RCMP Sgt. charged with fraud An RCMP officer from Alberta who was supposed to come to Port Alberni as the new detachment commander last year has been charged with fraud and breach of trust. RCMP Sgt. Jim Martin was appointed RCMP SGT. in February JIM MARTIN 2012 as Port Alberni’s new inspector and it was announced he was to join the detachment in April or May. His appointment quietly went away in March, and all the local RCMP would say is that plans had changed. Alberta news agencies reported on Tuesday that Martin, of Spruce Grove, Alta., has been charged with two counts of fraud and two counts of breach of trust. He is accused of using RCMP credit cards to buy items totalling about $1,000 for personal use. Martin was the acting detachment commander in Mayerthorpe, Alta., on March 3, 2005 when four RCMP officers were shot to death at a farm by gunman James Roszko, who later killed himself. f you own a residence in the Alberni Clayoquot Regional District, Lori Wilson could give you the exact plotted coordinates of your lot. Wilson has been the mapping and computer technician for the ARCD for more than 13 years. She maps properties in the ACRD and documents topography, infrastructure and property-related information. The mapping information is used by the public, ACRD planning department and other governmental agencies. Mapping is an inexact science that technicians like Wilson try and make as exact as possible. “‘A map is a reconciliation of errors.’ I heard this at a conference many years ago,” Wilson said. “You try and make everything fit together and it’s not perfect.” A map is visual representation of an area that shows various physical features, Wilson said. “But it can be anything you want it to be.” Maps can show property lines, boundaries, sensitive habitat, as well as lakes, rivers, streams and water courses, Wilson said. “Those are all tools that our planning department uses.”

The married mother of two’s journey to working with maps is something of a road-map itself. She didn’t know what she wanted to do after she graduated from high school in Alberta. She worked for five years before deciding to take industrial drafting at Kwantlen College in
Vancouver. Wilson then worked as a draftsman at McGill Engineering for 10 years before taking her position at the ACRD in 2000. Mapping is a natural extension of her drafting background, she said. “A lot of it is plotting survey data, which were skills I already had.”
Most people are familiar with Google map but its high-tech appearance belies the fact that it may not be updated, Wilson said. “Our mapping serves very specific needs and has a different focus,” she explained. With the click of a mouse Wilson calls up a map using the program AutoCAD on one of her two computer screens. Choosing a random property, Wilson can see the area, land distribution, roll number and other information. Wilson can make maps for display purposes or for Official Community Plan zoning, as well as for other purposes, she said. To make a map Wilson first gets data, usually from a survey plan. Some of the data can be as old as from 1910 but it’s still legal, she said. There are some things that people don’t realize when they are looking at a map. There are
usually small margins of error and that the more accurate the map, the more it costs to make. Mapping conventions have changed with computer mapping versus hand drawn maps. Fonts used in mapping now have displaced drawing lines of various thickness, each with its own meaning. Font sizes used to denote things like population density and water stream data, but that’s fading, Wilson said. “Digital mapping hasn’t adhered to those conventions as much. It’s a free-for-all in some regards.” One piece of technology that Wilson uses is a Trimble, or mapping GPS. The unit fits in a backpack with an antenna jutting out of it, and also uses a hand-held computer. The antenna receives satellite signals that tell it “I am here” and triangulates it. Once the signal is confirmed to be received, a line or position is then plotted. Wilson recently used a Trimble to locate underground infrastructure when playground equipment was installed at a Sproat Lake park. As well, she used it in 2011 to locate water meter boxes and document where various infrastructure was, she said.

