Nelson finds itself in the national spotlight recently
Bob Hall
West Kootenay Advertiser
National ink for Nelson last week, in a positive vein. The Globe and Mail ran a story headlined “Small towns pitch in to keep theatres alive” which ran on globeandmail.com on Friday and in its print edition over the weekend. The story is primarily about the plight of the Star Cinema in the Vancouver Island community of Sidney. The struggles smaller theatres are having raising money for the conversion to digital projectors is at the centre of the piece. Nelson’s Civic Theatre Society is currently going through a similar effort as the volunteer group looking to reopen the old movie house rais-
es money for a digital projector. “A group from Nelson recently toured the Salmar [in Salmon Arm]; they’re embarking on a big crowd-funding effort to restore their Civic Theatre, which closed nearly three years ago,” writes Globe culture reporter Marsha Lederman. “Last June, residents formed a non-profit society. Their plan: split the space into three new theatres, and upgrade to digital projectors. Total cost: about $2.5-million over three years, with a first stage of $150,000 for the initial digital conversion. That campaign will kick off Feb. 23, when the theatre reopens with a screening of Skyfall.” Nelson Civic Theatre Society vicepresident Roger Ley
Nelson Civic Theatre Society vice-president Roger Ley (middle sitting on stage) is quoted in a Globe and Mail article that ran over the weekend. Sam Van Schie
is also quoted in the story: “A movie theatre is more than just a movie theatre. It’s a meeting place and a place that brings people out of their houses and into the downtown core.”
Ley told the Nelson Star that he was surprised to hear from the Globe reporter last week, but happy to be added to the story. “It’s nice to know the word is getting
out, that’s what we are hoping for,” Ley told the Star on Monday. “This project needs to go beyond the borders of the Kootenays, certainly from a fundraising perspective. The more we can
get out to a national audience the better.” Ley expects it will take until September to get the money together for the projector. In the meantime, the Civic will fundraise through month-
ly movie screenings, seat sponsorship ($250 to have your name on a chair) and membership sales ($25 for adults, $15 for students and seniors). The City of Nelson will issue a tax receipt for donations earmarked for the Civic Theatre renovation. For more details on ways to make a financial donation, as well as volunteer opportunities for people who would rather contribute their time, see http://civictheatre. ca/”civictheatre.ca. This is the second time in the last two weeks that Nelson has been featured in a national newspaper. In the January 25 edition of the National Post Nelson’s downtown dog ban was fodder for front page story that cast a negative light on the city.

Kaslo mining ledger has questionable provenance GREG NESTEROFF West kootenay Advertiser
Part of an ongoing look at items of local historical interest. A 112-year-old government mining ledger from Kaslo somehow found its way onto eBay this month. The 200page book, which sold for $153 US, contains receipts for certificates of work issued under the Mineral Act between August 2 and September 30, 1901. Among the claims mentioned are the Paystreak, Copper Glance, Homestake, Yosemite, Three Friends, Gold Cure, Monte Cristo, Shoo Fly, Scottish Chief, Metropolitan, and Kootenay Queen. The New Westminster seller said he bought the ledger
Public information was kept from the public for an extended period. Submitted
at auction himself 10 years ago. Even if that’s the case, how did it leave public hands? It wasn’t part of a large collection of mining records transferred in recent
years from the Kaslo government agent’s office to the Kootenay Lake Historical Society. The collection didn’t include any books with certificates of work for
the Kaslo area, according to archivist Elizabeth Scartlett, though it did have some from the Slocan Lake area. While the archives has certificates of improvements from
1900-20 for the Kaslo area, Scarlett couldn’t find any for the mines in this particular ledger. It’s the second time old B.C. mining records have turned up out of the blue in recent months. Last year, a Quesnel man presented the Princeton archives with a collection of ledgers dating back to 1885. His father, who recently died, had been government agent, gold commissioner, and mining recorder in Princeton from 1953 to 1972. According to the Similkameen Spotlight, “At the time he held his position, there wasn’t a proper and secure place to store these valuable records so he decided to keep
them in his possession.” Better than them going to the dump, and kudos to the son for returning them, but it’s still highly questionable for a government employee to hang on to public records for 40 years. It’s not clear if anyone knew of their whereabouts in the meantime.
“At the time he held his position, there wasn’t a proper and secure place to store these valuable records...” Similkameen Spotlight Other noteworthy auctions of late: A Kaslo seller has auctioned some
very interesting postcards. Among them: • A great view of Broadway Street in Nakusp showing both horse and buggy and automobiles sold for $66 Cdn. • An original photo of Andy Craig’s pack train on the outskirts of Trout Lake City went for $50 Cdn. Craig was manager of C.B. Hume’s general store. • An original photo of the Arrow Lakes sternwheeler SS Kootenay fetched $47 US. • A Frank Gowen card of a sternwheeler moored at “city park” in Nelson went for $36.50 Cdn. See pictures of all of the mentioned items at nelsonstar. com.

