Organizers of a town hall held in the Edmonds community Tuesday night were “thrilled” that it attracted about 170 people. Joyce Rostron, former president of the Edmonds Business and Community Association (EBCA), said the crowd filled the gym at Edmonds school and generated many ideas during the community-building exercise. The meeting was held partly to find new blood and ideas to rejuvenate the flagging EBCA but also to address concerns from residents about the changes being planned in the neighbourhood, where redevelopment of a number of sites is on the horizon, Rostron said. The audience was assured by Burnaby planning staff that there will be public consultations as projects such as redevelopment of the Value Village site move forward. Show inspires Burnaby builder’s passion Mario Bartel

Even if Ken Ross doesn’t win Canada’s Handyman Challenge, he still feels like a winner. Ross, who grew up in Burnaby near Deer Lake, is one of 15 finalists on the HGTV reality show to find the country’s best handyman. But the experience of auditioning for the show and testing his skills with a saw, drill, hammer and nails inspired him to start his own business designing and building decorative driveways, walkways and patios. Ross, 39, had just been laid off from his job repairing power tools when he and his wife saw an ad for applicants for the second season of Canada’s Handyman Challenge, which pits do-ityourselfers against each other and the clock testing their ingenuity, creativity and screwdriver savvy. With nothing else on his plate, Ross submitted the online form. Ross was no stranger to

handyman projects. Aside from his former job with power tools, he’d worked at lumber stores and he’d done all the renovation work in his condo and another home in White Rock. To be cast for the show, all the potential contestants had to design and build something from a single sheet of plywood. Ross, an avid mountain biker, constructed a fully functional fixed-gear track bike. “It was rideable, but not very smooth,” says Ross, who spent four or five days designing and assembling his project. The judges, HGTV personalities Scott McGillivray, Paul Lafrance and Bryan Baeumler, were impressed enough to pass Ross through to the next round. Each week of the series, which was taped last fall, the competing handymen are confronted with a different design or construction problem like building a hammock stand from a pile of lumber, or hanging

mismatched doors. They have less than two hours. With the clock ticking, and the unblinking eyes of the TV cameras recording their every move, every bead of sweat, Ross says the pressure was intense. “It’s nerve-wracking,” says Ross. “You have to try to stay calm, gather your thoughts and reassure yourself that you’ve done

this before. You can’t panic.” Every piece of wood he cut, every design challenge he met, Ross says his confidence grew. Talking between segments with his fellow contestants and the judges, accomplished handymen and builders themselves, fortified his resolve to take control of his own career by going into business for himself.

“They inspired me,” says Ross. “They all told me if you feel a passion about something, just go for it.” When his commitment to the show ended, Ross traveled to Kentucky to earn his certification as an interlocking concrete paver installer, then started Canadian Hardscape. While building patios and walkways may not involve joining pieces of wood in imaginative ways, it does allow him to indulge his love for being outdoors with his knack for design and construction. “I can express myself by working with my hands outside,” says Ross. “I’d always dreamed of creating my own business.” Being on a TV show helped make it happen.

Rostron noted that the process will involve residents, businesses, community groups and Burnaby city hall. “Everybody wins actually when everybody knows what everybody wants.” As for the EBCA, it is still seeking people to get involved in the organization, which serves

as the voice of area residents and businesses. Rostron said she expects it will go through its own planning process over the next month to help determine its future direction. If it wants to hold an annual general meeting and recruit new members, “we need to let people know what our vision is,” she said. City to switch to E-Comm Move will save $100K Wanda Chow

Police and fire dispatch services will no longer be done in-house after Burnaby council recently approved contracting E-Comm to do the work. Currently, all 911 calls are connected to E-Comm which then transfers them to Burnaby civic employees who dispatch local RCMP and fire services, according to a city staff report. When the change is complete, in three to six months, Burnaby will join the 30 police and fire departments in southwest British Columbia, including Vancouver and Richmond, for which E-Comm dispatches emergency services directly. It will also handle all nonemergency calls for Burnaby RCMP and fire department. The cost for a full year of service from E-Comm in 2013

is $2.48 million, a savings of about $100,000 for Burnaby city hall. The cost in 2014 and 2015 is expected to increase by 3.5 to four per cent annually subject to the final budgets approved by the E-Comm board of directors. While Burnaby’s current operations communications centre in the Burnaby RCMP detachment building is providing an “adequate level of service,” city hall was prompted to review the service model because it is “facing multiple challenges with respect to aging equipment, spatial constraints, staff recruitment and capital upgrades,” the report said. In addition to cost, E-Comm has about 400 employees compared to Burnaby’s one manager and 32 communication operators, allowing for better staff coverage during major events. It would provide better real-time communication

