ealth is our most precious resource as human beings. Without our physical and mental health, our lives become a struggle, regardless of how much wealth and power we can amass. What makes a healthy community? It’s not just having enough hospitals, doctors, nurses and access to proper and timely care: socioeconomic status, education, culture and family are also strong drivers behind whether or not we are a healthy society. There is no doubt that how a community’s children fare is a strong indicator of that community’s overall health. Troubling health statistics show us raising healthy babies and children is a critical responsibility we all share. The Vancouver Island Health Authority’s Health Area Profile, statistics compiled from various sources over several years, reveals that in Port Alberni and the West Coast, we must address child abuse, children in care, teenage pregnancy and how well our children are prepared to succeed in life. As VIHA’s Central Vancouver Island medical health officer Dr. Paul Hasselback points out, abuse is a broad term that not only includes physical abuse, but also emotional and sexual abuse as well as child labour. The 2011 health profile reveals there are many more cases of child abuse (18.1 per 1,000) here than B.C. (7.0) and VIHA (10.9). Those statistics dropped in 2012 to 17.4 per 1,000 in Port Alberni while the others remained the same. “Parenting skills are integral to preventing abuse,” Dr. Hasselback said. There are programs that can help parents struggling with their child’s behaviour, including The Period of Purple Crying. This program is designed to

help parents normalize infant crying behaviour and develop harm-free strategies to cope. This includes seeking support or removing themselves temporarily from the stress of the situation. Hasselback confirmed there is evidence the program reduces unwanted behaviours such as physical abuse of infants, a tragic but real risk. Newer programs like nursefamily partnerships support higher priority patients “for whom we are more likely to see outcomes we don’t want to be seeing,” Hasselback explained. To provide a measure of how important Early Years programs run out of VIHA’s health unit on Sixth Avenue are, consider this: one-third of all families in Port Alberni have at some point accessed its Lunch Club program. Lunch Club supports mothersto-be and new moms (both

In 2011 there were many more teen pregnancies in the Alberni area (58.5 per 1,000) than in B.C. (27.6) or VIHA (31.5), according to VIHA’s health report. The change in statistics was

negligible in 2012. Anderson explained there is a cultural preference and generational acceptance in some groups of choosing to have children at a younger age. The good news is the rates of teen fertility (the number of teens who give birth to babies) is trending downwards after a spike in the 1980s and 1990s. As with many health concerns, the answer to reducing teen pregnancies is early intervention and better education. The key is to provide support for younger moms who need it, like the Hummingburde Child Care Centre, located at Alberni District Secondary School. The facility is geared towards allowing teens with babies who want to return to school to have a convenient daycare option. “These are in many cases women who may not have gone back to school otherwise,” Anderson pointed out. Island Timberlands quits logging along Hwy. 4 SUSAN QUINN Alberni Valley News
Alberni-Pacific Rim MLA Scott Fraser applauded Port Alberni’s forest stewards on Monday after Island Timberlands gave in to public pressure and halted logging on the Hump. The forestry company announced Monday morning it had reversed its plan to log a buffer of trees on Highway 4, between the Cameron Connector and Alberni Summit, known locally as the Hump. Traffic delays were due to start Monday night. “Over the past several days, Island Timberlands has heard feedback on our planned measures to manage temporary traffic interruptions on Highway 4 near to

Kennah said people told the company they felt night-time temporary traffic interruptions for up to 12 days is “inconvenient” and that “significant changes to Highway 4’s vista (are) undesirable resulting from planned forest harvesting.” “The community stood up for itself,” Fraser said to more than two dozen people huddled around a
campfire built in a snowbank at the top of the Hump, Monday night. They were gathered at the Loon Lake access road to celebrate and acknowledge Island Timberlands’ decision. “This affects everybody on the Island,” Fraser said. “It’s so contrary to the public interest.” Island Timberlands began harvesting on their privately owned land near the Cameron Lake Connector before Christmas, however, had planned to take down trees in the buffer area adjacent to the highway, Kennah said in an interview with the Alberni Valley News. Most of the harvesting is complete, save for some hand-falling taking place in difficult-to-reach areas at the back of the property, she said. The area in question falls 800 to 1000 metres along the highway at the intersection with the Cameron Connector, the access road to Mt. Arrowsmith. The stand was a mix of second-growth Douglas fir and Western hemlock,

