Unlike a lot of public consultations, residents of Lake Country showed up in good numbers last week, beginning what’s expected to be a sixmonth process to figure out the future of the Pelmewash Parkway. More than 100 Lake Country residents turned out at two public information sessions

last week, putting forward ideas to a consultant hired to facilitate the process. “I think it was great. It was really exciting to see the level of turnout that we received,” said Mark Koch, the director of planning with the District of Lake Country. “Often it’s tough to get people out for a public consultation. I think the level of interest people

have (shows) it’s clear that this is an exciting project. It’s very rewarding to see the interest.” The consultant met with residents in Oyama and then in Winfield last week, and will take the ideas put forward at the meetings and formulate them into some options for the future use of the seven kilometre stretch of highway that is currently Highway 97 but will be handed over to Lake Country, once the new highway bypass is completed later this year. Lake Country Coun. Owen Dickie said it was nice to see so many people come out to give their thoughts on what the district should do with the corridor. “I think the turnout was really amazing considering what we usually get for some of these

meetings,” said Dickie. “The support and interest from the community is very encouraging.” Dickie, who represents residents in Oyama, added that much of the public comment was consistent with a general vision of the parkway as a place for pedestrians to enjoy. “It was pretty consistent what people felt about the overall vision of the area and that it’s a very much pedestrianand bicycle-friendly type of space,” he said. “I think this is going to be one of the most formative things to occur in Lake Country since it was incorporated. I believe it’s going to transform Oyama in a new way and make Lake Country a destination for the type of tourism we have never seen

The process is expected to take up to six months. “The consultant will take the feedback received from the community meetings and will develop some design specifics and ultimately some options will be prepared and presented back to the public for consideration,” said Koch. At this point there are no future meetings set for the public. The consultant will be meeting with specific stakeholder groups in the near future.

in order to realize some tax savings as the co-op moves to liquidate some of its unused properties. “The packinghouse is not in a good position right now to update,” said Dhukia, so it’s important that the two organizations work together to modernize facilities. “Growers need better returns.” Another priority for the new president will be on efforts to quantify the economic cost to the tree fruit industry of the Columbia River Treaty which was signed in 1964 and which comes up for notice of termination or renewal next year. Dhukia says the water stored as part of the treaty, which is focused on provision of electricity, not irrigation water, has actually permitted the apple industry in Washington State to expand from three times that of B.C., to 40 times that of B.C. “We are working on establishing what that treaty has cost us,” he said. Delegates approved a resolution to lobby for a share in any increase in provincial revenue due in a renewed treaty. Dhukia said another of his top priorities will be convincing the province to expand the replant program, so that instead of two years, growers can plan ahead 10 years; and so that nurseries know ahead of time that growers will be needing trees each spring. Right now, he said there aren’t any trees available for growers to plant this spring even

The Oceola Fish and Game Club is calling for an outright ban on kokanee fishing in Wood Lake until officials can determine why the numbers of spawning kokanee plunged last year in the popular Central Okanagan fishery. Fish counts done by the Oceola Club last fall were drastically lower than in past years, S prompting the club to make the motion at its annual general meeting last week. “We’re quite concerned over the dip in kokanee numbers,” said Oceola Fish and Game Club vice-president Pat Whittingham. “We don’t think that fishing is the number one contributor but until the situation is resolved, maybe every little bit would help.” The Oceola Club operates a kokanee hatchery on Winfield Creek and also monitors flow levels on Middle Vernon Creek, one of the main stream spawning areas for Wood Lake.

sucked oxygen from the lake, an increase in water usage by area residents, to higher than normal nutrient levels in the lake or a one-off fish kill due to factors such as the weather. “Wood Lake is ranked as the best kokanee fishery in B.C. and it contributes a lot of money to the local economy,” said Whittingham, who noted anglers had noticed a drop off in fishing success for the last two seasons. “The lack of fishing success over the last year and a half has pointed towards a decline in the lake and that’s a little bit frightening. We knew it was down and with the low return of shore spawners and stream spawners that was enough to set off a lot of alarm bells.” Whittingham and the rest of the Oceola club decided to ask for an immediate stop to kokanee fishing in the lake in the hopes of avoiding another Wood Lake fishing crash, similar to one in the late 1970s. As a boy growing up in Kelowna, Whittingham recalls his father catching kokanee up to six pounds before stocks plunged in the

late 1970s. He says at the time fisheries biologists decided the Wood Lake kokanee fishery couldn’t be saved. But the Oceola club stepped in and started its harvest of kokanee eggs and its work to bring the lake back. “In the late ’70s and early ’80s, our club started to work on programs to get kokanee back in the lake,” he said. “The kokanee found their niche in that ecosystem and did well. But we’ve known for years water flows in the lake have been a challenge with a lot of competing uses for every gallon of water. We’re supporting a fishing closure and only until kokanee fishing becomes sustainable with the next batch of fish coming up.” The motion from the Oceola club will be forwarded to the provincial government, which is currently studying water levels on Wood Lake and can change the fishing regulations if needed. kparnell@kelownacapnews.com

