By Sheila Reynolds The Surrey School District is putting up $5 million of its own money to get the ball rolling on two long-awaited and much-needed new schools and two school expansions – with the hope that the provincial government will pay the cash back. The move to front the money, says longtime Trustee Laura McNally, is the first of its kind by a B.C. school board, but is necessary as homes continue to be built at a breakneck pace and schools are busting at the seams in some Surrey neighbourhoods. “We owe it to our students and our parents to move quickly,” McNally said at last week’s board meeting, in presenting a motion to fellow trustees which was passed unanimously. She said residents have been “incredibly frustrated” by school over-

crowding and can’t understand why homes pop up continuously, while schools aren’t built until years later. McNally said it’s no longer an option to wait for the provincial government to dole out capital budgets, as the process has become highly political and entirely unpredictable. Gone are the days when boards would submit a capital wish list in the fall and find out by February which were approved so they could start planning by spring. “For the last little bit, we’ve been in limbo. We don’t know when projects will be approved and we just continue to grow,” said McNally. The $5 million will be used to hire architects to start the lengthy design process for new secondary schools in the swelling Clayton and Grandview

Long vacant, historic corner to be redeveloped By Jennifer Lang The lonely-looking northwest corner at the entrance to historic Cloverdale is being redeveloped after lying vacant for more than a decade. The Cloverdale Gateway project at 17577 Highway 10 is a two-story retail and office building designed by PJ Lovick Architect, the Burnaby-based company behind Clayton Crossing and other recent commercial developments in Surrey, including Sullivan Phase II. The property, which has been assessed at $1.1 million, was most recently home to a Shell gas station, but it’s been vacant for at least 12 years, surrounded by a chain link fence due to remediation efforts. As with Brick Yard Station, another recent addition to the Cloverdale bypass

corridor, the building’s design will be in keeping with the heritage rail theme and in compliance with the Cloverdale Town Centre Plan. Concept drawings show a low rise building with large windows, red brick columns and stained wood beams. Landscaping will also make a nod to Cloverdale’s heritage by incorporating plants seen more frequently in its early community days such as robinia, a golden locus tree with a large canopy, lavender, boxwood and ornamental grasses. The proposal went to public hearing Dec. 10. The property is in the process of being rezoned from Comprehensive Development (CD) to Town Centre Commercial. “We’re pretty close to getting a develop-

ment permit and the building permit is [already] in,” said architect Andrea Scott. “Hopefully, we’ll start construction in the spring.” The project will take about eight months to complete, Scott said, adding, “It should be open for 2014.” The development calls for a retail floor with 533 square metres, another 642 square metres of offices space on the second floor, and 30 parking spaces at street level. With the addition of Cloverdale Gateway, there will be “a nice, continuous facade [of buildings] all the way down 176 Street,” city planner Lee-Anne Pitcairn said, pointing out that the Telus switching station immediately adjacent dates from the 1950s. To the editor; Congratulations to the people of South Surrey and to Mayor Watts, Councillors Hayne, Villeneuve, Hunt and Martin for a job well done. I know that this was a marathon process, like the ones we participated in during the 1990s when Surrey was at a crossroads of becoming a City and attempting to preserve its heritage. We had many marathon public hearings then around intrusive development proposals and hair brained schemes, unfortunately the majority of city council did not listen to the public then. It is actually refreshing to see the results of the casino hearings. It brings hope to those who had lost confidence in the political process in Surrey and it

brings some peace to those who fought so hard for their livability and investments in South Surrey. Hopefully this proposal stays shelved and is not brought back for reconsideration when the heat dies down. Clean sweep for Panthers at zones By Jennifer Lang For the first time in 15 years, Lord Tweedsmuir Secondary will represent the Lower Fraser Valley in Kamloops at the B.C. High School Curling Championships. The Panthers boys curling team will be headed to Kamloops Feb. 28 to March 2 for the 2013 event. Lord Tweedsmuir last qualified for the provincial high school curling championships in 1996/97. The Panthers beat five other schools in their zone over the weekend at Tsawwassen’s Tunnel Town Curling Club, besting two from South Delta Secondary (with scores of 10:3 and 7:4 respectively), McMath Secondary in Richmond (8:3), Seaquam Secondary (13:1) and Delta Secondary School (13:2). They set a record and qualified for the provincials in the process, thanks to their 5:0 showing after round robin play. Representing the team were Tyler and Jordan Tardi, and Rhett and Brad Hildenbrandt, and coach Paul Tardi. Teammate Liam Purgavie was unable to play, but will join the team in Kamloops at the provincials. It was the first time the foursome has played together in two years. In 2010, they debuted at the International Children’s Winter Games in Kelowna.