‘I think they deserve a thank you for listening to the community.’ – Chris Alemany News that Island Timberlands decided not to log the buffer came as a happy surprise for Chris Alemany, a Port Alberni man who had organized a peaceful protest at the Hump for Monday night—when the first highway closures were supposed to start. “They haven’t really said what caused them to change their minds but I’d like to think it was from the people who had concerns,” he said. “It’s really quite exciting. I hope it’s a sign that maybe they’ll consult the community before
they deliver their plans or start logging,” he added. Alemany said he understands that the property in question is privately owned by Island Timberlands, and that he respects their right to log the land. “There was an expectation to consult more with the community because logging up to the highway was a concern,” he said. He hopes Island Timberlands will consider leaving the buffer up permanently, provided it doesn’t pose a risk. Alemany said he wants to take this action as a sign that Island Timberlands will communicate more with the community, particularly because there are more areas—such as McLaughlin Ridge, behind Coombs Country Candy and even around Loon Lake—where the company intends to harvest timber. “I think they (Island Timberlands) deserve a thank you for listening to the public and hopefully it’s a sign of better things,” he said.

City taxes to rise by 13 per cent WAWMEESH G. HAMILTON Alberni Valley News
P
ort Alberni homeowners could pay as much as 13 per cent more in property taxes this year, city manager Ken Watson said Monday as city council unveiled its draft five-year financial and strategic plans. About 30 people – most of them city staffers – attended the first special meeting about the budget at the Capitol Theatre on Jan. 21. Under the plan, homeowners would pay $1,745 in municipal tax for an average home with an assessed value of $189,000. That is up from the $1,535 that they paid in 2012. Under the increase, homes valued between $150,000 to $200,000 could pay $1,400 in property tax. Homes valued between $200,000 to $250,000 would shell out $1,800. Approximately $12
million is expected in residential taxes this year, which is up from $10.7 million in 2012. The increase is necessary to help underwrite a series of initiatives that the city hopes to roll out this year (Please see below). As well, it will help pay for $1.8 million in increased fixed costs, which include a $370,000 RCMP contract, $280,000 in wage increases and $97,000 in benefits, Watson said. In the business tax category, no increases are slated while $3.2 million in revenue is projected. Maintaining business taxes is consistent with council’s preliminary directive in drafting the city’s five-year financial plan. Port Alberni’s business taxes are higher than the average of 12 cities of similar size, Watson said. Taxes for major industry are frozen at the 2012 rate as per
council’s directive, with $4.8 million in revenue anticipated. Catalyst won’t see a tax hike for another five years, which was part of the terms of sale involving the city’s purchase of their sewage lagoon, Watson said. Residents can expect to pay $580 more this year for municipal utility fees. The city is calling for sewer fees to increase by 50 per cent, or $202. A family of four could also pay 10 per cent more for water, or $280. But garbage pick-up fees are slated to be frozen at 2012 rates of between $83 to $200 per year depending on container size. The increase in sewer fees is considered an investment, Watson said. It would help underwrite the city’s purchase of the Catalyst sewage treatment facility and lagoon. And it would
replenish the sewer utility fund, the current arrangement of which can’t keep up with the work needed, Watson said. The increases are in keeping with council’s directive to staff to maintain current service levels. If you want to retain industry then you have to be flexible with its taxes, Coun. Jack McLeman said. “We all want industry in our towns, but if you tax them too much then they’ll go away,” he said. “But they’ve had their reduction and I don’t think we should reduce anymore.” Port Alberni sits about mid-pack amid communities trying to keep industries. “It’s like we’re in a competition to reduce taxes to keep them,” McLeman said. The city has a number of big ticket capital projects it wants to launch in 2013 that are included in its draft five-yearfinancial plan. At the top of council’s wish list is $280,000 for road maintenance. The city’s engineering department has noted that roads aren’t being refurbished as fast as they need to be, city manager Ken Watson said. The city spends an average of $750,000 per year on road reconstruction when it needs to spend $4 million annually just to sustain. The current five-year-plan average is $970,000, Watson said. The second largest item is $300,000 from the gas tax to help pay for the $560,000
McLean Mill dam reconstruction, $245,000 of which was paid for in 2012. Not everyone agrees with the move, Coun. Jack McLeman said after the meeting. “Eight hundred thousand dollars for the dam at McLean Mill — I don’t think we need that. I’ve been out there and the water hasn’t been tipping,” he said. Third on the list is $234,000 for a sewage treatment upgrade. The amount would help pay down the city’s $5.75 million loan it took out to help pay for the $16.9 million sewage treatment facility. There is $191,000 earmarked for reserves to help pay for an $11 million provincially mandated water upgrade. The initiative is slated to be paid for with money from a loan,
tapping reserve funds and grant money. The fourth largest item is $150,000 for waterfront industrial road development. The money would be used to pay for design work for the $6.8 million project. The city intends to undertake loans from 2014-16 to underwrite the project. Also on the list for 2013 is $120,000 for major facility upgrades. A further $1.2 million in facility upgrades is being funded through reserves and gas tax. Specific items include the refurbishment of the Clock Tower at Harbour Quay, as well as the replacement of the track surface at Bob Dailey Stadium. Other smaller projects are also lined up including $50,000 for work at the former plywood mill site; $37,000 for McLean
Mill; and $25,000 to webcast city council meetings. Plans to alleviate flooding on lower Third Avenue have been put over until 2014. Some fixed costs are increasing while other initiatives have to be done by law. But if you want the infrastructure then you have to spend, Coun. Hira Chopra said. “All these things we want to achieve cost money. If we want these things then we have to pay.” The budget and projects are like a housing renovation, Coun. Cindy Solda said “You make a list of what you want and then you hack away at it,” for what’s in your budget to do, Solda said. I was attending Robbie Burns Day at the Echo Sunshine Club, listening to Gordon Scoffield belt out a few Scottish tunes on the piano. As I looked around watching the folks enjoy the music, I had a thought. I believe that the biggest reason people get together is to celebrate each other’s lives. That our biggest human need is to belong. And that ultimately, when we face our final moment, we won’t define ourselves by what we did for a living or by what we accumulated but by what we gave back and how we made others feel. I always begin every New Year by asking myself if I made a difference over the last year. Central to that question is the understanding that I can’t keep doing the same things as last year, and expect a better result. By mid January, I generally have a plan to make the New Year more than just a repetition of the last. So now’s a good time to ask. How was last year for you? Are you moving yourself and the people you love in the right direction? Or is it time to change something? It could include your nutrition, fitness, work skills, freedom 65 plan or, perhaps most importantly, your role in the lives of the people around you. How we act towards our fellow human beings is important. It can even affect our health. This isn’t just belief, its science. We know that nurturing experiences can increase the neurotransmitter serotonin which acts as an antidepressant. At a deeper level, I believe what we do touches everyone. It creates community. We are all, in fact, individual cells in the body of mankind. Our interrelationships serve as the glue that binds us together. Who we are truly affects everyone. It doesn’t matter if you’re a member of the Echo Sunshine Club for kids over 50, your church, service club or one of the fabled Band of Brothers that meet daily at Victoria Quay, what you add to life matters, who you are and what you contribute counts. We truly get together to celebrate each other’s lives. Celebrate well.

