New Gold receives award

New Gold’s Blackwater Gold Project received the Developer of the Year Award at the BC Natural Resource Forum and Economic Summit last week. The summit was the 10th annual one and was held in Prince George. The award recognizes perseverance and determination by a prospector or mine developer during the past five years. “We believe successful project development is based on protecting the environment, and working closely with Aboriginal peoples and local communities to achieve common goals,” said New Gold President and CEO Bob Gallagher. “We are committed to making a positive contribution to the region.” The project, which is in the advanced exploration phase, has already employed more than 400 people, including contractors. Over 23 per cent of current project employees are Aboriginal peoples and more than 66 percent come from the local region. The Blackwater Project is located 160 kilometres southwest of Prince George near Vanderhoof and is in the initial public comment phase of the environmental assessment application.

Council restricts use

Mayor and council approved a covenant for the Fireweed Safe Haven property at 255 Second Avenue. The covenant restricts the potential uses of the building under the recently approved rezoning to social services/congregate care zoning. The property was previously zoned for single family residential. The covenant was suggested as a measure to address opponents of the transition house’s concerns regarding increased traffic on the street. While the facility will be approved for use as a transition house and the associated counselling services which the Fireweed Collective Society also does for women and children fleeing abuse, it will not be able to be used for additional counselling services, a day care centre, preschool or rest home. The covenant did generate quite a bit of discussion at the meeting. “For the sake of devil’s advocate, do we need to put a restrictive covenant on them?” said Councillor Riley Willick. “Pre-school, daycare, I don’t see those as threatening institutions to the neighbourhood.”

“I think it behooves council to have looked at both parties,” said Councillor Russ Gingrich. “The covenant was agreed upon by council and I see no reason to change that at this time.” Brandi Hanterman of Fireweed Collective came to the meeting to express Fireweed’s concern the group would be restricted from moving the counselling services they currently provide out of the Sitka Building at the Second Avenue building should they need to move those services if a covenant was put in place. While Hanterman made it clear Fireweed does not plan to move their counselling from the Sitka Building, their budget does not have room for increases in rent should the situation at the building change, and they want to have the flexibility to move them to Second Avenue if necessary. Once council understood the services are ongoing counselling for women fleeing abuse, and not additional counselling services outside this mandate, there did not seem to be an issue with those services being allowed to go on at the transition house should they need to. The covenant also restricts the height of the building, so a third story can not be added to the facility.

Six arrested after assaults

Six people, all under the age of 20, are in custody and one person remains in hospital after a sexual assault of a male youth in Prince George earlier last week. RCMP received an anonymous call Monday evening of a male youth laying in a snowbank and that he may have been assaulted. Police, along with BC Ambulance Service personnel and Prince George Fire/Rescue crews found the boy behind an apartment building in the 1600 block of Juniper Street. He was taken to hospital. Police say the boy was a victim of an aggravated assault and aggravated sexual assault. Their investigation led them to a second boy who had been assaulted. Officers from the Prince George RCMP’s Serious Crime Section were called in

to investigate. During the next two days, investigators obtained five search warrants and arrested six people thought to be involved in the serious offences. Police have determined that the victims were targeted and lured to the apartment building where they were assaulted by a group consisting of both youths and young adults. All six – an 18-year-old man and a 20-year-old man along with three male youths and one female youth – persons remain in custody at least until they appear in court. “This is a very disturbing investigation” said Cpl. Craig Douglass, Media Liaison Officer for the Prince George RCMP. “We will do everything we can to bring those responsible to justice.” One victim remains in hospital in serious but stable condition.

Community Study finds Hall comes homelessness, but also closer opportunity Ruth Lloyd Caledonia Courier An agreement in principle has been reached for the purchase of the theatre building for a community hall. While the agreement between Columbine Investments and the District of Fort St. James is not yet legally binding, the two parties have agreed on a price and they are hoping to complete the deal by the end of the month. While still subject to building inspections and an appraisal, if all goes as planned, Fort St. James could have a new community hall by the spring of 2014. The provincial funding for the community hall has once again been extended, after the approval of the municipality’s plan to purchase and renovate the existing building, but it will still need to be used by March of 2014, and a lot will still have to happen within that time.

Purchasing an existing building will shorten the timeline for the community hall to be completed, however, a detailed plan will have to be agreed on to decide which amenities the facility will feature. “So we have a little bit of time to get it started, but not a lot,” said Chief Administrative Officer Kevin Crook. An architect or engineer will have to oversee the project and Crook is expecting the municipality will be getting together with the Community Hall Committee soon in order to begin developing a plan for the facility. The committee had already developed a comprehensive plan for a community hall they had hoped to have built from scratch, but the use of an existing building will require a new approach. “We will continue to work with the Community Centre Committee on plans for renovations,” said Crook.

