years, and perhaps ever. A marathon meeting over a proposal for a casino and entertainment complex in South Surrey continues tomorrow night (Friday) at city hall. On Monday, a crowd of more than 500 packed the hall over the issue, with 192 people registering to address council. By 1:30 a.m. Tuesday, less than half had been heard, so council plans to hear from the remaining 120 people on Friday beginning at 7 p.m. If the meeting continues at Monday’s pace, it will run until 5 a.m. Or it could be continued on a third night. Sign-up for speakers is now closed, so council will only hear from those who have a number from Monday night. Former Surrey mayor Bob Bose, sat on council from Susan Lindenberger 1978 towho 2011, said Wednesday he’s never seen a public hearing go on for this long. The $100-million project has been highly contentious amongst local residents for the better part of a year. It’s slated to include a 60,000-sq.-ft. gaming area, 200room hotel and a 27,000-sq.-ft. convention and entertainment centre. The casino promises to bring in $3 million in revenue each year for Surrey as the host city.

in Surrey, the city’s top cop is telling residents they’re safe. Four people were killed in Surrey in three separate shootings in less than two days. According to the Integrated Homicide Investigation Team (IHIT), two of the three shootings were gang-related, with the victims believed to be associates of the Dhak-Dhure gang, which is allegedly involved in an ongoing conflict with the Red Scorpions, Hells Angels and Independent Soldiers. At about 7 p.m. Sunday, Manjot Dhillon was shot near 168 Street and 76 Avenue. He was transported to hospital where he died at 11:30 p.m. Then on Tuesday, just after 2 a.m., Manjinder Singh Hairan, 29, was fatally gunned down near 127 Street and 112B Avenue in BridBill Fordy geview. Another man was seriously injured in that shooting, and while police aren’t releasing a name, The Leader has learned it was Jujhar Singh Khun-Khun. Khun-Khun was shot in Surrey a-year-and-a-half ago, in what police believe was a retaliation hit for the Kelowna shooting that killed Red

Anyone going to a residential care or assisted living facility who hasn’t had the flu shot this year must now wear a mask and practise stringent hand hygiene while there, Chief Medical Health Officer Dr. Paul van Buynder ordered Tuesday. The infection-prevention directive issued under the Public Health Act applies to all staff, volunteers and visitors. dr. There have been more than four times the number of flu-related hospitalizations from long-term care facilities than in a typical flu season, he said. Math and science academy to launch in Surrey High school program believed to be first in Western Canada Black Press MaTH and Science students in Surrey will
have the opportunity to soar to new heights beginning this fall. Fraser Heights Secondary is launching an Academy for Integrated Mathematics and Science this September. The two-year program, developed by school staff, will give students up to 32 credits for senior level math and science courses, plus up to 17 credits for university level courses.
The program is believed to be the first of its kind in Western Canada. “It’s a real advantage for our students, and another example of the amazing learning opportunities available in our public education system here in Surrey,” says principal Sheila Morissette. The academy was approved by the Surrey Board of Education in December, but has been in the works for some time, says Morissette. She credits math and calculus teacher James Ahn for putting the program together and garnering board support for the initiative. “He’s done a terrific job taking our existing math and science programs up a notch – and they were already outstanding,” says Morissette. Enrolment in the Academy for Integrated
Mathematics and Science requires a two-year commitment from students starting in Grade 11 and continuing until graduation from Grade 12. Half of each day will be designated for academy programming, and will include labs, group work, lectures and independent study. The final details of the academy are still being ironed out, but Morissette is hopeful negotiations with universities and the Ministry of Education will result in the academy being able to provide a university level chemistry class as part of the program – a $1,500 value if students had to pay. The academy is open to all Surrey students. A parent information night will be held on Monday (Jan. 21) at 7 p.m. in the theatre at Fraser Heights Secondary, 16060 108 Ave.

People who refuse to comply with the order to wear masks and wash with alcohol hand sanitizer will be turned away. Health-sector unions last year resisted the provincial government’s infection control policy that required workers to wear masks throughout the flu season if they refused the flu shot. Enforcement of that initiative was put on hold for a year but Fraser Health officials say the region’s order
now takes precedence. Unvaccinated care home employees who refuse to wear a mask are to be sent home without pay. The health authority is also urging anyone planning to visit care homes not to go if they feel unwell. Anti-viral medication is also being given to all residents in care homes with outbreaks to try to prevent serious illness. The risks of flu aren’t limited to the elderly. Van Buynder noted those with chronic disease, pregnant women and the very young are also vulnerable – an 18-month-old baby died recently in Ontario.

