Building permits numbers rising again in Lake Country KEVIN PARNELL STAFF REPORTER

Building appears to be moving ahead in Lake Country, while property values saw a small decrease last year. The District of Lake Country building permit reports for 2012 show that permit values for the year were once again at the 2005 level and exceeded the previous year by $4 million. Since incorporation in 1995, the District of Lake Country has had an average building permit value of just over $26 million per year. However, 2012

showed a permit value of close to $33.3 million with the value of single family dwellings making up $27.3 million of that total. Property values are remaining stable according to the B.C. property assessments sent out last week. According to the district, Lake Country had the smallest decrease in the value of the average residential home among all North, South and Central Okanagan jurisdictions, and only Peachland and Lumby residential home values showed an increase, according to the 2013 as-

sessment rolls released Jan. 2. As part of a business systems review implemented throughout 2012, the District of Lake Country streamlined the application process and approval timelines for new development permits. In August 2012, council amended the applicable bylaws to allow staff in planning and development to work with applicants to approve straightforward development applications without the lengthy process of going back and forth to development permit committee or council

meetings. “The streamlined process balances the need to move development permit applications forward

in a timely manner with the importance of life safety and environmental protection,” said Mark Koch, Lake Country’s director of planning and development. “During the last quarter of the year, we saw many applications processed in as little as three weeks instead of the regular 12 weeks and that definitely had a positive impact on our building statistics in Lake Country.” Koch indicated the current increased level of building permit values appears to be sustainable, and with increased business confidence and

the proactive approach council and staff are taking to encourage new starts in the community, 2013 will likely continue to see positive growth. “I was really impressed with the quick processing time and the ease of dealing with the staff at the district,” said Doug Pusey, with Legacy Homeworks, a recent building permit applicant. “I’ve been involved with other similar significant lakefront building projects and this one started on a very positive note due to the straightforward process through the municipal hall,” added Pusey.

Okanagan musicians who want to show off their original music and put it up against other singer-songwriters can do so for the second annual Lake Country Open Mic Has Talent contest. Organizers are looking for 20 to 30 musicians who will perform original material in the contest, which will be judged by a panel of four judges. Two winners will receive studio time and

performance opportunities throughout the Okanagan including at Parks Alive in Kelowna, Lake Country Open Air and more. Her business partner became her musical co-writer and they formed a group which performed throughout the lower mainland in the 1980s and ‘90s. She has been a board member with the Lake Country Open Air for two years and still performs locally. •Neil MacRitchie: MacRitchie spent his first paycheque back in 1975 on a guitar/amp and has been playing ever since He played in cover bands throughout the lower mainland during the ‘80s and ‘90s and has been involved in songwriting/recording over the years. Lake Country chamber welcomes its new manager KEVIN PARNELL STAFF REPORTER

It’s the turning of the page at the Lake Country Chamber of Commerce, which on Monday, opened its door at a new location with a new manager. Former Lake Country resident Corrine Cross has been appointed as the new manager of the chamber, replacing Linda Wilson, who retired from her position at the end of 2012. Cross comes from the Sicamous Chamber of Commerce, where she spent six years as both a board member and later the chamber manager. “I’m really excited about this,” she said, in an interview with the Lake Country Calendar. “There is so much we can do in the community, getting the cham-

ber involved in more community events, getting the chamber members involved and getting out there and promoting their businesses. “I think we can have some fun and do some good business networking and marketing.” The Lake Country Chamber of Commerce is now located in the Hill Road professional building. Along with the new digs, comes a new era for the chamber, which no longer will operate the tourism information centre out of the chamber. Cross is the lone employee at this time and says not having the tourism information as part of the chamber will allow it to be more focused solely on helping local businesses. “It’s going to be a great switch to just con-

centrate on chamber membership business,” she said. “We have a lot of businesses that are tourism related and we have to make sure we get the word out there about them and keep the people coming into Lake Country as well. It’s a smaller office but we are going to be really concentrating on our chamber member’s businesses, program advocacy and workshops to help our members succeed.” Cross originally hails from Sicamous but has plenty of ties to Lake Country. She lived and worked in Lake Country for six years and her son graduated from George Elliot school. Her parents still live in Lake Country and her three children live in Kelowna. “It was a win, win situation when this