Snowmobile accident RCMP are investigating the cause of death of a snowmobiler in Valemount. The snowmobiler was found pinned under his machine alongside Highway 5 in the ditch early in the morning on Jan. 9. The snowmobiler

had reportedly been riding next to the highway in the clearing between the road and the tree line. Efforts to resuscitate the snowmobiler were unsuccessful and he was pronounced dead at the Valemount Clinic the same day.

A pilot study spearheaded by the CNC examined the needs of the disenfranchised in the community Ruth Lloyd Caledonia Courier A study on the area homeless completed in December could lead to opportunities for the disenfranchised in Fort St. James. The study began the engagement process through a five-week pilot study, made possible through a Community Action Initiative grant, which allowed two researchers to design and conduct a survey of 33 disenfranchised or homeless in the community. Initiated by the local CNC campus, in partnership with Nak’azdli Health Centre, Nak’azdli Alternate Justice Centre, the District of Fort St. James and the United Way, the study surveyed the living conditions and needs of the disenfranchised in the community. Ann McCormick of CNC was quick to clarify the idea behind the study was not to take over any already existing programs, but instead to look at ways to help refer people to the existing services and begin “filling in the gaps.” “It’s about supporting them in some lifelong learning,” she said. With the Men’s House, drop-ins at Mental Health and Nak’azdli Alternate Justice all already offered in the community, the plan is instead to network the different resources together and to give the people the programs are trying to help some in-

put as to what else is needed. “So we’re doing it with them not to them,” said McCormick. “It’s about engaging them.” One of the study researchers, Clara Jack, said she was surprised how many actually homeless people there were, some of whom were still sleeping outside at -15 degrees Celcius. Her fellow researcher Ruby Taylor said she was surprised to learn nine people are sharing a tiny travel trailer on the reserve with a small propane heater. The group has to use the washroom at an elders house down the road. Taylor said the study was difficult, because of the time pressure they were working under to get it completed and because many of the people they were interviewing were emotional and struggling with depression. “It just made you think, here you are laying in your bed nice and warm, got your wood stove going, got smells of food going,” said Taylor. The researchers heard how some people would like to be able to work with el-

ders and their traditional language, many would like to be able to take workshops, some are hoping an outreach worker could be made available to them downtown, and out of the 33 surveyed, only one preferred a drop-in on the Nak’azdli Reserve. More than half were from other reserves and did not feel comfortable accessing resources on reserve. Of the 33 surveyed, 15 per cent were between the ages of 18 and 30, 24 per cent were between 31 and 40, 27 per cent were between 41 and 50 and a third of the group were over 51. Forty-eight per cent of those interviewed said they have no home or couch surf with relatives. McCormick said the group organizing the programs already has commitments from different groups to help offer programs those surveyed were interested in and needed. CNC expects to hear by Jan. 30 whether or not they will receive the next round of funding for $200,000 to go forward with programs and establishing a drop in.

Penny Drive raises big $$ Ruth Lloyd Caledonia Courier The penny drive initiated locally by Gabriela Willick and Kaylee Walstrom ended successfully, with $1,209.06 in pennies raised. The effort was community-wide, with students at every school collecting pennies for the drive, and elementary school classes competing within their schools to collect the most and win a pizza lunch. Mrs. Mackenzie's class at Sowchea Elementary collected the most pennies at Sowchea for the penny

David Hoy collected the most pennies by leaps and bounds in their school for the drive, but the pennies were not counted or weighed, but according to the administration, they were a clear winner. A true northern experience Ruth Lloyd Caledonia Courier Mark and April Hilland were surprised when Mark was transferred to Fort St. James with the RCMP, but they approached it as an adventure. In May of 2012, Mark moved north, and in July, after finishing the teaching year, April joined him with their two and a half-year-old daughter Piper. The young family was from Maple Ridge, and it was the first northern place they had lived, which she said gave them opportunities they would never have had in the Lower Mainland, or which would have been much more expensive. "It wasn't really a question of whether or not to make the most of those," she said. "And a bit of it to prove to our friends back home it really is just as fun up here as it is back in the Lower Mainland - maybe even more so." So on Jan. 6, April and Piper got a real taste of the north and a somewhat unique northern experience. On the suggestion of Mel Chesnutt, whose daughter Maya had received a dog sled tour as a gift from her family in Ontario for Christmas, April and Piper decided to join Mel and Maya, and book a sled dog tour of their own for the

