A Lake Country family is lucky to be alive after a kitchen fire ruined their Turtle Lodge unit Wednesday night. But now Darryl Nessman, Amanda McNally, their three daughters and pet dog are being forced to start from scratch. And it’s not easy. Around 5 p.m. Wednesday, Nessman was cooking French fries when he heard his 15-month-old daughter, Mary-Jane, crying. He was only gone for a matter of seconds when he heard a popping sound in the kitchen. He ran back to discover the cupboards above the stove were on fire. “He ran into the laundry room to go find the fire extinguisher,” said McNally. “He ran back out because he couldn’t find it and the whole kitchen was on fire. So he just got the kids and the dog out.” McNally was at work when Nessman phoned

to inform her the house was ablaze. “I drove out there and at that point, because he was in so much shock, he couldn’t tell me if the kids were out or if anything had happened—I didn’t know what I was walking into. “I was thankful he and the kids were safe.” The house was not so lucky. McNally said the unit will have to be entirely rebuilt. Neighbours’ homes also suffered smoke damage from the incident. And other than a few smoke-stained pieces of clothing, the family has also lost all of their possessions. McNally was reached by telephone Saturday morning at the hotel room her family has been staying in since Wednesday evening. During the conversation her kids—Elise, 6, Andrea, 5, and MaryJane, 1—could be heard yelling, sometimes loudly, in the background. McNally said two of her daughters were very

sick on Friday, which she thinks is likely due to the situation being very difficulty to cope with. “They’re blaming their dad: ‘You burned our house down.’ It just comes out,” said McNally. “He feels bad enough already, so it’s pretty hard on him when they say that.” To make matters worse, McNally and Nessman are engaged and were planning to get married this summer. “That’s not happening now.” Emergency Sup-

When asked if things have gotten better since the fire, McNally said: “Not at all, actually.” “We’re looking for a place to live. Turbidity is a measure of how clear or cloudy the water is, measured in NTU units. Particles can interfere with the disinfection process and may reduce chlorines effectiveness. Turbidity in the good and fair range are invisible to the human eye. The water quality is currently rated as fair. This means all customers who receive water from these sources are now on an Advisory. Health risks increase as turbidity rises, particularly for at-risk populations such as newborns, the elderly and people with weakened immune systems. Contaminants such as viruses, bacteria and parasites can attach themselves to the suspended particles in turbid water. These particles can then interfere

Elaborate marijuana grow ops taken down in Lake Country, West Kelowna Police arrested five people in separate grow op investigations

At least five people could be facing charges in connection with two unrelated marijuana growing operations that were subject to search warrants last week. On Feb. 13, the Lake Country RCMP, with the assistance of Kelowna Police Dog Services, executed a search warrant on a residence and outbuilding in the 1200 block of Oceola Road in

Lake Country. Police located an elaborate marijuana growing op inside the outbuilding, as well as a hydro bypass. They seized more than 300 grams of dried marijuana bud. No one was home during the search and it appeared that the harvest had already been completed. On the same day the West

Kelowna RCMP, acting on a theft of hydro tip, executed a search warrant on a residence in the 3400 block of McTaggart Road. During that search, police discovered a hydro bypass and a sophisticated marijuana growing op. Approximately 7,400 marijuana plants, in various stages of development, were seized and four men were ar-

rested inside the residence. Both investigations are ongoing. A 58-year-old Lake Country man, a 29-year-old Summerland man and three West Kelowna men, aged 25, 28 and 46, all face potential charges of theft of electricity, production of a controlled substance and possession for the purpose of trafficking.

