The tracks into the lake could still be seen on Friday afternoon near the marina. Some time during the very early hours of Friday, someone broke through a fence at the Nakusp Centennial Golf Course, and drove one of the privately owned carts downtown, and into the lake. A local man believes whoever took the golf cart for a joyride ran out of gas somewhere near the waterfront walkway and boarded his houseboat looking for some. The cart driver(s) wreaked more havoc when on board, burning a hole in an inflatable dingy and ripping off a solar light from the vessel. Once they were done, they untied the boat from its moorings. What prompted them to take

the cart and rummage violently through the boat remains a mystery, although alcohol is likely part of the equation, said Nakusp RCMP spokesperson Mark Macaulay. Screens were also pulled off of a Third Avenue cabin’s windows, and police suspect the person(s) responsible for the cart were likely involved with the damage to the window screens. What is certainly known is that the golf cart went over the bank and into the water. It was found in the morning with all four wheels in the lake. A tow truck pulled it out around noon, and Nakusp RCMP are investigating. Not saying much as to what was found, Macaulay did say there were a few items that were being used to help identify whoever took the cart for a ride into the drink.

Thrift shop name change reflects focus on community health Claire paradis Arrow Lakes News

In the room at the back of Nakusp’s thrift store, a half dozen ladies were sitting cutting into rags T-shirts too far gone to sell as clothing. These women are a handful of the volunteers who make the shop run, selling second-hand goods at reasonable prices. The money raised goes toward not just the hospital, but supports local health care in many ways, and this is the reason the store is experiencing a name change this year. “The Arrow Lakes Hospital Auxiliary has been part of the community since 1908,” volunteer and Auxiliary member Kathleen Graham told the Arrow Lakes News, “Many changes have taken place over the years with this year seeing one of our biggest yet, changing our name to Arrow Lakes Health Care Auxiliary.” Graham said the new name better reflects the organization’s role in the community, providing donations not only to the hospital but to other health care facilities and organizations in the area. The thrift store has provided funds to the Seniors’ Resource Fair, Nakusp Hospice, BC Ambulance Service, as well as money for digital mammography equipment and more to the tune of $238,239. One of their most exciting donations this past year was forming a partnership with the Hospital Foundation and purchasing a house in town for a doctor. “We will also continue with the Infant Car Seat Program,

Council notes: NADB proposes firehall inspection, NACFOR to work with UBC CLAIRE PARADIS Arrow Lakes News

Firehall to be inspected The Feb. 12 Nakusp council meeting started off with a presentation from Laurie Page, president of the Nakusp Development Board. Page announced that the NADB was interested in paying for an inspection for the old firehall across from the Liquor store on 5th Avenue and has approved $3,000 for the process, pending approval by the Village. “In order to go ahead, we need permission to access the building,” said the written component of the NADB’s presentation to council. “To begin with we need to take some pictures for Lynch Inspections, so that he can give us an estimate and we can draw up a contract with him. Assuming this part works out, we will need access during the inspection.” The NADB would own the results of the inspection, but would give a copy to the Village. However, if the Village is not interested in selling or leasing the building, the NADB will not bother investing in an inspection. Council voted in favour of the inspection.

Shortening the to do list Mayor Karen Hamling made a move to shorten the outstanding item list by removing the task of getting staff to look into having the sani-dump at the boat launch removed. The item was added in response to a complaint, but because there haven’t been any complaints for two years, the mayor suggested it be taken off the Village’s “to do” list. The motion was supported by councillors Ulli Mueller and Joseph Hughes.

Nakusp wharf was well-attended, the mayor reported, and the contractor explained to everyone there what would happen. What has happened in the interim was unexpected, however. CAO Linda Tynan explained that although BC Hydro predicted low water for the end of February, the actual low levels are now scheduled for the end of the week, on Friday Feb.15. The news has meant construction of the boat ramp will have to be accelerated in order to get everything done before water levels rise again. “Not only is low water on this coming Friday but it’s going to go up quite quickly after,” Tynan told council. The CAO commented that they were extremely lucky in terms of the contractor who is in good shape to still get it done, although it will likely mean long days but will not necessarily mean more noise earlier or later during those days. Tynan also said exceptions to the noise bylaw are allowable, if necessary. “We’re going to have to react quickly if we have to,” the CAO asserted. “We wouldn’t be approving using a jackhammer at 4 a.m. [but] if we don’t grant a reasonable request then it won’t get done.” Hamling, who lives near the construction site herself, said it might be worth a bit of discomfort now to get it done.

Rec. Commission seeks volunteers Counc. Hughes said the commission is looking for people to help disburse funds for recreation in Nakusp and Area K. “If someone was interested in recreation or wished to run some community programs they can join,” Hughes told the Arrow Lakes News, “We meet about six times a year, for one and a half hour meetings.”

