Council offers $310,000 for sturgeon As major players negotiate for recovery centre funding, Vanderhoof offers incentives Cameron Ginn Omineca Express
Voters stand in queue outside the Nechako Senior Friendship Centre, waiting to cast ballots in the pool referendum and Vanderhoof by-election on Saturday, Feb. 16. Cameron Ginn/Omineca Express
Pool referendum passes, John Murphy elected to council Cameron Ginn Omineca Express
The pool referendum passed and John Murphy was elected to council on Saturday, Feb. 16. In an extraordinary showing of electors at the Nechako Senior Friendship Centre, where the polling station was set up, Van-
derhoof voted overwhelmingly in favor of allowing the municipality to borrow $4 million to put towards building a $12-million aquatic facility. According to official results from the municipal office, 1,207 electors from the District of Vanderhoof voted yes at the pool referendum, while 353 voted no. In Area F of the Regional District of Bulkley-Nechako, 575 electors voted yes
and 472 people voted against the referendum through various means, including mail-in ballots, advanced polling and by voting in person on Feb. 16. In the Vanderhoof by-election, which was held in conjunction with the pool referendum to reduce costs, John Murphy was elected to council with 782 votes. Candidates Peet Vahi and Marje Makow received 336 and 319 votes, respectively.
Council approved a resolution Tuesday, Feb. 12, further galvanizing the construction of a Nechako White Sturgeon Recovery Centre in Vanderhoof. As the Freshwater Fisheries Society of B.C. (FFSBC) moves forward with negotiations to build the $3.5-million recovery centre here, the resolution lays out various financial offerings from the District of Vanderhoof. Included in the resolution is a one-time donation of $310,000, plus two acres of municipal-owned land, a waiver of all building permit fees, and a permissive tax exemption for the building and property for as long as the facility is operated by FFSBC. "Basically, we're all in. We have put our cards out there," said Councillor Ken Young. The value of the land, waived permit fees and tax exemptions have not been officially determined by the municipality. "The donation of the land is an important dimension," said Deputy Administrator Tom Clement. "The key is the $310,00 as a donation towards the construction and operation of the facility." Urgency is rising to build the facility before the Nechako white sturgeon, currently listed as "critically imperiled" by the B.C. Conservation Data Centre, declines any further in number. According to the Nechako White Sturgeon Recovery Initiative, dam construction, loss of food supply and pollution from industrial and municipal sources have endangered the Nechako white sturgeon by reducing their reproductive success and possibly degrading their habitat.

2013 PUBLIC BUDGET PRESENTATION The Regional District of Bulkley-Nechako will be presenting its Draft 2013 Budget in the Fraser Lake Council Chambers on Wednesday, February 27, 2013 at 5:00 pm. Members of the public (both municipal and rural) are invited to attend.

From front The initiative to build the recovery facility largely depends on $4 million of funding in the Nechako Environmental Enhancement Fund (NEEF). To access the money, however, an in-kind contribution of an additional $4-million is required by the NEEF Management Committee. So far, the FFSBC has banked more than $3 million in contributions from Rio Tinto Alcan (RTA) and the provincial government. Factoring in financial considerations from the district, more than $7 million of cash and commitments is available for investing into the recov-
ery facility, according to Don Peterson, president of the FFSBC. "We're probably at the 90-per cent level now," said Peterson, referring to the amount of resources and support now in place. Although optimistic, Peterson is unable to comment on ongoing negotiations between the FFSBC, RTA, the provincial government, the District of Vanderhoof and the Nechako White Sturgeon Recovery Initiative, but he expects a final decision to be announced "well in advance" of the B.C. general election in May 2013. "We're very close,” he said. “We just need the cooperation from some of our partners now.”

Ruth Lloyd Caledonia Courier Fort St. James RCMP responded to a snowmobile accident on Feb. 10 at 2:25 p.m. The single snowmobile accident took place near the Fireweed Safe Haven on Stuart Drive. When police arrived at the scene, they found the male driver of the snowmobile beside his machine showing signs of intoxication. The driver reportedly said the sled tipped sideways while he and a female passenger were going up a hill and the machine then landed on him. Emergency Health Services transported the driver to hospital for treatment of injuries to his ribs. The passenger was not injured in the incident. The RCMP are continuing to investigate and are reminding the public a person can be charged with impaired driving and having a blood alcohol level over 0.08 mg when driving a snowmobile.