Strong turnout reflected in vote by orchardists for a new executive

Replant program could flood market with cherries

JUDIE STEEVES Although attendance was sparse last Saturday for the first couple of hours of this year’s 124th annual convention of the B.C. Fruit Growers’ Association in Penticton, by the deadline to register to vote the room was overflowing. General manager Glen Lucas estimates nearly half of the 530 BCFGA members turned out to vote, after a year that was marred by the rocky relationship between the grower lobby group’s president, Kelowna orchardist Kirpal Boparai, and the valley’s main cooperative pack-

inghouse. He finally resigned in December, and was not in attendance to discuss the past year’s difficulties with members. However, his vice-president, Jeet Dhukia of Vernon, was elected president over a former vice-president of the association, Fred Steele of Kelowna. The BCFGA does not release the ballot count before destroying the ballots. A former president of the BCFGA, Joe Sardinha of Summerland, had been nominated to run for vice-president, but he withdrew his name when Dhukia was

elected, and it proved to be a difficult task to find anyone at the convention willing to take on the post. Finally, Summerland director Denise MacDonald agreed to let her name stand, and members nominated Bupinder Dhaliwal of Oliver as well. Dhaliwal, who is a substitute teacher as well as working on his family’s orchard, was elected. He has never served on the executive before. MacDonald was acclaimed to continue to represent the Okanagan-Skaha region, while Nirmal Dhaliwal

of Oliver was acclaimed to continue representing the South Okanagan-Similkameen region. Incumbents Jora Dhaliwal, representing the Central region, and Madeleine van Roechoudt representing the North region, were also acclaimed. Peter Simonsen of Naramata was acclaimed to continue to represent the southern district on the executive, while incumbent Amarjit Lalli of Kelowna was elected over Asif Mohammed of Vernon for the northern district. jsteeves@kelownacapnews.com

Growers need trees for replant program BCFGA FROM A2 though a $2-million replant program was announced last year, to begin this year. “We want a commitment for a long-term program,” said Dhukia. That was something that agriculture minister Norm Letnick committed to work on for growers when he spoke to them Saturday. The funds provided by government are just a fraction of what it costs

growers to put in each acre of new varieties of tree fruits, but the hope is that they will bring in better returns, so many growers are willing to make the investment. Lower down the priority list, said Dhukia, but still important is a member vote delegates agreed to hold on forming an Apple Research and Promotion Agency. Already, similar agencies are in place in other apple producing provinces such as Ontario,

Quebec and New Brunswick, and all would then join to form a national council. A national council could fund a combination of national and regional projects and could impose a levy on apples imported to Canada, which would effectively double the amount of funding available in research and promotion money. Dhukia said the eastern provinces are waiting for B.C. to approve such

an agency as well. Growers will have to be educated about the benefits of the proposal before a vote is held, he said. He said he is excited to have young people like Bupinder Dhaliwal and Madeleine van Roechoudt on the executive and involved in the industry. JUDIE STEEVES There are concerns about the agriculture minister’s decision to permit tree fruit growers to replant to different varieties of fruit, but most agree people can’t be prevented from replanting from apples to cherries. The $2-million replant assistance program announced last year to begin this year, was for orchardists to replant from one fruit to a new, higher-value fruit variety; not from one fruit to a different one. However, agriculture minister Norm Letnick told growers at Saturday’s B.C. Fruit Growers Association convention in Penticton that—under pressure from growers—the program would be changed to allow replanting from one fruit to a different one. Christine Dendy, president of the Okanagan-Kootenay Cherry Growers Association, admitted you can’t stop people from growing whatever they want to grow, so in that sense she agreed with the decision. However, she said it’s important that growers think before they replant from apples to cherries. First, they should think about how they’re going to pick them and

pack them, and about such issues as labour and water. Cherries are a riskier crop to grow because they’re a more-delicate and a more-perishable crop which can’t be stored for months as apples can. Market conditions are volatile for that reason: they all come on the market as they ripen in-

stead of some going into storage. “If growers can grow them and market them well, it wouldn’t be so bad. But, they have to grow consistently better-quality fruit,” she commented. “It’s easier to handle a large crop if it’s good quality, but substan-

