The Ridge Meadows School Board is facing a budget shortfall that could be as high as $6 million. “It could be a challenging year for us,” said chairman Mike Murray after Wednesday’s night’s regular meeting. The total school board budget is about $129 million, so the board will need to cut costs and/or increase revenue sources. On Thursday morning the board posted a survey on its website, to receive input as to where parents and other stakeholders in education place their spending priorities, and get suggestions as to what costs could be cut. “We’re hoping to get as much input from as many groups as we possibly can,” said superintendent Jan Unwin. Silver Valley residents were celebrating a victory on Tuesday night, because Blaney Hamlet might one day have a school. The Maple Ridge-Pitt Meadows Board of Education is no closer to building an elementary school on the site at 23103

– 136th Avenue, but nor has the land been turned over to residential development. Maple Ridge council refused to start the approval process for a rezoning bylaw to allow a developer to build some 30 houses there. Councillors instead referred the issue back to the school board, asking for clarification of its plans for future schools. “I think we’re relieved,” said Silver Valley resident Nicole Read. “We’re happy to have a bit of breathing room now.

“It’s a huge win for us – just having it as a possibility and having the opportunity for public input.” She said one member of the Silver Valley residents group was in tears after council’s decision. “It’s very emotional for people, because you’re talking about their children.” Read has been a leader in this citizens’ lobby, as she set up a Facebook page, started a petition, canvassed her neighbours door-to-door, spoke in person to both the school district and

municipality, and was twice on the Bill Good Show on CKNW Radio. She will continue to lobby the school board for a transparent process that involves input from residents. And, she will ask the provincial government why it has no process to purchase land communities have set aside for schools, given that the province funds three quarters of new school construction. “We’re not taking our foot off the gas, by any means,” Read said. A future not cloistered in books Future job opportunities in trades and technology by Phil M elnyc h u k staff reporter

T

he photo on the cafeteria wall in Samuel Robertson Technical school shows the most recent graduating class of the culinary arts program, 16 smiling students who took the course in 2011-12.

They’re out of the school now and some, not all, are on a career path to earning good money, while many of their peers agonize over book costs and tuition fees. Cooking is just one of the nine trades programs in the Maple RidgePitt Meadows school district offering students a short cut to the work world. Enrolling in the Ace It program allows Grade 12 students to take Level 1 apprenticeship training in automotive, electrical, metal fabrication, hairstyling, culinary arts, carpentry, plumbing, esthetics and integrated trades, while also earning their Grade 12 diploma. “There’s a lot of jobs out there. There’s a lot of youth unemployment. We have the jobs, but we don’t have people,” trades program coordinator Ron Lancaster told a recent

A sign on one of the pillars in the cafeteria emphasized the point: “Youth unemployment: 15 per cent – yet jobs go begging for lack of skilled people.” “If you don’t have the skill set to match those opportunities, then you might find yourself disappointed, left behind,” Lancaster told the crowd. Before scattering to talk to various trades instructors, the crowd looked at another slide quoting a number from the Conference Board of Canada. With about half the work force retiring in the next decade, by 2020, a million skilled workers will be needed. Lancaster says parents are examin-

ing the post-secondary options for their kids. He tries to tell them to be realistic and to match their interests with the programs that are out there. “Right now, the opportunities are in trades and technology – and trades and technology is really where the job growth is going to be.” At one point, everyone wanted to go to university and become a teacher. “But there are hundreds of unemployed teachers. “BCIT is now recognized as the finishing school for university graduates, because they realize their degree in cultural anthropology really requires them to go to BCIT to become an electrician if they want to move out of the house before they’re 30.” That sounds a bit harsh, he admits. But the intent isn’t to recruit kids who are on their way to be-

coming doctors. “The higher achieving kids are going on to university, we realize that.” But if you have good grades or mediocre ones, choosing a trade could be a way to at least start a working career, even though only 43 per cent of those who sign up carry on to complete their apprenticeship. Even if a student decides the vocation isn’t right, he or she still has a Grade 12 diploma, Lancaster points out. It’s not considered a lost year. Lancaster stressed the programs are taught by either trades people from the industry or instructors from the colleges and institutes themselves, giving students their first year of education and apprenticeship at no cost. “We are teaching the provincial apprenticeship curriculum. This is not pre-apprentice. “I think we’re giving students a real insight as to where they want to go in their careers.” While Lancaster says it’s a challenge “to recruit 160 students to make career decisions that are going to affect their lives,” there are students who just know what they want to do, from an early age. Josef Bouwman is taking the Vancouver Community College culinary arts program during his Grade 11 year at Samuel Robertson Technical. He’s long had an interest in cooking. “I love how it’s not all just theory,” said Bouwman, formerly a homeschooled student. Soon after he started the course, he and his classmates were in the kitchen and cooking for fellow students and the public, which can get a