By Rick Kupchuk Stepping off the ice minutes after clinching a fourth consecutive BC Scotties championship, Kelly Scott insists it doesn’t get any easier, or any less exciting. “It feels great,” smiled the Kelowna curler after defeating Patti Knezevic of Prince George in Sunday evening’s championship game at the Cloverdale Curling Club. “Sasha (second Sasha Carter) just said it never gets old. Every single one of them is pretty special.” The Scott foursome, which also included third Jeanna Schraeder and lead Sarah Wazney, was the team to beat over the seven-day provincial women’s curling championship. And although they did lose twice, they never lost their standing as the tournament favourites. They were 7-2 (won-loss) in the round robin, winning their first five before losses to Allison MacInness of Abbotsford and the host club’s Marla Mallett. Scott then edged Knezevic 8-7 Friday night to qualify for the final game. In Sunday’s final, she scored first and held the lead throughout the 10 ends, building a 6-1 lead after four ends. Knezevic scored twice in the fifth to move to within 6-3, but Scott replied with two of her own, and a steal of one in the seventh for a 9-3 advantage. The Kelowna crew made a rare mistake in the ninth, allowing Knezevic to steal one and move to within three at 9-6. But it only delayed the inevitable, and Scott ran the Prince George team out of rocks in the 10th frame to seal the win, and a trip to the Scotties tournament of Hearts Feb. 16-24 in Kingston, Ontario. The four projects were Surrey’s highest priorities in the capital funding wish list submitted to the province last fall. The two new high schools will provide relief for Lord Tweedsmuir, Clayton Heights and Earl Marriott Secondary schools, which are hundreds of students over capacity. Earl Marriott and Lord Tweedsmuir adopted extended day schedules to accommodate their overflow, with junior and senior grades starting and finishing classes at different times. The elementary school expansions will ease the strain at Adams Road, near 182 Street and 68 Avenue, and Rosemary Heights (155 Street and 36 Avenue), which each have six portables. Clayton Heights Secondary has 10 portables, while EMS and LTS have eight apiece. The $5 million will be taken from the district’s capital reserve fund. The board also used money from the reserve (currently sitting at $7.3 million) to help dodge a deficit two years ago. While fronting the cash for the current projects may appear somewhat risky, McNally is confident the province will step up. Surrey-White Rock MLA Gordon Hogg, who has worked with McNally to try to find a solution to the school overcrowding problem, is confident Surrey will be reimbursed. “I don’t think there’s any risk,” said Hogg. “We’re trying to find a way to prevent us being another year behind (on new school planning).”

Hogg received an email from B.C. Education Minister Don McRae prior to the school board meeting assuring that the province would provide written confirmation of reimbursement once the Surrey motion was passed. McRrae confirmed that stance the next morning. “By practice, we’ve always reimbursed the districts and in the case of Surrey this would be no different,” he said. “I’m looking forward to addressing some of the growing needs for Surrey – it’s a great district.” About 1,000 new residents move to Surrey each month, and of those, 30 per cent are under age 19. McNally said estimates show the Cloverdale/Clayton area will grow by 29 per cent in the next 10 years, with South Surrey not far behind at 21 per cent. She said Surrey has had numerous meetings, discussions and negotiations over the years with various education ministers. They all agree Surrey is in a unique situation with its exponential growth. And yet the progress and solutions have been sporadic at best. “Sometimes it feels like you’re swimming up the Fraser River against the tide with a log chained to your leg,” McNally said. The total cost to build the Clayton and Grandview-area high schools is about $35 million apiece, while the additions at the two elementary schools are roughly $3.5 million each. The new Clayton secondary school will be built at 184 Street and 71 Avenue while the Grandview location is at 170 Street and 26 Avenue.

en years ago my office phone rang, and a youthful voice said: “This is Dorscie Paterson speaking. We need some young people in our fishing club. We meet at the Cloverdale Legion. Could you give us some publicity?” I agreed to ‘mock up’ a fishing photo at her home the following day – which dawned cold and grey with a relentless drizzle. While Dorscie donned her fishing gear, I noted the easel with the painting in progress next to the fireplace. The mantel was laden with cards proclaiming, “Happy 90th birthday, Mother,” and so on. Waving off my disbelief, her Scandinavian neighbour and fishing buddy arrived, and we

Fundraiser ‘Sleighed’ cancer Organizers of Sleighin’ Cancer, a Christmasthemed fundraiser at The Henry Public House last month, say the event raised more than $10,000 for the cause. The Dec. 22 Twins Cancer Fundraising party in Cloverdale featured DJ Shrew. Guests helped Jamie Ruscheinski and his brother Chris raise $10,500, with all proceeds going to the Shaun G. Foundation, set up to honour the memory of a close friend, who had helped the Ruscheinskis with previous cancer fundraisers. The Twins Cancer Fundraising project is an initiative in memory of the Ruscheinski brothers’ mom, who lost her fight with cancer 10 years ago. Since starting out with a party that drew a crowd of 400 to their Shannon Hills back yard, the twins have helped raise more than $500,000. This July, the twins are planning a large, outdoor country concert at the Cloverdale Millennium Ampitheatre.

