ful application to the Community Infrastructure Improvement Fund produced the $92,000 announced on Saturday. “I look forward to Dutch Lake being the important facility that it should be,” said McLeod. School District 73 has agreed to lease the former school for 25 years (in five-year blocks) at $1 per year, said Mayor John Harwood. Plans include handicap access and bathrooms, rooms for seniors, free
space for non-profits to meet, as well as art and theater to make use of the stage in the gym. The former school will be a stop on the local transit system. The money from the federal government will augment $50,000 from Wells Gray Community Forest for the project. District of Clearwater plans to move its offices from the Flats to the Dutch Lake School. It will, however, keep the maintenance yard in
its present location. About half the former school will be used by the District while the other half will be used by Yellow Community Services. It appears that possibly the Community Resource Center, now managed by YCS, will move from its present location next to Raft River Elementary to Dutch Lake. The mayor praised YCS executive director Jack Keough for his cooperation on the project.

Council notes: Recruitment Doctor recruitment continues to be a challenge for District of Clearwater, Mayor John Harwood reported to town council during its regular meeting on Jan. 22. On his suggestion, council approved spending up to $3,000 to send a person to a course on remote medicine to be he presented in Victoria in April. Sending a person to a similar course held last year in Whistler, while it did not result in a new physician for Clearwater, did interest a number of younger doctors to serve locums here, Harwood said. Interior Health is also trying to recruit physicians for the region, he said. The health authority would like more information from Clearwater on the advantages of living locally. “We’re not very good at saying it’s better here because...,” the mayor said. He suggested council set aside $2,500 for a committee to develop information on such things as the schools’ music program, outdoor recreation and other things special about living in this area. After council approved the two suggestions,

Harwood asked that councillor Shelley Sim take on both projects. Callout system gets approval Town council approved spending up to $4,600 to implement an automated telephone callout system. The proposed contractor, Synrevoice Technologies, is also used by School District 73 and City of Kelowna, said chief administrative officer Leslie Groulx. Most of the other systems she looked at are based in the United States, which would raise privacy issues because personal data of Clearwater residents would be held out of the country. The phone numbers would be based on the District’s tax rolls, she said. The system could be used in emergencies or simply to let people know if the water system is about to be flushed, so they could avoid dirtying their laundry. It can select who will get a call by location or other criteria. No Internet help for now The B.C. government is working with Telus to provide additional telecommunications throughout the province, a government spokesperson wrote in reply to an email from CAO Leslie Groulx. She had written MLA Terry Lake, asking about getting Internet and cell service for the area from Greer Subdivision to the boundary of Wells Gray Park. The goal is to increase the number of citizens with access to high-speed Internet from 93 to 97 per cent, the spokesperson said. However, it appears broadband by satellite is the viable option for residents at this time. The cost of extending the infrastructure to Upper Clearwater would approach $1 million and still would not be available to every resident. The spokesperson noted that the province recently made $2 million available to assist people in rural and remote areas to get the latest generation of satellite technology. Mayor John Harwood noted that it isn’t just areas of Greer and Upper Clearwater without adequate coverage. Raft River Elementary School has no cell service because of its geographic location. Some streets in Clearwater have high-speed wireless on one side and none on the other. “We’re trying to correct some of the inequities in town,” Harwood said.

Two Clearwater Secondary School Senior Boys basketball players and their coach probably saved the life of a Barriere school-bus driver last Thursday evening. “They’re heroes, as far as I’m concerned, said Jack Kelley. “They saved my life. I think they should get nominated for something.” According to Kelley, the incident occurred at a restaurant in Kamloops after he had taken the Barriere Junior Girls basketball team to a game. He was just enjoying a bite to eat with the team when he started to choke. “I tried to cough it back up but it wouldn’t come,” he said. “I was pretty scared. The Barriere coach tried to help me but wasn’t able to do much. I saw the Clearwater coach coming over. He asked, ‘Do you need help?’ I nodded yes. Then I blacked out. That was it.” Kelley missed most of the excitement, according to Clearwater coach Geoff Giesbrecht. He was trying to lift Kelley up to perform a Heimlich maneuver on him from behind when the driver went unconscious. Giesbrecht partially tore the muscles in one bicep when that happened and so was unable to do much more. However, two of his players, Jairus Bromley and Brock Vandamme, came over and offered to help. Both had taken First Aid training the year before in Grade 10. They lowered the

unconscious man to the floor and began performing chest thrusts on him. “For 16-year-olds to handle that and act so calmly, I was very impressed,” said the coach. He contrasted this with some of the Barriere players, who were just screaming, and with one adult male bystander, who just stood there, doing nothing and then quietly walked away. However, one adult female bystander did help, he said. Unfortunately, Giesbrecht did not get her name. At this point, Kelley was not breathing and had no detectable pulse. “I’ve never seen anyone that blue,” said Giesbrecht. The boys kept giving him chest compressions for what seemed like several minutes. Finally, the unconscious man started wheezing and he spat out the piece of food he had choked on. The ambulance