Amended liquor law helps distilleries do business

Management at Okanagan Spirits knew key changes to B.C. liquor laws were coming, but they didn’t know when. Last September, NDP leader Adrian Dix said his party supported provincial liquor law changes that would benefit artisan distilleries. At the time, the Liberal government said those changes would likely come in six to eight weeks. “We were waiting six weeks, eight weeks, 12, 14, 16,” said Rodney Goodchild, sales and marketing manager at Okanagan Spirits, a Kelowna and Vernon-based craft distillery. “Then we heard it was coming soon…this is positive for the business, there’s no doubt about it.” Earlier this month, Minister Rich Coleman finally announced sev-

eral eagerly-anticipated changes. Goodchild said the most beneficial change will be Okanagan Spirits’ eligibility for mark-up exempt direct sales because the craft distillery uses 100 per cent B.C. agricultural raw materials in many of its products. “Previously it was quite a cumbersome process,” said Goodchild. He said, under the old rules, money from all instore sales was given to the B.C. Liquor Control and Licensing Branch. Approximately six weeks later, Okanagan Spirits would get just under two thirds of that money back. “Now we’ll retain all of it—huge difference.” The changes will also ease the process for direct sales to bars, restaurants and private liquor stores. Previously, if a restaurant across the street wanted an Okanagan

Spirits product, the distillery would be required to ship it to the Lower Mainland, where that product would be processed and then shipped back to Kelowna. “It’s something we’ve asked for, for a long time. (The change) makes so much sense on so many levels.” Brewers and distillers will now also be able to apply to have an on-site consumption area such as a lounge, tasting room or event area. Goodchild said, with the Bernard Avenue revitalization currently happening, the timing for that alteration couldn’t be better. Although he wouldn’t go into detail, he noted one possibility may include using the widened sidewalk to create a type of patio setting featuring a cocktail bar. The liquor law changes that will officially be implemented March 1

include: • Brewers and distillers now can apply to have an on-site consumption area such as a lounge, tasting room or event area • Small- and mediumsized liquor manufacturers will be allowed up to three common ownership and business relationships with licensed establishments located off their manufacturing site • Rules around how liquor manufacturers can promote their products in bars and restaurants have been simplified by removing the requirement for a buy-sell agreement • Distilled liquor products that consist of 100 per cent British Columbia agricultural raw materials and are distilled in B.C. by licensed distilleries are now eligible for mark-up exempt direct sales • An honourary B.C.

wine envoy will be named with a mandate to work to complement existing efforts to open up domestic markets for B.C. wines • Wine stores will become licensees under the Liquor Control and Licensing Act • The criteria on whether private liquor stores can relocate within one kilometre of an existing liquor store are now set out in regulation rather than policy • All increases to liquor-primary capacity will now require local government input • Allowing rural agency stores to purchase unlimited amounts of beer through their local government liquor store. Global Citizen Week ongoing across Canada

The Intercultural Society of the Central Okanagan has received $26,200 in federal grant money to help present the ninth edition of Global Citizen Kelowna Week, which started Feb.16 and continues to March 3. The funding came under the Building Communities through Arts and Heritage program. The federal government created the Building Communities through Arts and Heritage program in September 2007. This program

provides Canadians with more opportunities to take part in local activities that present arts and culture and celebrate local history and heritage. The program will benefit many community events and celebrations throughout Canada this year. The festival also received $12,000 in funding through InterAction, Canada’s Multiculturalism Grants and Contribution Program, administered by Citizenship and Immigration Canada (CIC).

The program supports CIC’s mandate and the Canadian Multiculturalism Act by assisting the socio-economic integration of individuals and communities and their contributions to building an integrated and socially cohesive society. Global Citizen Kelowna Week includes multicultural dance with music and art displays, a children’s festival, First Nations story-telling, a global music festival, and a city wide photo, video and art exhibit.