between agencies in different municipalities, it is housed in a purpose-built earthquake resistant building and provides enhanced security and economies of scale. E-Comm currently manages more than one million 911 emergency calls a year compared to about 58,000 for Burnaby’s in-house operation. The 32 Burnaby operators represented by the Canadian Union of Public Employees local 23 will be offered comparable positions in E-Comm (represented by CUPE local 873) as part of the service transfer and receive similar wages, benefits and the ability to retain their seniority. Once the move is completed, Burnaby city staff will work with Burnaby RCMP to identify possible future uses by RCMP operations of the vacated space at the detachment.

Distraction action A provincial crackdown on distracted driving by police during the month of February is a welcome step. Police say statistics show that 30 per cent of traffic deaths are due to distracted drivers, with 37 per cent of serious injuries in crashes attributed to drivers not paying proper attention to the road. These are staggering numbers and beg the question — why has so much effort been put into tightening up drinking and driving laws, and so little towards distracted drivers? Drivers talking on cellphones or texting are the most commonlydistracted, but there are many reasons that drivers become distracted. Eating while driving can be a big distraction, as can driving with pets in the front seat. Children can at times distract drivers as well. Police will be on the lookout for all kinds of distractions during February, and chances are they won’t have much trouble spotting some. Despite a law that is now three years old, which prohibits people from talking on hand-held phones while driving, it remains a very common practice. Sit at a major inersection for five to 10 minutes and watch drivers. It won’t be hard to spot a number of drivers on hand-held phones. Part of the reason this problem persists may be the minimal fines. While police have issued almost 106,000 violations since January, 2010, the fine for using a handheld phone while driving is just $167. Lawmakers don’t take the issue of distracted driving too seriously. Perhaps it is because they haven’t found a way to tie the distracted driving laws so closely to victims. Members of the public need to take the issue seriously and pull over when making a call. At the same time, lawmakers need to consider if stiffer penalties for driving while distracted are needed. —Black Press

Is a regional force in Burnaby’s interest? Should Burnaby resist the push from Vancouver to support a region-wide police force? It’s an issue that’s been put on the table many times over the years, and in recent weeks Wally Oppal raised it once again in his report on the Missing Women Commission of Inquiry. If there had been a regionwide police force, he argued, serial killer Willie Pickton may have been stopped earlier thanks to better information sharing that would result within a single entity, rather than to leave it to the trust built up among a rag-tag patchwork of municipal forces and RCMP detachments who perhaps don’t know each other too well. In Vancouver, Mayor Gregor Robertson and police chief Jim Chu have both come out in support of a single force, yet many of the region’s mayors say stuff it. In Burnaby, Mayor Derek Corrigan said he understands Vancouver position, and it comes down to dumping a lot of the costs into the hands of the ’burbs. Policing is typically

the most expensive item in a city’s operating budget—and in Vancouver’s that’s a hefty sum. Vancouver’s got the crime and, as Corrigan puts it, they want to put it on our dime. Sharing responsibility for services is nothing new, of course. Cities across the region do it all the time. One has only to step outside the boundaries of Burnaby and see municipalities sharing in the delivery of everything from education and fire protection to—yes—public safety. On the North Shore, the city and district of North Vancouver share policing and a single school district. In the Tri Cities, a single school district serves Coquitlam, Port Coquitlam and Port Moody. Yet for policing Port Moody has opted out of the trio to run its

own municipal force. In the Langleys, the city and the township share both a school district and policing. Similarly, the Surrey school district includes White Rock. Across Metro Vancouver, fire services are usually operated locally. White Rock (pop. 19,300) has both its own RCMP detachment and its own fire service. And over in the rarified air of West Vancouver, they do just about everything on their own, from police and fire to schools, and even down to their own bus service. Blue Bus Transit is the oldest continuously operated, municipal system in North America, in service since 1912. In New Westminster it’s much the same. They even boast their own electrical utility, the oldest continuously operating electrical utility in British Columbia— since the city started generating electricity for streetlights in 1891. In terms of policing, the sharing tends to happen when there are logical geographic and historic ties, such as in North Vancouver.

