Halibut decision draws reactions Cameron Orr Recreational fishers will get to keep halibut under 83 cm and another only up to a maximum of 27 kg (60 lbs) and 126 cm. Also, the halibut season will open later this year, on March 15. That was the proposal backed by the Sport Fishing Advisory Board (SFAB) to the Department of Fisheries and Oceans, which comprise recreational anglers and guides who come from north and south coasts of Canada. Kitimat Adventures fishing guide Tracey Hittel is a member of the board and explains the decision came from a desire to keep the halibut fishery open longer into the year. “[The plan’s] ruffled a few feathers but we want to fish beyond September,” he said. He said without taking the option they did, everyone would be off the water in August. “What it does is people that have this dream of catching this big fish, they won’t have this opportunity anymore and there’s not much we can do about that,” he said. But he added that the larger halibut are female spawners and they’re not good for food anyway. Last year’s allocation, he said, allowed for one halibut over and under 83 cm, but that plan forced an early closure of the season on September 6. The North Coast sub-committee had initially wanted to see one fish a day with one in possession, or one fish a day and two in possession depending on the time of year, however that was voted down by the south coast sub-committee, he said. Hittel said voting at the main SFAB was tough and went to 6 p.m. one day and continued into the morning. But this also isn’t the permanent solution and there will be opportunities to see how next year will go. “It’s a one year thing, it’s not like it’s carved in stone.” These changes have rattled some, including operator of Eagle Edge Ocean Charters and Guiding, David Wahl. Wahl takes issue with the way halibut is being allocated. These latest changes both impact the direct marketing side of the business but also speaks to a larger issue of the commercial allotment. As well, he said it would be impossible to accurately measure a halibut while you have it on the line, making these size limits questionable as to their effectiveness. “Tourism is the number one employer in British Columbia right now,” said Wahl. “Of tourism, fishing is the number one reason to move people.” Continued on page 2

Two months to refinery answers When newspaper mogul David Black meets with people over breakfast at a Chamber of Commerce conference in Vancouver March 6 he’ll hopefully have a stronger sense on where stakeholders stand on his proposed oil refinery for the Kitimat Valley. The president of Kitimat Clean said in about two months, or 60 days, he expects to have heard back from the majority of people regarding his refinery dream and will have an idea on how feasible it is. “[I thought] in two months I should have everything together,” he said. That includes feedback from potential financiers and customers. But he’s still feeling optimistic about

the whole thing. When the Sentinel last spoke to Black — who also doubles as the chairman of Black Press — he had just concluded a tour in Asia meeting with potential partners and customers in the venture. Meetings continued through the winter here in Canada and he said that no one ever said they wouldn’t take a refined fuel, one of the many criticisms of the project. “There’s a lot of interest,” he said. “We will have the most competitive refinery on the whole Pacific basin.” The Edmonton Journal first reported on Black’s 60 day countdown last week. Their story included comments from a University of Alberta professor who suggested future prices of bitumen may

make Black’s refinery unfeasible in the next five or so years. But speaking to the Sentinel, Black responded that he’s not at all worried about future prices. He said that as long as bitumen remains well under the price of a barrel from the Middle East, right now about $115 a barrel, he should be okay. “As long as we’re substantially underneath in Alberta, and they are…we’re going to be super competitive,” he said. Black still knows there’s lots of work to do, especially with an oil industry that’s very cautious of new refineries, but is pleased with what he’s accomplished so far. Continued on page 2

Council wants work camp policy Cameron Orr Kitimat Councillors are eager to wrestle with creating a work camp policy for the community, especially in light of the proposed PTI Group lodge in the Strawberry Meadows area. Phil Germuth made his pitch for creating a policy, after waiting since October for the opportunity to do so. In his address he touched on several categories within the Kitimat Official Community Plan which deal with how the community should be promoting development and housing. In effect, he argued that perhaps the community should ensure it uses up its existing capacity for people with the existing housing stock before developing new projects. He cited sections in the OCP which encouraged redevelopment and in-fill over expansion, and another section that proposed certain areas of town, including areas around Haisla Hill, be developed only when existing capacity is gone. He said giving “carte blanche” to approve a work camp facility would remove incentives for revitalization. Bringing workers into existing housing would also encourage people to bring their families, he said,