Khun-Khun also made news in Surrey in 2007 after his 19-year-old fianceé was killed when she fell from the moving SUV he was driving. No charges were laid in that incident. The same year, KhunKhun was sentenced, along with an associate, to three years in prison for kidnapping and robbing a truck driver – an incident the judge called “random, brazen and senseless.”
Both victims of gangrelated Surrey shootings this week are believed to have connections with the Dhak-Dhure group, whose leader, Gurmit Dhak, 32, was shot dead at Burnaby’s Metrotown shopping centre parking lot in October, 2010. Khun-Khun was also injured in that shooting. IHIT spokesperson Sgt. Jennifer Pound said it would be premature to characterize this week’s shootings as evidence of a gang war. And on Sunday, in a non-gang-related shooting, John McGiveron and Geordie Carlow, both 33, were found shot
to death in an apartment parkade near 128 Street and 94 Avenue just before midnight. Acknowledging that some residents may be fearful after the shootings, Surrey RCMP Chief Supt. Bill Fordy said in a press release that residents are safe. Fordy said the violence has been restricted to those involved in illegal activities, as is the case in other cities, too. “There is nothing glamourous about life in the underworld of crime,” he said. “This is not television – the harsh reality is being
played out here and now and is a testament to the fact that the life expectancy of anyone involved in criminal gangs is very short. “If you involve yourself in this level of criminal activity, the likelihood of you ending up dead in a ditch or in jail is very high. My wife Joan was diagnosed with the disease in 2010. To say that it is a progressive-degenerative disease is a medical term. The reality is much worse. Over the span of months, weeks and even days, you can see the devastating effects. Happily married for 56 years, our lives have turned into something that I could never have imagined. A loving and caring person has evolved at times into a person I scarcely recognize, often angry, accusatory and confused. Hallucinations are a part of every day. Someone is taking her jewelry, her lipstick, her clothing. Someone else is in the house. She looks in the mirror and sees a reflection that she does not recognize. It’s “that woman” and she wants her out of here. Caregivers hired to come into the home are sometimes regarded with suspicion and even ordered out of the house. Trips to daycare facilities are resisted but overcome. Tears are frequent. There is understandable fear of the unknown. She will ask, “What’s going to happen to me?” We cannot bring ourselves to answer the question truthfully. Seventy-thousand people in B.C. may have Alzheimer’s but the disease affects so many more people.

Make informed choices about energy drinks

would like to respond to “Ban energy drinks at school,” a recent column by Japreet Lehal. Contrary to comments made in the column, under Health Canada’s guidance, energy drinks are transitioning from the Natural Health Product category to food regulations. Health Canada is using a science- and fact-based approach for regulating energy drinks. As part of the transition, Health Canada has now capped the total amount of caffeine allowed in energy drinks at 400 mg per litre. This means that a small, single-serving energy drink (e.g. 250ml can) will be capped at 80-100 mg of caffeine, while larger single-serving containers (e.g. 473mL cans) will be capped at 180 mg of caffeine. All energy drinks sold in Canada already fall within these parameters. To put that in perspective, If you look at a typi-
cal eight-oz/ 237-mL serving, Canadians get: • 30 mg of caffeine from a cola; • 80 mg of caffeine from an average small-can energy drink (180 mg of caffeine in a large 473mL can); • 96 mg of caffeine from an extra small Tim Horton’s Iced Cap; • 175 mg of caffeine from a short Starbucks coffee or small coffeehouse coffee. Energy drink labels have always included advisories stating that, “energy drinks are not recommended for children, pregnant or breastfeeding women, or people who are sensitive to caffeine, and that they are not recommended to be mixed with alcohol,” and will continue to do so. In regards to the claims about youth consumption in the article, the claim that 30 per cent of 12- to 17-year-olds are regular consum-
ers of energy drinks is incorrect. Recent independent research shows that the vast majority (81-93 per cent) of 12- to 17-year-olds rarely or never consume energy drinks. Only one to two per cent of teens consume energy drinks on a daily basis. As per CBA’s industry guidelines, CBA members have never and do not sell energy drinks in elementary, middle or secondary schools in Canada. CBA members do not market their energy drinks to children. Our goal is to help provide accurate information so Canadians are able to make informed beverage choices for themselves and their families. Proposed casino not accessible drivinG To the proposed casino complex in South Surrey is a 27-minute trip from City Centre. This same trip would take at least three times as long by current transit options. By placing such a large trip generator far away from the built-up city or any forms of reliable access other than a freeway, Gateway has not proposed a sustainable or accessible development for Surrey citizens. The $3 million annually that the City of Surrey expects to raise from this proposal could be more than offset by the costs to provide this casino with reliable means of alternate transportation options (i.e. transit). I am curious what part of this money might possibly be taken away from other pressing Surrey needs, such as the missing bus stop for the Port Mann/Highway 1 Rapid Bus. To give everyone an idea of how much driving there is expected to be to this complex, a huge part of this proposal is a massive parkade – a seven-storey building dedicated exclusively for the storage of cars. If the city claims (according to a brochure) that sustainability should involve reducing single-occupant vehicle use, then approving this proposal would be hypocrisy. In a city that is supposedly being lauded for attracting “sustainable development,” this complex will stick out like a sore thumb. If the mayor and council were consistent and actually committed to the city’s sustainability practices, then they would not approve this casino being built here. They would be encouraging its construction on a more accessible and sustainable location.