“By supporting the Intercultural Society of the Central Okanagan and Global Citizen Week Kelowna, our government is delivering on its commitment to strengthen our economy and support our arts, culture, and heritage,” said Ron Cannan, Conservative MP for Kelowna-Lake Country, speaking on behalf of James Moore, Minister for Canadian Heritage, and Jason Kenney, Minister of Citizenship and Immigration. “Global Citizen Ke-

Public ALR hearing for properties on Bottom Wood Lake, Powley and Lodge roads A public hearing regarding taking less than half a hectare of land out of the Agricultural Land Reserve will be held Tuesday, March 5, 7 p.m., in the District of Lake Country Municipal Hall, 10150 Bottom Wood Lake Rd. The application is for Agricultural Land Reserve ALR2012-003 . B.C. gas boom is real alright W hether Christy Clark’s government survives the May election or not, the natural gas Prosperity Fund idea, floated in last week’s throne speech, is a useful one. B.C. is poised to join Alberta in the upper rank of energy producing jurisdictions, with an expanding network of natural gas collection, refining and processing into liquid (LNG) for export. Clark’s pre-election throne speech proposed a resource fund similar to Alberta’s Heritage Fund that would be reserved for debt reduction and major projects, rather than spent on programs, which tends to happen under the political pressure of four-year election cycles. Opposition politicians and media commentators have dismissed this as a pre-election stunt. They note that the LNG industry in B.C. doesn’t exist yet, and may never produce the hundreds of

Tom Fletcher billions of dollars projected over the next 30 years. I returned for a visit to B.C.’s northeast earlier this month, and I can tell you the gas boom is real. My parents homesteaded east of Dawson Creek near the Alberta border in 1962, and I recall when our farm was drilled for gas by Gulf Canada 40 years ago. Many more gas wells have been drilled since then, and country roads have been widened and numbered for industrial traffic. Hydraulic fracturing, already in use when our farm was drilled, has

been combined with directional drilling to open up huge new supplies. A farming community called Montney is the latest hot play, yielding not only shale gas but petroleum liquids, which are valuable for diluting heavy oil among other things. B.C. has never seen this kind of international investment interest before. Initial projects have been joined by global players such as British Gas, and Mitsubishi, a key player in Japan’s replacement of its devastated nuclear power program. Spectra Energy, which operates one of North America’s biggest gas processing plants at Fort Nelson and has another one under construction nearby, has begun work on a third plant near Dawson Creek. Spectra and British Gas have also proposed the latest of several pipelines, to move all this gas to an LNG terminal at Prince Rupert. The Kitimat-

Prince Rupert region now has at least five proposed terminals, with investors including Shell, Chevron, ExxonMobil and state players from China and Korea. All this is happening as shale gas is developed across the United States as well. As with oil, Canada is a captive of the U.S. market, and the flood of new gas supply has the North American price at rock bottom. At least B.C. hopes it’s the bottom. Gas royalties passed forest income to the B.C. treasury many years ago, and now as the forest industry struggles to recover, the province faces tumbling revenues from gas. Why would B.C.’s shale gas be seen as a priority for new global investment in LNG? For one thing, we’re a stable democratic country with a mature industry and competent regulation. Second, the shipping advantage of the Kitimat and Prince Rupert ports to the Pacific Rim has

finally been recognized internationally, as coal, forest products, grain and container traffic has climbed in recent years. B.C. has another advantage that appears to be increasingly important. The shale gas deposits are deep, under a kilometre or more of solid rock, and most are in remote, sparsely inhabited locations. That adds cost to the pipeline system, but it has a benefit. At the beginning of the year I predicted that the international protest movement that dishonestly targets Alberta oil would soon turn to demonizing natural gas. That pseudo-scientific attack has begun, right here in B.C. I’ll have more on that in a subsequent column. Here in Canada, naval officer Jeffrey Delisle was sentenced to 18 years in prison for selling military secrets to the Russians. No one knows what information he actually turned over. It could have been anything from a list of the CIA’s undercover agents in Iran to the attack capabilities of Canada’s fleet of aging SeaKing helicopters. And somewhere in all that came news of the funeral of Aaron Swartz, revered in the hacker community for managing to penetrate MIT’s massively protected archives and download 4.8 million articles. Innovation and job creation thriving in Kelowna-Lake Country W

e live in a great community and there is reason for great optimism here and across the country if my recent discussion with Allan Coyle, director of public affairs at Okanagan College, is any indication. Okanagan College president Jim Hamilton and UBC Okanagan’s campus deputy vice-chancellor Deborah Buszard have been touring the Okanagan