which would improve the community’s social fabric by having more users for community groups such as the golf course. Point to Dawson Creek as an example, he said their policy to restrict in-town work camps has been suggested to have contributed to over $115 million in investment in the community in the form of hotels and apartment blocks. On that he suggests caution from the council before moving ahead on work camp decisions, without a comprehensive public consultation process. Councillors appeared unanimous in support that a work camp policy is a good idea. There was no additional motions at the regular council meeting but the discussion came immediately before they dealt with a zoning amendment application from PTI Group for their proposed work lodge. The one concern that at least Corinne Scott had was that council would be looking at a policy concurrent to PTI’s application. “We’re tying it in to PTI, which isn’t fair,” she said. But Rob Goffinet was confident that public consultation and discussions would bring out the community’s needs and would lead to a fair policy.

Imagine a Kitimat Prosperity Fund The B.C. government may be asking local governments what they want from eventual LNG revenues, but the province itself sure knows how they’re going to spend the money. One of the highlights from last week’s Throne Speech was the announced creation of a B.C. Prosperity Fund. That fund is going to be topped up over the course of 30 years from revenues collected from anticipated liquefaction facilities for natural gas. The government expects about $100 billion over those three decades. Among the fund’s stated ambitions (the more fun among them being an end to the provincial sales tax) is to pay down the provincial debt. If it all works out it’s good news for the province at large, but of course it’s predicated on the developments becoming reality. I’m personally optimistic that there will be development along the channel, but I can also appreciate the criticism that this fund is something that could have been announced at the next throne speech. If the Liberals made it that far, I suppose. But more important to Kitimat among all this is the realization that the developments proposed for here and Prince Rupert with the LNG facilities are going to almost single handedly pay down the provincial debt. It’s not a new story that the Northwest is a huge money maker for the province, and the Throne Speech is another example of how our output benefits everyone. That puts Kitimat (and Prince Rupert too) in a good position to benefit further from the proposed developments. As you read last week, Bill Bennett was up talking about revenue sharing, and how communities want to prioritize their needs ahead of a potential LNG windfall. Revenue would certainly correlate to impact so I’m sure Kitimat and Prince Rupert would get much more than Terrace, for instance, from the pot. And aside from any capital needs of our own town, perhaps we could look at the opportunity to open up Kitimat’s own prosperity fund, a pot of money fed with the province’s LNG money. As the province pays down it’s own debt with theirs, the District could potentially pay down its debt. Our debts, including the swimming pool, costs hundreds of thousands a year. Airport transport gets update The District of Kitimat’s airport subsidy will now allow for people to travel with electric wheelchairs and other devices that won’t fit in standard taxis. The adjustment comes after letters and comments to councillors that even though the subsidy was designed to include people with disabilities, certain people still could not use the service due to the vehicles in the available taxi fleet. On January 14 they asked staff to look into the issue.

They returned with the recommendation to contract with Kitimat Mini Bus for those people who cannot use smaller vehicles. The cost to the District would be higher for those trips, $110, but the expected rate of use has none of the staff worried they’d use up the money for the program. By the end of January, there had been three multi-passenger trips with the subsidy and 10 single trips, costing the District $700. However that still leaves plenty of money

out of the $9,000 allowance council gave to the program, which is still in a trial run. The trial period will end in mid-April and at that point they will review its success and decide how to proceed. When councillors were reviewing the supplementel budget for the District at their last Committee of the Whole meeting, staff was asked how the budget stood as far as the potential to continue it for the year. Land revealed for planned PTI lodge The process is moving forward now to amend the Official Community Plan and amend zoning to allow for PTI Group’s proposed lodge. The company submitted the applications to accommodate for their proposed for an up to 2,100 bed workforce lodge. The Official Community Plan has to be amended because according to a staff report, the development of PTI’s facility would be “a significant change from the development vision” in the OCP. Staff also remark the OCP does make accommodation for potential significant changes, as it was a community with, at the time in 2008, unrealized potential. The motion approved by council was to receive the applications, and commence and review considerations for the proposal, including a public town hall meeting, and refer the application to the Advisory Planning Commission. Director of Planning and Development Gwen Sewell told councillors that while existing M1 Manufacturing Zoning would allow for

this development, it’s not a perfect fit and her department would work on crafting suitable alternative zoning. This application reveals the location of the proposed lodge, which is five parcels of land which are bordered by Haisla Boulevard, Kiwanis Village on the northwest side, and Loganberry Drive at the south end. PTI Group say in their proposal submitted in the council package that their goal is to have phase 1 of 290 beds in place by September 2013. The company already held on open house public meeting in January and they expect another later this month. Councillors were firm in wanting to see further public town hall meetings from PTI Group on this proposal as it works through its applications. Executives from the company have always been open to feedback and said they are flexible to the town’s needs. They will be opening a local office sometime shortly at City Centre.