This is really meant to spotlight the original singer-songwriter.” Last year’s inaugural event saw Kelowna singer-songwriter Becca Mabbett win the top prize as judged by a panel of three. This year four judges will rate

the singers using several criteria including song composition, singing ability and performance. Boal says the Open Mic Night has been very popular and the contest will draw plenty of unique musicians. “I have seen everything from a person who practices in their basement and is performing for the first time in front of people to musicians that have been working for many, many years and want more opportunities in the area,” she said. “It’s been very, very diverse and an incredible range

of styles which has been really great to see.” This year members of the public who watch the contest will have the chance to vote online for their favourite performer with the votes will be taken into consideration by the judges. Each participant will get to perform three songs during the contest which takes place over three months. Performances will be seen March 6, April 3 and May 1 with winners announced at the June 1 Open Mic Night. Boal says it’s all about getting people to per-

form original music and finding opportunities to play more. “The Lake Country Coffee House is a really warm and welcoming environment to play new songs,” she said. “Whether you are in the contest or doing the Open Mic Night, it’s a great venue. Where failures don’t get flunked

A

t various times in my life, I have taught writing and/or editing courses for several professional institutions. I can sum the experience up in a single sentence—I love teaching but I hate marking. I watched like a proud parent as my students, some older than I was, honed their skills in expressing themselves, in organizing their thoughts and in discarding distractions. I celebrated their improvement. And then I had to tell a few of them that despite their best efforts, it wasn’t good enough. They still didn’t measure up to some external standard that existed only in my mind. Bluntly put, they flunked. American theologian Martin Marty recently wrote in his Internet column Sightings about his transition many years ago from pastoral ministry to professor.

Inconvenient truth of oil pollution

A

study of six northern Alberta lakes conducted by Environment Canada and other scientists was published last week, generating headlines around the world. “Oil sands toxins ‘accumulate in freshwater systems,’” the BBC announced. The headline in The New York Times declared: “Oil sands industry in Canada tied to higher carcinogen level.” The study was reported with similar alarm across Canada. It looked at levels of polycyclic aromatic hydrocarbons (PAH) in lakebed sediment, and found levels measurably higher than natural sources since oil sands extraction began 50 years ago. Most news reports I saw made little or no effort to put this information into context, in terms of the actual risk to humans, fish and other organisms. Some quoted people they knew would scream

As expected, U.S. environmental groups and their Canadian branch offices ramped up the rhetoric to battle their favourite villain. At least one major Canadian newspaper, The Globe and Mail, did a responsible job. Its report on the study stated “PAH pollution level remains low—on par, at worst, with an urban lake —but is rising.” In fact, five of six lakes tested were far below average contamination of

urban lakes. PAH fallout is a daily constant of urban life, from vehicles, industry, and particularly where coal is burned for electricity. To be clear, there are dozens of different forms of PAH. Some have been shown to increase cancer risk, and some have been linked to (but not proven to cause) infertility, immune disorders and fish mutations. So when you drive your kids to school, stand at the bus stop, or drink a glass of water from Coquitlam Lake or any urban reservoir, you are exposed to PAH pollution from human and natural sources. The risk from this is an ongoing focus of research, but this study confirms one thing: your exposure is likely greater in any urban area than it is downwind of the Alberta oil sands. I argued this point with B.C.’s celebrity environmentalist Tzeporah

Berman, who has shuttled back and forth from ForestEthics to Greenpeace in recent years. She took to her Facebook page to publicize a dramatic call to action from 350.org, one of the most strident climate change advocacy groups in the U.S., selective-

sions. I argued that this PAH study mirrors the true picture of carbon dioxide emissions, which is that nearly 70 per cent of CO2 from all petroleum comes when you burn the final product in engines and furnaces. In B.C., which doesn’t burn coal for electricity, fully 40 per cent of human-caused greenhouse gas emissions are from transportation. Other sources include home heating and industry. Berman insisted I was wrong, and claimed 70 per cent of Canada’s greenhouse gases come from “heavy industry.” I asked for her source. No response. A 2010 report by a Royal Society of Canada expert panel calculated that 27 per cent of our country’s fossil fuel emissions come from transportation. Pastors are aware of people’s shortcomings