Is this a winter wasteland or the beginning of spring?

Claire Paradis Your Editor Outside the office window the foothills of Mordor are encroaching: listless lumps of once-was snow sit in haphazard heaps beneath thick crusts of black dirt in the lot next door. Gone are the days of a pristine blanket of white reflecting dim winter light from a sparkling carpet. Nope. None of that now, or in the near future. The waste land next door is all the proof needed that February is the cruellest month, not April. Although the shortest in length, it’s always seemed the longest in duration to me: grey skies test the mettle of the most winter-hardened Canadians. Montreal introduced its Nuit Blanche – french for “all nighter” – about ten years ago to give residents something to look forward to in the doldrums of winter. B.C. just joined the bandwagon with its first February holiday, Family Day. And if they can’t

afford to go where the heat is, people have been known to throw sun-themed parties to break up the monochromic dreariness. This year the chill is gone, but the grey remains, particularly prevalent with the lack of a good coat of snow to cover roads and bare branches. With the lack of the seasonal white stuff comes a disappointing lack of winter sports: ice may be good for luge, but not so much for regular tobogganing. Is this a prelude to an early spring, or merely a mid-February teaser? A couple of weeks ago, I ran into a Nakuspian on the waterfront who recalled a winter in the last decade where there were golfers enjoying the links in Fauquier at the end of January. It never did snow again, said the fellow, just continued on into an early spring. Is that what’s in the works for us this year? Wouldn’t it be lovely to be able to start seedlings and get them into ground early. I’d be tempted to try my hand growing Hermann Bergner-sized prize-winning pumpkins if we do get an extended growing season. If not, I’d be just as happy to sail down the side of the mountain on a pair of skis. Anything, as long as wasted hills of Mordor retreats into the distance of either winter or spring.

Craig Savage A Matter of Faith Until now, I have avoided debate with John Perkins and his atheism-themed column, “A Rational View.” I find limited value in debating. However, in his column of January 30, John addressed the problem of evil, which I also have been wanting to address. How could a good God allow so much suffering and death in the world that he created? Recent events – such as the tragic shooting at Sandy Hook Elementary in Connecticut –have brought this discussion to the surface once again. There are two major ways in which we must grapple with the existence of evil: intellectually and personally. The answers appropriate to the one are completely inappropriate to the other. Those who are suffering and asking “God, why?” do not need to hear a logical analysis; they need support and prayers during their time of need. Simi-

larly, those who are seeking logical consistency in their beliefs will be unsatisfied by statements such as “I don’t know why these things happen, but I know that God loves you.” Perkins ridiculed the “intellectual somersaults” of Christian apologists, then used the majority of his column to quote a Christian website as a supposed example of such attempts. In my view, the example he quoted is closer to the personal approach described above than an intellectual argument. If you’re going to engage Christian apologists, then I recommend Alvin Plantinga and his “free will defense,” not quoting someone’s blog. The free will defense is the most common intellectual answer to how an all-powerful, good God could allow evil in the world. If God made people so that they could not make poor choices or inflict suffering on others, then we would not truly be free. So although God is all-powerful, he could not create a world with free people but no evil for the same reason he cannot create a square circle. They are both logically impossible concepts. Some have criticized this approach in that it doesn’t answer why God would allow “natural evil” – the suffering inherent in natural disasters, animals that must prey on one another to survive, and the like.

However, Scripture extends the evil that entered the world through human sin to the natural world: “Cursed is the ground because of you; through painful toil you will eat food from it all the days of your life. It will produce thorns and thistles for you, and you will eat the plants of the field. By the sweat of your brow you will eat your food until you return to the ground, since from it you were taken; for dust you are and to dust you will return.” (Genesis 3:17-19). There are limits to the intellectual approach. While I do not agree with John that “there is no harmony between religion and science,” they are different endeavours. Faith will always include elements foreign to science: a divinely inspired book (the Bible), and personal relationship with an invisible God. One cannot arrive at those kind of beliefs by the scientific method. Furthermore, people who are suffering are unlikely to be comforted by logical arguments. We need the comfort of a friend, the love of family, and faith in a God who helps us through the storms of life but doesn’t always quiet them. Although we do not understand perfectly the purposes of God, he helps us on our journey through this crazy world. And isn’t that what faith is for anyway?

Councillors to attend municipality meetings, more tenure reqs found Council from page 3 told council. Branding and increasing tourist time in the village will be two of the topics on the agenda. Counc. Mueller chipped in, saying that people in the region want to work together, developing a regional signage theme and branding the area as a whole.

Workforce table talks Mueller brought up the regional workforce table coming to Selkirk in Nakusp on Feb. 22. The idea is to gather input for their Regional Skills Training Plan, and council and mayor were invited to the meeting. Mueller herself will be taking part.

