Rimbey, Sylvan Lake donations ruled illegal By Paul Cowley Red Deer Advocate Rimbey and Sylvan Lake have been identified as making illegal campaign donations in a report posted by Elections Alberta. Sylvan Lake was singled out in the report posted on Feb. 1 for making a direct contribution of $640 to the InnisfailSylvan Lake Progressive Conservative Constituency Association. The town broke rules in September 2010 by waiving the normal rental fee for a facility used for a fundraising function. Elections Alberta issued a $160 administrative penalty against the town and the constituency association was ordered to repay the $640. Mayor Susan Samson said the town’s community centre was used free of charge during a fundraising ball tournament for then-MLA Luke Ouellette. In Rimbey’s case, indirect contributions of $850 were made when two tickets to the premier’s fundraising dinner

in Edmonton were reimbursed in May 2010. Under Elections Alberta rules, any reimbursement over $25 is considered an indirect contribution. A $2,12.50 administrative penalty was issued to the town and the Progressive Conservative Party was ordered to return the contribution. Political contributions were a hot municipal election issue in Rimbey in 2010. Wildrose MLA Joe Anglin, then a member of the Rimbey Ratepayers Association, claimed the town had covered political contributions totalling about $9,500 between 2006 and 2010 using information accessed under Alberta’s Freedom of Information and Protection of Privacy Legislation. The money came in the form of reimbursements of fees paid by council members and the town’s former chief administrative officer to attend political events, such as dinners and golf tournaments.

Town’s budget shaping up By Amelia Naismith Although nothing’s been finalized with Rimbey’s municipal operating budget, the future is looking bright. “Financially we’re in good shape,” said town CAO Tony Goode. “The surplus is quite large,” added Mayor Sheldon Ibbotson. The proposed budget wasn’t able to be finalized because the town hasn’t yet received its property assessments or the school requisitions. The only requisition received by press time was from the Rimoka Housing Foundation, which increased this year by $262, to $32,502. “Rimoka’s requisition is to provide seniors with housing in the county, the Town of Ponoka and the Town of Rimbey,” said Goode. Also affecting Rimbey’s budget is the provincial budget, which won’t be released until March. Each year the province mandates what municipalities have to collect from the schools, which is then turned over to the province in installments. According to Ibbotson, last year the amount province demanded increased by 10.4 per cent, which increased the town’s municipal tax rate by 2.5 per cent. This concerns Ibbotson for the upcoming year. “I heard them (the

minister of finance) say they wouldn’t do that again, but they said a lot of things.” Without the budget finalized the town can only estimate what property taxes will look like. “We anticipate any tax increase will not exceed 1.5 per cent,” said Ibbotson. However, Ibbotson believes the operating budget will be similar to last year’s. The rate of inflation is less than one per cent and wage inflation is 3.4 per cent. The town is looking at a current debt of approximately $4 million, which Goode and Ibbotson expect to shrink to $3.7 million by the end of the year. At the end of last year the town had reserve funds totaling $1.6 million. “We’re going to be taking some of that reserve fund for capital works,” said Goode. Continued on page 15

Dale Barr, then mayor of Rimbey, said at the time money was paid out inadvertently because of an administrative “oversight” and council had not been aware of any violations. Council and the CAO paid back money they felt should not have been reimbursed under election rules. The controversy led to the resignation of one councillor before the 2010 fall election. Barr and the two other incumbent councillors lost their seats in the vote. Anglin, now Rimbey-Rocky Mountain House-Sundre MLA, said the PC party has a long history of soliciting donations from municipal representatives.