Recently, both institutions hosted successful career fairs that drew dozens of employers to recruit and hire employees to meet their needs in the Kelowna region and further abroad. need to fill those jobs. Even better, students —domestic and international—are enrolling in our schools for exactly this kind of real-world connection between education and careers. As a preteen, I worked in the Chinese gardens in and around Vernon in the late 1940s and early ’50s. Kids were paid 35 cents an hour, 10 hours per day, 5 1/2 days per week. Then the powers to be decided that we had to have a min-

imum wage. This drove the Chinese into abandonment of the vegetable gardens. The could not pay the minimum wage. Are you willing to go out and assist in the harvest of crops? No. So don’t complain if the farmers decide to sell their properties and let the interest accumulate on their sale price. We are all authors of this situation. Walk in the landowners’ shoes.

To the editor: Re: B.C. Premier Christy Clark and the Prosperity Fund. The proposal outlined in the throne speech is worthy of at least a debate in the election, but it’s not new—it’s a copy of the Alberta Heritage Fund. Except the B.C. version is really full of flatulence in the form of “natural gas.” Most commodity analysts are warning about over-production and

lower prices for natural gas, so the premier can’t really project the potential profits for one year, let alone 30 years. Nice try. I predict it will be a bag of hot air flying off into the sky after the May 2013 election. Such a fund needs more concrete planning and financing. How many decades will wealthy corporations stick around once provincial government gets its handle on

the “golden elbow” valve taxing the elbow of the “smelly gas” pipeline on its way to western ports for Asia? The prosperity fund scheme has a special smell “odeur politique”—smells great at first then diminishes to a less than immaculate body stench. Too many questions, too few answers. Why lower sales taxes? Just to imitate Alberta? Sales taxes are a progressive tax; low-

The whole project is a smelly diversionary tactic prior to the B.C. provincial election in May, three months away. In reality, prices for natural gas are set much higher in Asia, but that

is absolutely no guarantee that the profit spread between B.C. and Asia prices will generate profits for B.C. or the corporations who own and operate the pipelines and drill for B.C.’s natural gas. Duo duel for Kelowna-Lake Country NDP nomination ALISTAIR WATERS Two men will duke it out for the provincial NDP nomination in Kelowna-Lake Country later this month. With the countdown on for the May 12 B.C. election, UBC Okanagan student Tom Macauley and area businessman Mike Nuyens will vie for the nomination and the right to challenge B.C. Liberal incumbent and provincial Agriculture Minister Norm Letnick. The NDP riding association will hold its nomination meeting Feb. 26 at the Rutland Centennial Hall. The B.C. Conservative Party has already nominated its candidate in the riding, former Kelowna city councillor Graeme James. According to the Kelowna-Lake Country NDP constituency association president Matthew Reed, his party, from leader Adrian Dix on down, believes it can win the traditionally strong Liberal riding this time around. Reed said Thursday that belief comes from an increase in interest in the NDP in recent years in the area. He said the constituency association now has between 250 and 300 members—the highest in the four years he has been president— and in the last year alone has seen a surge in both the number of volunteers willing to work for the party here. Following a challenge to Wilson’s leadership by Gordon Campbell after Wilson made Tyabji, who he was having an extra martital affair with at the time, his party’s house leader in the legislature, Tyabji quit the Liberals in 1993 and sat as an independent before joining Wilson’s new party, the Progressive Democratic Alliance. Tyabji ran in the 1996 election as a PDA candidate but was defeated by her ex-brother-in-law, Liberal candidate John

