the weather is expected to warm way up, peaking at the expected high of +1 C and sunny on Wednesday. To me, it feels more like March out there than mid-January, and it’s a welcome change. So as we ease our way out of a short cold snap, let’s be thankful that the coldest days of our winter in Merritt are almost behind us and focus on the glorious, sunny days of spring and summer that await.

Woman charged in officer assault

Probation conditions breached On Dec. 20 at approximately 4 p.m., Merritt RCMP responded to an abandoned 911 call from the 1300 block of Walnut Avenue. Upon arrival at the residence, police found the front door was wide open, food spilled on the floor, a knife sticking in the kitchen floor and the phone unplugged. Investigation resulted in police locating a local 53-year-old man in the residence who was subsequently arrested for breaching his court-imposed probation conditions. The local man, William Mcleod, was held in custody and when he appeared in provincial court in Kamloops on Dec. 21, he pled guilty and received a sentence of 45 days in jail to be served on weekends and one year of probation. Truck runs over fence On Dec. 24 at approximately 8 p.m., Merritt RCMP responded to a citizen’s complaint that a male driving a pickup truck had run over a fence and had driven to the corner of Granite Avenue and Charters Street. Police located a 45-year-old man from Beaverlodge, Alta., standing next

to the pickup truck. A witness observed the truck drive over the fence on Nicola Avenue. The driver was found to have been drinking and his ability to operate a motor vehicle was impaired. He was subsequently served with a three-day immediate roadside prohibition and his driver’s licence was seized and his vehicle was also towed. Intoxicated pedestrian On Dec. 24 at approximately 9 p.m., Merritt RCMP responded to a citizen’s complaint that they had almost struck an intoxicated female with their vehicle eight kilometres south of Merritt on Coldwater Road. Police located a female matching the description provided and identified her as local 41-year-old Melanie Heppner. Miss Heppner was grossly intoxicated and was found to be in breach of her court-imposed conditions. She was held in custody until Dec. 27 when she appeared before a provincial court judge. She pled guilty and was sentenced to 21 days in jail. Driver impaired by drugs On Dec. 29 at approximately 10:30 p.m., Merritt RCMP were conducting a road check on Houston Street at Pooley Avenue. Police checked a white Jeep Cherokee and found that the driver was displaying symptoms of impairment by drug. Investigation confirmed that the 46-year-old local man’s ability to drive a motor vehicle was impaired by drugs. He was issued a 24-hour driver’s licence suspension and his vehicle was also impounded. Curfew breached On Dec. 30 at approximately 4 a.m., Merritt RCMP responded to a commercial alarm in the 1700 block of Garcia Street. Investigation confirmed that the busi-

ness had been broken into and a quantity of cigarettes were stolen. Through processing the scene and the evidence, a suspect was identified as 21-year-old local Mark Clayton Dewar. Dewar was located and arrested for break, enter and theft and for breaching his curfew. He was remanded in custody and appeared before a provincial court judge on Jan. 7. Business break-in On Jan. 1 at approximately 12:30 a.m., Merritt RCMP responded to a report of a possible break-andenter into a business in the 1700 block of Garcia Street. Investigation revealed that a the front door of the business had been smashed and entry was gained by unknown suspect(s). A small quantity of change was stolen. If anyone has any information about this, they are asked to call the Merritt Detachment or Crime Stoppers. Man arrested for assault On Jan. 1 at approximately 1:30 a.m., police officers from Merritt RCMP and Central Interior Traffic Services responded to a “fight in progress” at a local licensed establishment in the 1900 block of Voght Street. Police arrived at the scene and observed a large group of people outside the bar. Investigation resulted in the arrest of a 36-year-old local man. The man was arrested for assaulting two other males and was held in custody overnight until he sobered up. He will appear in provincial court in March. Obstructing a peace officer On Jan. 1 while investigating a “fight in progress” at a local licensed establishment, Merritt police officers were confronted by a local 48-year-old man who began yelling and swearing at them. The man was intoxicated. He was arrested and in the

process of being handcuffed, refused to comply with police direction. A small scuffle ensued, and the police officer was assisted by a bystander and a police officer from the Central Interior Traffic Services. The male was transported to the detachment where he was lodged in cells until he sobered up. He will appear in provincial court in February to answer to a charge of obstructing a peace officer. Stolen Ski-Doos Sometime in the past weeks, two snowmobiles and a utility trailer were stolen from Highway 8. The snowmobiles are both Ski-Doos. The first is described as a Touring ‘E’ on the hood, 380 c.c., green, and has no seat; the second is a Touring ‘E’ on the hood, 380 c.c., green, with no windshield with a crushed hood. The utility trailer has B.C. licence plate number ULV 47Y. If anyone has any information about this, they are asked to call the Merritt Detachment or Crime Stoppers. Stolen snowmobile trailer Sometime between 10 a.m. and 4 p.m. on

Jan. 2, a grey Karavan snowmobile trailer was stolen from the parking lot of the Thyne Mountain Forest Service Road in Brookmere, B.C. The B.C. licence plate on the trailer is USC 19G. If anyone has any information about this, they are asked to call the Merritt Detachment or Crime Stoppers. Children left alone On Jan. 5 at approximately 12:21 p.m., Merritt RCMP received information that four children under the age of five had been left unattended by their parent since the early morning hours. Members attended a residence in the 1700 block of Menzies Street and located the four children who were temporarily being cared for by a neighbour. The Ministry of Children and Family Development attended and removed the children. Investigation continues and charges are pending against a 28-year-old Merritt woman. Female charged with assaulting a police officer On Jan. 1 while investigating a “fight in progress” at a local licensed establishment, police were advised of a female patron who had been ejected twice from the bar but kept returning. The 28-yearold local woman was very intoxicated and was arrested. She became highly agitated when being booked into cells and threw a cellphone at police and lashed out, striking an officer in the head and neck area. Temperatures hovering around -15 C did little to quell the enthusiasm of close to 40 hardy participants at this year’s Chili Sunday event at the Kane Valley ski trails, located 22 km southeast of Merritt. Hosted by the Nicola Nordic Ski Club, the annual midwinter celebration featured a communal pot of chili, along with lots of hot chocolate and delicious desserts — all served around a cozy open fire at the NNSC shelter adjacent to parking lot #3 on the Kane Valley Road. When participants of all ages weren’t chowing down or just socializing, they could be found skiing or snowshoeing many of the more than 50 km of trails maintained and groomed by members of the local nordic ski club.
