As part of the strengthened and modernized Canadian Environmental Assessment Act, 2012 (CEAA 2012) put in place to support the government's Responsible Resource Development Initiative, the Canadian Environmental Assessment Agency commenced a federal environmental assessment for the proposed Bingay Main Coal Project located in British Columbia on January 18, 2013. The Agency invites the public to comment on which aspects of the environment may be affected by this project and what should be examined during the environmental assessment.

Consistent with the transparency and public engagement elements of CEAA 2012, this is the second of four opportunities for Canadians to comment on this project. Following this comment period, the Agency will finalize and issue the EIS Guidelines to the proponent. An application period for participant funding and a future public comment period related to the EIS will be announced later. Projects subject to CEAA 2012 are assessed using a science-based approach. If the project is permitted to proceed to the next phase, it will continue to be subject to Canada’s strong environmental laws, rigorous enforcement and follow-up and increased fines. 2283

Beginning this week, Cranbrook Fire & Emergency Services will begin carrying three O2 Fur Life pet oxygen kits on their first responder vehicles, thanks to a generous donation by One of the Family Pet Care Centre. Firefighters have been trained on the kits, which allow pets involved in smoky fires to receive immediate oxygen therapy on scene, to combat poisonous carbon monoxide and greatly increase their chances of survival. Each kit comes with three sizes of masks to get the best fit for the animal, whether it is a dog or cat. The orange bag can also be used to restrain cats to pull them out of dangerous situations and not get scratched and to administer oxygen. “In the past we have on occasion needed to use our own oxygen masks,” says Jack Magro of Cranbrook Fire & Emergency Services. “Now we can provide pets involved in a fire with a more efficient supply of oxygen, when it’s needed. This is a great kit and we thank Gary and Sharon for their generous donation.” One of the Family Pet Care Centre has donated a total 15 O2 Fur Life kits to all the fire departments in the region including three for the City of Cranbrook department. “We first heard about these oxygen kits after watching a program from Ontario,” says Gary Marasco, owner of One of the Family Pet Care Centre. “We were able to get a number of kits here and donate them to the various departments in the region to use.”
I like winter, the snow, the cold, the hot chocolate by the fire to warm up. Now, the regular trips to the compost pile? Not so much! Trudging through the snow, prying the frozen lid off the composter while balancing the container overflowing with smelly peels, then adding them to the half-frozen veggie scraps molded together in a solid mass. Not exactly my idea of fun. With at least a couple more months of cold weather before warmth and sunshine reappear, sometimes I wonder if it’s really worth keeping the pile going. You bet it is. There are many ways to save money on both car and home insurance. Here are six tricks that have proven their worth: 1) Before signing a contract, be sure to shop around for more than one estimate. Try to get at least three quotes from different insurers before taking out insurance. Don’t forget to ask for quotes for the same types of protection so that you can compare oranges with oranges. 2) Increase your deductible in order to reduce your premium. The deductible is the amount you will have to pay when making a claim. By opting for a deductible of $500 instead of $300, for example, you’ll save a substantial amount of money on the annual cost of your insurance.
3) Use the same company for all your different insurance policies. Combining your policies with the same insurer may even save you enough money to pay a part (or even all) of an insurance premium. 4) Choose a two year contract. As a general rule, insurers give a considerable rebate when you sign a two year contract, whether for car or home insurance. This trick often has the added advantage of enabling you to avoid a rate increase. 5) Act responsibly. Many insurers will offer rebates if your vehicle or your house is protected by a security system, such as an alarm connected to a central monitoring station, anti-theft engraving, or an approved
Stock Photo
Shopping around for insurance estimates is just one of the things you can do to save money and still get adequate coverage. recovery system. 6) Lastly, be aware that it is possible to get additional savings if you request an on-line
estimate or if you have never made any claims in the past. Be sure to ask about any rebates.
Spend less without large sacrifices It is possible to save a few dollars without having to make a lot of sacrifices. Here are a few tips to help you build a
little nest egg. First, think of all those not-really-necessary purchases you make every week: cups of cof-
fee, restaurant lunches and snacks, lottery tickets, glossy magazines. Can you skip some of them? Taking a cup of

coffee from home, packing your own lunches two or three times a week, and passing by the book stands can all help you save a surprising amount of money. Are you the type of person who stops at the grocery store every evening on your way home from work? That’s another sure way to fritter away your money without you even noticing. If you’re hungry, tired, and in a rush you will likely end up paying more at the checkout. Plan ahead and buy whole ingredients in larger quantities. Try to kick the prepared food habit, and cook enough on the weekends to be able to freeze the leftovers. Changing a few other habits can help too. Join the local library instead of spending a fortune on new books. Wait for a film to come out on DVD instead of going to the movies. Buy your clothes at the end of a season, and try to do more walking instead of using the car all the time. Get out your old piggybank and put some loose change in it every day. Even if it’s only a dollar you’ll get into the habit of saving.