City of Trail goes after unpaid parking ticket revenues Trail Staff West Kootenay Advertiser
People with unpaid parking tickets in Trail will be given the boot. A boot device for immobilizing vehicles—for the accumulation of unpaid parking tickets—is expected to be shoehorned onto downtown streets as the city struggles to collect on over $150,000 worth of unpaid fines in the last four years. City council is preparing to adopt a Traffic Bylaw amendment that would allow the implementation of the device as a deterrent to up the compliance rate of people paying their parking tickets. In 2012, the percentage of people paying their tickets dropped
to 42 per cent, a steady drop from 63 per cent four years ago, meaning the city is owed almost $43,000 in unpaid fines. Council decided to bring in the boot after much “study and review,” said councillor
Kevin Jolly. “This isn’t being entered into lightly,” he said. “I’m not in favour of this type of measure. But if you look at the recovery rate ... and over $43,000 in uncollected parking tickets in the city of
Trail, essentially what is happening is people are disregarding (tickets) because there is no implication if they do.” City corporate administrator Michelle MacIsaac said the voluntary payment of parking fines has been

Slocan crash claims two lives Staff West Kootenay Advertiser
On Jan. 29 at approximately 7:30 p.m., the Slocan Lake RCMP Detachment and West Kootenay Traffic Services attended a single car fatality on Highway 6, north of Slocan City in the bluff area. A pickup truck with two occupants failed to negotiate a left hand curve on the highway and went into the pull-out and over the embankment. The vehicle was engulfed in flames on attendance and two unidentified bodies were located inside the vehicle, both deceased. At the time of the incident, the roads were snow covered and it was snowing heavily. The B.C. Coroner’s Service and the West Kootenay Traffic Services are continuing their investigation. Neither deceased has been identified at this time, although traffic services says they can confirm they are a couple from out of province who were driving through the area.

