A couple from Grand Forks is in South America as part of Rotary International’s friendship exchange. The international service club holds the exchanges to help Rotarians (Rotary club members) around the world gain better understanding of different countries and for fellowship. “The Rotary Friendship Exchanges are offered a couple of times of year to different places,” explained Murray Knox prior to departing. “There’s a district rotary committee that organizes them and this one’s to Brazil, it’s in the winter time, so my wife Natasha and I thought we would

apply and we got accepted.” He said there are four other couples from the area (Nelson, Castlegar and Spokane) and the idea is the couples are hosted at the homes of Rotarians from that area and will attend Rotary
meetings in Brazil as well. “The idea is to build peace through understanding of different cultures. It’s pretty well just visiting the Rotarians and them showing us their culture and their country,” said Knox.

At the Rotary meetings in Brazil, the couples will be giving a presentation on North American culture. “We have a slideshow; the five couples provided photos, so we will be presenting some photos of our Rotary projects,”
he said, adding that Rotarians from Brazil would get an understanding of what Rotary clubs are doing locally. In turn, Rotarians from Brazil will be heading to the West Kootenay area in June. Knox said he was looking forward to seeing a different culture but admitted that getting away from the snow was also a plus. “I’m looking forward to warm weather,” he quipped. There are more than 34,000 Rotary clubs around the world and while their main aim is to eradicate polio, the clubs also work on projects that provide clean water and combat hunger. Rotary in B.C. will celebrate 100 years this year.

Nelson City Council requests Nelson Hydro rate review Nelson Staff West Kootenay Advertiser
For the first time in over 10 years, Nelson city council has requested a review of the rates Nelson Hydro charges a variety of its customers. The city-owned electric utility will complete a Cost of Service Analysis (COSA), which looks at the costs required to supply electricity to its customer base. A preliminary review
was recently completed. Now, council has requested a full review by May 31. Nelson Hydro general manager Alex Love explains that a COSA is conducted to determine if various rate classes are paying their fair share of the cost the local utility spends to provide them with electricity. City manager Kevin Cormack says that council requested the review for a number
of reasons. “Nelson Hydro hasn’t completed a comprehensive review of its rates for a long time,” says Cormack, “and the utility has been facing some significant cost pressures over the past five years due to major infrastructure investments by both the City and FortisBC. These cost increases affect various customers differently.” Cormack explains there are a variety

of customer classes, some regulated by the City of Nelson and others by the BC Utilities Commission (BCUC). The City governs rates for Nelson Hydro customers within city boundaries. The BCUC governs rates for Nelson Hydro customers in the rural areas around town. Power purchases through FortisBC have the biggest impact on rate differences between the
customer classes. They make up 58 per cent of the cost of delivering power to rural customers, but only 28 per cent for municipal customers. Cormack explains that internal operating and infrastructure costs are higher for municipal customers. Nelson Hydro’s residential rate is currently 89 per cent of the FortisBC rate. He adds that Nelson Hydro’s rural customer rate struc-

ture is very similar to other BC municipal electrical utilities such as those in Penticton, Summerland and Grand Forks, where the local utility provider purchases power wholesale from FortisBC, then distributes it to customers through those communities’ municipally-owned distribution system. “Based on the preliminary review,” Cormack explains, “it’s clear that Nelson

“B.C. has a serious pet overpopulation crisis, particularly with abandoned cats and kittens,” says Lorie Chortyk, general manager of community relations for the BC SPCA. “Not only do unsterilized animals add to this needless suffering, but many pet guardians don’t realize how much happier and healthier their pets will be once they are spayed and neutered.” Benefits of spaying or neutering your pet include: • Calmer, happier pets. Female cats go in and out of heat every three weeks between January and November. In addition to preventing unwanted litters, spaying your cat will reduce her desire to escape to find a mate, spraying or inappropriate elimination, howling and attracting unwanted male cats onto your property; • Increased health. Spaying or neutering your pet reduces the likelihood of them developing uterine, ovarian and testicular cancers; • Good overall pet care. Having your pet sterilized also provides an opportunity to have other important health procedures performed, as necessary, such as teeth cleaning. Spaying and neutering is done under a general anesthetic, so your pet won’t be in pain. • Decreased aggression. Neutering generally reduces aggressive behaviors in pets. Neutered dogs are calmer and less likely to bite, attack or get into altercations at the dog park. Neutered cats don’t have the drive to mark and protect their territory and are less likely to spray or get into cat fights; • A spay or neuter surgery is also the perfect time to get an identification tattoo or microchip for your pet. If he or she becomes lost, the SPCA is able to contact you as soon as your pet is located.