NACFOR teams up with UBC Counc. Zeleznik brought some exciting news from NACFOR. Nakusp Community Forest was approached by UBC to partner with a team of graduate students to build a forest management plan. In a subsequent meeting on Jan. 17, Deb Delong, Program Coordinator and the Masters of Sustainable Forest Management student team discussed project ideas with NACFOR managers and decided on creating a Forest Health Strategy and Incremental Silviculture Strategy. NACFOR’s Frances Swan said the student team will be working with NACFOR over the next few months on the project which will be presented on April 8. NACFOR will also be hosting two UBC undergrad forestry students over the coming summer. The small size of the community forest’s operations means that the students will get exposure to a large variety of activities, said Swan. At the moment, NACFOR production has been suffering due to warm weather, which has made the roads soft and shut down hauling. Counc. Zeleznik told council that colder weather predicted for later in the week might allow hauling to begin

again. Zeleznik also included a brief article in his report which discussed the rising shortage of forestry workers worldwide, a shortage that will only increase as more workers move into retirement.

Boundary shift to be advertised Council voted to approve accepting the Alternate Approval Process (AAP) for the boundary expansion of the Village in order to bring the Hot Springs source within the municipal boundary. Approval of the electors for the change must be sought either through referendum or AAP. AAP is less costly and time consuming, and requires only advertising in various papers. Anyone who opposes the proposed changes must submit a response for to register their discontent.

FCM vs. UBCM

Up next: discussion about budgeting for council and mayor to attend Union of B.C. Municipalities and Federation of Canadian Municipalities. This year, both will be held in Vancouver, with FCM taking place May 31 to June 4 and UBCM from Sept. 16-20. Counc. Mueller said she wasn’t interested in attending FCM as it’s more geared to big cities, although it is likely good for the mayor to go. In her opinion, UBCM offers better exposure to ministers and the like. Mayor Hamling agreed that FCM would be good for her to attend, as a lot of the things discussed there are also discussed at the caucus of mayors. Counc. Hughes added that perhaps two should go, but more would be an unnecessary expense in his opinion. The costs for the mayor to attend both are covered by the regional district, but costs per councillor were estimated to be around $1,100 to attend FCM and $800 for UBCM with travel costs in addition. A resolution was passed that councillors have a choice to go to to either FCM or UBCM, but not both.

Tenure spectre rises again

It has been discovered again that a piece of Village infrastructure has been leaning on Crown Land without tenure. A portion of the Nakusp boat ramp has been found to encroach on Crown Land, so the Village now must apply for tenure of that portion. “In the old days no one ever asked permission, that’s what it feels like,” commented mayor Hamling. “Every time we turn around it seems like we’re on Crown Land.”

Researching CETA

In response to a letter from Nelson asking for support of a motion in opposition to CETA (Comprehensive Economic and Trade Agreement), council and mayor asked staff to prepare research looking into the issue further. The motion made in Nelson takes issue with CETA’s ability to limit municipal power, incur greater costs for municipalities and provide access to water rights and services in an international agreement.

Interest in conflict of interest ruling A bulletin from Young Anderson Barristers and Solicitors caused a bit of a stir. The bulletin was about a recent ruling in a case of conflict of interest involving directors of non-profit societies who were also elected officials. There was agreement all around the table that it could be tricky. CAO Linda Tynan suggested that councillors be mindful and simply excuse themselves for a vote when there is funding involved for a group they are on the board of. Tynan said cases where conflict of interest may be a possibility can always be discussed before they come to council.

The Nancy Greene Summit Lake racer teams had home course advantage this last Sunday as hosts of the Nancy Green zone race. The morning started with icy conditions and proved tough for racers in the first slalom run. Conditions softened slightly in time for the second run down the giant sla-

lom course. Emelia Hoffman, member of the Red Mountain race team, said the “slalom was hard to race” making the second course her favourite. When the results were in, the NGSL racers had strong finishes with some of the best team finishes yet this season. In the Under 12 boys individual times, Garrett Waterfield received silver on the slalom

course, while Kiley Waterfield finished with silver on the slalom course and bronze on the GS course in the individual Under 12 girls division. Congratulations to all the racers and a huge thank you to all those who worked hard to put on such a great race day! Next zone race will be March 3 in Nelson at Whitewater Ski Resort. Coming up this Sunday, Feb.

Nakusp Falcon Atoms fight to the finish

The Nakusp arena was buzzing with action this past weekend host-

ing the “ATOMic Hockey Tournament 2013.” It was a busy weekend for hockey in Nakusp not only for the players, but for the parents, volunteers, referees and arena staff alike.