The blended family – what’s his, hers and theirs?
RILKOFF’S STORE
submitted
Okanagan Grown Honey Crisp Apples ¢/lb
I’m sure everyone would agree that the “happily ever after” first marriages don’t always work out. Statistics show there are more second and third marriages nowadays and the “blended family” is becoming more the norm. For most firsttimer couples, the idea of joining lives includes the sharing and building of their nest egg together. However, it is a much different scenario when couples come together later in life, after building up their own significant net worth. Quite often, the children from the previous marriages could be feeling threatened and the term “gold-digger” is tossed around quite loosely. Realistically, there could be a networth inequity where one partner may have substantially more in assets. So, how do they move forward and look after one another while protecting their own families? Here’s a story of a couple who faced similar challenges: Steve and Joan recently married after having lived together for 10 years. Both in their late 50s, they each have two children from previous marriages and several grandchildren. Joan’s children happily welcomed Steve into the family but Steve’s children have not adjusted to Joan being in their father’s life. In addition to the home they jointly own, Steve has retirement savings of $500,000 and investments of $250,000 while Joan has retirement savings of $150,000 and investments of $350,000 from the sale of her condo, when she and Steve started living together. Joan also owns a cabin on some recreational property she inherited from her father. The couple had talked about their
expectations regarding their assets in the event of death, but felt they did not need a formal agreement since “they trusted each other” to do the right thing. They planned to have simple wills prepared, leaving everything to each other (except for a few items they each wanted their own children to have). The idea was when the second of them died, what was left of Steve’s assets would go to his children and what was left of Joan’s assets would go to her kids. Although the plans seemed to make sense on the surface, the idea of simply leaving everything to each other was effectively relying on both of them to honour a verbal promise that the assets they each owned would eventually get to their own children. This is where it became abundantly clear that a proper estate plan was so incredibly important and why working with a finan-
cial planner and an estate planning team was essential. The Recreational Property: Joan’s children have a strong emotional attachment to the summer place. If Joan died first, Steve would inherit the property leaving no guarantee that it would be preserved for Joan’s children or even be allowed for them to use in the interim. In this case, the estate plan could consider the possible use of a “family trust” so that the property could stay in Joan’s family. Taxes: Steve and Joan’s home and the recreational property had both substantially appreciated in value but neither of them had considered the capital gains taxes and how best to utilize the principal residence exemption to reduce the overall tax burden. Neither of them had considered the income tax that would be payable when the second of them died and how this might impact
their children. Joint Assets: Steve and Joan had not addressed how their jointly owned home and investments should be divided once both of them died. In the end, Steve and Joan realized that their estate planning had to be reviewed and likely revised. With the assistance of their financial planner, they were able to compile a list of their assets, including ownership details and beneficiary designations. The planner was also able to work out
an estimated tax bill on the second death and showed them how this would affect what their respective children would receive. Further discussions on estate planning options included a review of their life insurance and whether it was adequate for their purposes. After a thorough review and a family meeting, a new estate plan was developed that reflected Steve and Joan’s wishes and accommodated the expectations of their children.

Roy Has Fire… does Roy have friends? Jim Sinclair WKA Editor
Of course Roy Has Fire has friends… the only question is, how many are willing to make an online commitment in support of their musical and rhythmic neighbours? C ast l e gar-b as e d quartet Roy Has Fire
is battling tooth and claw, make that pick, strap and drumstick, with other bands in an online Best-Band contest. They’re holding their own, hanging on to fifth spot at last count according to spokeswoman Erica Scott, whose son is guitarist Oliver Bean. “We still need people to vote,” said Scott
Estate planning Continued from P. A7
Based on this plan, Steve and Joan prepared new wills with their lawyer, obtained proper life insurance and arranged their assets and beneficiary designations accordingly. So, will this assure a “happily ever after?” Well, as we know in life, there are no guarantees. However, talking openly and honestly about your situation and relying on the assistance of a financial planner and a professional estate planning team can truly break down the barriers by promoting understanding and instilling trust, thereby making a world of difference for the entire family. Debbie Perepolkin CFP, CPCA is a Financial Planner with Assante Financial Management Ltd. (Mutual Fund Dealer) and Vice-President of her company The Affolter Financial Group Inc., in Castlegar. Please contact a
professional advisor to discuss your particular circumstances prior to acting on the information above.

on Feb. 4. “We’re waiting for an update for this week. The numbers between fifth, fourth and third were very close. “The other bands are all from the Lower Mainland and they go to schools with thousands of kids. So they need all the help they
can get.” Roy has Fire has kept the momentum (and their profile) high as they battle it out for the right to be known as the best band. “They played in the intermission at the Saints (Selkirk College hockey) game the
other night,” outlined Scott. “They’re playing for the Rotary Club, and at a Selkirk College event on Thursday and on Saturday they’ll play for a skate park fundraiser in Trail.” Supporters can vote once a day until February 18. Here’s a link: http://www.youthink.ca/band-contest-2013. “The first time takes a couple of minutes,” explained Scott. “You have to sign up” it takes a couple of minutes but then it’s just a click a day. “

