But apart from price, there was little else about it to recommend. “They did the bare minimum to keep that place going,” he said of the owners. False fire alarms were frequent enough that people had become complacent, he noted. This time, when they heard the alarm, it sounded faint, “almost like it was in

With 12 weeks to go to the May 14 provincial election, the BC Liberal government has unveiled a balanced budget. Not so, says Burnaby-Deer Lake NDP MLA Kathy Corrigan. “It’s not really a balanced budget at all.” That’s because it includes revenue from the sale of $800 million in provincial assets, a move that is “not sustainable,” said Corrigan. She noted economist Don Drummond, in a report for the Ontario government, advised against using planned asset sales in budgets “because you don’t know what’s going to happen to the price of land.” The list of assets the province plans to put on the block includes a “vacant piece of land in Burnaby,” said Corrigan. While it’s unknown what property that refers to, she speculated it could be the former Willingdon youth detention centre at Willingdon Avenue and Canada Way as she’s received indications it’s going to be sold off. please see We’re, a5

Station Square Save-On demolished Closed earlier than planned due to business decline Wanda Chow
wchow@burnabynewsleader.com
The Save-On-Foods store at Station Square mall is now a pile of rubble earlier than originally expected, but it plans to return one day to the redeveloped site. Anthem Properties, which is redeveloping the mall with Beedie Development, had previously said the supermarket would stay open during construction and eventually move into a new space in the first phase of the project being built at the northeast corner of the property. Instead, Save-On’s parent company, Overwaitea Food Group decided to close sooner, at
the end of 2012. “Closing stores is a very difficult decision and one we don’t take lightly,” said Overwaitea spokesperson Julie Dickson Olmstead by email. “Sales had been in decline at this store for years because of the increase in low-paying, nonunion competitors in the market. In addition, we faced escalating business declines as a result of the major renovation taking place at the mall,” Olmstead said. “This sales decline, combined with our uncompetitive operating costs, made it impossible for us to continue to keep the store open.” It still plans to open a new store in the redeveloped site in a few years. And in the meantime, it has opened a freestanding pharmacy near the old site to continue

serving its pharmacy customers. Last October, Anthem said it would be building a 50,000-square-foot space for Save-On-Foods in the first phase, about half its previous size but more in keeping with today’s trend in the grocery industry. The first phase, scheduled for completion in the fall of 2015, will include a 35-storey tower with 269 condo units over two storeys of offices and retail on the ground floor, including the TD Bank branch which continues to operate on Kingsway. The condo units in that first phase sold out in under four hours. When complete, the 12-acre redevelopment will include five residential towers ranging in size from 35 to 57 storeys.

Natalie Wright, 55, and her husband were sleeping out of their vehicles for two nights—she in a Toyota Corolla, he in a van—until they were able to contact emergency social services and get a room at the Happy Day Inn. On Tuesday, the third-floor resident was still grieving the loss of her dog, a 160pound Rottweiler named Kiwi. She wasn’t home when the fire started and her husband had just stepped out to the local convenience store. When he returned, she said, firefighters wouldn’t let him back in to retrieve Kiwi. The firefighters said their priority was to rescue people first. Wright had been visiting the fire scene and was still hoping firefighters would be able to retrieve Kiwi. “I know she’s not alive, but I think I can see her body.” She recalled the building’s elevator would start making an “excruciating” noise about