A twice-postponed public meeting about a roundabout proposed for Highway 5 in Clearwater will take place on Thursday, Feb. 7, according to the Ministry of Transportation and Infrastructure. The drop-in open house will be held at the Clearwater Legion Hall on Glen Road. Drawings of the proposed roundabout plus traffic flow information will be available for review and discussion. The public meeting was previously scheduled to occur in midDecember but was postponed because of a tragic accident involving two local teachers. It was postponed again in mid-January because the ministry did not have enough of the information put together that it wanted. The proposed roundabout has become a major topic of discussion and controversy within the community.

He guided us through it.” Kelley said he recalls when the ambulance arrived. The driver of the Clearwater bus came over and assured him that he would drive
the Barriere students home on his way to Clearwater. The doctors at the hospital checked him out and found nothing wrong. The following day he went back to driving school-bus with just a sore chest to remind him of his misadventure. It was only during the day, when he spoke with people who had been there, that he realized how close had been his brush with death, said Kelley.

District Receives Funding for Community Centre The federal government has invested $91,804 to support the District of Clearwater in converting Dutch Lake Elementary School into a Community Centre. This allows the District the capacity to renovate a community asset and bring key organizations and stakeholder together in a central location in the community. Renovations will include the installation of heating, ventilation and air conditioning, exhaust vent and electrical heaters, cabinets, concrete stairs and ramp construction. The District of Clearwater will also refurbish the ceilings, construct new walls, and remodel the existing windows and doors. The new Community Centre will encompass the Municipal Hall, Yellowhead Community Services, a Seniors’ Drop In Centre and bring key organizations and stakeholders together in a central location; it will also be a stopping point for the Community Transit system. This project would not be possible without the generous donation from the Wells Gray Community Forests who has provided some of the leveraging dollars. Thompson-Nicola Regional District Receives Funding for Septage facility in Clearwater and Barriere The Thompson-Nicola Regional District has received $1.4 million dollars from the Government of Canada through the Gas Tax Fund to construct two septage management facilities in partnership with the districts of Clearwater and Barriere. The development of the these facilities will mean that the citizens in the valley will not be required to truck effluent to Kamloops for treatment, reducing CO2 by an estimated 75 tonnes annually and providing a significant savings in operational costs. The District of Clearwater will the manage the Clearwater facility in partnership with the Thompson-Nicola Regional District. Official Community Plan The District of Clearwater will be hosting a Public Hearing to consider the District of Clearwater Official Community Plan Bylaw No. 93, 2012 on February 5th 2013 at 7:00pm at the District Chamber offices. The purpose of the proposed Bylaw is to adopt a new Official Community Plan for all lands within municipal boundary of the District of Clearwater. Persons who believe that their interest in property may be affected by the proposed Bylaw shall be afforded a reasonable opportunity to be heard or to present a written submission at the Public Hearing. Clearwater still needs a signature event Everyone agrees that Clearwater’s Winter Festival held last weekend was a great success for the community. Hundreds of local residents took part in the Toonie Ski Days at the ski hill, the Ice Man Fishing Derby on Dutch Lake, the free family skating at the Sportsplex, the Love Where You Live curling bonspiel, the Novice hockey tournament, and the free cross-country skiing at the Candle Creek Trails. The key words are local residents. There were, of course, several out-of-town people at the hockey tournament, plus a few more scattered among the participants of the other events. No one can say, however, that Clearwater was overwhelmed by visitors coming here to take part in the festival. It wasn’t that kind of event. The same can be said, unfortunately, about Clearwater’s Canoe Regatta, which has been held every September for the past several years. As with the Winter Festival, the Canoe Regatta has always been a big success with local residents. Hundreds of people spend hours at Dutch Lake taking part in a variety of fun races and other activities. The original vision of the regatta, however, was that it would act as a draw to bring visitors

to the area during the tourist shoulder season. This hasn’t happened. While there might be a few out-of-town people at the beach during the event, the overwhelming majority are local. This should not in any way be taken as criticism of the organizers of either event. Both the Winter Festival and the Canoe Regatta are extremely valuable for bringing the community together to have fun. No doubt, given time, they also will catch on with people from elsewhere. An example of an event that formerly brought dozens of people into the community was the Clearwater-to-Kamloops raft races organized by Kamloops Junior Chamber of Commerce for several springs about 40 years ago. Unfortunately, the races were held at or near high water, the log rafts were difficult to control and the participants were often inebriated. After several near misses and one tragic incident, the races were cancelled. The raft races did generate province-wide media coverage, however. They were unique and they were compatible with the Overlander historical heritage of the North Thompson. We need to put our thinking caps on.