Middle school students now have an opportunity to enjoy the spoils of Italy with a cultural exchange program through the Mount Elizabeth Middle Secondary School. The program will put students into Italian homes, and program coordinators are focusing on ensuring First Nations students get involved with

the program as well. The community is Trento in northern Italy, while the school itself is in nearby Pergine. The exchange would last about two weeks. Those interested can call the Kitimat District Teachers Association’s president Reid Nelson at 250-632-3709.

Council backs call for vaccine

A local woman and a director for MeningitisBC.org has urged Kitimat Council to back calls for the inclusion of more comprehensive meningitis vaccines to students. Janet Munro made the argument to council, and said she wants to see vaccinations for youth between 16 and 18 years old, the peak time when the bacteria can be transmitted. Munro lost one of her sons to meningitis unexpectedly in 2011. She said that her son, 23-year-old Bradley Munro, was found dead in his bathtub in his apartment in Kamloops, where he was attending Thompson Rivers University. He was found by some classmates and a professor. It was later discovered he succumbed to the Y strain of meningitis and that after extensive research, Janet discovered that only the C strain is commonly protected through vaccines, while vaccines to cover the majority of the other strains is available at cost. “Not once were we told that this vaccine was available. For him to die so sick and alone is beyond gut wrenching,” she told council. She said that while statistics show that only 1 in 10,000 people contract the illness, nearly a quarter of young adults are carriers for the bacteria, which is why she wants to see that age group protected. Her request to council was for

them to promote her cause through other levels of municipal government — namely the North Central Local Government Association and the Union of B.C. Municipalities — and also assist meningitisbc.org in applying for grants, and receipting charitable donations on behalf of them while they away their own charitable status. Councillors were supportive of her cause. Mario Feldhoff said the fact that B.C. doesn’t have this vaccination program already “seems to be out of step.” A motion passed for the District of Kitimat submit resolutions to NCLGA and UBCM to solicit support for meningitis vaccination programs, and also to assist them in applying for grants. While a motion was not directly passed to issue tax receipts for charitable donations on their behalf, staff was asked to report back on if such a task was possible from them. The Kitimat Hospital Foundation or the Kitimat Community Foundation were suggested as other bodies to provide similar services, but their help may rest on this group receiving their charitable status, which is forthcoming. The District of Kitimat has provided receipts in the past, notably on behalf of the Looking for Love Animal Shelter Society, the group which campaigned and fundraised for the construction of a new animal shelter.

A taste of Cuba Heads turned when Dwight Magee entered a small bar in Havana, Cuba. With a camera always by his side, Magee stood out as someone not from around there, an outsider. But then, he bought a round of drinks for the bar, and everyone suddenly had made a new friend. And Magee, with his camera, of course captured a new memory. “Drinks were cheap, so why not?” Magee’s adventures through the streets of Cuba is the subject of the current exhibit at the Kitimat Museum and Archives. Running until this Saturday, the photo exhibit captures the people of the country, in the midst of their regular lives. Getting to Cuba had always been an ambition of Magee, who remarked that the country has this romanticized idea of a place where time stands still. “There’s this perception of the place that the place really has stood still since the 50s,” he said. When he got there, he found a country full of friendly, generous people. He said he would end up being invited into homes, and even to New Years parties. Meeting people and telling their stories through a lens is what Magee seeks out in his travels, opting for the real vision of a country and its people over the ‘postcards’ of beaches and sand. “[I] tried to show a bit of them in their own personal environment,” he said. “It’s more important to catch a sense of the people who live there,” he continued. “To me it’s a learning experience. I put far more value on that then I do hanging around beaches.”