chool District 70 has quashed public discussion at school board meetings about a pending school closure in Port Alberni. Board chair Larry Ransom made the announcement to more than 50 people Tuesday night. School board meetings are not a public forum about school closures, he said. “We’re not going to allow the same level of questions that we did,” Ransom said about the last school board meeting at Maquinna School. “We will be limiting the number of questions about school closure.” Instead, Ransom said the public will have a chance to address the issue at three public forums scheduled in February at Alberni Elementary, Wood School and Gill School. All three could be impacted by a closure, Ransom said. Information about the process was scheduled to be released on Jan. 23 after the News deadline.

Tire dump cleanup unveiling TSESHAHT: | Intense media pressure sparked government cleanup plan, tribe says WAWMEESH G. HAMILTON ALBERNI VALLEY NEWS
Intense media pressure and immediate action by the Ministry of Forests, Lands and Natural Resources have resulted in the cleanup of an abandoned tire dump near the Tseshaht First Nation reserve. Tribal and government officials were conducting a tour of the dump on Jan. 24 after the News print deadline. A previous tour
last week had to be rescheduled due to bad weather. On Oct. 25, the News reported that the ministry of forests assembled a plan to clean up the tire dump. The plan involved having car tires on the site chipped up by tire recycler Western Rubber Group then sold to Catalyst’s mill in Port Alberni as winter hog fuel supplement. The plan also called for the larger earth moving tires to be cut into smaller
pieces and used as a base at the regional district landfill; the ACRD was discussing logistical and cost issues with the ministry. In August, the News wrote about the Tseshaht’s complaint to the ministry about a 10-acre abandoned tire dump located near its reserve and on Crown land. The tires were a fire and environmental hazard, chief councillor Hugh Braker said. The province allowed the tire dump
to be created in first place, therefore the province should clean it up, Braker said. But the province balked, saying the dump was environmentally sound and subsequently not a priority to clean up. While cleanup wasn’t a priority, finding a solution to the issue went on behind the scenes for at least two years prior, culminating in the recent initiative, a ministry spokesperson said.

phone calls with inquiries about the budget but the numbers didn’t materialize at the Capitol. “I’m disappointed that there weren’t more people here,” Coun. Cindy Solda said. The public will again have a chance to participate in the budget process when
the first of several detailed department presentations is made at city hall on Monday, Feb. 4. Administration, human resources, IT, finance and planning make their pitches in the afternoon. Parks and Recreation and the museum are on deck for the evening. Further departmental
presentations are scheduled to take place on Feb. 5-6. A final synopsis of presentations will be held on Feb. 13. Presentation packages will be available on the city’s website at www. portalberni.ca. The meetings are a chance for the public to
listen, but also a chance to question, McLeman said. “People need to speak their piece about how they would handle things and what they want,” he said. “Speak up and speak your piece. If you don’t, then you definitely won’t get what you want.”