Weisbeck, the B.C. Liberal candidate. Weisbeck held the riding until 2005 when he decided not to run again and was succeeded by Liberal candidate, former Conservative MP and former Kelowna city councillor Al Horning. Letnick easily won the riding for the Liberals in 2009 after Horning quit politics. Over in Kelowna-Mission, only one

candidate for the NDP nomination has publicly put her name forward. Local businesswoman Dayleen Van Ryswyk, who has waged a public battle with the province over road access to her Okanagan Koi business on Highway 33, is expected to be acclaimed as the party’s candidate to face incumbent Liberal and B.C.’s Minister of Forests, Lands and

Snowmobiling has its own set of physical aches and pains M Watch your posture, keep warm, be aware of what your body is telling you, stay fit all week

n Feb. 2, the groundhog told us that spring will arrive soon. But don’t fear—the sledding days are not yet over. If you are looking to maximize your snowmobiling adventures or to try the activity for the first time before the snow disappears, then this is for you. Like any other activity, it is important to understand the risks and how to prevent injury. In this case I’m not talking about injuries from accidents, although that is still very important to take precautions to avoid. My focus is instead on the aches and pains you may experience throughout your body. Snowmobiles have come a long way from the original 20-ton machine that was first designed for log hauling,

Keeping You Fit with most modern machines weighing over 500 pounds (225 kg) and able to reach speeds of 110 km/h (Heisler 2010). With prolonged time on the machine you are exposed to awkward positions for your upper body, long periods of sitting with a forward bent posture, and vibration stresses. Not to mention the heavy lifting, pulling, and

pushing when you need to get out of a jam. Common aches and pains from riding are the low back, neck, shoulder and the occurrence of white-finger syndrome (Heisler 2010). I’m not suggesting you quit your sport. There are certain factors that can be modified to prevent you from injury, and to keep you more comfortable. A factor to the aches and strains is the ergonomics of a snowmobile. One of the most important parts to adjust is the steering bar (Rehn et al. 2005). Ideally it should be close enough to your body and have the grips oriented in a way so that your wrists aren’t bent, your shoulders aren’t hiked up and you do not have to reach so far forward. This will put you in a

Specific positions are to have your wrists neutral, elbows bent 60-70 degrees and if you have a seat back, for it to be tilted back 45 degrees (Heisler 2010). Grips should ideally be about 1.5 inches (3.8 cm) in diameter to lessen the grip strength required to steer (Heisler 2010).

When looking at buying a snowmobile, also consider its seat suspension. Whole-body vibration, which will occur even on groomed trails, puts the discs in your back at risk for injury (Bovenzi and Hulshof 1999). There are other factors to consider beyond the ergonomics of your sled. Here are things you can do to prevent injuries: • Avoid sitting too long in poor posture: When you sit, you lose

the normal curve in your low back. This is made worse by bending forward. The posture, in combination with the machine’s vibration, puts the discs at risk of injury. When possible, alter how you sit so that your back isn’t arched so much. • Wear appropriately warm mitts: Vibration of the upper limb, along with cold exposure, can contribute to the occurrence of “white-finger syndrome” which increases the chances of frostbite. It will also affect your ability to grip properly (Heisler 2010). To minimize this risk, stay warm. • Keep strong: Think of sledding as you would another sport—one that requires strength and endurance. Keep your body fit and flexible during the week to prepare you for

Mother Nature always gets her way DOUG MAVES

Our dawn walk on Family Day became bittersweet, suddenly. My canine companion and I had crept up to the tall fence behind the cover of trees, hoping for a picture of the eight deer we usually see there. Gray morning light reflecting from rows of brilliant white snow made the lines of apple trees stand starkly against the horizon. Nothing moved, except for a Canada Jay flitting about. The scene was strangely silent. No crows cawed, or hawks whistled. I led Bruno some hundred yards to the far corner of the orchard, our feet and paws crunching through the frozen snow. A burst of red on brown on white told the story. Rib bones cleaned of meat thrust upwards, as if defiant still. The ground about was lit-

