A Fraser Valley Regional District director is under fire for claiming over $28,000 of public funds for travel expenses — double that of the next highest director — without a single receipt or other supporting document. The BC Conservatives have finally selected their local candidates for the May provincial election. Michael Henshall will run for MLA of Chilliwack/Hope, and Chad Eros was acclaimed for the Chilliwack riding. “For too long, the past two decades, we the people of B.C. have stood idly by and allowed the provincial two-party system to serve special interest groups while the hardworking taxpayer pays the bills,” Henshall told

supporters on Feb. 9. Henshall previously worked in real estate, fishing, construction, and taught English as a Second Language. He has three children with his wife of 15 years, Robin, and the family regularly volunteers for the hospice. Henshall, who lives in Rosedale, is also a member of several environmental organizations. Banker and management consultant Eros previously ran for city council, coming in 18th out of 20 candidates. He has nine children with

wife Trisha. “When I realized that there weren’t very many people coming forward to challenge what looked like was going to be an NDP win by acclimation, I put my name in to represent all conservative, free market-minded people,” said Eros. The candidate isn’t concerned that this very move might split the right-wing vote. “The Liberal party hasn’t acted like a free enterprise party in the last term anyway, and they have no plans on

reversing any of their barrier-to-entry policy. I don’t think there is a free market party without BC Conservatives running,” he said. Eros and Henshall will go up against BC NDP candidates Patti MacAhonic (Chilliwack) and sitting MLA Gwen O’Mahony (ChilliwackHope), and BC Liberals John Martin (Chilliwack) and Laurie Throness (Chilliwack–Hope). Martin previously ran for the Conservatives in Chilliwack-Hope, but jumped to the BC Liberals.

A transit open house was held in the council chambers at district hall on Feb. 5. Doors were open to the public, and some of the people present included a representative from Fraser Valley Regional District, the director of community development, and individuals from BC Transit. The purpose of the meeting was to follow up on a BC Transit phone survey about bringing transportation

to Hope. The meeting involved input on routes – possibly including Chilliwack, Agassiz, and Kent– where bus stops were to be placed, the size of the buses, and the number of runs needed. The meeting was held to gather feedback from the community and stakeholder groups. “The District of Hope is happy to work and cooperate with BC Transit, to bring affordable public transit to Hope residents,” said John Fortoloczky, chief administrative officer of the District of Hope.

B.C. signs forestry agreement with Chawathil First Nation

B.C. has reached a new milestone with the signing of a Forest Consultation and Revenue Sharing Agreement (FCRSA) with Chawathil First Nation. This marks the 100th forestry agreement signed since B.C. adopted a new model in 2010. It flows a percentage of provincial forestry revenue from the Chawathil First Nation’s traditional territory directly back into the community and allows them to decide where it is needed most. “For years, the province gained revenue from the forestry industry, and now we have a voice in the decisions regarding timber within our traditional territory,” said Chawathil First Nation Chief Rhoda Peters. “We will utilize this opportunity to secure revenue for our community and offer employment to our membership. We look forward to making the best decisions that will allow our membership to be the stewards of the forest lands for future use.”

In addition to revenue-sharing, FCRSAs also provide a consultation process for operational decisions related to forestry in the area. This enhances consultation efficiency, provides certainty to the land base and provides a positive investment environment for industry and opportunities for First Nations and non-First Nations community members. First Nations have used the revenue to support community initiatives and infrastructure projects ranging from economic development in forestry, lands and resource development to after school care and education programs. Other uses include funding community hall improvements and community information sessions. First Nations are managing more than 300 tenures throughout the province and, as of July 2012, held directly awarded tenures representing almost nine per cent of B.C.’s allowable annual cut.

Unhealthy funding formula

Fraser Valley residents are only getting about half the level of health care funding as their Vancouver counterparts, according to the B.C. auditor-general’s latest report. The report states that the Fraser Health Authority receives $1,585 per capita as compared to $3,008 per capita received by Vancouver Coastal Health Authority. Fraser Health also gets less than the Vancouver Island Health Authority ($2,554 per capita), Northern Health Authority ($2,465) and the Interior Health Authority ($2,372). The question is, why are Valley patients being short-changed? It may be that the formula used to establish funding levels has become outdated. The Fraser Valley has experienced significant growth in the past decade. Abbotsford, now home to a state-of-the- art hospital and cancer centre, has more than doubled in size since 1981. In the past five years, it experienced a 7.4 per cent increase in population from 124,258 to 133,497. It would appear its growth, like that of other municipalities in the Fraser Health region, is not properly factored into the current funding formula. Abbotsford Coun. John Smith has crunched the numbers and found that Fraser Health received 28 per cent of the overall health budget, for 39 per cent of the population. Clearly, this is not workable. While Fraser Health has done a good job at providing health care services, it is being handcuffed by an unbalanced system that should provide the same per capita funding for all residents. The next provincial government needs to take a close look at health funding policies and ensure that residents are not disadvantaged in terms of medical care according to what region they live in. - Black Press