smile or his first step or to call us grandma and grandpa. This community also lost two upstanding citizens and very much loved teachers in this tragic accident. If there had been barriers in place on this corner, our family members would probably still be with us today. We do not want

any other families to go through the emotional roller-coaster our family has been going through, endless sleepless nights, tears, nightmares, and constant thoughts, knowing we will never get to hug, kiss, laugh or speak with them ever again. No one really knows how we feel, unless you have walked in our shoes. Everyday we ask ourselves, “WHY?” We would like to see barriers put in place to protect all who use this highway on a regular basis and the motoring public that come to or pass through our community every day.

Re: Proposed Roundabout I have been following the articles about the roundabout but I like to do my research based on multiple sources. You would think from all the negative reviews that most people are against the proposed roundabout. However, in my circle of friends and family that is not evident. I would like to put forth my views which I know will resonate with many people in the valley. I believe the minister of highways is concerned with safety. Roundabouts are in use worldwide and are becoming more common for good reason. Fact – The geometric configuration of roundabouts, as compared to two-way stop control and signalized intersections, promotes the reduction of severe accidents such as right angle, head-on and left turn head on. My son has been hit twice with T-bone accidents (people running lights). Both times he was hit
on the passenger door, once as a driver and once as a passenger. He spent many months in recovery and suffered severe financial losses as a result. As for the cost, if it cost more to improve casualty rates, I believe we are being more responsible by spending a little more if necessary. My family is worth a lot to me. The reduced speeds associated with the design of roundabouts increases driver reaction time and reduces the severity of accidents, usually reflected in the reduction of injury accidents. A study in Australia showed a 74 per cent reduction in the casualty accident rate after roundabouts were installed. Also of particular interest is a 68 per cent reduction in pedestrian casualty accidents per year. There have been dozens of studies in other countries as well, all with similar results. Just Google roundabout safety reviews. If logging trucks can maneuver down switchbacks and steep logging roads
I know that professional truckers would not have any problem in roundabouts. In downtown Vancouver there is a fire hall that uses a single lane roundabout a half dozen or more times a day with no problems. It appears to me that a lot of people just do not like change. Remember the complaints about seatbelt use when they first came out? Now most people would not drive with out them. Turning on to the highway from Upper Clearwater southbound is just like using a roundabout. I only have to glance to my left. Wow, how simple. I would be proud to say that Clearwater was first to implement a safer intersection alternative that, I believe, is as inevitable as the coming of seat-belts. Once you have used them for a short while you will wonder what the fuss was all about.

When faced by natural disasters that put their lives at risk, Canadians depend on and expect our troops to protect them – yet M.P. Cathy McLeod and the Conservative government are sending mixed messages about charging municipalities and provinces when they provide this life-saving emergency help. Protecting Canadians has always been one of the core responsibilities of the Canadian Forces, who have proudly helped communities faced with flooding, wildfires, hurricanes and other natural disasters. Troops helped to fight major forest fires in British Columbia in 2003. Communities depend on the troops to provide assistance quickly on a scale and with expertise no one can match. Yet the Conservative gov-
ernment made a secret decision last July to force local governments to foot the bill for emergency assistance. They never told municipalities or the public. It’s part of the fiscal restraint announced in the last budget, cuts that Mrs. McLeod claimed were to “the back office” have turned out to be to essential services. The Conservatives need to be reminded that there is only one taxpayer. The policy of billing a municipality that just suffered a disaster is fiscal foolishness. The Conservatives know the cost of everything and value of nothing. Amid a growing outcry, Defence Minister Peter MacKay issued a press release late at night claiming that there had been no change in policy, neglecting to mention that his Department will now be creat-

ing a bill and forwarding it to another department for collection. The effect is that the municipality or province will still be paying twice – once through their general taxes, and a second time to the federal government. While this policy may have already been on the books, previous governments recognized that charging disaster-stricken Canadians twice for the same service is unfair. These mixed messages must stop. Canadians take care of one another in times of emergency, no questions asked. Mrs. McLeod and the Conservative government must reverse this poorly thought-out policy immediately and give assurance to Canadians that they will not be stuck with a bill from their own army when the next disaster strikes.