“You just get three days [in the hotel] so after that you just have to figure it out, I guess. So we’ll just have to figure it out.” There was a slow but steady stream of people dropping off donations for the fire victims on Tuesday. In addition to housewares, furniture and clothing, Capt. As of Tuesday, only three or four of the fire victims had managed to find new housing, he said. “We had a lady offer a place free for a month to give someone a head start,” Trickett said. Twelfth Ave. out-of-school childcare to close next month Process underway to find new provider Wanda Chow
wchow@burnabynewsleader.com
The childcare for several families at Twelfth Avenue elementary is up in the air after the current provider announced it would not continue offering the service after March 31. The Burnaby Association for Community Inclusion (BACI) has been operating the centre at Twelfth Avenue school for over 20 years. But Tanya Sather, its co-executive director, said in recent years it’s become economically unfeasible for the non-profit group due to very low enrolment. The centre has capacity for 25 children for before and after school care, but in recent years, a “good” year has meant having about 17 children enrolled, Sather said. “It’s been a very long time since we’ve had full enrolment at that centre.” It currently looks after 11 or 12 kids. “This has been a longstanding issue for Twelfth Avenue,” she said. “We made a commitment to stay there as
long as we could.” In addition to promoting enrolment it didn’t raise fees there to recoup rising costs, unlike at some of its other childcare centres. But it was all to no avail. Sather said while at other centres children would typically enter at age five and stay until they left the school at age 12, that wasn’t the case here. “We had a lot of children enroll and then leave so that made it very difficult for budgeting and operational considerations.” BACI provides services and support to people with disabilities. It became involved in operating childcare centres so it could provide inclusive centres giving special needs children first priority on their waitlists. But while for many years it served children with special needs at Twelfth Avenue, it no longer has any enrolled there. “For our organization we are very disappointed at having to close the centre. It was an operational issue due to low enrolment and it just was something that could not continue on any more.” With the centre continuing
to run a “significant deficit” it couldn’t continue until the end of the school year, Sather said. BACI informed its childcare clients at the school before the Christmas break to give them three months to make other arrangements. BACI is also ending its operation of the out-of-school care at Suncrest elementary, due to a lack of special needs clients currently and none expected anytime soon. In that case, it will continue to run the centre until the end of June and plans to work with the new provider on the transition. As for Twelfth Avenue, a process is underway to find a new provider with hopes they can take over after BACI leaves, said Doreen George, Burnaby school district’s coordinator for community services. The school surveyed its families and a few more families expressed interest in enrolling in the childcare, George said. The district has contacted local non-profits about taking over the centre, and set a deadline for proposals of today (Feb. 22). “It’s up to the organizations to decide if it’s viable,” she said.

‘We’re on right track’: Corrigan ⫸
A smile can change your life
continued from front Page
“That kind of approach to say, on a one-year basis we’re going to dump assets without looking at the full economic potential—for example, working with local governments to create exciting projects that could be worth a lot more to everyone, including the provincial government—seems like a really short-sighted and poorly-managed way to approach the books of the province.” She said there’s nothing wrong with selling assets but that it needs to be done in a prudent way looking at the best use of the land, and whether there are opportunities to turn them into ongoing economic generators. Burnaby city hall has been touting the Willingdon property as a potential site for a new Burnaby Hospital to take advantage of possible partnerships with B.C. Institute of Technology across the street. School boards across the province will have to find another $115 million or so to cut as a result of no new funding for education, Corrigan said. That’s the impact of 1.5 per cent inflation and increased costs such as hikes in Medical

The budget’s one per cent hike to corporate income taxes and the 2.1 per cent increase in personal income taxes for those earning $150,000 or more also appear to be taken from the New Democrats’ playbook as
both have been suggested by the Opposition party. “The most cynical would be to say they’re doing it to take away from the room that we could’ve taken in order to try to do the things that we want to do,” she said, stressing she’s not opposed to the increases. “Having the tax hikes is definitely an admission that there is room and that [NDP leader] Adrian [Dix] and the NDP, who have been saying we need to have modest tax hikes ... were on the right track.”