Tom Fletcher Whether Christy Clark’s government survives the May election or not, the natural gas “Prosperity Fund” idea floated in last week’s throne speech is a useful one. B.C. is poised to join Alberta in the upper rank of energy producing jurisdictions, with an expanding network of natural gas collection, refining and processing into liquid (LNG) for export. Clark’s pre-election throne speech proposed a resource fund similar to Alberta’s Heritage Fund that would be reserved for debt reduction and major projects, rather than spent on programs, which tends to happen under the political pressure of four-year election cycles.

Opposition politicians and media commentators have dismissed this as a pre-election stunt. They note that the LNG industry in B.C. doesn’t exist yet, and may never produce the hundreds of billions of dollars projected over the next 30 years. I returned for a visit to B.C.’s northeast earlier this month, and I can tell you the gas boom is real. My parents homesteaded east of Dawson Creek near the Alberta border in 1962, and I recall when our farm was drilled for gas by Gulf Canada 40 years ago. Many more gas wells have been drilled since then, and country roads have been widened and numbered for industrial traffic. Hydraulic fracturing, already in use when our farm was drilled, has been combined with directional drilling to open up huge new supplies. A farming community called

Montney is the latest hot play, yielding not only shale gas but petroleum liquids, which are valuable for diluting heavy oil among other things. B.C. has never seen this kind of international investment interest before. Initial projects have been joined by global players such as British Gas, and Mitsubishi, a key player in Japan’s replacement of its devastated nuclear power program. Spectra Energy, which operates one of North America’s biggest gas processing plants at Fort Nelson and has another one under construction nearby, has begun work on a third plant near Dawson Creek. Spectra and British Gas have also proposed the latest of several pipelines, to move all this gas to an LNG terminal at Prince Rupert. The KitimatPrince Rupert region now has at least five proposed terminals, with

investors including Shell, Chevron, ExxonMobil and state players from China and Korea. All this is happening as shale gas is developed across the United States as well. As with oil, Canada is a captive of the U.S. market, and the flood of new gas supply has the North American price at rock bottom. At least B.C. hopes it’s the bottom. Gas royalties passed forest income to the B.C. treasury many years ago, and now as the forest industry struggles to recover, the province faces tumbling revenues from gas. Why would B.C.’s shale gas be seen as a priority for new global investment in LNG? For one thing, we’re a stable democratic country with a mature industry and competent regulation. Secondly, the shipping advantage of the Kitimat and Prince Rupert ports to the Pacific Rim has

finally been recognized internationally, as coal, forest products, grain and container traffic has climbed in recent years. B.C. has another advantage that appears to be increasingly important. The shale gas deposits are deep, under a kilometre or more of solid rock, and most are in remote, sparsely inhabited locations. That adds cost to the pipeline system, but it has a benefit. At the beginning of the year I predicted that the international protest movement that dishonestly targets Alberta oil would soon turn to demonizing natural gas. That pseudo-scientific attack has begun, right here in B.C. I’ll have more on that in a subsequent column. Landfill closure a sound financial decision

Re: Hope landfill’s days are numbered (Feb. 13) The recent decision that council made regarding the accelerated closure of the landfill is one to be celebrated. The landfill has been operating out of compliance for many years. The plan to bring the landfill into compliance with the Ministry of the Environment is a well researched, publicly consulted, financially viable option for the longterm betterment of the community.

It is important to note that there will be no change in the level of service to commercial and residential collection. Self-haul material will still be able to be dropped off at the landfill site but will be disposed of into bins at a transfer station that will be built and operated by First Class Waste Inc. at their expense. The expedited closure will see JJM Construction fill the remaining airspace with the non-recyclable material from tetra pack drink packages

currently being held at the Norampac paper mill in Burnaby. This material and the closure plan have been approved by the Ministry of the Environment. Once filled, the landfill will be capped off and permanently closed with related costs to be covered by JJM Construction. The landfill has cost taxpayers approximately $400,000 per year to operate with an additional $175,000 per year set aside annually into a reserve

for future closure costs. Both of these expenses will be eliminated and will allow the district to prioritize other needed infrastructure projects. This quick action by Earl Rowe, Sperling Hansen (Landfill engineers), JJM Construction, First Class Waste and MOE has aided council in making a sound financial business decision for the benefit of all the community. Spring reminder about bears and trash in area

