The beautification project at the Elizabeth Lake entrance to the City of Cranbrook will be completed by late spring. Whether or not the project will be completed as it is currently envisioned will be determined through Council budget deliberations to be held later this month. This follows concerns raised by Councillor Denise Pallesen at the Monday February 4 Council meeting, to which she indicated she was alarmed by how far the project had moved ahead, without Council approving a larger project. “I appreciate that Councillor Pallesen feels as though she was not in the loop on the Elizabeth Lake project,” said Cranbrook Mayor Wayne Stetski. “The reality is any member of Council, myself included, is always welcome to ask Administration for information on any project happening within the City at any time.” The process that the City follows around budgeting and accessing
project, by approval of Council. From there, Administration works with staff and stakeholders to flesh out the project, and works with various levels of government and other potential funding bodies like Columbia Basin Trust to apply for grant
funding if it is available. In the case of the Elizabeth Lake entrance, Administration expects the need for additional funding to complete the project as proposed, and has submitted the budget request to Council for discussion and deliberation during the 2013
budget process. “If Council believes the process needs to be reviewed, then that is something we need to take to Administration,” Stetski adds. The next budget meeting is set for Monday February 25 from 3 p.m. to 6 p.m.

The Regional District of East Kootenay (RDEK) Board of Directors is considering a new Official Community Plan and an extension of the South Country Zoning & Floodplain Management Bylaw to cover the Lake Koocanusa area located within Electoral Area B. Province backs off cut to school budgets Submitted Education Minister Don McRae has announced a complete reversal of the government’s previous directive that local school boards must fund a retroactive 1.5% wage increase for school staff out of their existing budgets. McRae acknowledged that the reversal followed the unanimous rejection of the government’s directive by school boards across the province. “You have indicated to me quite clearly that in light of budget uncertainties and the timing of district budget process that the savings cannot be generated without either reducing service levels or transferring costs to the public,” said McRae in a January 23rd, 2013 letter sent to all school boards. The Minister’s directive came under the province’s Cooperative Gains Mandate in which public sector employers were offered the ability to negotiate modest wage increases as long as those increases could be found within existing budgets, service delivery levels are maintained, and costs are not passed on to the public. According to School District 5 (SD5) Board chair, Frank Lento, the Board is satisfied with McRae’s response but still wonders at the logic of the original directive. “I think the Minister has recognized somewhat belatedly that the government’s struggles with financial management shouldn’t fall on the backs of our students,” said Lento. “Indeed, the way to deal with our fiscal challenges should be through investing even more in the education of our children so that each has the tools to succeed in the future economy. That’s what I call ‘cooperative gains’.”