OPINION NEWSLEADER’S VIEW:
Tax hikes echo NDP The BC Liberal government’s plans to boost income taxes on business and high-income earners takes a page out of the NDP opposition’s plans, and makes sense. The NDP plan called for the corporate tax rate to go to 12 per cent, where it stood in 2008. The BC Liberals are boosting it to 11 per cent on April 1. The provincial government also will impose a higher personal income tax rate on individuals with incomes of $150,000 or more. Their provincial income taxes will rise 2.1 per cent to 16.8 per cent, as of Jan. 1, 2014. Both tax increases are necessary at this time, given the province has been running large deficits, at least partly because of much lower natural gas prices, which have affected government revenues. The province is claiming it will balance the budget in 201314, largely because it plans to sell more than $600 million in surplus property. Given that the real estate market has softened somewhat, that is probably an optimistic figure. There is nothing wrong with selling surplus properties, but there are probably too many properties on this list. The province is also boosting MSP premiums again next year. This is completely unfair to moderate income earners, who don’t get the exemption from paying premiums that goes to lowincome people. This will be the fifth year in a row for increased premiums which will have jumped 28 per cent since 2008. This budget is crafted with the May 14 election in mind, and while its revenue assumptions may be sound, as economist Tim O’Neill asserted on Monday, it is very much a political document, designed to convince wavering voters the BC Liberals are competent money managers. By adopting part of the NDP platform, the Liberals may have unintentionally telegraphed that the NDP too has good fiscal ideas. ~ Black Press

In praise of a wandering spirit I met a young woman named Faye the other day. She was enchanting, but not in the way you’d think. We were outside the River Market in New West and she was unlocking the bike next to mine. We chatted. Nice day, isn’t it? Yes, yesterday was even sunnier. She said she’d contemplated a ride out to Abbotsford the day before and I asked, in a roundabout way, what would possess you to do that? The sun, for one thing, she said. But this is her life. She wakes up in the morning and decides where to ride her bike, who she’ll visit. Occasionally she’ll pick up a little work while she’s there— landscaping and the like. She has lots of friends scattered around the region, she said. And, judging by her easy smile and the way we fell into a comfortable conversation, I’m sure she makes new ones wherever she goes. To look at her, she isn’t scruffy in the way you might imagine someone riding a bike around

the region might look. Yet she is doing something we’re more accustomed to scruffy folks doing. Wandering. Now that’s a loaded word. “Driven” is a word we use to flatter. “Wandering” sounds inefficient, lost even, or at least off course, right? Faye says people get anxious when they hear about her lifestyle these days. But where are you going? they ask. She shrugs. How long are you going to do this for? Another shrug, and a sweet, mischievous smile that kind of says ‘crazy, I know.’ She admits she’s not immune to the pull of this mindset too, the push to get back into the grooves society digs for us—the pursuit of the house, the car, the career

track, the kids—the grooves that, some days, feel more like ruts. And can you believe it, she’s not even blogging about her experience! So what’s it all for, then? What is “driving” her to, um, not be driven? Faye says she’s been doing this about a year. Before that she took a trip to Costa Rica and like many young people before her, she saw a way of living that challenged everything she’d grown up with. The people there had so little, materially, yet seemed to have so much in terms of community. They spent a lot more time focused on coming together, she told me, and less time working and stressing about achievement and our ideas of success. When I was in my 20s the idea of doing what Faye is doing would have made me queasy. I’ve always liked to know where the path is. The plan. Exploring? Sure. But wandering? Yikes. But meeting people like Faye can be energizing and stimulating. Her journey, her courage and her willingness to

embrace the unknown—are inspiring. She admits she won’t be doing this forever. One day her wandering will cease. And yes, she’s 20-something, and to a degree wandering is something many of her peers do. Few take it this far, though. When Faye and I finished chatting down by the river, I encouraged her to call if she passed this way again. Maybe we could have coffee and talk more. About a week later I returned to my office after an interview. She’d left a message. “At the River Market again, until three thirty. Come out if you’d like to meet up.” I’d missed her. And maybe that’s for the best. The image I’d created in my mind of Faye’s life would remain intact. One of romance and adventure, and continuous discovery. No fears or anxieties about making money for food. No blisters, and no nagging questions about where it will all lead in the end.

