Cloverdale firm flooded out A broken watermain and a winter deluge nearly spelled disaster for accountancy company By Jennifer Lang There comes a moment in every disaster when denial is no longer an option, and the crisis must be dealt with head on. For the staff at George & Sabbadin CGA, an accountancy firm, that moment came at around 6 p.m. Jan. 8, during their battle to cope with a flooding office, when one of the walls burst. The restoration expert shouted, “Every-
body out of the building!” fearing an imminent collapse. Fortunately, the wall in question was not a load-bearing one and the building remained standing. “I’m in panic mode at one point,” recalls Anne George, one of the firm’s owners. “Once that happened, the water started pouring in.” There was only one thing to do next: summon the fire department and get sandbags on

the scene pronto. The fire department called the city to turn the watermain off, stemming the rising tide. “They showed up and they were wonderful. I can’t praise them enough,” George says. The story begins three hours earlier, on one of the rainiest, wettest days of the new year. “It was a terrible day,” she remembers. “The rain was just pouring down. It was miserable.” It was about 3 p.m. when George noticed

New high school for North Clayton School at 73 Ave. and 184 St. to be ready by September 2016 By Kevin Diakiw Surrey will soon be home to another high school, which will take the pressure off over-crowded Clayton Heights Secondary. The province announced Friday it was committing $10.5 million toward a $16.7-million school in north Clayton. The Surrey School District is funding the remainder. The province has secured an 18-acre property at 73 Avenue and 184 Street for the school, which is expected to have the capacity for up to 1,200 students. It will help take some of the pressure off Clayton Heights Secondary (located at 7003 188 St.), which is currently 300 students over capacity. Karishma Ram, 15, was delighted with the news, even though she will have graduated by the time the new school is scheduled to open in September 2016. “I’ve been at Clayton Heights (Secondary) for two-and-a-half years now, and have watched it grow,” Ram told an audience gathered for the announcement in the school’s library Friday. “To find out we’re getting a new

Spreading wealth
More money is being earned by fewer people. According to Statistics Canada, 10.6 per cent of the country’s income is now earned by the top one per cent of those who filed tax returns in 2010. The median income for those top earners is almost 10 times higher than the median income for the remaining 99 per cent. This disparity between the haves and the rest of society was the fuel for last year’s Occupy movement that spread around the world from Wall Street. It is a component of the First Nations’ Idle No More protests to reclaim their portion of Canada’s enormous wealth of natural resources, pumped and excavated from lands that once belonged to them. The gap between rich and poor has fired protest and unrest for as long as there’s been currency. Just ask the French, who disposed their monarchy when the population could no longer afford bread because of onerous taxes. In fact, Canada’s not doing too
badly when it comes to dispersing income, ranking somewhere in the middle of the rest of the world. According to the Gini Index, a measure of income dispersion developed by an Italian statistician and sociologist in which a coefficient of zero means everyone has exactly the same income and one means all the wealth within a country is held by one person, Canada’s coefficient is .688. That’s lower than countries like Brazil (.784), the United States (.801) and Switzerland (.803). But it’s higher than the Netherlands (.650), Belgium (.662) and Germany (.667). The country with the most equal distribution of income in the world, according its Gini coefficient of .547, is Japan. Of course, all those statistics are meaningless the next time you check your bank statement. That’s the true measure of wealth distribution. Somehow, it’s never enough. – Burnaby Newsleader
Protecting pedestrians
It took a cultural shift to battle drinking and driving, perhaps it’s time to make another shift so fewer pedestrians die in our streets. As with drunk driving, we can do that by changing laws, attitudes and public perception. Tougher laws and costly penalties made it unacceptable to drink and drive. Groups such as Mothers Against Drunk Driving got behind the campaigns and programs such as Operation Red Nose made it easier for people to make the right choice during the holidays. Corporations launched campaigns to make it cool to be the designated driver and drivers — thus educated and forewarned — changed their behaviour. It may take similar efforts to reduce the number of pedestrian fatalities, which last year totalled 63, according to the BC Coroner’s Service. That’s almost the same number of people who were killed by drunk drivers last year, yet where’s the outcry? The sad fact is it’s walking se-
niors, 70 years and older, who die the most often in a collision with a car. Where do most of these fatalities occur? At intersections and marked crosswalks. When? In December and January, when it’s dark and rainy. In fact, people of all ages are at greatest risk during this province’s gloomiest months. Pedestrians need to understand that there are no safe intersections or crosswalks. Adults must apply the same safety rules they teach their kids: be aware of your surroundings, look both ways, make eye contact with drivers. And sorry, seniors, old age is not an exemption from the crucial lessons we direct at our youth. But it doesn’t stop there: Driver education must be enhanced, laws must be toughened and outerwear must be reflective, or at the very least lighter in colour. Pedestrian fatalities aren’t any less serious than drunk driving deaths. So why are they treated that way? – North Shore Outlook