Decision was the right one Last stand for smart meter deniers Kudos to Island Timberlands for ceasing plans to log a line of trees right beside Highway 4 at the Hump—known as one of the most scenic drives in Canada. And kudos to the community members who quickly organized a protest on social media to get the word out to Alberni Valley politicians and the forestry company that this kind of logging is not OK. Island Timberlands has said this cessation is temporary, and it will revisit logging of the buffer along Highway 4 at a later date. Until then, we urge the company to engage in better community dialogue about its upcoming plans. This relatively small cutblock is the tip of the iceberg where Island Timberlands is concerned: they have plans to harvest at McLaughlin Ridge, Loon Lake and behind Coombs Country Candy sometime in the future. We respect that the Alberni Valley was built on forestry, and the company has the right to log its own private property. All we are asking for is a conversation, and not at the last minute. Municipal leaders would be wise to take note of the public’s views on Highway 4 logging. A letter from Island Timberlands notifying city council about the logging and road closures was accepted with little discussion at the Jan. 14 council meeting. Local government clearly needs to have more power over such ‘social licence’ decisions when it comes to logging practices, but the only way it will gain any foothold is by staying vocal. Neither the Forest Practices Code nor Sustainable Forest Initiative has teeth; it’s up to local government to nip at the heels of forestry companies like Island Timberlands to remind them they have neighbours.

ICTORIA – The news was trumpeted with alarm here on Vancouver Island, which along with the Gulf Islands is the heartland of tinfoil-hat opposition to smart meters. Of the 140,000 power customers who didn’t have a wireless meter by the end of the year, many have simply refused. Now BC Hydro has sent letters informing them “we can no longer delay the installation of a new meter at your home.” “Stop SmartMeters BC” sent out a panicky e-mail advising its resistance movement to brace against “storm trooper tactics” from BC Hydro staff, and urging phone and fax attacks on their local MLA office. “Anger and outrage should be expressed, in a quiet way, so that we don’t sound hysterical,
but people are being threatened, police called, etc.,” the anonymous e-mail helpfully suggests. BC Hydro has also confirmed what I told you a few months ago. Those bogus locks, chicken wire cages and importantlooking signs, which were sold like modernday snake oil, have no legal effect to prevent the utility from working on its own equipment. These obstacles to inspection have been and continue to be removed, along with dangerous grow-op bypasses and fiddled mechanical meters. The technical arguments against wireless meters have been demolished. False news reports and website claims still circulate, but no fires have been attributed to the installation of 1.7 million wireless meters in B.C. About 1,200 faulty meter bases have also been replaced at BC Hydro’s
expense, and as crude power-theft bypasses have been removed, the incidence of electrical fires, already rare, has dropped substantially. Another popular myth is increased electricity bills. Yes, if your bypass is removed, your bill will go up. Like gas pumps, power meters are required by federal law to be accurate. Which brings us back to Team Tinfoil, which has been sold a cascading series of fantastic tales about the effect of wireless signals that are already ever-present in all modern communities. A Toronto-based expert group called Bad Science Watch has tackled claims of “electromagnetic hypersensitivity” head-on. I highly recommend their 10-page report and qualifications at www. badsciencewatch.ca. In plain language, with references to the best available scientific studies, it describes the