Police shooting inquest Surrey Mountie cleared in death of Adam Purdie in 2011 by Kevin Diakiw A public inquest has been
called into the police shooting of a man two years ago in Surrey. The B.C. Coroners’ Service announced Wednesday an inquest will be held into the death of Adam Brian Purdie. The Surrey Mountie who shot Purdie was cleared of any wrongdoing by Saanich Police in October 2011. Around 10 p.m. on March 2, 2011, Purdie caught the attention of undercover cops working on a separate matter near 16 Avenue and 128 Street. A licence plate query determined the registered owner, Purdie, had a history of firearms-related offences and a call was made to have uniformed officers attend. Forty-five minutes later, he was pulled over by an RCMP officer
in the 15400 block of 16 Ave. That officer spotted a rifle in the backseat of his car, and Purdie sped away. Purdie’s vehicle was spotted again 15 minutes later travelling north on King George Boulevard south of Highway 10. Two officers at Highway 10 deployed a spike belt prior to Purdie’s arrival, but he spotted it and swerved to avoid it, striking two civilian vehicles. The officer involved in the shooting used his vehicle to force Purdie off the road. When both vehicles came to a stop, parallel to one another, the officer said he saw the muzzle of Purdie’s assault rifle pointed at him. He attempted to put his car in reverse, but having struck the Chrysler, the police cruiser was stalled. The officer, who has not been
named, pulled out his service weapon and fired 30 rounds from two magazines at Purdie. The Mountie, who had more than six years experience when the shooting occurred, has since been transferred out of province, though police say the transfer request was put in prior to the incident. During the public inquiry, presiding coroner Tara Devine and a jury will hear evidence from subpoenaed witnesses to determine the facts surrounding this death. While the jury may not, by law, make any findings of legal responsibility, it will have the opportunity to make recommendations aimed at preventing deaths under similar circumstances in the future. The inquest will be held from June 24-28 in Burnaby.

in a life-threatening knife attack on two men will not get a new trial. In November, Anthony Andrew Larose appealed his 2011 conviction of two counts of aggravated assault, two of assault with a weapon and one of possessing a weapon. He was sentenced to seven years in prison. The charges were in connection with an April 2010 incident on Fraser Highway near 156 Street where Larose had a run-in with Saul Marshall and Chris Hanna. The pair were at a gas station when they heard a commotion across the street. Larose had thrown a rock through a glass bus shelter and Hanna crossed the street and confronted him, with Marshall following shortly after. A fight ensued, during which Larose was handed a

Larose stabbed Hanna twice in the chest and once in the abdomen. Hanna’s face was also sliced, as was Marshall’s neck. Brown) did not suggest the jury consider self-defence as an option. But on Tuesday, three B.C. Court of Appeal justices rejected the appeal. “In my view, the judge did not err by not addressing selfdefence in the context of the weapon’s charge,” wrote Justice Edward C. Chiasson in the Jan. 15 decision. “He had concluded there was no air of reality to selfdefence on the basis the appellant did not pick up the knife to defend himself. The appellant testified he did so to scare Mr. Hanna.” He added the trial judge “clearly advised” the jury that they had to decide why Larose had the knife and was “not obliged to discuss self-defence with the jury.” Justices Kathryn E. Neilson and Nicole J. Garson concurred with Chiasson’s decision.