In December I wrote about my first year as your Mayor. It was a privilege and a pleasure to serve you due to the great people of Cranbrook who are passionate about, and committed to, this place we call Home. I’d now like to take a brief look at some priorities for the year ahead. We are currently in the middle of the process to finalize our 2013 budget and set the tax rates. It’s been great to see the increased interest by the public in attending Council’s discussions and debates – the next two meetings are scheduled for Feb. 14 and Feb. 25 from 3 PM to 6 PM in Council Chambers at City Hall. There are a number of proposed capital expenditures being considered for 2013 including a new Fire Hall Training Ground across the tracks in Slaterville ($165,000), new washrooms in the public library ($175,000), sidewalk repairs and improvements ($100,000), storm sewer replacement ($350,000), road repairs ($1,943,929), sewer pipe repairs and replacements ($390,000), airport runway electrical and repaving ($255,000), deep water well rehabilitation ($125,000), purchase of an electrical or hybrid vehicle ($50,000), Zamboni replacement ($110,000), replacement of a road sweeper ($275,000) and a Hwy 3 Overpass/Feasibility study ($100,000). These are just some of the items
we are looking at but they do provide a good sampling of the many services that city staff provide to all of us. It is expected there will be a surplus from our 2012 budget and Council are being asked to consider funding a number of important projects using the 2012 surplus. A sample of these include: providing high speed fibre optic to two downtown blocks ($100,000), providing wheelchair access to the RCMP building ($80,000), fixing up clock tower square (150,000), completing the Elizabeth Lake Welcome to Cranbrook project ($59,948), stabilizing the banks of Joseph Creek behind the Save On Foods mall ($50,000), CPR tracks road crossing replacement for 3rd St. NW ($91,000), purchase of an emergency portable electrical generator ($140,000), new roof for the Studio Stage Door ($15,000), and new garbage containers along Rotary Trail (waiting on a cost estimate). Again, this is not a complete list but, as you can see, funding or not funding these new items does have an impact on the quality of life in our community. While the budget is currently taking a lot of Council’s time there are many other priorities including: • Completing the new sign bylaw • Implementing recommendations from the Chamber’s 2012 Barriers to Business report • Downtown revitalization encouraging mixed commercial and residential development
in the downtown core • Updating Cranbrook’s Official Community Plan • Producing a report with recommendations through the new Hwy 3 Committee of Council that will include short and long term improvements to the Strip • Working with youth to ensure a Youth Friendly Cranbrook • Working with Habitat for Humanity to build a home in Cranbrook • Bringing service clubs and social agencies together around common projects and objectives • Working with the disabled community to hold an Awareness workshop to better understand their challenges and look for ways to build a better city • Drafting a new Building Code bylaw • Working as the Kootenay Region representative on the BC Mayors Caucus Steering Committee to achieve long term funding for infrastructure with the Federal and Provincial governments. As you can see the list is long and ambitious, and it will take all of us working together to be successful. Two local athletes have each brought medals back to Canada from the Special Olympics in PyeongChang, Republic of Korea. Jonathan Robins from Cranbrook won Bronze in Advanced Super G. Jonathan is a 12-year veteran who has previously brought home gold and silver from the national games in 2012. Erin Thom, another Cranbrook resident,
brought home Silver in Advanced Giant Slalom; Bronze in Advanced Super G. Erin was born and raised in the area and has been involved with Special Olympics for 21 years, this being Thom’s fourth trip to the World Games. “Whether at home or abroad, B.C. athletes always represent our province in exceptional ways. I am very proud of the accomplishments of these two athletes,

The local club also has athletes participating in the Provincial Summer Games in Langley from July 11 to 13. The club’s softball team will be joined by bowler Corinna MacKay and swimmers Lincoln Harrison & Mark Skelton.

The Ktunaxa Nation is governed by a nine member Executive Council, which is comprised of the Chiefs of the four Canadian Ktunaxa communities and five Council Chairs which represent the sectors of the KNC: Corporate; Economic; Social Investment; Lands and Resources; and Traditional Knowledge and Language. Each Sector will have a display highlighting their role within the Ktunaxa Nation, with staff there to provide information. The building, built in 1909, will become a centre for cultural gatherings and will house a Ktunaxa Nation Museum, for which resource planning is already underway. The building will also have a dedicated space for Ktunaxa Elders to discuss and share cultural values and history. The building will be home to many affiliated organizations including Ktunaxa Kinbasket Treaty Society, St. Eugene Mission Resort Holdings Ltd., Ktunaxa Holdings Ltd., Traditional
Knowledge Language Enrichment Society, Kootenay Aboriginal Business Development Agency (KABDA) and FlexiNET Broadband Inc. In a recent analysis, figures show that the Ktunaxa inject more than $30 million annually into the regional economy. Most revenue is generated from consulting and professional services, along with various Ktunaxa owned enterprises, with less than 3% of core funding coming from AANDC (Department of Indian Affairs). Ktunaxa people have occupied the lands adjacent to the Kootenay and Columbia Rivers and the Arrow Lakes of British Columbia, Canada for more than 10,000 years. Talk to your parents about their fears, needs, priorities, and wishes as they get older.

Make sure your parents have a will and power of attorney that is up to date in order to avoid any future problems.

Have the name and phone number of your parents’ doctor, lawyer, pharmacist, hair dresser, grocery store, cab service, and seniors’ transportation service in case you should need to call them.

Call them every day or two just to say hello and to see if everything’s alright. If you can’t do this, have family, friends, or volunteers alternate calls or visits.

Make a few calls to find out about seniors’ services in your parents’ community, such as meal delivery services, homemaker programs, adult daycare, in-home healthcare, meal companion services, pet therapy programs, etc.

Encourage them to stay active. Look into bowling leagues, bingo nights, book clubs for seniors, dance lessons for the elderly, travel tours, seniors’ associations, etc. They will thank you for it.

