Warrants lead to seizure of cocaine, cash and trafficking items Submitted

two search warrants under the Controlled Drugs and Substance Act. Two residences were searched, one on

items associated with trafficking. One male was arrested and will appear in Cranbrook Court in April. He is facing charges of Possession of a Controlled

Substance for the Purpose of Trafficking. The investigations are continuing and there could be further arrests. Cocaine is typically sold in ½ and 1 gram

quantities, so this represents several sales and would not be considered personal use.

Hired Equipment Registration Rocky Mountain District

The Rocky Mountain District of the Ministry of Transportation and Infrastructure is creating its list of registered Equipment for Hire in the East Kootenay Service Area for the fiscal year 2013/2014, which begins April 1, 2013. This area includes the United States border south at Kingsgate and Roosville, west at Yahk, east to the Alberta border and north to Brisco on Highway 95. All individuals or companies registered this past year through the District Office in Cranbrook will be receiving invitations to re-register their equipment for the coming fiscal year by mail by the end of February. Any individuals or companies who were not registered in 2012, but wish to have their equipment listed, are hereby invited to contact the District Office, either in person or by phone, to obtain the appropriate registration forms. Note that while you do not need to have Commercial (Comprehensive) General Liability Insurance, or up-to-date WorkSafeBC coverage to register, you will have to meet these requirements prior to working on any ministry projects. Only owned or lease-to-own equipment is eligible for registration. Equipment can only be registered in one area in any given year. Seniority is not transferable from area to area. The deadline for new registrations is 4:30 p.m. on Thursday, March 21, 2013. Late registrations will be accepted, but may appear at the bottom of the open list. Note that there is no charge for registering new equipment or for changing or removing equipment information already listed.

Ride the divide: packhorses and predictions

Wayne’s packhorses fall into line for the day’s travels with no fuss: no tether or ties. Submitted Come hunters, horse lovers, nature and outdoor enthusiasts. Wildsight presents the awe-inspiring Wayne Sawchuck, well known photographer, ardent conservationist and wilderness guide. Wayne will present Ride the Divide: packhorses and predictions in BC’s Northern Rockies, in Kimberley at Centre 64 on March 3rd at seven pm, and in Cranbrook on March 4th at the College of the Rockies

at seven pm. The events are public with admission by donation. Sawchuck, from the north of British Columbia, grew up working in his family’s logging business. On the off season, he would explore the Rockies and the Boreal forests with his buddies and his horses, and document his experiences. These days he leads wilderness expeditions on horseback, into the Muskwa-Kechika. He has, in fact, written a book about the area,

Muskwa-Kechika: The Wild Heart of Canada’s Northern Rockies. He has been recognized for his conservation work by the provincial and federal Canadian government, in particular for the establishment of the 6.4 million hectares of the Muskwa-Kechika Management Area. “The Muskwa-Kechika is North America’s most important area for large animals, both for numbers, and for species,” said Sawchuck. “This place of spectacular beauty faces threats from natural gas development, wind power, forestry and mining, yet it remains almost unknown outside of northern BC.” Sawchuck said that 30 years of horse travel in the Muskwa Kechika convinced him that if it is to be protected in the long term, people need to see its wonders. Sawchuck’s expeditions provide an opportunity for people to do just that. Kootenay local and well-known author and adventur-

With the rise of online classified sites such as Kijiji or Craigslist, UsedKootenays.com offers up an alternative that aims to connect with the community offline that it’s bringing together online. “We actually have a genuine concern and care for the communities we serve,” says Erin Richards, Marketing Coordinator for UsedKootenays.com, which is also owned by Black Press. Black Press is the largest publisher of community newspapers in B.C. and has newspapers in every community in the Kootenay region. Recently, all of the Kootenay Black Press titles began running all of its print classified ads on UsedKootenays.com. “We feel this is a great value for our customers and makes Black Press the best option when it comes to placing classified advertising throughout the Kootenays,” said

Chuck Bennett, Group Publisher for Black Press in the Kootenays. “We are really excited about this opportunity for us to grow our business in this area, but more importantly, this is good for our customers.” This partnership also aligns well with the values of UsedKootenays. com, as being truly local. “We have staff on the ground in most of the communities we serve. They involve us in local community events, we partner with local nonprofits and charities... We want to be that different classifieds that cares about the people using our sites,” said Richards. UsedKootenays. com has its own charity as well. Called the Community Angel Program, Richards explains staff, or “angels”, spend time looking for ways to help out a person placing an online ad. “Their job is to search our sites to find people who have posted ads saying they’re in need,” she says. “That can be anyone - from a single mom who needs a birthday present for her son because she can’t afford one this year to a senior needing a new battery

for their scooter.” The angel makes contact and meets with them in person to learn their story. “Whether that’s financially, or whether they just need help connecting to other resources, we do our best to give them a hand,” says Richards. “We really want to have personal connections with our users.” Also setting them apart from other online shopping venues is tighter moderation, ensuring things like weapons, puppy mills and pornography aren’t promoted. Scams, spam and low quality content are less likely to appear on this site as well. It’s all part of maintaining a high quality service that allows a positive exchange of goods with those living nearby. “People want to buy and sell from their neighbours, from people that they trust, from people living in their own communities,” Richards says. Secondhand bargain shopping is also the trend among many trying to save a buck these days. As well, it’s convenient to shop from a home computer, says Richards. “You can see the item right there online and you all the information and then you just go pick it up.” As part of a network of websites across the country, UsedKootenays. com covers the entire Kootenay region but users can narrow down a search based on how far they’re willing to look. On Facebook and Twitter, UsedKootenays. com is increasing its profile after a few years of operation. The feedback forum on their site is also open for comments from users who see a way they can better serve the immediate area.