Who will lead us to a green future? Last week a gathering of practising engineers and UBC engineering students were addressed by Jim Shepard, former CEO of Canfor, who in June 2011 was appointed as senior policy advisor to Premier Christy Clark. His first message was that when a system is not functioning properly one first finds out what its present state is, and then determines what you would like its state to be. Then you figure out how to get there. Applying this to the current situation, we find our climate is one that is heading out of control, and that what we want is to return to previous conditions and a sustainable environment. Expanding the oil and gas industries and building oil and gas pipelines are exactly the wrong thing to do. They will hasten global warming and will make the oceans even more acidic. The money spent on them will be billions of dollars and those putting in that investment will expect to get profits for many
decades to come. The long-term jobs they would bring would be few, raising the employment level by perhaps 0.1 per cent, an amount that is barely significant. The society we want is one which has a long-term sustainability, one that uses far less oil and gas, one in which everyone is adequately fed and living in a warm home with intellectual nourishment. It would eliminate the rat race that most people suffer; it would be much quieter and more civilized. The same billions of dollars that the oil and gas industry wants to spend on oil and gas could get us to this state, and provide lots of “green” jobs in the process. This will require government to provide leadership and incentives since the neo-liberal policies so loved by the plutocracy will not get us there. Who is willing to lead us there? David Huntley Burnaby
the Key to a good education: Keep it simple Education and its funding seems the easiest way to get people’s passionate attention. Those interested usually complain about the lack of funding. Those complaining are often involved in the system. My question is seldom appreciated. However, here it is: how much of what you learned in school did you really use in your working life? (I could have used typing. But in their wisdom, educators then had decreed only girls would need to know... Those in charge now have no better crystal ball to tell them what the future holds.) I won’t embarass my wife by admitting here at which grade I left school. Yet, I never felt less of a person than those people I was in charge of, even if they sported more than one university certificate. Once a person knows how to read there is no reason why s/he could not pick up what’s
important. Either for work or life, and at their own pace and convenience. Yet, reading is one subject not taught very well in school. One of my favourite examples is how one person had “taken” three years of French at university and another had worked in Montreal as a dishwasher. Guess which one I hired, all other things being more or less equal? That’s right. Taking French is not the same as learning to speak it. Nothing is more useful to learn early, however, than how to balance the books. We all need to do it. Yet, our complainers in the system are constantly exposing their inability to handle exactly that—how to pick and do away with what’s not essential! Once they have figured it out they should concentrate on what is really important, like reading, writing, how to make change and what happens when you do not live within your means. Ziggy Eckardt Burnaby
BurnaBy’s ruBBish system is a waste The City of Vancouver has finally shown the City of Burnaby’s garbage collection system up for the wasteful, inefficient system it is. Vancouver will now pick up garbage on alternate weeks, while continuing to pick up garden waste weekly. That means using only one or two trucks weekly instead of the parade of three very expensive garbage trucks which I witness weekly in my lane in Burnaby. And since they pick up from one side only, they must reverse the parade and do the other side of the lane. I can almost see our tax dollars blowing off the backs of these monsters. Jim Ervin Burnaby

PAYING TOO MUCH TAX?
Social services is the province’s job Re: Mayor’s homeless views outdated (Letters, NewsLeader, Feb. 6) While I agree with some of Jelena Kocmaruk’s assertions in her letter, the fact is the provincial government receives transfer payments from Ottawa to fund healthcare, education and the social safety net, and therefore has the sole responsibility

to remedy the problem of homelessness. Truth is that Ottawa, for far too long, has been downloading responsibilities onto the provinces while taking in more and more taxpayers’ money to fund government at the federal level. Rather than using our tax money to develop iniatives to make life better for all
Canadians, they seem more concerned only about the well being of those in the banking and corporate sectors, and at the same time making a concerted effort to lower the standard of living and expectations for the rest of Canadian society. What I am saying is the City of Burnaby collects taxes to fund
the city’s infrastructure, and this is true for all cities. The province does not transfer tax money to municipalities to fund social services, nor should they, as that is the responsibility of the province. I agree homelessness and the care of mentally ill people is a problem, but go after the people who

I was pleasantly surprised to learn that Forest Grove Elementary has a program to give primary age children a chance to learn Mandarin. Language acquisition is easier when you start young. I understand the importance of maintaining our historical languages of English and French, but especially in the Lower Mainland, Mandarin is an important language spoken by many. Congratulations to the Burnaby Board of Education for taking on this pilot project. Trevor Ritchie Burnaby