If you live far away, make sure that you have the name of a neighbour, friend, or volunteer who can check in on your parents if there’s trouble.

Make sure their home is safe. Install smoke detectors that work, install anti-scald devices, fall-proof the house, and make sure there is adequate lighting.

If you feel that your parents’ driving skills have become questionable, perhaps it’s time to make some changes. Start by elevating their pedals, raising their seat, and installing larger mirrors. Have their eyesight checked by an ophthalmologist and talk to their pharmacist and doctor about their prescriptions to see if their medication could be affecting their driving skills. Look into seniors’driving safety courses.

Purchase a medical alert system so that your parents can push a button for help from anywhere in the house.

Make their home user-friendly. Use lever-style faucets and cabinet handles, raise toilet seats, install handrails and grab bars, and so on.

Baby boomers have had the fortune to witness a complete change in the way society communicates, manufactures and transports itself, to name only few of the developments that have occurred in the last 60 years.
Today it seems like a ridiculous fantasy, but not so long ago we all thought we’d be flying in our cars by the twenty-first century. Not all of our predictions were so wild and premature, though. Baby boomers have had the good fortune to be witness to a continual parade of discoveries, inventions, and technological advances which have changed our daily lives forever. And it’s not over yet! Developments have changed the way we communicate, travel, and entertain ourselves. Progress in agriculture and food production, as well as in science and medi-
cine, has given us a longer lifespan and made daily living easier and more comfortable. All of this has taken place under the guidance of the endlessly curious and high-performing baby boomer generation. These pioneers learned how to use objects that are now an integral part of our daily lives: microwave ovens, disposable razors, Velcro, scanners, bar codes, chip cards, fibre optics, computers, GPS, and the Internet. Boomers saw the conquest of space and the first human steps on the moon, the appearance of the contraceptive pill and in vitro fertiliza-
tion, and the first successful heart transplant operation. Baby boomers were there when television become a fixture of life; they watched it go from black and white to colour and from analogue to digital and from huge cabinets to small flat screens — and don’t forget the advent of the now-ubiquitous remote control! Boomers saw film go to video recorders to digital recorders and they saw music go from radio to compact discs and then to MP3 players. They saw rotary telephones become smart phones. Who knows what they will witness next!

Making your visits enjoyable Even though you love your elderly parents or other seniors very much, it can be very difficult to find the time among all your other responsibilities to pay them a visit. That can be especially true if the encounter feels burdensome, such as when maintaining a conversation is a struggle because of hearing loss. But it is possible to turn these visits into truly rewarding occasions for both of you. Here are a few suggestions to help liven up these intergenerational visits: • Ask them to tell you their life stories. You will learn more about the events that forged their characters and the values that guided them. Ask them about their youth and how they met the love of their life. • Do some home cooking with them or bring along home cooked meals inspired by their favourite recipes. Seeing that their knowledge has been passed on will give them personal satisfaction. They might really appreciate being able to enjoy dishes that were so much a part of their favourite family traditions. Even seniors with dementia will be thrilled by this initiative, as smells are a powerful tool in stimulating memories. • Take them out on trips down memory lane or, if they’re losing their mobility, look at photographs together of family vacations, the places they lived, or their schools. This could awaken many happy memories, helping to bring you closer together. • Play together: cards, puzzles, or board games are an easy and effective way to occupy the time and facilitate pleasant conversation. • If it suits the person, touch them whenever possible. People living alone are often deprived of human contact, especially human touch — so essential to the wellbeing of the soul.