double-blind tests that prove people who claim this sensitivity are not actually able to detect when they are or are not being exposed to wireless signals. No X-Men candidates have come forward. It also exposes key “activists” in Canada. The most prominent is Dr. Magda Havas, an associate professor at Trent University who has “developed a career denouncing the safety of low-frequency electromagnetic radiation.” She gives speeches, promotes her book and has worked with one David Stetzer to promote an “EMF filter” to sell to those who insist they feel what science shows they don’t. Havas has appeared on TV “news” shows with “activist-entrepreneur” Kevin Byrne. His website appears to be a hub of cell tower and smart meter scare reports, but it’s interspersed with product pitches for EMF Solutions Canada, of which Byrne is coincidentally president. Spence contradicts To the Editor, Chief Teresa Spence’s “I’ll die for my people” is a con, and it undermines credibility in legitimate claims Indians and Inuits may have for more assistance from governments. To suggest that caving in to Chief Spence’s hunger strike would be to save her life is an insult to Canadian taxpayers, who are being taken to the cleaners again. Chief Spence and her close friends and councillors are living high off the hog while
the children she is responsible for live in sewer infested shacks. Lawyers and politicians who knowingly and willingly allow this incredible travesty to perpetuate should be tried for the same crimes, and suffer the same consequences. Mailbag: Feedback on community involvement Tree festival was a success To the Editor, The 14th annual Kuu-us Festival of Trees was recently held and although it was a successful event, there were more requests for assistance then sponsors, so potential recipients unfortunately had to be declined. Festival of Trees helps local families. As everyone is aware, times are tough financially and Kuu-us Festival of Trees helps to reduce financial burdens at Christmas by providing low to no income families with a fully decorated tree, gifts and food as well. There were 13 families that benefited from this event. To our wonderful sponsors of the Christmas trees, we extend a heartfelt thank you for your support. Your kindness and generosity have touched many
lives. Six trees were pooled together and sponsored by various community members and four others were sponsored by Port Alberni City Council, Safeway, Gail MacDonald (memoriam to Ken Holden and Roger MacDonald) and Healing Matters (June Graham). Thank you, Is. Timberlands To the Editor, There was not a small amount of surprise when the news came on Monday that Island Timberlands would not be logging up to the roadside at the Hump. Print and radio interviews with the company spokesperson indicated that they had heard the concerns of the community and there would be no logging of the buffer “indefinitely”. Again, this is great news and a great relief.
It seems the issue was a lightning rod because many people have come to see Island Timberlands as unresponsive and possibly even arrogant in the way it has conducted its operations in the past. We all agree they have the right to log their land, but given that that land is gigantic and affects us all in very critical ways, we as the public do rightly feel some stake in how the land is managed. My hope is that a vigil or protest will never have to happen again. My hope is that this change of direction was a sign, perhaps a proverbial cedar branch, offered to the community that Island Timberlands would be consulting, and listening, more in the future. This is not just so confrontation can be avoided, as that should be a last resort, but so we can all work cooperatively so that the forests around Port Alberni can

Well, those New Year resolutions didn’t last long. It took one-third of us less than a week to cheat. Typically, New Year’s resolutions come and go along with the new month’s picture on the calendar.Why is it that we make New Year’s resolutions, but fail to keep them within the first month of the new year? Some will say that you lack the willpower. Others have given up making New Year’s resolutions altogether. The fact is that most of us lack the willpower to keep all but the easiest of resolutions. Billy Graham was once asked why we fail to keep our resolutions and he replied “that it is because we seek to reach them in our own strength instead of with God’s help.” Every day is the day the Lord has made- so if you have broken all those resolutions you made on New Year’s day you can make a resolution or promise to yourself any day of the year. Only one resolution is required in life - following Jesus Christ. If you follow Him, all other resolutions can be accomplished by the power of His Spirit.

A Port Alberni man convicted of a sex crime involving a
minor won’t serve any more jail time for the offence. In Port Alberni Provincial Court on Jan. 17, Judge T. Dohm sentenced
Shaun Pater, 32, to time served (three months) plus one day in custody for sexual interference with a girl under the age of 16. Pater appeared via
video from Vancouver Island Regional Correctional Centre in Victoria, where he had been incarcerated for another matter. Conditions that

apply to Pater’s release from the conviction include registering with the federal sex offender database for life; providing a sample of his DNA to the federal crime data bank; and to have no contact with the victim or persons under 16. The sentence was jointly submitted by the Crown counsel and Pater’s attorney, and accepted by Judge Dohm. The offence Pater was convicted of Thursday originally occurred from August 2010 to January 2011, facts read before the court noted. The complainant was 15 years old when she was first introduced to Pater by a male school friend. In the summer of 2010, Pater picked the girl and a friend up from a party and brought them to his residence. He gave her alcohol and cigarettes before groping then having sex with her. Pater followed the
same pattern over the next six months: contacting the girl by e-mail or Facebook, meeting her, plying her with alcohol and cigarettes then having sex. The girl estimated this happened 10 times between August 2010 and January 2011. She tried telling Pater once that what he was doing was wrong but the offences continued. In January of 2012, the girl learned Pater was in jail after hearing about it on a radio news report (he had been jailed for different offences). She felt safe from harm, and accompanied by an adult supporter disclosed her ordeal with Pater to RCMP. The girl’s victim impact statement noted that she wrestles with selfesteem and selfrespect issues, an inability to trust and form relationships, and blames herself for what happened. In quoting from a
pre-sentencing report, Pater’s lawyer Donald McKay said Pater has the mind of a 14- to 16-year-old and has limited cognitive ability. Pre-sentencing and and forensic reports, both ordered last year, stated Pater was previously combative and uncooperative with probation authorities. Pater was unable to complete sex offender counselling because of his “serial incarceration for similar kinds of offences,” Dohm said. The reports note that Pater admitted responsibility in the matter to a point. According to him, the sexual relationship wasn’t forced but was rather consensual. The girl maintains that it was forced and was always preceded by alcohol. Pater will be back in court on Jan. 25 to face sexual assault charges from an incident that occurred on Dec. 23, 2012.