same day. While she had heard about the Caledonia Classic Sled Dog Races in February, Hilland had not known it was possible to hire a local musher to take a sled dog tour. "I knew I wanted to see the dog sledding, I didn't know we'd be afforded the opportunity to go on a dog sled ride," she said. The ride, which started out in Cottonwood Park, began with a full introduction to the dog team, and mushers Craig Houghton and Jerry Joinson talked about the teams as extended parts of their families and some of the training they do. "The dogs were just beautiful," said Hilland, who had expected the more traditional husky sled dog look, and was surprised by how small and slim the dogs looked, but how strong they were. Hilland said she heard stories from Houghton and Joinson about races and one in which Joinson had gotten lost in the fog, turning what should have been a seven-hour race into a 14-hour race instead. The sleds themselves had just enough room for an adult and a toddler, and the two mothers and their young daughters were wrapped in blankets before they

set out onto Stuart Lake. The tour went along the lake, as far out as Big Bay and onto land there for part of it, past islands on the lake, an experience which made an impression on Hilland. "It was awesome because in the summer we didn't get out on the lake at all," she said. "It was beautiful." While the lake was fogged in when they left, the fog had lifted not long after they set out, giving a better view of the scenery. With the temperature around minus seven for the day, the conditions were pretty good, if perhaps a bit warm for the dogs, which are used to even colder and they are working hard for the two and a half hours the group was out. Hilland said she was impressed by the exuberance of the dogs. "It really is just as much fun for the dogs as us I think," she said. "It's obvious these animals were bred for it and they love it." Another surprise with the dogs, according to Hilland, is as they run, their digestive systems get working, and clear themselves out, which meant there was also a lot of doggy doo, but it did not detract from things a whole bunch, as she said they could not smell it much in their sled and the dogs in

their team generally did not skip a beat from it, and just kept on running. She said it was impressive how the dogs would open their mouths and scoop snow as they ran too. And while the long ride got a bit cold after awhile, and Piper did shed a few tears on the trip, she also enjoyed the bumpy parts, and Hilland said the sled even caught a little air in some places. Piper even fell asleep on the smooth part on the way back. "This is a girl that doesn't fall asleep easily," said Hilland about her daughter. "Something about the fresh air." Afterwards, Piper and Maya were exchanging stories about the dogs, and kept talking about the experience. Hilland said she has been telling her friends and family in the Lower Mainland about the trip, and would recommend it, with the one caveat being to dress very warmly and for parents to ask for a shorter trip for younger children "because two hours is a long time for wee ones to sit still." The sled dog trips are done by local mushers as a fundraiser for the Caledonia Classic Sled Dog Races. For information contact Craig Houghton.

Spill response plan Over the last few months, I’ve talked about the precautions, the safety measures, and the selection criteria involved in the marine elements of the Gateway project — all of them intended to prevent an oil spill on water. I’ve also discussed how Gateway’s marine safety program was examined by an independent risk assessment group, which determined that the chances of a major spill are once in more than 15,000 years. Although statistics and reports suggest a marine oil spill is unlikely, you want to know — what if one does occur? How will Gateway be prepared? While the chances are slim, we continue to develop a world-class marine response program. The Northern Gateway Project includes a spill response capacity that’s more than three times the Canadian regulation. And while the Canadian requirement for oil spill response is 72 hours plus travel time, our response time will be a fraction of that number — 6 to 12 hours in the marine channels. This is a significant increase to the response capability available to B.C.’s north coast. Additionally, for immediate response, our tug escorts will be

equipped with booms, oil skimmers, and firefighting equipment to provide enhanced initial containment, and they will be available to all marine traffic in the event of an incident. We will store equipment, such as containment and absorbent booms, skimmers, and waste storage, in multiple well-maintained, readily accessible response bases, providing a wider area of coverage in a shorter amount of time. Barges will also be located throughout the marine channels for additional storage and equipment mobilization. We are committed to having staff, contractors, and partners in place to maintain that enhanced state of readiness. The Gateway project will likely never see a major marine oil spill. But if it does, we’ll be prepared to protect our coastline.

the hill. Jan. 6 was the first of the fun-filled Sundays planned, with slalom races, penny races for the younger skiers or boarders, crazy carpet rides and bunny hill races. Sean Perry, head ski patroller, planned most of the events, and ran them throughout the day with the help of Sarah Grill and Cam McCormick. Ruckus from Prince George was also on the hill on Jan. 6, bringing with them a range of skis and boards for patrons to try out. Jan. 13, after the paper goes to press, is set to be a Family Day of events, and will see the return of some classic Murray Ridge fun, like “snow snakes”

where skiers and boarders can find rubber snakes on the hill and bring them in for small prizes. The hill will also be hosting the North Central B.C. Zones for ski and snowboard slalom racing. Grades 8-12 from as far west as Smithers, as far east as Valemount and as far south as 100 Mile House will be converging on the ski hill for competition. So while Perreault may have had to deal with some surprises, and likely will have to deal with many more before the season is over, so far, the community ski hill is doing well.