reasonably priced meal at the school every Tuesday to Friday from 5 p.m. to 6 p.m. He also enjoys the more cerebral tasks required to keep a restaurant running profitably, such as analyzing profit and loss numbers or calculating the financial return that results from serving a particular dish or type of food. “It’s a great course.” So far, his favourite type of cooking is main course, vegetables in particular, which are less demanding than creating pastries. For Grade 12 student Andrew Campbell, the choice was easy. Campbell is in the carpentry program at Samuel Robertson Technical and graduates in a few months. When he does, he’ll have completed Level 1 at Kwantlen Polytechnic University’s apprentice carpentry program. He’ll also have his secondary school graduation, which he earned by having to take only one other course, Grade 12 English, in his final year. “That’s nice because I do not have to do all the courses that I do not like to do. It pretty much saves me a year. “I’m pretty lucky. Ever since I was a little boy I had a real itch to be a carpenter.” Campbell doesn’t like the finicky finishing carpentry stuff, but rather framing carpentry, working outside with quick results. He’s confident he’ll land a job after graduation with an employer who will allow him to return to Kwantlen for several weeks every year to continue his four-year apprenticeship. Upon completion, he’ll have Red Seal in carpentry, allowing him to work anywhere in Canada.

TAXI CABS AND TOW TRUCKS So what do taxi cabs and tow trucks have to do with an article about vehicle maintenance and repairs, you ask? Quite simply, a lot of people will spend unlimited time and effort trying to avoid using either one. The reality is that both services are essential to the automotive repair world and they are both quite inexpensive when you consider the alternatives. It never ceases to amaze me the lengths that vehicle owners will go to save the price of a tow, sometimes risking bodily injury or the inquisitive eye of the law. Both of these practices cost far more in the long term, than a tow does in the short term. I could not begin to count the amount of people that drive their car uninsured, which is a huge risk, just to save the price of a tow. The single most convenient way to move a sick vehicle is a tow truck. If your vehicle is experiencing a problem which renders it unsafe to drive, tow it. If it’s making strange noises which increase with speed or the RPM of the engine, tow it. If it is overheating in a short distance (or any distance), you will save on the overall repair bill by towing the vehicle to the shop. If you just made it to work and were worried that you might not because your vehicle was not running well, or stopping well. Do you think it’s going to miraculously repair it self while you spend 8 hours working and worrying about it? Why not phone and arrange for your full service auto repair shop to have it picked up by tow truck so we can diagnosis and repair it while you are at work. Unfortunately nowadays if you take the chance and drive a vehicle that breaks down on the side of the road you are also taking a chance with your personal safety as well. You never know what or who you are going to run across while you sit there waiting for help, or if you need to walk for help. If you have made that fateful decision and do decide to have your vehicle towed in for service, do not tow it to the first shop or closest shop just to save on the tow bill. Tow it to your regular full service shop or one close to home that you know of. That way you will not only get better service but you are not far away if you need to have a follow up visit. While your vehicle is being repaired you can experience the other most convenient form of automotive travel, a taxi cab. They are quick, efficient and can drop you off right at the front door. Raymonds call to regulate party buses A mother who lost her daughter after a night out on a party bus wants changes before another tragedy occurs by M onisha M ar t ins staff reporter

n the shadow of a bus shelter and sprawled on a bench, the boy lay unconscious, oblivious to the traffic streaming past. Julie Raymond spotted him as she drove home. It was 2:30 a.m., an hour past the last bus. She stopped to check on him. “He was so out of it he couldn’t talk,” she says. “He was covered in vomit.” Raymond and her daughter Danielle soon

The group had been dropped off at the McDonald’s on Dewdney Trunk Road, near 203rd Street, a popular last stop for the buses. The teen managed to stumble to a bus stop few feet away,

where he passed out. “He didn’t even know where he was,” Julie Raymond says. For her, the encounter she had last summer was a stark reminder that little had changed since the death of her youngest daughter. Just 16, Shannon died

on July 26, 2008 after taking two ecstasy pills and drinking rum during a birthday party for a friend. Raymond knew Shannon was heading out to a party on a bus that night – a travelling disco of sorts, popular with suburban teens, complete with plush seats, strobe lighting, mirrored ball and blaring dance music. The bus was rented by a parent and there was a 19-year-old on board to supervise the underage teens. “I trusted her and the people she was with,” says Raymond. The teens drank on board despite a no-alcohol policy and Shannon popped a second ecstasy pill. She spent the night throwing up and confused. Plied with water, almost five litres in the

span of an hour, according to a coroner’s report, Shannon would be dead from hyponatremia - literally “low salt” or “water intoxication” – the next morning. No one called 911 until it was too late. Shannon’s death was the first in a spate of tragedies involving party buses in Metro Vancouver, an industry which is once again in the spotlight because another teen has died. Ernest Azoadam, 16, could not be revived after he collapsed on a party bus in Surrey two weekends ago. Police say drugs and alcohol are a factor in his death. Hearing about Azoadam’s death pushed the Raymonds into action as they are joining a chorus of critics who are calling for a crackdown on the burgeoning industry. The Passenger Transportation Branch – the body that licenses party buses, taxis and limousines – confirmed that there is no legislation that requires adult supervision on party buses or chaperones. There are no regulations around training or first-aid, either. Party bus companies that were contacted said they have strict policies around alcohol and drug consumption on board their vehicles. Some required an adult on board when underage passengers were present, while others said they just require a parent at the pick-up and drop-off point. see party Party buses, p5