lack History Month (February) invariably reminds me of George Washington Carver, a man who literally gave me more than food for thought.

Exploring the literary history of what is jokingly referred to as ‘the flyover state’, my guide, Missouri historian and writer Bret Dufur, suggested a detour south along I-71 from Joplin to Diamond where the Carver national monument and museum is located. Although I’d heard the name, I knew nothing of the slave our families have ‘dined’ with for decades. Arriving at the unimposing park building in a torrential downpour I ran past the bronze bust of a gentle-faced black man. Inside I discovered a staggering world of scientific history lovingly recorded and simply preserved. George Washington Carver was a slave, who, in the face of all odds, became a worldrenowned scientist. He discovered 300 uses for peanuts, which included axle grease, shampoo, soil conditioner, paints, mayonnaise, ink, buttermilk and laxative. Expand that to hundreds of uses for soybeans, pecans and sweet potatoes. Until this minute, I’d
never wondered who had invented peanut butter – a nutritious family lunch staple for decades. It was the civil war era of Abraham Lincoln and Robert E. Lee. Moses Carver, a Unionist slave-owner who unconventionally opposed slavery, bought a 13-year old black girl called Mary in 1855 for $700. As time went by, Mary had two sons and possibly twin daughters – though this is unconfirmed. The children were probably fathered by a slave on a neighbouring farm. Around 1865 Confederate “bushwhackers” kidnapped Mary and her infant son George from the Carver farm during a raid. George, suffering from whooping cough, was returned to Moses and Susan Carver who raised him. His mother, Mary, was never found. George was not certain of his birth date. “About 1864,” he would say. He never knew his father, and his older brother died of smallpox. Although a sickly child, he was encouraged to learn – something he dedicated himself to passionately. Despite being denied entrance to college (initially) because of his colour, he went on to win international acclaim for, among other things, finding commercial uses for southern resources. Nicknamed “The Plant Doctor,” he changed the South from a one-crop land of cotton to multi-crop farmlands by teaching crop rotation which enormously benefited farmers. Profiting from his
products was the furthest thing from his mind. “If I know the answer you can have it for the price of a postage stamp,” he would say. “The Lord charges me nothing for knowl-

edge, and I will charge you the same.” Dr. George Washington Carver has been recognized as one of the world’s greatest chemists. In 1940, he donated his life savings to establish the Carver Research Foundation at Tuskegee for continuing research in agriculture. He died on January 5, 1943. His epitaph reads: “He could have added fortune to fame, but caring for neither, he found happiness and honour in being helpful to the world.” This little-known museum, situated on the land where the slave who became a scientist grew up, deserves more recognition. In a nutshell, Carver’s story humbled, and fascinated, me. Now, when I say ‘nuts’ to peanut butter, I remember the brilliant man – and his mom – who put it there.