And for the bigger stuff, dealing with gangs or homicides, there are already regional squads that the individual forces contribute to. And many argue they are working well. Like so many things, it’s not what you do, it’s how you do it. Megacities like Toronto, which was formed in 1998, are often criticized for bureaucracies that get bloated and expensive— which, if accurate, counters the whole argument for creating economies of scale. On the policing front, the City of Burnaby has done its homework. And so have many cities in the region, assessing the costs and benefits of a single, regional force. Today it makes sense for Burnaby to stay on its own, whether that’s contracted through the RCMP, as it is today, or by creating an independent municipal force. ‘Permanent’ shelter is not the answer Re: Mayor Corrigan has his say on the homeless shelter issue (NewsLeader, Feb. 1) Mayor Derek Corrigan got it right, if you read the whole article with care. His position is stated in the fourth column. He wants to give the homeless services, supports and affordable housing and he is talking about permanent housing. He has been saying this for many years. Elsewhere in the interview he points out that the senior levels of government have the resources to deal with this. He is right. Where is the national housing strategy? The point of contention is clearly stated in the middle of the second column which refers to Corrigan’s “opposition to a permanent homeless shelter in Burnaby…” That’s the key phrase in the whole discussion. If we have a “permanent” homeless shelter, doesn’t that mean that we regard them as permanently homeless? Most homeless shelters are in Vancouver. That is because most of the people who need them are in Vancouver. Vancouver has the worst neighbourhood in the region. So far we have no such neighbourhoods in Burnaby. Are we to import them? A permanent homeless shelter is a Trojan horse for exporting skid row to the suburbs. The mayor’s metaphors are a bit extreme, but we all know that some of the substance abusers do steal. Once they decide to dry out and to pursue employment that is the time to move them out of the bad neighbourhoods. Until then, their services should be close to home and home is downtown. As for the mentally ill, they need a good staff to assist them in the community, or in dedicated sites like Riverview, depending on what works for the patient. The province should act quickly on this and re-build Riverview in a more convivial style before it is lost and they should continue to fund the community programs. And finally, if Sean Condon in his letter of Feb. 8 (“Mayor demonstrates inability to adapt”), really considered all options for the people who sell his newspapers, he would

The task force is thankful Mayor Corrigan is willing to accept a transitional supportive housing facility in Burnaby and knows that the BTFH has the demonstrated expertise amongst our membership to successfully operate this facility. As a collaborative community group committed to solving homelessness in Burnaby, the BTFH understands the importance of working with all three levels of government to address homelessness and is committed to working with: • the City of Burnaby to find a suitable location for a transitional housing facility and to assist with municipal requirements; • the provincial government to allocate operational funding for support services; and • the federal government to secure funding for construction. We believe Burnaby citizens want to live in a community in which all citizens are respected and have their basic needs met. This NIMBYism is distasteful, and purporting to differentiate the “working poor” from those homeless as “beyond hope” is arrogant and uncharitable. When I spent time volunteering in a soup kitchen, I saw the very thin line separating the “haves” and the “have nots,” meaning sometimes circumstances in our lives can suddenly devastate anybody, and there but for the grace of God, I myself have otherwise been so fortunate. Homelessness is pervasive across the Metro Vancouver, and each municipality should add tangible resources to decrease the numbers. We should not quibble about the criteria and split hairs, as the problem is not “theirs” but ours too, and we must take up the challenge and our responsibilities. We must work with all other sectors and stakeholders throughout the region to seek and coordinate pragmatic solutions, to place our energy and minds behind those others who try. for a week and then disappear, so if the artist made a bad decision, it won’t haunt them,” says Martens, who curated the show from the gallery’s own collection as well as some private collections. But when those posters are preserved and become part of an artist’s body of work, they can provide a fascinating glimpse into the artist’s development. “You can see their flow as an artist, the development of their history and career,” says Martens. “It’s about the artist/client relationship and it’s also about the artist having a conversation with himself.” Were Shadbolt still alive today and confronted with creations he’d long since forgotten or thought had disintegrated in a landfill somewhere, Martens says he’d likely grumble and try to figure out how to rework them. • The Artist Poster Show runs from Feb. 8 - April 7. Twelve of them, promoting shows at the Vancouver Playhouse, are among dozens of colourful posters created by artists like Sonny Assu, Ed Ruscha and Lawrence Weiner that comprise The Artist Poster Show, opening at the Burnaby Art Gallery on Feb. 8. Darrin Martens, the gallery’s director and curator, says posters are a low-tech, accessible way for artists to connect with audiences that may never go through the doors of a museum or gallery. They’re also temporary, prone to vandalism, or torn down and discarded when they’re no longer timely. They’re often anonymous. A 22-year-old Burnaby man was killed in a crash early last Friday on the Georgia Viaduct in Vancouver. Just before 3 a.m. a BMW car was heading east on the viaduct when it left the road, hitting a tree and pole before flipping over, according to the Vancouver Police Department. There were four men in the car at the time. The driver was pronounced dead at the scene while three others, between the ages of 20 and 24, were taken to hospital with serious and life-threatening injuries. VPD Const. Brian Montague said by email that police would not be releasing the name of the crash victim. “Other than homicide cases, we very rarely identify the victims in our investigations. While we know that speed is a factor, there is no evidence at this time to support any theories that the BMW was street racing.” The man killed in the crash was identified in media reports as Mwekwa Kaongwa, an international student from Zambia. He had been studying engineering at Simon Fraser University. Heights art project gets interest A call for proposals for a public art project planned for the corner of Hastings Street and Delta Avenue has resulted in 40 submissions from artists from across the Lower Mainland, Canada and even the U.S. Isabel Kolic, executive director of the Heights Merchants Association, said the interest was likely due to the $30,000 honourarium that will be awarded to the winning artist as part of the project’s $110,000 budget. She said the figure was intended to elicit quality submissions from professional artists. Funding will come from the association, the Burnaby Art Gallery and planned fundraising efforts. A nine-member committee will come up with a shortlist in coming weeks. Dubbed the “Gateway Project,” the public art piece will be no taller than two storeys and is meant to serve as a landmark to usher people into the Heights neighbourhood. Epta Properties has granted an eight-by-24-foot easement to allow the artwork to be installed on the site of its Montage development under construction on the southern side of Hastings, between Gamma and Delta avenues. Dreaming of the Present with Ron Sangha