Re: Mayor has his say on the homelessness shelter issue (Column, NewsLeader, Feb. 1) In general, Mayor Derek Corrigan does his job in an efficient and responsible way. However, when I read Chris Bryan’s column based on an interview with the mayor on the homelessness issue I was irritated by the mayor’s insensitive attitude towards the homeless and the subject as a whole. I wanted to respond but found myself frustrated to the point of not knowing where to start. Kudos to letter writer Jelena Kocmoruk for doing just that for, I’m sure,

Cyber-bullying a concern: study Pink Shirt Day is Wednesday Feb 27th
For more information: 604-434-1717 burnabyfirefighters@telus.net
www.burnabyfirefighters.com
According to a recent Insights West-6S Marketing study on social media behaviours and attitudes of 504 online B.C. adults, 48 per cent are ”very concerned” about cyber-bullying in society overall, and a further 41 per cent are “somewhat concerned.” Of the 18 per cent of adults in B.C. with teens in the home, an alarming 23 per cent of parents say their teens have been victims of cyber-bullying. Cyber-bullying is not a problem exclusive to the teen world, however, as eight per cent of adults themselves claim to have experienced it—and incidence increases to 12 per cent among those whom we have classified as “heavy” social media users (those who use Facebook or Twitter at least once a day). Those in the 18-34 year old category are also substantially more likely to report being cyber-bullied (15 per cent) than those in other age groups (7 per cent for 35-54 year olds, and 4
per cent among 55+). Although the incidence of cyber-bullying has hit alarming numbers of 23 per cent, it still pales in comparison to the fact that the majority (58 per cent) of parents say their teens have been victims of “traditional” bullying. Results of the poll show that B.C. residents believe a collective effort from individuals, educators, law enforcement and government should play a role in countering cyber-bullying. The vast majority of adults believe that it is parents who should be taking a primary role in countering cyber-bullying, and 60 per cent of adults believe teens should take on a primary role— an attitude that is shared among both parents of teens and non-parents. Nearly half
of B.C. residents (48 per cent) feel that individuals should take the primary role. A smaller number of adults feel that the public school system (40 per cent), police (32 per cent), and media (30 per cent) should take a primary role, but a large minority believe these organizations should play secondary roles (35 per cent, 35 per cent, and 27 per cent, respectively). The relatively new social phenomenon of cyber-bullying is driven by the relatively large number of British Columbians engaged in social media activities. • The results quoted here are based on an online study conducted in October 2012 among 504 British Columbians aged 18+ who are YourInsights. ca panel members. The data has been statistically weighted according to Canadian census figures for British Columbia for age, gender, and region. Results have a +/- 4.4 percentage point margin of error, 19 times out of 20.

Dynamite find evacuates highrise RCMP also seize cocaine, guns and cash Wanda Chow

Residents of a Metrotownarea apartment tower were evacuated Monday night after police found dynamite in a suite while executing a search warrant. Burnaby RCMP Cpl. Dave Reid said someone who was in an 11th-floor suite at 4266 Grange St. doing scheduled building upgrades noticed some white powder he believed to be drugs. He notified the building manager, providing photos he shot with his cellphone. At about 9:30 a.m. the manager called police who had a look at the photos and then got a search warrant to look for narcotics. When they went in to the apartment at about 5 p.m.,

Hang-glider pilot faces new charge for fatal flight Jessica Peters Black Press
CITY OF BURNABY
Hang-glider pilot William Jonathan Orders appeared in a Chilliwack courtroom Monday morning, on two charges relating to the death of Lenami Godinez-Avila. While the Burnaby man was originally charged with obstructing justice, for swallowing a memory card containing video images of the fatal launch, he has now also been charged with criminal negligence causing death. Godinez-Avila, 27, died near Agassiz on April 28, 2012, when she fell from a hang-glider being piloted by Orders. As it was the government worker’s first time hang-gliding, she was flying tandem with Orders. Shortly after launch, at Mt. Woodside, Orders apparently realized something had gone wrong and Godinez was slipping out of her harness. He was unable to hold onto her, however, and she was unable to hold onto his legs. The woman came free from the harness and fell about 1,000

feet to her death. At the scene, Orders swallowed a memory card that was used that day to record the event. He was charged with obstruction of justice for that action, and held in police custody for several days until the card could be retrieved. Following the death, Orders issued a public apology and announced that he would not return to hang gliding. While the investigation into GodinezAvila’s death was completed last
year, the results have not yet been released. While trial confirmation was set last June, Orders’ lawyer, Laird Cruickshank, asked the court to allow time to consider the new charges. Cruickshank also requested that a condition be removed that requires his client to attend all court dates, which was granted. The case will be heard next on March 12, with the possibility of a preliminary hearing in midApril.