Temple often goes out with the centre’s security guards in the middle of the night to talk with young people who loiter on the property. “Every year we’ve had more and more problems – there are more and more youth in the area with nothing to do,” she said of the fast-growing neighbourhood. (Statistics Canada’s 2011 Census showed population growth in Clayton has tripled since 2006). “They congregate and really just move in herds.” The closest large movie theatres are in Guildford and Langley, and public transit isn’t available late at night. Even the new Cloverdale Recreation Centre on Highway 15 can be difficult to get to for those lacking a driver’s licence. Temple decided to take a proactive approach. She was already working with Michelle Howe, who manages the Clayton Crossing Shopping Centre on the other side of Fraser Highway, on ways to engage the community. The two organize a yearly Clayton Day (currently known as The Party on the Hill) for families at their respective shopping centres the weekend before the Cloverdale Rodeo. They met with RCMP Staff Sgt. Martin Blais, district commander for Port Kells/Cloverdale, and then contacted Rasode to talk about what was missing for local youth. The new plan of action for Clayton Heights, in partnership with community groups, includes events for youth at Clayton Hall; a youth summit, kids conference, and early years festival; more hours for the MOYO (Mobile Youth Outreach) bus; bringing Surrey’s Youth Fest to the neighbourhood; and locating a portable building on a local elementary school site to provide daytime and after school programming for families and youth.
“Youth need a balance between structure and programming, and also free time with their peers in a safe place to hang out,” Rasode said. Costs will involve $165,000 from the 2013 operating budget and

community agencies, and another $85,000 allocated from the Council Initiatives Fund. A portable will be repurposed and moved to Clayton Heights for up to $165,000. Blais hopes the new programs and services will have the added benefit of freeing up local police. “We believe that if they have something to do other than just lingering around, it’s positive for them and for us – it reduces the number of calls for service to the police,” he said, noting last summer was busy when it came to calls regarding youth activity. The RCMP will support the initiative by encouraging more Block Watch areas, offering crime prevention education at local venues, and spreading the word about the RCMP’s Junior Police Academy and SPURS program. The next step is to consult with local youth. Focus groups at Clayton Heights Secondary are in the works. “We want this to be youth driven,” said Rasode. “We don’t want to impose upon young people. They will be a very vocal, active voice in this.” Temple commended city staff and numerous community organizations for getting on board so readily. “It’s back to the basics. It takes a village to raise a child – how can we, the community, help with that?”

Input sought for school budget
The Surrey Board of Education is seeking input from members of the public as to what programs and services should be priorities for the 2013-2014 school year. Like this year, needs in Surrey schools for next year will continue to outpace funds the district expects to receive from the provincial government, meaning budget deliberations will be more about sustaining services than adding new ones. The Surrey School District’s total operating budget for the current school year is roughly $577 million.
The board will be meeting with teachers, employees, parents and other stakeholder groups in the next few weeks to discuss challenges and gather feedback and ideas. By Jeff Nagel Fraser Health is being accused of deleting some doctors’ voice-dictated reports for patients because of a huge backlog in medical transcription services. The Hospital Employees’ Union (HEU) says it sometimes takes too long to get the audio files from physicians transcribed and Fraser Health has a policy of purging certain files that have been in the system more than 60 days. The files that can be deleted are those that are “on hold” because the doctor failed to include certain information that’s needed before the transcription can be finished. “It leaves people with incomplete medical charts,” said HEU spokesperson Margi Blamey. She said the purging practice puts patient safety at risk. A patient might have a pre-anesthetic consultation with the anesthesiologist, who would later dictate a report and send it for transcription. But Blamey said some of the reports never get transcribed in time. “They may actually arrive at their surgery without the information being in their file,” Blamey said.
But health authority officials reject the union’s claims. “There’s no risk of patients losing their information through a purging process,” said Yoel Robens-Paradise, executive director for Lower Mainland health information management. He said the “on hold” dictations that are deleted make up a “fraction of a per cent” of the overall transcription volume and said it’s “frightening” and “unfortunate” that the union would suggest all backlogged recordings are at risk. No files that can be processed are ever deleted until they’re transcribed, he said. The accusation is the latest volley in the HEU’s fight against plans by Lower Mainland health authorities to contract out the 130 remaining unionized transcriptionists based in Vancouver, New Westminster and Abbotsford. The move is expected to save $3 million per year on an annual transcription budget of $14 million. About half the medical transcription in the region is already outsourced to Ontario-based Accentus, which uses homebased subcontractors. Hospitals at UBC,
Vancouver and Richmond had more than 16,500 backlogged reports awaiting transcription last week, according to the union. Robens-Paradise said transcription work has been steadily growing and he conceded a significant backlog does exists. “It’s not meeting my service level expectations,” he said, adding it can take a few weeks for some requests to be processed. Doctors can prioritize transcriptions to make sure urgent ones are done fast. Robens-Paradise predicts the backlog will be cleared this spring as work begins to shift to newly selected provider MModal. The change will bring state-of-the-art voice recognition systems that should more than double the productivity of existing staff, he said. The union has asked B.C.’s Information and Privacy Commissioner to investigate whether patient privacy can be assured if medical transcription is fully outsourced to a national network of home-based workers. The health authorities deny there is any security or privacy risk to further privatization.