“It’s a big problem in Alberta. There’s been a culture of you have to pay to play with the PC party. In all, chief electoral officer Brian Fjeldheim’s investigation uncovered 45 cases of illegal contributions, all involving either the Tory party or one of its constituency associations. Total donations were more than $20,000, with the largest contribution coming from the Town of Okotoks at $2,550. Under the Election Accountability Amendment Act, Fjeldheim could release details of violations only as far back as December 2009, although Opposition parties had called for a full list of infractions dating back to 2004. Anglin predicted there are further revelations to come. “I think there will be more to follow on this.” PC Alberta confirmed last week that it reimbursed the questionable donations, “despite the fact each donation was received from individual donors at the time in full compliance with donation rules and limits. “To be clear, the PC party did not accept money from prohibited entities,” says Jim McCormick, PCAA president, in a statement. “Rather, the donations in question were all received from individuals, who later sought reimbursement from a prohibited corporation. The PC party had no conceivable way of knowing that would happen, long after we received the personal donations.”

I came home from work the other day to find my husband sitting all smug and smiling at the kitchen table. I immediately surmised he had had a really good day, while I had been out in the workforce doing workforcelike things — which Treena Mielke inevitably result in exOn The Other Side haustion and overall grouchiness. And so I glared at him for both of the above reasons. “I saw Ben and Dylan today,” he said smugly. Being a working grandma means time spent with the grandchildren is a limited commodity and I became instantly jealous as well as grouchy. “Lucky you,” I said, meaning it. “It’s this Facetime thing,” he said proudly, showing me how he could make the little boys’ faces appear on his IPad just like they were really there. And he could talk to them and they could talk back, at least they could, except at least one of them has a vocabulary pretty much limited to “Hi and Bye.” But, so what? The words don’t matter, anyway. Just seeing his little face and watching him smack a ball with his miniature hockey stick is worth a million words. And, I have now discovered seeing him, or any of the little munchkins on face time, evokes a warm, mushy, happy feeling. A hot chocolate with marshmallows or eating chocolate chip cookies with extra chocolate chips kind of feeling, like the world is really a good, nice place, and, for a brief, magical moment at least, there are no bad guys out there. I discovered Facetime only a couple days ago. Yesterday, my young reporter friend told me my cellphone, as well, has multiple uses that I should tap into. It can take pictures. It can record people’s voices. It can send and receive emails. “You just need the right app”, he said. “No kidding,” I replied, feeling about 200 years old. I already know some stuff my cellphone can do. It can shatter the sounds of serious negotiations and important quotable quotes in meetings bringing unwelcome attention to reporters such as I who would be better to be neither seen nor heard when it rings unexpectedly. It can act as an alarm clock piercing the veil of fluffy, happy dreams where all food is calorie free and butterflies and music and flowers are all over the place. It can mysteriously disappear in purses and under car seats especially when the ringer is on silent and it is dark and cold out and your keys are missing as well. But, overall, cellphones are part of a technology affords us many opportunities to expand our horizons and grow and learn and become savvy in ways we never imagined. And I am grateful to be part of the learning curve to make this happen. But, sometimes, in spite of myself I find myself slipping back to the old ways and the old days when a phone was a phone, and a letter in the mailbox was an unexpected and delightful gift and when you wanted to see a special someone, you had to get in your car and drive there. And, of course, get a hug when you arrived. That’s the best part.

Iceland, EU in fishing war It’s hard enough to manage a fishery stock sustainably when the fish stay put. Once they start moving around, it’s almost impossible. That’s why the European Union and Iceland are heading into a mackerel war. It’s a foretaste of things to come, as warming oceans cause ocean fish to migrate to stay in their temperature comfort zones. The conflict this time is quite different from the “cod wars” between Iceland and Britain in 1958 and in the early 1970s, as Iceland progressively extended its maritime boundaries to save its cod stocks from over-fishing by British trawlers. Back then, Icelanders were indisputably in the right. If they hadn’t acted decisively, their codfish would have gone the way of what was once the world’s richest cod fishery, on the Grand Banks of Newfoundland. But Icelanders are not saints, and this time they are in the wrong. Mackerel, a smaller relative of tuna, is much in demand in Europe, and it has become a mainstay of the British, Dutch and Scandinavian fishing fleets. The European countries know that the mackerel stock is being over-fished, and in recent years they have set quotas for the Total Allowable Catch. But last month the Marine Conservation Society removed mackerel from its “(safe) fish to eat” list anyway. Bernadette Clarke, fisheries officer at the MCS, explained that “the stock has moved into Icelandic and Faeroese waters, probably following their prey of small fish, crustaceans and squid. As a result, both countries have begun to fish more mackerel...The total catch is now far in excess of what has been scientifically recommended.” What has happened is that global warming caused most of the mackerel to move northwest to the cooler waters around Iceland in the summer — and Iceland began fishing them heavily. Moreover,