Schools from Prince George, Mackenzie and Vanderhoof were in attendance. Athletes were organized in 13 groups, based on their age and weight, of four to five wrestlers. The Vanderhoof Vikes team consisted of three divisions: Grade 2 to 3, 4 to 5 , 6 to 7, etc. These 10 athletes were part of a larger group of 35 junior Vikes that trained from October until Christmas break. Many are looking forward to October 2013, when the wrestling season starts again. The team won 23 times, winning five

Balto is a very special boy who has been in the care of the SPCA for a couple of months now. He originally came from a reserve with an extensive leg injury, which required surgery and a long period of recovery time in a foster home. While in care, the foster discovered that Balto should not go to a home with cats. The foster parents said that Balto is an absolute joy to have in the home because he has character like no other. He is very cuddly and affectionate, and is calm in his crate, which is where he was accustomed to sleeping. He has a lot of energy, but loves being outside where he can burn it off. Afterwards, coming in and curling up for snuggles is his favorite past time. He did live peacefully with numerous other dogs in his foster home and was tested with many dogs within the shelter. Balto will need to go to a home that is experienced in managing possible dog reactivity, which shelter staff can speak with you about in depth. Balto is a very lovable and enthusiastic young guy who loves to play in the snow. He has a very goofy demeanor and is sure to bring a smile to your face!

Hobson Museum to close its doors After only 17 months, the privately funded museum faces closure due to a lack of funds and shortage of admissions

Curator Wayne Deorksen has spent about three years developing exhibits at the Hobson Museum, archiving thousands of documents and photographs, some dating back 120 years. Hobson recently announced the museum was closing due to a lack of funds.

Cameron Ginn Omineca Express In a matter of weeks, The Hobson History Museum will be empty. Walls will be stripped of pictures. Artifacts will be inventoried and packed away. Documents will be cataloged and placed into storage indefinitely. "Although people who came in loved the tours and collections, there just hasn't been enough of them," said Wayne Deorksen, curator of the privately funded museum located in central Vanderhoof. After only 17 months of operations, the museum is shutting down due to a lack of funds. The decision to close was difficult to make, said Deorksen, who has spent about three years developing the exhibits and archiving thousands of documents and photographs, some dating back 120 years. "It has been a humbling expe-
rience," he said. People from almost every continent have visited the museum since it opened in July 2011 to learn about the life and times of Rich Hobson, a rancher whose non-fiction books attracted settlers to northern B.C. and promoted development and investment in the region. “He has done an awesome job, digging into the history and putting the pieces of the puzzle together,” said Gary Blattner, who is helping organize the museum’s collection ahead of closure. The museum started off almost by accident when Deorksen's sister, Barb Penner, stumbled upon a cache of old documents while cleaning out the home of Kathy Hobson, Rich Hobson's daughter and only child. Penner found letters of correspondence addressed to dignitaries, distinguished entities and power brokers from around the
world. "The first day in, she was seeing (U.S.) presidential signatures," said Deorksen. "There isn't enough room in the newspaper to write about it all." With Hobson's permission, Deorksen and Penner began analyzing and sorting through the documents, developing a chronological timeline for people to follow while touring the museum. Deorksen's love of history started at an early age inside a one-room school in Braeside. One day, a door salesman sold his parents a set of encyclopedias, which Deorksen read cover to cover over a period of several years, he said. For Deorksen, the main highlight of running the museum was hearing stories of adventure and survival from visitors who travelled long-distances to get to Vanderhoof. "I'll remember them with fondness," he said.
Due to the recent break-in and theft of communication and navigation equipment from the Nechako Valley SAR truck, we are requesting donations to help replace this essential equipment for our SAR responses. Please see the front page story in the Omineca Express December 12, 2012 for more information. Nechako Valley SAR has been approved for a gaming grant which will allow us to replace the stolen radios, but we are looking for financial support to replace the GPS units and compasses. Please drop off any donation at the Omineca Express office or at Fountain Tire. Nechako Valley SAR is not only a huge asset to our own community but also responds provincially where and when SAR resources are needed. The radios, GPS units and compasses are essential during any SAR call out, and replacing these losses are our current highest priority. The members of Nechako Valley SAR thank the provincial government of BC for the gaming grant, and all the community members who have expressed support for us.