“These party buses need to be regulated the same way pubs and bars are regulated, so nobody can go in there under the age of 19,” said Raymond. “Why are the rules different for party buses? When all they are is traveling pubs, encouraging and condoning underage drinking. They should lose their licenses immediately. If the government doesn’t sit up and do something, another teen is going to die.” Raymond’s call for more regulation is echoed by District of Maple Ridge Coun. Cheryl Ashlie, a former school board trustee. “It breaks my heart,” said Ashlie, who called for a crackdown on party bus fleets after Shannon’s death, but saw no concrete changes. “It’s a facilitation of substance misuse by this industry. We have to get on this industry as a province and get some regulations in play. This has got to stop.” Ashlie sees a role for municipalities to play, as well, with higher business license fees and more enforcement by RCMP.

Ridge Meadows RCMP, meanwhile, assure parents they can and will conduct checks on party buses in their jurisdiction, although they have been criticized for being sporadic with enforcement. Under current provincial legislation, police officers can stop a vehicle as a result of a specific complaint, or to verify valid licenses under the Motor Vehicle Act. “Ridge Meadows RCMP have stopped party buses in our jurisdiction, in the past, and have conducted investigations based on the authorities in both the Liquor Control and Licensing Act and Motor Vehicle Act,” said Cpl. Alanna Dunlop. “At Ridge Meadows RCMP, we are concerned about any illegal activity, particularly activities that have the potential to jeopardize the safety of those involved and citizens of this community, whether on the roadways or elsewhere.” The province, meanwhile, promises to take a closer look at the Passenger Transportation Act to prevent another tragedy. B.C.’s Minister of Transportation Mary Polak has asked staff to organize a meeting with party bus and limo operators to make sure they are aware of the regulations already in place. The branch is also reviewing leasing arrangement with such companies and whether minors can lease them and if adults need to be present. “It is, in fact, against the law to be consuming alcohol in a moving vehicle, even if you are merely a passenger,” Polak said Wednesday, adding that a police and coroner’s investigation into the Surrey teen’s death are already underway. “Ministry staff are also researching what options we have with respect to further regulation that can ensure that something like this doesn’t happen again.”

Budget in context The Maple Ridge-Pitt Meadows school board is facing a budget shortfall of as much as $6 million. It must approve a balanced budget and submit it to the Ministry of Education by June 30. To eliminate the deficit, the school district is asking parents to take an online survey, to help it organize cutting priorities. The survey asks parents to rank their choices, from what items are most important to them to maintain, to least. Among them are the usual suspects: reducing staff – from school to district administration, support and clerical workers and others, to non-enrolling teachers, and changes to professional development. School closures is suggested, as is increasing class sizes and fees for optional programs – academies, bands, bussing. Reducing new technological purchases is another option, as are cutting supplies and maintenance. There are also new sources of revenue, such as increased fees for facility rentals, and private partnership and sponsorship opportunities. Maple Ridge Chrysler Secondary? No doubt that would spark the captive audience discussion again, as pop machines in hallways did a decade or so ago. It’s still and interesting discussion, but not one a survey can answer. All parents of students should take the survey, but further discussion needs to occur, as it’s unfair to ask them questions about cutting jobs when most are probably unsure about the responsibilities of each one and what affect that would have. Just as it needs to be explained that increasing fees for facility rentals wouldn’t much affect the learning inside classroooms, but would the costs for community groups that the same students and their families belong to. It is fair that parents have a say in helping reach an agreeable budget. But the options need to be fully explained to them, or else their survey results have little to no context. – The News