Cash and sweat required for Waldie Island rehab that if there’s a chance to improve that trail so it has less of an environmental impact… now’s a good time to do that, so we’re researching that as well.” A number of goals are present on the society’s list, and a clearer picture of what may be tackled and what may have to be postponed will be revealed following funding and strategy-related meetings and appointments which are set to be held soon. Here are some of the items, listed by Redfern, on the group’s agenda:

Group eager to get to work on popular hiking destination. Heavy and sustained rainfall mixed with heavier than usual snow melt last spring wreaked havoc across Southern B.C. and the resulting damage is still apparent in many locations. Waldie Island on the Columbia River is one of particular interest to the folks involved with the Castlegar Friends of Parks and Trails Society. A big job for the group, according to president Lawrence Redfern, is to get to work on the remediation. “It’s a real challenge,” he related on Feb. 16, “it was completely destroyed by the high water. The boardwalks we had, they’re destroyed. So we’re talking five to ten thousand bucks to get that fixed.”

The park and trail ‘friends’ deal with a network of about 80 kilometres of trails, of which those situated on and near Waldie Island are especially popular with hikers. “We want to have a way of fixing it so if the water comes up
as high as it did last summer, again, rather than destroy the infrastructure it’ll just have to be fitted back into place or something. It’ll be a little more resilient.” Waldie Island’s close proximity to Castlegar is likely one
of the reasons for it’s populatiry, but that’s just one of it’s appeals. “There’s a whole bunch of issues with Waldie,” added Redfern, “because it’s an ecological reserve for the herons. So as we rebuild that trail we also want to make sure

The vision of a pedestrian crossing over the Columbia River, for now, remains a pipe dream. At Feb. 12’s meeting, Trail council announced that the city has been denied funding for a new pipe bridge at the old Trail bridge location. In March 2012, the City of Trail, supported by the East End Service (EES), submitted applications to the Canada-B.C. Gas Tax strategic priorities and innovations fund program. Health-care employees in the community-health sector on Feb. 18 ratified a new two-year labour agreement under government’s 2012 Cooperative Gains Mandate. The agreement provides for modest wage increases, offset by savings found within existing budgets, totalling three per cent over a two-year period for employees represented by the Community Bargaining Association. “I am pleased that community health employees voted in support of the agreement,” said Health Minister Margaret MacDiarmid. “The support of this agreement is welcome news for frontline health workers and patients alike. These health workers are an integral part of our healthcare system, and this agreement reflects the desire of community health-care workers and employers to continue to provide the highest

standard of care for British Columbians.” The agreement between the Health Employers Association of B.C. and the Community Bargaining Association covers over 15,000 community health employees, including homesupport workers who help the elderly in their homes, alcohol and drug counsellors, staff at adult-day centres and childdevelopment centres and those working in mental-health group homes. The agreement is retroactive to April 1, 2012 and expires March 31, 2014. “These agreements show the significant progress that is being made under the 2012 Cooperative Gains Mandate,” said Finance Minister Michael de Jong. “More than half of unionized employees are now covered under negotiated settlements, despite the tough fiscal environment. “This mandate provides the opportunity for employers and unions to find creative solutions, and this means no two settlements are going to be alike. “We are going to see unique settle-
ments in every sector and with each employer.” Agreements with four of five healthsector bargaining associations have now been reached, covering over 95,000 employees in the sector. In addition to the Community Bargaining Association, agreements have also been reached with the Nurses’ Bargaining Association and the Facilities Bargaining Association, which both included threeper-cent increases, as well as the fouryear settlement with the PAR-BC medical residents, which has two years of net zero followed by a 2.8-percent increase under Cooperative Gains. The 2012 Cooperative Gains Mandate applies to all public-sector employers whose collective agreements expire on or after Dec. 31, 2011. The mandate gives employers the flexibility to find savings from existing budgets to fund modest wage increases in a way that does not add pressure to the government’s bottom line, does not add costs for taxpayers or ratepayers, and does not sacrifice services to British Columbians.