he Deer Lake Gallery has gotten over its January Blues (exhibit) and is moving on into February with a solo exhibit entitled Dreaming of the Present, featuring work by digital artist Ron Sangha.

Sangha documents his own physical and spiritual journeys in

intensely coloured photo montages. His multicultural upbringing informs his exploration of new cultures through camera, digital tablet and pen. Burnaby RCMP are seeking witnesses after a man was killed in a motorcycle crash on Marine Way Saturday afternoon. The driver of a red Ducati motorcycle died after the bike left the road and crashed, between North Fraser Way and the Queensborough Bridge, at 5:30 p.m. He was a 64-year-old man from Surrey, according to media reports. VICTORIA – Undoing the harmonized sales tax and establishing a modernized version of the 60-year-old provincial sales tax is the biggest task facing Premier Christy Clark’s government in the brief legislative sitting that precedes the May 14 provincial election.

Finance Minister Mike de Jong introduced the transition legislation Wednesday. It includes provisions for transactions that straddle the transition date such as new home purchases. The bill to replace the HST runs nearly 200 pages, and it will add accounting costs for business as well as taking away business input

tax credits that match those available under the federal Goods and Services Tax. The government has given itself a deadline of April 1 to make the switch for the 2013-14 fiscal year. The administrative burden of the switch starts with businesses reprogramming cash registers and other systems to go back to collecting two

Mention the ancient Olympic Games of Greece and visions of marathon runners, discus throwers and wrestlers immediately come to mind. It’s certainly what popped in the head of Burnaby Central wrestling coach legend Gianni Buono when the International Olympic Committee made the startling revelation on Tuesday it was dumping wrestling from its roster of Summer Games sports starting in 2020. “My concern is to get a sport like wrestling that’s been around since the beginning back in it. When I think of the Olympics I connect that with the original sport,” said Buono. “That’s what resonates in my mind … I know times

have changed but there’s something to be said to having it in the Olympics.” Buono is “very disappointed” in the decision and thinks it’s a big mistake because so many countries have it as a national sport. “Although there’s many popular sports, wrestling has a broad participation base around the world,” said Buono, who was inducted into the Burnaby Sports Hall of Fame in 2009 for producing perennial provincial powerhouse teams. “That’s why so it’s so important to keep wrestling in the Olympics. If wrestling wasn’t one of the sports those countries wouldn’t be participating in the Olympics.” Canada has produced many Olympic champion wrestlers including Daniel Igali and Carol Hyunh, both of whom trained in Burnaby at Simon Fraser University.