Local programs mitigate problems: VIHA From / 3 The health unit offers a wide variety of publications to help guide parents in myriad areas, from becoming better parents, to quitting smoking, to the best care plan for a new baby and more. Anderson encourages anyone who feels they may need support to drop in and learn about these programs. Public nurses also visit new mothers in their homes for those who want support in caring for their newborn. Anderson explained that because the programs are preventative, it’s difficult to glean how much they are helping, or what the situation would be without them. “But we know that because of what we are doing, we are better off,” she said. Yet, there are still challenges, according to the health profile. There were significantly more children in care (29.9 per 1,000) here than in B.C. (9.4) and VIHA (13.0) in 2011. (Those numbers improved slightly in 2012: 27.2 per 1,000 in Port

statistics are interrelated and form part of a larger picture about how this community functions. “Sometimes we need to put children in care because they need to be protected,” said Hasselback. He added that in many cases, the issues that affect a child’s ability to function well in society were ingrained before the child was placed into care. A report by the

McCreary Centre Society in 2011 revealed that children who enter the care system are among the most vulnerable in the province, but that there are practical ways they can be supported to achieve greater success in life. For example, those who participated in sports and other extra curricular activities and felt supported by their peers and teachers had much better outcomes. Having food security and caring adults in their lives is also key. The report also found youth who lived without any adults in their household were particularly vulnerable to negative outcomes—some 16 per cent of 1,000 youths who had experience in the care system surveyed for the report admitted they were living in households without an adult. “The reality is we shouldn’t have to have children in protection at any point. They should have help before that happens,” Hasselback said. He added that structured programs help, but community involvement is also
key. “It’s that old proverb— and it is true—that it takes a whole community to raise a child,” Hasselback said. “We have some formal structures in place... but oftentimes it is the informal connections and friends that can make an astounding difference.”

In 2011, Alberni had the highest rates of infant death in the health authority, 120 per cent higher than the VIHA average; This area also had the highest rate of still births in VIHA, 85 per cent higher than the average. dies before it has taken a breath outside the mother’s womb. Infant death occurs between the first breath outside the womb and one year of age. Hasselback explained a percentage of infant deaths are related to something preventable: improper sleeping arrangements such as the positioning of infants and bed sharing or co-sleeping. “This is a really good example of how data such as the profile can identify the problem,” he said, adding once the specific issue has been identified, programs can be implemented to help change those statistics. But the process takes time. Julie Rushton, facilitator for Alberni Children First, explained the group was formed in the mid-2000s by concerned service providers, 45 in all, who came together “to make connections” vital to improving the health and welfare of Port Alberni’s children. “We want this to be a rich community for children zero to six to develop in,” Rushton said. She explained there are pockets where, statistically speaking, children are more vulnerable to health and learning challenges.
Central Port is one of those areas. “In that area we know children are especially vulnerable to language delays,” Rushton said. “We know that when there are language delays, that can stop a lot of a child’s development.” “We are giving parents information,” she said. “We need to help them utilize what does exist.” One of the success stories is Alberni Children First’s partnership with Alberni Literacy on the PALS or Parents as Literacy Supporters program. PALS supports parents to help their young children learn through play by providing tools and experiences any family can use in their own homes. “The beauty of PALS is that it doesn’t matter what literacy level the parents have, they can still use these techniques,” Rushton said. “And it really builds parents’ self-esteem as well.” Are things getting better for children aged zero to six years in Alberni? Rushton said the numbers are holding steady in spite of the fact the economy has suffered, which she hopes is an indication the programs and services in place here are working. Port Alberni RCMP have put a stop to an unsponsored solicitation of money for an alleged cancer cause, RCMP Cpl. Jen Allan said. RCMP questioned a male and female on Jan. 18 shortly after receiving complaints from residents about a couple soliciting funds for a cancer cause. Police spoke with the woman first, then the male, who had left the area then returned, Allan said. The couple are new to Port Alberni, they said. But neither were carrying any identification and police couldn’t verify their story. “We back checked their story and because of lack of detail weren’t able to determine who they were with,” Allan said. “We haven’t received any more complaints about this since.” On Jan. 17, police warned the public about a woman who was soliciting funds door-to-door, allegedly for a cancer-stricken family member. The woman produced a news story that she said was about the relative but produced no identification or documents. “We advised them that if they have a family member who is ill with cancer then the Canadian Cancer Society is the better route for them to go for help,” Allan said. The couple came to resident Liz Stonard’s door in a 10th Avenue neighbourhood midday on Thursday. “I only saw the woman. She said she was collecting money or bottles for a family member with cancer,” Stonard said. “I gave her a bag of change.” Stonard said she felt bad later after finding out she may have been duped, but felt worse for others. “I heard she may have taken some people for hundreds of dollars and in once instance more.” reporter@albernivalleynews.com