dard cherries drag prices down for everyone,” she added. If the replant program creates a spike in expansion of cherry acreage, it’s another reason why it’s important that all growers get together and form a B.C. Cherry Council, which would work on trade access issues to countries such as China, which represents a huge potential market for B.C. fruit, said Dendy. In addressing growers, Letnick said the replant program is there to support growers to want to take advantage of the market’s demand for high-value apples and other tree fruits and encourages growers who plan to switch to higher-value varieties, to make the change. “My objective is still the same, to promote the growth and production of high-value, high-quality B.C. fruit, and to develop a stronger, more sustainable tree fruit sector that results in growers earning more dollars,” he said. As well, following talks with individual growers, Letnick said he will commit to work on making the replant program regular, annual, sustainable and bankable to benefit growers’ profitability and competitiveness.

New season for ‘School Wars’

ike a bad reality show about a dysfunctional family, B.C. School Wars has lurched to life again for the 2013 election. Coming soon to billboards and buses across the province: Staged pictures of sad-faced kids crammed into dirty classrooms by a heartless government. It doesn’t even matter which government. This ritual combat went on through Social Credit and NDP governments too. Premier Christy Clark opened the new season with her promised pitch to restructure bargaining. It suggested splitting up bargaining into traditional wage and benefit talks, and a separate table and fund for classroom size and support. Cast in her familiar role of the sullen, rebellious teenager, BCTF president Susan Lambert staged a news conference to distort and mock the government’s offer. A 10-year deal if we

Tom Fletcher give up bargaining wages and classroom conditions? “Ludicrous.” What’s ludicrous is her characterization of a formula to link teacher pay to nurses, post-secondary faculty and other government workers. Nurses are renowned for getting raises when no one else does, so this should be an opportunity for these powerful unions to co-ordinate. But the BCTF can’t get along with other unions any more than it can negotiate with any discernible competence. Lambert falsely claimed there was no consultation on the pro-

posal. This reminded me how she low-balled the costs of her union’s demands by hundreds of millions during what passed for negotiations in last year’s strike season. Behind the scenes, the BCTF executive and the school district bargaining agent had just settled on a mutual costing model. What this means is the school districts, which have to make payroll and balance budgets, have convinced the BCTF to stop misrepresenting costs. I’ll believe that when I see it. Before Education Minister Don McRae had even spoken, BCTF vice-president Glen Hansman was growling his reply on Twitter: See you in court. That message presumably also goes for premier-in-waiting Adrian Dix, unless he replaces the hated B.C. Liberals in May, then quickly kneels before the BCTF and extends the key to the provincial treasury.

Two generations of British Columbians have been bullied by this bad drama, since Bill Vander Zalm decided an industrial union bargaining structure was just the ticket for public schools. Students are taught by example, if not by blatant propaganda in classrooms, that all problems are solved by demanding more money from the government. After this conditioning, older students are sometimes pressed into service as union pickets. There’s your Social Justice class, kids. Sorry about those sports teams and field trips, but we need those as bargaining chips to get more paid leave time. To state the obvious, Clark and McRae staged this as a pre-election event to frame the issue. They knew their effort would be greeted as a declaration of war. The main reason the BCTF agreed to a contract extension with a wage freeze last year?

It wasn’t the blindingly obvious fact that every other public sector union had already taken two zeroes. It was strictly tactics. The delay sets up the latest rematch of these old warriors in the spring election. The plan is to get the dreaded B.C. Liberals out and then start working over the weaker, more union-dependent NDP. That’s who caved in earlier and gave the BCTF broad control over staffing levels, the proverbial key to the treasury. Along with basic math and economics, a point the BCTF seems unable to grasp is that its strategy is self-defeating. Those sad kids are making more and more parents seek a better deal.

Courts sometimes require calculating the lifespan of an injured accident victim

our grandfather is seriously injured in a crash. He survives, but is no long-

er able to live independently and must move into an assisted care facility.

As he was being swept out to sea, he cried out, “Lord Jesus, save me!” Sure enough, the next wave swept him back to land. Again, I don’t doubt

that it happened exactly as he described it. Or that he genuinely believes Jesus saved him from drowning. But we don’t hear from the others who also called on Jesus, and didn’t get rescued. They’re not around to tell us their story. “Histories,” Winston Churchill is reputed to have said, “are written by the victors.” More accurately, by the survivors. No one can ask Nancy Lanza, for example, if she changed her mind about guns ensuring her safety after her son used them to shoot and kill her. At one time, the city of Carthage in North Africa rivalled Rome as a centre of culture and learning. Its empire surpassed Rome’s in size and affluence. Apparently founded by the Phoenicians, who also invented the socalled Roman alphabet we still use today, Carthage had a history 2,000 years longer than upstart Rome. We have all heard of Rome’s fame. But how many of us know anything about Carthage? When Rome won the Punic Wars, it erased Carthage. I’m not suggesting that miracles don’t happen. Just that when we hear about them, we’re hearing from the winners, not the losers.