apanese haiku creates a picture in 16 syllables, and if the subject is a healthy stream, the lingering sense of awe. You could sit beside a babbling brook and Along the Fraser feel this way without Jack Emberly words. Next to Golden Pond, for example. It’s a bulge in a tributary of the Alouette River just below the Hydro dam. Public vehicles aren’t allowed on the road up here, but ARMS has a key to the gate. En route we passed the trees Hydro dropped to widen a transmission line; corpses in a riparian zone abandoned like fallen soldiers to rot on a battlefield. It’s hoped the power company will airlift this carnage before heavy rain slides the debris downward to scour spawning gravel from the riverbed, but that hasn’t happened yet. Joe Zurich, for McKenney Creek near 207 Street. When Joe checks fish traps later this week, he’ll find coho and 70 sticklebacks. Zurich built nesting boxes for wood ducks at the edge of the creek behind his residence. Cameras are positioned to monitor the incubation of eggs, and chicks parachuting to the ground. Doug Stanger (ARMS) is the volunteer for Millionaire Creek along Fern Crescent. Cliff Olson is a fly fisherman who wryly claims he can observe fry from 150 feet and identify the species by swim pattern. He’ll later report a “nice sized coho smolt” in Coho Creek along 127 Avenue. Bruce Hobbs (North Alouette) has advocated strongly for a sustainable water use plan for this river while more pumping licences are granted by the Province without proper forethought. Liz Hancock, another ARMS director, checks Latimer Channel near 239th Avenue. A sign posted near Golden Pond informed us that the area is habitat for a rare water shrew. The fish traps we set here today will eventually capture seven early coho fry and a northwestern salamander, proof of this stream’s productivity. Blake Handford (Tributary 2) is a retired teacher. In T2, he’ll later recover coho fry. The proper name of this stream is probably lost to all but a few middle-aged men who caught trout in it as boys, but it runs clearly between farmer’s fields. Deciduous trees along its banks drop insect larvae for the fry to feed on. Dreidger has charged each volunteer with checking fish type and numbers following

this outing. A Stream Keepers Manual illustrates differences between species: patches or parr marks along the sides or lateral lines of fish, tell-tale color around gills, spots on dorsal, or top-body and tail fins. At Golden Pond, the lesson is suspending small bags of foul-smelling cat food from the centre of traps before placing them in pools behind rocks or logs. “Don’t forget to mark the location with a flag,” advises Dreidger, “so you don’t get lost it when you come back to check.” It’s as easy to do as forgetting where you parked the car at the mall. There’s an historic abuse of streams by cities committed in the name of urban growth and development. A lot was lost as a result. Streams support fish and wildlife, but also add to our quality of life. Vancouver buried 50 creeks when few understood this, but today its opening up and restoring brooks like Hastings Park Creek, which was piped and paved over. In Maple Ridge, we haven’t done that yet. Most of our 600 kilometres of watercourses, even so-called ditches (something dug out rather than assigned a new name) are exposed and healthy. They take up water from subdivisions and roads. Creating swales or depressions in a watercourse increases its natural ability to filter toxins. There’s a lot we can do beyond expensive pipes and culverts paid for by developers or taxpayers, but we need the will. The ARMS Adopt-a-Stream program encourages us to respect all our precious watercourses. That’s a big challenge.

Low-cost housing hides issue Editor, The News: Re: Ridge creates plan to end homelessness (The News, Feb. 20). I had to check the calendar after reading the article. Nope, it’s not April Fool’s Day. This ‘plan’ is destined for failure as in Vancouver, where hundreds, if not thousands of low-cost housing units have been built over the past 40 years, yet there are still people living on the

streets. It will fail because homelessness is not the problem, but is one of the most visible results of a society that has chosen not to deal with the real issue. Low-cost housing doesn’t resolve substance abuse or the lack of programs to address mental illness. It simply hides those who suffer with the problem from the view of society. This is a totally inhumane

way to deal with citizens in any society.

Create industrial near Golden Ears Bridge Editor, The News: Re: Silver Valley plan not working (Letters, Feb. 27). I applaud Bruce Hobbs on his comments. His letter clearly states the facts. We, among other property owners, have land that is already surrounded by water, sewer, Hydro and gas services. We have a bus route at 128 Avenue and 232 Street. We have two schools within walking distance – Yennadon and Harry Hooge elementary schools. Why these properties were not bet-

ter utilized before Silver Valley was built boggles the mind. The taxpayers are ultimately on the hook for servicing and upkeep of Silver Valley. I have also noticed the signs that surround the lands mentioned 128 Ave. to 228 Street, that state; “Say no to industrial zoning.” The district paid Rollo associates to do another assessment on future industrial lands in Maple Ridge, since those at 256 Street are no were near a bridge that we can pay tolls for.

Yet taxpayers pay tolls and commute past vast, empty, unfarmed so-called agricultural land to their jobs outside Maple Ridge. Council shall not be dictated to by the ALR. Council is voted in by the local taxpayer and is mandated to adhere to what is best for the taxpayer. A

local couple who restored a character home have been honoured by the Maple Ridge Heritage Commission. Becky Robinson and Gary MacNeal purchased the The Dr. Broe House, a 5,000-square-foot structure built in 1927 for the first physician in Hammond, and only the second doctor in Maple Ridge. The couple received a certificate and a plaque – the latter which Robinson will mount above the doorbell. Lisa Zosiak, of the district planning department, said the commission has a mandate of creating heritage awareness, and appreciated the