of the proceeds from ticket sales that will be donated. “As a team, we have been doing this fundraiser for a long time,” said senior guard Carla Wyman. “Breast cancer impacts so many people’s lives and we make it a team goal every year to try and do something to help.” There will also be a silent auction, pink T-shirts for sale and Clan freshman Belce Yoruk, who is from Kesan, Turkey, is collecting donations for promising to shave her head after the game. “My sister had cancer when she was 13. It was a very emotional time for me and my family,” said Yoruk. “It’s one of the worst diseases in the world and to watch my sister have to go through that, to see her lose her hair, especially at such a young age, it was difficult. I was 10 at the time so I couldn’t
do a lot to support her but when I came here and found out people cut their hair to raise money for cancer research, I thought it was something I could do to support her now.” In addition, it will be senior’s night, the last home game for graduating players Nayo Raincock-Ekunwe, Kristina Collins and Wyman. The Clan will take on the Northwest Nazarene Crusaders in a game with postseason implications because heading into the clash the Clan holds a one-game lead over NNU.
Punzo, Coombes win Josh Punzo and Cody Coombes of Burnaby both won their matches as the SFU men’s wrestling team defeated the Pacific University
Boxers 25-14 in a dual meet at West Gym on Sunday. Punzo, a St. Thomas More Collegiate grad, downed Pacific’s Dillon Ford in the 157pound category while Coombes, who went to Burnaby North, beat Michael Tyner by a decision in the 174-pound division. The team will compete in their first NCAA regional championship that begins Friday in Chadron, Neb.
Hawkins hot in Hawaii SFU softball pitcher Kelsie Hawkins has been named GNAC pitcher of the week and shortstop Danielle Raison player of the week. Hawkins tossed two shutouts in three starts last week blanking Brigham Young University-Hawaii 8-0 and Chaminade
8-0. She had a 2.19 earned run average for the week allowing 16 hits and five runs and striking out 18 in 16 innings. Raison had seven hits in 19 at bats for the Clan. She also hit two home runs, drove in six runs and scored seven as SFU went 4-2 during their Hawaiian trip.
Saints prevail In their final home game of the season, the men’s basketball team was defeated by the Saint Martin’s University Saints, 80-60 last Saturday Senior Anto Olah led the Clan with 19 points and seven rebounds. The loss drops SFU’s GNAC record to 1-14 and 6-17 overall. The Clan finish the season on the road against the University of Alaska-Anchorage Thursday, and AlaskaFairbanks on Saturday.

Tina takes the challenge for Burnaby… Reason for Applying: When I saw this contest I did not even hesitate to apply. Why? Last week I got my body composition done and I weight 162 pounds (what happened?) and my fat content is 35.9 per cent. After doing some research I found out that I am on the high side for a woman and realized this is not healthy. I need to lose a minimum of 20 pounds and drop the fat percentage. I am turning 50 this year (April 29), the big 5-0 and I want to look fabulous at this age, not to mention I want to live a healthier lifestyle. To do this I need your help to guide me in the right direction. I feel that I would be the perfect applicant as I am focused to achieve this goal and honestly, I want to live a long and healthy life as I go into my next chapter. Not to mention losing this weight will bring back the old me and rebuild the confidence that I had lost in the past few years. Looking forward to turning 50 — fit, fabulous and healthy!
All about Tina Palazzo Height: 5’6” Weight: 162 pounds Current Fitness Level: I get regular but moderate exercise Current Diet: I don’t over — eat but my food choices are not very good Fundraising goal: $750 donation to the Canadian Cancer Society