YEARS AGO: Wells Gray Community Resources was low bidder to provide a bus service to Clearwater and area. A B.C. Transit official said the service should be up and running by April. Denny Fahrenholtz of North Thompson Community Skills Center and John Harwood of School District 73’s Star Lake campus teamed up to provide an adult education program in Clearwater. A local history book by Marie Swallow, “Birch Island a Long time Ago,” was for sale. It was printed
by the Birch Island Women’s Institute.

YEARS AGO: The Ministry of Human resources announced that its Clearwater office was to close sometime during the fiscal year, and 402 case files were to be served from Kamloops. A 1-800 number would replace case workers. Clearwater Ski Club hosted its first ever sno-cross race event. Attendance averaged about 250 people per day for the two-day event.

YEARS AGO: Brett Turcotte, a Clearwater Secondary School grad, brought home a silver medal from Aspen Colorado where he competed in the Winter X Games Snocross event. Wells Gray Outdoors Club hosted its third annual Raft Mountain Relay at the Candle Creek Nordic Trails. Nineteen teams had registered for the event. Mike Moss was the winner of the big screen Plasma TV raffled off by the Clearwater Minor Hockey Association.

YEAR AGO: District of Clearwater began its first municipal fire inspection service. Letters to local busi-
nesses had already gone out, said fire chief Mike Smith. Blue River’s waterworks budget was to be $1.22 million during 2012, said Thompson Headwaters (Area B) director Willow MacDonald. That figure included $1.1 million for capital improvements that were not done the previous year. Telus was investing $1 million to bring 4G wireless service to Blue River. Construction of an eco-depot in Clearwater had been delayed during 2011, said the TNRD. The new expected opening date was September, 2012. Design work to close the Clearwater, Barriere and Chase landfills was nearing completion. East Blackpool resident Steve Mullen won the Rail Trail 200 sled dog race near Grand Forks for the second year in a row. His 12-dog team was the only one still racing when the race was called 85 km from the finish line. “This race has the distinction of being the toughest 200 mile race I’ve ever been on,” he said. Adrian “Brad” Bradbury was hired to be tourism and marketing manager for Wells Gray Country and District of Clearwater, taking the place of Heather Steere. He had previously been the CEO of Campbell River’s economic development agency.

Clearwater ESS changes its leader board Submitted Clearwater’s Emergency Support Services has a new director. Grant Gale is replacing Cheryl Thomas, who is taking on the position of alternate director. Gale was also a past chair of the former Wells Gray Emergency Support Group. ESS is the team of local volunteers that assists people evacuated from their residences due to fires, floods, hazardous materials spills, etc. Part of Emergency Management BC, the program will provide food and lodging for up to 72 hours for those who need it. It may also supply clothing, medication and other essentials if necessary. Clearwater ESS is currently canvassing local businesses to arrange purchase agreements for these supplies prior to any possible emergency. These items are not donations, as the suppliers will be reimbursed by EMBC for authorized purchases. This canvass also helps the team assess the level to which the community can support an emergency event.
The needs may be for a single person or family displaced by a house fire, or for many people who may be evacuated from an apartment building or subdivision. ESS works closely with other emergency responders such as fire departments, police and search and rescue during such events. Motels may be available for short term lodging, while local restaurants or grocery stores can provide meals or food for the short term. Clothing stores may provide low cost clothing for some who may have nothing more than the clothes on their backs when forced to leave their homes. Group lodging can be set up in community centers, arenas or schools if needed. Clearwater ESS has about a dozen active members. The team meets on the second Wednesday of every month at the TNRD library in Clearwater. For those interested in learning more, there will be a sign up table at the Health and Wellness Fair at Clearwater Secondary School on Feb. 2. Valhalla Wilderness joins forces with WGWHC Clear-cutting threatens to make Wells Gray Park an “island of extinction,” says Valhalla Wilderness Watch Times Staff Valhalla Wilderness Watch has joined Wells Gray World Heritage Committee (WGWHC) in opposing plans to log near Wells Gray Park. Unlike WGWHC, however, which is proposing a moratorium on cut-blocks planned by Canfor in the Clearwater River Valley, Valhalla Wilderness Watch is calling for a cancellation of any further logging anywhere around the park plus expanding the park to preserve connectivity and core habitat. Both Valhalla Wilderness Watch and WGWHC point to a decline in mountain caribou numbers. Census figures
show that the Wells Gray-Thompson River subpopulation went from an estimated 274 animals in 2007 to an estimated 172 animals in 2011. “That’s a steep, alarming rate of decline for the last six years,”said Anne Sherrod, a director of Valhalla Wilderness Watch in a recent media release. “The area around the southwestern, southern, and eastern boundaries of the park is an appalling sea of clear-cuts and roads,” said Sherrod. “The B.C. government has allowed clear-cutting right up to the park boundaries. It has been well known for years that surrounding parks with clear-cuts and roads isolates species at risk and can eventually wipe them out.”
In Wells Gray, wildfires burned through the park’s main valleys in the early 20th century, Valhalla Wilderness Watch stated. This created forage that supported high numbers of moose and deer, which in turn supported an increased population of wolves. Biologists say wolves are eating the caribou, but the park’s forest is now approaching the age that will favour caribou and naturally reduce moose, deer and wolves. But clear-cutting outside the park keeps creating moose-deer-wolf habitat. “We can’t keep increasing the density of these animals outside the park and expect them not to move into the park,” says Sherrod.
Ottawa hands reserve authority to British Columbia By Tom Fletcher, Black Press B.C.’s first liquefied natural gas project is to be built on Haisla Nation reserve land, and now the province will be able to regulate its industrial and environmental terms. Federal Aboriginal Affairs Minister John Duncan announced new regulations Tuesday of last week to replace federal
authority on reserve lands with B.C. regulation. That means the B.C. Oil and Gas Commission can regulate the project, proposed by Apache Canada and Chevron Canada on Douglas Channel near Kitimat. “This has been a long process, but everyone’s delighted,” Duncan said in an interview from Vancouver after the announcement. “There