GF’s Caskey awarded Queen’s medal KARL YU West Kootenay Advertiser
Grand Forks’ Michele Caskey has been awarded the Queen Elizabeth II Diamond Jubilee medal for her work with the BC Lung Association. She received the honour at a recent Grand Forks city council meeting. “It was really a surprise and city council wanted to surprise me and present it to me at a meeting without me knowing beforehand
but it didn’t work out that way,” laughed Caskey, who added that she was never home when the City called and her call display always had a listing for Grand Forks Fire Rescue. The City finally got hold of her and set up the award presentation; the BC Lung Association had contacted Grand Forks city hall and wanted the medal to be presented in the community. Caskey, BC Lung
Assn. volunteer director for Grand Forks, has been with the group since 1976 and has seen the association evolve. “At that time it was called the Tuberculosis Christmas Seals Society, so the main fight then was TB (tuberculosis),” explained Caskey, who also said she had an uncle who died of the disease. She’s honoured to receive the medal for her work. “When Brian Tay-
lor (mayor of Grand Forks) was giving the award speech, I could barely say, ‘Thank you’ to him because I was overcome,” Caskey said. Caskey joined Marjean Fichtenberg and Deb Billwiller as locals who have received the honour, which includes a certificate and medal. The medal honours significant contributions and achievements of Canadians like Caskey, Fichtenberg and Billwiller.

Horoscope Michael O’Connor
for the
Week
February 8, 2013
Tip of the Week: The New Moon in Aquarius occurs on February 9, 2013 at 11:20 pm PST. This is ever the key indicator for Chinese New Year. Astrology is deeply woven into Chinese culture and each New Year does not simply correspond to a year count number, it references the animal totem in their Zodiac and system of Astrology. The Water Dragon is passing the torch now to the Water Snake. The element is always repeated twice corresponding to the Yin and the Yang emphasis of the featured element, of which there are 5: Water, Wood, Fire, Earth and Metal. There are many levels or ‘branches and stems’ in Chinese Astrology. The outermost features include the fact that there are 12 Signs or Totems and when combined with the 5 Elements produces 60 year rounds during which time every sign and every element is emphasized. As with all systems of Astrology, the cycles are linked to periodic celestial orbits. The Dragon and Snake are generally considered the ‘karmic signs’. Whereas the Dragon stirs the pot, tempts the fates and challenges the status quo, the Snake includes in its symbolism the ‘shedding of skins’. This means letting go, change, transformation and renewal. This will be evident at both collective and individual levels. In the Dragon year cycle we witnessed a rise in accountability. Vigilance was on the rise: leaders were removed from office and heroes were stripped of metals. Of course, according to Mayan Cosmology, 12-21-2012 marked the end and beginning of the Precessional Cycle amounting to 25, 625 years. By ratio, we are just a second into this cycle long dubbed the ‘Great Year’. That it began in the year of the Mythic Dragon is apropos and in the water element, which is considered the 1st of the 5. Now the Water Snake will play its part and the official skin-shedding process begins. Gung Hey Fat Choy!