The Nechako-Kitamaat Development Fund Society presented a $66,803.84 cheque to the District of Vanderhoof on Feb. 6 for replacing the dasherboards at the municipal arena. "They were one body check away from falling over," said Mayor Gerry Thiessen. "Without the funding, it would have been impossible." The boards were replaced to improve safety for current users, but also to bolster the arena as a potential venue for regional and provincial events, including the upcoming 2015 Winter Games in Prince George, explained Dan Boudreau, manager of the society. In 1999, the provincial government and Rio Tinto Alcan each contributed $7.5 million to establish the Northern Development Fund. The investment income generated from this fund supports the society's grants program.

B.C. gas boom is real, all right Tom Fletcher Black Press Whether Christy Clark’s government survives the May election or not, the natural gas “Prosperity Fund” idea floated in last week’s throne speech is a useful one. B.C. is poised to join Alberta in the upper rank of energy producing jurisdictions, with an expanding network of natural gas collection, refining and processing into liquid (LNG) for export. Clark’s pre-election throne speech proposed a resource fund similar to Alberta’s Heritage Fund that would be reserved for debt reduction and major projects, rather than spent on programs, which tends to happen under the political pressure of four-year election cycles. Opposition politicians and media commentators have dismissed this as a pre-election stunt. They note that the LNG industry in B.C. doesn’t exist yet, and may never produce the hundreds of billions of dollars projected over the next 30 years. I returned for a visit to B.C.’s northeast earlier this month, and I can tell you the gas boom is real. My parents homesteaded east of Dawson Creek near the Alberta border in 1962, and I recall when our farm was drilled for gas by Gulf Canada 40 years ago. Many more gas wells have been drilled since then, and country roads have been widened and numbered for industrial traffic. Hydraulic fracturing, already in use when our farm was drilled, has been combined with directional drilling to open up huge new supplies. A farming community called Montney is the latest hot play, yielding not only shale gas but petroleum liquids, which are valuable for diluting heavy oil among other things. B.C. has never seen this kind of international investment interest before. Initial projects have been joined by global players such as British Gas, and Mitsubishi, a key player in Japan's replacement of its devastated nuclear power program. Spectra Energy, which operates one of North America’s biggest gas processing plants at Fort Nelson and has another one under construction nearby, has begun work on a third plant near Dawson Creek. Spectra and British Gas have also proposed the latest of several pipelines, to move all this gas to an LNG terminal at Prince Rupert. The Kitimat-Prince Rupert region now has at least five proposed terminals, with investors including Shell, Chevron, ExxonMobil and state players from China and Korea. Continued at right