couple’s efforts to restore the house to its original stateliness. “We wanted to celebrate this,” she said. “In the Hammond area, it was a pretty fancy house for the time period.” Robinson said she and her husband enjoy both antiques and heritage homes, and had an eye on the deteriorating house for years before it came on the market in 2008. Robinson said the house had been renovated in the 1970s, and there was some psychedelia to purge. They had to pull up blue and orange shag carpets to reveal and restore the fir floors underneath. The grand fireplace’s masonry had been painted over with a bright yellow, and had to be sand blasted. There were even hippy-style flowers on the kitchen

cabinets. There aren’t anymore. Their restoration work took six months, and 5,000 lineal feet of crown and chair-rail moulding. It is a four-storey house, including the full basement, and it contained secret passages that led from the doctor’s office to a small room, and from there down to the basement, or to a breakfast nook. Whether the doctor was moving about the house in secrecy, or if the passages were added later is not known. The house even had a brass plate in the dining room floor with a button, which would have been stepped on by the hostess to signal her maid to bring the next course. She has learned the house has had an interesting history. There have only been three prior

owners, but it has been rumoured to have been inhabited by a chimpanzee, a ghost, and an owner who was apparently preparing for the downfall of civilization. She said Dr. Laurence Broe was a respected doctor, an avid supporter of the Hammond hardball teams and local boxing clubs, as well as an avid bridge player and member of the Alouette Rod and Gun Club. Robinson said they have put the house back on the market, and it listed at $545,000. She said it has been re-wired and insulated, and most of the heavy lifting has been done on the renovations, but old houses always need some love as they age. “It is going to take a unique person – it’s going to take a lot of work.”

Inmate wants extra credit for time served Sentencing Friday for Alex Tanasescu by M o ni s ha M a r tin s staff reporter

A man who viciously beat another inmate in a Maple Ridge prison is seeking to reduce his sentence by arguing he should get extra credit for time already spent in custody. Charged with seconddegree murder, Alexander Dinu Tanasescu, 30, pleaded guilty to manslaughter for the brutal attack that eventually killed Blair Thomas Cody. Crown and defence have agreed to a nineyear prison term, but disagree on how much credit Tanasescu should get for time spent in pre-sentence custody. Cody was attacked on May 19, 2010, a few hours after he arrived at the 256th Street provincial prison for breaching probation on a drug possession charge. The court heard the fight was sparked after Cody called Tanasescu a “goof.” According to an internal investigation

report, Tanasescu was captured on video landing a punch that knocked Cody to the floor. Tanasescu then “stomped, kicked and punched” his head. He was seen leaving twice only to return seconds later and continue the assault, landing blows to Cody’s head 25 times. A minute after the assault began, guards found the 36-year-old Cody unconscious in a pool of blood. He could barely breathe, according to the report. Paramedics were called and Cody was rushed via air ambulance to Royal Columbia Hospital. He was eventually transferred to the Langley Hospice, where he remained in a vegetative state until he died 10 months later. At a sentencing hearing in New Westminster Supreme Court Wednesday, the court heard Tanasescu was anything but a model prisoner. A corrections officer testified that Tanasescu was often aggressive, hostile to staff and threatened other in-

mates. He has two outstanding disciplinary charges and has spent the majority of his time in prison in a segregation unit or under enhanced supervision, which restricts the amount of time an inmate is out of his cell. Crown prosecutor Andrew Blunt pointed out that it was Tanasescu’s own actions that led to his segregation. He argued Tanasescu should not receive a credit of 1.5 days for each day he has spent in custody, given the changes to Canada’s Criminal Code brought about by Bill C-25. The Act, introduced in 2010, limits the credit a judge can hand out for any time spent in pre-sentencing custody. Previously, most convicted received a 2-1 credit. “There is an absence of any evidence that the restrictions caused him any greater hardship compared to any other inmate,” Blunt told the court. Tanasescu’s lawyer, Sheldon Tate, called Crown’s submissions cruel. “The suggestion that

there is no evidence of hardship to my client is to say that taking away of nearly 5,000 hours of liberty is meaningless,” said Tate. He also pointed out that his client’s plea to manslaughter means he has been vindicated of murder. That suggestion drew a sharp reaction from Cody’s sister Stacey, a former school board trustee from Langley. “Oh my god, he killed my brother,” the sister said as Tate continued his arguments. “How disrespectful is it?” Tate went on to point out that Tanasescu was remorseful. “It cannot be said that there were not elements of self defence and provocation at play at the time,” Tate told the court. “He didn’t want this man to die. When he was in the gym, had he wanted that man to die, there was all kinds of available tools – barbells, metal objects – that could have been used to quickly dispatch Mr. Cody.” Justice Robert Crawford is set to sentence Tanasescu Friday.