Quality time shared with friends new and old is a highlighted theme now and will continue for the next several weeks. Honouring yours and their individuality is featured. There is a dash of sentimentality in the mix yet dreams of a more fulfilling future are prominent. Letting go and moving on is paramount, yet it may take until spring anyway before old attachments are released.
Opportunities to get some extra attention are available now. Your ideals are at a peak and you are in a revolutionary mood. Still, you realize the importance of diplomacy as well. How to win the hearts, minds and support of others is a central question. An emphasis on honesty and higher principles may not be ‘liked’ by some but will win the respect of many.
Inspirations to broaden your horizons are coming through. Travel, culture, adventure or at least intellectual stimulation will satisfy your appetite. In the bigger picture, previously hidden facets of your character require your attention and conscious integration. To fully access this divine download, you may have to take a few risks backed by a bigger leap of faith.
Digging deep beneath the surface you are searching for hidden riches. Generally, the raw materials must be processed to gain full access to the pure substances desired. Spiritual alchemists assert the value of techniques and processes that replace low states of consciousness with higher. Whatever constitutes your hidden wealth, accessing it is a priority now.
A focus on health will now yield some attention to cultivating harmony in relationships. Quality time shared will remind you of the value of fun, games and play. This can produce a lighter mood allowing your confidence to flow more freely. Interesting people are interested and intimacy deepens when we genuinely acknowledge others and socially engage cooperatively.
An improvement oriented and innovative cycle is on the rise. The quality of your lifestyle and diet, usual approach and attitude, will undergo critical review. Significant others will push, offer advice and coach you, yet only you can follow through. For wisdom’s sake and out of respect for yourself and those who care, make the extra effort to be aware.

A playful mood prevails. Yet, the need to balance it with a more industrious approach is surfacing. Tuning-in and yielding to this impulse will flow naturally. You will make the extra effort if it affords more playtime. This may well include an escape to some sunny paradise, or at least the desire to do so. If you do get away, however, pay extra attention to stay healthy.
The urge to create an entirely different quality of life is spurring you onward. A lifestyle that supports and fosters your sense of individuality is foremost on your mind. To be creative is to be healthy is to be creative…, is an apt motto. How can you have it all? You are willing to gamble, take risks and project a vision that you can. Whatever it takes!
Your social network continues to expand, or at least the desire for it. Yet, there is a price. It includes making needed changes. In turn, these imply living a healthier lifestyle. Your own bodily needs and/or mental and emotional states may be the messenger. This can begin by clearing the clutter, from your home, your mind and your emotional body.
Circumstances are pushing you to get clear on what is truly important. Your focus is upon both the short and the long-term. On both fronts your financial health and sense of progress is important. In the shorter term you may feel the itch for a brief escape from the usual routine. If only you could feel at peace enough to relax. Direct your imagination to work for you.
The green light to enter new territory is on. It is as though wings have suddenly sprung from your back. Yet, it does take courage to fly. As much as new places without will satisfy, your deeper need is for inner peace and solace. This is a call to venture out for the sake of spiritual retreat. Sometimes we ‘got to get out to go in’ and the light will not get any greener…
Sometimes we have to do inner work so that the outer path is clear. This inner work may include literal work done behind the scenes, so both apply. Clearing doubt, hesitation and confusion are examples of the inner work. Making deliberate efforts to prepare the way is the outer work. Be the administrator of your dreams and gather and organize tools, materials, resources and key connections.

Shred the Love has successful fundraiser at Red Mountain Arne Petryshen West Kootenay Advertiser
Red Resort had a special occasion Saturday when it hosted the Shred the Love benefit. The event was a fundraiser for Boarding for Breast Cancer (B4BC), a non-profit dedicated to providing education, prevention and support programs for young people on the subject, and raised over $5,000 for the cause. Sponsored by The North Face, the event saw half of the day’s lift ticket revenue going to B4BC’s initiatives. Musician Allen Stone played a special concert in Rafter’s early in the evening, which packed the bar to its 240 person capacity. which is a huge venue near Los Angeles. Stone seemed quite content playing the smaller venue at Red. Activities at Red during the day included ski and snowboard demos as well as breast cancer screening information booths. Top skiers and snowboarders Megan Pischke, Kendra Starr and Kasha Rigby were also in attendance. Shred the Love was open to all who wanted to help raise funds for a cause by skiing at Red that day. The event also included raffles of ski and snowboard gear and drink specials in Rafters, which helped to raise funds as well. Boarding for Breast Cancer co-founder Lisa Hudson helped start the organization back in 1996 after one of her colleagues died of breast cancer due to complications from delayed detection. “We started this to educate young women and men about the importance of early