TAYLOR FROM A4 the point of the sermon. Or if they never served on any committees. Or if they never put more than $2 on the collection plate. These pastors weren’t Pollyannas, unable to see faults. Pastors are, often, acutely aware of people’s shortcomings—perhaps more so than anyone else in the congregation. They’ve seen commitments that didn’t get followed through, good intentions abandoned, promises broken. They know about abuse lurking behind closed doors, addictions carefully kept under wraps, incompetence disguised by blaming others. David Brooks wrote a column in the New York Times called Suffering Fools Gladly. Brooks wrote about

himself: “I don’t give myself high marks on suffering fools. I’m not rude to those I consider foolish, but I strenuously and lamentably evade them. But I do see people who handle fools well. Many members of the clergy do, as do many great teachers.” They see the failures. But they don’t flunk them. I take inspiration from people like that An old friend died recently. Although she had no formal training in ministry, she had her own ministry in her congregation and her community. I don’t recall her ever saying an unkind word about the people she dealt with. She didn’t judge people by their weaknesses; she preferred to focus on their strengths. My father, both a minister and a psychol-

ogist, noted that counsellors don’t spend much time working with well-adjusted, successful, competent clients. They get people who, for whatever reason, are having troubles. Sometimes their lives have been warped by a troubled past. Sometimes they have done foolish things. Even criminal things. A good counsellor

may be shocked, dismayed, even appalled by what she hears. But she continues to care about her client. She seeks only the best outcome for that person. It may not be what we normally define as love. But it is unconditional. It’s also a valuable talent in a black-and-white world. Jim Taylor is an Okanagan Centre author.

This successful procedure was a historic moment for our community, as it was the first cardiac surgery in B.C. to take place outside of Victoria or the Lower Mainland. receive a successful cardiac procedure at KGH climbed to 36 on Jan. 3. Once the project is completed, there will be 600 cardiac surgeries each year at KGH. The cardiac surgery program is all about expanding access to cardiac surgery for Okanagan residents. This is great for not

Next, the East Pandosy Clinical Support Building opened in May 2012, making room for our new Interior Heart and Surgical Centre building, which began in the fall of 2012 and will open in 2015. As mentioned above, the open heart surgery program came into operation in renovated operating rooms in the Strathcona Building on Dec.3 of last year. This $367 million project was only possible thanks to dedicated efforts and close collaboration between community leaders, the provincial government, and Interior Health. This project is very near and dear to my heart, as I know that it truly will help people in our community. The fact that this project comes on the heels of the successful Centennial Tower, which was completed on time and on budget, is icing on the cake. That’s the story behind the Winfield Minor Hockey Association’s year so far. The association features 15 teams in total, ranging from six-yearolds playing in at the youngest levels to 18 to 20 year-olds playing for

the Central Okanagan’s only juvenile team. “We’re having a good year overall,” said Winfield Minor HockeyWeek AsMinor Hockey sociation president MarJanuary 14-20 ty Woods. “As with all minor sports there are a lot of challenges both on a day-to-day and a longer term basis. “The biggest challenge that Winfield faces is we’re a smaller association so sometimes that makes is difficult to have the appropriate number

of players on teams. “That’s a big challenge we work through every year but somehow we always make it work.” This year, the association has seen modest registration growth, mostly at the younger ages, according to Woods. And it’s also the second year for Winfield’s juvenile hockey team. Last year, the juvenile squad competed against teams in Vernon and Summerland. But with

those two towns not icing a juvenile program this season, Winfield’s juveniles receive an automatic berth to the provincials this year. A tier 3 association (based on player registration), Winfield has rep teams at the juvenile, midget and pee wee level as well as an atom development team. The private Pursuit of Excellence hockey program is also based in Winfield. The midget team finished second last

weekend in the annual Kelowna midget tournament. Its players register through Winfield Minor and attend school in Winfield. Woods says the two programs have melded together nicely. “We see it as a win win for all of us,” he said. “Their layers are quit ell entrenched in the school system. The players are in different programs but they know each other well. We’re very happy to have team here as part of

our program.” Female players in Winfield are fully integrated on the boys’ teams as the association doesn’t have the registration numbers to have girls-only teams. Rep level players look to Kelowna to play. Woods said one of the most important aspects of Winfield Minor is a philosophy of fair play. “We’ve really tried to formulate the culture right from the executive down that we are trying

to help young people become good young people and good members of our community,” he said. “That transcends into what we expect from our coaches and players, and officials and parents. “What makes it a success for us is if we take these young men and women and they become upstanding members of our community…in the end it’s not what’s on the scoreboard that is going to decide if we have succeeded.”