ort Alberni and Squamish are the only communities in the province with transit systems that went collision free in 2012, Pacific Western Transportation Port Alberni manager Phil Atkinson said. Atkinson made the announcement at a special gathering of local transit and municipal officials in Port Alberni to mark the occasion last weekend. “We’ve gone one year without a collision of any kind in the Alberni Valley. This is definitely a milestone because it’s not an easy thing to attain,” Atkinson said. Pacific Western Transportation administers transit contracts in seven B.C. communities including Port Alberni. The Alberni system operates four routes using three buses plus it operates HandyDART. Transit officials divide collisions into two different categories, Atkinson

Three years ago, Barb Witte brought the Investors Group Walk for Memories to the Alberni Valley as a way to bring attention to Alzheimer Disease, which had robbed her father of his memory. The walk has raised nearly $20,000 for Alzheimer research and support programs. Although she lost her father two years

Buffie spent 19 years working with Canada Post. Families get into literacy at Echo Parks and Recreation, the Vancouver Island Regional Library and several other local agencies are putting on another Family Literacy Day on Saturday, Feb. 2. Families with children aged two to eight years are invited to participate in this free community event to celebrate Family Literacy Day. Activities are inspired by the book Blueberries for Sal, written by Robert McCloskey in 1948. This year’s event features waffles and fruit. Avalon Farm owners Kerry and Cathy McDonald are providing blueberries for the blueberry topping and Quality Foods is donating waffles and yogurt for the event. “We think it’s a great event and we like to support literacy,” Cathy McDonald said. The literacy breakfast starts at 11 a.m. and goes until 1 p.m. Families are invited to bring uncut fruit to contribute to the dessert. To register, please call Echo Centre at 250-723-2181.

Trio cracks tough U-16 hockey team in time for B.C. Cup
T
hree Port Alberni minor hockey players have been selected to play for the Vancouver Island Under-16 girls’ team. Brittney Savard, Shay-Lee McConnell and Shelby Clydesdale were among a handful of Port Alberni bantam-aged players who tried out for the team Jan. 5–6 in Nanaimo. More than 45 players from across the Island tried out, going through fitness testing, skills and drills and evaluation games. Twenty players, including two goalies, made the grade. McConnell has played in the Alberni Valley Minor Hockey League system since she was five years old. She played atom rep on a boys team for two years, and another two on a boys’ peewee rep team, as well as one season with a female team out of Victoria (they went to the B.C. provincials). McConnell has also played spring hockey with the Jr. Canucks female team in Victoria for two years as well as the Island Elite team out of Parksville. She plays with the bantam boys’ rep Bulldogs as a forward. Clydesdale also began playing when she was five years old and is currently defending the blueline for the PA Coyotes in the AVMHA bantam

house league. She is also an alternate player for the midget team. Clydesdale credits her father Scott, also her coach, with helping her get to the U16 team. She also recognized Shawn Elder and Savard for their help. In her spare time, Clydesdale enjoys competitive wakeboarding; she placed third in B.C. in her category at Sproat Lake last summer. This is Savard’s second time playing for the U16 team. She played on the U16 team that competed at the BC Winter Games last year, and has had the opportunity to play in provincial competition with the
Island peewee A team too. Savard is presently captain of the PA Coyotes and assistant captain of the midget female Fusion as well. She has spent 10 years playing minor hockey in Port Alberni, and credits her coaches and mentors like power skating coach Jan Norman with advancing her career. “She has been very fortunate to travel to many different places with female and rep hockey, and has met many new and longlasting friends along the way,” Savard’s mother said. “She was honoured with the Jessica States Award two years ago from Alberni Valley Minor Hockey and