• Improved scheduling provisions • Improved grievance arbitration language • Respectful workplace provisions • Elimination of a double probationary period for casuals • Protection for casuals in the event of retendering
“It’s clear from the vote that our members working in Community Health support the recommendations of the bargaining committee,” says BCGEU President Darryl Walker. “The bargaining committee was committed to addressing the priorities that members established prior to bargaining. DataBC: Easier, better search, new look and more data VICTORIA B.C.’s award-winning, open-government data resource, DataBC, unveiled significant upgrades today. The updated sitefeatures a new search tool and improved user design to make findingdata even easier. Recent changes feature new search tools and website de-
sign that builds on an already impressive track record. Popular features such as the DataBC blog and data mapping and visualization tools are now easier to access. The search tool now uses Google algorithms so users can more easily search the site’s growing library of data. Data catalogue searches can be refined using keywords and attributes such as licence type so users can find datasets that suit their needs. The new search functionality comes
online as the amount of new data posted to DataBC continues to grow. In the 18 months since the site was launched, there have been over 100,000 datasets downloaded. Demand is only expected to grow as BC Stats adds valuable economic and labour data covered under federal open government data licences. This new data joins the thousands already posted since the site’s launch. DataBC is part of the continuing work to make comprehen-
sive government data available to the public for research, analysis or whatever other imaginative uses people can think of. This redesign is part of a plan to continuously improve the delivery of data services to citizens while listening to public feedback. “I’m pleased we’ve been able to develop such a passionate user community with DataBC,” says Minister of Citizens’ Services and Open Government Ben Stewart “The engagement we’ve seen in the last year is fantastic, and
it’s clear the initiative has become a valuable public resource for students, researchers, media and the private sector. Changing and adapting to the needs of the public is part of how we can provide the best experience for our users and maintain our leadership in this area.” On July 19, 2011, the B.C. government launched the OpenInformation and DataBC sites. Since its launch, Government claims DataBC has published an average of one new dataset every day.

Canadians have developed a taste for salt. Sodium is a nutrient found in table salt and many other foods and most of us eat more than double the amount we need each day. Too much sodium puts stress on our hearts and can put our health at risk. February is Heart Month; a great time to learn about how reducing the amount of sodium we eat can help keep our “tickers” healthy. Adults only need about 1500 mg of sodium each day for good health. This small amount of sodium helps to regulate body fluids and blood pressure and it also keeps our muscles and nerves running smoothly. Unfortunately, most of us consume around 3400 mg which can lead to high blood pressure a major risk factor for stroke, heart disease and kidney disease. Some sodium occurs naturally in foods, but most is added for flavour and preservation. All types of salt, including sea salt, kosher salts and other gourmet salts contain similar amounts of sodium. This week marks the end of a successful run of eBay-related articles by Greg Nesteroff. The eBay’s done, but not Greg. Watch for more offerings with an historic theme. First of two parts An incredibly rare postcard of Erie, a ghost town west of Salmo, sold on eBay this month for $115 US. It shows the community from a distance, ca. 1905, with the bay-windowed Mersey Hotel most prominent among the false-fronted buildings lining First Avenue.
The town came to life as a result of promising finds on the north fork of the Salmo River in 1896. Originally called North Fork, or Gilliams... from Erie Mountain, although the former also owned a claim in the Slocan called the Erie. Mark Gilliam built a hotel near the Nelson and Fort Sheppard Railway depot on the northeast side of what’s now known as Erie Lake, and a townsite was laid out with numbered avenues parallel to the tracks. The cross streets were named after gemstones: Agate, Coral, Topaz, Crystal, Garnet, Ruby, Opal, and Pearl. (Only the latter three survive today.) The chief mines in the area were the Second Relief and Arlington, but there were many others. Clara Graham, who taught at Erie in 1913, recalled in Kootenay Yesterdays that in addition to its hotels, “The village consisted of two general stores, one of which contained the post office and drug store ... run

Today it has a few homes and some surrounding businesses, including the White Line truck stop, where portions of The Tall Man were filmed in 2010. Highway 3 cuts through the north end of the original townsite. Few photos of the town exist, much less on postcards. The one in question, while unused, had “Frances Rowe” on the back. The same seller auctioned four other cards Frances’ brother Andrew had sent her and their parents from Montreal and St. John, NB in 1909, one of which had an Erie postmark. They sold for $10.50 US. A 1938 Erie postmark also went this month for $15.50 Cdn. Next week: a profile of James R. Hunnex.