College hosts Skills Canada competition Submitted College of the Rockies’ main campus will play host to four skills contests for the Kootenay Region in the Skills Canada British Columbia (Skills BC) competition on Friday, March 1. The competition is open to individuals under the age of 24 who are not yet at full journeyman status. College of the Rockies will host the Carpentry, Cabinet Making, Automotive Service Technology and Welding skills competitions. Mechanical and Architectural Computer Animated Drawing/ Drafting competitions will take place online prior to March 1. Skills BC is a nonprofit organization that partners with government, educators, private industry and labour to promote and celebrate skilled trades and technologies. Thirteen regional and one provincial skills competitions take place each year. Winners of the regional competitions will advance to the Provincials in Abbotsford in April where they will have the chance of advancing to the National and World Skills competitions. College of the Rockies’ Regional Transitions Coordinator and co-chair of the Skills BC Steering Committee Brian Conrad says, “The competition serves to celebrate and reward students for their excellence in trade or technology skills and to create an interactive and engaging environment for the many young people who attend the competitions as spectators.” In an effort to further encourage youth to discover trades, two hundred grade eight to ten students from Creston, Kimberley, the Elk Valley and Cranbrook will be bussed to the College to observe the skills competitions, visit the Science Fair that is taking place at the College on March 1and 2, and test out a trade with one of the exhibitors onsite. “These events are part of the provincial initiative to raise awareness of technical trades and of the rewards of these career options. We en-

Thanks to his significant contributions to the Columbia Basin, Kimberley’s Garry Merkel is receiving a Queen Elizabeth II Diamond Jubilee Medal. “Garry is an exceptional visionary with strong leadership qualities,” said Greg Deck, CBT Chair. “Through his significant professional accomplishments and extensive volunteer work, he continually gives back and inspires and motivates others. His impacts on CBT and the Basin have been profound.” Merkel was instrumental in the formation of Columbia Basin Trust (CBT), first as part of the committee that negotiated with the Province of BC for the establishment of CBT, and then as a founding member of CBT’s Board. He served as Vice-Chair from 1995 to 2006, then Chair from 2006 to 2012. “Over the past decade, I have had the pleasure of getting to know Garry Merkel. Garry is first and foremost a gentleman—courteous, thoughtful and respectful. He is also a strong community leader who I have learned from and admire enormously,” said Hon. Bill Bennett, Minister of Community, Sport and Cultural Development, and MLA for Kootenay East. Merkel’s outstanding achievements extend beyond CBT. His current roles include: Treaty Negotiator and Advisor to the Ktunaxa Nation Council; Board

member and past Chair, Nicola Valley Institute of Technology; Chair, Tahltan Nation Development Corporation; Co-Chair, Ministry of Forests Practices Advisory Council; and Board Member, Columbia Basin Broadband Corporation. Looking for a new CAO

Sorting through the flow-through shares options by Kim Inglis At this time of year investors think about taxes so it’s not surprising to see several flow-through share offerings on the market. Flow-through shares are one of the last legitimate tax-assisted investment vehicles available to Canadians that can help save or defer taxes. Flow-through shares were originally designed to expand Canada’s natural resources sector. Canadian resource companies in the mining, oil and gas, and renewable energy and energy conservation sectors can raise capital through flowthrough share offerings and use the proceeds to finance exploration and development activities. The concept is fairly straightforward. Early-stage Canadian resource companies can fully deduct certain exploration expenses, which transfer or “flow through” to their investors who then use these special deductions against their own income. The deductibility can be up to 100% of the amount invested. Investors gain an immediate tax deduction in the year they invest in flow-through shares. This reduces income taxes and, when the investor eventually sells the position, any gains are capital gains and taxed more favorably than income. If the investor has capital losses from previous

years, they can be used to offset or eliminate the gains on the disposition. There are many flowthrough share offerings and choosing can be time consuming. One of the simplest methods of gaining exposure is to invest in a flow-through limited partnership (FTLP), a portfolio of flowthrough shares actively managed by professionals. Administration is simplified and the diversification provided by an FTLP spreads the risks. It’s best to purchase FTLPs early in the year. The better FTLPs open for purchase early in the year as it improves the probability of allocating 100% of investors’ funds to quality resource issuers. The investor who waits increases the chance of purchasing a product that went to market based on investor demand but contains lower quality flow-through issuers. FTLPs that open for purchase later may also find there are not enough flow-through issues to place 100% of investors’ funds. If all

of the investors’ capital cannot be placed, they won’t get a tax deduction on 100% of their initial investment and the intended purpose of the flow-through investment will not be met. Flow-through investing is most beneficial for high-income earners who are taxable at the highest marginal tax rate, or those who expect to be taxable at lower rates in the future. Recipients of large taxable lump sums, such as an inheritance, can use the FTLP to shelter the payment from taxes. Retired seniors whose income is above the Old Age Security clawback threshold may be able to use flow-through investing to reduce taxable income and maximize OAS benefits. However, there is risk and seniors should very carefully weigh the suitability of these investments relative to their particular personal circumstances. Investing in the resource and development sector involves risk and anyone contemplating flow-

through shares, whatever their tax situation, should be risk tolerant. Many of the companies will be small cap with low market liquidity and no history of earnings. If a company fails in its goals, there is a potential for losses to outweigh tax savings. Be sure you fully understand the associated risks before embarking on this kind of investing.