Although Canadians are mourning the national team’s loss to Russia at the World Junior Hockey Championships, far deeper problems threaten the future of the game in this country. First and foremost, hockey is plagued with serious injuries. Back in the 1970s the big safety issue was eye injuries. Now, more and more Canadians share concerns about bodychecking and head injuries. The Canada Safety Council has been speaking out on this for more than 20 years. Others are at last breaking their silence on this critical national health and safety issue. A five-year study of 3,000 boys aged 4 to 18 in a youth hockey program in Burlington found that 66 per cent of injuries were from accidents such as colliding with teammates, sliding into the boards or posts or being hit with the puck. The researchers from the University of Buffalo attributed the remaining 34 per cent to players checking each other. Only injuries serious enough to keep players

In the next decade, some say there could be 200,000 fewer kids playing the game. The opposite trend is evident south of the border, where the number of players registered with USA Hockey rose from

195,000 in 1990-91, to 500,579 in 2010. So what’s the solution for Canada? Can corporate Canada save our game? An RBC survey released on Dec. 6 found that 82 per cent of Canadians in hockey households believe corporations must do more to help the sport’s grassroots programs. It is unclear whether that corporate support includes the thousands

of small businesses that already support minor hockey in their respective communities to the tune of millions of dollars each year. What is needed is an investigation of the issues confronting minor hockey is crucial. The average annual registration and participation cost is about $1,500, according to the RBC survey; some families simply can’t afford this. Local availability of facilities and resources can also be an issue. So is the minor hockey establishment up to the challenge? Don’t count on it. For leadership, look to the medical community, school officials, health and safety researchers and advocates, and other concerned organizations and individuals. It’s not too late to change direction and save our game, with its strong historical and cultural roots. Emile Therien is former president of the Canada Safety Council.

Local groups get gaming revenue grants

Four Central Okanagan organizations are receiving community gaming grants from the B.C. government worth a total of $210,000. The Rotary Club of Lake Country Society will get $30,000, Act/Uct Kelowna West Council 1003 will receive $25,000, the Lifestyle Equity Society will get $15,000 and the Central Okanagan Child Development Association will receive $140,000. “This $210,000 in gaming grants reflects the important place these organizations have in the Central Okanagan.,” said Kelowna-Lake Country MLA Norm Letnick. “The investment will pay dividends by helping these groups continue to deliver important services in the community.” His colleague, Westside-Kelowna MLA Ben Stewart singled out the

child development association, saying he, Thomson and Letnick all advocated for it. “The COCDA is extremely important to the community, helping families provide for the developmental needs of our children,” said Stewart. “I’m very happy

The preferred candidate will have completed certificates in NFPA Fire Inspector, Fire Officer Level I and Firefighter Level I, Fire Investigator Level II and Medical First Responder Level 3. A minimum of two years’ related experience as a Firefighter plus a clear criminal record check and valid Class 3 B.C. Driver’s Licence with air brake endorsement. Waste & Recycling Schedule Change this week To improve customer service throughout the District of Lake Country, OK Environmental Waste Systems Ltd is making adjustments to their curbside collection schedule. Approximately 3800 homes will be affected by a collection day change, a recycle week change or a combination of both. Notices were stuck on waste receptacles Monday, January 7th to notify households of the change taking place this week. The new collection routes take into account the load capacity of the vehicles, bin density, the utilization of a dual commodity split body truck as well a future growth in the community. Collecting in Lake Country three times a week allows the contractor to accommodate for late put outs, missed calls, and call backs. The rural nature of Lake Country also allows OK Environmental Waste Systems to utilize a split body truck to collect 2 commodities at the same time. By spreading the collection time over a 3-day period and using a split body truck they are able to minimize unnecessary truck traffic and reduce carbon emissions by 25%. The District is initiating extensive public outreach to ensure that Lake Country residents and stakeholders have meaningful opportunities to participate in defining the vision for the Pelmewash Parkway corridor. The goal of the public engagement process is to encourage significant public participation in the development of a comprehensive concept plan to systematically guide the future development of the Pelmewash Parkway corridor. The public engagement process starts with “power” workshops January 21 and 22, 2013 offering busy people the opportunity to provide their input with a contribution of just an hour and a half of their time. The workshops will request input on the vision, goals and objectives, potential activities, proposed amenities, and economic development opportunities for the Pelmewash Parkway corridor along the west side of Wood Lake. Lake Country community members with an interest in shaping the future are invited to come to ONE of the following workshops: Monday, January 21, 2013 (5pm – 6:30pm) Municipal Hall (Carr’s Landing Room – wheelchair accessible) 10150 Bottom Wood Lake Rd.