This is the first time this season the Bulldogs will be facing the Smokies. Trail is sitting 5th in the interior division with 38 points, 3 points behind Salmon Arm for the last playoff spot in that division. Trail starts a 3-games-in-3-nights swing on Friday in Nanaimo before heading up-island to face the Bulldogs. It’s a chance to see former Bulldogs Tyler Berkholtz and Marley Keca, as well as former Alberni Valley MHA product Brent Baltus, who recently committed to the NCAA Division I program at Alaska-Anchorage. The Bulldogs are coming off a rare mid-week game against Nanaimo, with whom they’re battling for 2nd place in the island division and, therefore, home ice advantage in playoffs. Every game is important. Bulldogs sit 4 points back of Nanaimo. ‘Dogs that have been playing well as of late continue to be Matt Hansen, Tryg Strand, and Jay Deo. This will be the home crowd’s first chane to see Tryg Strand wearing his newly-awareded “A”.

This is the sixth meeting between the Kings and the ‘Dogs, with the Bulldogs leading the season series 4-2. Two of the ‘Dogs four wins came in OT, one of which came on November 9th in Powell River which saw the ‘Dogs come back to score four straight goals after being down 3-0 to the Kings after the first period. Bulldogs have outscored Powell River 22 to 16. As of Wednesday, the Kings were one point behind the Bulldogs in the standings however the ‘Dogs have 4 games in hand. Powell River has Port Alberni native Jordan Paddock manning their blueline and also former Bulldogs affiliate player Evan Richardson, whose WHL rights were acquired by the Victoria Royals from Swift Current earlier in the season. Richardson is committed to Boston College. The Bulldogs’ billets will also be recognized at Sunday’s game for all the great things they do for the players.

Inspecting rentals a must to protect both tenants, landlords PETRA BARNFIELD Special to the News
There are two times when a landlord and tenant must inspect the condition of a rental unit: when a tenant is moving in, and again when the tenant is moving out. Comparing the move-in and moveout condition reports may help the landlord and tenant determine whether the tenant is responsible for damage that occurred during tenancy. This helps determine whether the landlord may keep all or some of a security deposit at the end of the tenancy. A sample Condition Inspection Report is available online at www.rto.gov.bc.ca or from Residential Tenancy Branch (RTB). The report may also include any item agreed to by the landlord and tenant. The move-in condition inspection report is a written
AHRI HOUSING record of the unit’s condition at the start of the tenancy. The move-in inspection should be done when the unit is vacant, before the tenant moves in. Both landlord and tenant must sign the completed Condition Inspection Report. The landlord must give a copy to the tenant within seven days. If a tenant finds a problem after the Condition Inspection Report is completed, they should immediately notify the landlord in writing. Where a repair is required to comply with the tenancy agreement, the landlord must fix the problem. If the landlord does not make the repair, the tenant may apply for dispute resolution, asking for an order to force the landlord to make the repair.

Award wining Island singer coming to Char’s A Vancouver Island Music Award winner is coming to Port Alberni. Ryan McMahon will be at Char’s Landing on Jan. 26, 2013. The singer/ songwriter has been living at his home in Ladysmith since December of 2008. “Since moving back, we (McMahon and his manager/ wife,Cathleen) thought that the music would start taking a back seat to raising our family,” said McMahon. “But it has been the exact opposite. We have been busier
to the point of being unable to explore stages close to home.” McMahon recently arrived home to the excitement of the holiday season after spending about a month on the road with Wil. (www. ibreakstrings.com) McMahon’s 2010 album “All Good Stories” won a Vancouver Island Music Award for Album of the Year. McMahon also received male vocalist of the year and artist of the year awards. Since the ceremony in Victoria last year, McMahon has had the
busiest year to date in his career. “The more I focused on just the music, the more I found opportunities finding me rather than finding myself searching opportunities for my music,” McMahon said. McMahon has a new album in the works. After touring for the past couple of years playing for the people who come to listen. McMahon says he is looking forward to spending the first half of 2013 putting the experiences and
stories down onto the tracks. He also plans to do a bit of travelling. McMahon will be taking small weekend adventures throughout Vancouver Island to reconnect with the special places close to home. ConglomerART coming to Rollin MELISSA MARTIN Arts Around
New exhibit in the queue ConglomerART is the title of our next art exhibit at the Rollin Art Centre. Feature artist Jim Kermeen will be showcasing, in his first exhibit ever, a conglomerate of acrylic paintings. Kermeen’s exhibit starts Feb. 8 and runs until March 8. An artist reception will be held on Saturday, March 9, from 1-3 p.m. in the gallery.