it unilaterally decided its own “quota” without any agreement with the traditional big European players

in the mackerel fishery. Last year scientists advised a total catch of no more than 639,000 tonnes of mackerel by the EU countries, Norway, Iceland and Russia. However, about 932,000 tonnes was caught — 307,000 tonnes more than was safe. And nearly half of that excess was down to the Icelanders, who caught almost no mackerel 10 years ago. Icelandic Industry Minister Steingrimur Sigfusson told the Scottish Sunday Express: “In the summer you can see mackerel jumping on the water at the harbour, which is something new for us....Our catch will be above the scientific advice but all I am willing to say is we will be as responsible as our situation allows us to be.” Loosely translated, that means that Iceland wants a much bigger share of the Total Allowable Catch because it now has most of the mackerel in the summer, while the countries that traditionally fished the mackerel are fighting to hold on to their old quotas. “We will be as responsible as our situation allows us to be” could also be the slogan of the EU countries — and it isn’t responsible at all. Maybe they’ll all see the light before they fish the mackerel out but the European Union is now muttering about sanctions and Icelanders don’t respond well to outside pressure. So there may not be a deal. Goodbye, mackerel. The problem is not really greedy Icelanders or stubborn British. It is climate change. And we will see many more disputes like this as the warming proceeds and fish stocks dwindle. Gwynne Dyer is an independent journalist whose articles are published in 45 countries.

Library deal for $1 doesn’t make sense Dear Editor: As the MLA for Rimbey–Rocky Mountain House–Sundre, the issue of whether the Town of Rimbey should fund the expansion of the Rimbey Public Library is the sole jurisdiction of the town council. As the MLA for the community I would be negligent if I didn’t correct some misinformation. Also, as a tax-paying citizen living in Rimbey it would be irresponsible of me to remain silent over the issue of selling a major town asset for a dollar. The Alberta Public Library Standards sets 1,500 square feet as the minimum floor space required to provide essential services to a town the size of Rimbey – not 6,500 square feet as published in the newspaper. Rimbey’s library currently has between 2,300 and 2,800 square feet of floor space, which is more than adequate to provide essential services according to the current standards. Also, when considering both floor space and essential library services, the library board must take into consideration adjacent institutions. In Rimbey’s example, there are at least three other libraries located nearby, one at the high school, another at the elementary school, and still one more at the Bluffton School. When considering programs for the community, the Alberta Public Library Standards mandate the library board work with agencies such as FCSS to provide those programs in an efficient and economical manner. Other institutions do have qualified staff and they have the ability to acquire funding for programs. The Rimbey Public Library does not have to assume responsibility and the financial burden to provide all the programming to the community. The town council’s representative on the library board should have brought this information to the town council for their consideration before they made their decision. Why this information was not considered needs to be questioned. Rimbey town council’s decision to