Before long, the pool of water expanded, heading into the reception area then into the rest of the office. Thinking the water was coming in from outside, where there was a nearby drain, they called their handyman. “We were thinking it was plugged and water was coming in.” The handyman wasn’t sure, either, but, assessing the situation, it was clear this was going to be no simple clean-up. George called a restoration company, who sent over a technician, and the handyman headed to the hardware store for a sump pump. “There was going to be an insurance claim, for sure,” she realized. By now, the water was spreading into the hallway towards the file storage room. It was time to move anything positioned on the floor. “Everyone started moving stuff. Desks, chairs and cabinets,” George says. Meanwhile, the January winter storm raged. The rain was falling in buckets. By the time the handyman was at Home Depot, there were already six other people in the checkout lineup with sump pumps, too. “That’s the sort of day it was,” George says. Now more than a month after the flood, George says the prompt response from the restoration company and fire department helped minimize the damage, which would have been far worse had it happened overnight or on the weekend. None of the compa-
ny’s paperwork, documents or records were damaged, and no one was hurt. But the entire office space has to be restored, forcing the businesses to relocate for several months. “A move is very stressful at the best of times. We had to find alternate accommodations very quickly.” George & Sabbadin has moved to Rodeo Square at 260 5620 152 Street. Telephone calls and mail are being forwarded to their temporary home. She had strong praise for her staff, who not only helped deal with the flood, they also came in on the weekend to help pack for the move. The flood also forced their neighbours, Assante Capital Management Ltd.’s Cloverdale branch, to retreat to drier surroundings at 6166 165 Street, where it’s business as usual. Furniture and some equipment suffered significant damage, but all of Assante’s documents and paperwork survived the deluge and have been relocated to a secure location, according to a note on the office door. The building’s landlord has said repairs should be complete by mid-March. In seeking a cause for the flood, George said the restoration expert speculated that the watermain had already broken. It had been sitting on a rock, and as the earth settled over time, it snapped. Slowly, the ground underneath the cement slab became saturated. “totally overwhelmed our drainage system,” she says. Surviving – and dealing with – a flooded office has been a valuable learning experience for George. There are a few tips she’d like to share with other businesses in Cloverdale, and among the advice they’ll be passing onto their clients. Number one is to be aware that a flood can happen at any time – whether it’s a broken toilet or a broken water main. Damage to computers and important files could be devastating if it’s after hours. “It’s a good idea not to store things on the floor,” she says. “You might want to look at your work layout and move things. Or at least turn your computer off ” when you go home for the day. “If the computers are off and they get wet, they are likely salvageable.” As the puddle of water started to spread, George dialed up a computer technician, who offered emergency advice on how to mitigate the damage. There wasn’t time to shut everything off properly, but fortunately, staff were able to get all the computers off the floor, unplug electronic equipment, and sandbag the room where the officer server was stored. She says only two boxes of files ended up getting wet – and they only contained files that were about to be archived. “We dried them out. They’re not critical.” She also advises businesses and homeowners