twinned Trans Mountain pipeline 20 per cent bigger than previously intended is under fire from its critics. Vancouver Mayor Gregor Robertson said the “staggering” sevenfold increase in the number of oil tankers now heading through Vancouver harbour to load from Kinder Morgan’s Burnaby terminal heightens his city’s “serious concerns” about the risks to the local economy and environment from a worst-case oil spill. “Any serious spill would jeopardize tens of thousands of jobs and could leave taxpayers and businesses on the hook for billions of dollars in clean-up costs and losses,” he said. Kinder Morgan Canada president Ian Anderson said last week the larger expansion is
viable because more oil firms have signed on as customers to ship oil sands crude for export and he did not rule out the possibility the project could get bigger still. The capacity of 890,000 barrels per day now proposed – up from 750,000 – would be nearly triple the original 60-year-old pipeline’s 300,000 barrel capacity, part of which goes to nearby refineries. The project is now forecast to bring up to 34 tankers a month, instead of 25 under the previous plan and about five a month now. “I think we’ll hit a million barrels before we get to the end of the year,” said Kennedy Stewart, NDP MP for BurnabyDouglas. Kids’ cast and splint fund takes off The new Ken McBain Legacy Fund raised $90,000 for the Centre for Child Development

Splinting Program at Surrey’s Centre for Child Development received $90,000 in donations thanks to a remarkable man whose name continues to make a difference. When Ken McBain retired as chairman of the Centre’s Foundation Board in November 2012, he had no idea his name would become part of a legacy that would continue his charitable work to help fund the Centre’s Casting and Splinting program. An annual fundraising gala on Nov. 17 included an announcement about the Ken McBain Legacy Fund to commemorate his outstanding volunteer work at the centre since 1997. “It was quite a surprise and honour to have the legacy fund set up in my name,” said McBain. The decision to have the fund benefit the Casting and Splinting Program, which addresses orthopedic issues and helps kids’ bones and muscles develop properly, was a fitting choice. McBain can relate to the small clients who walk through its doors. He suffers from Charcot-Marie-Toothdisease – an inherited neurological disorder that affects the muscles – and wears braces on both of his legs. “I know the importance of mobility,” said McBain. Equipment to help people with such disorders is not government funded, and resources are often tight for parents who must cover the cost of casts and splints as well. A pair of specially made shoes ranges from $2,500 to $3,000, according to Michelle McNamara, whose son, Evan, 11, has been in casts or splints since the day he was born. Evan has a condition called Arthrogryposis, in which his muscles and tendons don’t grow fast enough to keep up with his body. He wears splints on his arms and legs, and because he’s growing he needs them replaced regularly. McNamara has kept every one of her son’s orthotics, about 30 of them. They are expen-

sive, but a necessary part of his treatment. “Evan would be in a wheelchair without them,” said McNamara. But today he walks, he runs, he jumps, “he does everything,” she said. Like many his age, Evan likes to play basketball and video games, and for the last three years he’s been taking therapeutic horseback riding lessons and now rides unassisted. Parents of children like Evan who don’t have extended health benefits are the hardest hit, said McBain. “I have two braces, one on each leg, and right now they are $3,800 each to buy,” he said. “That’s a pretty outstanding amount… for families to come up with,” he said, adding that even with extended

extreme weather shelters for the homeless across Metro Vancouver despite reports of some full shelters in Vancouver. Coordinator James Pratt sought to counter what he called “confusion” Monday about the different types of shelter available after City of Vancouver Mayor Gregor Robertson warned Vancouver’s four emergency winter shelters were full and had turned away hundreds of people since early December. launched its process to decide what kind of new waste-to-energy plant will be built and where it will go. A request for qualifications was issued in late November that’s expected to result by March in a shortlist of three to six firms capable of building the plant or plants. It’s up to them to propose technologies – which could include conventional incineration or various emerging conversion technologies. The next phase later in 2013 will invite any property owner or city that wants to propose a site to step forward and for the short-listed proponents to also identify any sites they have secured. That’s to result in the release of a list of potential sites next September. Metro would then match up sites with technology proposals from the proponents to flesh out final project proposals, which would then bid against each other through a request
energy site near them or even within the Lower Mainland. Extensive consultations, environmental
assessments and provincial approvals are required before the plant – or plants – would be built, opening in 2018.