Parents and teachers at Alberni Elementary School say the school’s French Immersion program is under threat by a proposed school closure in the district.
Pamela Chandler, a teacher in the district, circulated an e-mail on Monday asking people to come out to the public meeting at Alberni Elem. on Tuesday, Feb. 5 and speak up in defence of
the French Immersion program. “They will not listen to staff, only the parents and students, and the decision is up to the trustees who will be there waiting to see the turnout,” she wrote. Chandler declined a further interview with the News. A spokesperson
from Canadian Parents for French, the parent advisory council for the French Immersion program, referred any comment to Chandler. In her e-mail Chandler alludes to the French Immersion program being moved from Alberni Elementary to Maquinna
Elementary School across town, noting that as part of pending transportation cuts, students will not be bused. She also said the Strong Start Centre and community school could be closed. Also, that the on-site daycare will be
moved along with the Francophone school, but no destination is given. The French Immersion program has been centrally located for 27 years, and it only works if it is accessible to all families in the community, Chandler wrote. Continued / 11

COURTENAY — Some Comox Valley residents might be voting in the same federal riding as Port Alberni if an electoral boundary redistribution report is approved by Members of Parliament. The report, released Monday and prepared by a three-person electoral commission, proposed a variety of changes for the province, with one recommendation of splitting the Comox Valley into two ridings. That would increase Vancouver Island ridings to seven from six. The change would see Comox included with the Vancouver Island North riding, while the City of Courtenay would join a redesigned Courtenay-Alberni riding. It would also see

Kimberly’s Law a good first start We applaud the family of Kimberly Proctor for standing up for change, knowing that doing so would thrust the tragic and painful case of their daughter’s murder back into the spotlight. We are reminded of the efforts of Grant De Patie’s parents. Their lobbying for new regulations to protect late-night service station workers, prompted by their son’s death in 2005 as he tried to stop a gasoline thief in Maple Ridge, led to Grant’s Law, which ultimately mandated pre-payment for gas transactions. Kimberly’s Law calls for a cluster of proposals, including changes to the federal Young Offender’s Act and a national strategy to single out youth with possible violent tendencies and steer them toward support. Some of the lawyer-reviewed proposals have merit, such as the creation of specific protocols that would allow schools to more quickly identify individuals who show potential for threatening or dangerous behaviour. Others seem unenforceable, such as making parents financially responsible for the human damages caused by their children, in cases of murders committed by youth. Civil court already provides a venue to dispute instances of personal loss. While another proposal, the bumping up of youth to adult court for both murder trials and sentencing, makes sense, it would not jive with the financial liability request. How can we make parents responsible for the actions of their “adult” children? Kimberly’s Law involves many jurisdictions and authorities. Therefore, the chances of it proceeding as written are very slim indeed. But as with any piece of legislation, it takes time to hammer out the best workable solution, one that will have a lasting effect. — Goldstream News Gazette

This ritual combat went on through Social Credit and NDP governments too. Premier Christy Clark opened the new season with her promised pitch to restructure bargaining. It suggested splitting up bargaining into traditional wage and benefit talks, and a separate table and fund for classroom size and support. Cast in her familiar role of the sullen, rebellious
teenager, BCTF president Susan Lambert staged a news conference to distort and mock the government’s offer. A 10-year deal if we give up bargaining wages and classroom conditions? “Ludicrous.” What’s ludicrous is her characterization of a formula to link teacher pay to nurses, postsecondary faculty and other government workers. Nurses are renowned for getting raises when no one else does, so this should be an opportunity for these powerful unions to co-ordinate. But the BCTF can’t get along with other unions any more than it can negotiate with any discernible competence. Lambert falsely claimed there was no consultation on the proposal. This reminded me how she low-balled the costs of
her union’s demands by hundreds of millions during what passed for negotiations in last year’s strike season. Behind the scenes, the BCTF executive and the school district bargaining agent had just settled on a mutual costing model. What this means is the school districts, which have to make payroll and balance budgets, have convinced the BCTF to stop misrepresenting costs. I’ll believe that when I see it. Before Education Minister Don McRae had even spoken, BCTF vicepresident Glen Hansman was growling his reply on Twitter: See you in court. That message presumably also goes for premierin-waiting Adrian Dix, unless he replaces the hated B.C. Liberals in May, then quickly kneels before the BCTF and extends the key to the provincial