12-foot-tall totem pole, the first to be unveiled at a secondary school in Maple Ridge or Pitt Meadows, was unveiled Tuesday morning at Garibaldi Secondary school. The ceremony took place in the new hallway by the library, where the totem pole now stands. “For the students, it was really a labour of love,” said Art Hagen, B.C. First Nations 12 teacher at Garibaldi, adding that the pole was placed centrally in the school where hundreds of students will walk by it every day. The pole was acquired two and a half years ago, one of many from the 2006 wind storm that wreaked havoc in Stanley Park. For five months it was dried. Then in November 2010 the pole was blessed and the carving began. Carved on the pole is water representing the Alouette River, snaking up to the pinnacle of the

She acknowledges the school district has said it needs only two elementary school sites for Silver Valley, where city staff had three in their plans. And, the Blaney Hamlet site could still be the odd one out. However, she said at least the school district will have the opportunity to undertake a well-thought-out facility study that allows for public input. School board chair Mike Murray said the district had been planning to conduct a district-wide facilities review this year, to determine the number of schools needed over the coming years. There will be some public consultation during that process. He explained the board made a decision about the Blaney site earlier this year, because in October 2012 district hall asked whether it was needed for a school. “It was put to us to either buy it, or lose it.” He said the education ministry does not fund new schools until they

lets, and a secondary school in River Village. Now the district says it will need only two elementary schools in the area, and may not need a high school. Mayor Ernie Daykin said council’s decision Tuesday gives the school board a chance to review its needs without being pressured. “I’m hopeful everyone can relax and breathe a little bit. It gives the school time to do their review,” he

said. “This gives them the opportunity to look at that site in the context of the whole district – but we may get the same response.” Daykin noted municipal hall could face a legal challenge from the would-be developer to remove the civic designation from the property in its plans. Campton Services, represented by Joel Lycan, is the owner. Daykin acknowledged Lycan has been patient with council, but noted the issue could be resolved in a matter of months. “The challenge is that our decisions impact the community for 10, 20 or 50 years.”

D

riving to Pitt Lake, you will travel much of the distance on “Rannie” Road. But if you made this trip in the years before 1997, you would have driven along “Rennie” Road, and we owe the name change to Mary Jo Pearson, who battled city hall for six years to ensure her great uncle was remembered accurately in the community. On 1914/1915 maps in our collection, the road was clearly spelled “Rannie,” and this continued to be the case through 1964, when the Pitt Meadows Ratepayers annotated an earlier map and

noted “Rannie” Rd. However, by the late 1970s, the name was appearing on maps as “Rennie,” and this also appears to be the case with street signs. Was this simply a typo that took hold? William ‘Skookum’ or ‘Big Bill’ Rannie was a larger than life entrepreneur. Born in Campbellford, Ont. around 1863, Rannie worked his way west with the CPR, settling on the coast in 1887, when he eventually established the contracting firm of Campbell, Rannie and Ironside and participated in some of the largest construction projects in the area in the early 20th Century, including participation in the construction of the

Ministry funding will be announced by March 15, the operating grant, and the budgeting process will be done in April. Murray explained that the board had a slight surplus from 2011-2012 which it used to balance the last budget, or there would have been a shortfall of almost a half-million. Unlike municipal governments, which can raise taxes to cover costs, school districts are required by the School Act to operate with a balanced bud-

get. The budget pressure is coming from a number of sources. As with many Lower Mainland communities, enrollment has been in steady decline – more than 1,000 students in just a decade in this district alone. In 2003-2004 there were 15,051 students. Projections for 20132014 are 13,823. There will be about 200 fewer students next year, and that will mean $1.6 million less in ministry per-pupil funding. And there is no end in sight. Declining enrollment is projected to continue dropping for each of the two subsequent years as well. The teachers pension plan has an added $930,000 in costs.

The conversion from HST back to the PST and GST will cost the district $250,000. Inflation and salary increments are other pressures. Murray said the entire financial picture is not yet known, and $6 million is the worstcase scenario. “Our hope is that it’s not as serious as the most conservative number,” he said. He noted that the last time the board had to cut about $2 million from its budget there

were school closures. School closures are mentioned in the website, as are administration cuts, reduced use of technology in schools, new publicprivate partnerships and numerous other measures. have learned a great deal over the past few years in dealing with a terminal illness for my father, then working through various living options with my mother. My challenges have been relatively minor compared to those I know others have faced. I’ve had the opportunity to listen to the tales of others and I’ve certainly gained perspective. I try to take complex issues and step back to identify what is most important, so that I can focus on what can be done to have the most influence on them. It is easy, at times, to get caught up in a million details of what is out there and not be able to see what is the most critical step to be taken. I’m not going to suggest this as a structure for everyone, as every situation is different, but if my experiences, and the experiences of others are to be helpful, then perhaps some general guidelines of priorities might be of benefit. I believe the first priority for elder care is the element of mental health. Aging is not for the faint of heart. It is a time of loss, both in terms of personal health and social networks. While we generally learn to cope with ups and downs all of our