“Art is easily one of the most overlooked and undervalued subjects in school and society as many people cannot appreciate its beauty,” she says, explaining how in addition to its aesthetic value, art also serves as a means of communication for thoughts and ideas. She hopes the contest will provide students with an opportunity to express their creativity as well as spur them to greater expressive heights. “I strongly believe that one of the most critical components to become a successful artist is to be exposed to other artists’ work for inspiration,” says Chen, a Grade 11 student at Mulgrave School. The Greater Vancouver Art Contest is open to youth in Grades 8 to 12. There are two categories: Junior (Grades 8 to 10) and Senior (Grades 11 and 12). The theme is “Find Your Inner Superhero.” To qualify, entrants must be high school students in Greater Vancouver area. Entries must be 2D, including drawing, painting and mixed media. Note: digital art, photography and film submissions will not be accepted. The registration deadline is Feb. 15, and the deadline for submissions is March 15. The top 20 entries selected by a panel of judges will be included in an online showcase running from May 1 to 7, when fans can vote for their favourites. New youth art contest launched Surrey youth are invited to enter a brand new art contest that’s open to high school students in the Greater Vancouver area. It’s being organized by Celine Chen, a teen from West Vancouver who grew increasingly troubled by the lack of art contests for young people and has decided to do something about it. She founded the Greater Vancouver Art Contest, making its debut this winter.

What do we know about how class size impacts student learning? Across different educational jurisdictions reducing class size has been a popular policy initiative over the last 15 years. Intuititively, both parents and teachers believe that small class sizes will allow for more individual attention and result in higher achievement. However, what does the research say? The research confirms that class size reduction does provide the environment in which teachers are able to teach differently. In smaller classes, they interact with individual students more frequently and use a greater variety of instructional strategies. Students learn more academically and socially; they are more engaged and less disruptive. It is important to note, however, that other factors greatly enhance the benefits associated with smaller class sizes. The more important being the classroom teacher. When the classroom teacher is given the opportunity and time to learn new instructional strategies, to design quality learning experiences and collaborate more frequently with colleagues, students truly benefit from being in smaller groupings. Often parents will ask me; How many students are expected in my child’s class next year? I share with them the importance of knowing how class size in combination with a professional growth-oriented teacher will benefit their child’s learning and development.

Casino rejected after marathon meetings himself to vote in favour. “I have heard very clearly… the community is very opposed to this facility,” Hayne said. “I really believe this facility is in the wrong location.” Coun. Linda Hepner said she recognized there are significant issues around problem gamblers. “I do believe that a transfer from Newton to this site is more palatable.” Coun. Judy Villeneuve she wouldn’t be able to support the project. “I think the people who have raised the social issues deserve a vote on this council,” Villenveuve said. Coun. Mary Martin said she didn’t support the rezoning to casino use in 2010 – “and nothing has been said to change my mind in the last couple of nights.” Coun. Barbara Steele, voting in favor of the project, said she believes the South Surrey site is a good location, and noted Surrey needs more convention space. She also thinks the money Surrey would receive as host municipality is significant. “Three million dollars annually is nothing to sneeze at,” she said. Coun. Tom Gill said it’s impossible not to weigh in the amount of jobs promised as part of the

development, as well as the host fee and property taxes. “I think we’ve done a good job of reviewing it, even though we have a differentiation on council, certainly I would be in favour of this application,” Gill said. Coun. Marvin Hunt did not speak but has always been opposed to any gaming application before council. That left council at a 4-4 tie, and Mayor Dianne Watts with the swing vote. “When I look at the components of this application, do we need them? Absolutely,” What said. “We need a hotel, we need a theatre, we need restaurants – and it’s all predicated on a casino.” “I was prepared to swallow that, even though I don’t want a casino, because those were elements that we needed.” She said she was surprised to see the number of people who turned out to the hearings. “Fundamentally, is it the right thing to do, to take it from one community and force it into another that doesn’t want it?” Watts asked. “The answer to that question is no.” And with that, the proposal for a casino in South Surrey was officially dead.

Kevin Diakiw After two marathon meetings lasting 11 hours and spanning two nights, Surrey council jettisoned a plan to build a casino in South Surrey. The proposed entertainment complex was to include a 60,000-sq.-ft. gaming area, 200room hotel and a 27,000-sq.-ft. convention and entertainment centre on an 18-acre parcel of land at 10 Avenue and 168 Street. The casino promised to bring in $3 million in revenue each year for Surrey as the host city. Those opposed said the $100-million casino complex would bring crime, social problems such as gaming addiction and traffic snarls. Following the Jan. 14 meeting, speakers began anew last Friday at 7 p.m. and went until 2 a.m. Saturday. At that point, opponents were out of speakers, and the proponents told council all had been said. The 30 speakers left speaking in favour of the project stood down because of the late hour. Speaking prior to the vote, Coun. Bruce Hayne said economic growth is very important to him, as well as recognizing the need for convention and hotel space. However, he couldn’t bring