Entertainment Rossland Light Opera Players look back on 60 year history Arne Petryshen West Kootenay Advertiser
The Rossland Light Opera Players are getting set for their new main stage show The Show Must Go On! (60 Years Of Memories). There will be three performances starting this weekend, two will be in Trail at the Charles Bailey Theatre and one is in Rossland at the Rossland Secondary School Auditorium next week. Dawn Graham, the director and writer of the show is excited for this year’s performance. The players are celebrating their 60th anniversary show and so Graham wrote a show that highlights past performances while adding some new touches and laughs. “We’re celebrating all of the history of the shows that (the players) have done,” she said. “We’re showcasing 17 of them, there are more, but we’re showcasing 17. “We’re performing songs from the shows.”
Initially, they were set to do another show but couldn’t find enough chorus members so Graham said they went back to the drawing board. “I wrote this show in the first two weeks of January and then we started rehearsals in the second week,” Graham said, explaining that normally they start prepping for the February show in October. This show had to come together quickly and she has been impressed by the performers’ attitudes to put the play on. Despite being a volunteer-run organization the players put on a professional-level show. Graham said this show also highlights the Rossland Light Opera Players orchestra as it is right on stage with the performers. “We’ve never done that before, so that was something I really wanted to try, to showcase them,” she said. “So they get to do their own solos, which is unusual,

since they are usually there to accompany, but they are having their moment in the sun as well.” There is also a slideshow presentation in the show that goes back through the years. The show will run at Charles Bailey Theatre this Friday and Saturday, both shows are at 7:30 p.m. Tickets are avail-
able at the box office and are $19 for adults, $14 for children 12 and under. The Rossland show is March 1 at 7:30 p.m. Tickets are available from Rossland Hardware and are $17 for adults and $12 for children 12 and under. For more information contact Graham at drgr97@yahoo.ca or go to rlop.ca.

Asia Pacific Parliamentary Forum – Part II SUBMITTED
In my Asia-Pacific Parliamentary Forum (APPF column Part I) I gave a general description of this InterParliamentary Forum held in Vladivostok, Russia. During the meeting, resolutions were adopted that will be presented to each of the countries represented at the APPF and it is possible that these statements will wind up as part of government policy. In our case, the Canadian delegation also had a brief bilateral meeting with representatives of the Russian Federation to discuss issues of common concern such as the export of pork, to Russian and Arctic sovereignty. In reflecting on the week’s proceedings, I believe the largest benefit, which is hard to mea-

sure, is the fact that more than 300 politicians representing countries from Asia, North and South America, New Zealand and Australia had an opportunity to meet and to talk. After all, if I am not mistaken, that was one of the principles that the United Nations was founded upon. When countries have an opportunity to take part in dialogue, good things can happen.I would like to think that
APPF fits this description. The first plenary session dealt with peace and security. Some of the topics discussed included combatting terrorism, illicit drug trafficking, human trafficking and organized crime. South Korea expressed its concern about North Korean nationalism and the nuclear threat. Their delegate stressed that the APPF can play a major role in promoting dialogue between North and South Korea. Indonesia raised the Middle East question stating that the road to peace was a difficult one and that it is imperative to strive for a long enduring peaceful settlement. Japan stressed the fact that the Asia-Pacific region depends

The resolution urged both the Israeli and Palestinian sides to commit themselves to the relevant UN Security Council Resolutions, the Madrid Principles as well as affirming that the establishment of a Palestinian State, security for Israel and its border are essential factors of permanent peace. Interestingly, the resolution also calls for “both parties to avoid unilateral actions which prejudice final status issues, including settlement activities in the West Bank.” Although I basically played an observer role, I was able to take part in a session where we drafted a resolution entitled, Continued on P. I must say that it was an honour to have been chosen by our Leader, Tom Mulcair to be one of two NDP delegates to attend the APPF. The experience was very enriching and certainly gave me a better understanding of issues that concern countries in the Asia-Pacific region.

Ecology/Environment Selkirk College students notice ‘much ado about the ‘bou’ submitted
This is the latest in a series of ecology-related articles contributed by students at Selkirk College Picture a Lord of the Rings-esque backdrop of giant, ancient trees dripping with lichen, bubbling ponds with phosphorescence, and creatures very rarely seen. Welcome to the Incomappleux Valley – part of the only inland temperate rainforest in the world, located north of Nakusp and approximately a four-hour drive from Castlegar. The Incomappleux Valley has been described by scientists as an ‘incomparable, intact old growth habitat undisturbed since the last ice age.’ The valley is home to a list of rare fungi, lichens, plants and the
critically endangered mountain caribou. The mountain caribou is an ‘ecotype’ of woodland caribou and has seen a decline of at least 50 per cent over the last 15 years. To date there are fewer than 2,000 mountain caribou still alive. Areas like the Incomappleux are critical to the survival of the species. For most, the common image of caribou is the large number of barren-ground caribou moving across the arctic, migrating from summer to winter grounds. Mountain caribou follow a different pattern, migrating vertically, up and down the mountains each and every year. They move from valley bottom to sub alpine mountain regions. Old growth forests tend to be critical hab-