Cold start for a young immigrant The North Thompson winter of 1954 was memorable for bride-to-be North Thompson Star/Journal January 1954 was a bitterly cold night when a new immigrant to Canada stepped off the train in Kamloops. It was dark, and a sharp icy north wind was blowing into the face of Elli Hoehre as she stood on the platform of the train station. She was chilled through, and feeling forlorn and lost in this new country. A country where she only knew one person, her fiancé, who had come to Canada just over a year earlier. But relief and excitement quickly replaced her dark mood when her husband to be, Otto Kohnert, was suddenly beside her, taking young Elli into his arms. Once the greetings and excitement had slowed down, Otto introduced Elli to Johnny Uppenborn, who had driven Otto in from Darfield in the North Thompson Valley, to pick Elli up. Elli says she was “horrified” when the two men told her they were expected to stop in at Dr. and Mrs. Walles’ home in Kamloops before heading to Darfield, as the couple were eager to meet their new nanny from Germany. Elli could only comment in shock, “What, go to the home of my new employer at midnight?” This was a complete breach of good manners in the eyes of the newly landed German girl. But Johnny told her, “Don’t fret, you are in Canada now, we do things a bit different here.” So off they went to the doctor’s home, where Elli had an introductory meeting with Mrs. Walles, which proved slightly complicated due to the fact that Elli could only speak a few words of English. However, much to her relief, the three were soon on the road up the North Thompson where Elli would start her life in Canada with the Uppenborn’s and Otto, as she adjusted to this vast country and a brand new page of her life. The cold was so sharp it could take your breath away that first week in January of ’54. Snow covered everything, including Highway 5, which was just a winding unpaved road back then. As Elli sat between the two men on the way to her new home, she was stunned by the winter landscape she was being transported into, it looked like an endless land of ice and snow. The temperature was hovering around minus -40° degrees Fahrenheit, and the snow was reaching above her knees, but then, she was only 5’2” tall. They arrived at the Uppenborn’s Darfield farm in the wee small hours of the morn-
ing, and it was not long before everyone had settled down to sleep. When Elli awoke and looked out the window, she saw that the moon was still out along the hills across the valley, it was starting to get light outside. Elli wondered where everyone was at 6:00 a.m. in the morning? As she looked out the window Elli saw Gertrude Uppenborn just going into the milking barn carrying a coil lantern. It was still cold outside, really cold; Gertrude’s frozen breath looked like a tiny cloud on her face. Elli opened the front door to call to her, but just as quickly closed it again; the cold seemed to bite at her face as soon as it touched her. Once the milking had been completed, and all the other chores done in the barn, it was time for the people to have breakfast. Johnny was the cook that morning, and Elli, being a city person, was amazed how quickly everything was prepared on the kitchen’s wood stove. There was no electricity in the North Thompson Valley back in 1954, but the wood stove kept the room cozy and comfortable as everyone gathered around the big table for Elli’s first breakfast in Canada. However, once the meal was completed Elli was told there were more outdoor chores to take care of. Johnny thought it was a good idea to get Elli off to a good start in her new country, minus -40° below or not! She was to go out and feed the beef cows in the field with him, as Otto was already busy looking after fire wood duty that morning. Everyone helped to get Elli so bundled up in warm clothes she could hardly move, and then off they went loading hay bales onto a trailer, which was hitched to a tractor and driven across Highway 5 to a field where the cows were already eagerly waiting. Elli’s job was to cut the strings on a bale, and toss the hay off the trailer to the cows as Johnny slowly drove the tractor along. Throwing hay proved to be a bit much for the new farm girl, so Johnny told her to drive the tractor. Elli was speechless – she had no idea how to do that. “No problem”, said Johnny, “Just sit here and hold the steering wheel still and keep your foot on the gas, but not too hard.” To Elli’s amazement, she managed to drive the big tractor, and everything worked out without incident. But she was glad that Johnny took over when the trailer was empty, and drove them back to the house. Otto was all smiles to find his bride to be