With spring weather almost upon us, now is a great time to remember to make sure all garbage is secured and only put outside the morning of scheduled pick-up. Mama and baby bears will probably not be peeking out until the middle of March but yearlings

and males may decide to have a look (and smell) around to see if anything tasty has been left outside for them – as in trash. If they find something edible they will most likely hang around or come back, which is why it is important that we not give them a reason to do so. The District of Hope

did a terrific job last year in reducing attractants to wildlife – such as unsecured trash cans and bags. This resulted in a record low number of bear sightings. Starting in March, the Hope Mountain Black Bear Committee will once again have volunteers canvassing neighbourhoods and

Councillor conflict of interest

Having noted a recent article in The Hope Standard regarding the outcome of residential rezoning, it was duly noted by a few taxpayers that Coun. Gerry Dyble had voted against a proposed secondary suite bylaw amendment. It looks like it occurs on the very street the Dyble family resides on in Hope. While I applaud Ms. Dyble’s interest in the issue, normal protocol in most municipality’s would have a councillor abstain from voting or declare a possible conflict of interest. Living or owning on the same street appears, as best as I can tell, to be a question-

able breach, with this hopefully being documented accordingly and any and all councillors given at least a rough summary of Roberts Rules. I have a lot of respect for the efforts put forth by all council and staff, but do hope that any related action is kept properly in check, to ensure the taxpayer gets effective leadership, that leaves their personal or business interests noted at the door each and every meeting. Witty take on Hitchcock at Cultural Centre

Take one alluring and mysterious woman, add a murder accusation, a missing finger, and an effort to foil foreign spies, and you have The 39 Steps. This witty take on the classic Alfred Hitchcock movie will have the audience rolling in the aisles with laughter at The Chilliwack Cultural Centre on Feb. 25. A comedic adaptation by Patrick Barlow, The 39 Steps reenacts the 1935 film nearly verbatim, but with only four actors. Whether by changing hats or postures, the physicality and vocal talent of the four performers is astounding as they transform from one character to another. Part juicy spy novel, part

Monty Python, The 39 Steps preserves the brilliance originally created by the master of suspense, director Alfred Hitchcock in this Tony award-winning show that kept Broadway entertained for years. The 39 Steps started as a First World War espionage novel by Scottish author John Buchan. It became an Alfred Hitchcock film in 1935. Then it was adapted for the stage and opened in London as a hit comedy, ran on Broadway and is now coming to Chilliwack. A thrilling show for all ages, Barlow’s brilliant adaptation, based on the novel and the classic film. Four incredibly talented actors morph into all kinds of zany characters in this

It started in September 2007, when two teens at a Nova Scotia high school stood up for a younger student. David Shepherd and Travis Price, both in Grade 12, heard about a Grade 9 student at their school who had been bullied and threatened for wearing a pink polo shirt on his first day of school. They decided they should do something about it and bought 50 pink shirts and tank tops to wear to school the next day. They also went online to round up support for their anti-bullying cause, which they dubbed a “sea of pink.” It worked. The next day, dozens of students were outfitted with the discount shirts, but even better, hundreds of students showed up wearing their own pink clothes, some from head to toe. The bullies were reportedly never heard from again. This year, Feb. 27 is Pink Shirt Day in B.C. and other parts of Canada, an annual anti-bullying event that started after the now-famous 2007 “sea of pink” campaign. The need for awareness and action against bullying remains as strong as ever say those involved in the pink event, including local radio station CKNW, Black Press, the Boys and Girls Clubs of Greater Vancouver, and London Drugs, where people can buy the official pink shirts for 2013. “Awareness of what bullying is and understanding that it hurts is important,” says Boys and Girls Clubs of Greater Vancouver president and CEO Carolyn Tuckwell. “It isn’t just a rite of passage. It doesn’t have to happen. And it’s relevant to

Net proceeds benefit the CKNW Orphans Fund in support of the Boys & Girls Clubs of South Coast BC. The Boys and Girls Clubs offer programs that foster self-esteem, social engagement, academic success, inclusion, acceptance, respect for self and others, and connection to community. The CKNW Orphans Fund is committed to enhancing the lives of children with physical, mental and social challenges living in BC communities. The fund includes children who are bullied under the scope of the fund’s work, because these children will need extra support for their development.

shackled, literally, to a man she thinks is a murderer. Meanwhile, the police and the spy organization are closing in on Richard. With the use of simple props and flexible set pieces the stage will transport audience members from urban London to the rustic hills of Scotland, with all the various methods of travel needed to get there. With an atmosphere of cold mists, steam engines and the thrill of a mystery we witness a love story unfold as this ludicrous and playful farce moves at a breakneck speed. Skating carnival brings to life Dr. Seuss stories Two shows planned at Hope Arena on March 2