Read to your child as soon as possible Read cloth books or board books. Look for books with simple and clear pictures. Point to the pictures as you read. Talking enhances your child’s vocabulary. Read your child’s favourite stories. Choose a time to read when you and your child are relaxed and happy. Read the stories over and over—let them tell you the story or fill in some words. Read books with stories that rhyme. Rhythm and rhyming make stories flow and roll with ease. Read and sing while you read, especially nursery rhymes and poems. Singing is a good way to help your child hear syllables. Add actions which help your child break down language into separate words. Read and have your child make up stories to go with the pictures. Ask questions and encourage your child to tell you about what is going on or what is going to happen next. Read together!!! Share books with your baby, toddler and older children every day. Young children learn by observing and imitating adults especially their parents. The Cranbrook Public Library supports the Early Often initiative of Success by Six. Programs that introduce children to the joys and wonder of reading take place throughout the year in the Storytime Horseshoe at the Cranbrook Public Library. Toddlers, aged 18 months to 3 years, and their caregivers are invited to come on Fridays for stories and songs. Preschoolers, aged 3 to 5, and their caregivers are welcome to come on Wednesdays for stories, fingerplays and puppet stories. Storytimes at the public library give parents an opportunity to listen to stories presented to children. The programs provide a place where parents can socialize with other caregivers and young children can meet others in their age group. The Cranbrook Public Library has much to offer those children living in Cranbrook and Area C. Children can join the Cranbrook Public Library by bringing their parents into the library to sign them up for their own free library card. Find out more about events at the library by checking our website at www.cranbrookpubliclibrary.ca. For more information about the library’s services to children please contact Deanne Perreault, Children’s and Youth librarian at the Cranbrook Public Library at (250) 426-4063 ext. 107, or visit her at the Library at 1212 2nd Street North. The Children and Youth librarian of the Cranbrook Public Library is a member of the Cranbrook Early Childhood Development Committee. The Committee meets the 1st Tuesday of each month from 1pm to 3pm in the Cranbrook Family Connections Boardroom (next to the Cranbrook Skatepark). New members always welcome. Please check the website www.EKkids.ca for information about community programming for families in Cranbrook and for more information about our Committee. OBITUARY
Ruby Sinclair 1917-2013 An ordinary obituary begins with the basic facts of a person’s life: Ruby Laritta Sinclair, born September 27, 1917, died January 8, 2013. Aged 95. This is true, as is the fact that she leaves behind her three children: Gale, Brent, and Lorie, and 6 grandchildren: Chris Sinclair (Lauren), Megan Long (Alex), Julia Sinclair, Angelina Kling (Jonathan), Kaitlin Fontana (me) and Callie Fontana; and 3 great-grandchildren: Megan and Alex’s Everett and Chelsea, and Chris and Lauren’s Hannah, and more on the way. These people are all hers in one way or another, and while this is ordinary genealogy, it is also extraordinary because this is the family of an extraordinary woman. So an ordinary obituary simply will not do. Here is the abridged version: She was born in the Alberta prairies to a Russian mother and an Irish father, both homesteaders; she was the second of seven children, six girls and a boy; she educated herself and sought opportunities to do so even after she was forced to quit school due to high blood pressure; and, in April of 1946, she married my grandfather William McEachern Sinclair, who she met at a post-war dance at Pennley’s Dance Academy (he was a radio operator during the war), and with him had her three children. William — Grandpa Bill to us kids — died in 1990. Here was Ruby Sinclair in a nutshell: proud protector and defender of family, joyful support beam, strong and singular nurturer, and a very fun person to be around. On paper, you can break almost anyone’s life down into the bare facts. But if you look into a life it tends to be much bigger and more textured than any collection of words on paper can ever capture. I strongly believe that my grandmother’s life was even bigger and more richly textured than most, and that 95 more years could not contain her multitudes adequately. She was a collection of statistics, facts and moments. But also much, much more. When I speak to others about her — which is something I do often, especially in the last few weeks — I summarize her thusly: She was 95. She grew up in a sod house on the prairies. She still had her driver’s license, her wits, her sense of humour. She had a better social life and more friends than most 25-year-olds I know. An entire community pivoted on her. She was kind, she was generous, and she loved her family and friends unsparingly. She was a feminist and a humanist and everything in between. Put simply: She was extraordinary. I will miss her, and I’m grateful I got to spend some of her last moments on earth just looking at her face. There will be a Celebration of Ruby's Life at the Cranbrook Alliance Church on Tuesday, January 29 at 10 am with reception to follow in the adjoining hall. In lieu of flowers, Ruby requested donations be made to the East Kootenay Regional Hospital Auxiliary, 13 24th Avenue North, Cranbrook, British Columbia, V1C 3H9 in her name. Arrangements entrusted to McPherson Funeral Service. Condolences for the family can be offered at: www.mcphersonfh.com

SERVICE ANNOUNCEMENT
Cranbrook Dodge is pleased to commence 2013 with the continued addition of Norm Zulps in the position of Service Manager for their full-line Dodge, Chrysler, Ram & Jeep dealership. He joined the team in May of 2012, and has been an integral part of continuing to build on our valued reputation within the community. Norm grew up in North Vancouver, and has always had a keen interest in cars, motorcycles and woodworking. His dealership experience began with Regency Chrysler in 1988, where he progressed from Service Advisor to Tower Operator to Service Manager. In 1995 he and his wife moved to Kelowna as they started their family, where he took the position of Norm Zulps Service Manager at Scott Chrysler (now Okanagan Dodge) and continued there until 2004. He changed career paths into the construction Àeld, but the pull of the fast pace and customer contact of the auto industry was too strong. Norm jumped at the opportunity to join the team at Cranbrook Dodge as Service Manager when it was offered to him by his long-time friend Dave Girling, in May of 2012. He and his wife Kathy and two daughters are looking forward to continuing to explore Cranbrook and the surrounding Kootenay area, and becoming part of the community. It just may take a bit to break him of his 17 years of cheering for the Rockets when attending our Kootenay Ice games.