Spill response plan Over the last few months, I’ve talked about the precautions, the safety measures, and the selection criteria involved in the marine elements of the Gateway project — all of them intended to prevent an oil spill on water. I’ve also discussed how Gateway’s marine safety program was examined by an independent risk assessment group, which determined that the chances of a major spill are once in more than 15,000 years. Although statistics and reports suggest a marine oil spill is unlikely, you want to know — what if one does occur? How will Gateway be prepared? While the chances are slim, we continue to develop a world-class marine response program. The Northern Gateway Project includes a spill response capacity that’s more than three times the Canadian regulation. And while the Canadian requirement for oil spill response is 72 hours plus travel time, our response time will be a fraction of that number — 6 to 12 hours in the marine channels. This is a significant increase to the response capability available to B.C.’s north coast. Additionally, for immediate response, our tug escorts will be

equipped with booms, oil skimmers, and firefighting equipment to provide enhanced initial containment, and they will be available to all marine traffic in the event of an incident. We will store equipment, such as containment and absorbent booms, skimmers, and waste storage, in multiple well-maintained, readily accessible response bases, providing a wider area of coverage in a shorter amount of time. Barges will also be located throughout the marine channels for additional storage and equipment mobilization. We are committed to having staff, contractors, and partners in place to maintain that enhanced state of readiness. The Gateway project will likely never see a major marine oil spill. But if it does, we’ll be prepared to protect our coastline.

Maria de Lourdes Silva April 7, 1927 - January 21, 2013

It is with great sadness that we announce the passing of Maria de Lourdes Silva on January 21, 2013. Lourdes slipped peacefully into the arms of her Lord Jesus. She is survived by her loving husband of 62 years, Artur; her son Arthur (Maria); her daughter Filomena (Durval); her son Jose (Lola); her grandchildren David (Chrissy), Christine (Christopher), Joshua, Daniel, Andrew (Amy), Kristy (Cameron), Jonathan, Amanda and Eva; great grandchildren Caleb, Olivia, Dain, Cohen, Jillian, Hazen and James; brother-in-law Mariano da Silva; sisters-in-law, Merces da Silva and Cremilde da Silva; and numerous cousins, nieces and nephews. Lourdes had a wonderful sense of humour and was loved by all who knew her. She will be sadly missed. A celebration of Lourdes’ life was held at Christ the King Catholic Church on Saturday, Janaury 26, 2013. The Silva and DaCosta families would like to express their gratitude to all for attending Lourdes’ funeral mass, and also all the prayers that she received from so many friends. A special thank you to Father Andy Takach for visiting Lourdes at her home.

Patricia Mitchell (Jones, née Caldwell), died peacefully surrounded by family on February 5, 2013 in her 89th year in Smithers, British Columbia. She was born September 28, 1924 in Belleville, Ontario to Joseph George and Coralie (Cook) Caldwell. Patricia was predeceased by her two brothers, Joseph George Caldwell (Evelyn Phyllis Barter), William Statton Caldwell (Frances O’Shaughnessy). Their children are Joseph George, Anita and Charles; and Gayle, Brian, Kathy and Vicky. Patricia was happily married to William Robert Jones for 45 years and they had three children: David Alan (Candyce Courtney), Patricia Ann (John Rei), and Evelyn Frances (Gary Perdue); six grandchildren, Stephen (Shannon), Michael (Cindy), Anna (David), Alexis, Alexander (Ahad) and Bethany; four great grandchildren, Graham, Sawyer, Dana and Johana. She remained close to her niece Ann and her siblings. After Bob Jones died in 1991, Patricia subsequently had a loving marriage with Hubert Kenneth Mitchell for five years until his death in 2001. She was a sergeant in the Canadian Women’s Army Corp and served not only in Barriefield, Ontario but also in London, England in 1945. The CWACs were posted in London so that the service men could go home early. Pat was very proud of the advances to resident care she initiated in her role as Administrator at Scott’s Nursing Home in Lindsay, Ontario and Extendicare in Peterborough, Ontario. Her fierce independence allowed her to adapt to changing life events which led her to be close to her grandchildren in Guelph, Barrie (Collier Place) and most recently, Smithers, BC. She was actively involved in the Royal Canadian Legion and RCAF Wing 441 (Barrie). A Celebration of Life will be held both in Smithers, B.C. and Barrie, Ontario. For Barrie, Patricia wanted friends and family to drop in to the Royal Canadian Legion (Branch 147, Barrie, Ontario), 410 St. Vincent Street. This Celebration of her Life will take place on Monday, February 25th, 2013 from 1 to 3 p.m. In lieu of flowers, donations may be made in her name to the charity of your choice. R.A. Coaches Cynthia Medeiros and Rayven Algor were very proud of all of the skaters as it was a great showing and a good warm-up for the regional competition which took place in Kitimat last weekend.