tered with tracks, and fur, and blood. The kill was recent, only hours old. I was too far away to tell if it was the work of coyotes or wolves. Much of the carcass still remained where the white-tail had died. Coyotes would usually dismember and drag pieces of the animal to their den for the day. I

wondered if the large tracks I had taken to be a dog’s on our previous walks were in fact a lone wolf, down from the hills to hunt easier prey. We had seen many kills this winter, usually on or beside the deer runways leading to the high ground where they spent their days. Predators had easy access to this orchard, through occasional breaks in the base of the high fence surrounding it. The deer were trapped inside, yet happy with their lot. Food filled the lanes between the fruit trees with last year’s droppings. Life had been easy for them until now. I returned the camera to its carrying case after clicking a couple of pictures. The white light from the snow would make the autofocus unworkable, to my later chagrin. We headed home for our breakfast and spotted the dominant buck

of the herd guarding what was left of his harem and offspring as they huddled under trees. I had never seen this before. Normally, the buck would see, or hear, or smell us long before we got near and lead the herd away, trotting quickly to the limit of his defensive perimeter. I wondered if they were in mourning. The sky would soon be filled with scavengers— eagles and hawks, crows and ravens, even vultures. Tomorrow there would be little but fur and bones to mark the deer’s passing. I can only hope it enjoyed its short life in fields of plenty, surrounded by family. It had paid the price Mother Nature exacts for the future of the herd, paid by the young, the old or the injured. There are very few second chances in their wild lives. I re-learned an old lesson that day. Be aware,

Failure to file several years’ tax returns leads to a $4,000 fine The Canada Revenue Agency says an Okanagan resident, Steven James Merrill, was found guilty earlier this month of failing to comply with a requirement to file his 2006 to 2009 personal tax returns. Merrill was fined $4,000 and was given until Aug.7, 2013, to pay the fine. He was also ordered to file the outstanding returns by April 12, 2013. When taxpayers are convicted of failing to file tax returns, in addition to any fines imposed by the courts, they must still file the returns and pay the full amount of taxes owing, plus interest owed, as well as any civil penal-

ties that may be assessed by the CRA. But taxpayers who have not filed re-

turns for previous years, or who have not reported all of their income,

o you hold your GICs, mutual funds and stocks in banks or credit unions? Do you realize these assets will go through probate upon death when not held in joint ownership with right of survivorship? In B.C., probate fees are 1.4 per cent of the value of probateable assets. Add in the cost of legal and accounting fees, and the average cost of probate is approximately five per cent. The other huge negative about probate is the average lengthy delay of 18 months for the probate process to be completed. Probate fees, accounting and legal fees erode an estate’s value and the lengthy time to process probate causes stress to executors and family members. Why do Canadians keep their investment assets in a financial institution where probate is

Fiscal Fitness triggered upon death? Banks and credit unions are huge and profitable. They want to keep your money. Canadians are not encouraged by their bank or credit union to take their money out of the bank for any reason. They sell you the only investment options they have available and they do not offer insurance products to avoid probate. The reality of big banks and credit unions is to make huge profits. That is their number one

mandate and you, as a consumer with assets, are part of their profit. What do banks and credit unions offer in regards to estate planning? A bank employee may suggest you put an adult son or daughter on your investment accounts or GICs to avoid probate. GICs can be put in joint-ownership with an adult child. However, review the pros and cons before you share your assets accumulated over a lifetime with a son or a daughter. Parents want to report all the interest income on their own tax return as the accumulated assets are theirs, and adult children do not want to report this interest income on their own tax return. Social insurance numbers are provided as a mandatory requirement on all investment and GIC accounts. The CRA can impose the equalization of investment income to the