sell the town’s office building (a major town asset that qualifies as prime commercial real estate) for $1 to the library board has implications. The Municipal Government Act (MGA) and the provincial regulations do set a limit on a community’s ability to borrow money based only on its tax base, however that may change very soon. The MGA is currently under review, and this issue of a community’s ability to borrow money has already surfaced at the legislature, and will come up for discussion — as I think it should. There are many MLAs that firmly believe that a community’s assets should also factor into its ability to borrow and service debt, it’s only logical. More importantly than debt, the solvency of a community is calculated no differently than the private sector; it is based on the total assets of the community. Rimbey currently carries a significant debt load for a community of its size, and divesting itself of a major asset for less than market value makes Rimbey just that much less solvent. I would like to think this council took this into consideration before they made their decision to divest the town of a major asset. The rationale that council is going to retain a right of first refusal to purchase the building back for a $1 is little consolation for the taxpayers of Rimbey. The library board or the provincial government (library boards are a creation of provincial legislation) could easily mortgage or have a lien placed on the building for $500,000. The building is worth considerably more and it is no secret the provincial government intends to borrow money to finance their spending. Retaining the right to possibly purchase a $500,000 mortgage or a lien for a $1 makes as much sense as selling a $500,000 building for a $1. There are better ways for council to deal with this issue. It may make more sense to lease the property and retain ownership of the asset. Joe Anglin

MLA demands AUC details The Alberta Utilities Commission (AUC) should disclose all available details on the costs that power companies will be recapturing from consumers with the pending decision to lift the freeze on non-energy costs, said Wildrose utilities critic Joe Anglin. In a letter to Energy Minister Ken Hughes, Anglin, MLA for RimbeyRocky Mountain House-Sundre, called for clarity on the government’s motivation in freezing the non-energy ancillary fee portion of power bills. Anglin suggested the freeze was made for political reasons and that the government might be concerned about the political costs of lifting the freeze. “To assuage the fears of Alber-

tans that the political costs of the government’s freezing of power bills in the lead up to the last election will not be foisted on the ratepayers of tomorrow, I call on you to have the AUC disclose all the details on the costs that power companies will be attempting to recapture with the upcoming bill increases,” Anglin argued. The AUC plans to amortize the transmission construction costs for the unnecessary Bill 50 transmission lines over generations, he added. “Detailing all the costs before the amortization decision is made will allow Albertans to judge which factors went into the AUC’s decision and in my opinion will lead to a better, more transparent and accountable decision.”

Drivers, fans enjoy Rimbey’s annual cutter parade By Amelia Naismith With near perfect weather and 29 entrees, Rimbey’s Sleigh, Wagon and Saddle Club’s annual Cutter Parade was a hit with spectators and entrants. “There was really good weather,” said vicepresident Darren Fischer. “There was a lot of people, the stands were really full.” “The crowd was really hard on donuts, they ate 22 dozen” he added with laugh. “Everything was good.” Fischer says although the club hasn’t decided on which one, the money raised at the parade’s silent auction will once again be donated to an organization within the community. Entrant Del Fox also appreciated the good weather. Fox’s been involved with the Rimbey Cutter Parade for the last three or four years and is always looking forward to it. “You have a really good do up there; it’s very enjoyable. We always pack a few friends along,” Fox was interested in driving horses but didn’t start until seven years ago. “I always wanted to but I lived in the city. I love driving horses.” This year Fox had two teams of Fjord ponies in the parade. “I love them, they’re the nicest horse there is.” In addition to participating in the Rimbey Cutter Parade each year, Fox attends five to six similar events yearly and is a member of the

West Country Harness Club. Fox loves living in rural Alberta for the lifestyle; he’s retired and “loving every minute of it.” “I hope I get to do it for a few more years,” he said, referring to Rimbey’s parade.

Junior teams crush competition By Amelia Naismith Rimbey’s junior B basketball teams claimed substantial victories during their games against Lacombe’s Terrace Ridge Hawks on Feb. 4 The girls won 24-3 and the boys 61-14. Rachel Hudson, coach of both teams, says scores like this aren’t typical for either team. There have been some close games and large loses on their part. Because of the large leads Rimbey took, Hudson said sportsmanship became an essential part of the games. “In our game sportsmanship is really important. We like to enter the court with dignity, and leave with dignity.” Hudson says her teams are usually required to pass

at least four times before making a basket, including during breakaways. This helps large leads from forming. However, both the boys and girls came together and performed well as team units. Hudson said the boys, who aren’t consistently good shots, were making every basket. “I think they played good. They’re very tough,” said Hudson, referring to the girls. “They have good defense, and passing.” The boys also pass well. Hudson says everyone was included in the plays rather than the one in control of the ball passing to a friend every time. “I think it’s just experience. I think it’s the way the way the kids came together as a team,” said Hudson to explain the teams’ wins.