By Jeff Nagel A large majority of Metro Vancouver and Fraser Valley residents regularly cross the border to shop in the U.S., according to a new poll. Nearly three-quarters of respondents to the Insights West poll said they drove across the border to shop in the last year and many are making frequent forays for crossborder shopping. On average, those polled drove to the U.S. more than five times in the past year, about half had crossed three or more times and a sizable minority of 15 per cent said they’d crossed 13 times or more. Cross-border trips are becoming more common, the poll shows, finding 21 per cent say they are crossing more often, while 12 per cent are going less often and the remaining two-thirds are unchanged. Lower prices for the same products in the U.S. were the top reason for trips over the line, cited by 85 per cent of those polled. The strong Canadian dollar was also a factor listed by 84 per cent, 74 per cent said cheaper flights out of Seattle or Bellingham was a reason
and 69 per cent listed the more generous rules on duty-free exemptions on overnight trips announced by the federal government last June. Insights West senior vice-president Catherine Dawson said it doesn’t appear likely that online shopping through U.S. websites will replace all the cross-border shopping of Lower Mainland residents. Many of those polled said they believe it’s cheaper to drive to the U.S. than to pay shipping for products bought online from American firms. More than three-quarters of those polled also said it’s just fun to take the trip to the U.S. and 69 per cent said they can find products not available in Canada when they shop in the U.S. More than a third of those polled said they have a U.S. mail box or address where they can pick up goods they’ve ordered but which either can’t be shipped to Canada or would cost too much once shipping is included. Buying gas was the most popular purchase – 89 per cent said they’d fuel up either regularly or occasionally on trips
to the U.S. – but clothing, shoes and accessories (81 per cent) and groceries (78 per cent) were also among the spending leaders. About 70 per cent of those polled agree Canadians shopping in the U.S. hurts the local B.C. economy, and about half agreed it may mean job losses here. Those polled were roughly split when asked if cross-border shopping is a false economy, where they spend more on travel than is saved. An overwhelming 91 per cent of those polled said Canadian retailers
must improve their pricing if they want to prevent shoppers heading instead to the U.S. “These opinions suggest that local residents are more concerned with their own finances and getting a good deal when they shop than they are with how their behaviour might be impacting the broader Canadian economy and population,” Dawson said. Appliance repair program popular By Jennifer Lang In a throwaway world it’s good to know that an appliance repair program offered locally is a popular choice for students entering the trades. The appliance servicing program at Kwantlen Polytechnic University’s Cloverdale campus is the only fulltime program of its kind in Canada. Graduates find work in such diverse areas as technicians, owners, managers, and technical trainers and more – including commercial cooking servicing, vending machine repair, furnace and fireplace service, and other occupations. Justin Forbes, currently enrolled in the APPL program at Kwantlen’s trades campus, followed in his father’s footsteps because he could see how much enjoyment the field of appliance servicing gave him. “Technology is always changing and with the various machines we train on, every workday will be interesting and different from the last,” says Forbes, who hopes to work for his father’s company in Courtenay

ready succeeding in pushing many of the dirtiest machines out of the region. Just 1,415 excavators and other heavily pol-
luting off-road diesel machines registered as required under the new system last year, well short of the expected 2,000 to 2,500.
Officials don’t suspect widespread noncompliance, but rather a faster move by owners to switch to much cleaner machines or relocate