holders of these assets and adult children can be required to share the joint account investment income on their own tax returns. Putting adult children on an investment account with a parent can result in capital gains upon transfer of assets. Care should be taken to understand the negative aspect of putting an adult daughter or son on a home to avoid probate. Problems with joint tenancy are loss of control of sole ownership where the new co-owner (adult son or daughter) must agree to the sale or remortgage of a home. Exposure to creditors of co-owners if financial difficulties arise and marital problems occur and an ex-spouse can claim a percentage ownership of their husband’s or wife’s share of a parent’s home. There is also a potential loss of principal residence status for the indi-

vidual not residing in the home. Putting a family home, investment account or GIC in joint-ownership with a child can impose risks and these agreements should not be entered into lightly. Many joint-ownerships meant to avoid probate are lawsuits waiting to happen and can split families apart. There is also the potential for the CRA to review and deny a joint-ownership formulated to avoid probate. Joint-ownership with an adult son or daughter can end in financial ruin for some families. A more effective solution is to use insurance GICs, purchased from an insurance company to allow a named beneficiary or multiple beneficiaries. Insurance investment products can be used instead of traditional mutual funds, bonds or

stocks to allow a named beneficiary. The parent owns and controls the insurance investment and only upon a death are the assets transferred without probate to the named beneficiaries on the contract. GICs, bonds, stocks and mutual funds held in an individual account at a bank or credit union will go through the probate process. Insurance products are not sold at traditional banks and credit unions. The simple and most effective estate planning strategy is to purchase life insurance GICs or life insurance segregated investments and name your beneficiaries on the contract to avoid probate. My cat lives mostly inside and occasionally goes out in the backyard for a few hours. Do I really need to worry about vaccinations?

The short answer to this question is yes! Although most house cats don’t live as social lives as our dogs, even those that go out only occasionally are at risk of contracting contagious feline diseases. Some diseases are transmitted by friendly or casual contact between cats, whereas others require very close contact or bites. Unless your cat is kept strictly indoors at all times and does not come in contact with any other animals, there are some core vaccines that are recommended by most veterinarians. Feline viral rhinotracheitis (feline herpes virus), feline panleukopenia, calicivirus, rabies and feline leukemia disease are often included as part of a core vaccination protocol for kittens. These are given as a series of shots that begin at 8-9 weeks of age. As adults, indoor/outdoor cats require boosters every 1-3 years depending on their lifestyle. If a new cat is being introduced to the household with an unknown vaccination history, your existing feline friend may be at risk of exposure to these diseases, even if both cats appear healthy. For example, a cat can be infected with feline leukemia virus without showing outward signs but can be contagious. The new cat should be tested for certain illnesses and vaccinated appropriately before being introduced.

Parents should provide their child’s oral hygiene care until the child is old enough to take responsibility for the daily routine of brushing and flossing (I usually tell parents this may not happen until your child can handwrite!) A recent BMO Financial Group study says three-quarters of Canadians with an RRSP have already made or plan to make a contribution before the March 1st deadline. Unfortunately, sixty percent find the deadline stressful. Contributing to an RRSP doesn’t need to be traumatic. For many, simply changing their savings schedule can eliminate anxiety. Funding stress can be lowered further if the expected tax refund is received during the year. An employed investor can file a T1213 form, advising the CRA and the employer about their RRSP savings plan, and have tax deductions reduced at source to improve cash flow and make the payments easier. Regular RRSP contributions are also beneficial from an investment perspective because investors can take advantage of dollar-cost averaging, buying more of their investments when prices are low and less when they are high. Investing equal dollar

amounts over a set period of time generally achieves a lower average cost and the worry about buying shares amid market excursions is decreased It’s wise to think about the RRSP’s place among other priorities such as eliminating high-interest debt. If an RRSP’s benefits don’t support those goals it may need to wait. Acting on knowledge and planning is less stressful than making quick decisions and then wondering if they were right. Thought should be given to the way RRSPs work. For investors in higher income tax brackets, RRSPs make sense because their tax deduction is likely at a higher marginal rate than it will be when withdrawals are taxed in retirement. For those in the early stages of a career with a low in-