Continued from left All this is happening as shale gas is developed across the United States as well. As with oil, Canada is a captive of the U.S. market, and the flood of new gas supply has the North American price at rock bottom. At least B.C. hopes it’s the bottom. Gas royalties passed forest income to the B.C. treasury many years ago, and now as the forest industry struggles to recover, the province faces tumbling revenues from gas.
Why would B.C.’s shale gas be seen as a priority for new global investment in LNG? For one thing, we’re a stable democratic country with a mature industry and competent regulation. Secondly, the shipping advantage of the Kitimat and Prince Rupert ports to the Pacific Rim has finally been recognized internationally, as coal, forest products, grain and container traffic has climbed in recent years. B.C. has another advantage that appears to be increasingly impor-
tant. The shale gas deposits are deep, under a kilometre or more of solid rock, and most are in remote, sparsely inhabited locations. That adds cost to the pipeline system, but it has a benefit. At the beginning of the year I predicted that the international protest movement that dishonestly targets Alberta oil would soon turn to demonizing natural gas. That pseudo-scientific attack has begun, right here in B.C. I’ll have more on that in a subsequent column.
We, the Prairiedale-loving family of seven Editor: We as a family realize that the school board does not take the decision to close a school lightly. We do however have strong feelings on the subject. We feel that our voices deserve to be heard and taken into consideration. As a family with five young boys, we have many concerns about Prairiedale closing. We have very strong family values in our family, moral and social. We have chosen to send our children to Prairiedale
because we feel like the school supports the ideals that we have for our family. The small size of Prairiedale school, we feel, helps keep the innocence of childhood more sacred. We are not under the delusion that our children will never be exposed to ideas or actions that are not acceptable to our family. We are just hoping to ward off those things as long as possible. We feel that the small size of the Prairiedale school lends to a spirit of acceptance and security that we
feel is healthy for our children. The location of Prairiedale is desirable to us first because we live less than two miles from it, and secondly because it is away from the "hub" of town. Thankyou for taking the time to listen to our concerns and take them into consideration as this huge decision is being made. Ministry of Forests, Lands and Natural Resource Operations, "beetle timber" can retain commercial value from five to 18 years after being attacked by the MPB, and be used as framing lumber and energy generation products, such as wood pellets. "Allowable annual cuts have been increased as an emergency measure for salvaging or recovering the greatest value possible from beetle-attacked timber," the ministry's website says. "The temporary increases have resulted in a surge in harvesting activity in some areas of the central Interior. However, significant reductions to these allowable annual cuts are inevitable as timber supplies decline and the (MPB) epidemic fin-
ishes running its course." Despite the downward forecast, there is reason to be optimistic about the forestry sector in the short-term, said Thompson, as B.C. timber prices rise exponentially along with demand in U.S. and Asian markets. "We need to get up and going," said Thompson, who manages another mill in Burns Lake. When operations begin around March 1, Northern Interior Timber Ltd. will process about 60,000 board feet per day, compared to larger mills capable of logging up to 1-million square feet per day, said Thompson. "That's a big difference," he said. But given its smaller size and capacity, operations will be easier to sustain as the B.C. timber
GATEWAY perspectives
Spill response plan Over the last few months, I’ve talked about the precautions, the safety measures, and the selection criteria involved in the marine elements of the Gateway project — all of them intended to prevent an oil spill on water. I’ve also discussed how Gateway’s marine safety program was examined by an independent risk assessment group, which determined that the chances of a major spill are once in more than 15,000 years. Although statistics and reports suggest a marine oil spill is unlikely, you want to know — what if one does occur? How will Gateway be prepared? While the chances are slim, we continue to develop a world-class marine response program.
One card. Many services. The new BC Services Card is part of government’s plan to modernize BC’s health care system. It replaces your CareCard, can be combined with your driver’s licence, and also acts as your photo ID. It’s more convenient and more secure, with enhanced features to protect your personal information. And getting yours is easy. Starting February 15, 2013, and for the next five years, you can simply enrol when renewing your driver’s licence. And even if you don’t drive, you can enrol at the nearest location where driver’s licences are issued. To learn more visit: BCServicesCard.ca
supply continues to decline, said Thompson. The mill has employed about five or six people, including electricians and carpenters, since construction began in September 2012. Once built, between eight and 10 people will work at the mill full time. Thompson's business plan adheres to a European-style approach to utilizing timber and by-product in order to reduce waste and extend the mill's operating life. As a strategic move to maximize profits and cut down travel expenses, the mill is being built within the targeted timber supply area. "We didn't build in Prince George or Vancouver. We built it here, close to where the bug kill is," said Thompson.
The Northern Gateway Project includes a spill response capacity that’s more than three times the Canadian regulation. And while the Canadian requirement for oil spill response is 72 hours plus travel time, our response time will be a fraction of that number — 6 to 12 hours in the marine channels. This is a significant increase to the response capability available to B.C.’s north coast. Additionally, for immediate response, our tug escorts will be

equipped with booms, oil skimmers, and firefighting equipment to provide enhanced initial containment, and they will be available to all marine traffic in the event of an incident. We will store equipment, such as containment and absorbent booms, skimmers, and waste storage, in multiple well-maintained, readily accessible response bases, providing a wider area of coverage in a shorter amount of time. Barges will also be located throughout the marine channels for additional storage and equipment mobilization. We are committed to having staff, contractors, and partners in place to maintain that enhanced state of readiness. The Gateway project will likely never see a major marine oil spill. But if it does, we’ll be prepared to protect our coastline.