Now that all the chores had been done, and everyone, both human and livestock had been fed, Elli and Otto were finally able to spend some time together in the warm friendly living room of the farm house; then happily caught up on what had been happening in each of their lives after 14 months of separation. The young couple were content to sit together and look out the window at the beautiful snow-covered landscape of a Canadian winter. The warmth of the house, and warmth of their love for each other, gave Elli a feeling of contentment and hap-
piness, as she and Otto celebrated their first day together in a lifelong adventure of living in the North Thompson Valley. Although the beauty of the area was inviting them out for a walk, both agreed it would be prudent to leave that for another time, mostly due to the fact the young German immigrant’s short stature could place her in danger of disappearing into one of the numerous deep snow drifts that Old Man Winter had brought to the valley for the new year of 1954! * Editor’s note: Just over one year later, Elli and Otto became man and wife. They will be celebrating their 58th wedding anniversary in April of this year where they now reside in the North Thompson community of Barriere.

Local long-haul driver speaks out against roundabout Keith McNeill Clearwater-based long-haul truck Trapper (“Just call me Trapper.”) doesn’t think the proposed roundabout on Highway 5 in Clearwater would be a good idea. “I don’t know why we need a circle here,” he said. “It would just be a nuisance for us, for truck drivers in general.” Most curves on highways are angled inwards to counteract centrifugal force. On a roundabout, there is a raised disk or truck apron in the middle for truckers to trail their inside wheels on. That means the load is, in fact, leaning towards the outside of the curve. That might not sound like much, but for trucks hauling liquid loads, especially with an inexperienced driver, it could be a recipe for disaster, Trapper said. Much would depend on the engineering. A roundabout in Edmonton at St. Albert Street and 111th is a good example of one that works well. On the other
hand, there is a roundabout in northern Ontario that truckers detour through a national park to avoid. “Do you want us on your road or do you want us in your national park?” he asked. The roundabout is being proposed to improve safety and to highlight the road to Wells Gray Park, he said. However, he felt there are cheaper and less intrusive alternatives. If there is concern about students crossing the highway unsafely, the place to start is education, Trapper believed. Better enforcement of speed limits also would help. Clearwater used to have a reputation with long-distance truckers as a place to slow down, but no longer, he said. “There’re all kinds of ways to highlight the road to Wells Gray Park,” he added. “There’s lots of room for a big sign by the highway. The B.C. Safety Authority has made a series of recommendations aimed at preventing another mill dust explosion like the ones that killed four workers in two separate incidents last winter. The changes are intended to cover pellet plants and other wood processing facilities as well as sawmills. Researchers compared the explosion hazard of different kinds of dust, finding wood “flour” can be a more powerful explosive than coal dust when it is dry and exposed to an ignition source. Two workers died and 20 others were injured when an explosion and fire tore through the Babine Forest Products sawmill in Burns Lake on Jan. 20, 2012. On April 23, a similar explosion killed two workers and injured 22 more at Lakeland Mills in Prince George. Investigators ruled out natural gas, oil and other fuel sources, leaving fine, dry dust produced from milling wood. WorksafeBC concluded that the likely ignition source was hot electric motor and gear reducer equipment running wood waste conveyors in low, confined areas of the mills. North Thompson Star/Journal publisher Al Kirkwood presented the newspaper’s Citizen of the Year award to Moore as well as an award recognizing Moore’s accomplishments from the Barriere Fire Department, where he served as fire chief many years ago. Dignitaries, such as MP Terry Lake, Mayor Bill Humphreys, and
TNRD director Bill Kershaw gave the Citizen of the Year much well-deserved praise, as did a number of others who came up to speak. In the middle of the program, the MC interrupted to announce the arrival of messengers from the War Front of many years ago, the USO Girls (Babes, Cathy, Jude and Beverly), who gave a rousing rendition of “The North Atlantic Squadron”. The words had been somewhat changed to suit the occasion, but all present enjoyed it all. Moore wore his ‘crown’ through the ceremonies with much good humour, proving he really is a “King” within the community. “I believe the Citizen of the Year Banquet is a wonderful celebration of community that honours all volunteers,” said Murphy. “Even though there is always one main honouree, it is amazing how many past Citizens of the Years and fellow volunteers are there to support the current year’s recipient.”