Most people suffering chronic crash related symptoms incur some level of ongoing expense, whether it be for pain, sleep or depression medications, assistance for house and yard care, or ongoing passive or active therapies. It is often necessary, in order to properly crunch numbers to determine fair compensation for a claim, to come up with a determination of how long the innocent victim is going to live. The determination is done with statistics. Statisticians have analyzed statistics in order to

come up with something called “life expectancy.” There are many online websites that will calculate life expectancy on being provided with an age and gender. One site that I access is www. lifeexpectancy.ca. According to that site, I have another 41.5 years, with a life expectancy of age 83.5. If calculating future losses for a personal injury claim, it is important to know what that means. One ICBC adjuster I dealt with argued that future losses should be calculated one-half way to life expectancy, to take into account the likelihood that my client could die a lot sooner. It was a faulty argument. Life expectancy is a statistical average. In fact, it is just as likely that you will live longer than your life expectancy as it is that you will die sooner. The fair way to calculate future losses is to calculate them right up until the statistical aver-

age. The same adjuster had difficulty with understanding that your life expectancy is always increasing. Every minute that you continue to breathe is a minute you have avoided the possibility of dying. At age 42, my life expectancy is 83.5. If I successfully live to age 83.5, my life expectancy will have increased to 92. If I make it to age 92, it will increase to 97.2. Sometimes experts in life expectancy get involved to look at particular risk factors and provide opinions on life expectancy that are different from the statistical averages. For example, a smoker might have a lower life expectancy than the average. On the face of it, this seems fair. What about, though, if the reduction in life expectancy is caused by the crash injuries themselves? What if the crash in-

juries not only resulted in chronic pain and limited function, but also shortened the victim’s life expectancy by five years? If so, is it fair for the insurance company to bring in a life expectancy expert to prove a shorter life expectancy in order to reduce their compensation bill by five years? It happens all the time. Is it fair? It smells bad. It smells really bad. Remember, though, that our system is based on fair financial compensation for losses that have actually been suffered, and are likely to be suffered in the future. As distasteful as it may be for an insurance company to save money by proving the crash they are responsible for shortened the victim’s life, it is “fair” under our civil justice system. been traveling the province talking about where we are going as a government.” Moore spent some time going over the federal government’s job creation plans and updating the status of the economy, calling Canada’s economy among the best when compared to other G-7 countries. He said the Conservative government’s plan includes tax breaks that will allow businesses to thrive, instead of relying on government spending. “As elected officials at all levels of government, we cannot spend all our time coming up with ways to spend more of the taxpayers money,” he said. “What we need to do is spend more time creating policies that will create wealth. It’s easy to come up with ideas on how to spend money but what we need from politicians and the private sector is creative ideas on how to create wealth for people and for business.” Moore spoke at length about a project he has taken under his wing as Heritage Minister to breathe new life into Canada’s museums and a new Canadian Museum of History. He called the teaching of history in Canada pathetic. “Out of the 13 provinces and territories in Canada only in four of them is it mandatory to take a history class for graduation,” he said. “It’s pathetic what constitutes the teaching of history in B.C. Tragically for a generation now we have ignored our history and

Part of the plan will see the Canadian Museum of History sharing artifacts and displays with local museums so smaller areas of the country such as Lake Country can take in national displays that for now, are buried in the archives of the Canadian Museum of History in Ottawa. “All of these stories, they just sit in the archives in Ottawa,” he said. “The history of the railway, of aboriginal people, the discovery of Canada, Confederation, all these brilliant stories about Canadian history that most people have never heard of.” He said under the

Greyhound will make fewer trips but upgrade coach features JENNIFER SMITH The Greyhound bus route reductions for southern B.C. should be in effect within a few weeks, according the Greyhound Canada. Last week, the B.C. Passenger Transporta-

tion Board approved Greyhound’s application to cut routes in some areas within the province due to competition and increased costs. “The schedule that we run in this province is largely historical and we’ve gotten to the point

now where it’s just not possible to sustain the kind of losses we’ve seen in the province,” said Grant Odsen, regional manager for Greyhound Canada. Odsen said it varies across the country whether routes are ex-

panding or contracting, but here in the Okanagan it has definitely been the latter as cities improve local transit systems making Greyhound less necessary to travel around the valley. That said, Odsen made it clear there are

other reasons for the cuts, including the cost of providing new terminals, rising labour costs and fuel costs. “We’re now taking action to try to rightsize the business without abandoning any service in the province,” he said.