itats that provide the caribou with a more closed canopy, thereby providing them opportunity to forage on ground shrubs early in the winter. As the snowpack increases the mountain caribou move up the mountain and feed off on lichens growing on old growth trees. Unlike other ungu-
lates that tend to move away from snow, mountain caribou are especially designed to move efficiently in the snow. For their size, they have relatively large feet, acting like snowshoes that keep them on top of the snow instead of punching through with each step. Lichens are the car-
ibou’s primary food source and there is no shortage of it in the Incomappleux Valley. There are currently more than 280 different kinds of lichen known in the valley including three species not previously known to B.C., Canada or North America, and seven species completely new to sci-
ence. The diversity of lichens is huge here even on a global level. The Incomappleux Valley is a unique habitat and is being threatened. The valley bottom is still easily accessible and as such, there are proposed logging and independent power projects that threaten the landscape. Due to past logging around the area, only small pockets of old growth remain and the Incomappleux is one of these special pockets. Recently, mega corporation TransAtlantic put in an application to construct an independent power project which would require further logging, construction, and major diversion of water. Efforts are underway to try to protect this area of inland temperate rainforest and the mountain caribou.
There is a proposal to protect the area and provide a corridor for the mountain caribou between other parks in the area. The proposed park that includes the Incomappleux valley is called the Selkirk Mountain Caribou Park. Other parks in the vicinity are mainly high alpine areas that contain mostly rock and ice and don’t protect the important low elevation habitat found in the Incomappleux Valley. If no action is taken, this unique habitat and all the rare flora and fauna found may be on the fast track to extinction. Lifestyles Canadian publishing scene can’t afford the loss of wine-mag Access denied Last week I went searching for the latest issue of Wine Access (Canada’s Wine Magazine), which I usually just pick it up if and went it grabs my attention on the store shelf. The search was because I had just learned from a reliable source that the magazine had folded. I’m not going to get all weepy here and mourn for the loss of a Canadian publication because the fact is that I always had mixed feelings about the magazine. But no matter how you slice it, the closure of a national mag that focuses on one of my favourite subjects is a shame. I use the word “focus” loosely, because it that exact word that has come to mind each and every time I have picked up an issue and been frustrated that WA has never seemed to figure out exactly what it wanted to be. The February/ March edition—the last—is a prime example. The cover features a photo to illustrate the big story: “Celebrity Chef Daniel Boulud on wine, food, friends”. Had I not known this was the last issue I might have skipped the purchase, wondering why a Canadian wine magazine needs to feature a celebrity chef in New York, who has written about, ad nauseum, in every other food and wine magazine on the continent. Below Boulud’s photo are two more story headlines: “Rock Star Vintners Maynard James Keenan and Dave
Matthews” and “Mario Andretti: race car driver-turned-vintner”. Two more stories with an American focus, and not likely to be of interest to the average Canadian wine drinker. Also promised on the cover are stories featuring “5 Top Canadian hotel restaurants”, a hoary and ultimately pointless theme, and finally, the most alluring story of all, in my opinion, “China’s thirst for Canadian wine”. Inside the cover are 58 pages of magazine content, with what appears to be a healthy percentage of advertising, and another 30-page advertising insert about California Wines. If killing the magazine was strictly a revenue decision by Redpoint Media and Marketing Solutions, the publisher, it’s not apparent by this issue. Perhaps it was a circulation issue. Maybe readers just don’t feel a need to read a 14-page (“Exclusive”) spread about “Wine Stars”. Maybe they expect better journalism than they got in the story about Chinese wine imports and investments in the wine business. “In France, Chinese interests have been buying up Bordeaux chateaux at a feverish pace, at least 20 at last count…” the story says. Then, in a sidebar to the story, an attentive reader will notice a quote from a Reuters.com article: “Out of the 11,000 chateaux sitting on the Garonne river in Bordeaux (France), between 15 and 20 have been sold to Chinese investors since 2008.”

whisky, caviar and a Japanese wine import business. Not one is about a Canadian winery or winemaker or retailer. For a national magazine I think that’s a shame. But if Wine Access can be accused of not having a clear mission
as a magazine, it certainly can’t be faulted for the value of its annual Canadian Wine Awards, which have been very popular with wineries that were recognized by an elite panel of Canadian experts. The loss of those awards will be
huge. In my work, I am in regular contact with a lot of wineries, and the owners and winemakers who receive CWA recognition are genuinely excited when they get the news. Also, since 2006 a special publication, The Canadian Wine Annual, has become a most valuable resource for wine enthusiasts, being a comprehensive listing
of wineries across the country. I hope that another steps up and sees an opportunity here. Our Canadian wine industry is growing in quality and importance and it deserves a national publication that recognizes that.