Masters Running Club The 26 annual Iceman took place in Prince George on Feb. 10, and once again the Vanderhoof recruit was in full force as three of the four teams returned home with medals. The Iceman is a multi-sport event consisting of an eight-kilometre skate ski, a 10-kilometre run, a five-kilometre speed skate, a five-kilometre run, and finally an 800-metre swim. Participants can complete the event individually or as part of a team. The Young and the Younger skier Alexander Nemethy, 10-kilometre runner Brian Nemethy,
speed skater Alison Desmarais, five-kilometre runner Charlie Borek and 800-metre swimmer Dave Nielsen - made it their goal to be the best in their race and the fastest team overall, and they succeeded. Their time of 1:39:20 beat all other teams. The top men's team was 92 seconds behind them. The Young and the Younger have won three times in the past four years. Team Velocity - Jeremy and Jessica Seely, Sarah Barr, and Sonja and Dave Zurevinski placed third for their category and fourth overall. Team V02 Maxed Out - Angela Wheeler, Team Pure Skill: bottom from left, Simon, Elliot, Will and Addison. Front from left, Nico and Connor.
Team V02 Maxed Out: Wanda, left, Julie, Karrie and Angela.
Team Velocity: from left, Sarah with baby Payden, Sonja and Dave, and Jessica and Jeremy.
Wanda Nemethy, Julie Desmarais and Karrie Hanson - was first for masters women and the first overall women's team. There was also a Junior Team called Pure Skill - Simon Nemethy, Elliot Tone, Connor Ebert, Will Pippy, Addison MillerGauthier and Nico Marshall - which placed fourth for the junior category. The lone, but motivated, Iceman woman, who did the whole event on her own, was Jodie Pereira. She skied, ran, skated, ran again and swam the whole distance in a time of 2:30:40, a feat only made for the all-around athlete.

Common carcinogens found at home And some ideas on how to avoid them Last week we talked about how carcinogens are the cancer causers/ promoters, and that avoiding them gives you the best chance at keeping healthy. Many people don’t realize how many there are in our lives, and what’s worse is how many we have in our own homes. Why is avoiding them at home more important than anywhere else? Home is Because home where you and your family usually spend the most time, especially children and their caretakers who are constantly exposed. It was mentioned in previous articles the importance of airing our your home, perfumes, build up, chemical cleaners all collect and stay in the air, on the furniture and they get moved around each day as you move around, in winter many people do not air out their warm home. I mean who would intentional let the cold into your warm toasty environment... the people who understand the importance do. (Even 10 minutes in each room a day makes a big difference not to mention breathing in some fresh air, and getting that stale air out) So what are these common carcinogens found in the home. · Many aerosol products contain ‘methylene chloride’. Instead of using chemical to freshen up, try making your own using simple blends of essential oils and water, remember that a little goes a long way. Some great blends for the home include ‘purification’ which can eliminate odours and leave a nice fragrance, or for the spring and winter seasons of flus and colds try using thieves to kill bacteria, or even lavender. Just mi a few drops into a spray bottle and clean that air. · Not a single cosmetic company labels its products which contain carcinogens. And yes many chemicals or additives in cosmetics, lotions, creams & makeup contain them. Try a more natural approach and you won’t be fighting those wrinkles. Did you know that combining some beauty products actually does a disservice as the chemicals interact and some can act as acids that break down healthy skin & cause wrinkles. · Hair dye- one of the worst offenders as you absorb many of these chemicals through your scalp, not to mention if you can’t handle the smell, its probably not great for your lungs, try a henna dye to darker hair naturally (Just make sure you use a reputable source as some powders sold in bulk have been found to contain lead) · Household products that are heavily laden with chemicals such as: spray paint, paints, paint stripper, floor cleaners, mildew fighters etc. Whenever you can go for a natural approach. · Many chemicals used in household products are volatile meaning they become gaseous at room temperature, take the form of microscopic particles that are easily inhaled which can cause damage to the lungs or other organs as they are taken into the bloodstream. (Feel free to call about free information sessions on how to use essential oils to clean, disinfect and promote health in your home) Next week- Cancer and the diet