Fun bonspiel attracts 64 entries Times Staff The first annual Love Where You Live fun bonspiel was a great success, organizers report. A total of 16 rinks (64 curlers) took part in the event, which was held last Friday and Saturday at the Sportsplex. Many of the participants were new to the sport. Several others had played before but not for several years. Employers in the area had been prompted to enter at least one team into the spiel. The entry fee was affordable – each employer was required to contribute four prizes per team, up to a value of $75. This meant that every participant took home a prize. District of Clearwater and Wells Gray Country (Thompson-Nicola Regional District electoral area A) sponsored the event. According to Clearwater’s chief administrative officer Leslie Groulx, the idea originated in the fall of 2011 when she and Canfor-Vavenby manager Dwayne Thiessen decided that a bonspiel would be a great way for employers to promote wellness in Clearwater. It also would bolster Wells Gray Curling Club, which has seen its numbers slowly decline over the past few years. In the summer of 2012 District of Clearwater and Wells Gray Country services committee put together funding to hire

There were winners but, because it was a fun spiel, the prizes were drawn from a hat by team name, not placement in the event.

Breaking barriers: Cheryl Matthew to lead JIBC’s Indigenization efforts Submitted Cheryl Matthew, recently hired as associate director for indigenization at the Justice Institute of British Columbia in New Westminster, hails from the Simpcw First Nation near Barriere. The town derives its name from the rocks/nets placed in the water by First Nations people to act as fish traps, forming a barrier to boat passage on the river. Matthew is a proud descendant of those who placed those fish-trap barriers from the Secwepemc Nation and has spent much of her own life breaking down barriers, which have often thwarted the progress and advancement of Aboriginal peoples. When she graduated from Barriere Secondary School, she originally wanted to go into law. Inspired by the example of family members who had successfully pursued post-secondary education, she decided that she would follow in their ground-breaking footsteps. “Two of my relatives completed master’s degrees at UBC in the mid-seventies,” said Cheryl. “For a person of Aboriginal descent to complete graduate studies today is still relatively rare. Back then, it was practically unheard of.” After graduating with an Associate of Arts from Langara College, she completed her undergraduate studies at SFU, with a major in Anthropology (concentration on social policy Analysis). Having discovered a passion for social policy analysis, rather than law, and recognizing the contribution it would allow her to make within various Aboriginal contexts, she decided to pursue consulting work, while furthering her studies. While she was completing her Masters of Arts in Leadership and Training at Royal Roads University, she was applying her learning to the benefit of a number of clients and initiatives, including the BC Assembly of First Nations, Fraser Basin Council, and establishing the Centre for Native Policy and Research, where she served as executive director. Her outstanding work and growing reputation led to an appointment as senior policy analyst with Aboriginal Affairs and Northern Development Canada, and a move to Ottawa, with her then fiancé. In addition to relishing the opportunity to influence federal government policy and research, she also turned to her other passion - education - and decided to pursue her doctoral studies in Anthropology (Aboriginal Community, Culture and Place) at Carleton University, which she is scheduled to complete in June 2013. Having juggled work, education and family obligations for a number of years, Cheryl and her husband Kamil dreamed of permanently settling back home in B.C. closer to her own traditional territory and both of their extended families. She wanted to be sure her two daughters were able to know their Secwepemc heritage. She was familiar

with JIBC and its Aboriginal Leadership program, so when the opportunity to take the lead on fulfilling the commitment to indigenize the Institute became available, she jumped at the opportunity. “The position hit all of the right buttons for me,” said Cheryl. “The opportunity to leverage my social policy background, my passion for education and research, and the opportunity to make a practical, hands-on contribution to the success of future Aboriginal students in public safety, health and community and social justice was very appealing. Moving back to B.C. was an added bonus.” She now turns her attention to breaking down some of those barriers that have obscured Aboriginal views and perspectives, on behalf of students, faculty and staff across the Institute; and leading the way for others to follow. JIBC is a dynamic public post-secondary institution recognized nationally and internationally for innovative education, training, and applied research in justice and public safety. JIBC offers a range of applied and academic programs, which lead to certificates, diplomas, and degrees and span the spectrum of safety – from prevention to response and recovery.