in the first year is very encouraging,” said Vancouver Coun. Heather Deal, who chairs Metro’s environment and parks committee. “We’re thinking we have around a third less off-road diesel soot emissions in the region just from excavator turnover alone.” Metro initially targeted the worst polluting off-road diesel engines – the oldest ‘Tier 0’ category of engines with no emission controls – in a bid to reduce exposure of nearby residents to diesel particulate and other emissions linked to higher rates of cancer. Tier 0 equipment was charged $4 per horsepower last year or close to $500 for a 120-horse excavator. That rose to $6 this year and continues to climb each year to $20 per horse by 2017, making it increasingly costly to run soot-spewing machines. Fees kick in next year on the next newest engine group (Tier 1 engines that meet the earliest emissions standards), while newer, cleaner Tier 2 to 4 engines are exempt. Metro took in $676,000 in fees in 2012, less than the $967,000 it estimated. The annual program costs, mainly for enforcement officers to patrol the region, are $600,000. But some 2012 revenue was fees paid in advance for 2013 and Metro has yet to recoup significant program setup costs over the previous three years. The region has also promised that operators who retire or upgrade a machine to Tier 2 or better will get an 80 per cent rebate of fees they paid on it in the previous three-year period. That pledge means setting aside more money in future years for refunds. Environmental regulation and enforcement division manager Ray Robb said Metro officers will begin ticketing or prosecuting some “very persistent” violators who continue to run

said, rather than getting “too aggressive too soon.” Robb said the new fees prompted Port Mann/Highway 1 project builder Kiewit Flatiron to swap old machines that would have been subject to fees for newer ones it had available outside the region. Another example is the Fraser Richmond Soil and Fibre composting operation in east Richmond. Owner Harvest Power told Metro it will replace 13 Tier 0 machines this year with electric or newer diesel equipment, cutting its diesel particulate emissions by 10 tonnes per year. Asked if Metro is concerned its fee structure just pushes the problem of badly polluting diesel equipment to the Fraser Valley, Deal said the neighbouring regional district could easily follow Metro’s lead. “I encourage them to take up similar regulations,” Deal said. “They are very concerned about their own air quality – and rightfully so – and I’m sure we’d be happy to work with them on the program.” Non-road diesels often work in construction sites near residential areas, exposing more people to emissions than some other sources, such as ships. By spurring owners to switch to cleaner engines, Metro expects there will be large health benefits and lives saved.

By Tom Fletcher Finance Minister Mike de Jong unveiled his government’s promised balanced budget Tuesday, bolstered by Crown property sales, increased income tax rates and economic growth expected to continue for three years. De Jong’s projections call for spending to increase by 1.5 per cent overall in the coming three years, with health care spending increases of 2.3, 2.7 and 2.2 per cent over the same period. “This is not enough even to maintain existing health care services, given the cost of population growth and inflation, not to mention what’s needed to make needed improvements,” said Debra McPherson, president of the B.C. Nurses’ Union. “As a result, health authorities will be forced to continue jamming hospital patients into offices, lounges and other areas not designed for patient care, as well as using hallways to take up the slack.” De Jong argued that the government has already established a track record of containing the rise of health care funding in recent years. His budget also adds a four per cent increase in Medical Services Plan premiums to take effect next January, the latest in a series of increases paid by individuals or their employers for basic medical care. Business organizations are concerned about a
one per cent increase in corporate income tax, on top of the carbon tax on fossil fuels and the end of the harmonized sales tax that provided input tax credits. Rick Jeffery, president of the Coastal Forest Products Association, said the return of the provincial sales tax amounts to a $140 million tax increase to his members. The forest industry understands the financial pressure and the revolt against the HST, but now needs regulatory reform and skills training from the government to keep it competitive, he said. The Canadian Restaurant and Food Services Association applauded the end to the HST, projecting a year of growth for B.C.’s 12,000 restaurants once the sales tax on prepared foods drops by seven per cent on April 1. Finance officials say 16 Crown properties to be marketed this year are expected to produce a net return of $260 million. They include a former hospital site on 152 Street and two vacant lots on 192 Street in Surrey, a vacant lot near Victoria General Hospital, and the former location of North Saanich Middle School. The government expects to finish the current fiscal year with a deficit of $1.2 billion, the fourth straight deficit since the global economic meltdown that unfolded before the 2009 election.