Girls finish third in hometown tournament By Amelia Naismith After losing a game and having to come from behind the pack, Rimbey’s junior A girls were able to finish third in a recent tournament. The Rimbey Spartans lost their second game of the tournament to Bluffton, and then lost again to the same team in the semifinals. “The girls played awesome. They did an awesome job, it was a spectacular sight,” said team manager Karen Skeels. Over the course of the two-day tournament, Rimbey played five games, some of them back to back. The rigorous pace was a factor in their second loss against Bluffton. “It was good, they played a lot of basketball in two days,” said Skeels. “We can compete with Bluffton . . . When you’re competing with Bluffton you want all your ducks in a row, you want to be fresh,” she added. Another factor in the team’s

third-place finish was the young age of many of their players. “Bluffton and Bentley (who finish second) are strong. They have a fair number of Grade 9 (players),” said coach Dean Cameron. Rimbey has only four Grade 9 players and the rest are in Grade 8. “We have a young team,” said Cameron. However, he feels the girls were able to keep up with the stronger teams and each Spartans player had her own strong moment on the court, which was a highlight for him. “They played three games in six hours and they were still competitive; it was pretty good.” The girls won their three other games, including one against the Blackfalds Storm, which they won 44-20. Cameron says the girls are busy preparing for a tournament in Pigeon Lake at the end of February, as well as provincials.

Town wants debt reduced Continued from page 3 They expect to leave $1.5 million in the reserve fund. “That’s our best guesstimate,” said Goode, since capital tenders can be higher or lower than expected. The projected operating revenue for 2013 is $5,647,174, with the projected expenses of $4,789,711. From that surplus the town will make their payments of $369,201, leaving a total surplus of $488,262. “That amount will be put into reserves for future expenditures,” said Goode. He and Ibbotson want Rimbey to become more self-reliant incase there isn’t as much government money available. “There’s lots of speculation on whether those (government grants) are going to be phased out or downsized because of the government’s financial situation,” Goode added. Each municipality is allowed a debt limit of 1.5 times its income. Rimbey sits at 55 per cent of that limit; the provincial average is 20 per cent. However, Rimbey isn’t the only municipality sitting high. Ibbotson says both Calgary and Wetaskiwin are too. “As a goal we want to reduce our debt.” It was because of the lagoon, the pool and the reservoir that Rimbey’s debt load increased to 55 per cent. “After this year we’ll be below 50 per cent,” said Goode. Also affecting the budget are requests from organizations such as the FCSS, the library, the Rimbey Historical Society and the Beatty House. The town is also in the process of setting up regional bylaw enforcement system with six summer villages. Before the budget is approved there will be a public budget presentation, either at the end of February or early in March. Council will the adopt the budget and calculate the tax rate bylaw before summer.

Elementary school nears fundraising goal By Amelia Naismith Laughter is a valuable fundraising tool. Rimbey Elementary School is $11,670.81 closer to constructing the playground that’s been in the works for the last seven years. Comedy Night in Rimbey featured comedians Kevin McGrath and York Underwood whose talents were put in the spotlight and helped raise money for the playground. ‘They brought in a lot of money, and we had a lot of support from the businesses and the parents,” said

Bobbie Dudenhoeffer, a parent associated with the fundraiser. Underwood was a last minute addition to the program when another comedian cancelled at the last minute. Underwood had researched Rimbey and was able to include attributes about the town into his performance, Dudenhoeffer explained. Headlining act, McGrath was also well received. “Our feedback is everybody thought he was great.” Although the $11,670.81 is down from the $15,000 raised last year, Dudenhoeffer says 150 tickets were sold this year.