New year, new websites for YCS and WorkBC Submitted
Barber remains in business Clearwater barber Julie Lacourse says she plans to stay in business, even though her shop was destroyed when the Uncle Barry’s Treasures building burned down last December. She had no insurance, she says, but relatives helped her recondition some old equipment she has. Apparently the building owners plan to rebuild in the spring. Yellowhead Community Services (YCS) and WorkBC Employment Services in the North Thompson are ringing in the New Year with newly redesigned websites. According to YCS financial administrator Jackie Enfield, “The YCS website needed to be refreshed with a more modern design and functionality.” YCS has recently taken on the role of contract service provider for WorkBC Employment Services in the North Thompson. It was therefore also timely to refresh the websites for Clearwater and Barriere Employment Services who deliver WorkBC Services in our valley. The YCS and WorkBC websites share a similar design to inform end users that the organizations are related. The Yellowhead Community Services website (www.yellowheadcs.ca) highlights all of the programs and services offered through YCS, including the services offered through the Community Resource
Centre, which is now under the management of YCS. Additionally, visitors can find information regarding upcoming YCS events, latest news, volunteer and employment opportunities, annual general meetings, and more. There is a photo gallery that complements the site’s colourful new design which is full of photos showcasing many of our local citizens and landscapes. In addition to a dedicated web page, funding partners are highlighted through rotating logos on the homepage. The greater visual prominence expresses Yellowhead Community Service’s gratitude for the ongoing financial assistance which allows YCS to develop and provide a large variety of services and supports for residents of the North Thompson Valley. The WorkBC website is a joint website for both Clearwater and Barriere Employment Services. The website can be accessed though each centre’s domain (www.clearwateremployment.ca or www.barriereemployment.ca), but these will take
you to a single site for both organizations. The WorkBC website offers a single site for employers and job-seekers within the North Thompson and has been laid out to be easy to navigate. Employers can begin the process to “Post a Job” with the click of a single button on the homepage. If you are looking for work, you can straightforwardly “Find a Job” in the job postings section, which indicates whether jobs are posted in Barriere, Clearwater, or both. The new WorkBC website offers everything employers and job seekers throughout our valley need in one central location. Additionally, the WorkBC website highlights services offered, upcoming events and workshops, funding information, work search sites, and local training opportunities. The District of Clearwater (District) is requesting Expressions of Interest from interested parties for the supply of road maintenance services. This EOI is only intended to assist the District in determining if there is sufficient market interest to proceed with a competitive bidding process. In the event there is sufficient market interest to provide this service, the District may, but is not obligated to, initiate a competitive bidding process. The District is situated approximately 120 km north of Kamloops on Highway 5; with a population of 2300. Currently road maintenance is provided the MOTI. Starting September 2013 the responsibility of these services will be transferred to the District. The District owns approximately 61 km of surfaced road within its boundaries which includes a small section of road within the community of Vavenby. The District is looking to the contracting community to provide the services of road maintenance for all municipal roads, such as that they meet or exceed the current MOTI provincial maintenance specification. The District will be looking for but not limited to, the following road maintenance services; x Snow and Ice control – Snow removal / De-icing x Pavement Surface Repair x Ditching Maintenance x Right of Way Maintenance – Shoulder Mowing, etc. Interested respondents are invited to submit a Letter of Expression of Interest (EOI) to the District that includes a brief statement of the nature of their interest in the District’s requirements. Submission must include a: x Statement of Interest x Statement of Qualifications and previous work experience (plus key personnel) x Statement of Resources – Equipment, labour available This EOI is not a call for tenders and does not commit the District in any way to initiate a competitive bidding opportunity. As a result of the EOI there will be no evaluation, screening, ranking, or other processes that will lead to the selection or pre-qualification of Respondents for a subsequent competitive bidding process, or the award of any agreement or contract. The District reserves the right to accept or reject any and all submission(s), to re-issue a new EOI, or terminate this EOI at any time, at its sole discretion. Walter (Barb), Dorothy (Dave), Albert, Richard (Doreen); and grandchildren, great grandchildren and great, great grandchildren. Predeceased by his wife Phyllis Loveway, and daughter Daphne Pelton. You will be sadly missed but never forgotten.