come, it may be better to accumulate RRSP headroom until their higher marginal tax rate is higher. For the investor who has determined that an RRSP is the retirement vehicle they need, there is comfort in having the right strategy. It begins with examining the way in which the RRSP is invested. Generally speaking, bonds and other interest-bearing investments are best kept within an RRSP to remain tax sheltered while the most favorably taxed investments, such as those that produce capital gains and dividends, should be outside the RRSP. Asset allocation relative to age is an important consideration. According to the BMO study, sixty per cent of Canadian investors have specific time frames or

target dates to reach their financial goals and eighty-nine per cent agree that it is important to hold investments that evolve over time, becoming less risky as key life events approach. While that may be what the majority believes, only 49 per cent invest accordingly. At any stage of life retirement planning requires careful thinking. Don’t allow an investing process to impede your thought processes by introducing stress. KING, AMY CONSTANCE

December 24, 1915 ~ January 31, 2013 Long time Winfield and Okanagan Centre resident, Connie King passed away peacefully in Kelowna at age 97. She is survived by her daughter Joyce (Sheldon), son Don(Barb), grandchildren Mark (Jackie), Alexis (Aram), Andy(Denise) and great grandchildren Alyssa, Tanner, Simone, Astrid, Ethan, Connor, and Paige. She was predeceased by her husband George, sister Dorothy, and son in law, Les. Connie was born in the Parish of Lumphanan, Scotland. At age 5 , she, with her family emigrated to Canada and lived at Fintry. Connie had many fond memories of her time at Fintry, where she and sister Dorothy rode their ponies to school at Ewings Landing. She met and married her husband George in Vernon and in later years raised their family in Winfield. Connie worked for years in the office of the Vernon Fruit Union- Woodsdale. In the 1950’s she and her friends were involved in the Women’s Institute that created and published the original Winfield Calendar and those same friends were avid bridge players for years. In 1974 Connie and George moved from their orchard in Winfield and spent their retirement years in Okanagan Centre. Connie will be remembered for her quick wit, feistiness, and unwavering loyalty to her family and friends. The family would like to give thanks to the staff at the Ethel Glen Residence in Cottonwoods, for all their love and kindness. There will be no service by Connie’s request. Those wishing may make a donation to The Lake Country Museum 11255 Ok Centre Road W. Lake Country V4V 2J7

We are pleased to report that recent upgrades to the Oyama Lake source, including a new chlorination facility and reservoir have resulted in improved reliability and water quality.

Change of Water Source during infrastructure upgrades: Kalamalka Source customers to receive Oyama Source Water Improvements to the Kalamalka Lake source water with the installation of an ultra violet disinfection system are taking place between February and April and require a complete shutdown of the pump station. During these infrastructure upgrades customers on the Kalamalka Lake source will be temporarily supplied with water from the Oyama Lake Source. Customers may notice increased colour (yellow or reddish) in the Oyama water due to organics or rust particulates. Water quality monitoring (physical, chemical and bacteriological) of the raw water source and distribution system will continue to ensure safe water is being delivered.

Both the Kalamalka Lake water source and the Oyama Lake water source are currently on Water Quality Advisories due to turbidity: What is Turbidity? Turbidity is a measure of how clear or cloudy the water is and “NTU” is the unit it is measured in. Particles can interfere with the disinfection process and may reduce chlorines effectiveness. Turbidity in the good and fair range are invisible to the human eye.

The water quality is rated as FAIR. This means all customers who receive water from these sources are now on an Advisory. Health risks increase as turbidity rises, particularly for at-risk populations such as newborns, the elderly, and people with weakened immune systems. Contaminants such as viruses, bacteria, and parasites can attach themselves to the suspended particles in turbid water. These particles can then interfere with disinfection, limiting chlorine’s ability to remove or inactivate the contaminants. “Interior Health recommends that children, the elderly, people with weakened immune systems and anyone seeking additional protection drink boiled water or a safe alternative until further notice.