The Greater Vancouver Home Builders’ Association is welcoming the new year with a slate of big events. The first will take place on Feb. 6 at the Delta Burnaby Hotel and Conference Centre. The association hosts the GVHBA Pro Renovation + Design Centre every year, showcasing before and after photos of professional renovations by member companies. While you’re there, you can see photos of the finalists for the Ovation

year’s Surrey RCMP Basketball Classic final got one day closer to reality Tuesday, after both White Rock Christian Academy and the defending champion Tamanawis Wildcats advanced past the Round of 16. In total, eight teams are still in contention at the annual all-Surrey senior boys hoops tournament, which is set to wrap up Saturday. The White Rock Christian Academy (WRCA) Warriors, the B.C. Senior AAA’s No. 4-ranked team and winners of 10 of the last 14 RCMP titles, have not won the tournament since 2010, and lost last year by a single basket in overtime. “We’re hoping to avenge that loss,” said WRCA coach Dale Shury, prior to his team’s 78-54 win over Fraser Heights Tuesday afternoon at Southridge. “We’re coming off a good week, so we’re feeling pretty good about ourselves.” In addition to WRCA and fifth-ranked Tamanawis – who knocked off the Sullivan Heights Stars 91-43 Tuesday – other teams advancing through to quarter-finals after Tuesday victories were the Southridge Storm, who beat the Pacific Academy Breakers 73-61; the 10thranked Enver Creek Cougars, 80-61 over the Semiahmoo Totems; the North Surrey Spartans, who beat the Princess Margaret Lions handily 87-38; Cloverdale’s Lord

Two wins away from home have bumped the Valley West Hawks into sole possession of fifth place in the BC Hockey Major Midget League. The team of 15-17 year olds played twice in Richmond last weekend, and took a pair of 3-2 decisions from the Vancouver Canadians. Both teams were tied for fifth place prior to the weekend, although the Canadians had played two fewer games.
The Canadians scored the game’s first two goals Saturday, then were shut out the rest of the way. Rhett Wilcox of Surrey got the Hawks on the scoreboard midway through the second period, and Cloverdale’s Jakob Stukel tied the game 2-2 five minutes later. Mitch Newsome of Surrey netted the winner six minutes into the third period. The Hawks continued to dominate the Canadians through the first 40 minutes of Sunday’s

Jeffrey (Jeff) Pruner
Born April 15, 1922, St. Boniface, Manitoba. Died January 8, 2013, Nanaimo, BC. A founder and driving force behind the Surrey Food Bank and the Blue Box Recycling Program, Cecile passed peacefully Tuesday, January 8, 2013. Her active participation in politics, opera and musical theater brought her numerous accolades over the years, but she was most proud of her flower gardens and the many prizes and ribbons she won as a member of the Nanaimo Horticultural Society. Predeceased by her husband, Cecile leaves her daughter, sister, niece and two nephews. No service by request. BERNARD, Joseph Marc Adrien Born November 18, 1929, St. Boniface, Manitoba. Died August 1, 2009, Nanaimo, BC. Adrien to his family, Joe to friends and co-workers, passed August 1, 2009 after a short battle with cancer. A long time employee of the Burnaby School Board, flying was his true passion. He cherished his friends and memories of the Pitt Meadows and Cassidy flying clubs, always saying it was better to fly the plane than to parachute out of one as he did in the army. Adrien leaves his daughter, numerous brothers, sisters, nieces and nephews. No service by request.

March 14, 1954 - January 11, 2013 On January 11, 2013, after a courageous battle with cancer, Jerry Gibbons, of Langley, is ‘gone fishing’. His life was filled with loving family, hard work, corny jokes and a passion for the great outdoors. Jerry was born in Bonnyville, Alberta on March 14, 1954. He spent the majority of his life in British Columbia, the last 32 years in Langley. He will be remembered for his wonderful sense of humor along with his dedication to his family, the Langley Legion and his fundraising efforts for Relay For Life. Jerry is predeceased by his father, Larry and stepfather Russ. He is survived by his devoted wife Sue, son John (Sandra); daughter Tracy (Stacey); beloved grandchildren Alyssa, Jessie, Tristan, Jordan and Tyler; mother, Rita; brothers Tom (Donna), Paul (Sharon); sisters Carol, Corina (Jeremy) and Lisa (Rod); and many nieces and nephews, extended family, friends and his dog, Bandit. The family would like to thank the doctors and staff at the Surrey Cancer Clinic for their support and care. Jerry’s greatest passion the last few years of his life was raising money for cancer research. In lieu of flowers and a formal funeral please make donations in Jerry’s name to the Canadian Cancer Society Relay For Life/Langley - Team ‘Papa’s Journey’ A celebration of life will be held in the Spring.