The games with the biggest attendance were our Falcon Atoms who played their first game on Friday night with on the edge action right to the last seconds, ending up in a loss of 7-6 to the Salmon Arm Infernos. Aidan Hascarl took the Hustler of the Game award for his hard work and never-give-up attitude throughout the entire game. On Saturday for the first game the Nakusp Atoms took on The Grand Forks Bruins with a loss of 8-3. Even though both teams have a short bench with minimal players, they both played hard and in the end the Bruins were the toughest team to beat as they took first for the whole tournament. Devon Coates, one of our future NHLers, hustled throughout the game earning him the Hustler of the Game award. Saturday evening our home team was matched up against the Vernon Ice Rockets. A great team with a bench overflowing with players eager to hit the ice. A disappointing loss for Nakusp of 14-2 was chalked up on the score board. Our kids skated hard with shifts lasting sometimes as long as three minutes. Unfortunately, our Atoms have very few players and with two out injured, it’s even more difficult for the kids to keep up the level of energy needed to slam the visitor’s goalie with shots. Noticeably though, Darian Smith skated her heart out along with the rest of the players which gave her the Hustler of the Game award for the third game of the weekend. Rising early on Sunday morning, our Atoms faced the Kaslo Winterhawks at 7:30 a.m. for the playoffs. Even though it seemed it was only the break of dawn, our kids came out onto the ice with a flurry of energy and smiles, great spirit and a determination to win against our arch rivals from the edge of Kootenay Lake. Passing, forechecking and team guidance by our stellar coaching staff led the kids to a huge win of 11-3. It may have been their only win of the weekend, but it was as if they had won the Stanley Cup. Lucas Robins moved like Ryan Kessler on the ice and skated over with a huge smile to accept the award for Hustler of the Game. The final game was played at 1:30 p.m., pitting the Vernon Ice Rockets and Grand Forks Bruins against each other, with the Grand Forks Bruins squeezing in the win. These two teams were equally matched with skill and determination. Our town hosted seven teams for our home tournament including the Grand Forks Bruins, Salmon Arm Infernos, Kaslo Winterhawks, North Okanagan Knights, Vernon Ice Rockets, Vernon Demons and the Kamloops Oilers. The parents of the Nakusp Atoms pulled this tournament off without a hitch hosting a huge raffle table which included prizes of a TV/DVD player and a mini iPad. Donated gifts from local businesses (Shaggyz, Grizzly Contracting, Scot Norseman Enterprises, H & R Block and Whatshan Guides and Outfitters) were above and beyond. The concession had its regular menu fair as well as homemade borscht and hamburger soup to tantalize your taste buds. The flurry of activity was undeniable this past weekend in Nakusp and a huge thank you goes out to our fans for the support to Minor Hockey, you are part of what keeps the sport alive here in Nakusp.

Southern flycatchers flashier than northern relatives

Gary Davidson Birds of Nakusp There are many differences between the birds of tropical and subtropical regions, and those of more temperate places like B.C. One of the families in which differences show up quite prominently is with the flycatchers. In B.C. we have 13 species and all but one or two of them are essentially grey- or brown-backed with white to grey undersides. The picture here is of a Willow Flycatcher and is typical of most northern flycatchers. The only real exception to this is the Western Kingbird. This resident of drier parts of the province, like the Okanagan, has a bright yellow breast and belly. In contrast to this situation, the tropical flycatchers are varied and colourful. The flamboyant Scissor-tailed Flycatcher, pictured here, is perhaps the most striking example. The buffy orange flanks, the salmon pink underwings, and the long tail streamers make quite a statement when this bird is seen in flight! Another example is the Vermilion Fly-

catcher. This little beauty has brilliant red body and head feathers; the back and wings are blackish-brown. The Great Kiskadee is one of the largest North American flycatchers and is also colourful. The breast and belly are a very bright lemon-yellow colour; the head is boldly striped in black and white; and the back and wings are a rich chestnut brown. The Ash-throated Flycatcher is a little less flashy, but still quite attractive. It also has a yellow belly, but is paler than that of the kiskadee, and the breast is grey. And, similar to our Western Kingbird, the south has three other kingbirds with bright yellow undersides: Cassin’s, Tropical, and Couch’s. Another group of birds that are well represented in the south, but not so in the north are the long-legged wading birds such as herons, storks and ibises. In B.C. the only regularly occurring species are Great Blue Heron, Green Heron, American Bittern and Sandhill Crane. And even at that, the latter three are either limited in range or are very hard to find. Here in south Texas there are 12 species in the heron family alone. Just on the golf course where we play three or four times a week, I have seen Great Egret, Snowy Egret, Cattle Egret, Great Blue Heron, Little Blue Heron, Tri-coloured Heron, and Black-crowned Night-Heron. Nearby we can add American Bittern, Yellow-crowned Night-Heron and Reddish Egret. There are many other varied and colourful groups of birds in the subtropical south – next time I’ll describe some of the others.