The late Theodore Geisel gifted the world with many wonderful illustrated children’s stories, writing under the pen-name Dr. Seuss. Now, the children of Hope are gifting their families and friends with skating routines themed around the Seuss stories. On March 2, the Hope and District Figure Skating Club is presenting “Dr. Seuss on the Loose” in two one-hour presentations at the Hope Arena. The matinee starts at 2 p.m. and the evening show kicks off at 7 p.m. “Lori Isbister is our car-

nival director this year and she has done a lot of work for us,” said club president Lindsay Druet on Monday. “She has sewn a lot of costumes and has been very creative. “Lori came in superstoked with the Dr. Seuss idea last fall and she was all ready to go. Practicing started after Christmas,” said Druet. Decked out in costumes will be truffulas, crazy fish, thneeds, Things One and Two, Horton, Mr. Grinch and the Cat in the Hat, among other characters. Club pro Michelle Inancsi has choreographed the routines for the 39 club skaters

in the show, which involves 16 separate routines. Club juniors Sophie Ens, Sarah Ouimet, Taylor Green and Sarah Isbister will be skating solos, as will the two guest performers. Local skater Sarah Steberl started with the Hope club when she was four years old. Now aged 12, she travels to Abbotsford for advanced training at the juvenile level. Steberl was a guest soloist at last year’s carnival and she returns this year for two routines. “We’ll also have Haleigha Bull, who is 10 years old, from the Burnaby Winter Club. She is pre-juvenile and she’s amazing,” said

Druet. Midway through the show, there will be an iceclean and a chance for kids to win the prize in the duck toss. “We’ll have a basket out on the ice, full of kid-friendly prizes,” said Druet. “They can buy numbered rubber tucks and toss them at the target and the closest to it wins the basket. We’ll also have a 50/50 draw.” While parents have been sewing or acquiring costume parts for a few months, the ultimate volunteer work takes place on the day of the show, with every family expected to pitch in on at least one of the many

jobs. “We need people to run the four spotlights, sell tickets at the door, supervise the change rooms and run the raffles and duck toss,” said the president, who is already looking toward next season. “The club did well this year,” she said. “We had 10 more Canskaters than last year, so we’re increasing our number of young skaters. “We tried a new idea this year and offered a try-out from September to December. If they liked it, they could keep on going,” said Druet. “Some others started after Christmas.” A whole season starts at

If anyone is interested in skating next year and they need financial help, they should apply to KidSport.ca now, as it takes 90 days to get approved. In the meantime, people can support the club by attending “Dr. Seuss on the Loose” on March 2. Show times are 2 p.m. and 7 p.m. Single admission is $5 and it’s $15 for a family. Children aged 5 and under are free. Tickets are only available at the door, so come early for best seating choices.

MULLIGAN, Edith Therese Nov. 16, 1927 - Feb. 12, 2013 We are sad to lose Mom and Grandma; but glad for her that her struggle is over and she is at peace. Edith Therese Jarton was born in Willowbunch, Saskatchewan, November 16, 1927 and raised, along with sisters Margaret, Blanche, and brother Charlie, on a homestead farm by Mary (Gilmore) and Edward Jarton. Edith graduated in 1949 an R.N. from St. Paul’s Hospital, Vancouver. It was at this hospital that she met Stan Mulligan whom she married in 1953. She continues to smile upon Dad and their children Ryan (Barb), Greg, Roger (Fiona), Reg (Colleen) with grandchildren, Arienne, Chantelle, Brandon, Megan, Lynnaea, Nicole, Mariah, and Colin. Mom lived a joyful and full life with her family, but also endured many health challenges. She and we are so thankful for the many people who helped her on her journey. There will be visitation Tuesday February 19th between 12 p.m.-12:50 p.m. followed by a Mass of Christian Burial at 1:00 p.m. at Good Shepherd Church, 2250 150th Street (and 24th Ave) Surrey. Reception to follow at the Church.

Maureen (Kalstrom) Sherman, beloved daughter of Allan and Beverly Kalstrom and sister of Louise Anderson, passed away on January 26, 2013 at the age of 58 years. Maureen is survived by her father Allan Kalstrom, her sister Louise Anderson, nephews Jesse and Danny Anderson and niece Jennifer Bateham. She also leaves to mourn her, aunts Bobbie Sutherland and Mary Rowly. Maureen was predeceased by her mother Beverly in 2002. Though your face will not be seen among us here today, your love is felt in every heart you changed along the way. Maureen leaves behind her beloved cat companions; Lady Bug, Molly and Beverly, who are missing her very much.