Hay fever: an ounce of prevention...
There is an old saying that an ounce of prevention is worth a pound of cure. This proverb is true of reactions to dust, grasses and trees. If you wait until you are sneezing, itching and dripping, treatment becomes more difficult than if you plan ahead and seek treatment before the seasonal reactions begin. Regardless of what type of treatment you seek, diet and general health play a major role in how strong your symptoms are. Now is the time to clean up how you eat and to improve your fitness. As a general rule, eating less sugar, less wheat and less dairy will improve your digestion which in turn will make your immune system less reactive and might, all on it's own, ease your seasonal reactions. The more fit you are, the more effective your immune system is at reacting appropriately to your environment. The symptoms of hay fever are just the side effects of your immune system trying to deal with a perceived threat. Obviously, there is noth-
ing inherently threatening about a blade of grass or cottonwood pollen. However, if your immune system sees them as threats, it will react and the sneezing, itching, dripping are all attempts by your body to get rid of the perceived problem. If you are seeking hay fever treatment from an allergist, now is the time to start or continue your shots. If you are seeking a less invasive treatment for your seasonal intolerances, BIE (Bioelectric Intolerance Elimination) is a safe and effective option. This method does not require needles and typically gives relief after 1 to 4 treatments. The BIE process uses an instrument called a GSR120 which directs a low current frequency associated with the substances you react to (dust, grasses, trees etc) into specific acupuncture points. The treatment helps the body recognize the substances for what they are, normal environmental agents (NOT threats) and in so doing alleviates the symptoms of seasonal intolerance.

More spacious than it looks, the Tiguan is economical without sacrificing style. Overall: A cute-ute that competes in a tough league, where image, price and practicality are critical. Drivetrain: A 200-horsepower 2.0-litre turbocharged four-cylinder with your choice of six-speed manual or automatic transmissions. Since its 2012 facial procedure, the Tiguan now appears even more like its larger Touareg sibling. Its horizontal grille splits bixenon (high and low beam) headlights and U-shaped LED (light emitting diode) on top-end models, while the rear taillights received some more subtle tweaks. Physically, the Tiguan (the splicing of the words tiger
and iguana) competes in the same class as the Honda CR-V, Nissan Rogue, Ford Escape and Kia Sportage, to name just a few. Equally sharp looking is the interior that carries over for 2013 with the high-endstyle dash, cleanly tailored seats and premium carpeting. Rear passengers will appreciate the six inches of fore/aft travel as well as the reclining 60/40 split seat back. For more cargo space, the rear seat back, as well as the front passenger bucket, can fold flat. The space is made even more generous due to the extra-low load floor. Tiguan is powered by a 200-horse 2.0-litre turbocharged four-cylinder

connected to a six-speed manual transmission or optional six-speed automatic. Tiguan runs the spectrum with three trim levels — with the usual Trendline, Comfortline and Highline pals hanging around — and plenty of base equipment of the air/cruise/power variety. The top-end Highline wants for nothing and comes with leather seats, climate control, 18-inch wheels and a lot more for your on-theroad-price of $40,000.
Overall: Cooler, sportier, roomier and more costly than the Soul and with optional all-wheel-drive. Drivetrain: Base 2.4-litre four-cylinder or 2.0-litre turbo; four-wheel-drive system can lock up the front and rear axles for improved off-road agility. It’s tough to fault the Sportage, which covers a fairly broad spectrum of price, features and performance. The base powerplant is a 176-horsepower 2.4-litre four-cylinder that’s hooked to a six-speed manual transmission (available only in base front-wheel-drive models). A six-speed automatic is optional and returns slightly better fuel economy than the manual. Optional is a 260-horsepower turbocharged 2.0-litre four-cylinder. The Sportage is a front
driver by nature, while the optional all-wheel-drive system directs 100 per cent of the engine’s torque to the front wheels until tire slip is detected. At that point, the required power is instantly deployed to the rear wheels. Additionally, a manually selected “Lock Mode” allows for a fixed 50:50 torque split at speeds up to 40 km-h for those times when sustained maximum traction is required. You can get either engine in front- or all-wheel-drive models. The base LX Sportage includes Kia’s UVO in-car hands-free entertainment and communication system along with air conditioning, cruise control, Bluetooth short-range wireless connectivity and Hill Start Assist (that prevents the vehicle from rolling backward down a hill while in gear). Downhill brake control
maintains a fixed forward speed without the driver having to touch the brake pedal, which prevents a runaway situation. The EX features dual-zone climate control, power driver’s seat, keyless entry, glovebox cooler, re-tuned high-performance shocks and 18-inch wheels (16s are standard). The EX Luxury adds leather seats and a panoramic sunroof, while the top-line SX features the turbocharged engine, unique body pieces and wheels, and more supportive seats. An upgraded audio system, push-button start or even a cargo cover are all optional, as is a panoramic sunroof, heated and cooled front seats (offered when the leather seat-cover option is specified.)