Teachers talk contract tactics From / A8 It wasn’t the blindingly obvious fact that every other public sector union had already taken two zeroes. It was strictly tactics. The delay sets up the latest rematch of these old warriors in the spring election. The plan is to get the dreaded B.C. Liberals out and then start working over the weaker, more uniondependent NDP. That’s who caved in earlier and gave the
BCTF broad control over staffing levels, the proverbial key to the treasury. Along with basic math and economics, a point the BCTF seems unable to grasp is that its strategy is self-defeating. Mailbag: Feedback on proposed school closure in SD70 ‘Closure’ mired in confusion To the Editor, Due to an annual budgetary shortfall of over $400,000, School District 70 plans to end VAST’s lease for a saving of $110,000 and close a school for a saving of $300,000. The district appears to favour placing VAST students in Wood Elementary and moving the elementary school students elsewhere. Change of use, however, isn’t a school closure and won’t save $300,000. So in all likelihood, another school will have to be closed. Gill? John Howitt? So far, obfuscation of the issues is all we’ve heard from the district. Ineptness also comes to mind. Closing Wood is bad planning To the Editor, We need to be aware of how closing Wood Elementary School will affect the community as a whole. The community would be well advised to take into consideration what the repercussions of closing the only
central elementary school will be and the detrimental effects on our young and to future developments. Wood school served as an anchor for development in that area. It spends zero transportation dollars and will help ensure future developments are successful. Our Official Community Plan states that future residential is earmarked in behind the hospital (south of Westhaven) and northeast of Burde Street. If development lands on the former high school site on Burde is desired for future residential, then this makes an elementary school a necessity to keep in order for development to succeed. Families don’t put down roots for alternative education. They seek out an elementary school first and foremost. Arguments used in securing Alberni District Secondary School to the Echo area were tied in with what is currently in the area. Shared programs between the high school and the elementary have yet to be fully realized. The ministry is also expected to allocate capital fundings

Wood school would be looked upon by the ministry to gain capital monies to expand and bring more of our children onto this highway of learning and from our aging schools. Deleting the school goes against every trend of smart community planning, long-term transportation cost savings, co-location of parklands and community shared centres. Parents must speak up To the Editor, School District 70 is in the difficult position of potentially closing a school.
There will be three meetings for the public to attend, the final one being at Wood School on Thursday, Feb. 7 at 7 p.m. Wood School is the only public elementary school in Central Port Alberni. It is in a prime location surrounded by the multiplex, library, pool, museum, etc. When making their argument for the location of the new Alberni District Secondary School, the board made it clear that this is a prime location for a school. But, now it is one of the schools that the district may close. We would like to see the board stick to their own beliefs and keep the school open for the reasons they pointed out. Wood students regularly use the neighbouring facilities, with no busing costs to the district. Closing Wood would also have a large negative impact on more than just the school kids and families. When young families move to our town, they most likely look for a neighbourhood with a school close by. With Wood closed,
there would be no elementary schools between Rogers and Dry creeks, leaving Central Port as a location that young families wouldn’t choose to move into. If families can’t find a home close to a school in a neighbourhood like the Echo Area, they may opt for another town altogether. There are more than 400 apartments within two kilometres of Wood school, without Wood, these families would also be left with nothing. Central Port is ranked lowest on the EDI (Early Development Instrument) scale. It has been shown that a low EDI score can have a large effect on learning. Making some of the most vulnerable kids walk across town to get to school will not help in their most important educational years. It would be nice to not have any schools close, but there are better choices if it has to be done. North Port has three schools, South Port has two, but Central Port only has one left. A young Christian man was planning to go for the summer to work at a logging camp in Northern B.C. His friends wondered how he would make out there because it was known as a particularly rough camp. After the summer was over and he got home, they asked him how difficult it was. He said it was no problem, they never found out that he was a Christian. It seems that people who don’t believe in God are usually very open about their beliefs or lack of them, while Christians often are so shy to speak about their faith. I like what one Christian writer said. She suggested that we should be able to speak about Christ and our trust in Him as as freely as we talk about sports, our gardens, or the weather.