lives, successive downs are bound to have an impact. Add to this the possibility of significant loss of brain function, to disease or stroke damage, and the element that is truly affected by mental health is the ability to live independently. It is independence that the elderly will generally see as the top priority, and even when their mental health is compromised, they may not wish to relinquish it. Still, the first question every family must ask when considering how to help aging relatives is, “How capable are they to live independently and make their own decisions?” The second priority is understanding and establishing the right connections and directions for appropriate medical care. The medical system is, to say the least, complex and overwhelmed. It is easy to be “processed,” but not truly cared for until there is a real crisis. I’m going to suggest that many medical crises could be avoided if more time could be spent helping the elderly understand their issues, understand their treatment options and, in some cases, reduce their dependence on a cocktail of disconnected medications. his year, March is the month for Easter and all that it entails. Religiously and biblically, it is more significant even than Christmas. Easter is the main event. It is the big deal. It centres around a person – the Son of the Living God who willingly gave up his life as an atonement for the sins of the world. There is incarnation, there is death and there is resurrection. These concepts are essential to Christianity. If even one of them is not true of the Godman, Jesus Christ, we are of all people to be most pitied. But the Bible says, “Proclaim the Lord’s death until he comes?” Why? If you read biog-

raphies like those of Martin Luther King Jr. or Mahatma Gandhi, who died violent and politically significant deaths, you typically won’t find more than 10 per cent of their pages devoted to the person’s death. When it comes to the gospels, though, nearly a third of their length is devoted to the last week of Jesus’ life. Only two of the gospels mention the events of his birth, and all four offer only a few pages on his resurrection. But each gospel writer provides a detailed account of the events leading to Jesus’ death. They saw it as the central mystery of Christ and His incarnation. Nothing remotely like it had happened before – brief angelic visitations had occurred. A few people had been brought back to life, but then the Son of God died – and the question – how could a

Messiah face defeat? How could God be crucified? The bible records that nature itself convulsed or reeled, the ground shook, rocks cracked open, the sky went black and, yes, graves opened and many loved ones came back to life – because the death of God was a miracle in itself. The fact that He would allow Himself to experience human death is incomprehensible to all dimensions of reality. It has incredible repercussions in the physical world and the spiritual world. If a scientist enacts the splitting of an atom, it can have cataclysmic consequences. The death of Christ was far more earthshattering and heavenrendering. And it wasn’t as if when He came on the scene that He clenched his teeth and resolved,

Shade gardening for the disgruntled I

’ll be the first to admit that shade exposures can be a bit of a design challenge, often leading gardeners to throw up their hands in defeat. Disappointment usually starts with the very limited palette of plants that actually thrive in part to full shade, meaning that many flowering Gardening Mike Lascelle favourites are often left off the table. Then there are the challenges posed by the very trees causing the shade, whose dense crowns shear valuable rain aside and often greedy root systems lap up what little soil moisture is available – making for very dry conditions without augmented irrigation. Another problem is the predominance of green, as many burgundy or gold-leaved shrubs require at least partial sun to retain their foliage colour, often shifting to the dreaded green with lower light levels. Last but not least in the shade garden complaint department is the flurry of spring flowers provided by shade perennials, followed by summer dormancy and a virtual dirge of blooms until the following spring. So if you are one of those disgruntled shade gardeners, take heart, because beautiful lowlight landscapes are well within reach as long as you are willing to lower your expectations a little (you accept the above limitations). Those large voids in the fence corners are best filled by either Japanese Aralia (Fatsia japonica) or Aucuba japonica – both of which

Hydrangea anomala subsp. petiolaris ‘Miranda’ and Cyclamen coum. are broadleaf evergreens. The former species much resembles a large tropical plant with its glossy palmate foliage and multiple stems that often grow two to three metres in height. Aucuba japonica is primarily a foliage plant with insignificant flowers and red berries on female plants that receive pollination. The large simple leaves come in many variegation patterns, including spotted (‘Golden King’, ‘Crotonifolia’) and inset gold blotches, such as ‘Picturata’ – these are easily trained into informal hedges. Speaking of which, a

shade exposure is no place to use emerald cedars for hedging – instead, try columnar forms of yew, including Taxus x media ‘Hicksii’ or ‘Hillii’. Getting back to shrubbery, Skimmia japonica occupies the next level down, averaging a meter high and wide for most cultivars. These evergreen shrubs have a dense, dome-shaped growth habit and come in both male and female clones. The red-budded males (‘Rubella’, ‘Rubinetta’) are the most popular, closely followed by the self-fertile female reevesiana.