As such, the four trips south to Penticton daily will be limited to two and there will be two fewer trips to Vancouver daily, though five buses will still run to the Lower Mainland. A circuitous route to Alberta via the Koote-

ition. “Last year I experienced Dreamlift at a Kamloops location,” said Park. “I spent the entire day watching, observing and learning. I thought: Wow, this is nothing like I’ve seen before…there is a lot of emotional attachment to this event.” Those who have been involved with the fundraiser for several years know the ins and outs of organizing the event; however, Park said he was impressed how much work goes into preparation for the event. “They’ve put a tremendous amount of time and effort into arranging all of this,” said Park. “They are doing a very good job of getting everything ready.” Last year over $114,000 was collected, bringing the total raised to $1.1 million since 1995. The new owner said the goal is to beat last year’s record-breaking total. Park said he hopes to experience the Dreamlift to Disneyland later this year, but noted he is not willing to take a seat away from a potentially deserving child. If the flight is full, he said he will likely fly down on his own and meet up with the group in Anaheim. This year will be the

first time Lyle Eggen, general manager of the Highway 97 Wendy’s location, will be behind the counter on Dreamlift Day. Eggen began his role in Kelowna in 2012 after running a Wendy’s in Prince George for six years. The new general manager said the days leading up to Dreamlift Day have been stressful, but “worth every moment.” “It seems like you just have endless energy. Everybody is working toward that goal of getting the store ready to go,” said Eggen. Although he hasn’t worked a Dreamlift Day D in the past, he has supported the cause as a cus-h tomer. “The thing that strikes l me is how knowledgeable the people in the r lineup are. “It seems the entire community knows what this event is about and what the money is going toward.” Regular Wendy’s employees will be joined by local celebrities, community organizations, Mounties, former Wendy’s employees and other residents to help serve the seemingly endless lineup of customers. “The people who are coming in have the right attitude; they want to be

Accounting Clerk (Accounts Payable) - Casual Position The District of Lake Country is accepting applications for a casual position of Accounting Clerk to fill in immediately during a medical leave. Following the medical leave, the successful applicant will be placed on an on-call casual list to work throughout District operations. This will be a minimum 5-12 month contract. The normal work schedule is Monday to Friday 8:30 to 4:30, but a flexible work schedule and work days would be considered.

Pelmewash Parkway Public Engagement A big THANKS to all of the Lake Country residents and stakeholders that generously gave an hour and a half of their time Monday or Tuesday evening last week to help shape the future of Lake Country. Over 60 people participated in each of the power workshops. Their valuable input towards the development of a comprehensive concept plan to systematically guide the future development of the Pelmewash Parkway corridor along the west side of Wood Lake was much appreciated. Watch for other opportunities to get involved over the coming months.

As Accounting Clerk you will be responsible for the processing of accounts payable, including reconciling and balancing of accounts to the general ledger. Applicants should be comfortable processing large volumes of payables and have strong keyboarding skills. The Accounting Clerk works closely with other Finance Department staff in a team environment and also provides support to the Financial Services Manager. The successful candidate will have:  a minimum of one year post-secondary education in accounting or business administration;  competence in Microsoft Word and Excel;  a minimum of two years’ experience in an accounting position, preferably in accounts payable and a municipal setting; and  a minimum 50 wpm typing speed, 175 kpm data entry. Depending upon qualifications and experience, the rate of pay for this position is $21.61 to $25.73 per hour, plus 17.4% in-lieu of benefits. Time to renew your Licence Okanagan Centre Rd. W & Pixton Rd. Greenspace Cleanup

In support of a recommendation made by the Parks & Recreation Advisory Committee, Council is requesting owners of private structures, boats and furniture to remove these items from the public greenspace by February 28, 2013. Operating pumphouses are exempt. The public trails and foreshore greenspace should be safe, tidy, and available to all residents and visitors.

Business licence renewal payments are due January 31, 2013, and can be paid through some participating financial institutions in person or on-line, or by mail when there are no changes to an existing licence. Dog licence renewals are due February 28, 2013. The tag for a dog that has been spayed or neutered costs $20 while a dog licence for those that have not costs $60. Starting March 1st a $20 dollar late fee is applied to renewals.