Thousands of old rubber tires at an abandoned recycling plant on Crown land in Port Alberni have been recycled in the first of a two-phased cleanup. A tour of the provincially owned site by Tseshaht First Nation and provincial government officials revealed that the tire piles that choked the area last August are for the most part gone. “It’s such a huge feeling of satisfaction knowing that there has been progress made on this,” Tseshaht chief operating officer Cindy Stern said. “And we’re encouraged that the commitment is there to continue the work.” More than 4,200 tires deemed recyclable

tires that aren’t recyclable because of their size and steel content so they’ll be left on the site. Phase two of the project will see them used to construct a berm covered by dirt that will ring the fourhectare site, Ministry of Forests and Lands spokesperson Myles Mana said. A third class of
medium-size tires also isn’t recyclable, and will soon be made available to the public for small projects. A stand of small alder trees was also cut down, chipped, and sold to Catalyst. The province picked up $25,000 of the $75,000 tab to complete the first phase of the project while Tire Stewardship BC paid the balance. Phase two is expected to cost approximately $100,000, Mana said. The facility was created in the 1990s. The property is the responsibility of the Ministry of Forest and Lands but cleanup was the responsibility of the former leaseholder, who no one was able to track down. The plant sat abandoned for 20 years before it was dealt with. According

to Mana, the sheer size of the cleanup and lack of facilities with the technology and capacity to deal with it was the chief reason why. The province was working on a plan to deal with it, Mana said. Those plans were fast-tracked after Tseshaht Chief Councillor Hugh Braker brought the issue to public light last summer. Tire Stewardship BC became involved in the issue after reading news stories about the site in August. One of the chief concerns about the site was the potential for pollution from the tires. A University of Alberta professor alleviated those concerns with studies he’d done on the
subject. “Even if tires are under water the leeching is minimal, and above the water there is virtually nothing,” Mana said. The next step after the project is completed is deciding what will be done with the site, which is zoned for heavy industrial use by the Alberni-Clayoquot Regional District. Tseshaht members previously considered using the site to stored equipment from their logging business and using the building as a shop, or even using it as a dryland sort. The nation has a land notification on the site indicating an interest for economic development use.

in need of care and socializing, thus becoming the first intermediate care home in the Alberni Valley. But most importantly, the empty building was transformed into a home in which tenants became actively involved in the decisions that affect their lives; fulfilling their desire to continue playing

The philosophical mission of the home was to focus on wellness rather than sickness. “These concepts are still in effect, despite the changes in the status of many seniors who live here now,” says Leanna Fines, Director

of Residential and Community Programs. Fines is responsible for the creation of programs, activities and residents’ wellbeing at both Fir Park Village and Echo Village. She has been responsible for the creation and implementation of such programs for the past eight years. Fines says that with the changes in the residents’ population, the programs have also had to be adapted, especially due to the fact that a large percentage of the residents are affected by some type of dementia. “Our programs used to be entertainment with large attendances, but gradually we began working with smaller groups—four to eight people—and one on one. “We now have what we call Snoezelen, which is a controlled multisensory environment (MSE) therapy for people with disabilities,” she adds. The BC Coroner’s Service has identified the victim in a twovehicle crash on Hwy. 4 on Jan. 25 as Jaspreet Parmar, 25, of Nanaimo. Parmar died after the cube van he was driving collided with a BC Hydro truck atop the Hump around 1:20 p.m. Officers from the RCMP traffic collision department are still investigating the accident. But early indications are that Parmar’s vehicle was on the wrong side of the centre line when

Care Society, which also offers an adult day care program for seniors who still live in their homes but are in need of social programs and companionship. “The adult day care has always been a good addition to Fir Park,” Fines says. “Its participants benefit from some of the regular activities offered to the residents, but at the same time they can take part in their own group activities that would suit their needs. “We have between 25 and 27 participants in the program. I would like to see it grow, because there is a need for this type of service to seniors in the community.” The adult day care (formerly called “Care and Share Program”), which also offers bath services, began functioning in June 1981, six months after the opening of Fir Park Village. An important component of Fir Park Village is the role of the Residents Society, established in 1982. Each resident is a member of the society, run by a Residents Council, whose members meet regularly to talk about their home, to voice their concerns and to discuss ways to raise funds for their causes. “It’s an active group, which acts as a ‘customer service’ monitor, including food service,” Fines says. The Residents Council has raised funds for various items, over the years, like the construction of the front lawn gazebo. In addition, the council assists with the funding of a number of activities and bus trips, helps maintain and inspect the bus. The two homes count on a caring group of men and women, members of the staff, plus hundreds of volunteers and by the support from their board of directors and executive director, Barb Stevenson, and by the Fir Park Village/Echo Village Foundation, a nonprofit Society, led by its president, Jack Buffie.