Christmas Box (Sarcococca) brings muchneeded winter fragrance to the shade garden, with Sarcococca humilis forming a dense evergreen groundcover (at about 45 centimetres high) and the taller arching stems of Sarcococca ruscifolia (1-1.5m high) scenting the air with its tiny white flowers. Vines pose one of the biggest challenges for low-light exposures, but for partial shade I would highly recommend climbing hydrangea (particularly the gold variegated cultivar called ‘Miranda’) and the closely related Schizophragma, with ‘Moonlight’ (pewter foliage highlights) being the best of these. An evergreen vine option would be Variegated Persian Ivy (Hedera colchica ‘Dentata Variegata’) which has larger leaves and is much less invasive than the much-hated English Ivy. When it comes to perennials I would look to the hardy cyclamen – with C. coum and C. hederifolium being the most readily available. Cyclamen coum is in bloom soon and features white to deep rose flowers that sit above rounded leaves with varying silver variegation patterns, many of which are attractive in their own right. The fall-blooming Cyclamen hederifolium has ivy-shaped foliage (also with beautiful variegation patterns) and white to pink blooms – both of these may go summer dormant when dry. Minor hockey president back in office Ridge Meadows Minor Hockey president Mike Walls has been reinstated. A note on the association’s website noted that a vote by the board of directors on Feb. 18 which ousted him was not consistent with the RMMHA constitutional bylaws. A fresh controversy emerged when parents in the association were sent an email from “a group of concerned hockey parents.” The note concerned an upcoming special general meeting, and expressed concerns about the “apparent dysfunctional state of the board.” However, those who sent the anonymous note gained access to information in a private database. “Please be assured that this matter is currently under investigation and RMMHA will be doing everything possible to put safeguards in place to prevent this type of situation in the future,” says the website.

The Ridge Meadows Flames junior B season came to an end with a 4-1 loss in Aldergrove on Wednesday night. The Flames lost the best-of-seven series against the Aldergrove Kodiaks in the opening round of the Pacific International Junior Hockey League playoffs by margin of four games to one. “It was by far the toughest loss I’ve ever had in the playoffs,” said head coach and GM Jamie Fiset. Last year the Flames were also eliminated by the Kodiaks, but that team was satisfied just to make the playoffs. He said this year’s team had

higher expectations of themselves. “We knew we could compete with them, we just needed a few breaks.” The Flames had chances to score – a shooter with an open net chipped the puck over the crossbar, and another failed to convert on a breakaway. Aldergrove led 1-0 after the first period, then added two more goals late in the second. Ridge cut the lead to 3-1 in the third period on a goal by team captain Alex Smith, but that was as close as they got. With Wesley McLeod pulled from the crease to give Ridge an extra attacker, Aldergrove got salted away the series with an empty netter. Aldergrove goaltender Mark Menicucci was a force in the series, and stopped 31 of the 32 shots he faced Wednesday. For the five games he had a 4-1 record, 1.93 goals against average, and 0.928 save percentage. “He played very well lest night. I won’t say he outplayed Wes, because Wes played very

well, but he was in position and pucks hit him,” said Fiset. In the Ridge net, McLeod faced 40 shots and stopped 37. The Kodiaks also benefitted from a balanced attack, and of the 22 goals they scored in five games, there were 11 different players who tallied. The Flames were led by Matt Bissett, with four goals and eight points in the five games. Second in scoring was Adam Bartsch with two goals and three points. McLeod was 1-4 with a 3.40 goals against average and a 0.916 save percentage. McLeod is one of numerous veterans who will graduate out of Junior hockey next season. Smith, Sean Pesut, Paul Piluso, Adam Bartsch, Connor Redmond and Reece Rivard are all finished. “They are pretty key players moving on,” noted Fiset. “It gives some of the younger guys an opportunity to step up.”

There are Junior A and Western Hockey League teams inviting other players to their camps for next season, so Fiset expects some of his other most talented players will also be gone next year. But they are recruiting new kids, and he doesn’t expect the squad to be completely gutted. “Hopefully it will be more of a reload than a rebuild,” he said. He plans to return for next season, and looks back on the successes of the season past. “The biggest thing we wanted to achieve this year was to be competitive every night,” he said. “In 23 of our 44 games we got points, so that was definitely an improvement. We expect to win and be successful, so we’ve come a long way.” He sees the team making a steady march to join the elite Junior B squads. “You don’t panic, you just build your team. You can’t shortcut your way to success.”

T

here is probably no other form of athletic training that is as effective, yet misunderstood as plyometric training. It was used extensively in eastern-block countries for decades, and helped improve the power and speed of their athletes dramatically. Now it is a mainstay of athletic training at the elite level all over the world. It improves many athletic variables, including throwing, kicking and shooting power, first-step quickness, sprinting speed, and jump height. Some examples of plyometric exercises are hopping, bounding, push-ups with a clap in between, and depth-jumps. Despite being an effective and safe exercise when used properly, there are possible risks when undertaking plyometric training, and care must be taken to learn the fundamentals before attempting advanced training. These days it is done in aerobic classes and boot camp classes, but participants are not usually strong enough for the higher-demand exercises and not usually monitored closely for their technique, especially when it is used more as an aerobic exercise as part of a circuit. Another key point is that plyometric training should only be undertaken if it’s applicable to the sport. Most sports utilize power and speed, but there are some that don’t, such as curling, equestrian, shooting and archery, among some others. Plyometric comes from the Greek word pleythyein (meaning to augment or increase). It takes advantage of what’s called the “myotatic reflex” and the “stretch-