Alberni shines in Campbell River Wrestling teams from AW Neill, EJ Dunn, and Alberni District Secondary were in Campbell River Saturday to compete in the Campbell River Invitational. In the team standings EJ Dunn Middle School Seahawks were second overall in the Junior Girls Division (Grade 7 – 9) and finished third overall in the Junior Boys Division. AW Neill junior boys finished second overall. The Dunn girls were led by the gold medal performance of Aleadra Flaro(40kg). Kalissa Montgomery (43kg), Summer Wass (51kg) and Grace Deutsch (64kg). Each lost to only one opponent to win the silver medals in their weight classes. Third place went to Queenie Zhang (51 kg) and Kylea Anderson (54kg). Trenton Vanderkooi (70 kg) led the way for the Dunn boys claiming gold in his weight class. Trevor Barker (32kg), Aaron Badovinac (54kg) and

The Alberni Valley Bulldogs have made an addition to hockey operations and he’s the kind of guy who likes to do things by the numbers. Team officials announced that Dan Tisserand has been hired as the team’s official statistician. “Dan’s attention to detail and ability to keep track of a high volume of data is very impressive and will be very helpful to the coaches,” said assistant coach and assistant director of hockey operations Adam Hayduk. Tisserand will provide Bulldogs coaching staff with player and team statistics including season totals for each game. He replaces players who are out of the lineup, who have thus far been called on to keep stats. Tisserand and his wife live in Nanaimo but he is no stranger to the Alberni Valley.

From / A7 Obesity and childhood rates of diseases not usually seen in children, such as diabetes, have increased dramatically over the last 15 years, coinciding with an increasing dependence on computers, smartphones and televisions to provide education, information and entertainment. “This is the first generation in which parents may outlive their children—this is a huge wake-up call,” Manson said. To that end, a new mandate for elementary schools across B.C., including this school district, will include a halfhour per school day of physical activity, including work on endurance, flexibility and strength. Children enter school with the goal of graduating and moving on to a successful career. In Port Alberni, fewer adults have attained post-secondary education, which is one of the main indicators of future career success and financial security. Just 49.9 per cent of adults have attained post-secondary education compared with 62.8 per cent in B.C. and 61.7 per cent in VIHA. “Our mission is that all children graduate,” said SD 70 superintendent Cam Pinkerton. Grad rates are statistically complex. For example, 93 per cent of students who begin Grade 12 in an SD 70 school finish successfully. “The challenge is to get them to Grade 12,” Pinkerton said. The district’s completion rate— the percentage of students who begin and successfully graduate from high school within a sixyear time span—is 67 per cent overall and 37 per cent for Aboriginal students. “But the trend [for aboriginal students] is up.” Pinkerton explained. “It was nine per cent about 15 years ago.”
HEALTH He added when the six-year time frame is eliminated, and students who eventually return to school, either to regular classrooms or specialty programs such as those offered by VAST are taken into account, the completion rate rises to 88 per cent—80 per cent for Aboriginal students. Pinkerton said some students simply do not perform well in mainstream school environments. Others hit roadblocks, such as having children or struggling with physical and/or emotional issues. “If you have heard the graduation speech of a student who

grads after 10 years, you would know the impact,” Pinkerton said. “There has to be a recognition of that.” He added the Ministry of Education is, for the first time, working to change how it measures educational success and how children are educated. Personalized learning for the 21st century will incorporate the interests of students and project-based learning. It focuses more on the needs and interests of the student without sacrificing foundational skills.
